Arthurs rejects mavors' plan
ARTHURS from page 1
Regional Police would be
preserved.
Meanwhile, other mu-
nicipalities could decide
for themselves whether
they want to be swallowed
up by the new cities, or
break off and set up their
own regions or join existing
counties. No precise new
municipal boundaries were
proposed for the new cities.
The remaining mayors
who support the plan are
asking the Province to ap-
point a special adviser to
help with the restructuring.
The advisor would submit a
report by April so changes
would be in place for the
November municipal elec-
tions. If that timetable is
too ambitious, the mayors
suggest the province delay
the elections for a year.
In his letter. Mayor
Arthurs states he agrees
with having fewer munici-
pal governments and larger
cities which should be "the
pre-eminent form of mu-
nicipal government. -
However, he adds, "The
abolition of regional gov-
ernment in Durham would
be inappropriate at this
time. A modified two-tier
structure remains relevant. -
The mayor also suggests
the GTSB is not ready to
take on the role proposed
for it by the mayors' group.
"The GTSB is a fledg-
ling organization and must
prove its capacity to deal
effectively with its current
mandate before becoming
the strong policy body cur-
rently proposed;' he writes.

Fighting fire
with expertise
We' d al 1 be better served by a new
regional fire training centre
The best way to fight fire is with
well-trained emergency crews.
It's for that reason we support a new
training centre for firefighters from
throughout Durham.
The Town of Ajax is the most recent
area municipality to join other Durham
communities in studying the feasibility
of a regional fire training facility. Pick-
ering, Whitby, Oshawa and Clarington
are already committed to the study,
which will consider the cost of a train-
ing centre and the best location.
Now, the three other Durham munic-
ipalities need to get on board. As Deputy
Ajax Fire Chief Wayne Stevens said the
other day, the feasibility study and joint
approach to the fire training centre are
necessary because the cost of a proper
facility would be beyond the reach of
most individual communities in the re-
gion. After all, it's not as if taxpayers
have money to burn funding a training
centre in each of Durham's eight towns
and cities.
But, the public living in each of those
eight municipalities need and deserve
the best fire protection available. And,
that can only result when the brave men
and women who choose firefighting as a
career — putting their lives on the line
on a regular basis — have the skills re-
quired for one of the world's most dan-
gerousjobs.
Those highly -specialized skills only
come with extensive and intensive train-
ing. In the words of Deputy Chief
Stevens in his report to Ajax council,
firefighters "must develop an instinctive
feel" in the way different types of blazes
evolve, working in zero visibility, how
heat is released during an inferno, the
possibility of back -draft and the effects
of ventilation on fires. Those skills can
only be learned in a controlled environ-
ment such as a training centre.
The current facility used for firefight-
er training is "in need of replacement",
points out Deputy Chief Stevens. But,
that City of Oshawa building is almost a
quarter-century old and is beginning to
show its age. Plus, it's in a terrible loca-
tion near Hwy. 401 in southeast Oshawa
beside the General Motors head office.
As for funding, Durham's eight mu-
nicipalities should share the cost on a
formula based on the number of fire-
fighters in a community or the popula-
tion of that town or city. If the price tag
was still too onerous for taxpayers, per-
haps the insurance industry could be ap-
proached for help as it too would stand
to gain from better -trained firefighters.
So would we all.

