At a closed-door meeting before Council Monday, Ward 3 Regional Councillor Rick Johnson said Council salaries should be evaluated and compared to other municipalities, he explained after the regular Council meeting. Since it’s contrary to the Municipal Act to discuss Council’s remuneration behind closed doors, City clerk Debi Wilcox said he’d have to bring it up in public. He did so at the end of the regular meeting. “Let’s see what the rest of the world’s doing,” he said in an interview. Coun. Johnson said he doesn’t necessarily think salaries should increase, but it’s only fair to compare. Plus, he said, for some councillors, that’s their only income and he wouldn’t want the lack of pay to deter those interested in a Council spot from running. Other municipalities pay their councillors more than Pickering does, he said. Pickering councillors make about $28,000, Markham’s make $61,000 and Toronto councillors make $97,000. Ajax City councillors make $22,000 and most of Oshawa’s make $31,000. “Pay the position what other municipalities are pay- ing so we’re on the same wavelength,” he said. The CNSC moved the meeting to Ajax this Wednesday, given the interest in the community on the refurbishment. While OPG has filed an envi- ronmental assessment (EA) with the commission on the refurbish- ment, the company has not yet made a decision on whether the work will be done. The Province has asked OPG to look into refur- bishing Units 5, 6, 7 and 8. In addition to the EA, OPG is also conducting a business case on whether the project can be fi- nancially viable. The EA completed by OPG found there would be “no signifi- cant adverse environmental im- pacts” with a refurbishment, Pat McNeil, senior vice-president of generation development for OPG, said to the commission. OPG considered several fac- tors in the EA, including the effect the work would have on air, land and water, effects on humans and wildlife, socio-economic consid- erations and Aboriginal interests. In a press conference prior to the start of the hearing, groups op- posed to the work outlined where they think the EA is lacking. “We’re here to tell the CNSC not to approve the EA as it is today,” said Shawn-Patrick Stensil of Greenpeace. The EA is “flawed” and “it shouldn’t be used as an excuse to rebuild,” Mr. Stensil said. “Let’s state the obvious. Pickering ‘B’ should be shutdown and replaced with green energy. The CNSC has refused to look at alternatives to Pickering ‘B’.” Mark Mattson of the Lake On- tario Waterkeeper said one mil- lion fish are killed each year when water is drawn from the lake. “The EA doesn’t consider miti- gating effects,” Mr. Mattson said. During the hearing, Paul Pas- quet, the senior vice-president of Pickering ‘B’, said the company has two options to mitigate the im- pacts on fish, including putting in a net near the intake or use sonar to keep fish away. “The assessment should look at options and this assessment doesn’t look at that,” said Cherise Burda of the Pembina Institute. There’s a “cap” on the amount of green energy that can be produced in Ontario and that has to be re- moved, she said. “There’s very little space for green energy to grow. If Ontario is serious about getting more green energy on the grid, there needs to be less of something else. Obvi- ously, where they need to do less is less nuclear energy,” Ms. Burda said. A poll showed Ontarians would prefer to replace old nuclear sta- tions with green energy, Ms. Burda said. “As nuclear comes off line, we can start ramping up the green portfolio,” she added. Creating “2,000 megawatts of green energy is very easy to achieve,” Ms. Burda said. Mr. McNeil outlined the public consultation undertaken by OPG during the EA. “Overall, we feel confident in saying that there is not a high level of public concern regarding po- tential refurbishment, given the overall level of interest in the proj- ect,” he said. “The effects of the project are considered to be minor and are al- ready managed and understood,” Mr. McNeil said. “The project is not expected to change the local community’s use and enjoyment of private property or neighbour- hoods. “The positive effects are broad and regional in scope,” he said. If the refurbishment is done, work would start around 2012 and take about two and a half years for each reactor. The units would then operate until 2060. CRITERIA: 1. The timing to raise such a question couldn’t have been worse, he said. “People are losing their jobs, people are losing their houses; there’s so much uncertainty,” he said in an interview. “The last thing people want to see is (councillors) get- ting more money.” Coun. Johnson wasn’t surprised that Coun. McLean disagreed with him since he noted dur- ing the meeting Coun. McLean makes enough money from his real es- tate business and from his pension as a former Toronto police officer. Coun. McLean later said he never got into politics for the money, and thinks if strong-minded council- lors feel