town's millennium celebrations
are turning into an "orgy" and
ignoring community needs, ac-
cording to a Pickering council -

Durham teens want 'super' student council to advise school board

dent council to increase communica-
tion between the Durham District
School Board and its high school
pupils.

• a gala black -tie dinner for
240 couples (with admis-
sion at 5500 per couple);
• and a 530,000 fireworks

As well, about $80,000
will buy millennium ban-
ners which will be on dis-
play throughout the town
and at other millennium
events, and $10,000 will
enhance the Town's regular
First Night festivities at the
Pickering Recreation Com-
plex on New Years Eve.
The committee also
plans to put Pickering 2000
millennium logos on all
Town buses and provide
souvenir items such as
stick flags and lapel pias to
hard out and T-shirts, hats
and mugs to sell.
Approximately 45 other
regular local events will be
tied in to the millennium
celebrations, including the
Town's Canada Day festiv-
ities, the Santa Claus Pa-
rade, Winteril and Pick-
ering Museum Village ac-
tivities.
"The bottom line is
these are private funds,"
said Coun. Dickerson.
"The Town is simply acting
at this point as a banker to
receive and disperse the
funds"
However, he added the
committee is still open to
suggestions from commu-
nity groups. "if they have
something they want to do
and they want to raise
funds for and we can be of
any assistance, we will"
East Region of the Ontario Secondary
School Students' Association
(OSSSA), proposed the formation of -a
"super council" composed of teen
trustees and student leaders from
across the region to "serve as a basis
for two-way communication" between
pupils and the board.
"The Durham board has already
taken steps to ensure that student opin-
ion is considered through the election
of two pupil represenuiiiws who at-
tend hoard meetings:' Miss Thompson
said. While student represenuition on
the board is 'a step in the right direc-
tion, 1 feel that more needs to be
done "
Under Miss Thompson's proposal,
the super council would include stu-
dent council presidents from each high
school across the region, the two stu-
dent trustees, an OSSSA representa-
tive and delegates from the Student
Leadership Interactne Council (SLIC)
and the Executive Student Councils of
Ajax and Pickering (I -'SOAP). The
group would meet three times each
)ear. once in the first semester, once
during the second semester and a third
time during June to hand over respon-
sibilities to incoming members.
"I think this is incredibly important
and necessary especially with the
pending secondary school reforms and
the (issues surrounding the large grad-
uating) class of 2(X)3," she added.
As well, Ms. Thompson said, a re-
gional student council would "create
more concrete tics" between the board
and its secondary school pupils.

"It's good to have an exchange around
the region and important (students)
have an opportunity to dialogue"
Student trustee Leanne Morrison,
an OAC pupil at Pickering's Dunbar -
ton High School, urged trustees to
support the council and provide space
for the group to meet.
Trustees will vote on the proposal
at the April 19 board meeting.

tion in African -Caribbean dance and
William Lau taught pupils elements
of classical Chinese operatic dance.
Ms. Walchuk reports.
The artists also worked closely
with five selected pupils from each
school.
And, those 20 students then took
part in a performance of The Land of
Cards on Friday, a production being
presented by the Menaka Thakkar
Dance Troupe in Toronto later this
year.
"It's been a really great experi-
ence learning about all the different
cultures," says 13 -year-old Erin
Craib, a Grade 7 student at Valley
Farm Public School in Pickering who
studies jazz and tap on her own time.
"You can really express your feel-
ings through dance. It's been just
fabulous," she says of the project.
"It's been a pretty exciting experi-
ence (for the students) to work di-
rectly with professional dancers in
the schools," says Stephen Harland,
arts facilitator for the public board,
adding he's hopeful some Durham
pupils may even get the chance to
dance in The Land of Cards this Oc-
tober.
Ms. Walchuk notes. "The students
have aeveloped an awareness of a
professional dance experience and
have learned about the disciplines
and practices involved in a career in
dance."
She adds the project involved stu-
dents in "a total arts experience from
the rehearsal stage right into the per-
formance. It gives students an insight
into the life of an artist and an aware-
ness of dance as an art form.
"It's been a really marvelous ex-
perience for the students who've
been involved. We've all benefited in
many respects."

