The day after Durham Region
politicians debated the future of a
consultant hired to study realign-
ing government services, Ontario
Municipal Affairs Minister Tony
Clement issued a warning that he
has the 905 regions in his sights.
During a press conference at
which he ordered Toronto to re-
duce the size of its City council,
Mr. Clement said Durham and
other 905 regions are "on the radar
screen" of the provincial govern-
ment.
"I want to make it clear to Peel,
to York, to Durham, to Halton that
they also have to come up with
plans to reduce the occasional
overlap and to reduce the number
,of politicians," Mr. Clement said.

Two sides yet to
resume bargaining
Striking members of the
Catholic school board's Associa-
tion of Professional Student Ser-
vices Personnel (APSSP) are
hoping to resume negotiations
with their employer as they enter
their third week of job action,
says a union spokesman.
The local APSSP, which rep-
resents approximately 30
Durham Catholic District School
Board employees, launched a
legal strike Nov. 22 after negoti-
ations with the board broke
down.
Union members, who have
been without a contract since
last fall, are protesting salary
and working conditions.
The association turned down
a board offer Nov. 29 and the
two parties have not met in more
than a week.
But, Faye Cummings, the as-
sociation's chief negotiator, re-
ports the union is hoping to re-
sume negotiations soon.
"We're attempting to get
them back to the table," she said
following the union's general
meeting Monday. "We're initiat-
ing it."

PICKERING — Area busi-
nesses and community groups are
teaming up once again this holiday
season to hold a toy drive and
Christmas dinner for local needy
children and their families.
The drive and dinner are being
organized for the fourth year by
Royal Canadian Legion Branch
606, Michael Boyer Pontiac, Pick-
ering Panthers, Pickering BiWay
stores and other local businesses.
Members of the public may
support their efforts by donating a
new, unwrapped toy suitable for
children or gifts appropriate for
youths aged 11 to 16 and seniors.
Donations may be dropped off in
the Christmas Truck in the show-
room at Michael Boyer Pontiac,
715 Kingston Rd. (east of Whites
Road, 831-2693); and at Royal
Canadian Legion Branch 606,
1555 Bayly St. (west of Brock71
Road, 839-2990).

Families are poor and live
in makeshift homes, women
are oppressed, and many
children don't go to school.
But people living in a
desolate area of Delhi, India
are -the nicest, well-dressed,
happiest and cleanest people
you'd ever want to meet," an
Ajax woman reports.
' You tell them you love
India and you've made their
day." says Julie McGitchie,
who returned to Delhi this
fall after raising $1.680 for a
charitable organization
called Love India.
Nis. McGitchie had trav-
elled to Delhi last year with
the Christian organization
Harvest International. It is
overseen by the World Har-
vest Church. which has a
parish in Oshawa attended
by his. McGitchie.
She decided to travel to
Delhi in late October, a week
before members of the
parish were to venture there
on a crusade in a nearby
area, as she wanted to do
some field work for courses
she is taking at Durham Col-
lege, where she is pursuing a
diploma in human service
counselling.
And though the crusade
was cancelled at the last
minute because church
members were unable to ob-
tain proper visas due to po-
litical problems in the area,
Ms. McGitchie is glad she

The sewing school gives
such women a chance to
earn a small income by mak-
ing items that can be sold in
the marketplace. During

her.
"They were well-dressed
and the place was pre-
sentable," reports Ms.
McGitchie. "All seemed
happy...It is run as a large
family with structure... The
cost is about $25 per month
per child" and the orphanage
currently has sponsorships
for 24 of its 39 residents.
Ms. McGitchie also visit-
ed several schools, including
a slum school, so dubbed be-
cause of its location in a
four -square -mile area home
to some 30,000 people.
Now, she is wondering
what else she can do there.
"I feel like it's my project ... I
seem to have a heart for
India," admits Ms.
McGitchie, who was careful
not to wear shorts or short -
sleeved tops or to take too
many pictures in poor areas
"because I didn't want to of-
fend anyone."
Ms. McGitchie is modest
about her efforts, pointing to
her church as inspiration, be-
cause it also tries to help
those in Durham Region.
"I'm a single mother of
two, a union worker and 1
care. It's not a big deal. It's
just something I could do.
You can be all these things."