they need a raise, they’d speak for them- selves. Ms. Wilcox will contact clerks at other municipal- ities and expects a report will be ready for council- lors sometime in January. In September, residents petitioned to the ministry of municipal affairs and housing that Pickering Council’s salaries, ex- penses and allowances between 2003 and 2008 should be audited by Minister Jim Bradley. “My staff have met with the petitioners, have met with the municipality and now we’re co-ordinating the facts of the matter,” said the ministry’s man- ager of local government, Central Region, Tom Gut- freund. Next, staff will prepare a report to the minister, who will then decide on the next step. Residents still have to pay $45 for essential calls By Reka Szekely rszekely@durhamregion.com DURHAM — Durham will receive an additional $1.1 million in 2009 to top up the Ontario gov- ernment’s share of land ambulance costs. The Province and its municipalities have shared the cost of oper- ating land ambulance services 50-50 since 2000. However, as costs increased over the years, the municipalities were shouldering more than their agreed-upon share. The Ontario government began catching up on its payments from 2006 through 2008. The funding an- nouncement this month continues the trend. “I think we were just pleased to see the Prov- ince continue to com- mit to their 50 per cent,” said Richard Armstrong, Durham’s director of emergency medical ser- vices. In 2008, the oper- ating cost for land am- bulance in Durham was $29.7 million, of which the Province paid $14.6 million. “Certainly we’re very hopeful it’s going to go beyond 2009,” Mr. Arm- strong added. The funding an- nouncement does not af- fect the fee residents pay when they call an ambu- lance. If an ambulance is essential, residents are charged $45. There are exemptions, for seniors, for example. For non-es- sential calls, the bill is $245. “The municipality ac- tually doesn’t see those revenues. The Province gets part of the revenue back and the hospital gets a portion.” Local Liberal MPP Joe Dickson welcomed the money as well. “This funding means residents of Ajax- Pickering and the greater Region of Durham can continue to count on quality land ambulance services when they need them,” he said. A/P PAGE 6 THE NEWS ADVERTISER, December 12, 2008 durhamregion.com I t’s a lose-lose situation for the Province and its elementary teachers. In a battle of bargaining that saw both sides get less than they wanted, the Ele- mentary Teachers’ Federation of Ontario (ETFO) and the Ontario Public School Boards’ Association (OPSBA) were simply unable to sign a provincial framework agreement by an extended deadline. For months, Minister of Education Kath- leen Wynne has been threatening to punish school boards and teacher groups for not having local agreements in place by Nov. 30; now the Province is making good on its promise. Ontario’s elementary teachers will get a two per cent salary increase a year for two years, with none of the other benefits granted to the rest of the teacher groups that signed the framework. Those who signed by the deadline received salary increases of three per cent for each of the contract’s four years, smaller classes, benefit improvements and other goodies. It was a good offer, even without consideration of Ontario’s economic state. It’s ultimately the kids who will suffer from OPSBA and ETFO’s inability to reach an agreement. Students in Grade 4 to 8 will have bigger classes than the Catholic and French school boards, less teachers and possibly a strike to look forward to in the near future. It’s a tough situation with no easy solution that comes to mind. The elementary teachers, like their sec- ondary counterparts, walked away from the provincial framework bargaining table a long time ago and didn’t return until recently. On the other hand, when they did return they offered to trade the last year of their salary increase — $140 million to hire 1,500 more teachers. This item, like every- thing when it comes to bargaining, is open to debate. The offer sounds good, but there’s prob- ably more to it than meets the eye. The association claims the federation wanted a lot more along with the trade, such as more maternity benefits and a requirement for all those teaching to be ETFO members. The association wanted some things from the teachers as well, such as to live up to Regulation 298, which states teachers must be in class 15 minutes early in the morning and five minutes in the afternoon, accord- ing to Rick Johnson, OPSBA past president. But, the teachers wanted that time to be part of the scheduled 80 minutes of super- vision time each teacher must do, Mr. John- son said. It would be hard to argue the elementary union didn’t have it coming. They knew the Province had deadlines in place — they chose to call its bluff. The thing that makes this tough is elementary teachers didn’t even have a chance to vote on the deal. Maybe instead of automatically