In the controversy surrounding Pickering Hydro's reloca-
tion of power lines currently running along Kingston Road, , Q
each side must be acknowledged for a willingness to com-
promise and adapt.
For Pickering Hydro's part. it has listened to the concerns
of residents and agreed once already to move the lines further
north into the middle of an existing hydro tower corridor
rather than near property lines as originally planned. Further.
Pickering Hydro officials have agreed to delay action on the
issue until another public meeting can he held.
Residents affected by the move must be acknowledged for
stating their collective views with great care. J
And finally. Pickering councillors Mark Holland and
Doug Dickerson should be credited for their efforts in con-

The Tory leader has about 43
per cent support in polls, almost
enough to win a majority, and some
who liked his tax cuts but worried
he lacked enthusiasm for tackling
social problems may feel he has re-
formed enough so they can vote for
him.
But Mr. Harris's changes in di-
rection are so close to the election

Voters took this view of two
other recent premiers. Liberal
David Peterson in the 1990 elec-
tion campaign offered to reduce the
provincial sales tax from 8 to 7 per
cent if voters re-elected hum.

ing this as a desperate, last-minute
attempt by a slumping premier to
hang on. Mr. Harris, however, is
not tumbling in polls and his rever-
sals are not as dramatic and he
made them before the campaign of-
ficially started.
The last T.iry premier before
Mr. Harris and fellow right-winger,
Frank Miller, tried to stave off los-
ing his majority in 1985 by promis-
ing tighter rent controls and pay eq-
uity in government and appointing
the first woman deputy premier,
Bette Stephenson.
But many felt these were death-
bed repentances, out -of -character
and designed merely to win votes
and rejected him, and they could
feel the same way about Mr. Harris.

Welfare Reform: a diary
Jute 1995 - The common sense revolution takes
hold as Mike Harris's Progressive Conservative
party is swept to power.
July 1995 - Ontario govemment reduces welfare
payments by 21.6 per cent. Increases the amount
of time a person is ineligible to tolled welfare from
one month to three if he quits a job without reason-
able cause.
August 1995 - Government annotunces a toll-free
snitch line to combat welfare fraud. it also makes it
mandatory -tor 16- and 17-year-olds receiving as-
sistance to attend school and makes it impossible
for someone Irving common law to collect benefits
as a single person.
June 1996 - Ontario Works announced. Twenty
preliminary sites announced, of which Durham is
one.
March 1997 - Alter preparing a comprehensive
business plan, Regional council approves Ontario
Works for Durham.
April 1997 - Ontario Works is roiled out in Durham
June 1997 - Community and Social Services Min-
ister Janet Ecker announces the Social Assistance
Reform Act, creating the Ontario Works Act and the
Ontano Disability Support Program Act.
October 1997 - Launch of the new work -for -wel-
fare program is completed and all four Durham in-
come support offices operates as Ontario Works
offices.
November 1997 - Minster announces fraud re-
porting hotline saved $15 million between October
1995 and October 1997. Over 26,000 allegations
were received, and 2,075 cases had benefits re-
duced or terminated.
April 1996 - Ontario Works Act proclaimed in the
legislature.
February 1999 - The first time ever welfare rolls
have declined for 12 consecutive months.
March 1999 - LEAP (Learning Earning And Parent-
ing) program introduced for single parents. Program
is mandatory for all 16- and 17 -year-old parents on
social assistance and makes it necessary for partic-
ipants to attend school and parenting lasses. Child
care and transportation will be provided.
March 1999 - The Province announces new private
initiatives for Ontario Works participants. Under the
new action private companies will receive funding
for additional supervision and training for up to six
months for participants hired on with the company.

