She reports more than 600 ele- mentary students from 18 public and separate schools throughout Durham headed to the Green Acres Outdoor Education Centre in Markham Thursdav for a variety of environmental workshops. The students, in Grades 6 through S. studied forestry, agri- culture, the environment, water and recycling during presentations at the outdoor education centre by more than 15 private and govern- ment organizations. Couple charged in welfare fraud Two separate cases reveal $190,000 taken A Pickering couple and a Whit- by man have been charged in sepa- rate welfare fraud cases totalling $190,000. The arrests follow investiga- tions by the Durham Region Social Services Department and the Durham Regional Police major fraud unit. Detective Jim Griepsma said a -husband and wife received $66,683 in general welfare assis- tance from August 1991 until De- cember -1996. An investigation revealed the man began working in 1993 full- time as a manager for a marketing firm, but the information wasn't disclosed, he said. Meanwhile, a man collected $124,000 in welfare payments from 1990 to 1998 while claiming to be single and "the sole support- er for his two children," Det. Griepsma said. It's alleged he failed to report he was working and that "he was liv- ing with a' woman in a spousal sit- uation, and she was also em- ployed:' he said. Charged in the first case with one count of fraud over $5,000 and three counts of perjury are John Frederick Basford, 51, and Sharon Rita Basford, 42, of Hollyhedge Drive, Pickering. They are to ap- pear in court May 20. Donald William Leitch, 38, of Johnson Avenue, Whitby, is also charged with one count of fraud over $5,000 and seven counts of perjury. He appears in court May 7. According to Mr. Mohajer, the work could be done for $100,000 to $20,000, and the research being done in the Rouge and else- where by OPG isn't really necessary because most of it has already been done by others. Mr. Alexander says he's surprised to hear Mr. Mohajer criticizing the plan to research the Rouge. "The AECB (Atomic Energy Control Board) has asked us to look at the Rouge River largely be- cause of the noise (Mr.) Mohajer was making about it and we're doing that" Mr. Alexander maintains the status of the Rouge area has not been settled and research is needed to decide whether the faulting there was caused by an earthquake or something else, and to determine the be justified: Utility extent of the faulting. Nuclear plant quake safety being addressed: OPG PICKERING - The ability of the pressure re- lief duct (PRD) at the Pickering nuclear station to withstand a significant earthquake is likely to soon be confirmed, according to Clive Alexander of On- tario Power Generation (formerly Ontario Hydro). Mr. Alexander recently made a presentation to the Town's Pickering/Ontario Power Generation Liaison Committee outlining what the corporation is doing to investigate and upgrade the earthquake safety of the Pickering plant. A consultant's review conducted for the Atom- ic Energy Control Board and released earlier this year raised concerns about the PRD, which con- rtee:ts the station's reactors to the vacuum building that is supposed to contain any radioactive release in the event of a reactor accident. The consultant suggested a 'surface wave effect' resulting from an earthquake could shake the PRD apart. FI� Mr. Alexander said OPG has hired a consultant to examine the issue and so far it appears the close- ness of the piers supporting the PRD and the strong foundation they are in are sufficient to protect the structure. The consultant's report will likely be complete by the end of 1999. "We do not expect to see any threat to the seals between duct sections and therefore no threats to the containment boundary" said Mr. Alexander. He also described the new in -plant seismic monitoring system expected to he installed at the Pickering station by May 25, which will provide valuable data on the facility's response to the earth- quakes that do occur As well, he noted seismic up- grades are a part of the restart plan for the station's 'A' side, including needed structural and other im- provements identified by the review done for the AECB. Premier Mike Harris Tuesday unveiled the Province's new Charter of Education Rights and Responsibilities which calls for the implementation of a testing program for teachers and increased tests for students so parents can compare schools. "I believe this charter will help everyone involved in classroom leaming work to- gether for the highest quality education possible;' the pre- mier said. "The quality of a child's teacher can make or break that child's entire edu- cation. We have excellent teachers, and we have a re- sponsibility to our kids to en- sure their teachers have the most up-to-date skills and knowledge possible. However, Pat Jermey, Durham district president of the Ontario Secondary School Teachers' Federation (OSSTF), says the charter is proof that the government is "continuing to attempt to dis- credit public education". She believes requiring teachers to write re -certifica- tion exams every three to five years "will be very costly" and time consuming and notes school boards already assess educators through reg- ular performance appraisals. "We don't ask our doctors to go back and be re -tested. We've traditionally had a very high percentage of teachers who do participate in professional development as a personal commitment to life-long learning" Ms. Jermey wonders if the Province is preparing to in- troduce charter schools. The government's charter states, "Every Ontario student has the right to publicly funded elementary and secondary education that will open doors to future opportunity" Ms. Jermey says that state- ment "commits public tax dollars to every Ontario stu- dent" and could be viewed as the first step toward a vouch- er system where pupils can use public funding to attend the school of their choice. Durham Catholic District School Board chairman Mary Ann Martin says while she's "all for professional de- velopment", the Province's new charter goes 'over- board" in its emphasis on testing. "We are just testing, testing, testing" She reports the premier's announcement came as a sur- prise to school boards. "I don't know how to sum it up," says Mike O'Connor, Durham elementary presi- dent of the Ontario English Catholic Teachers' Associa- tion. "I'd like to just write it off to stupidity... but he's real- ly looking to pick a fight.