Canadians deserve better
from armed forces
Military mess must be cleared up
For a country with a proud history
of being there when it counts: the tak-
ing of Vim), Ridge, the liberation of
Holland, the going ashore on D -Day
and the countless peacekeeping mis-
sions around the globe over the past
40 -odd years, Canadians have had to
suffer during the 1990s as our mili-
tary's flaws have been exposed.
The embarrassments have piled up
regularly in depressing fashion. First
there was the murder of a young So-
mali and the cover-up which followed.
Then there was the exposure of the
barbaric hazing rituals our airborne
regiment conducted and its subse-
quent disbanding. Finally, amid re-
ports of poverty on our out-of-date
bases across the country, came stories
of grotesque sexual harassment. And,
while all this has continued, the feder-
al government shut down the high-
profile inquiry which might have
cleaned up the mess.
The latest fiasco refers to reports
that someone within the military tam-
pered with medical reports of peace-
keepers who served for six months in
Croatia in the early 1990s. Given that
there is concern some of our soldiers
may have handed dirt contaminated
with PCBs and bauxite and that some
are now complaining of symptoms
consistent with handling said contam-
inants, this revelation is shocking. The
memo, written by a Canadian Forces
doctor who was onsite in Croatia and
affixed to medical files of serving per-
sonnel there was written to "ensure
pension coverage in the event of fu-
ture health problems." But now that
memo is gone.
What's to he done about it?
Former Ontario Special Investiga-
tions Unit (SIL') head Andre Marin
was appointed just over a year ago to
he the military's new ombudsman,
charged with investigating complaints
from military personnel. But Mr.
;Marin was told by Defence Minister
Art Eggleton he could not investigate
any incidents that occurred before
June 15, 1998. It's as if the govern-
ment is trying to sweep aside anything
and everything that happened up to a
year ago. That's hardly a prescription
to cure what ails the military.
Underfunding, low morale, lousy
equipment: the list goes on. Now sol-
diers and the public have little faith in
command at the top if such serious
abuses of power can occur. It's high
time the government came to grips
with these problems. The ombuds-
man, unencumbered by restraints
from the minister - like the auditor
general with the federal government -
must be allowed to uncover the truth
and provide solutions. Canadians de-
serve as much.

Sadness of another Kennedy tragedy gives one cause to reflect
While we were celebrating Soiree
'99 in Newfoundland, we heard the
disturbing news that John F. Kennedy
Jr.'s plane had gone missing.
Which got me wondering, are all
men created equal?
Yes, but seconds later the differ-
ences start to take effect.
I've followed the trials and tribula-
tions of the Kennedys all my life so 1
feel a personal loss. One of the last
recollections I have of my dad was
watching the burial of President John
F. Kennedy.
We not only lost JFK Jr. but his
wife and sister-in-law, an entire fami-
ly and all that lay ahead for them.
The sadness of this accident leads
me to reflect on my own life. I was
raised by a single mother who devot-
ed her life to my sisters and I, so was
JFK Jr. His mother was both famous
and world renowned. His father was
the most powerful man in the world.
His stepdad, who he called Mr. Onas-

sis, was the richest man in the world.
Imagine the resources and opportuni-
ties available to him. My own teenage
sons are facing the pressures of grow-
ing up and I wonder how the enor-
mous burden of JFK Jr.'s family tree
played on him. He became a lawyer
to satisfy the legacy but his heart lay
in publishing, just like his mom. He
found a connection with the average
man, a common trait of the Kennedy
family. He was voted "'Ilse World's
Sexiest Man", a tribute to his charm
with the ladies.
JFK Jr. and I both lost our moms to
cancer. Life goes on, however lessons
are learned. When someone says 'live
ieach day to the fullest' that message
hits home. 'It's not the destination but
the journey that really matters' is an-
other one of my favourites. Today I'm
going to watch a memorial for three
People who were far too young to die.
Tomorrow, I'll count my blessings
that I can hug the ones I love.
Burial at sea is a unique way to go
back from whence we came. My
mom also wanted that. We are all cre-
ated equal but life brings enormous
barriers to some and opportunities to
others. In the end we are brought
back to the beginning, more experi-
enced and a lot wiser but, in essence,
equal.

much hope that fellow human
beings in the community who do
not share my belief may be cour-
teous enough to tolerate it. As a
member of the community, I
won't question what other peo-
ple believe or don't believe be-
cause that is their personal
choice.
The important thing, howev-
er, is that so long as believers
and non -believers are willing to
work together without bias and
come up with a just solution
concerning school prayers, it
will be a triumph for the Durham
District School Board and its
trustees. Most importantly, it
will be meaningful for school
students which I submit are the
main reasons for this debate.

him. I will not, I cannot, find it in
my heart. There is no happiness in
my heart to forgive;' she said.

