Durham teachers slam cuts
Public board's draft budget the target
By SUSAN D'.NF.lfl
Staff Writer
Restoring funding for secondary
school teachers and preserving finan-
cial support for special -education pro-
grams should he priorities for the pub-
lic board during the ongoing budget
process. trustees were told Monday.
Durham District School Board
trustees heard from local members of
the Ontario Secondary School Teach-
ers' Federation (OSS7T) and the Ele-
mentary Teachers' Federation of On-
tario (ETFO) during the second public
meeting held by the board's education
finance committee.
Approximately 25 teachers and area
residents attended the meeting at the
board's education centre in Whitby to
get a look at the second draft of the
board's budget and to make deputations
to trustees.
Stella Dorsman. co -president of
ETFO's Durham division, told the
committee proposed changes to spe-
cial -education programs are "not in the
best interests of our students.
"Unfortunately, our government be-
lieves in a one -size -fits -all approach to
education funding, and that size does
not, and cannot, fit Durham:' she said.
"We all recognize the fact that we
cannot lose 130 special -education
teachers without a significant impact on
the system. This is not in the best inter-
ests of our students:'
In an interview, Ms. D orsman said.
" I don't think we told trustees anything
they don't already know I think they
know that we have a good program.
-we understand their dilemma. We
don't know where they can find the
moncy- it's the rigid funding formula
that has put us in this situation:' she
added.
However, she said if the board is un-
able to maintain its current programs.
then site txopcs trustees can find adch-
tie7nal money to increase the number of
special -education resource teachers
who'll work with students.
A submission to the board from
OSSTF Durham district president Pat
Jermey and president-elect Shelley
Page. said. "It's essential to restore sec-
ondary education in Durham"
"You are setting your budget priori-
ties now We urge you... to reconsider
your priorities now, to make the quality
of secondary education one of those
priorities:' the union representatives
said.
OSSTF maintains teachers "are feel-
ing demoralized and undervalued as in-
dividuals. They feel unable to live up to
their own standards. They want to be
able to do more to meet the individual
needs of students"
The union's submission to the board
also noted high school teachers are
looking elsewhere for employment due
to the discrepancies in working condi-
tions between the Durham board and
others across the province.
-Our teachers will seek employment
in other boards which staff to six -of -
eight timetables and whose salary lev-
els are well above those paid to the sec-
ondary teachers of Durham. Similarly,
interest in leaves is unprecedented and
still others among our dedicated col-
leagues are leaving teaching altogeth-
er:' the union leaders said.
Meanwhile, Ron Trhovich, the
boards superintendent of business, out-
lined changes to the second draft of the
budget, telling trustees the board is "ac-
tually over budget by approximately
5900.(100"
He said there was a reduction of ap-
proximately $1.2 million in funding for
school operations in the second draft,
while the M7ard's top -up funding lir
school operations increased to $2.1
million from $1.8 million between the
first and second drafts.
The education finance committee
hosts a public meeting at Pickering
High School in Ajax on Wednesday.

Who so wired
over hydro line?
Maple Ridge residents knew
of hydro corridor long ago
Surcly there can be some common ground found be-
tween Maplc Ridge residents in Pickering and Town offi-
cials over the relocation of a power line from the Kingston
Road corridor.
Residents turned out again last week to oppose a move
by Pickering Hydro to relocate the line into an existing
hydro corridor which borders on their neighbourhood.
The move, say Pickering officials. is required as part of
the beautification project to remove electrical lines from
the Kingston Road corridor which runs through the centre
of the town's vital business district.
But. Maple Ridge residents want to know why that pro-
ject means they have to put up with another power fine
running through their neighhourhowd.
"Don't transport the problem from one area to the
Other." noted resident Bill Alexander in reference to the
proposed above -ground transfer at a public meeting last
week.
By an accident of geography, it seems. Maple Ridge res-
idents feel they are being singled out for the consequences
of a need that is far removed from their neighbourhood.
But let's look at the issue logically. The hydro corridor
just north of the area existed long before most of the homes
in the area were built. Surely those people were aware of it
and chose to purchase homes in the area anyway. Further,
some residents point out they use the hydro corridor for
passive recreational uses. That admission indicates — on
the face of it — the hydro corridor hasn't had any negative
impact on their quality of life.
So. why would the installation of one more power line
reduce that standard in any way:'
Certainly, Maple Ridge residents have exercised their
right to speak out against the proposal. For their part. Pick-
ering politicians and Pickering Hydro officials have shown
a willingness to compromise. as witnessed in changes pro-
posed so far to address the concerns of constituents.
However — and in the interests of saving approximate-
ly E I million required to bury the line — it's not unreason-
able by anv measure to move a hvdro line which must be
relocated to a hydro corridor.
That's small comfort for Maplc Ridge residents, to be
sure. but the expenditure of an additional $1 million can
only he reflected down the road in higher electricity bills
for all Picker ng residents.
Relocating a hydro line to a hydro corridor already full
of c using power lines is logical. cost-effective and ac-
ceptable
The Maple Ridge purest has, unfortunately, been shots
.n% spccet.c. — w why area residents so vehemently oppose
the relocation, leaving some in the community with a per-
ception they're plagued by the NIMBY syndrome (Not In
My ar
Backvd).
Whether that's the case, however. isn't going to change
the course of the debate. We can only encourage residents
and Pickering Hydro to continue the dialogue which has so
far given rise to some compromise
as was noted earlier, there can be some common
ground found that will meet the needs of both sides.

