As of Friday, he remained in the critical care unit at Sunnybrook Health Sciences Centre. Power lines move delayed Pickering wants citizens to have their say BY MARIANNE TAKACS Staff Writer PICKERING —'Ilse Pickering Hydro Commission has approved in principle a controversial stove of power lines from Kingston Road to a hydro corridor just north of the Maple Ridge neighbourhood. Many area residents opposed the PHC's initial transfer plan. While commission members decided to proceed with a revised plan at their meeting Wednesday, they also agreed to further consider and "con- firm" their decision at their May 19 session, in effect postponing a final verdict on the matter until then. "This is clearly a very emotional issue for people and we have to be cognizaat of that," Coun. Holland told the commissioners, adding res- idents would be "outraged" if the project went ahead without another chance for citizens to have their say. He noted a public meeting held March 6 to discuss the residents' concerns drew about 50 people in the middle of a snowstorm. The two councillors said they would arrange another public meet- ing on the power lines move before the final PHC decision is made and distribute an information package on the issue to area residents. The meeting is scheduled for Wednes- day, May 5 at 7:30 p.m. in the coun- cil chamber at the Pickering Civic Complex. Within moments, it's believed, a pursuit was launched oy OPP. A statement issued by the SIU said the westbound motorcycle was chased to Brock Road in Pickering, where it turned north and collided with the car at Hwy. 2. A Durham Regional Police sta- tion is located on the northeast corner of the same intersection. The SIU sent five investigators to the scene including two forensic identifica- tion experts. The SIU has named one OPP officer a "subject officer," the focus of its investigation, and designated sev- eral Durham Region officers "witness officers." Tony Barradas, operator of the Swiss Chalet restaurant near the northwest cor- ner of the intersection, says he arrived on the scene shortly after the collision, before the fire trucks and ambulances. "It had to be a big impact," he said, noting the injured motorcycle driver, his motorbike and one of his cowboy boots were lying far apart on the road. "I realized there had to have been a police chase because there were at least 10 cruiser - According to Mr. Barradas, the in- jured motorcycle driver was lying at the south side of the median on Hwy. 2 cast of Brock, and it appeared the collision had occurred as he had turned right from northbound Brock to Hwy. 2. Mr. Bar- radas reports he saw only one OPP cruiser on the scene, and it was in the parking lot at the southeast corner of the intersection. He says Durham police cruisers were blocking off the Brock Street intersection with their cars parked facing the direction of oncoming traffic. An employee of the Petro Canada station at the corner, who didn't want his name published, says he heard the colli- sion and arrived at the scene about 10 seconds later. "I'd say there were probably about four (police cruisers)," reports the em- ployee. "It looked like they were there waiting for him. They had to be there waiting. They looked like they were coming there from different directions" He believes the car involved in the colli- sion must have been travelling east- bound on Hwy. 2, because it came to a stop just before the western edge of the shopping centre on the south side of Hwy. 2. Alan Stevens, who works at the near- by Payless Drug Emporium, says he came to the scene after the injured man had been taken away. He describes the motorcycle as being "totally crumpled up". Mr. Stevens notes police had the in- tersection completely blocked till at least 12:30 am. The relocated lines, carrying two circuits of three wires with each circuit carrying 44,000 volts, would travel from the Chenywood transformer station (northwest of the intersection of Dixie Road and Finch Avenue), east along the Ontario Hydro Services Company (OHSC, for- merly Ontario Hydro) corridor to just east of Valley Farm Road, and then south along the corridor back to Kingston Road. Relocating the lines would cost about $424,000. But that's only part of a larger $3.8 -million project to move, bury or elimi- nate the need for all the power lines on Kingston Road between Liverpool Road and the Knob Hill Farms store, as well as bury- ing wires on Valley Farm Road between Kingston and Finch and removing some on Dixie Road between the Hydro corridor and Kingston. But that plan has been changed in response to their complaints and the line would now run between the OHSC tow- ers down the middle of the corri- dor. But it appears some area resi- dents don't want the new lines there either, mostly because it would require the removal of bushes and small trees in the cor- ridor. Concerns have also been raised about the new lines pass- ing so close to Town playing fields and Duffins Creek, and it's been suggested Pickering Hydro should be required to conduct an environmental assessment for the project. In supporting the PHC msolu- tion, Pickering Mayor and com- mission member Wayne Arthurs noted the purpose of the reloca- tion is not necessarily to beautify the downtown area but rather to open up valuable commercial land on Kingston