- Mr. ight"Mr. O'Connor says re- quiring teachers to write reg- ular tests will do nothing to alleviate the current shortage of educators in the province. In fact, he says, it could "fur- ther restrict the ability to at- tract teachers to Ontario" The government's plan to introduce tests for students at each grade level to allow par- ents to compare schools will be "disastrous", he says. Bev Freedman, superin- tendent of programs for the Durham District School Board, notes introducing standardized tests designed to enable parents to compare schools would be a move in the "opposite direction" from the purpose behind the Grade 3 and 6 assessments. The charter also calls for student.% to learn self-respect and respect for others and says pupils should only be promoted to the next grade when they've passed the one they're in. "This government does not believe in social promo- tion," Ms. Freedman says. "Research says the surest way to have a child drop out of high school is to fail them, especially early on." The Tory leader brought forth nothing new in the 15 -page document which was long on repetition and short on new government programs. That's because there is an election imminent, with most prognosticators calling for a ballot box date of June 10, less than seven weeks away. There will he more released in the budget speech, expected May 4 and probably about a week before the writ is dropped and the campaign official- ly starts. Pre -budget goodies may well con- tain a one- or even two -per -cent cut in the provincial sales tax and perhaps other tax cuts. The throne speech repeated previ- ous promises or confirmed pledge leaks. We were told of a balanced budget act which would penalize the premier and ministers if the deficit ex- ceeded one per cent. There was also taxpayer protection meaning no new tax hikes unless a referendum was first h Id O h h contracts. Dalton McGuinty countered with his own Liberal election platform ear- lier this past week saying he will undo much of the damage the Tories have done these past four years. He promis- es a huge funding boost to health care and education - the two pillars around which he will campaign - but pledges his changes will be made without tax increases. Instead, the Liberals will use existing federal transfers com- bined with savings the party has iden- tified and what they say will be a strong economy over the next few years. The Liberals are being cagey about their current position in the wake of just -released opinion polls which show them with a 12 -point lead over the Tories. The poll suggests a Liberal majority, but then again since 1987, the Liberals have in most years held a lead over the Tories. Teachers, you'll remember, went on an illegal strike at one point, forcing children out of school. That just didn't jibe with their platitudes about putting children first. Many will never forgive or forget. Myth 3: Dalton McGuinty isn't up for the job. Not true. If he wasn't up for the job, he wouldn't be leading the Liberal party. He stands firmly behind a plan that, at the very least, deserves your time and effort to consider. Whether you agree or not, your civic interest lies essentially in casting an in- formed vote. Myth 4: The provincial New De- mocrats will do poorly in the coming election. Oops, that's actually true. How did that get here? Myth 5: American-style commer- cials don't work here in the Great White North. Not true. Have you seen Dalton McGuinty's new hair -do? He looks better, more hip, more sophisti- cated and ready to, well, become the next premier of Ontario. You don't think he did that just because his hair stylist suggested it, do you? Myth 6: The Tories don't care. Not true. It would have been more careless for them to let the deficit continue its upward spiral. It would have been careless to create conditions in which anyone who is inclined to do so could live on welfare. It would have been careless to ignore the need for efficien- cy in public institutions and agencies. All myths, all the time. Somehow our social obliga- tions have become turned around and this comes at a time when our taxes are at an all-time high in spite of Janet Esker's great welfare reform. How come Janet? During budget deliberations Wednesday. Regional council ap- proved the third allocation of a five- year commitment to the college. College president Gary Polonsky reported the provincial government is giving the institution $5.5 million in operating funds to establish the university centre. "It sends a signal that this baby is here to stay." The college would remain once a Durham university is established, he added. "We plan to preserve the things that are good about us, our guarantee to employers (that Durham students will have the nec- essary skills when they enter the workforce) and no poor person will Millennium Trail up for decision PICKERING - The first stage of the proposed 'Millennium Trail' project for a walkway and other fa- cilities along the Pickering water- front goes before Town council's