Mr. Anderson made the com- ments when speaking at Pickering council this week. In the course of his address to the mayor and coun- cillors he commented on several provincial plans, including Places to Grow and the Golden Horse- shoe Greenbelt. The Places to Grow papers re- leased last month, which is a vision for growth in the Greater Golden Horseshoe, includes an outlook for the GTA in regards to population, households and employment. The ratio of jobs to residents for other municipalities is 1:2, while the province predicts 1:3 for Durham. Mr. Anderson is not pleased with that outlook, which is not consis- tent with the Region’s goal of 1:2. “Durham doesn’t want to be bedroom capital of the GTA,” he said. “We want to be a community where people live, work and play.” The Province’s numbers predict by 2031 Durham would have a Council meets while mayor in Cuba By Danielle Milley Staff Writer PICKERING — Pickering coun- cillors want some answers. Pickering council (minus Mayor Dave Ryan and Ward 3 City Coun- cillor David Pickles, who sent their regrets) held a special council meeting Friday afternoon to dis- cuss issues surrounding a Liberal fundraising dinner held May 14, 2004 attended by Mayor Ryan and at least one developer who owns land in the Duffins Rouge Agricul- tural Preserve. Councillors were unaware Mayor Ryan had attended the din- ner until they saw an article in a To ronto newspaper Wednesday. Wa rd 2 City Councillor Doug Dickerson sent a letter to Premier Dalton McGuinty asking who at- tended the dinner, which was held at the home of provincial Finance Minister Greg Sorbara’s brother, and what was discussed regarding lands in Pickering, among other things. “I am concerned over the lack of content and details the Mayor has provided us with concerning that dinner,” he said. “It was a din- ner with the same developer that we recently reached a settlement with.” Silvio De Gasperis, who owns 2,500 acres in the preserve, went public about the dinner after the Golden Horseshoe greenbelt, which includes the preserve, be- came final. He believes he was misled by Mr. McGuinty about the status of the preserve in the green- belt. Mr. De Gasperis, along with other developers who own land in the preserve, recently reached a multi-million dollar deal with the City to settle a legal dispute; the deal removes agricultural easements from their land, allow- ing them to fight the Province in their quest to develop the area, which the City supports through Pickering putting its questions to the Premier ✦ See Regional, Page 10 PERFORMING THE MARTIAL ARTS A.J. Dr. Meen testified that two youths who have pleaded guilty to a string of vi- olent convenience store robberies have been diagnosed with conduct disorder, a condition at the root of their long criminal histories. The Crown is attempting to have the two 18-year-olds sentenced as adults. But defence lawyers are advocating for ongoing in-custody treatment at an ap- propriate youth facility, arguing that sending the young men to an adult prison will not address the root causes of the violent and anti-social behaviour they’ve displayed so far. Te stifying before Superior Court Jus- tice David Salmers in Whitby last week, Dr. Meen agreed that troubled youths are not well-served by being sent to languish in prison. “True warehousing of conduct-disor- der youth makes them more (troubled),” Dr. Meen said. He agreed with a psychologist’s rec- ommendation that the two young men ought to be kept in custody and have counselling and educational programs provided to them. He said that, despite troubled histories, which include drug use, bullying and theft at ages as young as 12, both young men have the capac- ity to turn their lives around — if they want to. They’ll also need the support of professionals and friends and family to make the adjustments necessary to change the course of their lives, Dr. Meen said. “He has the capacity for change,” Dr. Meen said in describing one of the young men. “The issue is whether he will realize that or not. “The key to reducing recidivism (re- peat offending) in adolescents is what happens when they leave the institution and the involvement of family and com- munity. “That’s the key to success.” The other young man is intelligent and articulate, the psychiatrist said. “He could do anything he wants,” he said. “He’s a quick study. He could go to university without blinking an eye.” The two Durham Region youths, who can’t be identified under provisions of the Youth Criminal Justice Act, pleaded guilty in January to participating in six robberies in Pickering, Ajax, Whitby and Toronto. During