proposed changes. trustees revised
the initial budget. pulling $1.5 mil-
lion from reserves to increase fund-
ing for special education and to raise
the number of SERTs from 133 to
153.
"I feel we did the best that we
could.- said Oshawa Trustee Jane
Weist.
However. MPP Flaherty says he
intends to pursue an audit of the bud-
get following the appointment of a
new Education Minister Thursday
when the provincial government
names a new cabinet.
"I intend to speak to the new Min-
ister of Education and to tell the
minister I've heard from parents and
some teachers that feel an audit is
appropriate'.
Calling the situation "urgent:' he
said he wants an audit to be com-
pleted during the summer and ex-
pects it would occur within 30 days.
Mr Flaherty claims. -The school
board bureaucrats have been doing
some mixing of figures that has ob-
scured the situation. It's very impor-
tant to know what the true facts arc. -
While the MPP feels the tx9ard's
increased funding for special educa-
tion "is going in the right direction".

Meanwhile. Mr. Trbovich told
trustees the fourth and final draft of
the budget saw no "major changes"
from the third draft.
However, he noted the fourth
draft does remove $870.000 from the
"block budgets" for schools to in-
crease the number of education as-
sistants who work with special -
needs children at both the elemen-
tary and secondary levels.
The block budget for elementary
schools was reduced by $313,200
while the spending blueprint for sec-
ondary schools was cut by $556,800.
"These amounts are necessary in
order to balance the budget and are
reflective of the additional funding
required to sustain staffing;' Mr. Tr-
bovich said.
The board also approved its
$55,446,199 capital budget Monday.

board's budget for the upcoming
school year will he presented to
Durham Catholic District School
Board trustees for approval on June
28, trustees heard Monday.
The separate board missed yester-
day's deadline to submit its budget for
the 1999-2001 school year to the
Province.
"We won't meet the ministry time-
line:" tx)ard director Grant Andrews
told trustees Monday, noting the final
draft will be "given to trustees for ap-
proval at the next board meeting"
However, trustees did receive the
third draft of the 1999-2(xx) budget
Monday which included several revi-
sions from the second draft presented
to trustees last month.
Draft three was adjusted to include
the "anticipated new pupil place ex-
penditures for the 1999-2(1(x) (schtiol
year):' said a report by superintendent
of business David Visser.
The expenditures include the site
casts for secondary schools in Whnhy
and Aiax and the site costs for elemen-
tary uhtwls in Whitby. Ajax and Os-
hawa.
The total expenditure for school
sites is approximately $9.4 million.
The third draft. which is balanced at
$193.628,583, also includes approxi-
mately $22 million for building costs,
including funding for additions to
three elementary schools, and financ-
ing for four new elementary schools
and two new high schools throughout
the region.

PICKERING — Another attempt
to alleviate overcrowding at St. Mary
Catholic Secondary School failed
Monday after separate board trustees
defeated two motions that would have
addressed the congestion on site.

Board trustees turned down two mo-
tions introduced by Pickering trustee
Jim McCaffery, who wanted staff to
acquire a site for a new secondary
school in Pickering and ho establish a
temporary location in the town for stu-
dents that would attend the new
schcx>I.
The first motion requesting the
board to acquire a site for a new high
school was defeated in a 4-3 vote,
while the second motion calling for a
temporary location for students was
defeated 5-2.
..It takes four to six years to build a
school:' -Trustee McCafferty said urg-
ing trustees to support his motion.
"The first step is to acquire a site"
In his recommendation to the
board. Trustee McCafferty noted the
current enrolment at the Whites Road
school is 1.747. And, he said that num-
ber is expected to climb to approxi-
mately 1.924 students this fall. The
school, which currently has 30 porta-
bles on site. will have 37 portables as
of September. he added.
"Any trustee who has visited St.
Mary would agree it is extremely
crowded and the best... way to find re-
lief is to find another site;" said Picker-

