Pickering residents get a tax break

PICKERING — Residents will
see a reduction in their total proper-
ty tax bill this year, which includes
Town. Region and education levies.
Even though the Town of Pick-
ering tax rate is at the same level as
last year, and the Durham Region
rate has increased by 1.76 per cent,
a 10 -per cent cut in the education
tax now being set by the Province
will result in a Pickering residential
property tax decrease of 2.15 per
cent in 1999.
For a residence assessed at
$150,000, that will mean a saving
of about $50 from last year as the
property tax bill drops to $2,274.43
in 1999 from $2,324.60 in 1998. Of
this year's tax bill, $531.18 (23.4
per cent) will go to the Town,
$1,122.25 (49.3 per cent) is to be
turned over to Durham Region, and
$621 (27.3 percent) will go to edu-
cation.
The actual rate for the Pickering
residential tax is 0.354 per cent of
the assessed value of the property.
It's 0.748 per cent for Durham and
0.414 for education, for a total of
1.516 per cent.
Town council's executive com-
mittee approved the 1999 rates
Tuesday. Mayor Wayne Arthurs
said Pickering's tax rate will be
lowest among the four lakeshore,
urban municipalities in Durham
Region.
"lite proof is in the pudding," he
said, for those who maintain Pick-
ering taxes are high.
Ward 2 local Councillor Mark
Holland noted Pickering's tax
freeze was not achieved without the

PICKERING —Tactical offi-

morning, ending an eight-hour
doge involving a suspected armed
ratan and his girlfriend.
Durham Regional Police said a
backyard dispute between two
ncighb ours escalated when a man
called 911 to report a male with a
handgun had threatened to kill
him.
But before officers arrived at
the Faylec Crescent home, near
Kingston and Liverpool roads,
just after 3 a.m., the suspect had
retreated into the house, police
said. The man, refused to
come out and the lengthy standoff
followed.
Police negotiators made nu-
merous attempts to establish
communication, but were met
with no response. As the siege
dragged on, there was uncertainty
over whether a woman in the res-
idence was being held hostage, a
fear police later said was un-
founded.

of their homes until told they
were safe.
Throughout the morning,
heavily armed tactical officers re-
peatedly issued demands from a
bullhorn: "Come out with your
hands up. Do it now! We're not
leaving."
At one point, tensions height-
ened as police received informa-

dence directly across from the
suspect's may be close to labour.
At 11:15 a.m., police ran out
of patience.
Four rounds of tear gas were
fired into the home, filling it with
smoke and triggering a peaceful
end to the drama. First, a woman
in a long T-shirt exited the front
d(x)r of the residence and was
quickly taken into custody. She
was handcuffed and taken to a
nearby ambulance to receive
medical treatment as a result of
the chemical agent.

Town as a "tool" in manag-
ing its budget rather than as a
"solution".
Town council approved a
1999 budget May 10 that will
finance $40.1 million worth
of current costs and $9.7 mil-
lion in capital expenditures.
It's expected Pickering will
borrow about $2.2 million to
finance capital projects.
Ward 2 Regional Council-
lor Doug Dickerson noted
the Durham tax increase can
be attributed to an additional
$10 million to be spent on
police services this year.
"If it achieves the objec-
tive of a little less crime over-
all in this area then these are
dollars well spent;' he said.
The final residential tax
due dates will be June 25 and
Sept. 28.
However, the Town is un-

rounds of tear gas were blasted into
the home. Officers then stormed in-
side and arrested the man without fur-
ther incident, police said.
The man, 34, and the woman, 31,
were both arrested.
Detective Jim Griepsma said the
male suspect has been known to po-
lice for some time.
No gun was found during a search
of the home, "but we believe there
was a weapon at some point;' he said.
Neighbour Les Blum described the
man as a "loose cannon" and said po-
lice have been at the home in the past.
"I heard it was a toy gun and (a
man) was threatening people with it;"
said another neighbour who identified
himself only as Mark. "There's been
trouble there before... Police have
been here many times;' he said.
Mark and his wife were alerted to
danger when they got a call from po-
lice at 6:30 a.m. They were told to go
into their basement, but instead
stayed in bed.
Gary Samuel Lambe is charged
with threatening death, two counts of
threatening bodily harm, assault with
a weapon, weapons dangerous,
breach of probation and causing a dis-
turbance. He was held in police cus-
tody pending a bail hearing in Os-
hawa court this morning.
Lisa Brenda Buchholz was
charged with obstructing police and
was released to appear in court date
on July 9.