enforcing the financial penalties, the Province should force ETFO to bring the framework to its members for a vote. The teachers’ union has clearly failed them and, like Mr. Johnson said, it’s a shame they didn’t get a chance to see what was being offered. Although it is important for the Province to stick to its guns, they should make a one- time exception if ETFO comes hat in hand, begging to accept the framework. If they do and the Province doesn’t allow them to, then rest assured, elementary teachers will eventually take to the picket lines in an attempt to get what every other teachers’ union in Ontario has for signing deals. And, if they don’t, they’ll be trying to fill the gap left in their wages during the next set of negotiations. Then again, maybe the penalty will make them more likely to accept an offer next time. The school introduced the lim- ited edition, 2008 vehicle, donated by Chrysler, during a presentation at its Whitby campus, Nov. 27. “Boy does this baby bring back memories,” said Don Lovisa, Dur- ham College president, standing next to the orange Challenger with black racing stripes, modelled after the 1969 Dodge Charger 500. Mr. Lovisa had a Duster in the 1970s, a sister car to the Charger. Al- though he can’t share those memo- ries, boy were they good ones, he said. Having the new Challenger at Durham College will help prepare students to leave school job ready, Mr. Lovisa said. “It’s just nice to see that Chrysler does care about our future and is try- ing to get us to learn about the new technology,” said Jeremy Mitchell, a student in the automotive appren- tice program. The Challenger allows them a bet- ter look at a higher-end vehicle, Mr. Mitchell said. Chrysler chose Durham for the Challenger because it likes to spread its donations out amongst the dif- ferent colleges, said Jack Sulymka, Chrysler’s regional communications manager. “It allows them to get their hands on the latest technology and get ready for the future,” Mr. Sulymka said. The car is the most talked about in the auto industry, Mr. Sulymka said of the Brampton-made vehicle. “This is cutting-edge technology; it’s a modern day muscle car,” he said. “It’s a wonderful car to drive and it looks wonderful. “Please enjoy this car and make the best use of it,” he said. The Challenger donated to Dur- ham College was originally built to be the last of 500 limited edition, 2008 models, but incurred damage during production allowing Chrysler to donate it to the college. The model retails for about $47,000. Giving animals a Christmas By Reka Szekely rszekely@durhamregion.com DURHAM — Durham residents are facing a 7.9-per cent hike on their water and sewer rates come January. This average is a combination of an 8.6 per cent increase on water bills and 7.1 per cent on sewers. The Region estimates the average residential customer, who uses 273 cubic metres or 60,000 gallons of water per year, will pay $665 for water and sewer next year. “The 7.9 per cent increase that we recommended means an in- crease of $48 for the year for the average customer,” said the Re- gion’s finance commissioner, Jim Clapp. “That’s 13 cents a day. I know there will be folk that say that’s too much, but we’re talking about a necessity of life when we talk water and sewer.” Mr. Clapp said many municipal- ities are seeing a seven- to nine- per cent hike in rates and Durham is in line with that. Part of the reason customers are seeing increasing rates is because they’re using less water. The Re- gion is projecting a 2.8-per cent drop in water consumption next year and a 2.7-per cent decrease in sewer flow, despite a one-per cent growth in the customer base. If it weren’t for the consumption reduction, the rate increase would have been 6.4 per cent this year, said Mr. Clapp. On the residential side, water consumption is dropping because of changes to the plumbing code and choices by residents such as using more efficient appliances and fixtures. Since 2000, consump- tion has steadily dropped, with the average home now using about 54 cubic metres or 12,000 gallons of water less per year. Mr. Clapp said the Region realiz- es water conservation costs more, but will continue to encourage it. “It’s just like recycling costs more. It doesn’t mean it’s bad, it just means saving the environment is a costly proposition.” As well, large industrial water users are using less water because of conservation and current chal- lenges in the manufacturing sec- tor. Though he didn’t have a figure on hand, Mr. Clapp said the loss of auto manufacturing will cost the Region millions in water and sewer revenues. And, residents aren’t off the hook this year. The Region esti- mates water and sewer rates will continue to climb eight to nine per cent per year through 2013. Even as consumption rates drop, other costs are rising, including salary and utility costs. As well, upgrades to water pollution con- trol plants and sewers across the Region through 2013 come with