'We want parents to understand necessity of
having children vaccinated': Health officials
Students with incomplete immuniza-
tion records will Ix- suspended from
schmil unless they provide the Durham
Region Health Department up-to-date
information in the coming weeks.
The health department has begun
sending out notifications to students
whose immunization records are in-
complete. Those pupils are being asked
to provide the department with up-to-
date information regarding their vacci-
nation records.
Under the Immunization of School
Pupils Act. students must he vaccinated
against certain childhood diseases or
they can be suspended from school.
"Vaccination is one of the most ef-
fective medical interventions to protect
the health of children;' explains Dr.
Donna Reynolds, Durham Region asso-
ciate medical officer of health. "We
want parents to understard the impor-
tance and necessity of having children
vaccinated following the recommended
immunization schedule."
The health department reports that
for most students immunization in-
cludes vaccination against:
• diphtheria, whooping cough, tetanus,
poles and meningitis (DPTP-Hib vac-
cine) at two, four six and I8 months;
e measles, mumps and rubella (MMR
vaccine ) after a child's first birthday and

The 407 ETR Concession Company Limited (407 ETR) is the private sector entity which has the obligation to
develop, design, build, operate, maintain, repair and toll Highway 407 from the Queen Elizabeth Way in the City of
Burlington to Highway 7 cast of Brock Road in the City of Pickering. The East Partial Extension includes the segment
of the highway between Highway 48 and Highway 7 east of Brock Road. The initial stage of the East Partial
Extension project involves construction of a 4 -lane toll highway easterly from Highway 48, with transition to a 4 -lane
arterial road facility from west of Brock Road to Highway 7 east of Brock Road by August 2001 (please sec
accompanying key plan).

Durham teachers are al-
ready spending most of the
legislated instructional time in
the classroom, even when on -
calls are dropped from the
equation, he says.
But by closing the loophole
that allowed on-call time to be
included, Mr. McDonnell says
the Province appears to be
holding up the Durham school
boards as a model for the rest
ofthe province.
Other boards are going to
have to go to 6.5 or 6.7 out of
eight to meet the regulation,
he says, and once that occurs,
other jurisdictions will be
faced with teachers dropping
out of extra -curricular activi-
ties as has occurred in
Durham.
While the 6.5 workload
may not seem heavy compared
to someone working on an as-
sembly line, Mr. McDonnell
says "all the things that go
with it;' such as marking and
preparation time, make extra-
curriculars too much for
teachers to handle.
At the Durham District
School Board, secondary
teachers are achieving the
1,250 minutes in part by in-
structing an average of 6.5
classes every two days which
last 75 or 76 minutes each, and
through their involvement in
the Teacher Advisor Program.
In addition, the Durham board
is one of few in Ontario that
only considers on-call time as
teaching time if an educator
actually instructs an absent
colleague's classes.

not as significant for Durham.
"It is an adjustment that's
probably less important here
than it is elsewhere"
But Ms. Page adds "I al-

teachers.
For instance, she wonders
how an on-call cannot count as
instructional time. when the
Province's definition also
states teachers must be quali-
fied to run classes they are
leading.
"How can it not count, but
you have to he qualified to do
it?" asks Ms. Page.
And again, if on -calls don't
count. "Why on earth would it
matter if 1 was qualified to do
it or not?"

also be able to undergo rehabilitation

per cent annually after that.
Among the cardiac care services
offered by the RVHS are a catheteri-
zation lab, rapid evaluation and treat-
ment of heart attacks, stress testing,
echocardiography and nuclear func-
tion studies, a permanent pacemaker
and implantable defibrillator clinic
and a full-service cardiac rehabilita-
tion centre.
The cost to establish a cardiac
surgery centre at Centenary is esti-
mated at $8 million, but Ms. Maks
says that's -significantly less than set-

clear station reactor shut down

erator components overhauled and

planned maintenance outage.
The reactor is expected to be
back on line by the time the hot
weather arrives and area residents
crank up air conditioners and turn on
fans.