The premier faces the music
Protesters give incumbents a rough ride
Premier Mike Hams's biggest
problem so far in the election has
been trying to get nd of crowds that
have come not to praise, but bury
him.
The Progressive Conservative
premier was being followed by
demonstrators even before he an-
nounced the election. Trying it)
avoid being heckled w% he called it
Mr. Harris took news media in a
bus without even telling them
where they were going and re-
vealed all in a suburban garden.
But 50 demonstrators still got
diem, because a bus is easy to fol-
low, and made Mr. Harris stumble
slightly over his script when they
jeered across a fence.
They even rattled the premier
enough that he railed that 'some are
even paid to protest' a wild charge
he made no attempt to prove.
Mr. Harris may merely have
meant he suspected from their slo-
fans some were teachers, but they
were on lunch break and protesting
on their own time, as anyone is en-
titled to, and Mr. Harris, who stirs
deep antagonisms as well as loyal-
ties, should know better than to sug-
gest some protest against him only
for pay.
The premier also put his top
election strategists, mostly lobby-
ists, on the public payroll so they
could plan for his re-election and
paid them more in public funds per
day then he allows some welfare re-
cipients in six months.
Next day on the campaign Mr.
Harris held a news conference on a
construction site which he thought
would make goad television and
again was almost shouted down.
The premier. despite having the
microphone, was unable to score
Eric
Dowd

off them. When he said he is help-
ing people work and feel more se-
cure. one interjected 'not the people
I know.'
Mr. Harris knew he would be
heckled in the election. Unions and
anti -poverty gaups had threatened
it and the Tories said often they ex-
pect 'mean and nasty' attacks,
which have not quite materialized.
Mr. Harris is the only premier in
memory hit by an egg - it splattered
on his path leg in Kitchener - but
that way nearly four years ago.
The worst violence during his
term, ironically, was when police
clubbed supporters of a public ser-
vants' strike outside the legislature,
and not any by Mr. Hams's critics.
Liberal premier David Peterson
had more serious problems from
demonstrators when he called an
election in 1990 and allowed them
to throw him off course.
Even when he called the election
in a media studio, an activist who
sneaked in took up the first 10 min-
utes playing a tape accusing him of
ignoring pollution.
The media who lapped it up
changed the rules so it could not
happen again but it started Mr. Pc-
tersoo's campaign on the downside
and it never recovered.
Mr. Peterson found dcmonsra-
tots everywhere with wide con-
cerns from proliferating dumps to
poor working conditions of cornet: -
mons officers.
Mr. Peterson was pushed physi-
cally, because he had boasted he
was open and accessible and re-
fused to be seen surrounded by pro-
tective police.
He grew increasingly irritated
and when a demonstrator called
him 'a poverty premier; he retorted
'get a job' and was accused of
sneering at the unemployed. The
angrier Mr. Peterson grew, the more
cameras filmed it and even when he
went out a back entrance to dodge
confrontation, he was accused of
being afraid.
Mr. Peterson, a university boxer,
said he was worried he would get
hit in the head and would have
loved to 'take a swing' at demon-
strators, but never did.
New Democrat premier Bob
Rae, who Mr. Harris beat in 1995,
was almost grabbed by a demon-
strator, was pictured as a donkey on
billboards by pro -Harris groups and
booed by supposedly non-partisan
police outside the legislature and in
the SkyDome, but aever allowed it
to put him off stride.
But the most prolific demonstra-
tions in an election in decades were
against Tory premier William Davis
and his refusal to fund Roman
Catholic high schools and Mr.
Davis felt they underlined that he
staid for a principle and helped him
win. Mr. Harris also has to learn to
live with. demonstrations and turn
them to his advantage.

Tall Ship
Young Canadians are being given
a chance to represent their country,
its youth and future in a "once in a
lifetime opportunity".
The Tall Ship Millennium Chal-
lenge and the federal government,
through Canada's Millennium Part-
nership Program, are looking for 500
Canadians aged 15 to 25 years to
serve as Canadian Crew Sail
Trainees.
The trainees will participate in the
Tall Ships 2000 Race and OpSail, Pa-
rades of Sail, the longest maritime
events of their kind, sailing from
Canada. Europe, the Caribbean and
U.S.
Voyages will range from one to
four weeks, with 22 crew changes.
Each sail trainee will he spon-
sored while on board, but must pay
their own transportation costs to and
from the ship and will be required to
complete all application require-
ments.
Support packages will be provid-
ed to help trainees raise funds.
Sailing experience is not needed.
as trainees will be instructed in Sea-
manship, navigation and ship main-
tenance.
**The young people chosen for the
Tall Ship Millennium Challenge will
participate as the official tall ship
Canadian crew, not only to represent
Canada, but to represent the youth
and future of Canada," Deputy Prime
Minister Herb Gray notes.