When the provincial Progressive Conserva-
tive government swept into power in 1995 one
of its key objectives was to reform the welfare
system.
The pledge to fix Ontario's failing safety
net and reduce the number of people who rely
on it was one of the cornerstones of the party's
Common Sense Revolution election platform.
The system wasn't working and needed re-
pair, charged the incoming government.
"Tile statistics were very clear that welfare
was broken and not working the way it should.
We had one in 12 Ontarians trapped on wel-
fare with the highest per capita case load in
the country for the richest province in
the country. It was an absolutely
abysmal record," says Community and
Social Services Minister Janet Ecker,
adding over the 10 years previous to the
governments 1995 election victory wel-
fare costs escalated 423 per cent.
The Tory medicine for the ailing sys-
tem carne through a number of changes
made in rapid succession to the pro-
gram.
Less than two months into its term,
the government announced in July 1995
it would cut the amount of welfare ben-
efits paid o recipients to an amount 10
per cent more than the average of bene-
fits paid in the other nine provinces. The an-
nouncement resulted in benefits being slashed
by over 20 per cent, reducing the maximum
amount paid to a single person from 5663 to
$520 per month.
Just one month later the government intro-
duced a fraud hotline to catch people taking
advantage of the system, including those tol-
1 lccting while in jail. The announcement also
put new tougher restrictions on welfare eligi-
bility, for 16- and 17 year-old recipients, re-
quiring them to undergo a family assessment,
live with adult supervision and attend school
regularly.
At the same time, the Province tripled the
waiting period for receipt of welfare to people
who quit or are fired with cause from their
jobs, from one month to three.
But the most comprehensive change to be
introduced was the addition of workfare in the
form of Ontario Works. The government's
work -for -welfare program is designed to get
social assistance recipients into a paid job, as
quickly as possible touted government offi-
cials.
Meanwhile the program's detractors
charged it was a form or cheap labour for busi-
nesses that would serve as a punishment for
recipients and not give them the skills to land
a real job.
"There was a fair amount of opposition to
the program," says Paul Cloutier, administra-

the area's Ontario Works program.

Coalition for Social Justice says "we have a
terrible problem with the workfare portion of
the program. We think the program amounts to
hate literature legalized against the poor."
Ms. Martin-Phelan's group was one of
many which lined up at Regional council to
oppose implementing the program in Durham,
which volunteered to become one of the initial
Ontario Works sites.
What Ontario Works ended up looking like
was a three -tiered mandatory program for all
employable men and women, with the excep-
tion of sole -support parents with pre school -
aged children who are exempt from the pro-
gram.
The first component of the program in-
volves employment supports which include
skills people need to move forward with their
job scarch, such as job strategies and resume
writing.
The second aspect takes in employment
agencies. where private firms try to find jobs
for people who are job -ready. The agencies

are paid for finding a job for someone through
money saved in social assistance payments.
The last piece of the program. and the most
maligned is the community placement phase.
which places clients who need on-the-job
skills before entering the Job market. These
placements are at community organizations
for up to six months and involve no more than
70 hours of work per month.
The term "workfare does a little disservice
to the program because it's only one compo-
nent of the three items," says Mr. Cloutier.
While the program itself is mandatory,
what particular portion of the three-tier pro-
gram an individual participates in, depends on
his needs.
This could account for the relatively low
number of placements in the third part of the
social assistance pie. In 1998 there were only
260 placements in Durham. while in 1999
there are just 85 so far. In January 1999 there
were over 10.000 social assistance cases
across the region.
Another reason for few placements could
be the hesitation on the part of some commu-
nity agencies to accept Ontario Works partici-
pants because they were afraid funding would
be in jeopardy if they participated.
"We've had some communities where
we've had members of unions threatening to
pull support of United Way campaigns," says
Ms. Ecker. "We've had community agencies
who've been picketed and harassed and their
crime has been to want to give somebody on
welfare a job." are

ing at slave labour? Why don't we pay people
for the jobs?"
About welfare reform in general she says
"the object of this legislation... is to slash wel-
fare costs, no matter what it takes. ft's not to
help them. It is to hurt them. It is to demonize
them."
Ms. Ecker says while there's no doubt the
government wants to reduce the amount spent
on welfare each year, the purpose is to get
people into jobs.
Using the words of Premier Mike Harris.
the minister says "workfare, learnfare, train -
fare, get -out -and -do -something -fare. People
are being required to do something.
"The option of doing nothing is no longer
there because participating is mandatory." she
says.
But no matter which side of the workfare
debate you land on. the central question re-
mains: Is it working:'

