Police say driver
was well over legal
blood-alcohol limit
By Jeff Mitchell
jmitchell@durhamregion.com
PICKERING — The survivors
of a horrific highway crash that
claimed the lives of three mem-
bers of a Pickering family learned
Thursday a Pennsylvania man has
been charged with three counts of
vehicular homicide.
Angela St-Denis, 52, said in an
interview she’d been told by police
in Pennsylvania the man whose
pickup truck was going the wrong
way on an interstate highway and
slammed into her family’s van was
found to have as much as three
times the legal amount of alcohol
in his blood when the crash oc-
curred early Dec. 23.
“We’ve been told that he’s ac-
cepted his responsibility,” Ms. St-
Denis said Friday morning.
“He knows he was in the wrong.
The blood levels prove he was in
the wrong.”
The St-Denis family was heading
south to Florida for a Christmas
holiday when the crash occurred
in Bedford Township, about 130
kilometres southeast of Pittsburgh.
The St-Denis’s minivan was pass-
ing a tractor trailer when a pickup
truck travelling north in the south-
bound passing lanes slammed into
them.
Roger St-Denis, 52, daughter
Angela Michelle, 15, and 21-year-
old son Paul were killed in the
collision. Ms. St-Denis and her
22-year-old daughter, Therese,
survived, although they sustained
injuries.
On Thursday justice officials
in Pennsylvania announced 23-
year-old Jeremy Grimes had been
charged with three counts of ho-
micide by vehicle while driving
under the influence and other re-
lated charges. He remains in cus-
tody after failing to post $100,000
(US) bond.
Since the crash Ms. St-Denis,
who has volunteered as a counsel-
lor for victims of crime and trag-
edy, has said she feels no anger
toward the man who caused the
crash. Friday she said that right
now her profound loss and the
physical pain she’s enduring are
foremost in her mind.
“A t this point I have other things
that are consuming me,” she said.
But Ms. St-Denis vowed that in
the event the charges result in a
trial, she’ll be there: “I definitely
will attend the trial if it ever goes
to trial.”
An estimated 800 people at-
tended an emotional funeral ser-
vice for the accident victims in
Pickering on Wednesday.

Where to Turn When Your
Home Doesn’t Sell
Durham - If your home has just
come off the market and hasn’t sold,
don’t be discouraged. The reason
your home did not sell may have
nothing to do with your home or the
market. In reality, your home
may have been one of the more desirable
properties for sale.
So Why Didn’t Your Home Sell?
Last year almost half of the homes
listed for sale never sold at all, and
many sellers found that there was a
tremendous amount a homeowner
needed to be educated on to sell their
home for top dollar in the shortest time
period.
Don’t risk making the wrong choices
and losing both time and money on
your investment. Before you hire a
realtor, know the right questions to
ask to save you time and money.
Industry experts have prepared a
free special report called “How to Sell
a House that Didn’t Sell” which
educates you on the issues involved.

AJAX — The damage estimate
of Thursday’s fire at Wimpy’s
Diner has risen considerably
and the cause of the blaze is still
under investigation.
“The Office of the Fire Marshal
has seized a number of electrical
components and electrical ap-
pliances and they will undergo
additional analysis and testing,”
Ajax Deputy Fire Chief Matt Pegg
said Friday.
He said that was “fairly nor-
mal” when electricity and elec-
tricity products are present in a
fire’s area of origin.
Deputy Chief Pegg said while
the cause of the fire officially is
still under investigation, pend-
ing word from the Fire Marshal,
there’s no indication of foul
play.
Ajax Fire and Emergency Ser-
vices responded to a call at the
restaurant, at 64 Harwood Ave.
S., around 7 a.m. and extin-
guished a small fire.
The quick response prevented
the fire from spreading to other
businesses in the Ajax Plaza.
But, while the blaze didn’t get
out of hand, a significant amount
of smoke was generated.
Deputy Chief Pegg says an
estimated $100,000 in damage
was done to Wimpy’s Diner, the
Black Angus Freezer Beef store
suffered $60,000 in smoke dam-
age to its products, and an ad-
ditional $10,000 in damage was
caused to the upstairs portion of
the plaza.
AJAX — An upcoming seminar
will help attendees learn to navi-
gate through the wine maze.
Jeff McIlveen will lead an infor-
mal talk, Demystifying the Wine
Ju ngle, on Thursday, Jan. 18 from
7 to 8 p.m. in the Rotary Room
of the main Ajax Public Library
branch.
Mr. McIlveen will start with a
retrospective of what has hap-
pened in wine-making over the
past 40 years.
That will be followed with how
the wine world is changing, in-
cluding highlights of events and
trends.
Mr. McIlveen will also touch on
such wine personalities as Rob-
ert Mondavi, Robert Parker and
Donald Ziraldo.
He’ll also explain how quali-
ties of wine are based on region,
grape type, technique and fash-
ion.
The program is free, but prior
registration is necessary.
The main library branch is at
the corner of Harwood Avenue
and Achilles Road.

