People in Ajax, meanwhile, list quality of drinking water as a top concern, but aren't as worried about nuclear safety as some might expect. And a large majority of resi- dents in Durham's western -most towns are at least satisfied — if not very satisfied — with the mu- nicipality they call home. Those are just some of the pre- liminary conclusions reached by the Durham Region Community Wellness Study, which aims to as- sess the "well-being" of the region and its municipalities. -We're taking a scan of each of CAWA W. PICKERING — Vcndors who sell flowers and other goods on street corners here could be a thing of the past by next spring. The Town of Pickering will move ahead with plans to request provincial legislation authorizing it to pass a bylaw that would allow it to confiscate any goods, wares or merchandise, including produce, being sold from any highway or on any vacant lot ad- jacent to any highway within the town. Councillors gave the Town clerk and solicitor permission to proceed with an application for tough local regulations at their council meeting last Tuesday. Town clerk Bruce Taylor hopes confiscating items will deter vendors from setting up shop on street corners throughout Pickering. Though they now face fines of about $150, he believes they see that as "the cost of doing busi- ness At present, not even police of- ficers are allowed to confiscate the material. Several municipalities in the Greater Toronto Area, including Mississauga, have successfully applied for the type of legislation being sought by Pickering. Legislation is already also in place in Ottawa, London and Brampton. Gary Donald Johnston surrendered without incident early Saturday after heavily armed Durham Regional Police tactical support officers surrounded a building at 211 Brock St. S., just south of the four corners. Three weeks ago, the Regina Police Service issued a Canada -wide arrest warrant charging Mr. Johnston, 40, with first-degree murder in the death of Wayne Griffith. The 48 -year-old Regina man disap- peared Nov. 23, 1998 and his car was found abandoned the next day. Six months later, on May 29, Mr. Griffith's decomposed corpse was found in a farmer's field west of Regina. Regina Police also last month charged Mr. Johnston's former room- mate, Richard John Smith, 37, of Regi- na, with first-degree murder in the case. Late Friday, Regina homicide detec- tives contacted Durham Regional Police with information Mr. Johnston may be hiding out at a residence in Whitby. Durham Regional Police Sergeant Jim Gnmlcy said suspicions about the suspect's presence were confirmed when an officer ran a police computer check on the licence plate on a motorcy- cle parked outside the Brock Street apartment. And, the Grade 4 teacher at St. Bernadette Catholic School in Ajax, who recently returned from Dominica where he was part of a team of instructors sponsored by the Canadian Teachers' Fed- eration (CtF), says he can't wait to do it again. "I'm already thinking about it," the Pickering resi- dent says. Mr. Wright was one of 55 teachers from across the country selected to take part this year in Project Overseas, a long-time CTF initiative that aims to raise the acade- mic and professional qualifi- cations of teachers in devel- oping countries. Thirteen teams of Canadi- an teachers visited 10 coun- tries in Asia, Africa and the Caribbean to help teachers strengthen their professional organisations this summer, which marks the 38th year of Project Overseas. Mr. Wright notes each of the Canadian teachers worked with a co -tutor from Dominica while assisting the Dominica Association of Teachers with training pro- grams in management and supervision, reading, special education and teaching ado- lescents. And, Mr. Wright says he not only learned a lot in teaching the management course, but he developed a deeper appreciation "for what we have here in terms of (educational) resources". Dr. St. John, who says most doctors in Uxbridge work at least 80 hours a week, believes the area offers a "unique" opportuni- ty to graduates. "If they have an inclination to maximize general practice medi- cine, they can do it close to the city, which is different than far more isolated communities in northern Ontario." .Rural doctors operate as a team, often leaning on one anoth- er for advice. "in your first five years, you're learning a lot from colleagues. -Medical school, no matter how intense, just gives you the tools. Clinical experience takes time to acquire," says Dr. St. John. Indeed, he views rural doctors as a "medical consultant" to pa- tients. "If it's something we can't deal with, then we'll find some- one who can;' says Dr. St. John, who points to a number of hospi- tals within a 30 -minute drive of the Uxbridge health facility, in- cluding the Markham-Stouffville, Ajax -Pickering and Oshawa hos- pitals. The Uxbridge hospital is pre- pared to handle what Dr. St. John refers to as "garden variety ill- nesses". such as a senior with pneumonia, a youngster with a severe gastrointestinal infection or someone with abdominal pains. "If you felt someone was very sick, you would pick up the phone and talk to a specialist... and get advice," Dr. St. John reports. . "You'd make them aware of a critical patient, keep them in the wings and on top of things" in the event the patient must be trans- ferred to another hospital. That age-old question has baffled successive provincial and federal gov- ernments since the idea of forming Canada from disparate provinces first was raised in the 1840s. Since 1867, debates over the rights of provinces versus the rights of the feder- al government has led to squabbling. Far beyond the 'Quebec question' the provinces have had their own beefs with Ottawa over the years. The current battleground is the feder- al surplus, expected to range from $5 billion to $15 billion this year. In addi- tion, the Employment Insurance fund has a mega -billion surplus in excess of $15 billion as well. The feds have loads of dough and the provinces want some of it back. Three of Canada's four largest provinces - Ontario, Quebec and Alber- ta ha all laf the rest of the country combined. That's why Ottawa must listen. On a purely political level, 129 of 156 federal Liberals come from these three provinces alone. If the Liberals have their political antennae out, they'll con- sider what they're being told. For premiers Mike Harris of Ontario and Ralph Klein of Alberta, the message is clear. Tax cuts help promote job growth which stimulates the economy and provides more money to govern- ment coffers in the long run. Both pre- miers have put their tax cuts where their mouths are and have reaped the rewards. Premier Lucien Bouchard of Quebec wants more taxing power for the provinces to help pay for the cost of so- cial services.