executive committee Monday night. Ward 2 local Councillor Mark Holland, who chairs the committee of politicians and community repre- sentatives steering the project, is en- couraging residents to attend the meeting to see the presentation on it and "get aSense of the full flavour of what's being proposed" The Millennium Trail project is intended to begin the revitalization of the town's waterfront with the construction of a 'Millennium Square' at the foot of Liverpool Road, some recreation facilities on the lakeshore and of sections of an interpretive trail along the water- front which would ultimately travel from the Rouge River to the Ajax border and trace Pickering's history from First Nations Settlement into the new millennium. According to a report from Coun. Holland to the executive committee, the project is expected to cost about $2.56 million. Town would be expected t about $1.2 million of that phased over three years. The rest would come from sources such as the federal ($400,000) and provin- cial ($200,000) governments, Toronto and Region Conservation Authority ($200,000), Ontario Power Generation (the Pickering nuclear station, $500,000) and com- munity service groups ($100,000). The figures provided are estimates only of the amounts expected. Coun. Holland says $900,000 would have to be raised from the non -Town sources before construc- tion could begin. When a lender receives an application, the first thing they do, is run a credit bureau, which does not seem like a big thing, however, it has created a permanent record as an inquiry on your bureau. If you apply for credit more than THREE times over a SIX month period, most lenders (or their computer scoring system) will automatically decline the application because of "Credit Seeking Activity". No this is not proper but it is a reality. Do not let your cred it card payments fall more than one month behind. (Definitely keep them up to date if possible) When ar account becomes two payments behind it is classed as a minor delinquency. Remember the phrase three strike., and you're out. in credit that is reduced to two strikes. When an account hits three months behind, it become., classed as a major delinquency, and the one strike and you're out comes into effect. One thing you can do, is make general inquiries as to the possibility of getting an approval based on the terms and conditions yo l require. Hospice Durham provides in-home support to individuals and families faced with a life-threatening illness. It is a free community-based program that relies heavily on volunteers, but more are needed. Hospice volunteers help hospice families with companionship, emotion- al support and non-medical tasks, but can also choose to help the hospice by organizing fund-raising projects or doing administrative tasks. The 24-hour training course will run every Wednesday from May 5 to May 26. The course will run from 9 am. to 4 p.m. at the Whitby Free Methodist Church, 1916 Rossland Rd. E., Whitby, with a break for lunch at noon until 1 p.m. The registration for the training course is $20 and covers course materi- als and expenses. This beautiful valley is adjacent to the 7,000 acre site of the planned com- munity of Seaton. The trail, a living laboratory that provides a natural science experience for everyone, is a single, uninterrupted link of more than 1,000 acres stretching from Green River in the north to Camp Pidaca in the south, a distance of 7.2 km. In pioneer times. the valley was the site of several water pow- ered mills and a grist mill still exists at Whitevale. The rest of the valley has been little used and has become a refuge of wooded slopes and meadows. St. Mary Catholic Sec- ondary School teacher and football coach Bob Bridge- man and a group of 34 players from all grades took part in a three-day Northern Alberta All-Star Football Camp run by Tom Wilkinson, former great quarterback of the Canadi- an Football League's Ed- monton Eskimos. Bridgeman says the Al- berta trip fulfills a promise he made to players at the school before a labour dis- pute between the Durham Catholic District School Board and its teachers saw extra -curricular activities killed. "I made a promise to them during the lockout when we lost our season" that the football program at the school would resume, says Bridgeman, who en- joyed a brief CFL career with the Eskimos and Cal- gary Stampeders in the early 1980s. The cancellation of foot- ball "took the heart and soul out of these kids. It was difficult to see them with a definite loss of spir- it.- During pir- it"During their three-day stay at the Alberta football camp, the St. Mary players were billeted with Wilkin- °siin and his coaching staff. The camp attracted approx- imately 200 players, pre- dominantly from Alberta. On Friday morning, the St. Mary team was taken on a tour of Edmonton's Com- monwealth Stadium by Es- kimos general manager Hugh Campbell and held two practices. The squad saw an Edmonton Trappers 'AAA' baseball contest later on Friday. On Saturday, the St. Mary players returned to the football camp at the University of Alberta in Edmonton for two practice sessions before being treated to a barbecue at Wilkinson's home that night. The bankers built a quick lead, but Bob's played the fast break and was able to take a lead at half-time. In the final half, Bob's continued to play well en route to a 52-35 victory. Lori Lomberg scored 18 points to lead Dakota Bob's. Lana Letourneau replied with 14 for the bankers. Regular -season champs East Side Mario's downed a fired -up Glenn's Auto Service team which played a solid contest. Foul trou- ble by Glenn's in the latter stage of the game allowed Mario's to post a 37-28 victory. Engrid Carmichael scored 12 points for East Side Mario's.