The issue of amalgamation in
Durham Region is like a child's toy

lution hammered out, but when you

Popped up -
Durham Region's mayors have
wrapped up a two-day retreat at
which they debated the future of gov-
ernment in the Region agreeing,
'where feasible, to consider potential
amalgamation.
A scenario often bandied about is a
three-way split of the Region forming
the new municipalities of Ajax -Pick-
ering, Oshawa-Whitby-Clarington
and Durham North. It may sound
black and white, splitting the Region
in three portions neatly along munici-
pal boundaries, but the idea is awash
in a sea of grey.
Not the least of the roadblocks to
any amalgamation theories are the
politicians whose personal interests
keep them from considering much
more than preserving their own
boundaries.
As Oshawa Mayor Nancy Dia-
mond meets with select mayors
across the GTA to plot strategy —
which may or may not include amal-
gamation with Whitby and Clarington
— Whitby Mayor Marcel Brunelle re-
mains adamant his town has the stuff
to `stand on its own'. And Clarington
Mayor Diane Harare's No. 1 priority
is to ensure the municipality main-
tains its borders.
Mayor Harare has a fight on her
hands evidenced by suggestions from
Port Hope Mayor Ron Smith that Port
Hope and Hope Township marry up
with Clarington east. Given the
growth possibilities in Newcastle it's
possible Mayor Smith is thinking
Hwy. 115/35 might be an appealing
western boundary. That would leave
everything east of the 115 to either
stand on its own or become the sub-
ject of a shotgun wedding with Os-
hawa and possibly Whitby.
The proposed Hwy. 407 link to
the hours I spent in emergency, for
Hwy. 401 east of Courtice is for oth-
ers the logical point to split Claring-
ton. Oshawa politicians look hungrily
to the tax dollars being paid out by the
residents and businesses of Courtice.
But what of the municipalities at
the north end of the Region which
have neither the population nor indus-
trial base to support the myriad mu-
nicipal services we take for granted
including fire, police, waste disposal,
welfare, social housing and road
maintenance?
Instead of a horizontal split of the
Region, perhaps we should think ver-
tically. Pickering -Ajax -Uxbridge,
Whitby-Brooklin-Sunderland and
Oshawa -Port Perry-Clarington (with
a Clarington split at Hwy. 115-35).
The tax -rich municipalities of the
south would help support the north
while preserving room for future
growth.
Providing a full range of services
while eliminating Durham Region
government is column fodder for an-
other day.

making me feel comfortable while I

words of encouragement when I
was leaving the hospital. All of
them are working under such
stressful and at times frustrating
conditions yet always seemed so

I read the results of the provin-

Now that I have experienced
first-hand the dedication of hospital
staff and the care exhibited by all

only hope the provincial govern-

quickly to alleviate the stressful
conditions our health care givers
face daily. We need more money
for our hospitals now before our
care givers become disillusioned
and just don't have the time to give
the compassionate care we now re-
ceive.

Durham's great outdoors offer many ways to brighten the dreary winter days
BY SUSAN O'NEILL
Staff Writer
With the holiday season behind
us and the prospect of a long, cold
winter ahead, the thought of going
into hibernation may be tempting.
But if you peel yourself off the
couch, bundle up and head for the
great outdoors, you'll find there
are plenty of ways to brighten
those dreary winter days.
Not only is Durham home to
countless ski and snowmobile
trails, there are also several alpine
ski resorts and a number of winter
festivals and events planned for the
coming months, reports Patti Wat-
son, region tourism co-ordinator.
"-Ibe downhill ski resorts are re-
ally popular;" Ms. Watson says.
And, she reports, the area also
boasts a "phenomenal trail network"
for people wanting to cross-country
ski or go snowmobiling.
While local ski clubs are popular
with area residents, they're also a
big draw for tourists, many of whom
travel from the United States to hit
the slopes and enjoy the region's
scenic trails, she notes.
"I had a phone call from New
York State (recently);" says Ms. Wat-
son, who's also received inquiries
about the snow conditions here
from people in Michigan and Ohio.
But it's not always tourists who
are looking for information about
local events and attractions.
"We get a lot of newcomers as
well as a lot of people who have been
here forever and need ideas;' says
Heather Goodford, an information as-
sistant at Whitby Information Centre
on Hwy. 12 in the town core.
"Tourism is only half of what we do"
Although most conservation areas
are officially closed during the winter
months, members of the public can
still access most parks by foot.
The Toronto and Region Conser-
vation Authority, which maintains
Petticoat Creek Conservation Area
and Altona Forest in Pickering, re-
ports pedestrian access is permitted
even though the areas are officially
shut. However, there are no wash-
rooms available or staff on site.
Of the five local conservation
areas operated by
the Central Lake Ontario Conserva-
tion Authority (CLOCA), Long
Sault Conservation Area near Bow-
manville and Lynde Shores Conser-
vation Area in Whitby are the only
two run year-round.
While people are welcome to
visit those parks, officials are hop-
ing to discourage skating on local
creeks and marshes.
CLOCA does not monitor ice
conditions in the areas and the au-
thority recently distributed a bulletin
warning the public
that unsafe conditions may exist.
"Tire ice is not suitable for skating
because there may be dangerous thin
sections especially on slow moving
creeks and areas of marshes;" says
Sandra Hanson, director of corporate
services. 'Tile authority has posted
signs in the conservation areas that
skating is not allowed to protect the
public from these hazards."

