Taxes scare off big industries: Region BY SUSAN O'NE/LL Staff Writer Education property tax rates for large industries here are raising con- cerns among politicians that high taxes in Durham are a "disincentive to investment" in the region. A report to Durham council Wednesday indicated the 2000 edu- cation tax [aces for industrial prop- erties will be reduced this year. But, the education taxes on large firms here will still exceed the average of 3.3 per cent paid by industries across Ontario. According to a report from the finance and administration commit- tee, taxes for occupied industrial properties will drop from approxi- mately 2.99 per cent in 1999 to 2.90 per cent this year while taxes for properties classified as 'large indus- trial occupied' will be reduced from 4.78 per cent in 1999 to 4.64 per cent this year. Last year the government reduced those tax rates by 10 per cent, but the budget announced May 2 did not include any further education property tax cuts. As a result, the Region reports, edu- cation tax rates will remain unchanged this year for residential and multi -resi- dential properties, farmlands and man- aged Torests, pipelines, commercial properties, shopping centres and office buildings. Oshawa Councillor John Gray, who is also vice-chairman of the Region's fi- nance committee, told council his com- mittee will deal with a report on the im- pact of education taxes on large indus- trial firms next month. The officers displayed no emotion as Mr. Justice Rhys Morgan read his deci- sion following a three: -week prelimi- nary hearing held in the Ontario Court of Justice in Oshawa. Outside the King Street East build- ing, their lawyers expressed confidence the officers would be vindicated. "I feel sorry for all the parties in- volved -- the police officers, their fami- lies and the Romagnuolos... Tlx: truth will come out. York Regional Police Constable Randy Martin will stand trial for second-degree murder in the death of Mr. Ro- magnuolo. 44. of Sunderland. The father of three died of mul- tiple gunshots fired during a confrontation Dec. 28, 1998 outside his home. Rocco was shot in the abdomen. The altercation erupted when two Durham and two York officers attended the home to arrest Enzo Romagnuolo, the oldest of the three brothers. The Province's Special Investiga- tions Unit, which probes police inci- dents resulting in civilian death or seri- ous injury, last spring laid the charges against three: of the four officers in- volved in the incident. Durham Constable Al Robins, of 26 Division in north Durham, faces charges of aggravated assault and dis- charging a firearm with intent to wound in relation to the shooting of Rocco, who was 17 at the time. Durham Constable Nancy George was the only officer who didn't fire her gun and was not charged by the SIU. At several points while testifying, a somber Const. George wept openly. Linda Romagnuolo and sons Rocco, now 19. Enzo. 21, and Michael, 16. also testified as Crown witnesses dur- ing the emotion -charged hearing held under intense police security. Other witnesses included Dr. Martin Queen, the pathologist who performed the post-mortem examination on Mr. Romagnuolo, and Finn Neilsun, a firearms examination expert from the Centre for Forensic Sciences. The new law. which passed Wednesday in the legislature, will force parents of children 17 -and - under to pay up to $6.000 in damages for crimes their kids commit. That's in response to all those who've suf- fered property damage over the years. have known who did it, but who have been powerless to make the perpetra- tor or his family pay the bill. After all. why should you have to pay because some youth threw a rock through your window, tore up your lawn and trashed your car? There arc a number of stipulations in the new legislation, the most im- portant of which states parents must take reasonable measures to prevent their children from breaking the law. It's difficult at first glance to un- derstand what 'reasonable measures' means. Docs it require parents to know at all times where their children are and what they are doing" Certain - Iv, this makes sense for younger chil- to commit the most serious damage. Mr. Flaherty's own definition of a criminal act that would force parents to pay is as follows: "The action of the young person will be deemed to be intentional• it will he deemed to have been due to the failure of the parents to supervise, so it will be much easier to prove:' In fact, a young person won't even need to he criminally convicted for a civil case for damages in small claims court to proceed. We're hopeful this new bill will have teeth and will punish those par- ents who have neglected their respon- sibility to their children and to society to raise their youngster to respect oth- ers. There will need to be test cases to set precedents for this bill. Locally. we had $5010 in damage done to public washrooms in Port Perry last weekend. Should those caught