"We welcome the announce- ment regarding funding. We've been waiting and it's more money than earlier anticipated," says Patricia Manson, the Durham Catholic District School Board's director of education. "We're happy the money is coming." Gerard Kennedy, the provin- cial education minister, last week noted school boards have been placing some special-ed funding in reserves. "We are ensuring today that dollars are going to be put to work to create results for special- needs students," Mr. Kennedy stated in a press release. The government is now spend- ing $926 million a year on special- ed funding. Each year, school boards sub- mit claims to the ministry seek- ing money to cover costs associ- ated with students with acute and severe needs. This is done under the intensive support amount (ISA) allocation. As high-profile investigations into alleged police misconduct continue in Durham Region and other jurisdictions, the issue of the propriety of cops investigat- ing cops continues to percolate. This fall, Superior Court chief justice Patrick Lesage is expect- ed to release the results of a for- mal review he's conducting into the handling of police com- plaints. As that process contin- ues, parties with varying per- spectives are weighing in. From the police point of view, the current system works just fine. Complaints from members of the public are received, as- sessed, and, if they warrant fur- ther action, can result in charges being laid against officers under the Police Services Act (PSA), the provincial legislation govern- ing police conduct and which provides consequences for cops who are found to transgress. But there's a pervasive prob- lem with that protocol from the public perspective, critics con- tend: They say a system in which police officers investigate other police officers generates cynicism and suspicion by outsiders, who expect cops to stick together in the face of public scrutiny. "I think the system as it exists is deplorable," said Bernie O'Brien, an Oshawa lawyer who has represented both civilians caught up in the criminal justice system, and police officers facing PSA charges for alleged miscon- duct. Mr. O'Brien said the nature of the process can be seen as skewed from all perspectives. Civilians are reluctant to lodge complaints because they feel they won't be judged objectively, he said. "There's a real reluctance for them to make the complaint," Mr. O'Brien said. "I think the chief and the police service do take (complaints) seri- ously, and I don't think they brush off complaints. "We were on time, so we thought," says Christie May, manager of devel- opment at Herizon House. "But we have an elevator on site so we can ac- commodate people with special needs. What we didn't know is the building is built on a swamp." She says water is seeping into the elevator shaft, so the plan is to move in to the permanent facility in about a month. For security reasons, the shel- ter's location is secret. "The one thing that hasn't changed is we've been operating for about two years now; we have an interim house," says Ms. May, adding the four-bed- room, 25-bed house is generally full of clients. "At least half the beds are filled with children, and that's the heart- breaking thing, the kids get caught in the shuffle," she says. The new 15,000-square-foot Heri- zon House will have 25 beds and an onsite Durham Regional Police office. Ms. May says their success so far is due to the generosity of community members and businesses in donating gently used items, cash and gift cer- tificates. However, she asked that donors for the time being hang on to their items and wait until the fall, when the new facility will be up and running, featuring more storage space. Fund-raising for the shelter contin- ues, with a black-tie gala set for Nov. 6 at Deer Creek Golf and banquet fa- cility. A $100 ticket gets you a meal, a glass of champagne, wine at the table and three drink tickets. But, while there will be a small auction and raf- fle, Ms. May says the focus isn't just on fund-raising. "It's also a recognition evening for our capital campaign donors and vol- unteers," she says. "Hopefully not a lot of speeches but a lot of dancing and having fun." The general public is invited to the event and, no, you don't have to wear a black tie. In all, police stopped 1,700 vehicles at locations in Oshawa, North Durham, Ajax and Whitby during the weekend. Of those drivers, 27 were given roadside breathalyser tests. Five motorists were charged with driving while exceeding the legal blood-alcohol limit, police said. Seven drivers registered a warning on the breathalyser and were prohib- ited from driving for 12 hours. Another 25 people were charged with various Highway