Change is inevitable
forced or forged
Tories will demand Durham downsize.
It's best to shape our own destiny
The table has been set at Queen's
Park. It will be up to Durham Re-
gion's eight municipalities to take ac-
tion on new alignment of local gov-
ernment or the Province will do it for
them.
There are plenty of exhibits to
show these Tories mean business:
A. The imposition of the megacity
on six Metro Toronto municipalities
three years ago, despite widespread
opposition at the time from the pub-
lic.
B. The quickly realized decision
by Municipal Affairs Minister Tony
Clement that Toronto must downsize
from 58 to 44 or 22 councillors. The
minister made the call Thursday after
rumours had been swirling about for
weeks and said he wanted a decision
pronto.
C. The cutting and amalgamating
of various municipalities, school
boards and trustees over the past
three years.
Make no mistake. change is defi-
nitely coming. But what should it be'?
One school of thought has it
Durham should become one big city -
and we mean big geographically, as
in at least twice the size of Toronto in
area. All eight municipal govern-
ments and their administrators would
be eliminated and what is now re-
gional council would oversee all mu-
nicipal responsibilities for the new
city of Durham. It worked for Toron-
to, so why not here, some ask.
We already have a regional police
service, hydro is being privatized and
it would be conceivable to bring all
other services including transit, after
contracts were renegotiated, up to a
regional level. Regional fire services,
regional control of all roads, regional
school boards that bring Clarington
into the fold, could all be negotiated.
There are other options. Ajax and
Pickering could amalgamate. So too
could Oshawa, Whitby and Claring-
ton. That would leave Scugog. Brock
and Uxbridge free to join together as
one. So, from eight municipalities,
we'd go to three and the region would
be no more. Little else would change
in such a scenario, except we'd have
fewer local politicians, fewer admin-
istrators, etc.
Would real cost savings be found
in any amalgamation set-up? That's
the multi-million dollar question.
There have been savings in Toronto's
new arrangement though they are
fewer than expected.
It's time for Durham's deep
thinkers to figure out what's next. If
they don't, the Province will surely
do it for them.

A former school teacher ap-
peared in court yesterday charged
with first-degree murder less than
48 hours after his estranged wife
was shot to death in an Oshawa
parking lot, just steps away from
their two young daughters.
Valerie Delores Lucas, 23, of
Barrie, was gunned down in broad
daylight Saturday morning in the
Holiday Inn parking lot on Bloor
Street East, near Harmony Road.
Witnesses watched in horror as
the gunman then grabbed the vic-
tim's nine -month-old daughter,
strapped her into a baby seat on the
ground nearby and fled the crime
scene with the second child in the
car, police said.
The slaving of the mother of
three sparked a massive manhunt
and as the day wore on police ex-
pressed fear for the safety of the in-
fant and her two-year-old sister.
A description of the alleged
killee s blue Mercury Topaz was
broadcast to police services across
the province and border points were
placed on alert.
Just after 9 am. Sunday, the
search ended when the suspect
phoned Ontario Provincial Police
from a main street Gravenhurst
motel and arranged his surrender.
Before the OPPs Bracebndge
detachment could deploy its tactical
response unit and complete an evac-
uation of the motel, the man
emerged from a room and was ar-
rested at gunpoint, said Constable
Tracy Lamb.
The toddlers were found safe in
the room, unharmed. "The children
appear to be in good health, consid-
ering the circumstances. We're quite
relieved," she said. "He was talked
out, basically. It was a textbook ar-
rest."
Robert Richard Bateman, 40,
was taken into custody and turned
over to Durham Regional Police de-
tectives Rolf Kluem and Steve Ming
later in the day.
Const. Lamb said the girls were
brought to the Bracebridge police
station where their clothes and dia-
pers were changed and they were
fed and given toys.
The Children's Aid Society was
contacted and the sisters were
placed in the care of Ms. Lucas's
family. Meanwhile, a four-year-old
daughter from another relationship
tterrtains with her biological father,
police said.
Police said Ms. Lucas and Mr.
Bateman were husband and wife,
`but had recently separated and were
.sharing custody of the girls.
"They were estranged. There
were some issues relating to the two
children; problems with access,"
said Det. Kluem of Durham Re-
,gion's homicide squad.
Though investigators are still try-
ing to piece together the events
leading up to the killing, police have
';learned Ms. Lucas had arranged to
turn the children over to Mr. Bate-
man for a weekend visit Saturday

