I don’t want to be afraid to walk through the community I grew up in.” Ms. Cook brought up vandal- ism at Mayor Dave Ryan’s Ward 2 Town Hall meeting last week, an issue Ward 2 Regional Councillor Bill McLean has been tackling for the past couple of months. “It’s like a cancer going through the neighbourhood,” he said. Coun. McLean has received about a dozen complaints regard- ing graffiti in the past couple of months. Even when walking down the street, residents approach him with their concerns. When show- ing homes in otherwise safe and clean neighbourhoods, prospec- tive buyers will simply say they’re not interested if they spot graffiti. “They don’t look at this as an annoyance,” he said. “They look at it as a safety concern.” Police are aware of the increase in graffiti, said Durham Regional Police spokesman Sergeant Paul McCurbin. DRPS asks that people wash the graffiti off immediately to help stop it from continuing. “It takes away from the beauty of the community, but it almost gives approval for more mischief to be added,” he said. Police do ask that graffiti be re- ported and left as is if it seems worthy for the police to investi- gate. For example, if there was graffiti on a small business target- ing the owner, the police should be called. DRPS should also be called if a resident has just seen someone commit the crime and can identify the culprit. This may help the police track them down immediately. Coun. McLean’s involvement began about three months ago when anti-Semitic graffiti was re- ported at David Farr Memorial Park. But the swastika on its own is not considered by the Criminal Code of Canada to be anti-Semitic, Sgt. McCurbin said. The symbol used as an emblem of the Nazi party was originally an ancient symbol for good luck or peace, and drawing it is not a crime ac- cording to the Code, he explained. The Code does consider promot- ing genocide a hate crime, for example. DRPS’ main concern is keeping the mischief from taking place period. At the meeting, residents asked if the graffiti is gang related. I seem to remember reading that some brands of batteries were now safe to dispose of with the regular garbage, because those brands are now free of mercury. Can somebody clarify? Alkaline batteries may not be toxic; they do contain potassium hydroxide which is corrosive. We accept regular alkaline batteries along with the rechargeable batteries in the Household Hazardous Waste (HHW) program where they are separated and recycled accordingly. All batteries collected in the HHW Program are recycled. Many manufacturers’ websites that refer to battery disposal in landfi ll are adhering to U.S. regulations but the Canadian Transportation of Dangerous Goods regulation includes dry batteries containing potassium hydroxide and therefore alkaline batteries. Simply put, batteries require special handling for recycling and safe disposal. The best place for them is the Region’s Household Hazardous Waste Program. Hi Katherine, I have a question regarding the disposal of old (wet) paint and dried paint in their original containers. Can I put these in my Blue Box? Bring your wet paint, oil or latex, in its original container, to a Household Hazardous Waste (HHW) Depot for proper disposal. The Region has four depots located in Oshawa, Scugog, Brock and Pickering. The Region also offers a special program that encourages other residents to reuse these materials. This program operates out of the Region’s Waste Disposal Site in Oshawa only. The Paint Reuse Centre offers residents good re-useable paints and stains at “no charge”. As for the empty cans with dried paint, please remove the lid and place the container and lid in your Blue Box and set it out for collection on your regular recycling collection day. Graffiti garners dozen of complaints PICKERING — Charges have been laid against a Toronto man following the dismantling of a large marijuana grow operation in a Pickering residence. Officers with Durham’s Drug Enforcement Unit found more than 900 plants growing in a Val- ley Farm Road residence when they executed a search warrant Wednesday, police said. A man found on the property was arrested. Cops seized drugs valued at $900,000 and re- moved an estimated $50,000 worth of growing equipment, police said. They also uncovered evi- dence that a hydro bypass had been installed. Samuel Van Nguyen, 38, of Kennebel Crescent in Toronto, is charged with production of a con- trolled substance, possession for the purpose of trafficking and theft of a telecommunication de- vice. Search warrant yields huge pot crop in Pickering to be cool.” Sgt. McCurbin said most gang mem- bers don’t participate in graffiti