Traffic Act in- fractions, police report. Five charged with drinking and driving over weekend for ISA funding doubled be- tween 2001 and 2004, even though overall enrolment declined. The Liberal government reviewed the situation after taking office and found ISA funding doubled to 54,000 cases from 27,000, and that two-thirds of boards placed some of their special-ed funding in reserves. In 2002-03, about $80 million went into reserves. The government estimates more than $100 million is in reserves in 2003-04. A condition to be at- tached to the new funding will require special-ed money, including that in re- serves, be spent helping students. And, the ISA sys- tem will be replaced over the next year with one fo- cusing on outcomes, local decision-making and re- duced administrative re- quirements. The Durham District School Board was owed roughly $2.8 million but had approximately $2.1 million in its special education re- serve fund. Ed Hodgins, the business superintendent, says the board expects to receive $1.3 million in new money and be required to use $1.5 million in reserves. "The part that would ap- pear to be new is the part on student results...," he says of the announcement. "I have not seen any infor- mation on how that will be evaluated." Local special education advocate Marlene Avery, president of the Learning Disabilities Association of Durham Region, in June called on the board to spend its reserves, warning the government might not provide funding otherwise. She has also advocated for a clear break down from the board of where special education money goes. "It's a good idea they are directing the boards be- come accountable for where the money goes to, because right now it just goes in," she says. Ms. Avery wonders about the ministry's expec- tations of success, predict- ing boards will "have to be creative in presenting to the ministry" how special needs students have pro- gressed. The ministry attributes the growth in students to boards reclassifying some students with less severe disabilities as needing more attention. "The details are still to come," says Ms. Manson. "It was a general announce- ment. Test results for the dead crow, found in Uxbridge, were received from the Canadian Cooperative Wildlife Health Centre in Guelph by the health de- partment on Aug. 4. It is the first positive bird found in the Uxbridge area this season. The last bird to test pos- itive for West Nile in Durham Region was a dead blue jay picked up in the Township of Brock on July 23. "A ugust is typically the month when human cases of West Nile virus are most commonly found. As a re- sult, we're reminding every- one to continue taking pre- cautions to help reduce the risk of being bitten by mos- quitoes," said Ken Gorman, director of environmental health for the Durham Re- gion Health Department. Ross MacEachern, man- ager of environmental health, said the Region will continue to submit dead crows, blue jays and rap- tors for testing, and en- couraged local residents to call the health department if any dead birds of these species are found. So far this year, the health department has submitted 57 dead birds to the wildlife health centre in Guelph for testing. In Durham, five of the eight area municipalities have reported West Nile virus positive birds, with Ajax, Clarington and Pickering the only ones yet to detect the virus locally. The health department said it would now increase its surveillance activity in Uxbridge. Meanwhile, as part of its ongoing West Nile virus mosquito control activities, a third round of larviciding for roadside catch basins on regional and local municipal prop- erties is scheduled to begin on Aug. 7. To reduce the risk of being bitten by mosqui- toes, the Durham Region Health Department rec- ommends using a mosqui- to repellent containing DEET, and that pools of water - potential mosquito breeding sites - be removed from around the home if stagnant for more than one week. Wearing light- coloured clothing is also recommended since mos- quitoes are attracted to darker colours. Petticoat has been extremely busy whenever the weather has cleared up. PICKERING –The president of a local community group wants time set aside each month for residents to ask council questions. Sylvain Trepanier, of the Pickering East Shore Com- munity Association, pro- posed the idea at the July 26 Pickering council meet- ing during the course of his delegation regarding sever- al concerns. "We (should) allow resi- dents to ask councillors questions, maybe not every night, but once a month," he suggested. Mr. Trepanier proposed a 30-minute block be set aside at the beginning of a meeting so residents can- not only ask questions on issues they want to see