Final tax bills for multi -

Checks and balances
worked as they should
OMB hearing process does what it's
designed for in Pickering decisions
On the face of it. developers seem
to have won a hard-fought victory
against the Town of' Pickering at two
recent Ontario Municipal Board
(ONIB i hearings.
But only on the face of it.
The two decisions involving devel-
opment proposals in the town - one in
the Valley Farm Road arca tier a sub-
stantial plan to build apartments.
townhouses and semi-detached
homes, the other near Brock Road and
the Third Concession fur detached
homes - came down clearly on the side
of the development firms seeking to
build here.
But the system - and the ONIB
hearing process - worked exactly as it
should. Town officials during the ap-
provals process were demanding some
modifications the builders couldn't
agree to - as is their right.
Consequently, the builders sought a
decision from the ONIB - as is their
right - to resolve the dispute.
The dispute arose out of Picker-
ing's vision for growth in the two
areas being different from the practical
considerations of the builders. That
happens frequently in the official plan-
ning process and is why, the ONIB ex-
ists.
So. while the developers may now
move ahead with their plans and may
even claim a 'victory' with these OMB
decisions, it doesn't mean thev'll sown
be riding roughshod over the planning
approvals process in Pickering.
In the Valley Farm neighbourhood.
Pickering councillors have a very clear
vision about the evolving nature of
that arca as it relates to residential and
commercial planning and develop-
ment. That vision includes the creation
of a more visible and identifiable
downtown core. For that reason, coun-
cillors voted collectively, against the
Valley Farm proposal as submitted.
In the case of the Third Concession
area plan, councillors sought a limit on
the number of' houses to be built.
Su. Pickering residents - whether
for or against the proposed develop-
ments in either area - can take some
measure of assurance that councillors
are monitoring the type and quality of
growth in the town.
For those more closely involved in
the process, there can be some mea-

body exists to resolve the inevitable
disputes which arise.
In these cases, the system of checks
and balances established for those rca-
sons worked quite well.

Durham Region are ver} fortunate
to have high-profile candidates in
the arca. Your comments that
Durham West %IPP E:ckcr "is the
servant" are right in line with the
Torstar mentality. "She is the pub-
lic servant would be correct". "We
are the master" may be a term you
use toward your bosses or maybe
your battered wife uses toward
you. We are masters of nobody
but ourselves. Of couru the Lib-
eral and NDP candidates showed
up for the debates. Where else
would they be? It's not like they
are in demand for anything else.

The arrogance displayed by the
members of' the Tory party, espe-
cially the ministers of cabinet, has
been consistent, intentional and
disturbing. This government has
displayed in public its disdain for
anyone who disagrees with its po-
sition or policies. The usual mode
is to declare these individuals
"special interests" who do not de-
serve to be heard. Marginalizing
anyone who opposes any item in
the Common Sense Revolution
has been a trademark of this gov-
ernment. Both Janet Ecker and
Jim Flaherty displayed this be-
haviour by not attending candi-
dates meetings (which coinciden-
tally were sponsored by labour
groups), thus showing their arro-
gance and disrespect to the voters
of this region. As your editorial
states, they should be accessible
and accountable for their actions,
even in a debate environment
sponsored by some of the so-
called "special interests". As was
pointed out in your editorial, the
politicians are the servants, the
constituents are the masters - not
the other way around.