AJAX — The Town is considering its op-
tions following a court ruling that the pro-
cess used to issue nine taxi licences was
unlawful.
A Dec. 14 ruling from the three-member
panel with the Divisional Court of the On-
tario Superior Court of Justice found the
request for proposal (RFP) process flawed
and quashed the issuing of the licences.
Ajax Clerk Marty de Rond says a staff
report with recommendations on how to
proceed will be dealt with at the Jan. 15
community affairs and planning committee
meeting.
“We’ll review the bylaw and report with
recommendations,” Mr. de Rond states.
In May of last year, the Town issued nine
licences to Blue Line Durham Region taxi
company.
The licences were the first ones issued to
Blue Line in Ajax.
Four competing companies, Durham
Rapid Taxi, Ajax Transportation Services,
Lincoln Taxi and People’s Taxi, went to court
in October, fighting to have the Town’s deci-
sion nullified.
“I thought we had a sensible approach to
how the licences would be distributed. We
have to go back to consider what our options
are,” Mr. de Rond says. “The court decision,
much to my surprise, didn’t favour the (RFP)
process.”
Given the Christmas holidays, there’s “ur-
gency to revisit the bylaw. We need to do
more research,” he says.
The court decision was released on Dec.
14 and Blue Line was allowed to operate
until Jan. 1.
In May 2005, the Town passed a new taxi
bylaw “to allow for an increase in licenc-
es,” Mr. de Rond notes. Before 2005, there
were 30 licences, or plates, issued. When the
bylaw was reviewed, it included a provision
to increase the number to 40.
“In 2006, we implemented the process to
increase it to 40. We awarded nine licences
to Blue Line,” Mr. de Rond notes.
People’s Taxi was one of six to submit a
proposal under the RFP.
People’s co-owner Dave Minhas says “the
only way to grow the business is to have
more plates.
“More and more people are calling us for
service and our hands are tied by the town-
ship,” he says.
The company has five licences, which
means it has five cabs on the road.
“If it’s an RFP, yes, we definitely would go
for the plates,” Mr. Minhas adds. “My drivers,
my cars are forced to work very hard.”
He says “we felt (the RFP) wasn’t a proper
process. If I’m starving for business, the
township should recognize this.”
Prior to the RFP, the Town had kept a list
for licences and Mr. Minhas says “we’ve
probably been on the list since ’92 or ’93.”
A representative from Blue Line wasn’t
available for comment. In an advertisement
in the Dec. 30 News Advertiser, the company
noted, “we want to assure you that our com-
pany is committed to providing the town of
Ajax with unparalleled taxi service.
“While we have to follow the law and stop
our service for now, we will not go away. We
will continue to work to restore our service.”
The ad also stated “our licence was
quashed on what we believe to be a techni-
cality.”