ed by Durham's social services de-
partment, caseloads in the region
dropped from 17,851 in 1995 to
Durham 10,11'_ as of January 1999. In 1995
astice 38,Kx9 people relied on welfare,
15.95K more than the 22,931 peo-
pie who relied on it in 1999.
While the amount of clients
dropped so too did the amount of
money paid to recipients. In 1995
social services in Durham budget-
ed 5104.5 million to pay out to clients, com-
pared to 564.2 million in 1998.
Ms. Eckcr estimates welfare reform has
saved $2 billion across the province in the last
four years, with total savings to the provincial
government and the Region of Durham alone
estimated at S 112 million.
A 1998 survey conducted by Ekos Research
Associates commissioned by the Ministry of
Community and Social Services found 58 per
cent of people left social assistance for em-
ployment, down slightly from 62 per cent who
left for the same reason in a 1996 survey. Ed-
ucation was the reason for the depanurc of I I
per cent of recipients in 1998, compared to
two per cent in 1996.
"The majority of those jobs are full-time
jobs paying more than minimum wage," says
Ms. Ecker. adding there are a number of rea-
sons why the other recipients Icft social assis-
tance. including moving, marriage or receipt
of federal benefits, such as CPP.
With workfare rolling throughout the
province, more changes are on the horizon.
In March the government announced a pri-
vate -sector initiative with Omega, a company
opening a call -centre in Sudbury.
Under this arrangement 200 of the centre's
900 new employees will be participants in the
Ontario Works program. Although the partici-
pants will be paid by the employer, Omega
will receive money to help with additional
training and supervision for up to six months.
While community placements have tradi-
tionally been with non-profit agencies, the
ministry intends on phasing in private -sector
involvement across the entire province.
"Job growth is not in the non-profit com-
munity agency sector, job growth is in the pri-
vate sector," says Ms. Ecker.

The Ajax -Pickering unit of the Spelling Bee
of Canada is under way and leads us to wonder
where the term came from.
According to Scripps Howard, the Spelling
Bee gurus in the US, the word bee, as used in
spelling bee, is one of those language puzzles
that has never been satisfactorily accounted for.
A fairly old and widely -used word, it refers to a
community social gathering at which friends
and neighbours join together in a single activi-
ty (sewing, quilting, barn raising, etc.) usually
to help one person or family.
The earliest known example in print is a
spinning bee, in 1769.
A visit to the Scripps Howard web site,
www.spellingbee.com. reveals a section devot-
ed to word history. That's where we found lo-
godaedaly.
In Ancient Greek, daidalos means "cun-
ning," and in Greek legend, a man named
Daidalos was the first sculptor.
Daidalos also designed the labyrinth where
the Minotaur (half -bull, half -man) was kept ac-
cording to Greek mythology. In Athens in the
fourth century B.C., Plato the philosopher
needed a word for "wordsmith." He invented
logodaidalos from logo- "word" or "speech" +
daedalos.
In 1611 A.D., Ben Johnson picked logo-
dacdale out of Plato or a Latin text which used
it, and used it perhaps for the first time in Eng-
lish.
So logodacdaly became English and means
"capricious coinage of words."