Education key issue at Whitby -Ajax forum
Flaherty defends Progressive Conservatives' record Dividing
BY C'1NUY UPSHALL
Stuff Writer
The Whitby Chamber of Com-
merce may have sponsored the
evening, but education issues
dominated the discussion at an
all -candidates meeting Wednes-
day.
Featuring all three candidates
for the Whitby -Ajax Riding,
many of the questions were posed
by the audience, filled with parti-
san participants, focused on edu-
cation.
New Democrat candidate
Betty Ann Craig, no doubt draw-
ing from her position as an Os-
hawa elementary school princi-
pal, spoke passionately about the
party's commitment to education
on several occasions, promising
to put money into special educa-
tion and criticizing the Progres-
sivc Conservatives for placing
blame on school boards for mis-
managing the funds given them
by the government.
"I have not seen waste. I have
seen my board of education work
tirelessly to use the small amount
of money that has been piddled
out by the government," Ms.
Craig said.
She later blasted the Tory plan
to test educators, calling it a "slap
in the face of teachers... Mr. Har-
ris and his team has been doing
this since 1 S95 and 1 say
enough;' she said.
On the education issue, Liber-
al candidate Aldo Di Giovanni
promised to get rid of Bill 160
while Progressive Conservative
candidate Jim Flaherty, the cur-
rent labour minister, rejected the
idea.
"It's not going to be an easy
task," Mr. Di Giovanni said about
JIM FI-IHERTY
'It has taken courage and
difficult decisions ... to get this
province hack on track.'
repealing the education reform
legislation.
"But at the end of the day, you
can't do any worse — so it's
gone.
He said if teachers were un-
happy, that's an indication some-
thing is wrong in education.
Mr. Flaherty shot back. "If
you repeal Bill 160 you take
away equal funding for all stu-
dents in Ontario and equal fund-
ing for Catholic and public
schools;' noting his government
was the first to ever do this in the
province.
But while Ms. Craig's strong
suit was her steadfast support for
education, a weak party election
platform left her with little to say
on issues such as government re-
structuring and infrastructure
other than her party, if elected,
would co-operate with the local
governments.
BETTY ANN CRAIG
'Mr. Harris and his team has
been doing this since 1995
and I say enough.'
Mr. Flaherty touted his gov-
ernment's record and stressed
that his party is the only one
which could keep the province on
the right track.
"It has taken courage and dif-
ficult decisions by my leader,
Mike Harris, to get this province
on the right track;' he said.
. Mr. Flaherty went on to tell
voters "There is a clear choice
between our party and the other
two opposition parties who do
not have a vision for our
province."
Although he said his party has
a vision and held up the party's
Blueprint, there was little discus-
sion about the plan other than the
promised 20 per cent personal
tax decrease and plans for infra-
structure projects.
For much of the candidates'
debate Mr. Flaherty highlighted
his government's past accom-

