PICKERING — The Pickering
nuclear station and nuclear power
in Ontario are up against some
tough competition as the province
prepares to enter an unregulated
electricity market, the Town's Pick-
ering/0ntario Power Generation Li-
aison Committee was told last
week.
Don Power, director of invest-
ment planning for Ontario Power
Generation (OPG), told the com-
mittee the uncertainty brought by
competition means the OPG board
will have some hard choices to
make as it considers whether to
restart the four 'A' reactors at the
Pickering plant.
There is no guarantee we will
recover any of the investment in
Pickering 'A'," said Mr. Power, not-
ing the board wants to be assured
the 'A' reactors can be operated
economically enough to provide

It's expected the Ontario elec-
tricity sector will be opened up to
competition in mid -2000. When
that happens, said Mr. Power, OPG
will share a market area with large
electrical utilities based in the
northeastern United States, includ-
ing companies in the U.S. to the
southwest of Ontario, such as
Michigan, that generate much of
their power from fossil fuels.
"You're competing against coal,
cheap coal.- explained Mr. Power.
.'When you start looking at this as
an investment, you've got to look at
what it competes against."
He noted the American coal
plants are producing power at a cost
of roughly two cents (US) per kilo-
watt hour, while oil and gas plants

According to Mr. Power
OPG's production cost, with
factors such as nuclear de-
commissioning and nuclear
waste disposal considered, is
about 4.5 cents (Cdn) per
kilowatt hour, roughly equiv-
alent to three cents (US).
It's expected OPG will be
competitive with the U.S.
companies in the short term
at least, explained Mr. Power,
but the larger and more com-
plex issue is the long term.
While it's true coal power
is cheap now, he explained.

ting old and new ones would
likely need to be built. As
well, it's expected stricter en-
vironmental regulations and
possible financial penalties
against pollution -producing
generators might increase the
cost of coal power, though
new technologies are making
coal somewhat more environ-
mentally -friendly. All these
factors may affect its future
competitiveness.
At the same time, said Mr.
Power, combined cycle nat-
ural gas turbine plants are es-
tablishing themselves in the
electricity market.
"These things are going to
be very competitive;" he
noted. The natural gas -pow-
ered plants are quite efficient
and cheap to build, and ap-
parently less harmful to the
environment than coal plants.
However, they do contribute
to air pollution and there is
significant uncertainty about

Durham high school students
Public, separate boards make up time lost to strike, lockout
Most high school stu-
dents in Durham will spend
the first few weeks of sum-
mer in classes this year as
schools juggle exam sched-
ules and instructional days
to make up time lost during
the tabour strife last fall.
Durham District School
Board students lost three
weeks of classes last Sep-
tember due to the secondary
school teachers' strike here,
while Durham Catholic Dis-
trict School Board students
lost a similar amount of time
in class due to a board lock-
out after high school teach-
ers staged a partial strike on
the first day of school.
The Ministry of Educa-
tion and Training required
boards to alter their school
year calendars to make up
the lost time, and change, to
the uhool year calendars at
both of the region's schools

board, reports the last day of
school for staff is July 2,
while the last day for stu-
dents is June 30, three days

Refugees will have
long wait to return home
Rebuilding Kosovo a massive job and,
while they wait, sponsors are needed
Delight and happiness on the part of
Kosovar refugees at the prospect of
peace in their homeland has been se-
verely tempered by the massive effort it
will take to rebuild their battered Yu-
goslav province.
The 5.000 war-torn souls who found
their way to Canada over the past sever-
al weeks after suffering at the hands of
their Serb tormentors have fanned out
across the country. though many remain
stuck on military bases. Hopeful of a re-
turn soon to Kosovo, the refugees will
most likely face a long wait.
Most of the infrastructure of Kosovo
has been destroyed by Serb aggressors
and NATO bombing and the refugees,
caught in the middle of the conflict,
have little to go back to at this time.
There are nearly 1 million refugees with
many in neighbouring Albania and
Macedonia. Certainly, these hundreds of
ttxxmands of displaced people will prob-
ably be first back in and it looks like it
could be the fall of this year or even the
new year before they find their way
back home again.
Much will have to be done to rebuild
homes, apaturtent buildings and to pro-
vide transportation systems, electricity.
running water and basic food and cloth-
ing so that a minimum standard of living
is provided for returning refugees. As
massive a job as NATO has dome in
pushing the Serbs out of Kosovo, it is
small in comparison to the rebuilding re-
quired through the efforts of NATO and
United Nations members.
Stability must also be assured in
Ko%ovo and that will take time as well.
Multi -national peacekeepers - which
currently include Alberta -based troops
and could, in future include members of
Durham's own Ontario Regiment - will
have to continue to work to keep the
peace in Kosovo and guard against fur-
ther aggression.
Meanwhile, sone of the 5,000 Cana-
dian -based refugees may choose to re-
main in Canada if their stay stretches
longer than a year. Others will no doubt
be eager to return to Kosovo. Sponsor-
ship of refugees in Durham is being or-
ganized by the Durham Region Branch
of the Canadian Red Cross through local
contact Carol Jones at 905-723-2933.
Because of the size of many of the fam-
ilies, individual sponsors are not encour-
aged. However, groups such as church-
es or service clubs arc ideal candidates
for sponsorship. There is a push on to
,get refugees settled in communities and
off military bases so sponsors are urged
to act quickly.