Rate increased almost
eight per cent on Jan. 1
By Erin Hatfield
ehatfield@durhamregion.com
DURHAM — Residents’ water
and sewer rates increased by 7.8
per cent as of Jan. 1.
The increase equals $10.23
quarterly or $40.92 a year for resi-
dential users. As a result, where
the average customer would have
paid $522.32 for water and sewer
in 2006, they will pay $563.24 in
2007.
Businesses using 50,000,000 gal-
lons annually will see a bimonthly
increase of $3,414 or $20,484 an-
nually.
“(The increase) is really caused
by budgetary increases and a loss
of consumption,” said Jim Clapp,
Durham Region’s commissioner
of finance. “The main increases
are in the cost increases for things
like utility cost and general infla-
tionary costs.”
For water, revenue requirements
from user rates increased by $2.4
million because of increased oper-
ating costs like wages and benefits,
new staffing, training, the polybu-
tylene pipe replacement program,
chemicals, materials and utilities.
For sanitary sewer, revenue
requirements from user rates in-
creased by $4.5 million due to in-
creased wages and benefits, train-
ing, new staffing, sludge haulage
and incineration fees, utilities
and start-up costs of the Courtice
Water Pollution Control Plant.
“There is no water or sewer
costs on the property taxes,” Mr.
Clapp said. “User rates pay for all
water and sewer both operating
and capital.”
Among the capital programs the
user rates support are the York/
Durham sludge incineration ex-
pansion and capital programs tied
into the area municipal and re-
gional road program.
Despite the increase, Mr. Clapp
said Durham residents have the
fifth lowest rates of 14 munici-
palities surveyed. He said areas
surveyed ranged from Ottawa to
Waterloo. On the large user side,
Durham is the fourth lowest of 14
other areas surveyed.
Residents can expect the rates to
continue increasing by eight or
nine per cent a year from 2008 to
2011, according to Mr. Clapp.
“Based on capital programs and
depending on growth it is prob-
ably in that range, but council will
revisit it on an annual bases,” he
said.
However when compared to
typical residential utility costs, Mr.
Clapp said water and sewer rates
have remained reasonable.
“In terms of our ability to keep
the cost in line as compared to
something like hydro, which has
gone overboard, and gas, which
has gone overboard, we have been
able to keep it under control,” Mr.
Clapp said.

EDITORIAL
LETTER TO THE EDITOR
Keeping Lord’s Prayer Christian thing to do
To the editor:
Re: Call for a ban on the Lord’s Prayer at Regional Council.
I did not know that saying the Lord’s Prayer in a govern-
ment meeting was illegal. I suppose the next thing to go is
the phrase, “God keep our land glorious and free” from the
national anthem.
Tell me something, does anybody remember why we have
a day off from work on Dec. 25? I seem to remember that it
is the birthday of Jesus Christ, my Lord and Saviour, if not
yours, that we are celebrating.
I used to have trouble with the concept that Pierre Elliott
Trudeau stated the government has no place in the bed-
rooms of the nation and put it in our Canadian Charter of
Rights and Freedoms. I am now thankful for it, because that
is where, when I go to bed at night and when I get up in the
morning, I say the Lord’s Prayer. At least I have the right to
pray to the Almighty in the privacy of my own home and, for
now, my church.
I’ll just have to suffer from the disappointment of knowing
that my local government doesn’t have the same right.

I
have never met Angela St-Denis.
Until last week’s tragedy, when three
members of her family were killed in
an accident, I had never heard her name.
But I now know she is a better person
than I am or ever will be.
Ms. St-Denis has been in the news
lately for all the wrong reasons. While
travelling through the U.S. just before
Christmas, the van she was in was hit by
a man driving a pickup truck the wrong
way on a U.S. interstate. Police believe
he was impaired at the time of the ac-
cident.
Ms. St-Denis and her eldest daughter
Therese survived the crash. Her husband
Roger, son Paul and daughter Angela
did not. A funeral for the three was held
Wednesday in Pickering.
I have seen the images and read the
story from the funeral but what still sticks
with me from the moment I heard about
the accident was Ms. St-Denis’ unbeliev-
able ability to not get angry at the man
who drove the truck.
“What’s the use of staying angry?
What’s that going to get us?” the griev-
ing mother told media members shortly
after the accident.
She has forgiven him and her only
concern is that he not get behind the
wheel of a car ever again.
That wasn’t my first thought or the first
thought of many, many people I have
spoken to about this story. I wanted to
hurt the driver of the truck, I wanted him
to suffer, to feel the pain he caused Ms.
St-Denis and her family.
But she didn’t. As a volunteer with the
victim crisis assistance referral services
with the Durham Regional Police Ser-
vice, Ms. St-Denis has sat on the side of a
road with victims in similar circumstanc-
es. It was through those experiences that
she decided forgiveness was a better way
of living than seeking revenge.
I would not have felt the same way.
Drinking and driving is a scourge on our
roads and must be stamped out. How
many more devastating collisions must
we all read about before deciding that
getting behind the wheel of a car while
drunk is no different than firing a gun
into a crowd.
At We dnesday’s funeral her family was
described as one that always put the
needs of others first.
But I have a different perspective fol-
lowing the funeral. I want to thank Ms.
St-Denis for showing me there are still
people in this world who see good in all
people.