dis- cussed in a public forum, but so they can also get an- swers immediately. "A ccountability cannot happen every three years, it has to happen over time," he said. "We hope we can- not only ask questions one on one behind closed doors, but (also) at council in front of the public." Mr. Trepanier agreed, however, he made the sug- gestion because currently residents can make a dele- gation and ask questions, but then they have to wait out the entire meeting and hope the question will be answered. Hospital’s anniversary is a big event Fifty years have brought many changes to our local hospital Fifty years old. It's a milestone worthy of celebration. The health-care institution is showing her age in many ways, but the Ajax and Pickering hospital has stood the test of time. Thousands have walked the halls and stayed in its rooms over the years, and many more will yet. But, with any luck, it won't take another 50 years before needed renovations are made to the community's most important health-care facility. Politics and economics aside, let's take time to commemorate what is a very special occasion for the hospital. Its administra- tion has already marked the anniversary with events after the Ajax Home Week and then a birthday party recently. But the entire year can be used to celebrate. The hospital opened its doors officially in February 1954, with humble beginnings. There were 38 beds and 12 bassinets in what was an old frame hospital that had been used during the war. Since then, the hospital has been moved to another site, renovated and added to many times. Those changes have all been necessary to become a facility that can meet the needs of an ever-increasing population. And that has been the most consistent factor for the hospital to cope with as the past 50 years have rolled by. Imagine the political officials, community leaders and the many members of the public who attended the official opening ceremonies back in 1954. They couldn't possibly have foreseen the changes to come and the many important health-care is- sues to follow. But Ontario premier of the day, Leslie Frost, stood at a podium and addressed the community, welcoming the facility with open arms. In recent times, hospital staff has been under siege due to SARS, community concerns for lost or reduced services, and even has had to lobby hard to obtain provincial funding for what is a proven need for expansion. Still, the hospital keeps on going and has been there to help every person who has walked through its doors. Serving Ajax and Pickering, including a portion of Whitby, is no easy task, either. That's hundreds of thousands of people who rely on having a hospital in close proximity. Happy birthday. You make our communities proud. Rodeos like Claremont’s are simply animal cruelty To the editor: Re: 'Claremont takes bull by the horns', July 28. I was disappointed in the positive coverage your newspaper provided the recent Claremont rodeo. A rodeo is one of the more blatant ex- amples of animal cruelty. Most of those guys would rather a steer lose an eye than cut a rope. It was especially disconcerting to see from your pictures the number of young people in attendance. What a thing to teach our children - that it is acceptable to use frightened live animals as props for 'sport'. No matter how well intentioned the sponsors or how worthy the cause, there can be no justification for sup- porting an event that uses as its basis the inhumane treatment of defenceless, frightened animals. We have come a long way from the days when dog fighting and bear baiting were socially acceptable, have we not? Last week I was in cottage country, fishing, lazing and sipping a few cold beers with friends. It was a great break from routine and reminded me of what I like best about being up north (east, really). 1. No watches- what time is it? Well, the sun's pretty high so I g uess it's about noon. Close enough. 2. No faxes, e-mails or Internet. Yes, there was a telephone and television, but it's always a kick to see who's phoning the cottage. As for the TV, it only gets two chan- nels, and Saturday Night at the Movies is more fun at the cottage. 3. Dressing down. Track pants or shorts and a t-shirt that's seen better days. 4. Simple pleasures like berry picking. We found a good patch of raspberries and you would have laughed to see me with a berry can hooked onto my belt, for two- handed plucking. Being out on the lake with nothing to do all day but fish. What a luxury! Do you want to try that spot? Sure. What about that one? We'll hit it later; we've got lots of time. 6. Going on an overnight fishing trip. It's become a summer tradi- tion. This new spot was full of pike and Mike don't like pike - they tend to take over a water body. Who cares? We saw new country and had fresh fish for dinner, battered and cooked over an open fire beside a lake - perfect. 