No shortage of activities to enjoy in Durham
There are plenty of ways to
enjoy the great outdoors in
Durham this winter. Here are some
of the many destinations highlight-
ed on the Region's Web site that
are hot spots for winter fun:
Conservation arms: The Cen-
tral Lake Ontario Conservation Au-
thority (CLOCA) operates two of its
five conservation areas year-round.
Long Sault Conservation Area near
Bowmanville offers more than 25
kilometres of groomed trails for
cross-country skiing and snowshoe-
ing is permitted anywhere on site.
Lynde Shores Conservation Arra in
Whitby is also open to the public
year-round. Known for its wildlife
viewing opportunities, the area is a
perfect site for a long winter walk.
Purple Woods Conservation Area,
approximately five minutes north
of Oshawa, also opens for a limited
time in March for its annual Maple
Syrup Festival. This year's festival
runs from March 11 to 19. For
more information call CLOCA at
579-0411.
AhAw dd resorts: With four
local resorts to choose from,
Durham residents don't have far to
travel to hit the slopes. Cross-coun-
try, downhill skiing and snowboard-
ing runs can be found at Lakeridge
Resort Ltd, 790 Chalk Lane Rd.,
Uxbridge, 649-2058; Skyloft Ski
and Country Club, 722 Chalk Lane
Rd., Uxbridge, 649-5160; Oshawa
Ski Club, three kilometres east of
Kirby off Hwy. 35/115, 983-5983;
and Dagmar Resort, 1220 Lak-
eridge Rd., Uxbridge, 649-2002.
Cross-country ski trails: From
the waterfront to the Oak Ridges
Moraine, the region boasts thou-
sands of kilometres of scenic
trails. Cross country trails are lo-
cated at Greenwood Conservation
Area, Altona Forest, Darlington
Provincial Park, Durham Regional
Forest, Oak Ridges Moraine, En-
niskillen Conservation Area, Ga-
naraska Forest, Petticoat Creek
Conservation Area, Heber Down
Conservation Area, Seaton Hiking
Trail and Trillium Trails. For infor-
mation about Durham's trails visit
the Region's Web site at www.re-
gion.durham.on.ca/durhamlives or
pick up a copy of the Durham Re-
gion trails map at your local recre-
ation centre.
Outdoor skating: Frenchman's
Bay in Pickering and Lake Scugog
in Port Petry are just two of the
many natural spots across the region
that are popular sites for outdoor
skating each winter. But, CLOCA is
warning against skating on creeks
and ponds in conservation areas.
The authority does not monitor ice
conditions and is encouraging
Durham residents to contact their
local municipality for information
about skating facilities in their area.
Pleasure Valley: 2499 Brock
Rd., Uxbridge. 649-3334. Open
from 9 am. to 5 p.m. daily, Plea-
sure Valley offers more than 20 krn
of groomed cross-country ski trails
at beginner, intermediate and ad-
vanced levels. The site also offers
an eight-week learn -to -ski pro-
gram for children aged six to 12.
Scugog Township: Whether
you want to go cross-country ski-
ing, snowmobiling or ice -fishing,
there are countless ways to enjoy
the great outdoors in Scugog. For
more information call the Scugog
Tourist Information Centre at 985-
4971.

gion's Web site at

usually the place to go. But, as is the
case everywhere, many activities
depend on the weather.
Carey Nicholson of the Scugog
Tourist Centre, points out some ac-
tivities such as the annual dogsled
races at Trillium Trails haven't run
in recent years because the weather
has been so inconsistent.
Lake Scugog serves as the site
for ice skating, ice fishing and even
motorcycle races on Sunday after-
noons throughout the winter if the
ice permits, she says.
People can contact the Scugog
T Jurist Centre at 985-4971 for more
information about local activities.