the robberies, lone convenience store clerks were swarmed by three masked men who terrorized and in some cases stabbed the clerks before making off with cash, cigarettes and lottery tickets. The Crown asserts the youths present a danger to the community and that a sentence of incarceration in an adult prison would protect others and more adequately reflect the serious nature of the crimes than custody in a youth jail. Experts heard from so far have agreed that the two ought to be held in custody while they receive counselling and edu- cation. The hearing continues. Mark Guinto, Mayor Ryan’s executive as- sistant, said the Mayor couldn’t attend the spe- cial meeting as he was in Cuba on a vacation, and couldn’t be reached for comment. In an interview follow- ing the meet- ing, Mr. Guinto shared what he had discussed about the din- ner with the Mayor. Mayor Ryan, who had pre- viously run for the Liberals provincially, was attending as a guest and didn’t have to pay the $10,000 fee others did; he was there as an individual and not as the mayor of Pickering, Mr. Guinto said. “He wasn’t on official City business,” he said. “It was just his attempt to speak to the Premier and/or the Minister (John Gerretsen, Municipal Af- fairs).” He said Mayor Ryan told him he only stayed for dinner and not the re- ception and he, “didn’t glean anything new. “That’s why he didn’t report back to council,” Mr. Guinto said. With Mayor Ryan not expected back for anoth- er week, council chose not to wait for his return to get answers, but instead passed a mo- tion requesting the Premier dis- close the din- ner’s full guest list and any dis- cussion that was held regarding the greenbelt, Seaton, the growth man- agement study or the ag- ricultural preserve. Ward 1 City Council- lor Kevin Ashe brought forward the motion and it was supported unani- mously. “This council should take a stand as a collec- tive body and demand answers from the Pre- mier,” he said. Ward 2 Regional Coun- cillor Bill McLean sec- onded the motion. “A s a member of this council I think it is impor- tant we have all the facts,” he said. “It is important the Province responds to the City of Pickering council, its residents and the residents of the prov- ince.” Although he voted in favour of the mo- tion, Ward 3 Regional Councillor Rick Johnson didn’t feel comfortable speculating about what happened at the dinner. “Maybe there wasn’t any skeletons in the closet and it was just a fundrais- ing dinner that the Mayor was invited to,” he said. Coun. Johnson went on to suggest waiting until Mayor Ryan comes back to answer these ques- tions before sending the letter. Ward 1 Regional Coun- cillor Maurice Brenner, who chaired the meeting as deputy mayor, spoke to the integrity of the City. “The decisions that were made in each and every instance of our growth management study... have been made based on fact without any influence from the Prov- ince of Ontario, the Pre- mier or any other level of government,” he said. EDITORIAL LETTER TO THE EDITOR Use federal child-care funds to fix staff’s poor salaries To the editor: As a new mother (my son is 11 days old) and a supervisor of a child-care centre, I was thrilled to see $5 billion in the federal budget allocated for child care. I am concerned, however, that there are “no strings attached” for this coming year. How will our provincial government spend the money? I hope that they will increase funding to the wage subsidy grant that enhances staff salaries. The government’s own studies have shown that the biggest indicator of high-quality child care is the trained staff. We need to ensure we keep qualified staff in the field for the long term. In recent years, many early childhood educators have been forced out of the field because of pitiful salaries (sometimes at the poverty line). I urge our provincial government to spend the money where it matters most; the qualified staff who will care for my son when I return to work next year. A lone trustee there is on a mission to have Durham munici- palities lower building permit fees charged for new school con- struction. Whitby trustee John Dolstra says that if municipalities don’t go along with his request he’ll take the issue to the Province and request school boards be completely exempt from the fees. He argues that board has paid $1.8 million in building permit fees in the last five years, and says the money could be better spent in schools, on the students. His proposal, calling on the board to lobby the Province and currently tabled to a future meeting, is flawed. In the unlikely event the municipalities in the Durham board’s