7. Related to number 4: simple, good food. At home, Hamburger Helper, mashed potatoes and corn on the cob for dinner isn't a big deal. But when you haven't eaten since breakfast, it's a feast (and a nice break from the barbecue). 8. Best of all, hanging with friends and renewing acquain- tances at the lake, where everyone always seems to be in a good mood. I have another confession. Al- though I'm no winter hater, I get blue at this time of the year, when summer is winding down. I know, I know, summer technically ends in late September so we've got six more weeks. The puppets don't work alone, but do require a helping hand to get their message across. That's why the Durham Regional Police are requesting volunteers step for- ward to help the puppets tell their stories to children. Each 15- to 45-minute skit com- municates to young children be- tween two to eight-years-old mes- sages of safety and crime preven- tion in a fun entertaining way. Topics include Neighbourhood Watch, Block Parents, bike safety, helmet safety, talking to strangers, and bullying. To qualify for the Puppet Patrol Program, volunteers should be at least 17-years-old, have no criminal record, be available through the day, have good communications skills. How to deal with that negative perception? Open up the process to full public scrutiny, Mr. O'Brien said. "I think the answer is sim- ple: It should be heard by a judge," he said. "The old Police Act allowed you to be tried by a judge and it worked just fine." Having judges assess com- plaints, much the way they do in preliminary hearings for serious criminal charges, then render judgment on PSA charges, would go miles toward restoring public confidence, Mr. O'Brien said. "That's what it's all about." Durham Regional Police Deputy Chief Rod Piukkala is keenly aware of criticisms levelled at the current method of han- dling police complaints. But he contends there's no agency better suited to assessing complaints and conducting interviews than the police service itself. "You can rest assured we will not tolerate internal misconduct," Dep.-Chief Piukkala said. "You have to have that public oversight there, no doubt about that. But in my opinion, it's not a bad thing that police investigate the police. "We're not here to cover up mis- conduct by our members. It's a very transparent process." In 2003, a year in which the ser- vice received more than 190,000 calls for service, Durham Region- al Police reviewed 103 complaints from the public, said Staff Sergeant Stephen Ross of the force's professional standards bu- reau. The majority of those, 63 complaints, were allegations of discreditable conduct, which could include the use of foul lan- guage, rudeness or other offen- sive conduct. Excessive force was alleged in 26 complaints; neglect of duty in 14; unnecessary exer- cise of authority in 14 and breach of confidentiality in two. In six other complaints, the service ren- dered by the officer was at issue. Professional standards investi- gators review each file and dis- card complaints deemed to be vexatious, frivolous or unsub- stantiated, Staff-Sgt. Ross said. Quite often, complaints can be resolved without PSA charges. Last year, 86 of the 103 com- plaints were resolved in one man- ner or another, leaving 17 still under investigation. Of those files marked resolved, 15 were ruled to have been filed in bad faith; 11 were unsubstantiated, 31 were withdrawn and nine either fell outside of the six-month deadline or were filed by third parties, ac- cording to Staff-Sgt. Ross. An- other 14 complaints were settled by way of informal resolution. Even when charges don't re- sult, public criticism is valuable input for a service striving to ful- fil its mandate, said Dep.-Chief Piukkala. "Complaints are good for us. Complaints allow us to bring these matters forward to our members." Mr. O'Brien feels the process will benefit from a more public - and, by implication, unbiased - system of oversight. "A c omplaint against a police officer is a serious thing," he said. "People's lives depend on it; the police officer's career de- pends on it." Tru stee in Bankruptcy FREE CONSULTATIONS It’s a ‘very transparent process’ deputy chief says ✦ It’s from page 1 Ajax and Pickering hospital has changed plenty over the years By Danielle Milley Staff Writer AJAX – In its 50 years, the Ajax and Pick- ering hospital has seen many changes, healed many people and brought together nurses who formed lasting bonds. “We do keep in very close touch with all of our retirees,” said Ella Boulanger. “It’s important to me