Toronto 2008. the organization putting together that city's bid for the games, announced Monday that 27 games venues would be located outside Toronto in the rest of the GTA. The exact location of those venues has not yet been decided, but they must he within one hour's travel time from the Olympic Vil- lage planned for the city's water- front. Pickering has already sent a let- ter this week to Toronto 2008 offi- cially notifying them the Town will be submitting a formal proposal to host some of the Olympics compe- tition. Coun. Brenner says he and staff' are already working on the de- tails of the proposal. The Durham District School Board was ap- proached to provide educa- tion for the inmates housed at the secure custody facility after the Durham Catholic District School Board pulled out of the school this summer when it became apparent St. John's would be sold by the Christian Brothers in the new year. Although the 70 inmates housed at the school have been left without certified teachers in their classrooms for five weeks now, public board communications man - progress is being made in ne- gotiations between the board and the government. '"Iltey are very close to an agreement,' she reports. But, "Any details of an agreement, even if one is finalized over the next couple of days, would not be released until trustees have looked it over at the next board meeting (scheduled for Oct. 18):' . Charlie Bryans, president of Local 361 of the Ontario Public Service Employees Union (OPSEU), which rep- resents workers at the school, says the current situation can't continue much longer. Since the school year began Sept. 7, St. John's staff have been taking turns teach- ing classes at the school, which will be taken over by the Province Jan. 1. And, "The kids are sick of us. We're with them 24 hours kids get bored. This could be- come an unhealthy work en- vironment. Staff are getting bored with the kids too. It's almost like a dysfunctional family. People are wearing down." The union leader says ru- mours circulated last week that four teachers would be at the school on Monday, but Monday came and went and there are still no certified teachers on site. He believes the situation may not be re- solved until next month. But, according to ministry officials, the re- sponsibility of providing an education for inmates at St. John's falls to the Ministry of Community and Social Ser- vices because the facility is a school for young offenders. "Both ministries are play- ing games and the ones that are suffering are the kids," Mr. Bryans maintains. Kelly Ann Laird, 21, diagnosed as having "gender identity disor- der," pleaded not guilty and her lawyer argued she was not crimi- nally responsible due to mental ill- ness. Judge Hugh Campbell rejected the claim, citing all of the evidence including letters written by Ms. Laird. "I know what I did was illegal, but I don't think it was wrong," Ms. Laird penned to a friend in a letter intercepted by police at the Whitby Jail. " I made a mistake... but I don't regret anything." Ms. Laird, aka Kelly Andrew Slator or 'Smurf,' admitted having had sex with as many as seven un- suspecting young girls while wear- ing a dildo. Court heard Ms. Laird intro- duced herself in an Internet chat room as a 15 -year-old boy named 'Mike' and in January met up with the 12 -year-old girl at a Pickering mall. According to an agreed state- ment of facts filed in court by prosecutor Bryan Davies, the 12 - year -old went to a friend's resi- dence with Ms. Laird where they had sex. 1n each of the relationships, *I'he suspect used an imitation penis attached to her body which she concealed wearing a pair of boxer shorts," said Mr. Davies. A complaint was made to Durham Regional Police in Janu- ary after a birth certificate in the name of Kelly Slator was ob- tained, revealing "he" was 21 - years -old. It wasn't until Sexual Assault Unit detectives went to Ms. Laird's residence in Etobicoke to arrest Ms. Laird for having sex with a minor, they learned "he" was a woman. Detectives also learned Ms. Laird was a bisexual previously on file with Toronto Police after videotapes of her having sex with Iwo girls, ages 14 and 15, were found. `She believes she is first of all a male, and secondly that she is a teenage male.' In 1998• she was also investi- gated by Durham Region police, but no charges were laid, for hav- ing sexual relations with a 15 - year -old Whitby girl, court was told. During the most recent investi- gation, a 14-ycar-old girl told po- licc she was Ms. Laird's "girl- friend" for six months, "and dur- ing that time had sexual inter- course with the accused on at least six occasions," Mr. Davies said. "Throughout this entire time (the victim) advised she did not know that the accused was fe- male," he said. Ms. Laird was convicted of criminal harassment and making obscene phone calls