Allegations ‘ridiculous’: officer By Jeff Mitchell Staff Writer DURHAM — A Durham cop standing trial took the stand in his own defence this week, steadfastly maintaining he had no idea the ve- hicles loaned to him by a friend were stolen. And Terrance “Ben” McColm in- sisted he made efforts to ensure the Mercedes his mechanic friend had given him was “clean,” despite evi- dence tendered at trial that the car’s history was not checked out until an investigation was launched by Dur- ham police in the spring of 2003. “I had every confidence in the car,” Mr. McColm, 43, said in re- sponse to questions from defence lawyer Tom Balka. “I had checked it out; I had done my due diligence.” Mr. McColm was unequivocal when Mr. Balka asked him point- blank if he’d ever been aware he was in possession of stolen vehicles, or if he’d been involved with his co-accused, Mississauga body shop operator Joselito “Joey” Abad, in a conspiracy involving stolen auto- mobiles. “No,” he said. “That’s ridiculous.” Durham police launched an investigation into Mr. McColm in April 2003 when a fellow offi- cer, concerned about the expired dealer plates on his 1998 Mercedes, conducted a computer check and learned it had been stolen from York Region a year and a half earlier. Police seized the Mercedes and when Mr. McColm was given a ride to his Port Perry home an officer confirmed the Toyota van in his driveway was also stolen. Mr. McColm and Mr. Abad are charged with possession of property obtained by crime. Ward 2 Regional Councillor Bill McLean used his time to make a statement to ask his partner of six years, Diana Cortellessa, to marry him. “It’s something I’ve been think- ing about for a long time,” he said, the nerves apparent in his voice. “As far as a ring, I don’t believe in jewelry,” he joked as the audience erupted into applause and laugh- ter. Mayor Ryan made his way into the crowded audience to escort a surprised Ms. Cortellessa to the mi- crophone to give her answer. “A nd your answer is?” shouted out Ward 2 City Councillor Doug Dickerson with a chuckle. As she stood beside Coun. McLean, Ms. Cortellessa said, “I’m a women of few words, but I do have to say I love this man.” The newly affianced duo then ex- changed their first kiss as an en- gaged couple. The Central East Local Health Integration Network (LHIN) released its first inte- grated health service plan at the end of November. The plan includes four pri- orities for change – mental health and addictions, seam- less care for seniors, chronic disease prevention and man- agement, and wait times and critical care – with detailed action plans for each prior- ity. “The first step is still build- ing the awareness of the plan,” said James Meloche. “The real hard challenge for us will be prioritizing the areas of improvement across the LHIN.” Mr. Meloche is the senior director of planning for the local LHIN. The Central East LHIN covers Scarborough east to Northumberland and north to Haliburton. It in- cludes all of Durham. The LHINs are responsible for planning, integrating and funding local health services in 14 different geographic areas of the province. They were created by the Province in the spring. For each of the four prior- ity areas in the plan there are sample action steps to help the LHIN achieve change. For example, in chronic dis- ease prevention and man- agement, one of the sample action steps is to increase support for individuals to self-manage their disease and its progression. Another is to provide equitable access to stroke programming for Durham residents. Mr. Meloche said some of the priority areas have com- mon themes, such as the seamless moving of people through the system. One of the challenges for the LHIN is that it is made up of such diverse areas. It has been sub-divided into nine community plan- ning zones that vary by pop- ulation (248,305 in Durham We st compared with 49,660 in Durham North/Central), age (just 11 per cent of Dur- ham East residents are 65 or older compared with 23.4 per cent in Haliburton High- lands), and diversity (Dur- ham West’s population is 20 per cent visible minorities compared with none in Hali- burton). “We are a very unique group of communities,” Mr. Meloche said, adding that is why each zone has its own collaborative, which are local advisory teams made up of volunteers. As part of this diversity, one of the LHIN’s goals is to find out where people can access services in four lan- guages other than English – Tamil, French, Cantonese and Mandarin – and make that information available across the LHIN to help bet- ter serve all the residents. “Our health-care provid- ers don’t even know what’s down the street sometimes,” Mr. Meloche said. He said he hopes people who read the plan will iden- tify with the priorities. “Our goal has always been that they can identify their needs, their loved one’s needs within the plan,” he said. We live in a sacrifice region, a concept discussed in 1987. Our township for decades had been the sacrificial lamb led to the altar of dumps, nuclear facilities, urbanization, an airport and clogged freeways. In the 70’s the die was cast; the above ingredient poured from the crucible of higher governments. It defines us today but most