for fear of getting caught. “We have identified gangs in the Durham Re- gion but we’re not going to promote them by put- ting them in the paper,” he said. Coun. McLean said Veridian has hired a con- tractor to clean the graffiti immediately off its util- ity boxes, where much of it takes place. And the community has to send the message that graffiti is not acceptable in Pickering, starting with the parents, he said. “They have to know these kids are up to it and they have to take responsibility to educate them,” he said. Sgt. McCurbin agreed, adding it’s important to tell kids it is a crime. “It may not be today, it may not be tomorrow, but they will face mischief charges,” he said. Those charged with mischief can face a fine or jail time. P PAGE 6 THE NEWS ADVERTISER, July 4, 2008 durhamregion.com Parents have to keep an eye on their kids G raffiti is sometimes referred to as public art, usually when the ‘art- ists’ are asked by a municipality to display their work in public places. But other times, and most times, it’s seen as unsightly vandalism, especially with the random scrawls that have been plaguing Pickering’s neighbourhoods. There’s nothing worse than walking down the street in a nice neighbourhood only to find nonsense written on a wall, bus stop or utility box. What does that tell visitors? It says ‘we don’t care about our neighbourhoods’. And that’s hardly the case with Pickering. The City has worked hard to be recognized as a leader in sustainability and was award- ed with a sustainable planning award last month. It also received top ratings at the Communities in Bloom competition last year. Then inconsiderate individuals come along and put up their words of (usually) non-wisdom for the tourists or prospective homebuyers to see. As someone who lives in Toronto, graf- fiti is common and doesn’t look out of place. But in Pickering, it just doesn’t fit. This is a good thing in a way. It’s nice that Pickering is a tidy enough place that ‘Wade luvs Jessica’ or nasty commentaries about someone’s mother stand out. But if the graffiti problem continues to grow and is not addressed immediately, it will slowly turn into a Toronto where residents walk by vandalism without blinking an eye. Ward 2 Regional Councillor Bill McLean has been dealing with numerous com- plaints about the issue for the past couple of months and has gotten Veridian to hire a contractor to clean up the graffiti on its boxes immediately. He describes it as can- cerous, moving through Pickering’s neigh- bourhoods. If neighbourhoods are riddled with graffiti, it will look acceptable, and others will follow the trend. A common belief with graffiti is that gangs are running all over the City, mark- ing their territory. Although this isn’t usu- ally the case, since members don’t normal- ly vandalize using the name of the gang in fear of getting caught, it is a common con- ception and this too can keep people from wanting to take up residency in Pickering. Vandalism costs the City money. In fact, it cost about $100,000 last year in staff time and cleaning costs and the amount of graf- fiti has increased this year. Hopefully the adults who know their kids are painting the town - literally - aren’t the same ones complaining about continuously rising property taxes. Graffiti only takes a couple of seconds to commit, so it’s really difficult for the police to attack the problem. For the police to combat it, they need help from the com- munity. It’s important that parents keep an eye out for their kids carrying telling items such as spray cans and permanent markers. Tell them it’s a criminal offence and that they can face community service, fines or even jail time. Eyes on the Street - the City’s program to combat vandalism and graffiti - is a tool that should be utilized after graffiti is put up. To report vandalism in your neighbourhood call Pickering’s customer care department at 1-877-420- 4666. But if a resident sees someone com- mitting the crime, try to get a description and give the police a call at 905-579-1520. Pickering’s graffiti is not art O shawa Councillor Tito-Dante Marimpietri’s heart might be in the right place in pushing for a tuition discount for Oshawa residents at Durham’s post-secondary institutions. But the notion, intended to attract more Oshawans to Durham College and the University of Ontario Institute of Technol- ogy, doesn’t get a passing grade upon seri- ous reflection. It has many flaws. First, Durham College and UOIT are regional institutions that receive provin- cial funding and attract students from across the province and country. Why should Oshawa residents get a hometown discount when the schools