Durham Regional Police
Deputy -Chief Jim Adams has is-

The statements were made at the
hearing into a grievance filed by the
Durham Regional Police Associa-

The longtime officer with the
forensic identification unit alleged
he was moved as "payback" by se-

The department agreed to return

Good spinal health makes you look good and feel good
Each of us is conscious of our
image, and well we should be. Our image
greatly affects our relationships with
other people.
One characteristic which con-
tributes to the image others have of vou is
your posture, for it is a reflection of your
attitude and personality. It also indicates
how vou feel.
Have you ever looked at yourself
as others see vou? It's the rear view that is
apt to be the most traumatic to our egos.
The seat may look bigger than we
thought; the hips may look flabbier; the
back line more rounded; and the shoul-
ders more sagging. Are your shoulders
level? Is one shoe heel more worn than the
other?
A postural survey of healthy young
men • with an average age of 26.6 years
showed that iia percent of them had a low
right shoulder. A similar survey showed
an enonnously high percentage of young
women with rounded back and winged
shoulders.
L(x)k at yourself in the mirror. You
are apt to see a passive posture; sagging
stomach, sway back, rounded shoulders.
What's to be done. To correct this poor
body balance that not only looks bad but
causes spinal stresses that chokes the
communication being sent to the
spinaLnerve supplying the vital organs.
Correction first requires an aware-
ness. See yourself as others see you, and
want to do something about it. Good pos-
ture or poor posture is as habitual as any
characteristic or mannerism we might
have, and so are under our direct control.
Second, strive to keep in good
physical condition. Physical fitness has
both physical and psychological benefits.
It keeps your body in tone, gives your
body structural stability, and at the same
time gives you confidence in both appear-
ance and agility. Take a half hour walk,
Thoracic Outlet Syndrome
"The best medicine is earth• inter-
vention-preven tion-educaticm"
This statement applies to so many
cases in health care and the Thoracic
Outlet Syndrome is a case in point.
For example, have you been con-
cerned about symptoms of pain, weak-
ness and/or numbness in your arm and
fingers? One of the most common expla-
nations for this is Carpal Tunnel
Syndrome. However, more often the cause
of these symptoms are from Cumulative
Trauma Disorder (CTD) - Thoracic Outlet
Syndrome.
The thoracic outlet is the space
between the nb cage and the collar tome
(clavicle) through which the main blood
vessels and nerves pass from the neck and
thorax in to the arm. The nerves and blood
vessels leave the neck between two mus-
cles (scalene muscles.)
The cause of the syndrome is com-
pression of the nerves and arteries of the
arm within the thoracic outlet.
The symptoms include pain, numb-
ness and tingling (pressure on the sensory
nerves) weakness and fatigue (pressure
on the motor nerves) or swelling and cold-
ness in the arm and hand (pressure on the
blood vessels.)
Compression can occur with repeti-
tive activities that require the arm to be
held over head, or extended forward.
Another cause is poor posture with for-
ward drooping shoulders, and poking
chin, causing tension in the muscles on the
side of the neck, in turn constricting the
arteries and the nerves.

In physiotherapy the treatment
plan would include: 'Neck and shoulder
care; education and ergonomic tech-
niques and a gradually graded exercise
program designed for the individual to
reduce the compression in the thoracic
outlet.
Symptoms can be very difficult to
diagnose. The symptoms can mimic other
conditions such as herniated disc, carpal
tunnel and even bursitis of the shoulder.
The compression could also be from an
extra rib, or old fracture of the clavicle.
Therefore do not diagnose yourself. Make
a list of your symptoms and see your
physiotherapist and doctor who through
a series of mechanical and medical tests
can determine the diagnosis.