plishments while at Queen's
Park.
Mr. Di Giovanni tried to stress
the importance of the local cam-
paign% saying "we do not expect
to ride on anyone's coat tails"
Touting his party's 20/20 Plan,
he called the policies of the cur-
rent government "short sighted,
myopic, fly by night"
He criticized the actions of the
Tory government in local health
care, saying "we would not be
bound by the Health Service Re-
structuring Commission because
the Harris government only asked
it to review the need only to
2003 "
He said the Liberal plan looks
ahead to 2020.
Urging people to support his
party, he said the election of a
Liberal government would "bring
some reasonable balance to our
community."
Durham College offers thanks to MPPs
President acknowledges expansion funding efforts
GARY POLONSKY
Offered thanks during
`awkward ' time.
Two Tory cabinet ministers
and another Durham MPP took
time out of their busy election
campaign schedules yesterday to
receive thanks from Durham Col-
lege.
Although he protested the tim-
ing might seem a "little awkward
in the middle of an election,"
Durham College President Gary
Polonsky thanked the govern-
ment representatives for helping
to direct expansion money men-
tioned in the May 4, 1999 On-
tario Budget speech to the col-
lege.
Mr. Polonsky had no informa-
tion as to the cost of the project,
square footage or when expan-
sion will begin.
"The dollar figures and square
footage will be left for another
time," he said.
"It will probably be in excess
of 100,000 square feet. It's huge,
absolutely huge.
"The three people here today,
unfortunately (Oshawa MPP)
Jerry Ouellette could not be here,
played a fundamental part," said
Mr. Polonsky.
"I thank Jim Flaherty, Janet
Ecker, John O'Toole and Jerry
Ouellette in his absence. We will
never ever forget"
The above mentioned politi-
cians were the only candidates in
attendance at Durham College's
Skills Training Centre where they
helped unveil a large billboard
facing Hwy. 401.
Mr. Polonsky said candidates
from all parties were invited to
attend the event.
Durham was one of four post-
secondary institutio-is mentioned
in the budget speech earlier this
month as a recipient of what Fi-
nance Minister Ernie Eaves
called the SuperBuild Growth
Fund.
Durham College has partnered
with Bell Canada, General Mo-
tors, IBM and Nortel Networks
during the last three years and
plans to work with the corpora-
tions in creating a Manufacturing
and Information Technology
Centre.
As well as the new educations
centre, both Oshawa and the
Whitby campuses are to be ex-
panded.
The proposed project is to
have three main components: a
smart building at the Oshawa
campus; more computer support
and upgrades, plus a new com-
munications centre, also at the
Oshawa campus; and an expan-
sion of the Skills Training Centre
in Whitby.
perennials
Dividing perennials is the easiest
method of getting new plants with-
out having to buy them. The plant
benefits too. Dividing increases the
plant's vigor. When a plant isn't
blooming as well as it has in the
past, it is usually time to divide it.
Conditions for dividing perenni-
als are ideal when we have had a
couple of days of light rain and it is
overcast. If rain isn't in the forecast,
water the plants to be divided thor-
oughly a day before you plan to di-
vide them. Never divide your peren-
nials on hot, sunny days.
Lift the clump with a fork or
spade and then if you can, gently
disentangle the roots with your fin-
; ger%. For large and densely rooted
clumps, use two pitchforks back to
back. Put them in the centre of tlx:
clump and then pry the pieces apart.
The truth is by the time most of us
get around to this job, the roots are
so matted together that this isn't
practical.
Mc experience is a good slice
with the spade will do the job well
enough. The important thing is to
make sure each piece has its own
root system. Woody plants are a lit-
tle harder to separate. After }ou lift
them, wash the crown% to re%eal the
growth buds. Cut through the gown
with a sharp knife leaving at least
one healthy bud and root, then dis-
card the woody centre growth. Once
you have separated the plant -Anil,
the divisions in a pail of water with
a diluted transplant fertilizer added.
This will help stimulate the fibrous
feeder r(x)ts to grow. I also cut the
plant's foliage back by about one-
third since there are fewer roots to
sustain a large leaf system.
Coral bells, peonies and iris
should be replanted slightly below
soil level. All other perennials
should be replanted at the level they
were growing before you moved
them.
Iris should be treated a little dif-
ferently when they need to be divid-
ed. Wait till they have just finished
blooming, then cut all the young rhi-
zomes away from the older pieces.
Trim the leaves to a fan about one-
third of their original height. Re-
plant the young rhizomes in a sunny
place, amended with a large quanti-
ty of compost and other organic
matter. Some plants resent being di-
vided and it should be avoided if at
j all possible. These include aselepias
(butterfly weed), euphorbia, gypso-
hila (baby's breath), oriental pop-
pies and columbine. Once you have
replanted your divisions they will
need some time to recover. Most
will look a little haggard at first, so
make sure they are watered well and
be patient. They will soon recover.
Remember to share your left-
overs with other gardeners. How
often have you strolled through a
friend's garden and heard him or her
say with pleasure "I got this from so
i and so"?

