Coalition wants to be heard Brakes put on transit plan Council opts to wait for business case before moving ahead with new regional system By Carly Foster Staff Writer DURHAM – A regionwide tran- sit system won’t start rolling until a business plan is done to find out the cost. Clarington and Pickering were the only municipalities in Durham that fully endorsed a bylaw that would have seen the Region take full control of tran- sit by July 1, a report presented to regional council Wednesday said. “We were basically flying blind,” said Whitby Mayor Mar- cel Brunelle, who championed for the business plan. “I didn’t want us to make the decision and just fall into whatever (de- tails) would show up.” Whitby recently released a report that said it would cost $88 a household just to main- tain a regionwide transit sys- tem, and the costs would rise as new routes and buses were added. Issues such as cost, union agreements with existing tran- sit employees, routes and how the three northern municipali- ties will fit in are just some of the questions that didn’t have Campaign aims to save Pickering ag preserve By Danielle Milley Staff Writer PICKERING – With time running out to submit comments on the City’s growth management study, some concerned resi- dents are trying to gather sup- port for their cause. The Rouge Duffins Green- space Coalition has created a flyer to gather support to save the agricultural preserve north of Pickering’s urban core. “I would like to see the agri- cultural preserve lifted from the study and I would like to see the consulting firm be given the mandate to explore all options to accommodate people in the Seaton and east Duffins area,” said Sandy Rider. Ms. Rider was on the growth management study steering committee and is a member of the Whitevale and District Res- idents’ Association, one of the many groups that don’t want to see the ag preserve developed. Developing the preserve goes against the City’s and Durham Region’s official plans, and the agricultural easements placed on the lands in perpetuity, the flyer states. Dillon Consulting submitted the final Phase 2 report to the City in February. The report in- cludes a structural plan for a modified version of an option selected by council in Septem- ber. ✦See Time page 4 ✦See Coalition page 5 Ducks Unlimited likes Durham program By Carly Foster Staff Writer DURHAM –Ducks Unlimited Canada is applauding the Re- gion for protecting valuable wet- lands in Durham. “Durham Region’s proposal is one of the most forward-think- ing municipal planning actions we’ve ever seen,” said Jim An- derson, a policy adviser with DUC. The Region is currently re- viewing its official plan, and is recommending a natural her- itage system that would protect 101 wetlands or 7,260 acres. Most of those are found in the north- ern municipalities of Uxbridge, Brock and Scugog, and to the east in Clarington. If those wetlands had to be re- stored, it would cost an estimat- ed $15 million, said Owen Steele, a biologist with DUC. All municipalities are mandat- ed by the Ministry of Natural Re- sources to protect provincially designated significant wetlands. Unfortunately, a vast majority of wetlands are not inventoried or designated by the Province, and are therefore not protected by the municipality, Mr. Steele said. “What we’re really pleased with is that Durham is propos- ing to protect other wetlands the Province hasn’t deemed signifi- cant,” Mr. Steele said. “That will mean all wetlands are given same level of protection.” The Region’s natural heritage system would also recognize and protect other environmentally significant lands like fish and wildlife habitats, valley lands and woodlots. “(These areas) have been pro- tected in the past, but this is more formalizing our intent to protect them and clarifying our policy,” said Chris Darling, a planner with the Region. If approved, the heritage sys- tem - like Oak Ridges Moraine policies - would essentially pro- tect significant areas from devel- opment. An extensive environ- mental assessment would have to prove development like wildlife management, conserva- tion projects or highways was absolutely necessary, Mr. Dar- ling said. Kudos for Region’s wetlands protection Woman found at Lakeview Park beach By Lesley Bovie Staff Writer DURHAM –Police tape lined the beach at Lake- view Park Friday morning after the body of a woman was found about five feet from the shore. Durham Regional Police don’t suspect foul play in the death of the 53-year-old woman, whose remains were found at around 11:30 a.m. by a City parks worker. “We think she may have been there just a couple of hours,” said police spokesman Sergeant Paul Malik. “It didn’t look like (she’d been there) a long time. She hadn’t been re- ported missing.” At press time, police hadn’t released the name of the woman because her family hadn’t yet been noti- fied of her death. Dean Norman was work- ing on a tree near the Ju- bilee Pavilion when he was approached by a walker, who said she had seen something floating in the water. “I don’t think she actual- ly knew it was a body,” said the parks staffer. “She said it looked like a body. To tell you the truth, I didn’t even go down right away to take a look.” He found the body float- ing face down just off the shore and called 911. With curious trail-users looking