Road and im- prove the streetscape to encour- age commercial development along the town's main thorough- fare. "The issue of esthetics is at the very least a secondary mat- ter;" he said. The mayor also noted the transfer of the lines was supported by three Town studies, all of which involved community input. Pickering Hydro general manager John Wiersma told commissioners he was consult- ing the provincial Ministry of the Environment on whether an en- vironmental assessment is re- quired. Hydro, hospital, Durham staff work in $ 100,000 club Several Pickering nuclear plant employees plugged into salaries of more than $100,000 last year and a number of staffers at the Rouge Valley Health System are equally well-healed. However, no civil ser- vants working for the Towns of Ajax or Pickering are in the $100,000 club. Documents released by the provincial finance min- istry reveal that dozens of Durham residents in high places in local government and institutions made $100,000 or more in 1998. "My opinion is the cause of death was strangulation;" Dr. David Chiasson, direc- tor of the forensic pathology unit of the Ontario Coroner's Of- fice, testified Friday. Ms. White, 20, was found hanged in her bedroom in her parents' Pickering home on Oct. 8, 1996. A 2.4 -metre electrical cord was wrapped tightly around her neck and her death was originally treated by police as suicide. Based on further po- lice investigation and the second autopsy, per- formed following an ex- humation of the body, Ms. White's former boyfriend was charged in her death. Jesse Watkins, 26, has pleaded not guilty to first-degree murder. Court has heard Dr. Jarmela Fiser, a patholo- gist at Oshawa General Hospital, performed an initial autopsy on the body of Ms. White, but when police began to raise concerns, she sought out Dr. Chiasson to review the case. Dr. Chiasson said he found several "unusual findings" in Dr. Fiser's autopsy report which led him to. question whether the death was indeed a hanging. They included liga- ture marks around Ms. White's neck which ap- peared "atypical" with hanging, the presence of LAURIE WHITE Found hanged in Pickering home. petechial hemorrhaging (pin -point bleeding) in the eyes and face, and abrasions and bruising on the lower neck. "In most hangings, you don't see petechial hemorrhages,- Dr. Chi- asson told the jury. "I conveyed to (Dr. Fiser) in my view this was a suspicious death, that the findings weren't typical of a hanging... I thought there were enough unusual fea- tures." On April 29, 1997, Dr. Chiasson conducted a second post mortem on Ms. White's body and made several additional observations. These in- cluded two areas of bruising on her right upper neck, hemorrhag- ing in the thyroid carti- lage and a small area of bruising on the back of the left shoulder. Dr. Chiasson said the neck bruising could have been caused by the earlier autopsy or the embalming process. Dr. Chiasson said it could take "as little as eight to 10 seconds" to render a person uncon- scious by strangulation. The Crown says Mr. Watkins strangled Ms. White and ran the cord from her neck up across the top of the door, pulling it down the out- side until it snapped. The defence's position is she committed sui- cide. In another develop- ment in the six -week-old trial, Mr. Justice Bruce Glass issued a harsh worded instruction to the jury Friday regard- ing the testimony of the previous Crown witness, forensic engineer Johif Mustard. Mr. Mustard said he examined the door and the cord and concluded Ms. White could not have hanged herself. He said elevation of the exterior door knob was likely the result of poor installation, an opinion he appeared to form by dismantling the mechanism in court Wednesday in front of jurors. However, Mr. Justice Glass said Mr. Mustard admitted, in the jury's absence, that he had done just that prior to testifying, a fact which was not disclosed to the defence and ,.ought to have been... "It is unacceptable that his further observa- tions were not conveyed to the defence;' said the" judge, suggesting to ju- rors they may now "wish to question Mr. Mus- tard's candour during cross-examination... A report from Durham economic development commissioner Pat Olive noted income tax laws in the United States would force American actors working in Canada to pay income tax twice — here and south of the border. He pointed out Durham was picked as the prime location for the filming of A Civil Action, which had a budget of $70 million and starred Mr. Travolta. However, production was shifted to the U.S. when Mr. Travolta was advised he would be double -taxed if the movie was shot in Canada. "In view of his rumoured salary of U.S. $20 million for this film, his con- cern was understandable," Mr. Olive wrote. "The potential revenue, lost to Ontario and Durham frons and individ- uals, was in many millions of dollars for this one film alone. She recently returned to Eu- rope from Central America where she provided humanitarian assis- tance to victims of Hurricane Mitch. "We expect some debilitated people to be arriving;" said Uxbridge-Stouffville Ambulance operator Pete Carell earlier this week when the possibility of 5.000 people arriving was brought up. "This is the type of service we pro- vide, it's simply different people:' He said the quick response