Change good news
for environment
Prime Minister Stephen Harper refused to call his recent
shuffle an election cabinet, but it’s hard to resist the no-
tion the changes he made Thursday will serve any other
purpose.
Mr. Harper’s most dramatic switch, anticipated for a number
of weeks before it finally came, was to replace Alberta MP Rona
Ambrose in the Environment portfolio with Ontario’s John
Baird.
Both are young stars in the Conservative firmament, but Ms.
Ambrose was clearly out of her league in a cabinet position that
has increased drastically in importance since she was appointed
to it just 11 months ago.
She struggled mightily to deal with the exploding issue of
global warming, dismissing Canada’s Kyoto targets as unachiev-
able. Her attempts to deliver a Clean Air Act last fall fell flat and
she was in a difficult position in representing a riding adjacent to
the massive Alberta Tar Sands project, the largest single polluter
and producer of greenhouse gases in the country.
Mr. Baird, on the other hand, was given credit for working
well with members of the Liberal, Bloc and NDP parties in
moving the Accountability Act through Parliament. It was a
long, hard slog, but he achieved success when the bill passed in
December.
He’ll now take on a position where positive efforts are ex-
pected by Canadians. While the environment was hardly on the
radar in the election of 2006, it’s now the No. 1 priority with
Canadians according to a recent national Decima poll. It finished
ahead of perennial top choice health care as well as the economy
and the mission in Afghanistan.
Mr. Baird will have to work with the opposition to strengthen
any environmental legislation so that it takes account of green-
house gas emissions. Long-range targets for cutting emissions
by 2050 are not acceptable to Liberal leader Stephane Dion or
NDP head Jack Layton.
With a possible spring or early summer election looming, it
appears the key issue will be how each party will deal with the
environment. Mr. Harper’s decision to appoint one of his most
active cabinet ministers to the post and the focus placed on
global warming by all political parties is a big step in the right
direction for Canada and is a welcome move away from the inac-
tion of the past.

The Oshawa Hospital Foundation is proud and excited to announce that The Cash for Cancer Lottery is back for its 8th incredible year, with every year being such a
huge success!
This year, we have added MORE GRAND PRIZES - 16 in total! Of course, there’s always our $1 MILLION tax-free prize but, this year, one lucky ticket holder will “walk the walk”
of a movie star with a trip for two to Hollywood, accommodations at the famous Beverly Wilshire Hotel, lunch for two at the Ivy and dinner for two at Spago, and the winner will also
receive $100,000 - just think of the Shopping Spree on Rodeo Drive.
In keeping with my promise to maximize the wins for Cash for Cancer Lottery ticket buyers, we have deliberately limited the number of sales to only 87,500 tickets. We literally have
the BEST ODDS to win $100,000, $50,000 and $10,000 Cash Prizes of any health Lottery in Ontario!!
The Durham Regional Cancer Centre will be ready to receive patients in the Spring of 2007. We are all getting pretty emotional about the Cancer Centre because we can see it now
and walk the halls and believe in the hope and the fi ght against cancer that it will bring to this Region and across Ontario.
Every ticket purchased will likely bear the name or the memory of someone special who has fought, or who is fi ghting, this terrible disease, and each one of those tickets are helping
to Bring Cancer Care Closer to Home.

PICKERING — Nik Smith of Whitby’s Sinclair Secondary School Celtics tries to pin Jeremy Wardlaw of the Dunbarton High School Spartans of Pickering in this

Belan’s arrival signals
last roster move prior
to Jan. 10 deadline
PICKERING — The Pickering
Panthers added the last piece of
their roster puzzle Thursday.
The Panthers brought aboard
20-year-old left wing Kris Belan,
an overage player with the Oshawa
Generals of the Ontario Hockey
League.
Panthers general manager Frank
Robinson says he had been work-
ing on acquiring Belan the past
week. To have him join just prior
to the OHA Ontario Provincial Ju-
nior ‘A’ Hockey League’s Jan. 10
trade deadline should be a boon to
the Panthers
in their final
11 regular-
season game
and on into
the playoffs.
“He has
not put up
huge num-
bers in the
OHL but his
speed and
grit and the fact he is a left-handed
shot, was a very important factor
to the Panthers,” says Robinson in
a press release.
Belan became available after
the Generals added new goalten-
der Loic Lacasse from the Quebec
Remparts of the Quebec Major Ju-
nior league. The addition of Lac-
asse put the Generals at four over-
age players; league rules cite each
team can only play three.
The 6-foot, 2-inch, 200-pound
forward joined the Generals in
October, coming over from the
London Knights in exchange for
Oshawa’s 15th-round selection in
the 2008 OHL Priority Selection
Draft. This season, Belan scored
a goal and added an assist in 18
games.
The addition of Belan fills the
23-man Panthers’ roster prior to
the Jan. 10 deadline. Josh Booth
has been declared medically unfit
to play, which opened a roster spot
for Belan.
Belan is the second former Os-
hawa General who’s joined the
Panthers this season. Earlier, for-
ward Phil McIlhone rejoined the
Panthers after playing for the Gen-
erals for a season.