jurisdiction collectively acquiesce to a polite suggestion they give up a source of revenue, the Kawartha Pine Ridge District School Board would be remiss not to scurry over to Clarington Town hall to negotiate the same sweet deal. And if the Province were to decree the board’s exemption from the fees, the same rules would have to apply to all school boards in Ontario. The problem is there are costs incurred by a municipality when new schools are built. There are building inspections to be done and other processing costs and staff time associated with construction. If the school boards are not going to pay those costs, or contribute some revenue to municipal coffers, then the expense must ultimately be borne by the taxpayer. Why should school boards expect preferential treatment when it comes to capital building costs? One could argue the case for waiving the fees for hospitals, seniors’ homes, fire stations, day- care centres and any other building erected for a noble purpose. Mr. Dolstra says he’s been discussing the issue with Roger Anderson, chairman of the Association of Municipalities of Ontario, Education Minister Gerard Kennedy, and Rick Johnson, president of the Ontario Public School Boards’ Association. There are other ways for a school board to budget efficiently, rather than expecting a free ride at town hall. Building permit fees are just part of the cost of doing business. Councillors should be educated on all regional issues W hen two regional councillors this week admitted to knowing nothing about a prominent en- vironmental issue, it raised an interest- ing question: Do elected officials have an obligation to know? At a planning committee meeting, councillors Joe Drumm from Whitby and Jim McMillen from Scugog abstained from voting on whether the Region’s law- yers should investigate easements being lifted off environmentally sensitive land in Pickering. The land transaction is part of a tan- gled, sexy story involving the City of Pick- ering, powerful developers, the Region and the Province. An apologetic Coun. Drumm said he could not bring himself to vote because he did not know anything about the issue, which broke almost a week before the meeting. Coun. McMillen agreed. While elected officials sit in council and committee to make sure their con- stituents’ best interests are served at the Region, they also have to have a under- standing of all regional issues so they can make decisions accordingly. Kind of like being a jack of all trades, or knowing a little bit about a lot of things. While the deal in Pickering may not seem to directly impact a farmer in Port Perry, tens of thousands of people who will use regional water, sewer and roads could now move onto the affected prop- erties. And the Region will definitely have a say in the development of the area, should it happen. It’s not that what councillors Drumm and McMillen did was legally wrong: councillors, under the rules of procedure, have the right to abstain from voting. But when they abstain, it’s counted as a nega- tive. But it’s also not as if, had the council- lors voted yes, any extreme action would have resulted. All Ajax Mayor Steve Parish wanted was for lawyers to investigate the issue and provide a background report. So should the councillors be applaud- ed for refraining from casting an unedu- cated vote? Catholic trustee expenses total up Costs rise by a third in one year DURHAM — Catholic trustee expenses rose 36 per cent last year compared to 2003, approaching the $25,000 mark. The Durham Catholic District School Board, at the March 7 board meeting, ap- proved the trustee expense totals for the 2004 calendar year. The eight-member board logged $24,947.51, up from $18,360,31 in 2003. In 2002, the combined total was just under $22,000. Whitby Trustee and board chairman Mary Ann Martin once again had the highest total, $7,944.18, about $400 higher than the year before. The following is the total expenses claimed by the re- maining board members, from highest to lowest. The figure in parentheses is for 2003: Fred Jones, Oshawa, $4,102.62 ($880.46); Joe Corey, Oshawa, $3,814.30 ($2,844.72); Janice Oldman, Ajax, $2,952.89 ($1,365.85); Scott Murdock, Whitby, $2,808.51 ($1,431.73); Kathy LeFort, Brock/Scugog/Ux- bridge, $2.419.46 ($561.33); Jim McCafferty, Pickering, $571.88 ($1,020), and Paul Bannister, Pickering, $254.89 (elected in Nov. 2003). The value of permits decreased from $1.1 billion in 2003 to $900 million last year, the Region’s annual building permit activity review report presented to Tuesday’s planning committee said. But the value was still ranked as the