because we worked as a family up there.” Ms. Boulanger worked as a nurse at the hospital from 1979 until she retired in 19 93. In 1998 she started the retired nurs- es association, which has 71 members. They get together twice a year at a lun- cheon where they catch up and reminisce about old times. Most of them were out celebrating Rouge Valley Ajax and Pickering’s 50th birthday party last month. The building on Harwood Avenue at Clements Road has gone through a lot of changes over the years and there was a pictorial history to show the changes. “When we first started there we had this old frame hospital that had been used during the war,” said Ken MacInnis, who was the chief executive officer from 1957 to 1992. The hospital opened its doors with 38 beds and 12 bassinets in February 1954. When it soon became clear the facility was too small to serve the growing communi- ties of Ajax and Pickering, a brick addi- tion was added in 1958 (that building now serves as the redevelopment office for the hospital’s latest expansion project). “We were in for a few years and we found out the present hospital wasn’t going to be enough either,” Mr. MacInnis said. In 1960, the planning for a new hospital started. The current building opened in 1964 at a cost of $2.3 million and looking different than it does today, due to two more expansions over the next 30 years. “This was the thing that always made the work interesting,” Mr. MacInnis said. “We were always in an expansion or look- ing forward to an expansion.” Expansion came in 1976 and the west wing was built in 1994. Mary Lumb started working as a nurse in 1964, spending a short time in the old hospital before the new building opened. Despite the short stint, she remembers it well. “It was almost like a cupboard with two cribs in it, that was our children’s depart- ment,” she said. “The pharmacy was a cupboard, if I can remember correctly. Every bit of space was used.” The old building had one operating room and one delivery room, she added. Despite the cramped quarters, con- stant expansions and the busy nature of working in the health-care sector, the peo- ple who spent much of their lives working there remember the first 50 years fondly. Ms. Boulanger worked on the third floor, which handled difficult cases such as stroke and terminally ill patients. “The nurses I worked with on the third floor - we were a family. We worked very hard together,” she said. “I have very good memories of the hospital and I have a lot of true friends.” Mr. MacInnis has fond memories too. “I enjoyed working there... I enjoyed the people I worked with. I looked forward to going to work every day,” he said. “I was never looking forward to retiring. “The thing you miss the most are the people you worked with for 22 years.” He has some interesting memories of his time there. Shortly before he retired staff found two or three big marijuana plants growing in front of the hospital. “I know you’re hard up for money but I don’t think you should be growing mari- juana,” he remembers the person who found the plants saying. Another interesting experience in- volved a mind-altering substance. Back in the old days, Mr. MacInnis said, when people donated blood they would get a shot of brandy after. There was one period where people started joking about the hospital buying the cheap stuff and complaining about the quality of the liquor. Someone was drinking it and watering it down, Mr. MacInnis said. One day they found out whom. “This person in housekeeping was al- most passed out because she was so loaded,” he said. But staff members weren’t the only peo- ple playing a part in the hospital’s history. Volunteers have also left their mark. The Ladies Auxiliary has been around longer than the hospital, raising money and vol- unteering to help patients. Shirley Rowland joined the auxiliary in 19 52 - it started in 1951 by raising money to furnish the nurses’ residence at the hospital when it opened. It started with less than 35 members and has grown to 200. “We’re more involved as far as the hos- pital,” she said. “There are more areas that volunteers can work in.” The volunteers knit booties and tuques for newborns, run the gift shop and fund- raise. In its 53 years, the auxiliary has raised $4 million for the hospital for items such as diagnostic imaging equipment and a CT scanner. “I’ve enjoyed it and it’s been part of my life,” Ms. Rowland said. “I imagine I’ll keep going as long as I can. “I hope the people will keep a positive outlook on their hospital. It’s been here 50 years.” Times sure have changed as the centre photo shows. Back in 1964, none of the growth we know today in Ajax was visible around the hospital. NEWMARKET 905-953-7946 Province