Killing Y earl French in
Catholic schools ripped
Parents may go to public schools, one hints
BY SUSAN O', WILL.
Staff 4'riter
Deleting core French instruction for
students in Grades I to 3 will cause
"considerable problems" for separate
board pupils in the future. trustees heard
Tuesday.
Chris Shovlin. whose son is in senior
kindergarten at St. Theresa Catholic
School in Whitby. told the Durham
Catholic: District School Board its move
to cancel French programs in the prima-
ry grades is jeopardizing his son's future
in French immersion, which is not of-
fered in the separate system until Grade
4.
"We've become worried about the
timing of these changes and the impact
(on students):' Mr. Shovlin said.
He maintained the deletion of core
French programs prior to Grade 4 will
cause "considerable problems" for
youngsters trying to complete the
French immersion program because
those students will not have had the ben-
efit of francophone classes in the prima-
ry grades.
Mr. Shovlin said he and his wife
Brenda have been "investigating" enter-
ing their son in French immersion. but
noted the fact the board doesn't offer the
program until Grade 4 puts students at a
"disadvantage" against pupils in
Durham's public school system which
offers French immersion beginning in
Grade 1.
"Our preference is to remain dedicat-
ed to the Catholic system:' he said. Mr.
Shovlin believes other families will like-
ly enrol their children in public schools.
but "That's an option we don't want to
take.'
He added a proposal to begin French
immersion in Grade I starting in the
2(XX)-2(X)I school year, which was de-
feated by trustees in April, would have
been a "welcome change. We don't
want our son to be a victim of unfortu-
nate timing. " Mr. Shovlin said, adding
the best outcome would ideally sec the
commencement of French immersion in
Grade I this September.
" V1c're looking into this and there
will be a report coming back to the
board in the fall:' board Chairman Mar}'
Ann Martin said.
"Quite a four questions have been re-
ceived since the initial presentation:' the
Whitby trustee said. "Obviously we
haven't settled anything on ( French im-
mersion programs). "There should be
French immersion in Grade I. It has to
be looked at again:' she said.
Trustee Martin pointed out the "main
concern" among colleagues is the fact
the: board doesn't know how many stu-
dents would enrol in an early immersion
program. And, if the numbers were
barge. that would mean increased trans-
portation costs.

Durham councillors defend $7.4 million in
BY KEITH GLLLLGAN
Stuff Writer
The $7.4 million Durham Region
spent on consultant fees last year is
..small potatoes" compared to the cost
of hiring staff to do the same work.
So, commissioning a report on
Durham's use of consultants was "an
absolute waste of taxpayers'
money ... for a political fishing trip:' Re-
gional council's finance committee
heard Wednesday.
Fees for consultants to do everything
from review safety standards to conduct
archaeological assessments represented
about 1.2 per cent of the Region's 1998
gross budget of approximately $6(X)
million. About $5.5 million or three-
quarters of the money spent on consul-
tants was for their work on capital pro-
jects.
Finance commissioner Jim Clapp
told the finance committee, "Me Re-
gion is a big business, with a 86(x) -mil-
lion budget. This is pretty small pota-
toes, one per cent"
He noted on some projects, "Some
consultants here were paid for by other
municipalities or other third parties"
For example, CN Rail paid some of
the consulting fees for road and bridge
work on Park Road over the CN tracks.
just south of Bloxx Street, in Oshawa.
But, the lack of that information in
the 52 -page report on consultants' fees
and the absence of figures on other pro-
jects where consultants' costs were
shared by third parties is understand-
able, said Region Chairman Roger An-
derson.
"I know the time it would take to
(compile that information) would bx as-
tronomical;' he said.
Mr. Clapp reported finance depart-
ment staff alone spent 170 hours to
gather the information in the report but
didn't know how much time other dc-
partments devoted to compiling the
data.
The: request for the report was made
in March by Oshawa Mayor Nancy Di-
amond who hadn't seen the report and
couldn't comment on the: matter as of
Thursday.
But, Oshawa Councillor and finance
committee chairman Brian Nicholson
noted all the infoyrmation about money
spent on consultants is available in bud-
get documents. "This strikes me as an
absolute waste of taxpayers' money. If
(the request for the report) was done fox
a political fishing trip, it's an awful
waste of money and staff time:'
Coun. Nicholson said a policy
should be put in place "to restrict this
kind of fishing expedition. What's to
stop us from asking for something that
will take 200 hours (of staff time to
compile)? I'd like a policy that beyond
a certain level, it needs committee ap-
proval and council approval "
Finance staff "could be doing their
jobs, instead of doing, in my opinion, a
nonsense report," Coun. Nicholson
added.
Mr. Anderson also questioned the
wisdom of commissioning the report as
"Everyone one of these (consulting pro-
jects) was approved by us."
Using consultants saved the Region
from having to raise taxes "by three dig-
its" to pay for staff to do the same work,
Coun. Nicholson said. "We'd have hun-
dreds of staff sitting around doing noth-