second highest in the Region’s history, the report said. There were 4,911 new units approved, compared to 6,231 in 2003. The value of non-residential permits, which include commercial and institu- tional, also decreased in 2004, down to $33 million from $650 million in 2003. But they, too, were the second highest in Durham history. New development locally included a new Loblaw’s distribution warehouse in Pickering and an Ontario Power Genera- tion building in Pickering. The Region’s share of the GTA build- ing permit value also decreased, the report said. More than 1,100 kids on waiting list DURHAM — There were 1,114 chil- dren waiting for subsidized child care at the end of 2004. The annual report from the Region’s children’s services division showed Oshawa with the most children in need: 330 were waiting for a spot in one of the child care or nursery school programs. The Region directly operates some pro- grams, and purchases service in others. Pickering was the second-highest in- need community, with 219 children wait- ing for funded care while Ajax has 209. Mr. White, an activist with the Ontario Association of Social Workers for more than 30 years, was instrumental in founding the Durham branch of the OASW and was its first president through the 1980s. “It’s a great hon- our. It basi- cally means my peers in the Ca- nadian As- sociation of Social Work- ers voted to bestow that honour on me, and that I have the support of many people in the profession,” said Mr. White, MPP for Whitby- Ajax from 1990 to 1995. “I think it’s also an interesting statement about social work as a profession that someone like my- self who’s been involved in com- munity work and our professional association and had some leader- ship roles... is honoured. I’m not a university prof or the senior ad- ministrator.... My job has just been working with folks,” he said. Mr. White’s clinical career has included work with mental health clinics, child welfare and fam- ily service agencies. After 23 years with Family Services Durham, he retired in 2003 and is currently conducting a private counselling and family mediate practice. “We see him as being a strong advocate for client groups,” said Gillian McCloskey, associate ex- ecutive director with the OASW. “S ocial work is so diverse, it’s not an easy profession, and over 30 years he’s worked with so many different groups. He’s had a long- standing commitment to the pro- fession itself and a passion for so- cial causes.” Ms. McCloskey also said the award is timely, given the fact that March 7 to 13 is National Social Work Week. “It’s really a high honour. This is the highest honour bestowed upon a social worker provincially and nationally, and is awarded for out- standing contribution,” she added. Coun. Pickles introduced a motion in December asking the federal gov- ernment and the Greater Toronto Air- ports Authority (GTAA) for funding so the City could do a peer review of the GTAA’s draft plan for the proposed Pickering airport, which was released in November, and its updated financial assessment analysis. Pickering received a letter from Transport Minister Jean Lapierre last month turning down its request. “I regret that Transport Canada is unable to be of assistance at this time because the department is currently completing its own review of the re- port,” the letter reads. Coun. Pickles said the decision is made worse by the fact that the federal government continues to have such large surpluses. The letter goes on to say the GTAA’s planning initiative is going to be subject to a lengthy review process, as well as an environmental assessment and public consultation. “You may be assured that an airport will not be built unless there is a clear demand for one,” it reads. “The plan- ning exercise now being undertaken reflects prudent long-term planning by the federal government to continue protecting the Pickering Lands so that, should demand dictate, a safe and vi- able airport remains an option for local interests.” Coun. Pickles is still hopeful the GTAA give the City funding for a peer review. With the development of Seaton just around the corner, Mr. Anderson said Pickering should be fighting for of- fice and prestige employment, “good paying jobs. “I’m tired of Durham being treated as the hind end of something.” Mr. Anderson also said the Region has concerns with the Greenbelt legislation, which be- came law at the end of February. “We have a lot of concerns with the proposed lines on the maps the Prov- ince is drawing,” he said. A significant portion of Durham falls in the greenbelt including all of Ux- bridge, Brock and Scugog; a