must give permission for any new capital projects By Mike Ruta Staff Writer DURHAM –PIC Group Holdings, owned by Durham College, is largely responsible for re-paying much of UOIT's expansion debt. The University of On- tario Institute of Technolo- gy, Durham College and the Province entered into an agreement, finalized last week, on the university's capital plan. As a result, UOIT has the green light to borrow up to $220 million to finish three buildings, in- cluding a campus library, for September and create a new engineering facility. In return, UOIT agrees to obtain permission from the Province for any new capi- tal projects over the next five years and to pay off the debt with three main rev- enue streams: 1. PIC Group Holdings, which provides instruction and consulting services on a variety of quality topics, over 30 years will provide the college, and in turn UOIT, with $192.5 million. 2. Fifteen per cent of the UOIT's annual operating funding from the govern- ment. In 2003/04, UOIT re- ceived just over $18 million. 3. A minimum of $50 mil- lion from UOIT's first fund- raising campaign, and money from the projected second and third cam- paigns. The Ontario government has guaranteed the $220 million, says Gary Polon- sky, the UOIT and Durham College president. "Neither party hopes the guarantee will ever be in- voked," he says. "We want to and plan to pay our bills, but it's nice to know the guarantee is there." Mr. Polonsky described PIC as "an arm's length subsidiary of Durham Col- lege" and notes the govern- ment agreed to a hierarchy whereby PIC profits first and foremost stay with PIC, followed by continued PIC investment in Durham College, and finally in UOIT, "the last and lowest rung, as it should be. "Based on the history of PIC... it will be able to deliv- er on the commitments in the agreement," says Mr. Polonsky. He says it was always the intention of the fund-rais- ing campaigns that 50 to 60 per cent of the revenue would go towards capital needs. The signed agree- ment should make the fund-raising go more smoothly, says Mr. Polon- sky, with a comfort level to the business community, the largest contributor. Originally, UOIT had agreed to renovate the Sim- coe Building and in addi- tion build a much smaller facility for the engineering program. However Mr. Polonsky says the new plan is to create a new and larg- er building, to be ready for students by January 2006, in time for current students to finish their program in Oshawa. The agreement sets out that any UOIT and DC land north of Conlin Road, if sold, would go towards the debt. Mr. Polonsky says it's "a moot point. "We have zero intention of selling a square centime- tre of that land," he says, noting the institutions own over 500 acres. "As some people have heard me say before, 'we don't have enough land.'" Mr. Polonsky says the land is needed to support UOIT's research program, requiring labs, shops and other facilities. The signed agreement ends months of negotia- tions between the new uni- versity and new Liberal government on the busi- ness plan. The Tory govern- ment approved a $190 mil- lion borrowing plan shortly before it lost power. Liber- als or Tories, Mr. Polonsky says the Province has con- sistently been it. "There was never any wa- vering in its support, so here we are with a signed deal, still less than one year after the university began," he says. "Into the Warmth was never meant to be anything more than an emergency shelter," said Harold Cleary, executive director of Enterphase Child and Family Services, which administers the program for Durham Region's department of social services. "But it was also meant to be a jump-start program," he adds. "Part of the plan was developing a long-term plan for youth home- lessness. That hasn't material- ized." With Into the Warmth no longer up and running, there is no youth shelter available in Durham Region. The Ark used to provide shelter for young men and women out of the same resi- dence at 15 Division St., but it closed its doors in March 2003. Young men aged 16 to 24 who took part in the program will now have to go to Cornerstone, a hostel for men at the corner of John and Simcoe streets. For many of Into the Warmth's clients, that's a "threatening type of situation," said Mr. Cleary. "The types of kids we're serv- ing are from dysfunctional back- grounds. Trust is a huge issue," he explained. "A centre for both adult and youth can be physical- ly, emotionally and even sexually threatening for them. Many choose the street over it." Shirley Van Steen, Durham Region's director of housing ser- vices, said the Region is current- ly developing a youth homeless- ness steering committee to de- velop a long-term action plan to