of us fail to grasp this concept. Forget agriculture. It will be swept away by a tsunami triggered by a development mindset. Only stringent EAA’s and acts of parliament will prevent Seaton from becoming an urban wasteland. Exacerbating this fractious miasma is the Frenchman’s Bay fiasco. In 1921 a de- funct harbour commission miraculously turned into a ‘Land Development Co’. Our councils have indulged in partisan politics in order to enforce the rubber-stamp process. Anyone who believes we are the masters of our domain lives in a fools’s paradise. Important decisions topping the ivory tower’s agenda include: how many pit bills shall we muzzle this week, and how much will the Region be billed for litter clean-up on White’s Road? Barring a human revolt or some unexpected catastrophe our future will be dictated by others. The area of accessibility became one of interest while writing a story in the spring about Pickering-Ajax-Uxbridge MPP Wayne Arthur’s private members bill regarding visual fire alarms. It made me think about areas of ac- cessibility I’ve never thought of, such as being able to escape a fire if you can’t hear or ordering at a restaurant if you can’t see the menu or adjusting your routine if you develop a disability later on in life. This began a search to find people to talk to me about what has changed through the years in terms of access and what their lives are like. I found amazing people who are intelligent and interesting; people who are in- volved in their community and lead lives just like anybody else. They have jobs and families, good days and bad. Over the past several weeks, a four- part series on accessibility has been running in this paper telling the stories of those people, as well as detailing is- sues surrounding accessibility. The issue of accessibility and the definition of what it means to have a disability are so broad there is no way it could be covered in a newspaper se- ries, probably not even in one book. But, the series is a start. It is the start of bringing awareness, education and opening up the eyes of the public, just as mine were. Chances are you or someone you know either has a disability or will develop one later on in life – whether it be mobility restrictions because of arthritis or hearing loss because of the strain we place on our ears from rock concerts, movie theatre surround sound and the like. As many people I interviewed de- scribed it, those of us without a dis- ability are really TABS – temporarily able bodied – because you never know what could happen. This is probably the project from which I’ve learned the most and that I hope will have a lasting effect. I know now that latch handles are easier to open than door knobs and that it is people with a disability, not the dis- abled. There may be many areas where my eyes have yet to be opened, but I’m willing to listen and learn because ev- eryone deserves the right to tell their story. An education in accessibility Danielle Milley staff writer Drinking and driving will cost you The true horror of drinking and driving was brought home to all with the tragic and totally preventable death of 37-year-old Terri Callaway, who was killed by an alleged drunk driver while jogging on the sidewalk near her Oak Ridges home. The mother of four young children leaves a grieving fam- ily who can’t understand why she was taken away from them in such a random, senseless fashion. The annual festive RIDE program is now in full swing and the numbers are discouraging. In just the first two weeks of the program in Durham, 24 drunk drivers have been charged and 33 others have been hit with 12-hour licence suspensions. A further five G1 and G2 licence holders were nabbed for breach- ing the condition they have no alcohol in their systems while driving. Those caught drinking and driving face serious penalties. For instance, those caught and charged with being over .08 this month, will get an immediate 90-day licence suspension until March 2008, will not be able to plead guilty in court until Janu- ary 2007 at the earliest (and then face an automatic licence sus- pension until January 2008). There are Back on Track courses to take during 2007 and, if successful an applicant can have a “con- dition i” licence by the end of January 2008 and get an interlock device (which prevents a person from driving if they have any alcohol on their breath). If the offender drives without incident for a year, he could have a full valid licence again by February 2009. Then, there are the financial costs. There is a $600 federal fine for drunk driving, along with a $504 fee for the Back on Track course, an ignition interlock fee of $1,350 and a massive increase in insurance premiums of $5,000 per year for three years, not to mention thousands in legal fees and court costs and a criminal record. G1 or G2 drivers face immediate driving suspensions for having .05 or more alcohol in their system (G1) or .02 or more alcohol (G2). It’s important to note the above penalties and costs are the minimum drivers face. There can also be lost employment, prevention of getting further employ- ment and jail time for repeat offenders. Ultimately, drinking and driving kills innocent people. There is