Third, have periodic spinal examinations to keep your
nervous system in peak condition. Your doctor of chiropractic
can help you take control over how you look and how you feel.
Your doctor of chiropractic is highly skilled in correcting
spinal misalignments, reducing spinal tension and aiding normal
nerve function to vital organs of the body. In addition, your chi-
ropractor can recommend a practical, common sense program for
more adequately coping with environmental stresses.
To be assured of good spinal health

family member should schedule regular vis-

Lose weight and feel better in 2000
Evelyn Arbour is a Registered
Nutritionist at The Wellness Connection
in Ajax. She is also someone who has
experienced change in her life when it
comes to losing weight by changing her
eating habits.
"I know how it feels physically and
emotionally to have a weight problem
and digestive disorders," she explains.
"This experience helps me to work with
my clients so they can achieve their
goals."
Evelyn has designed a 4 step pro-
gram for her clients that is easy to fol-

tation. She finds out what you've been
eating and how you've been feeling. It's
a time to learn about good and bad eat-
ing habits as well as the differences
between good and bad digestion.
Next you take home a question-
naire. This helps you to see which sys-
tems you may be having trouble with
including digestion, elimination and
respiratory as well as problems associ-
ated with vitamin and mineral deficien-
cies. Once this is done the next step is to
determine whether you need a detoxifi-
cation program.
"You may feel bloated all the time,
have bad breath or feel tired all the
time," says Evelyn. "Detoxification is
the body's natural process of elimina-
tion or neutralizing of toxins via the
liver, the kidneys, the urine, feces, exha-
lation and perspiration."
This step of the program also
includes your eating plan based on your
needs whether it's for detoxification,
weight loss or both.
Evelyn provides you with easy and
affordable recipes and an individual-
ized eating plan which will include
herbal supplements for detoxification.

ed at 2-360 Bay Iy

You want to put a candle in my ear? Are you crazy?
Have you ever been troubled by any
of the following symptoms? If so, someone
may have suggested you try ear candling.
•Ear aches *Loss of Hearing
*Excessive Ear Wax
*Tinnitus (buzzing) •Swimmer's Ear
*Headaches *Sinus Problems •Itching in
the ears *Cysts •Allergies *Sore Throats
•Ringing in the ears *Dizziness
If you have any of these symptoms,
you may be interested in looking into an
ancient and gentle technique called Ear
Candling (also known as Ear Coning).
With the trend to natural healing
growing in popularity, Ear Candling has
once again surfaced and become a popular
practice. It is for those searching for a more
natural way to alleviate head and upper
respiratory pressure, improve their hearing
or sense of smell or for general well being.

with botanically certified essential oils. The
oils are chosen according to their energies
vital to the body for healing and provide
anti-inflammatory, decongestant and
soothing properties. A gentle massage with
specially prepared oils on the neck and face
is very enjoyable and sets the tone for the
relaxation and cleansing to follow.
The heat and low pressure created by
the burning candle gently seated in the ear
forms a vacuum which regulates pressure
in the sinus area and draws up earwax and
impurities into the unburnt part of the can-
dle. Many people remark on feeling pres-
sure relief and a lighter feeling in the head
area after the candling. Locally applied
heat has the effect of stimulating peripher-
al blood circulation which in tum strength-
ens the immune system and enhances the
lymph circulation. The whole process is
pleasant and relaxing. It is not uncommon
for a client to remark that they could easily
fall asleep while getting a treatment. There
is a deep sense of well-being and relax-
ation.
Some common positive effects of Ear
Candling:
• gentle removal of excess earwax
build-up, fungus, bacteria, yeast, Candida,
ear crates, worms or parasites
• uxrthing and relaxing release of
stress
• pressure regulation to head and
ears
• relief of ear and sinus irritations
• ttlmulation of the ear reflex points
• activation of circulation and
drainage of the local lymphatic system
Ear Candling sessions are now avail-
able at the Greenwood Holistic Health Care
Centre given by Bille von Roeder, Certified