on, investigators stood for some time over the woman, hidden from view by a small rock face at the base of a hill near Guy House Museum. “You never know, they could’ve slipped or fallen,” said a woman, who only wanted to be known as Josie, out walking her two Shitzu Poodles. “I feel bad for the person. Trustees want GST break too Ajax trustee calls for similar deal to cities DURHAM —What’s good for local government should be good for school boards, Marilyn Crawford reasons. The Ajax Wards 1 and 2 trustee is one of two Durham District School Board trustees represent- ing the board at the On- tario Public School Boards’ Association. At a recent OPSBA meeting, she said the talk turned to the tax break the federal government is giv- ing municipalities. The government in its re- cent budget confirmed it would no longer charge municipalities the goods and services tax, or GST, saving towns and cities bil- lions over the next decade. “We should be getting the same,” Trustee Craw- ford told trustees March 22. Trustees unanimously approved her motion that the board write a letter to the federal government re- questing a full GST exemp- tion. answers, Mayor Brunelle said. Some of the work toward a busi- ness plan has already been com- pleted by Totten Simms Hubicki, which has worked with the Region for the past three years on the Transit Improvement Plan. While the TIM did endorse a re- gionwide system, it also recom- mended a business case analysis to determine the costs, benefits and implications of a fully integrated structure. “It’s just going to take a bit longer,” said Clarington Mayor John Mutton, who brought the orig- inal motion forward. “We all knew July was an extremely ambitious deadline.” There were conflicting estimates out of regional council on how long a business plan would take. Re- gional Chairman Roger Anderson said it could possibly be complete by September, while Mayor Brunelle said it would take at least a year. Mayor Mutton said a lot of the work has already been done by the consultant and the information “just needs compilation.” Scugog Mayor Marilyn Pearce wants to know what will happen to the $8 million in GO Transit money the municipalities currently re- ceive. The northern municipalities gen- erally use their share for transit for people who are disabled, while communities in the south put the money towards their own transit systems. “There’s all kinds of rumours, all kinds of assumptions (about GO),” she said. “We don’t know if GO will continue if the regional system comes.” The regionwide proposal will now go to the transit implementation committee for a business plan. Coalition trying to rally support for preserve That option designates a res- idential neighbourhood be built in the provincially owned Seaton land and another in the southern part of the agricultur- al preserve called the Cherry- wood neighbourhood. Of the 76,900 residents planned for the area, 39,000 would live in Seaton while Cherrywood could accommodate 37,900. The deadline to submit com- ments on the report is April 2. Catherine Rose, of the planning department, said anyone wish- ing to submit comments after the deadline should call the planning department. The coalition’s flyer not only asks residents to submit com- ment to the City asking for the preserve to remain protected, it also asks people to write to Pre- mier Dalton McGuinty, Minis- ter of Municipal Affairs and Housing John Gerretsen, Durham Region staff and other provincial ministers. Bonnie Littley, a member of the coalition, said the purpose of the flyer is to encourage peo- ple to get involved. “To try and explain what’s at stake and telling them what to do,” she said. “There are a heck of a lot more people that op- pose the study than support the study.” Ms. Rider and Ms. Littley said Friday that they believe the 90,000 people Pickering is trying to plan for can be accom- modated in Seaton if Smart Growth planning is used, while at the same time protecting its environmentally sensitive areas. “The study states that (Seaton can’t) hold all these people and it does,” Ms. Rider said. “We do care about Seaton, we want it planned correctly.” “That will be the next fight,” Ms. Littley added. “To negoti- ate 66 per cent protection of Seaton, which was in the Liber- al platform.” ✦ Coalition from page 1 Prenatal classes offer peace of mind DURHAM – A new prenatal pro- g ram will be offering expectant parents in Durham a way to prepare for the joys, challenges and stresses of birth. We are the oldest established commu- nity association in Pickering and no one tells us what's going on. I discovered last October that a tower is going to be lo- cated on Park Crescent. I was out walk- ing and a Durham Region works crew was driving stakes in an open field that is on private property. When they told me it was a location for a nuclear alert- ing tower I was shocked. The experts say the location gives the best sound coverage. Our association has been in existence from the early 1900s and incorporated in 1949, well be- fore the nuclear plant came along. We don't need these towers in our community and certainly not on some- one's front lawn. I remember the air- raid sirens post Second World War and when they were tested you could hear them all over Toronto. Let's put them on the front lawn of an Ontario Power