from Durham Region, the only Ontario municipality thus far to approve the use of paramedics, "just blew my socks off'. Within 20 minutes of making the tele- phone call. Mr. Carell said Durham Region Chairman Roger Anderson and Chief Administra- tive Officer Garry Cubitt had given their full approval and offered any assistance they could provide. He expects eight paramedics in Durham will lend their support. "I can bring equipment and supplies with me and I know what- ever I use will be paid for by the Region of Durham;' said Mr. Carell. The initiative is sponsored by the Ontario Paramedic Association (OPA) and is being co-ordinated by Mr. Carell and his peer in Toronto. Scott Ramey, who first floated the idea on the OPA's web site. "A number of people, including myself, said, 'Let's get going, we can do this,"' said Mr. Carell. He is hoping to have roughly 100 paramedics who would work in 15 teams of six people each for two to four days at a time. Over 400,000 people from the Yugoslavian province of Kosovo are currently living in horrendous conditions in refugee camps in Al- bania, Macedonia and the Yugosla- vian province of Montenegro, which has limited autonomy. Refugees claim Yugoslavian troops are forcing them from their homes with threats of death, and even following through and are killing some and burning homes. The Yugoslavian government says the refugees, comprised mainly of ethnic Albanians, are leaving because of the bombing campaign, which includes targets in Kosovo. Many NATO countries, includ- ing Canada, have pledged to ac- cept refugees to remove them from the primitive and unhealthy living conditions they face in areas bor- dering Kosovo. Mr. Carell said the filthy con- ditions at the temporary European refugee camps spawn problems in the gastro-intestinal tract. As well, the old and very young are most sensitive to exposure and refugees also face malnutrition. "There's going to be some very sick people," said Mr. Carell. Strategies to help w ith speech fluency Stuttering or dysfluency is an interruption in the flow of speech resulting in word or sound repetitions, sound pro- longations, long pauses, revi- sions, etc. Eighty-five per cent of all children aged two to six have dysfluencies when talking and this is considered to be normal dysfluency. However, if these dysfluen- cies are accompanied by facial or body movements or contor- tions and if there is an increase in the number and duration of dysfluencies or dysfluencies persist, it is important to con- tact a speech/language pathol- 00st for further investigation and management. General strategies to facili- tate fluent speech are: • Maintain eye -contact and pay attention to your child's speech. • Model a slower speech rate and gentle speech produc- tions when talking to your child instead of telling your child to "slow down, start over" or "stop and take a deep breath." • Ensure that your child is well rested. • Ensure consistent rou- tines. • Do not demand speech when your child is upset or ex- cessively tired. • Do not interrupt when your child is talking. • Do not complete sen- tences for your child. • Do not discuss your child's dysfluency in front of him/her. • On days when your child is more fluent, provide many opportunities for talking. • Decrease demands for talking when your child is dys- fluent. • Ensure that others do not imitate his/her dysfluencies. — Compiled by speech and language pathologists with the Durham District School Board Menopause answers could be linked Women going through menopause are often put through years of hormonal therapies. But a new book, written by a Canadian naturopath, con- tends that estrogen treatments are actually the "sleeping DDT" of our era. Dr. Karen Jensen will be speaking about her book, 'Menopause: A Naturopathic Approach to the Transitional Years,' in a free public lecture this coming Thursday in Os- hawa. Dr. Jensen's book takes the position the menopause transi- tion should not be viewed as a disease of the hormonal sys- tem requiring endless drug treatments. Rather it takes the view hor- monal health depends on the overall health of an individual: mental, emotional, physical and spiritual. According to Dr. Jensen, the symptoms associated with menopause are not linked to the transition at all, but to ei- ther liver stress, low adrenal function, low thyroid function or intestinal imbalances. But there are ways of im- proving hormonal health, sug- gests by Dr. Jensen, such as minimizing 'stressors' in our lives. Our problems maintaining hormonal balance, and the in- crease in chronic disease, re- sult from a number of stressors in our lives, such as: inade- quate nutrition, exposure to environmental toxins, seden- tary jobs and lifestyles, and fa- milial, social and spiritual meltdown, she says. Women should also look at ways to cleanse, detoxify and strengthen their systems natu- rally. When a last-minute cancellation opened up a spot at a prestigious minor atom hockey tournament, a group of young hockey players from the Ajax area jumped at the chance to play in the eight -team event, which included Ontario Minor Hockey As- sociation 'AAA' champions Rich- mond Hill, runners-up Barrie, Minor Hockey Alliance champions Brant- ford. Toronto Marlies, and two of the best from the U.S., Team Illinois and Cleveland Barons.