have received funding from the Region, the Province and, in some cases, from Ottawa? If you’re going to extend a discount to Oshawa residents, why not also offer it to Whitby, Clarington, Ajax, Pickering, Scugog, Uxbridge and Brock citizens, too? It would soon become extremely unwork- able and unaffordable if followed through. Post-secondary institutions across Ontario are already struggling to pay the bills and stay out of the red. In fact, Dur- ham College just passed a budget with a $3.5-million deficit. It is hardly in a posi- tion to cover less income from tuition fees when it will need to go to the Province for a funding boost. The councillor’s plan doesn’t include any buy-in from the City of Oshawa. If you’re going to ask the college and univer- sity to take a financial hit, shouldn’t you be willing to pony up some money from the City? Without putting your money where your mouth is, the idea comes across as pie-in-the-sky. It doesn’t have any serious interest from the schools themselves, which already have a very healthy contingent of Durham students in attendance and need cash from wherever they can find it. No doubt the councillor is only trying to find a way to make it more affordable for his young constituents to go to school close to home. But there are better ways to help locals get a higher education near their homes. How about City of Oshawa scholarships or bursaries of a modest nature students could use at UOIT or DC? Maybe Coun. Marimpietri could head up a committee and look for local support to get such a program going. That way, the schools wouldn’t take a hit and the City could offer a constructive solution for the councillor’s idea. Crown counsel Kent Saliwonchyk urged Justice Mary Teresa Devlin to sentence Mr. Pike, a former grade school teacher, to 14 years, arguing the stiff sentence is warranted for the abuse he perpetrated on several young boys. “It’s my position that Mr. Pike rep- resents a danger to society,” Mr. Sali- wonchyk said during an ongoing sen- tencing hearing for the 35-year-old Mr. Pike, who pleaded guilty in May to eight counts of sexual interference as well as making and possessing child pornography. During his submissions in an Osha- wa courtroom the prosecutor pointed to what he characterized as Mr. Pike’s lack of insight into his offences, in- cluding a letter Mr. Pike wrote to the court in which he called the assaults on young boys “mistakes.” “This is not a mistake,” Mr. Saliwon- chyk said. “You don’t set up a video camera and get 13 hours of yourself having sex with children and call it a mistake. “This is monstrous.” Mr. Pike was a Grade 5 teacher at Glen Street Public School in south Oshawa in July 2005 when he was arrested for sexually assaulting two young brothers whose parents he had befriended. The white powder that shut down City Hall for half a day and evening had a number of ramifications on the City, in- cluding an estimated $20,000-to-$25,000 loss and a number of people placed in quarantine. The powder, sent in an en- velope with three parking tickets, was opened by two clerks. Team-1 Environmental Services, Pick- ering’s haz-mat team, was on the scene to test the powder. But chief administra- tive officer Tom Quinn explained all that could be determined was the fact that it was not anthrax and it was not toxic. “Because of the limited amount of ma- terial that was there it was very hard to do the test,” he said. Team-1 first tested for protein, which would have indicated anthrax, and it came up negative. Tested to see if something would grow in a cul- ture form for bacteria, which would have shown anything toxic, that had a negative result as well. Both revealed the substance was not hazardous, but whether it was a material such as baby powder could not be deter- mined. Cats that have been hit by cars, beaten, strangled, poi- soned, ripped apart by dogs. As manager of the Durham Region Humane Society, she is on the front line when ani- mals come through the doors clinging to life and is there to watch as staff pour time, money and love into nursing them back to health. That’s why she is so pas- sionate about the policy that says cats won’t be placed with adoptive owners who will allow them to roam freely outside. “We’re not going to save these rescued animals, only to have someone turn around and let them outside, where they could be hurt again,” she said. “A lot of people don’t grasp it when we explain it or they get irritated. They say they’ve had outdoor cats who’ve been fine. That may be, but it doesn’t make it OK.” It’s a policy that left Jennifer Bouma stunned. Last week, the Whitby resident took her two young children to the