Pair face eviction from dilanpidated home
Family refuses to pay rent; feds say they've made repairs
BY MARIANNE TAKACS
Staff Writer
PICKERING - The house on
Sideline 20 in north Pickering that
Geoff and Sharon Roberts have
called home the past eight years
seems to be crumbling to pieces.
Many of the door and window
frames are decaying, to the point
where the glass panes are loose and
the wind whistles into the house's
upstairs bedrooms, turning them
frigid in winter. The ceilings in two
of those bedrooms have caved in in
recent years, according to the cou-
ple, once landing on Mr. Roberts'
head. Closets are stained with
mould from the water that has
leaked through the roof and flowed
down inside between the walls of
the house. One of the bedrooms has
no heating vent, while another has a
vent that isn't connected to the
heating system.
Downstairs, the tiles are coming
up from the kitchen floor and there
are stains, burns and patched areas
on the living -room carpet. The fire-
place and leaky window frames
bring drafts into the living room. In
the basement, small animals get in
and chew on the insulation, and
when it rains heavily, water flows
in and collects under the motor of
the oil furnace. There was recently
no running water in the house for
six months, say the Roberts, and
what's coming out of the taps now
is often grey.
Hardly a dream home, but it's
the only one the Roberts have, and
now they're being evicted by their
landlord, Transport Canada.
They've received notice the evic-
tion will take place sometime with-
in the week of July 19 to 23.

The couple admit they
haven't paid their $868 monthly
rent since March, 1996. But Mr.
Roberts says he decided to stop
paying because the feds failed to
live up to their end of the lease
by not maintaining the house.
He says that when he signed on
for $800 a month in 1991, he
was told he could pay that
amount and have the home
maintained by the landlord, or
pay $4(X) and look after it him-
self. Considering the condition
of the home, he figures he over-
paid the rent for many years.
The Roberts say they did ask
for things to he fixed over the
years, but to no avail.
"Their pat answer is 'we have
no record of your call, we have
no record of your complaint';"
notes Mrs. Roberts.
Eviction procedures against
them were started in 1997. Their
lawyer, Minipreet Bahatia, says

Mr. Roberts says he and his

these years because they felt
they were in the right.
"It became stubbornness. It
became 'they're not going to

That fight now appears to be
lost. Though it's "regrettable",
eviction next week will proceed,
says Patricia Short-Galle, re-

"Our public works staff have
been sympathetic and they've
made every attempt to assist the

adding that has included adjust-
ing their payment plan.
She says the federal govern-
ment has spent $15,000 on rc-
pairs and maintenance on the
property since 1991, and notes
staff inspected the property this
past November.
'Mere was nothing that war-
ranted emergency repairs, just
issues related to housekeeping
and wear and tear."
For their part the Roberts say
they'll be interested to see what
Transport Canada does with the
house if they do get evicted.
'Are they going to board it
up?" wonders Mr. Roberts.
'Men they're admitting we're
right" And if they're going to fix
it up, he adds, they're also ad-

The first thing you notice when
you enter the King Street Cat Hospital
in Oshawa is the waiting area.
It's filled with pictures of cats,
has a resident cat named Oscar, a gift

and treats.
"Cats are easily intimidated and
that can happen when they share space

dogs but I'm really a cat person and
wanted a place where they would
experience less stress."
Getting your cat spayed or
neutered and regular physicals are
important services provided by the
hospital.
Dr. McRae also says owners
should have their cats vaccinated each
year regardless of whether they go
outside or not.
or. Christina McRae loves cats. That's the reason why she
wanted to open a veterinarian dint that catered to felines.
"Cats can still get the flu or dis-
temper when the virus is brought into
the house by their owners by way of
their hands, shoes and clothes," she
explains.
Dr. McRae is also concerned
about the diet of cats and how a poor
one can cause health problems.
"I see many cats that are not fed
with the proper food, " she says. "Many
of the foods available are hard for cats
to digest and lack the proper nutrients.
This can lead to problems with their
urinary tract."
The King Street Cat Hospital also
has the Joey Fund in memory of the
clinic's first resident cat who died in