Generation executive or our regional chairman. They are the ones who want them, they already pur- chased them, let them have it. What ever happened to common sense? Put the stupid things on top of public build- ings or communication towers, not in built-up neighbourhoods. We can survive nicely without the towers just as we have for the past 33 years. One of several measures the province is undertaking to keep our roads safe and clean, the OPP Whitby detachment will be taking a long look at Durham vehicles that are hitting our local roads, and some will likely be judged not roadworthy. The operation is set for May 7 and, if a recent blitz is any indication, there will be some jalopies that don't make it past inspection. A one-day vehicle safety blitz last Nov. 20 in Clarington saw 66 charges delivered. Twenty-seven cars and trucks were removed from the road out of the 44 that were inspected. While it's only a small number of the total amount of cars and trucks that are unsafe out there, it just takes one vehicle with rotted brake lines, or one car with near zero driver visibility be- cause of cracks in the windshield, to cause a catastrophe. It's a case of stopping them before they get started. Officers can and should take action on these obvious safety problems, but we should also be concerned about the pollution improperly serviced vehicles emit. For instance, a March 11 Operation Clean Sweep undertaken by Durham police, the OPP and Ontario's ministries of trans- portation and the environment found plenty of offenders. Of 87 vehicles inspected, 83 received emissions charges and 17 were towed away. Given the results of Operation Clean Sweep, it's puzzling in- deed to hear the Province is considering the elimination of Drive Clean, the inspection program that makes sure Ontario's vehi- cles meet minimum emissions standards. While the program has been called a cash grab and has been criticized by some as being a nuisance for the average driver, it has forced drivers to avoid polluting our air unnecessarily. Considering how much effort the Liberals put into promises to clean up the environment - the Province is eliminating coal- fired generating stations by 2007 - dumping Drive Clean makes no sense. The police and the Province must work together to reduce safety hazards and excessive emissions on our roads so vehicles don't kill us now and kill us later. A consistent effort and mes- sage is needed here. Keep Drive Clean and crackdown on unsafe vehicles. Then, we can all drive a bit easier. Lack of funding hurts our athletic ventures and international pride If you cheer Perdita Felicien or any other Canadian athlete in international sports, you had to boo the federal budget this week. Not a dime was announced for amateur athletics. This in a country that takes so much pride in our world sporting accomplishments. When will Canada really get be- hind its athletes? They are our am- bassadors to the world, giving us an identity. And the best, like Picker- ing's Ms. Felicien, are even heroes to many. They deserve far more sup- port than they get. But the disappointing reality is that to succeed, many must grow up dreaming of catching the eye of a recruiter from a U.S. college. Why? Well, it's the only way to get proper training and funding. Cana- dian colleges and universities don't even come close to meeting the needs of a serious amateur athlete hoping to reach a world champi- onship event. Of course, amateur athletics isn't the only thing not getting adequate funding. Health care will never have enough money and the military's woes are well documented too. And the list goes on. The question now is, 'What can be done?' Where do we get the money we need? Getting spending under control would be a good start. Prime Minister Paul Martin has vowed to do that, but it won't hap- pen overnight. He's on the right track though and whether he holds onto the job or whether the Conser- vatives get their shot after the next election, we need to stay on that road. Maybe this sponsorship scandal will pay dividends down the road. If we increase scrutiny of all govern- ment spending, this will be a lot harder to repeat in the future. A cynic will say 'fat chance,' but we can't just give up. Quite frankly, sport doesn't de- serve the funding as much as health care. But imagine a day when we can fund both. Now that Jean Chre- tien is out of the picture, a new atti- tude could creep into Parliament Hill. Instead of denying and deflect- ing, the new prime minister is actu- ally answering the criticism and taking action. It's long overdue and it has to continue. The Whitby trustee, at the March 22 board meet- ing, presented a notice of motion that the board opt out of OPSBA and spend the $92,400 membership fee elsewhere. Trustees will consider it at the April 19 board meeting. Each board agenda in- cludes an OPSBA Fast Reports section, where the organization high- lights issues that have been in the media and provides other informa- tion to trustees. “The Durham District School Board puts out about $100,000,” Trustee Dolstra told trustees. “Are we getting the bang for our dollars from OPSBA? As far as I’m seeing, we’re not.” Board chairman Eliza- beth Roy noted Trustee Dolstra’s complaint was not a new one, and that she would welcome a visit from the OPSBA presi- dent to outline