Humane So- ciety of Durham Region and picked out a kitten to take home. When it came time to fill out the adoption papers she indicated her family would be allowing the cat to run freely on their large rural property -- and her application was promptly refused. “I was shocked they would deny someone who is a cat lover and who is willing to provide a home for an animal that needs one,” Ms. Bouma said. “My three-year-old was crying, because she wanted to take home the kitty. It wasn’t fair to the cat either. It was purring and ready to go home with us.” She told Humane Society staff she would be willing to change her mind and keep the cat indoors but was still denied. Ms. Richards said it’s a mat- ter of safety for the cats -- and the letter of the law. Oshawa, Whitby, Claring- ton, Ajax and Pickering all have bylaws prohibiting both dogs and cats from roaming freely. In Scugog and Uxbridge, there are rules for dogs but cats aren’t mentioned. “People seem to accept the fact they can’t let dogs run around but they don’t think the same way for cats,” said Kathy Duncan, manager of animal services for the City of Oshawa. “Cats can still go outside but it should be in a cattery or on a harness.” It’s a belief that is also held by the Ontario Society for the Prevention of Cruelty to Ani- mals (OSPCA). Christa Chadwick, direc- tor of Animal Care for the OSPCA, said the first re- sponse is to educate potential pet owners about the risks to outdoor cats -- a tactic that works most of the time. “Most people, when they hear the statistics and infor- mation, change their minds about wanting to let the cat out,” she said. On average, Ms. Chadwick said outdoor cats have a lifespan of five years, compared with 12 to 20 years for their indoor coun- terparts. The collections agency made PROFIT magazine’s PROFIT 100 list of Canada’s Fastest Growing Companies in June, and a couple of weeks later, it unveiled the expansion of its new 1,600- square-foot call centre. It’s the third time RecoverCorp has been expanded since it opened in 2000. The Profit 100 list also marks the fourth time the company has been recog- nized by PROFIT magazine. Last year it made the top 100 list and it made the top 50 list of new (within five years old) businesses twice. Mayor Dave Ryan wel- comed the expansion at the ceremony. “They City of Pickering is actively working with corporate partners like Re- coverCorp to create a more dynamic and compelling commercial environment,” he said. “I congratulate RecoverCorp for earning this nationwide recogni- tion, which, in turn, helps to strengthen Pickering’s burgeoning reputation as a preferred place to do busi- ness.” RecoverCorp started up in Pickering and plans to stay within the city, even when it outgrows its cur- rent space, Mr. Roda said. The company located in Pickering because it was in- expensive compared to To- ronto and Durham’s grow- ing population was a draw for labour. Being named by PROFIT for four years, Mr. Roda said it demonstrates a positive example for the Durham business commu- nity. “We’re showing at least local Durham companies can grow,” he said. And “although the City’s not going to get rich off RecoverCorp,” it does ben- efit the local labour force and will help keep the local economy going. RecoverCorp is not just looking for call centre em- ployees, but people to work in all areas, such as finance and internet technology. “We’re not just known as a collection agency any- more,” he said, adding 60 per cent of the business is third party collections and 40 per cent is all other types of contact management, such as outsourcing. Company expansion to create jobs in Pickering Collective agreement ratified with the Province DURHAM — Months be- fore their contract expires, the Province and Ontario Secondary School Teacher’s Federation (OSSTF) have reached a deal. More than 200 OSSTF teachers, including a few in Durham Region, who work in provincial schools that serve deaf, blind or visually impaired, deaf and blind, and incarcerated adults are affected by the new collec- tive agreement reached on June 26. The current con- tract doesn’t expire until Aug. 31. “I think there was very much a willingness on the part of the government to address some of the issues that historically had been of concern for the staff in the schools because they’re just so unique dealing with these students,” said Ken Coran, OSSTF president. Some of the students have multi-disabilities, he said. Usually bargaining is a long process with threats of, or actual labour disrup- tions, he said. This set of employees is in a unique scenario when dealing with collective agreements, ne- gotiating directly with