Hospital gets a booster shot
HOSPITAL from page I
tial resources required to pro-
vide quality health care in the
east Scarborough/west Durham
area, says Bruce Cliff, RVHS
executive vice-president and
Ajax site chief operating offi-
cer. "We have submitted our
1999-200(1 operating plan to the
ministry and we will be meeting
with them to discuss any fund-
ing gaps as we move forward
with our plans to upgrade ser-
vices at the Ajax site and con-
tinue to build services at the
Centenary site."
The special funding is the
latest in a series of growth allo-
cations received individually
and collectively by RVHS's two
amalgamated hospitals in recent
years, in recognition of the high
level of population growth in
the arca they serve. In the past,
these allocations have first been
given as one-time grants, and
have then been incorporated by
the ministry into the hospitals'
annual operating budgets.
RVHS-Ajax received a simi-
lar one-time grant of $1.26 mil-
lion in April while RVHS-Cen-
tenary got $4.1 million for their
1998-99 fiscal year. Those
amounts, however, have not yet
been added to their annual bud-
gets. The latest allocation is for
the 1999-2000 fiscal year.
For 1998-99, RVHS received
$141.1 million in operating
funding from the Health Min-
istry, including the one-time
grants in April.
"We're hoping for the same
amount of funding we got (for
1998-99);" says Ajax site
spokesman Katie Cronin -
Wood, "plus more because of
the new programs we're bring-
ing in"
At Ajax, the additional fund-
ing hoped for is needed to cover
the operating costs of a site and
service expansion which has re-
ceived approval and capital
funding from the Province. In
May the Health Ministry an-
nounced it would contribute
about $13 million for a $19 -
million capital program that in-
cludes expansion and improve-
ment of the emergency and di-
agnostic imaging departments
and a new 20 -bed $1.5 -million
rehabilitation unit, a part of
which is scheduled to open in
September.
Ms. Cronin -Wood notes that
in addition to monetary support
from the ministry for operating
costs, the expansion project
also needs financial backing
from the community to cover
the portion of capital costs not
provided for by the Province.
The Ajax hospital's foundation
and auxiliary are already work-
ing to raise the money needed.
"It's not going to happen un-
less the community plays their
part;" says Ms. Cronin -Wood.

Who owns the Ajax waterfront?
That's the underlying question in
battles currently under way over a gar-
den and amphitheatre planned for the
town's lakeshore. Is it the citizens who
live near the waterfront and consider
the area their park? Or is it the com-
munity as a whole, everyone from
Lake Ontario to the 5th Concession?
The Ajax lakefront is called the
jewel of the town and rightly so. Green
in the summer, cold in the winter, it's
always open, passive and beautiful.
Previous Ajax councils have shown a
great deal of foresight in maintaining
the waterfront in public hands.
Much, but not all, opposition to the
garden and amphitheatre have come
from people living close to the water-
front. It seems most of those against