for this crime be under 17, perhaps this bill will make their parents pay. No doubt there will soon be cases in small claims court. Let parents be put on notice: you must keep an eye on your teens or you'll pay, dren. sav those 13 and under. Parents are bound by law to make sure youths under 13 are always supervised, be it at school, in day care, by a trusted rel- ative or by a babysitter. The letter has completely missed the point. Teachers are not being mean to their students or showing a negative attitude toward them. I never said they should give the answers to any test questions ei- ther. It could also use funds to provide scholar- ships to local teens in pursuit of uni- versity, college or technical training. The fact is that many children come to school with a lot of baggage — whether it is from a Third World nation where they have witnessed atrocities, from an abusive home, from a very poor home environment or because they have learning disabilities. The fact is these children exist and this government's tests do nothing for these youngsters. The classroom teacher is not re- sponsible for the stress put on students by these tests. The teacher can evaluate chil- dren in a variety of ways, includ- ing tests. The teacher is trained in developing and administering tests. More importantly, a teacher is trained in modifying 1 (not giving the answers or mak- ing the tests too easy) the tests for the individual needs of the children in his or her classes. Nothing is gleaned from these government tests about the stu- dents that the teacher doesn't al- ready know. That is why the government standardized Grade 3, 6, etc. tests just don't add up. Inno- cent lives lost for no good reason, but we take some relief in know- ing it couldn't happen here. How- ever, in the fall of 1971 our own innocence was lost when we found out it could happen here... in a quiet Oshawa neighbourhood when ... Mass murder shatters the Sunday calm For the residents of Oshawa Boulevard North, the morning of Nov. 8, 1971 started out much the same as any lazy, crisp early fall Sunday — quiet and uneventful. But shortly after noon, the sounds of playing children and parents preparing their yards for the com- ing winter were replaced by the sounds of sirens and movements of police combing a crime scene. As crowds gathered to get a hint of the unusual goings-on in- side the one -and -a -half storey home at 214 on the street, police went about the task of collecting and removing evidence. Ambu- lances arrived to remove five bod- ies, one of them quickly whisked away to Oshawa General Hospital with a faint hope of saving at least one life. Sadly, that too was an ex- ercise in futility. By all accounts, the events of that Sunday should have never played out the way they did. The Saunders were a typically hard- working family living out their daily routines in a quiet suburban neighbourhood. Parents John Allan (33), and Maisie Jane (33) both worked at General Motors of Canada, and were raising four children. The house was undergoing extensive renovations. A patio had recently been built around back-, the front was in the middle of an overhaul with a cement mixer and wheelhar- row hinting at the anticipated facelift. Inside, extensive renova- tions were under way to make bet- ter use of the available living space. The eldest children, Connie (14) and Jackie (13) were offspring from Maisie and John's previous marriages, respectively. They each had bedrooms on the top floor of the house. Allan (7) and Brian (4) were children from the present union. They shared a room on the main floor that also housed the parents master bedroom and the sole bathroom. The Saunders had moved into the home some two years earlier and the renovation work had been ongoing since then, said neigh- bours. Neighbours were also somewhat ambiguous on the fami- ly's state. Some said they seemed close and quiet, others reported Mr. Saunders' being erratic, ranti- ng and raving and even becoming violent at times, especially when he'd been drinking. School records of the two older children indicate there had been some domestic trouble in the recent past. It was these tidbits of informa- tion .pplice. suspected could have rampage may never be fully known set the events of late Saturday night and early Sunday morning in motion. Although much of the evi- dence is sketchy, the fateful events likely played out as follows. Mr. Saunders was supposedly involved in a vehicle mishap north- east of Oshawa late Saturday night. His half4on pickup was reportedly towed out of a ditch, though police had not pinpointed its where- abouts. It is possible John had been drinking and might have sustained a head injury in the crash. On arriving home it is possible he and Maisie had quarrelled about these events before going to sleep and John might have strangled Maisie with a rope before passing out for a couple of hours. Coroner A.G. Stocks of Brooklin put the time of Maisie's death