Leisure Centre located at Hwy. 401

forward because it was "appro-
priate" for Pickering to inform
the Region the ClubLink propos-
al was in the works and would be
suitable for the communal ser-
vices pilot project the Region is
considering. and because
ClubLink was seeking an indica-
tion from the current council
whether it would be willing to

tomer service and future cost contain-

The report notes all existing perma-

given comparable alternative work
with their respective municipality or

new transit organization and does not
establish a set formula for apportion-
ing the annual transit budget between
the two Towns. Those decisions will
be made at a later date through subse-

Staff's report also notes the consul-
tants have not estimated future savings
that may occur as a result of manage-
ment decisions that increase produc-
tivity, efficiency and ridership.

the transit services is early 2000. Pick-
ering council will consider the execu-
tive committee's recommendation

The hi -tech helicopter is equipped
with high-intensity search light. a
thermal imaging tracking system, po-
lice radio and public address system.
In addition to pursuit-., the unit will
assist in tracking criminals on foot, re-
sponding to burglaries, patroling high
crime areas, searching for missing
persons, identifying marijuana plant
fields and co-ordinating traffic prob-
lems.
The two flight officers will act as
air observers and help co-ordinate po-
lice resources on the ground.
-A helicopter is a tremendous re-
source to be used in police pursuits.
When a helicopter is up there, it will
essentially take over (a pursuit)... In
the event of a pursuit, a helicopter will
let ground officers know where a ve-
hicle is located. If they flee into a
bush, they can run for miles and
they'll never get away;' said coast.

Library no place
for Internet abuse
Illegal, inappropriate Web sites
shouldn't be viewed in public
The Internet is to today's on-line society what libraries
were to the world before we plugged in. And more.
Just as libraries were the storage banks for mankind's ac-
cumulated knowledge, so too is the World Wide Web the
keeper of all the information available in the universe. Only
that information has increased exponentially in the %o -called
Information Age we live in today.
We can still find just about all the information we could
ever need in library books. which are capable of both educat-
ing and entertaining us. Now, with the Internet, we can access
the information and get all the education and entertainment
we could ever want with a few clicks of the mouse.
The problem is a few clicks of the mouse can also access
material that some people don't want and others shouldn't
have. We're talking here. of course, about illegal and inappro-
priate Web sites that can access material ranging from tips on
making weapons capable of mass destruction to pornography
involving children of all ages.
The Internet's a powerful tool, all right. It can enable us to
play bridge with people from all over the globe. It can also
allow perverts to use chat lines to seduce our children, as has
happened in recent years.
It's for that reason the people at the Pickering Public Li-
brary find themselves in an unusual position these days. The
keepers of what was once the town's main information source
are playing gatekeepers of what may he the new main infor-
mation source for residents.
Library users are being asked to pledge they'll abide by
new rules against viewing illegal or inappropriate Web sites on
library computers. Beginning this month patrons must sign
forms to protect the library from legal liability aril to shield
visitors from material such as pornography or hate literature.
Now, some individuals will contend library administration
has made the nttove in order to ensure the facility's continued
existence at a time when the Internet gives people access to
more information than a library could ever provide. That ar-
gument falls short, of course, because the main Pickering li-
brary abuse has almost a dozen Internet workstations. If li-
brary administrators truly feared competition from the Inter-
net the place wouldn't be plugged into the Wtrld Wide Web
at all
Still others will argue that library administration is guilty
of practising censorship by forcing patrons to take a vow
against viewing some Internet sites. That claim holds only
slightly more credence. But, library users can still leg on to
Web sites of their chase, unul thcy'rc caught by staff who
have the discretion to decide whether a site is offensive. Pa-
wons who ignore staff's direction risk losing their library pnv-

We think that's as it should be. The library's Internet poli-
cy is not designed to prohibit access to information. Rather. its
purpose is to protect children from viewing Web sites to which
they shouldn't be exposed but which might inadvertently be
left open by a previous Internet workstation user and to safe-
guard adults fern having to see material offensive to them.
The 'Public' in Pickering Public Library doers not mean
every member of the public should have access at the facility
to every Internet Web site that's avaihble. Rather. library ad -
immigration and staff must work to ensure the greater interests
of the public are served by establishing Internet viewing man -
dards acceptable to the majority of the public.
Anyone who disagrees with that and wants to view illegal
or inappropriate Web sites should do so in the privacy of their
own home. Not in a public place such as the Pickering Public
Library'.