St. Mary Catholic Secondary School graduate Nicole Gerroir, /9, has
been selected as one of 20 nationwide recipients of the /999 Terry Fox
Humanitarian Award.
Humanitarian award winner just
a `regular person doing my thing'
Pickering teen embodies
ideals of Terry Fox
BY SUSAN O'NE/[L
Staff Writer
PICKERING - Being mentioned in
the same sentence as Terry Fox is some-
what "unbelievable" for 19 -year-old
Pickering resident Nicole Gerroir.
But, the 1999 graduate of St. Mary
Catholic Secondary School is one of 20
national winners of this year's Tent' Fox
Humanitarian Award for displaying the
ideals demonstrated by the true Canadi-
an hero and the concern he had for oth-
ers.
"It's an honour. I can't even picture
myself in the same area as that," Miss
Gerroir says. "I just see myself as a reg-
ular person doing my thing. It's just kind
of unbelievable."
The Terry Fox Humanitarian Award
Program grants commemorative schol-
arships for the pursuit of higher educa-
tion and is intended to encourage young
people to seek the ideals represented by
the cancer victim who set out to run
across Canada to raise money to fight
the disease before his Marathon of Hope
was cut short when he suffered a relapse
and died.
Each year, approximately 20 recipi-
ents aro chosen across Canada based on
their sport and fitness involvement, citi-
zenship, academic potential, community
service, humanitarian work and their
courage in overcoming personal obsta-
cles.
Recipients get a $4,000 award which
is renewable for a maximum of four
years, or until the recipient has complet-
ed their fust post -secondary degree.
Miss Gerroir says the scholarship is
appreciated because she's been accepted
to study health and physical education at
the University of Toronto this fall.
She's played soccer since she was
four and rep soccer since the age of
seven. Miss Gerroir has competed in the
nationals once and the Ontario Cup
Championships twice. She was also
competed in basketball, volleyball, bad-
minton, cross-country and softball
throughout high school.
"If there's a sport with a ball usually
I'm involved in it," says Ms. Gerroir, a
lifeguard who teaches swimming.
The Pickering teen, who's also
known as the St. Mary mascot Leo the
Lion, is also active in the community.
During her Grade I 1 year she trav-
eled to Hartford, Connecticut, to build
houses with Habitat for Humanity. She's
been involved in organizing the Modern
Day Way of the Cross during Easter cel-
ebrations in Pickering for the past two
years and she regularly works with se-
niors in the community.
"What we look at is the humanitarian
and volunteer work (candidates) have
done;' says Sabrine Barakat, adminis-
trative assistant for the British Colum-
bia -based program.
She adds while many recipients have
had to face, and overcome, serious phys-
ical and personal difficulties, such as
cancer or the death of a loved one, the
award is not "obstacle based".
However, she notes applicants are re-
quired to describe how they have over-
come an obstacle in their life.
Miss Gerroir explains because she
has always been heavily involved in
Worts she's "had to try not to be too ab-
sorbed in one aspect of life".
Lorne Davies, executive director of
the award program, reports 654 applica-
tions were submitted for the 1999 schol-
arships, which are funded from revenue
generated by a 55 -million endowment
fund established by the federal govern-
ment.
Of this year's 20 recipients, six are
from Ontario and two from Durham Re-
gion. Jason Alexander of Oshawa, who
graduated from R. S. McLaughlin Col-
legiate and Vocational Institute this year,
was also selected as a 1999 award win-
ner.
Students wishing to apply for the
year 2000 scholarships should contact
the Terry Fox Humanitarian Award Pro-
gram office in B.C. at 604-291-3057 or
visit the program's Web site at www.ter-
ryfox.org.