the Province instead of through a school board, Mr. Coran said. The new agreement includes the allocation of additional staff as well as a clear definition of how staff will be assigned. Local con- cerns were also addressed. “The more we can ad- dress those and clearly ad- dress those the better,” Mr. Coran said. Councillor Tito-Dante Ma- rimpietri introduced a notice of motion at the last coun- cil meeting of the summer, asking that Durham College and UOIT consider offering a price break to all native-born Oshawa citizens and those who have lived in the city for at least 13 months. Coun. Marimpietri said the idea occurred to him several years ago when he was at- tending university in Mon- treal and discovered students who had lived in Quebec for 11 months or more were eli- gible for discounted tuition. UOIT president Ron Bord- essa said it’s tough to com- ment on the proposal until he knows whether council supports it. But he is concerned about how an initiative like this would be funded, as the mo- tion is clear the City wouldn’t be subsidizing the discounts. “There would be a lot of foregone revenue there,” he said. “The question would be, could we offer the same level of service with less money coming in from tuition?” Dr. Bordessa said UOIT of- fers scholarships and bursa- ries -- many of which are paid for through philanthropic do- nations -- but doesn’t have any tuition discounts because of the potential revenue loss. Some schools offer roll- backs to seniors and mature students, but Dr. Bordessa couldn’t think of any Ontario institutions that offer price breaks based on place of resi- dence. Also concerned was Dur- ham College president Don Lovisa, who echoed Dr. Bord- essa’s comments about the financial impact. “Tuition represents a sig- nificant part of our total rev- enue. We would have to be concerned about how this would impact resources for students,” he said. “I hope council thinks about this very carefully.” Enrolment figures from September 2007 indicate just under 40 per cent of UOIT students are from Durham Region and Northumberland County. Stock won the bid to provide the new noon-hour bus service, with a price of $75 per route per day. The only other tender was submitted by First-Student, formally Laidlaw, at $85 per route per day. The flat fee is based on an antici- pated average route time of 75 min- utes and a fuel cost of 75 cents per litre, with a standard fuel escalator clause provided. The Catholic board has 32 schools offering half-day everyday kinder- garten this September. Staff believe Stock has the neces- sary vehicle fleet and drivers avail- able to provide the service, says a report presented to trustees at the June 23 Durham Catholic District School Board meeting. Even with the price factors, such as fuel costs and route time, the annual cost is still anticipated to be within the $600,000 budgeted for the service when it was approved by trustees earlier this year.RSS UPDATESRSS UPDATES newsdurhamregion.com ‘People can contribute to this cause with their time, their understanding and their compassion’ By Moya Dillon mdillon@durhamregion.com DURHAM — Epilepsy Durham Region is hop- ing to raise awareness and funds with its annual Glad- ioli Flower Days Campaign this summer. “We really want people to understand what epi- lepsy is, that it has no cure,” said Dianne McKenzie, ex- ecutive director of Epilepsy Durham Region. “People can contribute to this cause with their time, their un- derstanding and their com- passion. That’s really what is missing,” Epilepsy Durham Region has been offering support for 20 years to people liv- ing with epilepsy. They will celebrate their 21-year an- niversary this fall. “We don’t receive any ex- ternal funding, so we are reliant on the generosity of our community for sup- porting our programming and critical services,” Mrs. McKenzie said. “We are the only support service in the region and we’re dealing with an area that has dou- ble the national average of epilepsy cases.” In Durham Region, 2.1 per cent of the population has epilepsy, in contrast to a national average of almost one per cent, Mrs. McKenzie said. In addition, seniors are more suscep- tible to developing epilepsy after a stroke, which means an expected boom in se- nior populations will fur- ther stress services. “Three hundred thou- sand Canadians live with epilepsy and it’s a very mysterious disorder that can affect anyone, at any time, for no particular rea- son,” she said. “Particularly in the senior population, we’re seeing high instances of epilepsy post-stroke. We’re misdiag- nosing these people after strokes with dementia and Alzheimer’s. “So this is what’s on the