Proposed assessment doesn’t go far enough: council By Danielle Milley Staf f Writer PICKERING – Pickering wants all of Seaton’s environmentally sensi- tive areas protected from future development. City council voted unanimously Monday in favour of a resolution requesting the Province do a more detailed environmental as- sessment of the provincially owned Seaton lands after the On- tario Realty Corporation an- nounced it had commenced a Category C Class Environmental Assessment process for the parcels of land that will be sold or swapped for property on the Oak Ridges Moraine. “A Class C is a very basic process, it doesn’t get into stud- ies... It’s more a lot of data collect- ing of what’s available and it in- cludes comments on the data,” said Ward 1 Regional Councillor Maurice Brenner. “It’s designed to move quickly and not get into a lot of details.” Coun. Brenner brought forward the resolution asking the Province and the ORC to bump up the EA to a Category D Individual Envi- ronmental Assessment. “It gets more into the actual de- tails. It’s not a fast track, it’s a long process,” he said. He said a Class EA is essential- ly done “in house” with the minis- ter of municipal affairs reviewing the data and making a recom- mendation. Region backs hospital campaign Council agrees with move to restore services DURHAM –The Region has unanimously supported a peti- tion asking that services be maintained at the Rouge Val- ley Ajax and Pickering hospi- tal. The move came at regional council Wednesday, after a lengthy debate by Rouge Val- ley executives and an Ajax doctor. As a result of Dr. Romas Stas’s outspokenness at vari- ous councils and public meet- ings, Ajax resident Yvonne Bosch has compiled a petition of more than 10,000 signatures. She and Dr. Stas are trying to take it to Queen’s Park with the help of Wayne Arthurs, MPP for Pickering-Ajax- Uxbridge. Dr. Stas, who has practised in Ajax for 32 years and has privileges at the hospital, said medical and surgical services have been cut at the facility. Those include fewer surg- eries, a reduction in beds and downgraded obstetrics. Whitby, Pickering and Ajax tied for the sixth spot, while Oshawa ranked eighth on the study conducted by the Real Estate Investment Network (REIN). “For Whitby to be in- cluded in REIN’s Top 10 list of communities all across Ontario is a reflec- tion of the strength of the local economy, and the work ethic and confidence of our residents,” said Jen- nifer Morrison, Whitby’s manager of economic de- velopment. The study examined 59 cities and towns in On- tario looking at housing prices, unemployment rates, transportation sys- tems and other indicators. Durham Region’s prox- imity to the lake and ac- cess to other recreational activities have made it an attractive area for baby boomers, said REIN presi- dent Don Campbell. “There’s also a more small town feel than other urban centres and Durham Region is also more affordable than a lot of towns the same size,” he said. But transportation is- sues are keeping Durham Region from reaching the top of the list, Mr. Camp- bell said. “The majority of people are still commuting and their ability to commute is still difficult because of tie-ups on the 401,” he said, adding plans to move to a regional transit sys- tem may help the area’s ranking in the future. Whitby, Pickering and Ajax came in at a three- way tie for sixth place be- cause they are slated to benefit from a future air- port being built in Picker- ing and from the extension of the 407, the study said. “REIN recognizes that Ajax is a thriving commu- nity,” said Luisa Da Rocha, Ajax’s manager of economic development. “We are planning an excit- ing future for people who live here, establish busi- nesses here and invest here.” Pickering Mayor Dave Ryan was also pleased with the study results. “The REIN study makes it clear Pickering has a very positive economic fu- ture and is an excellent place to do business and live,” he said. As for Oshawa’s rank- ing, the study pointed to the City’s stable, well-edu- cated workforce, Oshawa’s lower than average unem- ployment rate and hous- ing prices, and the con- struction of the University of Ontario Institute of Te chnology. Cindy Symons-Milroy, Oshawa’s director of eco- nomic development ser- vices called the City’s ranking “welcome news.” “The ongoing develop- ment of Canada’s newest university in Oshawa will serve to support REIN’s prediction that we’ll do even better in the years ahead,” she said. When it came to housing and rental costs, Oshawa is below both the provin- cial average and lower than the other three Durham communities. An average home in Oshawa is listed at $167,342 as com- pared to $235,251 provin- cially, $237,526 in Picker- ing, $248,326 in Ajax and $241,755 in Whitby. Av erage rent for a two- bedroom apartment was $845 in Oshawa, just below the provincial average at $900 a month. Similar units were priced at $1,105 in Pickering, $1,100 in Ajax, and $903 in Whitby, the study found. Those included restor- ing all “downgraded and downsized” services and making the Ajax-Picker- ing facility a “major, full- service hospital.” Residents don’t want ‘glorified walk-in clinic’ Ajax, Pickering among best communities ✦ Residents from page 1 DAVE RYAN ‘Very positive economic future.’ Wants reinvestment partnership with Province, federal government By Lesley Bovie Staff Writer DURHAM –General Motors Canada Ltd. is lobbying hard for a deal with Queen’s Park and Ottawa, which could put new competitive life into Oshawa’s auto industry. Buzz Hargrove, national pres- ident of the Canadian Au- toworkers Union, confirmed in an interview Thursday that talks are ongoing between the automaker and the two levels of governments for a possible three-way “reinvestment” part- nership. Reportedly, the Region’s largest employer is seeking help for a rumoured $2 billion rein- vestment, which could include retooling Oshawa’s two car plants and more research and development in Canada. Mr. Hargrove wouldn’t discuss any details, adding that those announcements must come from GM. However, GM spokesman Stew Low wouldn’t confirm or deny any of the re- ports. “I’m not going to go into de- tails about our government rela- tions,” he said. “We meet with different levels of government all the time. It’s a fairly normal thing we do. As for any specific projects, we only talk about those behind closed doors.” The CAW has been involved in “several” of those discussions and has been just as vocal about the importance of reinvesting in Canadian auto manufacturing, said Mr. Hargrove. “Imports are killing us. We have to have new investments,” he said. “New investments are about maintaining our current facilities and trying to keep the jobs we have. We have to stop the bleeding (of jobs going to the United States).” Since the provincial election, the new Ontario government has been “talking positive about the industry,” he said, pointing to the new $500-million Automo- tive Investment Strategy un- veiled by Premier Dalton McGuinty in April. Distributed over the next five years, the fund is earmarked for advanced-skills training and research and inno- vation. Mr. Hargrove also pointed out at that press conference, GM President Michael Grimaldi said with the new strategy the gov- ernment was committing to do its part to help the auto indus- try, now the industry itself must come forward as well with new investment. According to reports, GM is considering turning Oshawa’s two car plants into more flexible assembly plants, allowing multi- ple models to be built on the same undercarriage. Currently, Oshawa’s car plants manufac- ture Chevrolet Impala, Monte Carlo, Buick Regal and Century models. While Mr. Hargrove wouldn’t confirm those reports either, he said any plans for re-investment would naturally include the Os- hawa complex, which is the “crown jewel of GM and Cana- da’s auto industry”. “We’ve always said the future of the industry is in flexible man- ufacturing. It’s expensive. We’re talking billions (of dollars),” he said, adding the benefits would be phenomenal for Oshawa’s more than 11,000 autoworkers “Right now we have the truck plant and the one car plant doing three shifts. We’d like to see the other car plant with a third shift. That could happen if we get the right product,” Mr. Hargrove said. The reports didn’t seem to come as a surprise to local gov- ernment officials. At roughly 8:25 p.m., drug enforcement unit offi- cers executed a search warrant at a Harvest Drive house and found a sophis- ticated, hydroponics oper- ation. They seized 332 pot plants, worth an estimated $332,000, and $27,000 worth of growing equipment. “Over 300 plants gets to be a fairly big production; that’s a million-plus per year,” said police spokesman Sergeant Paul Malik. Hong Fei Lin, 23, of Markham and Tuan Duong, 44, and Fenglin Chen, 20, both of Toronto, are each charged with pro- duction of a controlled substance, possession of a controlled substance for the purpose of trafficking and theft of electricity. Eighteen hours earlier, around 2:30 a.m., drug offi- cers executed a search warrant at a Melman Street house. They found 106 pot plants growing in the basement, with a street value of roughly $106,000. Anthony Nicholas No- cera, 28, of Melman Street, is charged with production of a controlled substance and possession of a con- trolled substance for the purpose of trafficking. Other areas of the Seaton land have already been des- ignated as part of a natural heritage system and are to be permanently protected. “I don’t want them mov- ing forward with develop- ment that could be ex- tremely detrimental to areas of archeological sig- nificance or areas of envi- ronmental significance,” said Ward 2 Regional Coun- cillor Mark Holland. “At the end of the day whatever is built here we’re going to have to live with forever.” Seaton holds archeologi- cal and historical signifi- cance because it was a Huron Nation village. There are several burial grounds within the area. David Grey Eagle San- ford, of the Huron First Na- tion, is angry over the lower- class EA. “What they’re doing is wrong, once again there is no consultation,” he said, adding they’re swapping one sacred place for anoth- er, referring to the moraine. The study also includes the acquisition of lands on the Oak Ridges Moraine in Richmond Hill. “As far as the Huron are concerned putting a shovel in the ground is disrespect- ful to a people’s history,” he said. If the Province doesn’t bump up the EA then the federal government could become involved through the Department of Fish- eries and Oceans (DFO) because of the environmen- tally sensitive cold water streams in the area. “This is not a new posi- tion of council,” Mayor Dave Ryan said. “We continue to feel this is a highly sensitive area that needs full assess- ment.” In October 2002, council asked DFO to undertake a full EA. David Steele, chairman of Pickering Ajax Citizens To- gether for the Environment (PACT), has also requested the ORC bump up the EA. “A Class C will not protect the streams, will not protect the large woodlots, it will not protect the groundwa- ter, it won’t protect the three aquifers, and also it will not protect the Indian burial grounds,” he said. He said the Pickering growth management study already identifies environ- mentally sensitive areas and if that study were used in conjunction with a sur- face water study it would provide for smart planning. The ORC has invited in- terested parties to partici- pate in the process. Mr. Lambie said the EA would provide the public and other stakeholders the op- portunity to comment.