to a 13 -year- old girl in 1998 and received a one-year conditional sentence and probation. Ms. Laird was charged by Durham Regional Police with eight counts ranging from sexual assault, uttering threats, criminal harassment and disobeying a court it on Ajax girl order. However, the Crown decided to prosecute Ms. Laird on the one count of sexual interference relat- ing to the 12 -year-old Ajax girl, and a charge of disobeying a court order - the latter for phoning the 12 -year-old after her arrest. Judge Campbell was forced to weigh the conflicting testimony of two qualified experts in forensic psychiatry. The Crown's and defence's wit- nesses disagreed on whether Ms. Laird was criminally responsible for her actions, but agreed she suf- fered from a "gender identity dis- order" and borderline personality disorder. Dr. John Federoff, the expert for the defence, testified Ms. Laird actually believes she is a boy. "She believes very completely site is first of all a male, and sec- ondly that she is a teenage male... She sees herself as a young boy, it's more than simply role-playing. "Presenting herself as a 15 - year -old boy to the world is pre- senting herself as she believes she really is," he said. Ms. Laird was aware that hav- ing sex with a minor was legally wrong, but did not understand it was "morally incorrect," Dr. Federoff testified, and therefore she was not criminally responsible for her behaviour. Court heard Ms. Laird doesn't believe she did anything wrong and in letters addressed to her Os- hawa family, Ms. Laird lashed out at the age of consent law. *11"he law sucks... If someone feels mature enough to have sex, they should be able to make the choice," she said. " l don't think the law or anyone else has the right to run anyone's body and say they can't have sex." Ms. Laird consciously made a "moral choice" to have sex with young girls, despite knowing it was illegal, the Crown witness tes- tified. "I believe she did in fact know what she was doing was legally and morally wrong," Dr. Rooten- berg said. "She made the choice anyway because she believed the law in this area was unfair." Dr. Rootenberg also rejected Dr. Fcderoff's assessment Ms. Laird believes she is a boy saying, "She knows that she's 22 at this point." In his opinion, Ms. Laird is a pedophile. Durham Regional Police Con- stable Dave Mounsteven, who with his four -legged partner 'Chase,' once helped collar six suspects in a single shift, has been named Police Officer of the Year. The award was presented to the 30 -year-old officer by Charlie Rus- sell, director of the Oshawa Central Lions Club, during a ceremony held in that community last Saturday. Const. Mounsteven joined the police department in 1992 after graduating in Law and Security from Sir Sandford Fleming College in Peterborough. Flu season hits early thisyear The flu season has arrived early this year and Durham Region residents con- sidered at risk of getting sick should be immunized as soon as possible. "From what's happening in Toronto, it appears that the flu season has begun earlier this year. Therefore, it's impor- tant for everyone, especially those who are considered high-risk, to take precau- tions and get their flu shot as soon as possible. This is particularly important for residents and staff' of long -tam cane facilities;' Dr. Reynolds states. Most people who get the flu don't become seriously ill. However, for those who are high-risk, contracting the flu could lead to pneumonia, the wors- ening of chronic illnesses, which could lead to hospital admission, or death. High-risk individuals include the el- derly, children and those who are med- ically at risk, such as cancer patients, diabetics and individuals who are HIV positive. Influenza is caused by a virus and symptoms include a cough, fever, headache and muscle aches, usually lasting two to seven days. "Normally, it's best to have the vac- cine given in mid-to-late October," Dr. Reynolds says. The Safety Towards Other Players program will he adopted by the Ajax - Pickering Raiders 'AAA' Hockey As- sociation this season when most teams will wear three -by -three inch STOP signs on the back of jerseys to alert opponents to the dangers of checking from behind. Sponsored by the Ontario !Minor Hockey Association and Campbell's Chunky Soup, the initiative will see more than 100,000 badges distributed to hockey organizations throughout the province at a nominal cost. The Raiders decided to become in- volved in the STOP initiative both to help curb potential injuries from checking from behind and to acquire education packages that promote fair play that accompany the badges, notes Jack English, the Raiders' OMHA contact. "We decided that yes we wanted to be part of this;" says English. "The OMHA is trying to push it this year. It's not mandatory, but most organiza- tions are getting involved.