What's the future of col-
lectibles'? It's all in the cards.
Trading cards have come a
long way in the last 20 years.
Gone is the clacking sound of
trading cards being slapped by
bicycle spokes. Kids are no
longer huddled in schoolyard
corners flipping sports cards
against a brick wall. And yes,
never again will you see some-
one throw a three-inch stack of
trading cards into the air and
proclaim "scrambler' to all
within ear shot.
Somewhere along the line
People realized cards appreci-
ate in value and the industry
went from the backpo cket to
the binders, protected for pos-
terity in sheets of plastic.
Trading cards have gone from
the corner stores to special
card and collectible shops.
Louise Lopez of Wyldstar in
Oshawa deals in this phenom-
enon daily.
Autographed and authenti-
cated cards, such as a Mickey
Mantle rookie card, could
fetch five figures, she says.

'Cultural arts deserve attention and support', say Town officials
AJAX — A new commit-
tee could be giving Ajax civic
leaders advice on cultural mat-
ters.
The Advisory Committee
on the Cultural Arts will ex-
amine the needs and desires of
residents, and then recom-
mend to Ajax council ways to
address citizens' requests.
Ajax Chief Administrative
Officer Richard Parisotto be-
lieves the committee is a ne-
cessity.
He wrote in a recent report,
"Council has, quite rightly,
identified the cultural arts in
Ajax of deserving attention
and support. Taking the pulse
of the community to verify
and confirm those assump-
tions is a necessary prerequi-
site to any substantial plan of
action.
"A Cultural Arts Advisory
Committee is a citizen -orient-
ed vehicle that will achieve
council's strategic objective"
as set out at the beginning of
this term.
"There is a level of frustra-
tion in the community among
those (who) support and advo-
cate a more balanced commu-
nity life in addition to the

the Town about establishing
the advisory committee.
"She expressed an interest
of further work being done in
the arts and culture:' he said of
the discussion.
The cultural arts committee
would "work in association
with the recreation advisory
committee".
It would be a "stand-alone"
group but could fold into the
recreation committee, Mr.
Parisotto noted. "We'll see
how they blend."

Graham Hiron leaves Pickering High after 31 years as an educator

most of the kids in rugby were
also in the football program. That
was part of it:' he says, adding he
was taught the game by the
school's long-time rugby coach
Mac Mitchell.
Arguably the winningcst
coach to ever walk the sidelines
in Durham Region high school
football, there were a lot of rnern-
orable moments for Hiron, but
not all of them were good.
He led the senior Trojans to
countless LOSSA championships
during his career. but the sweetest
title was the firs) one captured by
Pickering High in 1975. At rho
time, it was the Oshawa schools
which dominated the gridiron.
but the underdog Trojans
changed that perception for good.
-"For a ream th.s side of Os-
hawa to win a LOSSA tick (at
that time) was unheard of. It was
thought that only the Oshawa
schools could play football," re-

High at North York's Esther Shin-
er Stadium. Pickering High was
the Cinderella team that season,
arriving in the final against a
dominating Central Tech team

against Central Tech." recalls
Hiron. "Rhcw were a very good
football team.*'
How wrong the pundits were.
The game was a war in the
trenches as the Trojans' massive
offensive line stifled the vaunted
Tech offence. With Pickering
holding a slim lead late in the
game, a Hail Mary pass was
caught by a Blues' receiver after a
Tmjani defensive back tripped.

Hiron, as it was just a part of the

true of other sports at the school.

Hiron. '11hey would see what the
previous teams had done and they
wanted to keep the thing rolling"

from extracurricular activities.