It was well written and reflected
my thoughts on the subject cxacdy.
To think that we in Durham
have such narrow-minded individ-

trustees makes me shudder.

I was brought up in the separate
school system as well as a convent

daughter has the right to choose her
own beliefs and not be forced to
listen to someone else's — even if
it's the majority's — drivel on reli-
gion and God. This is why we have
a public school system.
I also do not believe the school
board can introduce this policy of
daily prayers in the class and be
able to cover the different aspects
of all religions without favouring
one or another – e.g. Christianity.
What about other religions like

Baby left in car at mall parking lot
On a hot and humid day it can take as lit-
tle as 15 minutes for a baby to become de-
hydrated while sitting in a parked car with no
ventilation.
- That's why emergency officials are per-
plexed by recent incidents in which parents
left their babies in locked cars in shopping
mall parking lots. Over the last week, ambu-
lance crews have responded to three calls in-
volving small children locked in parked cars
across Greater Toronto• including an incident
in Pickering Saturday. In each case, the chil-
dren, all less than a year old, were rescued
before serious injuries set in. Severe dehy-
dration can result in seizures, permanent
brain damage or death.
"It's bad enough leaving your dog locked
in your car on a hot day, never mind your
kid:' said Gord Gilmour, communication su-
pervisor for Toronto Ambulance Services.
The most serious incident occurred last
Thursday when three students spotted a baby
soaked in sweat inside a Mercedes Benz at
the Centerpoint Mall parking lot atYonge St.
and Steeles Ave. Police and fire officials had
to smash one of the car windows to retrieve
the flushed baby from the hot car.
On Saturday, an Ajax man used a tire iron
to break into a parked van at the Pickering
Town Centre to rescue a baby who appeared
barely conscious.
The seven -month-old boy was taken into
the air-conditioned mall and given water
be-
fore being taken to the Ajax -Pickering Hos-
pital. Durham Region police say the father
could face criminal charges.
Also Saturday, a woman accidentally
locked her seven -month-old boy in her van
for about 40 minutes after leaving her keys
in the vehicle. The child was unharmed and
no charges were laid.

annual Frenchman's
Bay Festival
Both sides of Frenchman's Bay in Pickering teemed
with people on the weekend as they turned out to un-
officially welcome summer at the annual Frenchman's
Bay Festival. Live bands, dragon boat races, midway
rides and carnival games combined to provide a
weekend of good old-fashioned fun. Michael Allison -

Heat on weekend foes*
PICKERING — The Pickering Heat
peewee boys' rep fastball team was three
for three in games last weekend, defeating
Newmarket, Aurora and Peterborough.
In their most recent contest against Pe-
terborough, the Pickering Heat were on
fire in cruising to an easy 18-1 victory
over the hosts.
Jason Carey pitched the whole game
and helped his own cause by hitting a
home run. His teammates helped out by
launching an awesome offensive attack.
Also crossing the plate for the Heat were
Anthony Paradiso, Chris MacLeod, Billy
Keith, Carey, Jeff Magee, Oliver Salmon,
Stephen Tsatskas, Justin Over, Bryan
Gillespie, Steven Valentini and Corey
Beer.
In a league contest in Aurora, Picker-
ing emerged with a resounding 10-1 vic-
tory.
Beer handled the pitching duties, strik-
ing out nine batters, while allowing only
three hits. Defensively, the Heat was hot
but the batters were even hotter. Crossing
the plate were Paradiso, Carey and
MacLeod with two runs each, Magee,
Gillespie, Valentini and Billy Keith with
one apiece.
The Heat faced Newmarket at Kinsmen
Park in Pickering to open the weekend
and scored a 5-1 victory.
Jeff Magee picked up eight strikeouts.
Newmarket's Ione run was scored in the
second inning. Crossing the plate for the
Heat were Paradiso, MacLeod, Beer,
Gillespie and Valentini.
The Heat are coached by Norm
MacLeod, Paul Magee, Jim Gillespie and