the bene- fits of being a member. Many studies show that back pain among schoolchildren has been on the rise over the past two decades. World class researchers certainly agree about that. What remains controversial is whether or not the parallel increase in the popularity of backpacks - which are often used improperly - is to blame. Some studies do point an accusing finger at backpacks, while others place as much, or more, blame on the fact that so many Canadian children get little exercise and weigh more than they should. If your child does use a backpack - and research indicates that approximately 90 percent of Canadian teenagers do - you can at least make sure that he or she is using it correctly. Here are the most important points: • Make sure that the backpack does not exceed 15 percent of your child’s weight. (If your child is overweight, that percentage should be less.) If the weight simply cannot be reduced consider purchasing a backpack-on- wheels. • Choose a backpack with padded shoulder straps. Since a balanced load is always easier to carry, avoid the trendy one-shoulder versions. • Teach your child how to organize a pack properly. Heavy books and binders should go at the bottom, on the inside - as close to the body as possible. See in-store for details. Durham councillor loses cancer battle DURHAM – Ken Carruthers, Scu- gog’s longest serving councillor, died Wednesday afternoon due to compli- cations from cancer surgery. Mr. Carruthers, 71, had throat can- cer surgery in January and then suf- fered a heart attack in early Febru- ary. It was an emotional day for Scugog Mayor Marilyn Pearce, who heard the news in the afternoon. She first met Mr. Carruthers in 1990. “We became friends through poli- tics,” the mayor recalled Wednesday afternoon. For the last three years, Mr. Car- ruthers has been Scugog’s regional councillor and had served on Scugog council for much of the previous nine years. Mr. Carruthers devoted himself to being a councillor and serving his community despite his health prob- lems over the years, added the mayor. “Being a councillor wasn’t just a job, he was deeply committed to his community,” she continued. His devotion to Scugog didn’t go unnoticed at Durham council. “All the issues dealing with Scugog, whether it was water, sewer, roads, he was always making sure services and programs for Scugog were a pri- ority and made sure Scugog’s voice was heard in those issues,“ said Durham Chairman Roger Anderson. As a regional councillor he sat on many boards including the Scugog Memorial Public Library, the Kawartha Conservation Authority, the Scugog Shores Millennium Com- mittee, the Executive Board of the Nor th Durham Social Development Council, the Region of Durham Plan- ning Committee and Oak Ridges Moraine Advisory Committee. He was also a president of the Scugog Chamber of Commerce and ran suc- cessful Country Time Coffee shops in Port Perry and Manchester after re- tiring from Sears Canada. Since then, it has been a solid learning experience. "It has been beyond all expec- tations. It's been unbelievable," says Hart, who says the four- some will be back together for the 2005 season. The St. John's event is the cul- mination of a successful and profitable tour season for the rink. Going into the final event, the team is the fourth- or fifth- ranked team in the world and is currently third on the WCT money list, having already amassed nearly $70,000 in win- nings. In January, the Howard rink curled to its biggest payday of the season at The National WCT event in Prince Albert, Sask. There, they won the final over Jeff Stoughton 5-3 to claim the $30,000 purse. Being near the top of the money list this year was one of the team's goals, says Hart. The other goal -- to represent On- tario at the 2004 Brier -- fell one game short of fulfilment. Ironically, the Howard rink met the Harris foursome for the Ontario Men's Curling Champi- onship at Owen Sound's Harry Lumley Bayshore Centre last month. Harris skipped the sil- ver-medal winning Canadian men's entry in the 1998 Winter Olympic Games in Nagano, Japan that included Hart and Mitchell. Unfortunately for Mitchell and Hart, Harris pulled out a 9-5 vic- tory in the Ontario final, thus earning a trip to the Nokia Brier in Saskatoon, Sask. earlier this month. In another piece of irony, the Howard rink had defeated the Harris foursome twice leading up to the final, once in the pre- liminary round and also in the first playoff game. "He found some of that magic he had and played a hell of a game against us," says Hart. "Our team played a good game, but we ran into a (Harris) team that was so hot." This season also represents the 18th year Hart and Mitchell have curled on the same team. They started together as 16-year- olds juniors and after two years apart, regrouped as 18-year-olds and have been playing together ever since. The Glenn Howard rink, which includes two former Olympians –– Collin Mitchell and Richard Hart from Pickering –– hopes to win more curling cash at the final World Curling Tour event of the season in St. John’s, Newfoundland from March 31 to April 4. Monarchs wrap up round-robin play with 2-2 tie PICKERING — The St. Mary Sec- ondary School Monarchs senior boys' hockey team entered the weekend in the hunt for the provincial high school champi- onship. Against