address the issue. The Into the Warmth program was administered with a one- time grant from the provincial government, funding from Human Resources Development Canada for staff, and other com- munity donations, she said. The steering committee is ac- tively seeking out funds for an- other out-of-the-cold program, she said, but for now, young men will have to go to Cornerstone and young women will have to go to the YWCA. As for the reports of the bad atmosphere at adult shelters, Ms. Van Steen said: "I think there's probably some truth in that but unfortunately, there's no alternative." Mr. Cleary said his staff has been working with clients for the last five weeks trying to prepare them for the end of the program. Mr. Cleary said he feels the so- cial services department is in tune with the problem and is working towards a solution but he's not sure how committed Durham Region is to the issue. "It's a matter of priorities and it comes down to just that," he said. Unlike roads, sewers and water, providing youth shelters aren't a mandated regional re- sponsibility, added Ms. Van Steen. But, he is cool now. While all of his buddies rebuilt hot rods in their youth, Ken would sit in his driveway working on old wooden boats. "As a kid I used to build wood- en boat models. When I grew up, the models became real boats," said Mr. Lavalette, who calls Nestleton home. "It has always appealed to me - the thought of restoring something old and di- lapidated and making it new again." What used to be his hobby is now how he makes his living, at- tracting customers and fans from across North America and Eu- rope with his superior woodwork- ing skills. Mr. Lavalette restores old wooden boats and has been mas- tering his craft for over 29 years. "That is where my heart is - I take something that is a piece of junk and make it look like this," said Mr. Lavalette pointing to his one- of-a-kind 15-foot cedar strip Pe- terborough Nomad at the 10th Annual Wooden Boat Show at the Port Of Newcastle Marina. "I love it because there are no cor- ners on this boat. Everything is curved." When asked if he has ever come across a boat he couldn't fix, Mr. Lavalette laughed and added that nothing was unsalvageable in his eyes. Although he admits that it is sometimes more cost effective to build a new boat, he has no prob- lem taking an old boat apart in order to breathe life back into it. "Sometimes it might just need a new part or a couple of planks where a tree landed on it or the guy hit a rock, but most of our work is major restoration and total rebuilds," said Mr. Lavalette. Rebuilding an old wooden boat isn't an easy task or a cheap one. Repairs can cost upwards of $25,000 and take almost a year to complete. His latest restoration took 425 hours to complete. "We do what is called taking all the lines off," said Mr. Lavalette explaining how to rebuild a boat. "We get all the measurements and shapes off the boat and then transfer that onto paper and from there we build a mould." Cedar is by far his favourite wood to work with because of its pliability and softness. But, per- haps more importantly, Mr. Lavalette said he doesn't get as many splinters under his fingers when working with cedar. Mr. Lavalette also builds boats out of mahogany, teak and oak often working on 10 or more boats in his shop at once. One of the many people hover- ing about Mr. Lavalette's boat was Steven Cochran. A resident of southern California, Mr. Cochran summers in Northern Ontario and just recently bought a wooden boat to replace his old fibreglass one. "They are gorgeous and they are classic," said Mr. Cochran. "Everywhere you take them, peo- ple are going to look and appreci- ate them." Mr. Cochran was in awe of Mr. Lavalette's handiwork and was hoping to get a few tips on restor- ing a wood finish. "I am just learning how to re- store them and how to put the correct varnish on. There is a re- pair that I need to make and I am going to give it a shot myself," said Mr. Cochran. But some of them aren't asking for the traditional arts or sports camp. Instead, these campers set up sound stages and rock out with professional musicians. This is Rock 'N' Roll camp and it is shaking up the image of summer holidays. Packed into a large, empty garage in the middle of a con- struction zone at Durham Col- lege sit row upon row of people with only standing room left. At closer glance, many of those in attendance are clearly grand- parents and family members adorned with cameras. The summer humidity makes the dark venue reach uncom- fortably high temperatures. However, all that is forgotten as five innocent-looking campers take to the makeshift stage. As the emcee welcomes the crowd, the band members begin to tune their