Listening to their needs
Program helps deaf express themselves effectively
BY STFPHF_N SHAW
Staff Writer
Cindy Tays smiles as she recalls the time hei
son Justin, then three, suddenly fell silent and
pricked his ears while on a camping trip in the
wilderness.
"All of a sudden he told everyone to be quiet,
and when we asked why, he asked 'What's that
noise'.''
"We realized he was hearing the sound of the
birds chirping. It was phenomenal;' Ms. Tays says,
describing her son's first time experiencing the
sounds of nature.
Hearing aids opened up a new world for Justin.
Now eight years old, the Courtice resident has lost
46 per cent of the hearing in both his ears, a result
of a hereditary nerve disorder which has affected
15 family members, including his father, Paul
Tays, who has only 50 per cent of his hearing.
The Tays family is one of 10 currently enrolled
in the Family Literacy Program, launched a year
ago by Durham Deaf Services, to learn American
Sign Language. Another 16 families remain on a
waiting list for the service.
Designed for families of deaf, deafened, hard of
hearing and non-verbal children, the program in-
cludes private ASL instruction, a workshop on
deaf culture and provides children with "deaf men-
tors"
Co-ordinator Donna May says the program's
goal is to develop self-confidence in children and
help parents and family members understand a
deaf child's needs and emotions, giving them the
knowledge and skills needed to cope with the chal-
lenge of raising their son or daughter.
"Often it's the parents or siblings who need to
learn about the deaf culture," says Ms. May. 41.
"Each family situation is unique, so the cur-
riculum may change in order to meet their individ-
ual needs.
"It's kind of a holistic approach. The program is
geared towards the child in that by helping the
whole family understand, it's of benefit to the
child."
Expressing themselves and their emotions is
the greatest challenge deaf or hard of hearing chil-
dren must overcome. Sometimes frustration levels
overwhelm.
While Justin's hearing is partially restored by
aids, he also lip-reads, the devices are limited to
immediate sounds and won't pick up voices in
crowded places, says his mom.
"It can be very frustrating at times for him be-
cause you'll be having a conversation and think
he's heard you, when he really hasn't... He'll lose
his patience and the frustration builds because he
can't hear," says Ms. Tays.
On some occasions, she adds, tempers boil over
and a "cool down" period is needed. "It gets sad.
At times he'll ask me, 'Why did God make me
hard of hearing' and I tell him, 'God made you
special.",
The Grade 4 student at Lydia Trull Public
School wears a special head -phone set during class
and his teacher speaks into a microphone to enable
him to hear.
Last year, the Tays began taking sign language
instruction at DDS, which is funded by the gov-
ernment and community, after they decided they
couldn't afford the cost of an ASL program offered
at Durham College.
"It's something Justin had asked to learn since
he was little... My son and husband are hard of
hearing and what if one day they're totally deaf?"
she reasoned.
"(DDS) has been amazing for Justin. It has
given him confidence, being around other children
like him. It's changed everything in his world. He's
very proud to be able to go up to a friend, show a
sign and say 'Do you know what this means',"
says Ms. Tays.
DDS also has a deaf literacy/continuing educa-
tion school which provides a bilingual (written
English and ASL) and bicultural learning environ-
ment aimed at improving the quality of life for
deaf, deafened and hard of hearing adults.
The 38 students currently enrolled attend daily
Justin Tays, 8, and his family know well the
need for deaf services in Durham. Hearing
aids have opened up a whole new world for
Justin, who's lost 46 per cent of his hearing.
classes for ASL, reading, writing, computers and
numeracy.
Bahishta Mushtaq was 23 when she came to
Canada from Afghanistan three years ago, her abil-
ity to communicate limited to reading and lip-
reading Persian.
After a two-month stint at a main -stream high
school in Ajax, she left feeling frustration and iso-
lation and enrolled in the Adult Literacy Program
at DDS.
Ten months later, Ms. Mushtaq communicates
fluently in ASL and is adapting to Canadian cul-
ture.
"My sister gave me a very. very basic kid's
book (before enrolling at DDS) and I couldn't un-
derstand it;' Ms. Mushtaq says in sign, her words
translated by Ms. May. Defeated, she hid the book
in her room at home.
"Coming here, I've learned more and more
ASL and English, I've improved so much. (Re-
cently) I remembered that book and opened it.
Now, I could understand the stories. I'm so
happy... I could read;' says Ms. Mushtaq, her eyes
widening in excitement.
Ms. May describes Ms. Mushtaq's progress as
"phenomenal... It is probably the most satisfying
thing for an institution to watch someone learn to
express themselves and communicate. It's wonder-
ful. Now that she has a language, a whole new
world has opened up for her.
Ms. May, who learned to sign when her ex-hus-
band went deaf as a result of a serious illness, says
teaching ASL is a 'lreally rewarding job.
"It's a complicated language with its own id-
ioms, its own grammar and its own syntax... To see
a person come here for one or two years and see
them develop and then get a job, knowing that
you've helped, it's very exciting...
"When you see a family begin to communicate
with each other and the children's stress level de-
crease, it makes it all worthwhile," says Ms. May.
DDS is a non-profit support, resource, advoca-
cy and referral agency for adults, children and par-
ents.
"Sometimes they feel shock, or they are con-
fused and upset and at a loss as to what they should
do. We try to support families by providing them
with all their options to make informed choices as
to what is best for their child, and helping them see
how other individuals have had success," says ex-
ecutive director Armand Brennan, who is deaf.
Based in a three-story brick house at 750 King
St. E., in Oshawa, DDS serves about 790 clients in
the region.