a car borrowed from her boyfriend,
who was dropped off at a Courtice
flea market and shopped while wait-
ing for her return.
Soon after, about 1 I am., a se-
ries of gunshots were heard and the
Barrie woman lay bleeding on the
pavement.
Witnesses told police moments
before the shots were fired they saw
a man and woman in the parking lot
exchanging words, a baby seat on
the ground beside them.
"There were some people in the
parking lot and they reported hear-
ing several shots, at least three," said
Sergeant Jim Grimley, police
spokesman. "They had described
hearing a 'Pop, Pop, popping'
sound."
As Ms. Lucas lay bleeding, the
gunman scooped up the baby seat,
got into a car and sped away from
the lot heading west toward Hwy.
401 at a high rate of speed, witness-
es told police.
Police and paramedics, respond-
ing to a 911 call placed from the
hotel's front desk, tushed to the
scene and arrived in unison. But Ms.
Lucas was already dead.
Immediately after the shooting, a
hotel maintenance worker tushed to
the victim's side, however, "there
was nothing he could do for her,"
said Det. Kluem.
The man brought a blanket
which partially covered the victim's
upper body until police forensic
identification officers later erected a
tent over the scene.
Police sealed off the hotel and
spent the afternoon collecting evi-
dence - several spent bullet casings
were found near the body - and in-
terviewing hotel guests and work-
ers. Vehicles entering and leaving
the parking lot were stopped by and
required to provide their names.
Just after the shooting police re-
ceived several driving complaints
from motorists about a car on Bloor
Street weaving in and out of traffic
and cutting off vehicles.
The gunman got a head start on
police of several hours as the
woman had no identification on her,
which set beck investigators in their
attempt to identify a suspect.
It wasn't until late in the day,
after Ms. Lucas's worried boyfriend
called police, detectives confirmed
the identities of the victim and the
suspected killer.
"(The boyfriend) didn't want to
get involved (with the meeting) and
went shopping... When he didn't
hear from her after a while, he
called police," Det. Muem said.
Daniel Theriault, the 37 -year-old
welder who had been dating the
woman for the past three months,
said Mr. Bateman and Ms. Lucas
met regularly for the court-ordered
handover of the children.
Mr. Theriault said he'd driven -
Ms. Lucas from Barrie for the mat-
ing but asked to be dropped off at
the flea market.
"I knew things were kind of
tense between them. I didn't have
details. I just knew there were prob-
lems," he said.
"She said III be back in 10 min-
utes.' She never carne back."
Det. Kluem described Ms. Lucas
as a hardworking mom and said the
children appeared to be well -cared
for.
"From what we know she was
the kind of girl who always worked.
She was apparently between jobs."
He described her family as dev-
astated.
In Belleville, relatives and neigh-
bours described Mr. Bateman as a