Helen Gibbons.
Court heard the tragic sequence
of events began just before 1:40
a.m., following two domestic calls
to police.
A fearful Candice Doerfler went
to an unmanned Port Peng police
office and picked up an emergency
telephone to report she was being
followed and harassed by her es-
tranged husband. When officers ar-
rived, Mr. Doerfler fled south on
Old Simcoe Road, and the chase
was on.
Shortly into the pursuit, Mr. Do-
erfler turned on his four-way flash-
ers and slowed, as if stopping for
police, but he then accelerated west
on Hwy. 7A at high speed.
Soon after, Mr. Doerfler's head-
lights went off. Police abandoned
the chase because of safety con-
cerns.
Wit' -un moments, Mr. Doerfler
ran a red light and T-boned the Gib-
bons's southbound car.
Crown attorney Sheila Cressman
said evidence showed Mr. Doerfler
was travelling close to the posted
speed limit of 60 km/h at the time of
the crash.
The Province's Special Investi-
gations Unit investigated the offi-
cers' handling of the pursuit and de-
termined they acted according to
police procedure.
Following a trial, Judge Camp-
bell found Mr. Doerfler guilty of
criminal negligence causing the
death of Mr. Gibbon and bodily
harm to Mrs. Gibbons.
Mr. Doerfler pleaded guilty to

lier admitted assaulting.
Forensic psychiatrist Dr. Julian
Gojer told court Mr. Doerfler suf-
fers from bi-polar personality mood
disorder, a major mental illness and
was possibly in a "hypomanic
state" in the days leading up to the
crash.
Two weeks prior, Mr. Doerfler
received a new prescription of
Lithium to help control his illness,
court heard. He never filled it.
Based on an assessment, Dr.
Gojer concluded Mr. Doerfler's dis-
order likely contributed to his ac-
tions, however, he was criminally
responsible for them.
Mr. Doerfler told Dr. Gcjer he
didn't stop for police out of fear he
would be assaulted, a belief rooted
in his claim police had once broken
his ankle, court heard.
Mr. Doerfler consumed about
five beers in the hours prior to the
crash which, with his condition, is
"like mixing gun powder with fire;'
Dr. Gojer testified.
Without proper medical treat-
ment and close supervision in the
community, Mr. Doerfler poses a
serious threat once released, said
the psychiatrist.
Ms. Cressman told the court the
tragedy has had a "completely dev-
astating" impact on the Gibbons
family.
The couple's four children, be-
tween the ages of 4 and 16, have
lost a "much -loved" father (as did
Mr. Gibbon's two adult children
from an earlier marriage), and Mrs.
Gibbons has had to rely on friends
and family for support.
"My husband was a kind and
gentle father. His eyes would light
up when the kids went running up
to him after work. Their little hearts
have been ... well mine was ripped
out, so imagine what they feel,"
Mrs. Gibbons said.

limited use of the 400 -foot Water -
slide, a Freshwater Pond with chil-
dren's waterslide, a kids play-
ground with Rainbow Bouncer,

"I proposed it to the board and
they were very excited about it,"
she said.
Ms. McBride said there's going
to be some zany contests for girls
and guys going on between the
bands, including a watermelon -eat-
ing competition. Kids three and
under get in free and will enjoy
clowns and face painting in addi-
tion to the other attractions. There's
also beach volleyball, a dunk tank
and prizes.
Concert -goers can bring their
own lunch or buy food and bever-
ages at the park.
Incorporated in 1992, the Aids
Committee of Durham offers
prevention education. Services in-
clude counselling for HIV-positive
people and their families, a support
group for those who are HIV-posi-
tive

tive and education to front-line
health care workers.
Trudie Reid, committee execu-
tive director, said the benefit is to
-help replace $35,000 in lost federal
grant money.
"Iitere's a national AIDS strate-
gy, and under that strategy we were
receiving a grant to offer prevention
education to high-risk youth," she
said, noting young offender resi-
dences and high risk areas are tar-
geted.
The Street HIV/AIDS Preven-
tion Project sees a team of staff and
volunteers hitting the streets of
Durham Region each weekend to
educate youth.
When the AIDS strategy ended
in March, to be replaced by the

funding through the AIDS Commu-
nity Action Program. explained Ms.
Reid. They were in for a shock.
"We received nothing,7 she said.
"We expected to receive more than
we had before."
The funding shortfall especially
impacted the Youth Outreach Pro-
grams.

facility that is only 4,200
square feet, when a build-
ing of approximately
10,000 square feet would
he required.
"We've reached a situa-
tion where no new material
can be added to the shelves
without the removal of
other material.' said Ms.
Linton, explaining new
material has had to be
stockpiled and the library
is unable to add new sub-
ject collections in areas
such as computer books.
The squeeze at Rouge
Hill is resulting in more
people going to the already
busy Pickering Central Li-
brary or requesting inter -
branch loans which tic up
staff time and resources.
"Currently the Central
Library handles over 84 per
cent of the circulation I -or
the town.' said Ms. Linton.
"It should be around 60 to
65 percent"
She also noted the
Rouge Hill branch itself is
deteriorating and $10.000
had to be spent this year to
replace the air conditioning
system.
..This together with the
generally poor condition of
the building makes the fa-
cility extremely uncom-
fortable for both staff and
the public."
Library board chairman
Jill Foster also attended
council to ask for construc-
tion of the new branch to
proceed.
She notes the western
branch was put in the li-
brary's five-year plan in
1993 and was supposed to
have opened this year.
"We know we need to

brary site.