large por- tion of Clarington; the Duffins Rouge Agricultural Preserve in Pickering; and most of the land north of Taunton Road up to Hwy. 7 in Ajax and Pickering, east of Westney Road into Whitby. Mr. Anderson said because of this, once development reaches capacity in Durham it will then “hopscotch” east of the Region to areas not included in the greenbelt. But the residents of that development are going to drive through Durham on their way to To- ronto. “It is a concern for us,” he said. Easter Seals ready to egg community on for support Several Pickering, Ajax stores hatching 2005 fundraiser DURHAM — March is Easter Seals Month when the annual Paper Egg Campaign raises aware- ness and thousands of dollars to support children with physical disabilities. Businesses across the province will be selling colourful paper eggs for $2 until March 27. The name of the purchaser or some- one special in that person’s life can be written on the paper egg, which is displayed in the store or restaurant. “The Paper Egg Campaign is an easy way to give back to the community,” says Colleen Cur- rie, chair of fundraising for the Easter Seal Society, Durham Re- gion. “I encourage everyone to participate and enable kids with physical disabilities to blossom to their full potential.” Proceeds from the campaign go toward funding of essential communication devices, Eas- ter Seals camps, and funding of recreational choices such as day camps, swimming lessons and art classes. Last year, the Paper Egg Campaign raised $530,000 provincially for youngsters with physical disabilities. Province may grant independence to Ontario’s child and youth advocate Durham official sees it as safeguard for vulnerable kids By Jillian Follert Staff Writer DURHAM — Durham’s top chil- dren’s aid official is praising a re- cent move to make the Province’s child and youth advocate inde- pendent from the government. James Dubray, Executive Direc- tor of the Durham Children’s A id Soci- ety (DCAS) said the new legislation, slated to be introduced this spring, will provide more safe- guards for the province’s most vulnerable kids. “The advantage of having the child advocate report directly to the legislature, instead of to the ministry, is that nothing in the reports will be filtered out or ques- tioned by the government,” he ex- plained. “Reviews will get done faster and be more accurate.” Instead of reporting to the Min- istry of Child and Youth Services, the planned change would make the advocate an officer of the leg- islature. “Elevating the position of the child and youth advocate to the same level of independence as the auditor general sends a powerful message that this government is serious about accountability and transparency,” said Judy Finlay, Ontario’s Chief Advocate for the past 14 years. The child and youth advocate represents those in the child wel- fare system, children’s mental health system, youth justice sys- tem and students attending pro- vincial schools for the blind and deaf. Last year, the advocate’s office received about 3,200 calls and con- ducted seven reviews. Mr. Dubray noted that children in the care of the DCAS most commonly call the office to dispute group home placements. According to the Ministry, a third party review of the advocate’s office was commissioned last spring, in response to the previ- ous government’s request that the advocate submit all findings for approval and allow investigations to be monitored. “There were some controversial situations at that time involving children that died while in care,” Mr. Dubray recalled. “Some people felt that the government was trying to silence the advocate, or influ- ence their findings.... That’s when the idea of an independent advo- cate really gained some ground.” A report by the Ontario Coali- tion for Better Childcare indicates seven children in care died be- tween 1995 and 2003, with zero deaths recorded in the 17 years prior to that period. James Dubray Public board looking for ideas to name new schools Submissions deadline for unnamed Ajax school is April 9 DURHAM — The Durham Dis- trict School Board is appealing to Oshawa, Ajax, Whitby and Brook- lin residents to help name four new public schools in the region. The schools are: the unnamed Nottingham public school on Seggar Avenue in Ajax; the un- named Park Ridge public school on Coldstream Drive in Oshawa; the unnamed Williamsburg pub- lic school on Medland Avenue in Whitby, and the unnamed Brook- lin North public school on Selkirk Drive in Brooklin. According to board guidelines, suggested names can include: people who have made a notable contribution to society