"terrific person," a former teacher
who was well-spoken and a caring
father. "He is the kind of guy every-
body likes, but he had been through
some rough times recently," said
cousin Grace Bateman.
Relatives said Mr. Bateman
taught at a Tweed high school for
many years before resigning to take
a job with the Ontario Ministry of
Natural Resources. He was current-
ly enrolled as a student at Loyalist
College.
An autopsy was to be performed
yesterday on the victim. Mean-
while, police began probing the
background of the couple's relation-
ship, but would not confirm a report

obtain a restraining order against the
suspect -
According to staff at the Ontario
Court of Justice in Barrie, Ms.
Lucas applied to a justice of the
peace last month in a bid to obtain a
peace bond. Before a peace bond, or
restraining order, is granted, the jus-
tice of the peace must decide there
are valid grounds, and if so, then
order a court hearing at which both
parties are present.
In the case of Ms. Lucas, the jus-
tice of the peace decided the young
mother "didn't have enough" evi-
dence to support a peace bond hear-
ing and rejected the request, accord-
ing to a member of the court office
staff.
The brutal slaying, meanwhile,
has left witnesses and staff at the
hotel traumatized, Det. Kluem said.
"There were some people around
at the time and I think it's fair to say
they are quite shaken up by what
they saw. That it happened in such a

shocking and violent crime. The
children were in very close proxim-
ity," said the officers.
Wearing a paper -white police -is-
sued jumpsuit, Mr. Bateman was led
into an Oshawa courtroom in hand-
cuffs and leg shackles for a short ap-
pearance yesterday. He was re-
manded into custody by justice of
the peace.

speaking on behalf of Mr. Bateman
in the absence of his defence
lawyer, requested the case be ad-
journed to Dec. 20 and waived the
reading of the charge against the ac-
cused. "He knows what he's charged
with," Mr. Degroot told the court.
Mr. Bateman has no criminal
record.
Det. Kluem would not comment
on what he believes may have led to
the killing, saying only that the mo-
tive "appears to be domestic in na-
ture... (and) the facts of the case

PICKERING — It's becoming an
,all -too familiar refrain for the Picker-
ing Boyer Pontiac Panthers.
Once again, Pickering played hard
for the most part in Friday's game
against the Vaughan Vipers. But. once
again, the hard -luck Panthers were
done in by several momentary Iapsm
along with an inability to finish around
the opposition net.
The Panthers were blanked by the
visiting Vipers 3-0 in OHA Ontario
Provincial Junior `A' Hockey League
action at the Pickering Recreation
Complex. It was the Panthers' 20th
loss of the regular season and their
fifth in a row.
The defeat drops the Panthers'
league record to a gruesome 4.20-4 for
12 points. Consequently, the team con-
tinues to dwell in last place in the nine -
team South Conference standings.
The Panthers hosted the rival Ajax
Axemen at the Pickering Recreation
Complex Monday night after the News
Advertiser's deadline.

AJAX — Et Tu Caesars left the
Reds feeling blue after handing them a
loss in Ajax Ladies' Basketball League
play here Wednesday.
Missing some key players, the Reds
used their quick passing to create out-
side shots. But, Et Tu Caesar's controlled
the game with their fast break and re-
bounding to post a close 44-38 win.
Cindy Miles was in excellent form,
scoring 12 points for Et Tu Caesar's.
Julie Hughes replied with 14 for the
Reds.
In the second game of the night,
East Side Mario's took a commanding
first-half lead over the Bank of Montreal
en route to a comfortable 47-34 win.
East Side Mario's were quick to set-
tle into a rtrythm in the contest, working
inside passes to open up the zone. The
bank responded with a more patient of-
fence and good rebounding, but couldn't
make up the first-half deficit with inspired
play in the second half.
Heidi Brown netted 12 points for the
winners. Debi Bonar connected for 11 for

novice 'AA' rep hockey team finished as
runner-up at the recent Uxbridge Invita-
tional Hockey Tournament.

the event to set up a championship
game between Pickering and Keswick
The Panthers defeated Keswick in
earlier tourney play, but their opponents
'turned the tables in the final for a 4-1
win. The game proved exciting and hard

utes of play. Clayton added her

game, while Vahey had the other