Palmer House, a 150 -to -
170 -year-old brick 'cot-
tage' on the site, will be de-
molished.

long overdue;' notes Coun.
Ryan. "I'm pleased that
we're finally able to get on
with it.

YIAP gave 1996 graduate Donnie Arsenault a solid start on life
The Youth Internship
Apprenticeship Program (YIAP)
was implemented in 1995 with
funding from Human Resources
Development Canada. The partner-
ship includes Durham College;
Durham DSB; Durham Catholic
DSB; Kawartha Pine Ridge DSB;
and The Peterborough, Victoria,
Northumberland Clarington
Catholic DSB. The YIAP has a focus
on apprenticeships with automotive
and manufacturing. The Local
Apprenticeship Committees in
Durham identified a critical need
for apprentices in these skilled
trades.
Students make the decision
during Grade 10 and complete 6 Co-
operative Education credits during
the next two years. The YIAP stu-
dents graduate with an OSSD, work
experience, apprenticeship training
at Durham College, apprenticeship
hours, and employability skills that
employers are eager to have at the
workplace. The program has a 95%
employment rate for the YIAP grad-
uates. a career in the skilled trade of

program is that it gave me a solid
start on life. I have been living on
my own (with my girlfriend) for
quite some time. We were strug-
gling, but we both managed to go
back to school and maintain an
average on the honour roll.
However, I didn't really know what
I was going to do after high school.

explained the program to us. They
said that applicants required excellent
grades, that a positive attitude was a

are interested in skilled trades. The

work with Durham College to
recruit and train more students for
the skilled trades in Durham region.
This will offer local industry a large
pool of skilled, promotable trades
people to hire as permanent staff.

pionships this weekend by winning a
silver medal at the Newmarket qualifi-
er.
Only the top three teams from Ajax,
Pickering, Newmarket, Aurora, Stouf-
fvillc, Barrie and Markham which
competed at the qualifier had a chance
to advance to the Ontario champi-
onships in August.
Pickering lost the final to the New-
market one team 17- 2, but still man-
aged to secure one of three berths in
the provincials.
Sandra Andrews was outstanding
for the Heat, pitching the team to four
wins and helping her own cause with
five doubles on the weekend. Catcher
Tessa Thomas was stellar behind the
plate, keeping the runners on base and
throwing out six runners during the
weekend. Every player made numer-
ous contributions throughout the tour-
ney to enable the Heat to advance.

York Region Long Term Water project
Lake Ontario Water Supply via Durham West Environmental :assessment
In July 1997, York Region completed a Master Plan to identify a strategy to meet the future
regional water demands. One component of the preferred solution was the provision of a Great
Lakes Water Supply. A preferred supply system corridor was identified in the western portion of
the Region of Durham. Planning for this Durham West component is being undertaken as an
individual Environmental Assessment (EA) in accordance with the requirements of the
Em•ironmental Assessment Act (the -Act").
In 1998• Terms of Reference were completed for the preparation of the EA in accordance with the
Act. The Terms of Reference were approved by the Minister of the Environment in the Spring of
1999. We are now commencing the EA in accordance with the approved Terms of Reference.
The purpose of this advertisement is to notify area residents that the study has commenced and we
are in the process of generating alternative water supply route alignments and facility locations
within the Infrastructure Corridor Study Area (ICSH) for consideration by the public and
government agencies.
The study will include a comprehensive Public Consultation Program. Three Public Information
Centres (PICS) will be held prior to key decision points in the study process. The first round of
PICS is scheduled for the Fall of 1999. The second round of PICS is scheduled for the Spring of
2000. The third round of PLCs is scheduled for the Fall of 2000. These PICS will be augmented by
Follow -Up Activities or Workshops. The public will be- notified of these consultation activities by
a general mailing of a notice to households and businesses in the ICSH and notices placed in local
and regional newspapers.
This study is being conducted in accordance with the full review and approval requirements of the
Act. At the completion of the study, York Region will formally submit an Environmental
Assessment Report to the Ministry of the
Environment for review and approval under
the Act.
Comments and information regarding this
study are being collected to assist York
Region in completing the EA and meeting the
requirements of the Act. You are encouraged
to contact the project staff at any time if you
have questions or concerns about this project.
Information and comments obtained during
the study will be considered during the
preparation of the EA, maintained as a public
data base and kept on file.
We are interested in hearing any comments or
Concerns you or your group may have about
this project. If you have any comments or
concerns with respect to the project or would
like your name added to our mailing list,

Councillor and Reeve in the former township of
Scott, and Councilor n the township of Uxbridge.
He was a lorhgbme famher in the Leskdale area. Rest-
ed at the Funeral Home of LOW i LOW. UX-
BRIDGE funeral service was held in the chapel on
Saturday, July 24th, 1999. Interment, Foster Merno-
tial Cemetery. Visitation was held on Friday. Remem-