a perfect piece of paper, but it's
evolving as we learn more about

announced he'll seek re-election
when voters head to the ballot box
this fall.
And, the long-time politician
who picked up 57 per cent of the
vote to win re-election in 1997, says
he's looking forward to the next
term.
"The next ... City council will
have its hands full working through
the environmental assessment of the
nuclear facility in addition to work-
ing with the Town of Ajax on the
amalgamation of the two communi-
ties, which I believe is inevitable,"
he says in a news release announc-
ing his candidacy.
Coun. Dickerson reports, -Since
the 1997 election, this council has
accomplished a number of major
initiatives such as an environmental
assessment of the Pickering Nuclear
Gcncrating Station shout to com-
mence hearings; the preservation of
rural farmland in the agricultural
preserve through the inventive use

Teachers, Tories
must find solution
The way it's always been
doesn't cut it any more
So teachers and Education Minister Janet Ecker aren't get-
ting along. What else is new?
The Mike Harris Conservatives made it clear back in 1995
things were going to he different on the school front. First up
was a change in how school boards and trustees would oper-
ate — meaning fewer of both. Next came a plan to control
spending from Queen's Park instead of board by board. Then.
Bill 160 came to pass dictating teaching hours among many
other new rules and regulations.
You certainly can't say the Tories have been idle when it
comes to tinkering with the education system. The results of
that work are, of course, subject to debate.
The latest tiff sees Ms. Ecker demanding teachers take part
in extra -curricular activities coupled with a promise that
teacher testing is imminent. The testing is not likely to be in
the form of a written, sit-down exam but rather an in -class
evaluation. We have confidence that virtually all teachers will
pass this test and those who don't will simply have to do some
remedial work — the same situation the students they instruct
find themselves in every semester of every school year.
The evaluations are set to take place only every three to
five years anyway, so what do teachers really have to fear?
The results of those tests will reassure taxpayers their children
are receiving an education from fully qualified instructors.
As for extra-ctrriculars. it's time for a new approach. It's
going to be mighty tough to force sortie of the most militant
unionists in the country to accept extra -curricular duties as a
mandatory part of their job — no matter how important they
are to the education of our children — when the time has until
now been treated as voluntary. Even educators will tell you it
is the minority of teachers doing the majonty of extra -c Tic-
ular work. Why not pay a stipend to those dedicated to out -of -
classroom activities?
Like it or not, we live in a changed society. Volunteers are
hard to come by everywhere, not just in the school environ-
ment. We're too busy, too tired, too indifferent or too militant
to go the extra mil just because ii s the right thing to do —
not because its in our job description.
What we don't ,teed is yet another teachers' strike. Minis-
ter Eckcr and union leaders must find cornmon ground so our
students can enjoy some of the best years of their lives and
that depends on a departure from the status qua, just because
`that's the way its always been done'.
Staging a farce
Pickering bringing down curtain
on plan for Ajax theatre?
Build it and they will come.
That seems to be the prevailing attitude of Ajax councillors
who decided to pour $750,0(X) into enhancing the auditorium
of a new high school being bolt to the community to make it
fit for use by local little theatre groups.
You build it and we will come and take it over.
That appears to be the attitude of at least sonic Pickering
councillors who recently declined an invitation from Ajax to
contribute funds to upgrade the auditorium in the joint high
school being constructed by Durham's two school boards.
Pickering Ward I Regional Councillor Maurice Brenner
noted that within the next couple of years the two municipal-
ities are likely to merge. "When all is said and we become
one. we will have the theatre anyway."
We suspect Coun. Brenner was the only Pickering politi-
cian to express a view held by many members of City coun-
cil. If that's the case, it's a position which won't be productive
in negotiations between civic leaders in the two communities
on merging municipal services if they hope to stave off an all-
ow, forced amalgamation by the Provmcc.
Let's tope Court. . Brenner was merely kidding when he
made his remark, that it was just a throw -away quip after se-
rious discussion on the joint theatre venue proposal. After all.
he did make a rather good point that Pickering shouldn't get
involved becausc Ajax officials wercn't allowing for any
input on the project by his City.
Another good point made by his Pickering council col-
leagues was that the City shouldn't fund the theatre facility
because it's outside the community. But. many of the amateur
theatre troupes clamouring for years for a better perfornhance
venue in a public building arc based in Pickering.
What if the theatre becomes a success, the Town of Ajax
slaps revenue from paying audiences with the performance
groups and Durham's school boards as it should, and the City
of Pickering is left out of the action? What if the majority of
performance groups and theatregoers are from Pickering?
What if Ajax helps build it and they come from Pickering?