Grade 8 kids learn high
school not so scary
Teens ease transition for future high schoolers
BY SUSAN O'NF./LL
Stag' Writer
PICKERING — Making the transi-
tion from an elementary school to a high
school with approximately 20X) stu-
dents can be a scary thought for many
pupils as they contemplate starting
Grade 9.
Rumours of high school initiations,
fears of'not knowing anyone and worries
of not being able to keep up with school
work are common anxieties among
Grade ii students.
But, with the help of some high
School seniors from Pine Ridge Sec-
ondary School, Grade 8 students in
Pickering are learning there's no need to
worry about starting high school.
"It's not as scary as they think:' says
OAC student Jason Gomer.. -As long as
they stand as individuals I think they'll
be OK"
Mr. Gomez was one of approximate-
ly 20 senior students from the Liverpcxol
Road high school who talked with
Grade 9 pupils about high school life
during a workshop for future Pine Ridge
students at William Dunbar Public
School last Thursday.
And, the youngsters participated in
an anti -racism workshop, entitled Mak-
ing the Right Choices and developed by
a team of educators from the Durham
District Schad Board four years ago to
help caw the transition into high %Lh(x)I
and to address students' concerns.
"We will have in -serviced 300 kids in
anti -racist leadership (through this
workshop'):' reports Lewis Williams, the
hoard's ethnocultural equity and race re-
lations officer.
He notes the program "ties in with
our priority to train kids as leaders ... It's
also a major program to help ease the
transition to high school and a chance
(for students) to talk and work through
Some of the anxiety we know kids feel:'
Jacqui Steer, principal at Bavview
Heights Public School and one of the
program's founders, says it grew from a
concern that students were hearing ru-
mours they "couldn't interact with cer-
tain cultural groups (at high whorl).
"It's a good forum to bring them to-
gether to dispel some of those rumours
and fears, to address rxism and to give
them some conflict resolution skills:'
Ms. Steer says.
"I think most people fear not fitting
in and not knowing anyone:" says Sarah
Imbrasas, a Grade K student at Wood-
lands Centennial Public School. last
Thursday's workshop -taught us to re-
spect one another and make new
friends"
"Before I was sort of nervous:' says
Woodlands student Whitney Shore.
"Now, 1 think it will be easier to go into
Grade 9 and jump in with both feet"
"it was very worth it:' notes Whit-
ney's classmate V. J. Persaud, who says
the opportunity to talk with a senior stu-
dent was great.
"If she can do it I can do it:' he says.

From left Mrs. Barbara Purdy, Janessa Dee, Vicki Reinhart, Ciara
Ball, Johanna Purdy, Jennifer Purdy and Katie Snodden.
I would like to take this opponunily to thank my daughters coaches
Barbara Purdy and Angela Harkness for their expert help and guidance
leading up to the Uxbridge and Port Hope Inn itational as well as their
keen interest all year. We both thank vou.
I would as well extend a resounding applause to Mrs. Purdy in that
while she is not able to coach under the Uxbridge Skating Club banner
she has trcirwridously benefited her students in both successful test days
and in reaching the podium.