a minimum $52-million price tag for customers. In fact, a new study says Canadians will spend 14 per cent less this Christmas shopping season than last year. “I’m cheap. My friends will tell you that,” said Whitby resident Jason Yort as he shopped at the Os- hawa Centre. The survey released on Monday by marketing re- search firm Maritz Research Canada showed shoppers plan to spend an average of $571 on gifts. Last year the average amount was $663. And although 70 per cent of Canadians say they will use cash (including debit cards) to pay for purchases, some retailers are offering discounts for people using its store credit cards to pay. “Just say no to the offers.” said Sandra Sherk of Credit Counselling Service of Dur- ham Region. The firm is a non-profit, charitable organization that has been assisting residents of Durham Region with financial concerns since 1970. Ms. Sherk suggests that people stick to these five tips when gift shopping this year. 1) Set a budget for your holiday spending and don’t forget the cards, wrapping, stocking stuffers and extra food. 2) Make a list of the peo- ple you want to buy pres- ents for, set a spending limit and see if the total fits into your holiday budget. 3) If you want more gifts than you have money, see how you can shorten the list. Consider drawing names or giving to the kids only. 4) “Show off your talents.” Homebaked cookies, knit- ted hats, wooden toys etc., are a treat. 5) Give the gift of time. Shovel the neighbour’s driveway or spend an af- ternoon with Grandma or Grandpa. “A deal isn’t a deal if you can’t afford it,” Ms. Sherk said. “Or if you have to put it on a credit card and pay it for the next four years. Paying a minimum payment on a credit card, you could be looking at anywhere from four to eight years to pay back that debt. However singer/musician Christopher Stap- ley wouldn’t say he’s chasing the dream, but “living it.” After a 25-year career in sales, Stapley put aside the practicality and necessity of living a so-called normal life and chose to pursue music, his lifelong passion. “I finally felt like I had the confi- dence and experience to really pur- sue this seriously and, after so many years of thinking about it, I knew I’d reached the ‘now or never’ point,” he said. Stapley had grown up with a love of music, especially singing. Al- though he dabbled in a few bands as a teenager, he never thought about making it a career, opting instead for a more traditional route of settling down by choosing a career, mar- riage and children. “I kind of did it backwards,” he said of his later decision to get back into music. “I was happy enough with my job, but thoughts of music kept coming back to me, almost haunting me with that idea of singing and writing my own material. After a few years of thinking about it, I found time to join a local cover band back in 1993. I sang for a few different cover bands over the years until it stopped being fun. I reached a point where I knew I needed a break from that and I wanted to figure out what to do next or if I was ready to take my own music seriously.” It wasn’t long before Stapley de- cided it was the right time to take what he called “a leap of faith.” In 2006, he left his job and security be- hind in order to follow through with his enduring ambition to write and record his own album. In an era of dwindling CD sales and some less-than-minor panic in the music industry, the timing isn’t ideal, but Stapley remains optimis- tic. “My generation, the baby boomers, are still the largest part of the popu- lation right now, and we’re look- ing for more,” he said. “I’ve felt for a long time that there isn’t much coming out today that is appealing to my generation, and after speak- ing with friends, and the musicians I’ve played with over the years, I re- alized it wasn’t just me. I’m realistic, but I do believe there is an audience for my kind of music.” Stapley’s love of classic rock, soul and R&B is evident in his bluesy, easygoing pop/rock, the genre that best fits his soulful and gravely voice. Currently at work on demos and recording new material, Stapley is pleased with his progress and ex- pects an album in spring 2009. A coincidental recording part- ner, David Wipper, a studio musi- cian who has worked with Alannah Myles and Amanda Marshall, has propelled along the making of the album. “We actually grew up together, so it’s kind of funny it’s worked out this way,” Stapley said. “David and I used to play music together when we were kids and now here we are again. It seems like a good sign.” While the road ahead isn’t easy for any musician just starting out, Stapley is keeping his eye on the prize and enjoying every minute of it. “It’s been a blast. I don’t regret anything – I’m doing what I love,” he said. “I’m having a lot of fun and I’ve been getting good responses so far.” The most meaningful moment of Stapley’s burgeoning career? “I wrote a love song for my twin daughters that was meant to be