Road, all large items, other than appliances, will continue to be

An approved receptacle for garbage conation must either be a heavy-
dutv plastic bag or a reusable can that has two suitable handles and is
not greater than eighty (801 centimetres in height by fifty (50)
centimetres in width or diameter. In all gases. the weight of each
receptack shall not exceed twenty-three (23) kilograms with contents.
All loose collectible garbage must be contained within an approved
receptacle.
It should also be noted that with the passing of -the new by-law the
source separation of recyclable items and yard waste mamnals is now
compulsory. Any garbage found containing either of these solid waste
materials will be tagged and left behind for compliance by the
respective homeowner.
Pkase help the City of Pickering reduce the amount of waste it
generates by supporting the implementation of this new

Once upon a time. there was
a red wiggler worm named Pee
Wee. He came to find a home at
Castle Compost. When he was-
n't working away in his castle,
Pee Wee travelled to schools to
teach children why it's impor-
tant to compost.
When the youngsters came
home after class, they spread the
word to their parents.
Soon, everybody was com-
posting and eventually the envi-
ronment was saved thanks to a
red wiggler worm named Pee
Wee.
That's the way Larraine
Roulston would like the story to
end. The author of Pee Wee's
Great Adventure and the News
Advertiser's environmental
columnist has -always been a
conservationist at heart".
In 1992. Ms. Roulston's first
book Pee Wee and the Magical
Compost Heap was published to
teach children about backyard
composting.

ing.a pp�rocess by which organic
waste 1fr naturally recycled by
worms to produce fertilizer.
Pee Wee was created as a
puppet in 1988 by the Recycling
Council of Ontario (RCO) as
part of its composting outreach
program. Ms. Roulston volun-
teers as a puppeteer for the RCO
and takes the character to local
schools and libraries. The Pick-
ering resident was in the process
of writing her first book when
the RCO changed the puppet's
name to Vermi, but Ms. Roul-
ston was permitted to keep the
former name.
She donates 10 per cent of
the proceeds from the first book
to the RCO.
The books are written "to get
the composting message out" to
children and parents alike, says
Ms. Roulston. Pee Wee's Great
Adventure features a compelling

Highway 407 East Partial Extension
Fisheries and (keans Car"- I DFO), acting a-, the
Responsible Authority (RA) under the Canadian
Em ironmental assessment Act (CERA) is engaged in
a screening level Environmental Assessment (EA) as
required under Section 20(I) of CERA for the above
noted project.
The Highway 407 First Partial Extension Project
involves:
• thr construction of a 15.9 km 4 -lane (ultimate
10 lane) toll highway from the Highway 407
Central terminus (Highway 48) in the west to
its terminus at Highwav 7 cast of Brougham in
the Region of Durham
Construction of the Highway 407 East Partial
Extension can be commenced once the requirements
of the federal EA have been completed.
Puhlic consultation is a significant component of the
Highway 407 East Partial Extension CEAA review.
As part of UFO's federal environmental assessment
under CEAA, it is within the Minister's discretion to
invoke CEAA subsection 18(;) - Where the
Responsible Authority (RA) is of the opinion that
public participation in the screening of the project is
appropriate in the circumstances ... the RA .shall
g rLe the public notice and an opportunity to examine
and make comment on the screening report. The
CEAA screening report prepared by the RA i in this
instance DFO) will be available for public comment