consider- ably earlier (at around 4:00 a.m.) than the four that followed. It is believed Mr. Saunders came -to some four hours later and, realizing what he had done, put to- gether plans to kill the rest of his family. He got out a piece of paper and wrote, "I have killed my wife and now I must kill my whole fam- ily. God help me. I love my family and want them all buried together." The note indicated this might be accomplished by gas and went on to outline the handling of financial affairs. Mr. Saunders might have come to the same conclusion, which caused him to alter his plans. It is believed the two youngest children were the next killed, each shot in the head by a.22 calibre au- tomatic repeating rifle as they lay sleeping in their main -floor bed- room. Allan had been shot twice, Brian once. This commotion prob- ably led to Jackie's being awak- ened and he in turn awakened his sister Connie, telling her there was some son of argument going on downstairs. Police believe Jackie was shot with the same rifle, but not killed, in the hallway downstairs as he came to investigate. He was fully dressed, which indicates he proba- bly had an inclination of the vio- lence that was transpiring and planned to leave the house. He managed to make his way to the living room couch, where he was fatally beaten over the head with a board (later found in the drive- way). At this time, Connie made her way downstairs and, seeing her stepfather beating her half-brother, made her way to the master bed- room to enlist her mother's help. She later told police she heard Jackie pleading with his father to stop and asking him, "What have I done, Dad? What have I done?" In attempting to awake her mother, Connie found her unre- sponsive and her face a "purply blue." Her father reportedly came in then and ordered her away from Maisie, at which time Connie fled the house through the rear door. It was roughly 10:30 a.m. She looked back only once to see her father levelling the rifle at her. Police be- lieve John may have taken a shot at her, since a spent .22 cartridge was found in the house, but the slug was unaccounted for. Between the time Jackie was beaten and the time Connie fled the house, she said her stepfather asked her where the other children were, to which she replied "in bed" This may have been a ruse by John to divert her attention from her escape (since the two young- sters were speculated to already have been killed) so he could kill her too. Perhaps John still had it in mind to further tamper with the gas lines for an attempted explosion that would mask all the killings. Connie fled to a neighbour's house where she phoned an uncle in North Oshawa. He in turned phoned an aunt living near the Saunders' home who, believing it was simply a domestic dispute, did not attend the scene until about noon. It was this lady and another aunt who made the grisly discov- ery. After Connie made her escape, John scrawled down another note in which he acknowledged Connie had got away and wished her to be cared for. He then lay back down in bed beside his wife, steadied a scoped .25-250 high-powered Remington hunting rifle between his knees and his mouth, and blew the top of his head off. His last words to the world were found on the second note: "I really do love my family" The events of Nov. 8, 1971 played themselves out about a block -and -a -half from my child- hood home. I knew both Jackie (John, as he was known to us) and Allan, though not well enough to call them friends. As an II -year-old, I was un- able or unwilling to grasp the enor- mity of the catastrophe at the time. I only got a sense of it from the sadness on the faces of my teach- ers, and the sombre words over the P.A. system. PICKERING —The Pickering and Darlington nuclear stations provide "significant" economic benefits to Durham, City council heard Monday. Bob Strickert, site vice-president at Ontario Power Generation's (OPG) Pickering Nuclear facil- ity, was on hand at the City council meeting to out- line the conclusions of a study which considered the company's nuclear plants and their economic impact on the community. The study, undertaken by OPG last year follow- ing requests from local citizens, highlights the eco- nomic impacts of the two nuclear plants on area municipalities. "On an annual basis, the stations' payroll and local expenditures, totalling hundreds of millions of dollars, flow into many Durham communities;' Mr. Stricken said. "In addition to the salaries, local pur- chasing and taxes, employees from the stations also directly contribute to the economy in Durham Re- gion through their support of local charities, service clubs and other community programs" OPG officials also reported with the return to service of the A's side of the Pickering plant, the station will create a total of 11,000 jobs per year, in- cluding 4,300 within the region. And, councillors heard, OPG doled out approx- imately $2.5 million each to the City of