Plenty of Durham
talent scattered
across professional
lacrosse ranks
DURHAM — For a pair of lo-
cals, it’s not tough to understand
why the word “repeat” would be on
their minds as the National Lacrosse
League gets set to draw the curtain
on another campaign.
The Colorado Mammoth, led by
Whitby’s Gavin Prout and Ajax’s Gee
Nash, began defence of their NLL
championship title of a year ago
with a 20-15 victory over Rochester
Knighthawks.
Prout and Nash, who both played
box lacrosse during the summer
with the Brooklin Redmen, are
poised to lead a talented Mam-
moth back to championship glory.
Captain Gavin Prout tallied seven
points on the strength of two goals
and his game-high five assists in the
Mammoth’s season-opening win
over Rochester.
Coming off a season where he
placed fourth in the league in scor-
ing with 29-64-93 numbers in 16
games, much of the same will be ex-
pected from Prout, while Nash will
be looking for something similar to
his 10.29 goals against average of
last season, which was good enough
for second in the league.
Another familiar face will join
Prout and
Nash in
Colorado
this season
as Andrew
Burkholder,
a Redmen
teammate,
will also suit
up for the
Mammoth.
As for
their opposition tonight, Rochester
boasts an impressive contingent of
local players as well, led specifically
by star forward Shawn Williams of
Whitby. Williams posted 80 points
with the Knighthawks last season,
and will be joined by Oshawa’s Bill
Greer and for Ajax-Pickering Rock
senior ‘B’ goaltender Mike Miron,
Bowmanville’s Stephen Hoar and
a pair of Redmen in forward Mike
Accursi and Steve Toll as players to
watch this season.
In Portland, reigning execu-
tive and coach of the year in the
NLL, Oshawa’s Derek Keenan leads
his LumberJax into battle. Joining
him for a second season behind
the bench is Whitby Warriors head
coach Jeff McComb, while former
Warrior Ian Crashley, a Portland
draft pick from 2006, has made the
club out of training camp.
Veteran defender Pat Jones of Os-
hawa will join Crashley on the back
end to help solidify the club’s defen-
sive game.
Mike Hominuck, picked up by the
Redmen last season, will also suit
up for Portland.
The LumberJax, led by Redmen
goaltender Steve Dietrich, who post-
ed an NLL-best 9.97 goals against
average a year ago. Bowmanville’s
Jason Crosbie will return to chip
in on the offence after splitting last
season between Buffalo and Ari-
zona.
In To ronto, the Rock recent-
ly dealt superstar Colin Doyle to
the San Jose Stealth in exchange
for three players, including former
Oshawa General Chad Thompson.
Matt Shearer of Whitby and Derek
Suddons of Oshawa return to the
Rock fold along with Scott Campbell
of Ajax. They’ll also welcome an-
other Ajax resident in Matt Carroll, a
former Whitby Jr. A product.
With Doyle now in San Jose, he’ll
be joined by diminutive Redmen
star Jeff Zywicki and rookie Shaydon
Santos of Whitby.
Shawn Summerfield, a member
of the Ajax-Pickering Rock senior
‘B’s for the past two seasons and an
Ajax resident, enters his second sea-
son with the Minnesota Swarm after
signing as a free agent last year.
Rounding out the local contingent
is Kurtis Wagar of Blackstock, who is
one of two goaltenders for the Ed-
monton Rush, and Mike McLellan,
who performed well for the Redmen
after being acquired last season.
Meanwhile, Redmen coach Ian
McGough recently added another
job to his resume, signing on with
Arizona as the Head Eastern Scout
for the club.
He’ll be responsible for advanced
scouting of NLL teams playing in
eastern venues.