Aerials take on Ontario, Canada
Several Pickering gymnasts vault to provincials
PICKERING — The Pickering
Aerials Gymnastics Club members
were on the beam at recent events lead-
ing up to the provincial champi-
onships.
BrookeLvnne Primrose of Picker-
ing placed 19th overall at the Bluew•a-
ter International Invitational against
athletes from Russia. Ukraine, Ar-
gentina and Canada. Primrose will
head to Vancou,,cr at the end of May as
one of Canada's Senior High Perfor-
mance Gymnasts to compete in the
Canadian National Championships.
Provincial -level athletes also com-
peted at the Bluewater event. Alicia
Calderone. 10, earned gold on the par-
allel bars and finished fifth overall.
Kate Newton was sixth all around with
outstanding individual performances.
Kayla Chong. 9, captured fifth spot on
the bars for ninth overall. Alanna We-
ston earned eighth on the bars and I 01
all around. Aivcia Mokcdanz, 11. was
eighth on the Floor exercises and 12th
overall.
At the Winstonettes club in
Markham during a recent qualifling
meet for the provincial championships,
Julie Ann Passy won her junior level 3
category for the second tirrle, and was
awarded the Joan Arblaster Beam Tro-
phy recognizing outstanding beam per-
formers. Passu will lead the Metro East
junior level 3 team to the provincials
on April 23.
In the senior level 3 category, New-
ton placed second overall to advance to
the provincials, along with teammates
Chong, who was third all around in the
prc-novice level 2; Calderone. who
earned sixth overall in the novice level
2: Mokcdanz. who finished third all
around in the prc-junior level 2 divi-
sion. and Weston, who competed in the
Bantam

In the championship contest. the
Burlington Eagles edged Pickering 3-
1. Jon Horobin scored the lone goal
from Michael Weiss. Pickering's most
valuable player for the final game was
goaltender Kelly Jewison.
In the opening game of round-
robin play. Pickering played to a 6-6
ue with the Toronto Colts. Mark
Cruse notched a hat trick, Chad
11achuk. Mark Gorman and Adam
Crawley had singles. Jeff Hucaluk.
Kvlc Hamilton and Paul Cuuolino
each registered two assists, Tkachuk
added a single helper.
Against the Toronto Aces, Picker-
ing skated to a convincing 6-3 win.
Cruse fired a pair of goals in the win-
ning effort, Weiss, Horobin, Cawley
and Hucaluk each scored one. Weiss
and Tkachuk recorded two assists
apiece, Sean Goslin, Gorman, Hu-
caluk and Cruse had one apiece. Greg
Urbas played a strong game in net.
Pickering relied on a superb defen-
sive effort to defeat Streetsville 2-I.
Tyler Russell and Gorman scored,
Hucaluk and Cawley drew assists.
Ryan Payne, Adam Diemen and Greg
McHale formed an air -tight defensive
unit. Jewison was outstanding be-
tween the pipes.
In game four, Pickering continued
its winning ways knocking off Port
Credit 5-2. Cawley fired two goals,
Chris Visconti, Tkachuk and Gorman
chipped in with one each. Gorman
had two assists, Horobin, Cawley,
Cruse, Hamilton and Hucaluk
notched one apiece. Urbas provided
solid goaltending to help Pickering to
the win.
Tennis club

PICKERING — The Dunmoore
Tennis Club will host its final registra-
tion day Saturday, April 17 from 10
a.m. to 2 p.m. at the clubhouse at the
foot of Whites Road.
The Dunmoore club has four courts
and offers a house league, socials,
tournaments and lessons by a tennis
pro -
Adult memberships are $30 for the
season and junior memberships are
$I.
open level 2 category.
In the aerials level 1 program,
Danvelle Sora of the novice I0 -year-
old division also advances to the
provincials. Alicia Wald captured the
junior category while Brieann Cassidy
is an alternate to the junior level I
team.
Pickering will host the Rainbow
Classic event in the near future.

Aid for Kosovo
Residents in Ajax and Pickering joined forces over the weekend in re-
sponse to a call from St. Timothy's Presbyterian Church in Ajax, which is
leading a local relief effort for refugees in Kosovo. Clothing, linens, toi-
letries and more were ,gathered by church volunteers for the trip to
refugee camps bordering Yugoslavia. Here. young volunteers Diana and

The auctioned items are recovered

has been seized through the court
system, Durham Regional Police
Sergeant Jim Grimley says.
The proceed% are used by the po-
lice services board for community
day activities, including the civilian
award nights.
The auction takes place Saturday,
April 17 a1 9 a.m. at the police prop-
erty bureau at 19 Courtice Crt. in
Clarington.