Hiron says it's time for Durham
teachers to get back into the gyms
and out on to the fields with the
students, as school spirit has fall-
en off dramatically without after-
school sports.
"If anything (the past year)
has given me a lot of insight into
where a lot of the fun in teaching
came;' he says. "Working with
the kids after school brought fun
into it. It almost made it seem like
it wasn't a job.
"We have to get them back. The
school doesn't have a heartbeat
right now. We have students who
are unhappy and staff who are un-
happy. It's not a good climate-
Hiron says he plans to spend
the next year of his retirement
fishing on his boat on Lake Sim-
cce, as well as taking in some
golfing and doing some travel-
ling. He doesn't count out return-
ing to coaching in the future.
"if I find myself getting bored,
volunteer coaching is something 1
could do. But, for the first year.
I'm going to sit back and relax:'

"I felt the timing was right. As
you know, the climate in the
province for education is not
good. particularly in my area of
expertise; notes Hiron, 55, the
head of physical education at
Pickering High for the past 12
years. Prior to taking over as the
head of that department in 1987.
he served as the assistant Phys -ed
head there since 1972.
"I1w way I feel right now, it's
time to move on and let the
younger folks take over."
Although teaching at the same
school over the span of his 31 -
year career in education is a rare
feat indeed. Hiron downplays
that fact, saying he didn't want to
leave d school that had uo much
to offer in the realm of sports.
"There was no reason to
leave:' he says. " 1 was hesitant to
leave something that 1 knew was
great. Ever since I came here. It

was a sports haven. i didn't want
to risk leaving it"

After graduating from the
University of Toronto with a dc -
gree in health and physical edu-
cation in 1968. Hiron lmrnedimc-
ly began teaching at Pickering
High School that year. Ed Grant,
a leacher who was transferring

from Pwkcnng High to Dumbar-
ton High School at that umc.

In his early days at Pickering
High, he coached football, rugby
and basketball. but later gave up
basketball for a five -yea stint as
the schwul's wrestling coach. For
the past 15 years, he's co mentrat-
ed sokly on football and rugby.
Although he never played
rugby, Hiron notes he gravitated
toward the spurt as it held many
similaities to football and many

school's long-time rugby coach

Arguably the winningcst
coach to ever walk the sidelines
in Durham Region high school
football, there were a lot of rnern-
orable moments for Hiron, but
not all of them were good.
He led the senior Trojans to
countless LOSSA championships
during his career. but the sweetest
title was the firs) one captured by
Pickering High in 1975. At rho
time, it was the Oshawa schools
which dominated the gridiron.
but the underdog Trojans
changed that perception for good.

thought that only the Oshawa

caught by a Blues' receiver after a

Hiron says it's time for Durham
teachers to get back into the gyms
and out on to the fields with the
students, as school spirit has fall-
en off dramatically without after-
school sports.
"If anything (the past year)
has given me a lot of insight into
where a lot of the fun in teaching
came;' he says. "Working with
the kids after school brought fun
into it. It almost made it seem like
it wasn't a job.
"We have to get them back. The
school doesn't have a heartbeat
right now. We have students who
are unhappy and staff who are un-
happy. It's not a good climate-
Hiron says he plans to spend
the next year of his retirement
fishing on his boat on Lake Sim-
cce, as well as taking in some
golfing and doing some travel-
ling. He doesn't count out return-
ing to coaching in the future.
"if I find myself getting bored,
volunteer coaching is something 1
could do. But, for the first year.
I'm going to sit back and relax:'

Red Sox major mosquito rep base-
ball team captured its second tourna-
ment crown of the season in Ajax
last weekend.
Once again, the Sox relied on air-
tight defence, solid pitching and an
explosive offence to win the title .
Pickering entered the final as the
only undefeated team in round-robin
play. The Red Sox' opponent, the
Ajax Spartans, were looking to
avenge an earlier loss ter Pickering.
But the Sox rolled to an easy 14-1

The 407 ETR Concession Company Limited (ETR) is the private sector cotu xuum which has
purchased from the Province of Ontan i the right and obligation to own, develop, design, build,
operate and toll Highway 407 from the Qu en Elizabeth Way in the City of Burlington to
Highway 7 eau of Brock Road in the Town of Pickering. Under the ER umbrella, the SlF Joint
Venture is a separate entity which is responsible for the delivery of the design and construcetoo of
the yew highway components via a construction subcontract. SLF is proceeding with the detailed
design and development of Highway 407 from Markham Road (Highway 48) m Markham to
Highway 7 cast of the Brock Road in Pickering. This project is being undertaken in accordance
with rile Conditions of Approval grated Boder the Ewirwwvn l Assessurew Act (Order in
Council No. 1704,98).