instruments. Al- ready they look like seasoned veterans. The emcee continues, introducing the five-member band as the Frogs. As he finish- es, a brightly coloured logo flash- es onto the side of the wall. The whirring of video cameras can be heard throughout the crowd, but not for long. With a loud but sturdy voice, the drum- mer counts his band in on five. And with that the concert is under way and the crowd takes to its feet, dancing to a raucous rendition of 'Wild Thing.' "The response is unbeliev- able," said Joanne Robertson, organizer of the camp. "We had to hire on more staff to work be- cause of the overwhelming de- mand." But the week wasn't all fun and games. The campers also had to take classes, similar to school. During the day, campers turned students learned about the history of rock, sound and lighting, songwriting and band promotion. "We get a range of skills from never-touched-an-instrument- ever to kids who are writing original songs," said Ms. Robert- son. While the next band took to the stage, Brian James, Brady Ibanez and Lee Zahorodny, three of the older campers, wait- ed in the wings for their turn. When asked how it feels to take classes at camp, all three boys agreed that it didn't feel like school. "This is just fun," said Brady. "Basically, we got to jam with a lot of accomplished musicians and hone our skills. It was pretty cool." Brady was sporting a stylish S-series electric guitar, which he said was a gift from his parents for getting straight A's in school. "It has floyd rows which lock your strings in so if you want to do any special tricks with your guitar it won't go out of tune." But even at age 14 these boys realize how volatile the music in- dustry can be and plan on at- tending university in case the music business doesn't work out. "It's harsh," explains Brady of the music world. "Getting gigs as a kid band is hard to come by." The one thing Brady said he has taken away from this whole experience is to respect other musicians for their taste not their talent. "Talent can be improved, taste is always going to remain the same," said Brady, who plays in the band Cyphus. The Rock can earn its first-ever trip to the Ontario Lacrosse Associa- tion senior 'B' championship series with a victory at the Pickering Recre- ation Complex tonight (Friday) at 8 p.m. against the Woodsmen. Conversely, Owen Sound is staring down the barrel of elimination, a sit- uation the franchise has never had to face as three-time OLA senior 'B' league champs. And, although they're on the brink, with their proverbial backs against the wall, the Woodsmen are nonethe- less confident they can beat the Rock on their home floor Friday night and force a fifth and deciding game back in Owen Sound Saturday night, says their assistant coach John Campbell. "We're confident," says Campbell, in a telephone interview Wednesday. "All the games have been basically one-goal games. I think it's anybody's game. We're certainly confident going into it." Rock head coach Paul St. John is equally sure of success. Despite being outchanced and outshot through most of the series thus far, his under- dog crew has been remarkably re- silient, finding a way to win improba- ble back-to-back games last week- end. A big third-period comeback by the Rock yielded a 7-5 victory over the Woodsmen in Owen Sound last Saturday. This followed on the heels of a 5-4 overtime victory over Owen Sound in Pickering last Friday night. Those victories, says St. John, give the club every reason to believe they can sew up the series on Friday. "Owen Sound is cocky, but the Ajax-Pickering Rock is confident," says St. John. "We know we have a good team, but we don't know how good we are." The key to tonight's game is creat- ing more quality scoring chances on Rock netminder Mike Miron, who Campbell, the first-year assistant to bench boss Mike Smart, credits as the difference in the ultra-competi- tive series thus far. "Obviously, Mike Miron has been a hugely important player for them. He's played really well." The Woodsmen, explains Camp- bell, have deluged the Ajax-Pickering net with Indian rubber, outshooting the Rock last Friday by a 67-37 count. They similarly outshot the Rock by a wide 52-35 margin in Owen Sound last Saturday. "We have to try some different things on offence. Some of our shots haven't been the best shots. Some were from bad angles. We're going to have to pick it up a notch," says Campbell. He adds keeping the ball out of vet- eran captain Jim Veltman's stick is also a priority for the Woodsmen if they're to force Game 5. Veltman has registered 11 assists in three series games, many of them coming after scooping up loose balls and starting the Rock's offence in transition.