in Durham, Ontario or all of Canada; a histori- cal name applicable to the area; the name of the district the school will serve or the name of the street where the school is located. A school can’t be named after a current board employee or mem- ber. Suggested names should be submitted in writing to the board office in Whitby by April 9. Sub- missions can be sent to the ap- propriate area superintendent at the Durham District School Board, 400 Taunton Rd. E., Whitby, ON, L1R 2K6. Page 16 St. Mary knocks off pesky Uxbridge Tigers in third and deciding game of LOSSA senior boys’ hockey final By Al Rivett Sports Editor PICKERING — There’s some- thing about living on the razor’s edge that’s appealing to the St. Mary Catholic Secondary School Monarchs senior boys’ hockey team. For the third straight playoff series, the Monarchs faced a do- or-die situation when they suited up for the rubber match in the best-of-three Lake Ontario Sec- ondary School Athletics (LOSSA) championship series against the surprising Uxbridge Secondary School Tigers. In a winner-take-all Game 3, the Monarchs came up smell- ing like roses, posting a narrow 2-1 victory at the Ajax Commu- nity Centre on Friday morning to capture their second consecutive Durham Region crown. The Tigers, the West Division’s sixth seed in the playoffs, forced a third game against the West Division’s top-seeded Monarchs after pulling off a surprising 2-1 victory in Uxbridge on Thursday afternoon. In Friday’s game, the Tigers continued to play above their weight against the Monarchs, who wouldn’t be denied in a game that featured a high-tempo with plenty of heavy hitting by both sides. St. Mary’s Jason Krasnowski, left alone in front of the Uxbridge net, beat Tigers’ goalie Max Wert with the eventual game winner with a mere 41 seconds remain- ing in the second period. Uxbridge opened the scoring when Brent Foster beat St. Mary starting goaltender Matt Thomp- son with 5:33 remaining in the first period. But, the Monarchs would even the score on a goal by team captain Ryan Eickmeier, who deposited a rebound off a point shot by Brian Gonsalves with 1:15 left in the first. Following the contest, a re- lieved head coach Mike Dion said he’s been through the wringer with the ups and downs of the playoffs this year. “We’re very pleased. It’s been a tough final; a tough playoffs for us. Three series went to three games, so definitely a lot of good competition, a lot of teams tested us. I think a lot of the guys are feeling good right now, but we’re not satisfied. We have a lot of unfinished business at OFSAA. A lot of guys think we fell short last year, so we want to go back and make some noise.” Eickmeier echoed his coach’s thoughts: winning a second LOSSA title isn’t enough for the senior-laden team, and satisfac- tion will only come with gold at the Ontario Federation of School Athletic Association’s playdowns in Windsor later this month. “We’re looking forward to OFSAA. We feel we have some- thing to prove there,” said Eick- meier, a centreman. The key to Game 3, noted Dion, was no gaps in the intensity be- tween one shift to the next. “We didn’t take a shift off. We hit them, we finished our checks, we moved the puck, we used the big ice effectively. There was not one shift in the game where I thought we took the shift off.” Moreover, Dion praised the work of his defence and espe- cially starting goalie Thompson for coming up with big efforts in the biggest game of the season thus far. “I thought they got a couple (of scoring chances) in the first and second period. Most of their shots were from the outside in the third period. We have the best goaltender in the province in Thompson,” said Dion. Dion gave full credit to the Ti- gers, noting there was no room for overconfidence in his play- ers after the loss to Uxbridge in Game 2. He further felt the Mon- archs’ 4-0 victory on Wednesday to open the series was an aberra- tion and not a true reflection of the capabilities of the Tigers. “We knew that they’re a tough team. They’re a team that didn’t get to the final not being a tough team. That wasn’t their true co- lours when we beat them 4-0, Ye sterday’s (Thursday) game was more of an indictor of the strength of their team. They com- peted with us very well,” said Dion. Brine, competing in the senior girls’ di- vision, started off slowly with a score of 131 in her first game, 71 pins out of first place. After a pep talk from her dad, Ashley came out firing and bowled games on 237, 243, 247, and 258 to win her division. Not only did she win the tournament, she also broke the existing tournament record by 58 pins.