just for them,” he said. “I struggled with the lyrics be- cause it felt so personal and I’d al- ways wanted to write a song for them. It’s kind of a quiet tune, just me and the guitar. It’s not something I’d think of as a crowd pleaser, but the first time I played it, everyone was just rolling about it after. People had tears in their eyes. It’s not what you’d expect to be a hit, but I guess it goes to show that when you write something personal, people con- nect. Ajax club hosts men’s zone 6 playdowns By Jim Easson Special to the News Advertiser AJAX — An Annandale curler helped an Uxbridge rink earn its way to the men’s regionals after the TSC Stores Tankard Zone 6 playdowns at the Ajax curling club last weekend, Dec. 5 to 7. The zone event featured 16 men’s teams in a double-knock- out draw for one of two spots at the Regionals slated for Toronto’s St. George’s Curling Club on Jan. 3 and 4. The winning teams were Rob Lobel of Whitby and Greg Tim- bers of Uxbridge. Annandale member Warren Leslie was on the Timbers’ team with Barry Acton and Kent Cochrane. Annandale had two entries at the zone playdown. Skip Blair Metrakos and his rink finished with a 3-2 record. With Metrakos were Chris Van Huyse, Andrew Klein and Scott March. Another Annandale entry, skipped by Wes Johnson with Patrick Janssen, Tyler Anderson and Spencer Yule, lost the ‘B’-side final. Two other Annandale members competed at the zone event. Alex Bianchi and Mike Trudeau played on an Oshawa foursome skipped by Brian Suddard with John Broth- erhood. Annandale curler helps Timbers topple foes Pickering swimmer breaks decades-old record PICKERING — A city swim- mer broke a long-time record in the pool in Toronto recently. Pickering native Warren Barnes broke a 24-year-old Ontario record at the Canada cup short course swimming competition in Toronto. The Canada Cup is a national meet designed to enhance the do- mestic competitive program and provide Canadian athletes with a competitive environ- ment in which they can excel. In the men’s 100-metre breaststroke, Barnes lowered one of the oldest men’s short course Ontario records, clock- ing 1:00.59. That eclipsed the 1:00.61 time set by the late great Olympian, Victor Davis. “I am truly hon- oured,” Barnes said after his record- breaking performance. Barnes captured two gold medals and one silver medal in other breaststroke events. In an interview after the 50m breaststroke Warren said, “The race felt great,” with a clocking of 27.86. The national record is 27.57, held since 1999 by Mor- gan Knabe. “I wish I could have lowered that record,” he said. “That was my goal for this competition but I still have a crack at it in March at the Spring Nationals.” A graduate of Dunbarton High School, Barnes has at- tended the University of Pitts- burgh on an athletic scholar- ship. He has completed a de- gree in Communications and will be completing a second degree in Political Science this spring. After graduation, Barnes will return to train with the Scar- borough Swim Club for World Trials, which takes place later in the summer in Montreal. The Attack players have decided to forego a ‘Secret Santa’ gift exchange in favour of help- ing kids whose families are under duress to have a happy Christ- mas this year. And, their head coach, Carey Durant, couldn’t be prouder of his charges for opting to lend a helping hand to those in need. “It shows that the team is part of the com- munity. It’s not all about the hockey, but doing something good for someone else,” said Du- rant. The players have all agreed to purchase a toy or a gift appropriate for a teenager to be donated to the Herizon House women’s shelter, which serves abused women and their children in the Ajax and Pickering communities. Durant said the players immediately got be- hind the idea of holding the toy drive for the community organization. “They instantly gravitated toward it. Our goal- tender, David Jenkins, spoke up in the dressing room and our captain, Chris Gour, also spoke up for the idea of doing something for some- body else.” Durant is urging fans to help out, too, by dropping off an unwrapped toy, starting at this Sunday’s league contest against the Burlington Cougars at the Ajax Community Centre at 3 p.m. Other home dates where toys can be dropped off are Saturday, Dec. 20 at 3 p.m., when the At- tack plays the Port Hope Predators and, finally, on Sunday, Dec. 21 at 3 p.m., when the Attack hosts the Trenton Hercs. “Our owner and general manager are also behind it, so if we can get fans involved, too, we can take them a load of toys.” As Durant notes, hockey players and those who love hockey are some of the most generous people he knows. “I think at the end of the day, hockey players on the outside might be rough and tumble but, on the inside, hockey players are as generous as anybody.” Fans can drop off toys at the community cen- tre’s upstairs admission area, where a box will be provided at home games prior to Christmas.