Pickering and the municipality of Clarington last year in pay- ments in lieu (PIL) of properly taxes. "We are proud of this study;' Mr. Stricken said. -I believe it will give us a better understanding (of the financial impact of the nuclear industry here)" Councillors also heard a presentation Monday on a separate report prepared by Jack Gartley, a peer reviewer hired by the City more than a year economic impact studies split ago to review OPG's financial impact study. Mr. Gartley was Region finance commissioner before retiring. And, Ward 1 Regional Councillor Maurice Brenner, who believes that re- port indicates Pickering residents have been "misled" for years regarding the financial importance of the plant on the area's economy, maintains, "When you compare the two (reports) they are as Opposite on the spectrum as two sides on a rainbow. "I still stand by the Gartley report,•' he added. Thw consultant's conclusions are "significant in terms of the impact (of the plant) on this community:' Mr. Gartley's final report to the City on OPG's study indicates that, "Should PNGS 'A' not be returned to service, the economic impact on the general growth within Durham is of concern, but not critical (and is) unlikely to cause lasting difficulty within any area municipality" His report also indicates the impact of two nu- clear generating stations on local population, em- ployment and housing appears to be small in the- context hecontext of growth in Durham between 1997 and 2021. Mr. Gartley concludes that Pickering has a much weaker tie to the economic fortunes of the two stations than Ajax, Whitby, Oshawa and Clar- ington, in terms of residential employment and as- sociated population growth, housing and general industrial growth. Andy Keir, an OPG consultant, said the "num- ber of employees actually working at the station (who) are residents in Pickering are less than you would find in Clarington or Ajax" He reported ap- proximately 12 per cent of employees live here. Mr. Keir noted the study was intended to present "factual reporting of the current situation" and did not examine the reasons behind the conclusions. Mr. Gartley's report also criticizes OPG's report for "a lack of an action plan" to address the fact the region dots not have an extensive nuclear services industry and the "leakage" of payroll and purchas- es from the station to companies outside Durham. And, Mr. Keir said OPG recognizes there is "a very significant leakage of expenditure money out- side of Durham and the local municipality." Pickering nuclear plant spokesman Pat O'Brien said in an interview Durham simply doesn't have a nuclear support industry comparable to the local in- dustries which support General Motors in Oshawa. Mr. O'Brien addled OPG's study indicate, the plant has a positive effect on the community's economy. My shoes still appear to be in good condition and 1 am not suffering any aches or pains, yet I have read in many running publications that jogging shoes should be replaced every 800 to 1,000 kilometres. Is this true and why? . jogging is an activity that involves repetition of motion. As such, repetitive stresses can lead to overuse injuries to your feet and knees. A shoe that has exceeded 1,000 kilometres will not shock absorb as well as a new shoe. The upper body of the shoe will become more relaxed and therefore will not control the abnormal motions of the feet, such as pronation. Replacing your jogging shoe with a new shoe does not mean throwing the old shoe out, it just becomes your gardening or relaxing shoe. As the shoe wears, it loses some of its stability. Some of the more common problems in the foot and leg are caused or aggravated by worn out shoes are: 1. CHONDROMALACIA (wom car- tilage behind the knee cap): aggravated by the jarring effect of the ground not Proper- ly shock absorbed or by a poorly support- ed foot that continually fights to roll in (PRONATE). 2. SHIN SPLQVTS: muscle and ten- don injuries on the front of the leg. 3. NEUROMA (nerve inflamma- tion): occurs between the 3rd and the 4th metatarsals with burning and numbness. 4. STRESS FRACTURES: hairline cracks in borne due to repetitive stresses. 5. METATARSALGIA: inflamma- tion of the connective tissues of the sole of the feet that supports the arch. Pain is usu- ally most intertse with the first few 'steps in the morning or with the start of any activ- ity. Remember, replacing old shoes with newer, more supportive ones may not resolve these problems, but they can cer- tainly prevent the likelihood or intensity with which they occur. The Monarchs capped an 5-1-0 season in Lake Ontario Secondary School Athletics play by winning the champi- onship with a convincing 4-1 victory over the Pine Ridge Secondary School Pumas at Monarch Fields in Ajax. St. Mary dominated from the outset, not letting the Pumas mount any sort of at- tack- in the contest. The Ione goal which got past goal- keeper Katie Pacione came off one of her teammates.