re you nearsi2hted?Feast

How would you like to
have good vision without
glasses or contact lenses'?
Benjamin Franklin, who in-
vented the first bifocals in
the 18th century would say
`Yes' to that question. Today
ads promise an operation
called radical keratotomy
can make this dream come
true. But before you agree to
this surgery it's important to
know both the risks and the
benefits.
The shape of the eyeball
and cornea, the transparent
structure covering the iris
and pupil determines
whether or not you are near-
sighted or farsighted.
People who are nearsight-
ed have an eyeball and
cornea that's too arched.
This means images will be
focused in front of the retina
(the back part of the eye).
Those who are farsighted
have an eyeball and retina
that's too flat. Here the
image is focused behind the
retina.
A machine known as an
excimer laser produces puls-
es of light that can alter the
shape of the cornea. By so
doing light rays from objects
will focus on the retina with
great precision.
The operation known as
radical keratotomy can be
done in two ways. The origi-
nal laser treatment PRK
(photorefractive keratectoto-
my) does not require cutting
of the cornea. Rather, laser
energy is just applied to the
surface of the cornea.
A newer version is called
LASIK (laser in-situ ker-
atomileusis). In this proce-
dure a thin flap of tissue is
raised in front of the cornea.
The laser is then applied to
the tissue beneath the flap.
Patients who are treated
with LASIK usually see well
the day after surgery. PRK
patients require one to two
weeks before vision recov-
ers. And it may take up to six
months to achieve maximum
improvement.
Excessive haze resulting
from an abnormal healing is
one of the primary complica-
tions after PRK. It is virtual-
ly non-existent after LASIK.
Neither PRK or LASIK
surgery involves significant
pain. But LASIK patients
experience less post-opera-
tive discomfort. This is be-
cause the sensitive outer
cornea is not involved. In ad -

dition, the flap acts like a
band-aid to facilitate healing
and decreasing post-opera-
tive discomfort. PRK pa-
tients sometimes feel as
though a piece of sand is
stuck in the eye for several
days.
The disadvantage of
LASIK is that it involves
surgical creation of a flap.
Most of the complications
are mild. But improper de-
velopment of the flap could
lead to further surgery. But
for people with severe near-
sightedness the LASIK tech-
nique is preferable.
Surveys show most pa-
tients are pleased with the
results regardless of the
method. Some patients
achieve 20/20 vision. But
sonic advertising claims that
people can toss away their
glasses are too optimistic.
Dr. Penny Asbell. a
spokeswoman for the Amer-
ican Academy of Ophthal-
mology says, "Very few pa-
tients will have perfect vi-
sion and patients must have
realistic expectations."
Surgery, for instance,
may eliminate the need for
glasses or contacts during
the day. But patients often
require glasses for night dri-
ving or in conditions of low
light.
In one study 435 people
who agreed to radical kera-
totomy were examined five
years later. Thirty-six per
cent of the 323 who had
surgery on both eyes still
needed glasses.
A report from Johns Hop-
kins University claims about
five per cent of patients con-
tinue to need glasses all the
time following PRK. Anoth-
er 15 per cent continue to re-
quire glasses occasionally
especially at night or when
lighting is poor.

of other problems such as in-
fection, scarring or a one per
cent chance of worse vision,
even with glasses, than be-
fore the surgery.
Peeling a few layers of
tissue off the cornea also
weakens it making it more
susceptible to injury. And it
may make it more tedious to
perform cataract surgery
later in life.
Some patients following
PRK ended up with the op-
posite problem. The surgeon
removed too much corneal
tissue and they became far-
sighted.
The most predictable
post-operative difficulty is
the eye continues to age.
And you will in all probabil-
ity need reading glasses in

later life regardless of
whether or not you have the
operation. Not can this oper-
ation prevent other aging
problems such as cataracts
and macular degeneration
where central vision be-
comes dim.
Patients suffering from
chronic medical conditions
such as diabetes• glaucoma,
sever hypertension, rheuma-
toid arthritis or who heal
poorly are not good candi-
dates for this operation. If
your vision seems to be
changing too quickly the
surgery should be delayed.
And no one knows what the
long-term results will be.
My advice is to give it con-
siderable thought before
making a decision.

When you call Durham

"After being in this business for 18 years, I can hon-