horizon for us as an or- ganization. With one full- time staff person, how do we promote to the senior population and their care- givers that their loved one is actually experiencing seizures and not living with dementia?” The organization hopes to raise $12,000 with this year’s campaign. People are encouraged to sign up as office co-ordi- nators online and take care of orders within their work- place. Office co-ordinators are then entered into a draw for door prizes along with other volunteers, who can sign up to deliver or sell bouquets. There’s weekly read- ing club activities, Funny Friends Reading Buddies, a short story contest, and Panago Pizza Movie Mati- nees. Renata Jaciw-Zurakowsky, 20, is one of 12 athletes from across Canada competing in Berlin and Warnemunde, Germany from July 21 to Aug. 2 in the championships put on by the International Life Saving Federation and the German Life Saving Organization. Team Canada is up against 32 countries in both pool and surf events. Ms. Jaciw-Zurakowsky was chosen after gold-medal performances at the Surf Nationals in Nova Sco- tia last August and the Canadian Pool Championships in Toronto in March. “I’m so excited,” she said, adding this will be her first trip to Ger- many. The sport of lifesaving is a com- bination of competitive swim- ming and timed, simulated rescue drills and is designed to test the athlete’s endurance, speed, agility, coordination and strength in the pool and surf. The pool events are much like a swim meet, “but with more things to do,” like swimming with fins, picking up a manikin and pulling it back. Surf is “more fun” and includes activities such as paddling, open water runs and beach runs. “I love it, even the training, just because it’s so diverse,” she said. “You can do so much with it.” A student at Dalhousie Universi- ty in Halifax, Ms. Jaciw-Zurakowsky is a member of the Varsity Tigers Swim Team. She’s been training about twice a day for two hours to prepare for the world champi- onships since the actual competi- tions are extremely intense. “It’s more tiring than any other swim meet I’ve been to,” she said. Ms. Jaciw-Zurakowsky enrolled in swimming lessons at age 10 and “the swimming instructor strongly encouraged me to take it to an- other level.” So from the time she was 13 or 14, she’s been interested and com- peting in pool lifesaving competi- tions and only began competing in surf competitions last year. It’s not only on a competitive level that Ms. Jaciw-Zurakowsky knows how to save lives: she works as a lifeguard for the Toronto Po- lice Services on Toronto Island and has even performed some lifesav- ing duties on her own time. For example, on the way back from her cottage one day, Ms. Jaciw-Zura- kowsky witnessed a car accident and got out of the car, finding two people had suffered major head injuries. “I just kind of administered first aid as best as I could and called EMS,” she said, adding both sur- vived. The experienced lifesaver is still nervous for the competition, but thinks one thing will help. “I think my (excitement) is help- ing me get over my nerves,” she said. Ms. Jaciw-Zurakowsky believes Canada will probably do better in the pool events rather than surf since its outdoor season is short compared to Australia’s, for exam- ple. And she knows who Canada’s competition is. “Definitely the Aussies and prob- ably the Americans,” she said. “The South Africans are good also.” But, despite a strong will to win, she’s trying her best to remember she’s basically doing it for fun. The game is being organized by Jeff McGrath for 10-year-old Madi- son Scott, whom he met last year. Madison was diagnosed with leu- kemia in October 2007 and since then, Mr. McGrath said she has fought the battle heroically. Madison has raised more than $21,000 through her page on the Hospital for Sick Children’s Change Crusaders website. “Cancer has given her an op- portunity to prove how strong and resilient she really is, as she is not only battling through this awful disease herself, but also helping other sick children,” Mr. McGrath said. The game is on Saturday, July 5, at the University of Ontario Insti- tute of Technology (UOIT) arena from 2 to 5 p.m. Donations are welcome outside of the arena. After the game, a banquet din- ner will take place upstairs at Shagwell’s on the Ridge restaurant. There will be tickets to sporting events and other prizes available through the auction and raffle. The Impact captured their second title of the season while mowing down all its foes at the Darlington Rep Soccer Tournament. In the finals, against the host Dar- lington Strikers, Ajax struck early and often on the way to a 9-2 win.