St. Thomas, the Mon- archs broke out on top 1-0 in the first period on a goal by Greg Riggs, his fifth of the tournament. St. Mary not getting the breaks But girls hockey club hopes to make waves at OFSAA By Al Rivett Sports Editor PICKERING —Two bad breaks for the St. Mary Monarchs varsi- ty girls' hockey team won't deter it from competing for a repeat crown at the provincial high school championships. That's the mindset of the players and of coach Dino Caggiula as they head into the Ontario Federation of School Athletic Associations (OFSAA) Girls' AAA' Hockey Champi- onships, which get under way tomorrow (Monday) at the York University Ice Gardens in Tor onto and run to March 31. The Durham Region champi- on Monarchs, seeded third in the 20-team provincials, will play in pool 'C' with sixth-seed- ed Markham District High School, 11th seeded Loyola of Mississauga, 14th-seeded St. Joseph's of Cornwall and 19th- seeded Birchmount of Scarbor- ough. St. Mary plays its first pool game against Birchmount on Monday at 1 p.m. Later that day, the Monarchs play St. Joseph's at 4 p.m. On Tuesday morning at 8 a.m., the Monarchs play Loyola and finish pool play at 1:15 p.m. against Markham. The worse break of all for the defending OFSAA champion Monarchs was the loss of start- ing goaltender Quinn Caggiula. She suffered a broken fibula in her leg and won't have her cast off for two weeks. Even without his star goal- tender, Caggiula believes his team still has the ability to win the gold medal. "I'm excited. I think we'd have been the odds-on favourite to win if we had Quinn. People may not take us as seriously as they did before and it might give us that edge. "I told the girls there's no rea- son we can't be in the (gold) medal game. I told them 'If you g uys trust one another and be- lieve in one another we can sur- prise some people and win the gold medal'." And, the other bad break for St. Mary was emerging as the third seed at the championship. Caggiula believes the squad should have merited a better fate from organizers. "I really think as defending champs, if we had a full team, we would have been seeded higher." The Monarchs will rely on the crease work of Grade 9 goal- tender Michelle Bradley to give them a chance to get back to the gold-medal game. Caggiula says he's asked his players to pay more attention to their defen- sive responsibilities, and thus far they've responded. "We have a really well-bal- anced team. We play a much more defensive style and they've done a good job of supporting her," he says. The core of the Monarchs, he says, are seniors Nicole Ruta, Jessica Judges, Amanda Morra and Megan Friel. They started out on the team as Grade 9s and are determined to win gold again at OFSAA as seniors. "This is their last champi- onships, so they're not going to go down without a fight," says Caggiula. St. Mary isn't the only Picker- ing squad in the championships. The 13-seeded Dunbarton High School Spartans, the Durham Region finalists, also face off in the event. Quarter-finals and semifinals go Wednesday morning, with the bronze-medal game at 2 p.m., followed by the gold-medal contest at 3:15 p.m. St. Mary marches onward Minor atoms win 7-6 championship game thriller PICKE R ING — The Pickering Panthers Dalar Contracting- Denny's Restaurant minor atom 'AA' rep hockey team hus- tled past the host squad in the f inal of the Barrie tournament March 12 to 14. It was Pickering's second tournament championship of the season. The Panthers had to work extra time to capture the Barrie crown, posting a dra- matic, come-from-behind 7-6 overtime victory. Pickering jumped out in front early as Anthony Novak, on a pass from Patrick Morgan, scored on the first shift of the game. The Barrie Flyers an- swered with four consecutive goals to take a 4-1 lead by the midway point of the game. Mitchell Conroy, again from Morgan, scored to get the Pan- thers within two with five min- utes remaining in the second period. Pickering came out strong in the third period and scored when Joshua Grant found a loose puck in front of the Flyers net. Andrew Thomson drew an assist. Grant would again find the back of the net on a pass from Thomson, who then scored with four minutes left to put the Panthers in front. After Barrie tied things up 5-5, Mor- gan, from Conroy, put Pickering ahead with under two minutes remaining. The Flyers tied the game 6-6 with just more than a minute left. In overtime, Thomson found the puck in the Barrie crease and ended the match. John Milonas and Grant assisted. Thomson was selected as game MVP. Pickering defeated the Flam- borough Sabres 2-0 in Game 1 on goals by Conroy and Milonas. Richard Thompson, Anthony Novak and Thomson assisted. Brandon Kirkup earned the shutout. In the second game, the Pan- thers triumphed over North Bay 4-2. Milonas led the way with a hat trick, while Nicolas Gucciardi added the other. Ryan Hickey, Steven Hann and Grant assisted. In Game 3, Pickering suffered its only loss of the tournament, a 3-0 decision to the Richmond Hill Stars. The fourth game was a pre- view of the final as Pickering skated to an easy 4-0 win over the Flyers. Milonas recorded a two-goal game, while Grant scored on the power play and Novak had the other goal. Milonas, Liam Ready, Morgan and Conroy drew assists. Andrew Polley recorded the shutout.