no excuse for it. Whitby Trustee Mary Ann Martin was chosen for the seventh time to be chairwoman of the Durham Catholic District School Board, at its Dec. 4, inaugural meeting. Fel- low Whitby Trustee Scott Murdock was elected to his first term as vice- chairman. Oshawa Trustee Fred Jones also ran for the chairperson’s position, and Oshawa Trustee Joe Corey pursued the vice-chairperson spot. “I’m honoured to have their trust and confidence,” said Trustee Mar- tin. This year, the board will continue to implement the next two years of its three-year student success plan. “We want to see our EQAO (Edu- cation Quality and Accountability Office) scores continue to improve,” said Trustee Martin. She added provincial funding for- mulas also have to be addressed, especially around salaries and ben- efits, and to ensure school programs can remain in place and that needs are met. The Catholic board’s work with the public school board on a trans- portation consortium will also con- tinue, which should present some cost savings, said Trustee Martin. The public school board offers a phone service to provide informa- tion about bus cancellations, and the Catholic board is looking at get- ting the service as well, she added. “As chair, I want to continue working with all of our partners in Catholic education and continue to improve communication with ev- eryone,” said Trustee Martin. Oshawa’s Julia McCrea wasn’t sworn in By Crystal Crimi Staff Writer DURHAM — The public school board doesn’t know if it’s one trustee short fol- lowing Monday’s swearing in ceremony. Julia McCrea, an Oshawa trustee-elect and a teacher in York Region, was not in- cluded in the Durham Dis- trict School Board’s swear- ing in, declaration of office and oath of allegiance cer- emony during its Dec. 4 in- augural meeting. According to the Educa- tion Act, a trustee cannot be employed by any school board. “She either takes the oath or she’s deemed to resign,” said Craig Burch, the Dur- ham District School Board’s director of education, dur- ing an interview Tuesday morning. He said according to the Education Act, Trustee-elect McCrea can be sworn in at or before the first meeting of the board, Dec. 4, by the secretary of the board or be- fore any person authorized to administer an oath or af- firmation, such as a Justice of the Peace. “I don’t know whether she’s sworn that oath or not,” said Mr. Burch. “I know she didn’t swear it last night before the board... if she hasn’t done it, she’s resigned and there will be a vacancy.” Although Trustee-elect McCrea was in the audience and clapped as her fellow trustees were sworn in, her name was skipped when those elected were called upon alphabetically to be sworn in. A name plate for her was also absent from the board table. She left the board room following the ceremony. “A t this point, I’m just leaving it in the air,” said Trustee-elect McCrea, in the hallway outside the edu- cation centre’s boardroom Monday night. “I haven’t heard back from the minister (of edu- cation) and I don’t want to lose my day job.” If Trustee-elect McCrea is sworn in, the York Region District School Board will consider her resigned. She said she sent a Nov. 24 email to Premier Dalton McGuinty and members of the Ontario Cabinet, re- questing an order be cre- ated and passed to allow her to serve as a trustee and re- tain her teaching position. She is also petitioning to have the Education Act changed to allow education workers to serve as trustees without having to give up their jobs. She said the premier re- plied to her Friday Dec. 1, informing her the issue has been referred to the minis- ter of education, whom she has yet to hear from. “I’ve been phoning since Friday,” she said, and added she attended the meeting to speak with Mr. Burch about her contact with the minis- try and to watch her trustees participate in the swearing- in ceremony. In his interview, Mr. Burch said he hasn’t been copied on anything Trustee-elect McCrea has sent the Prov- ince. He added, to his mind, it’s unlikely the Province will change the law on the spot or make it retroactive. “The number-one issue for the board right now is whether there’s a vacancy or not,” said Mr. Burch. In the circumstances of a vacancy, the board can appoint someone qualified under the Education Act for the trustee spot, or ask the City of Oshawa to hold a byelection. If the board decides to appoint someone, it can choose one of the candi- dates from the recent elec- tion, or issue a posting for anyone qualified to come forward, be interviewed, and then be selected by the board, said Mr. Burch. A private members’ bill to make registered education savings plans (RESP) 100-per cent tax deductible passed its second reading in the House of Commons recently. Dan McTe ague, MP for Pickering- Scarborough East, introduced the proposal in the spring, fol- lowing constituent concerns about high post-secondary tuition costs and taxes. “There are many people that readily recognize, regard- less of their political spectrum, this has a substantial interest for us,” said Mr. McTeague. The bill passed by a 140- to-125 vote. Next, the bill will go to a committee that will examine it and possibly make recommendations, then re- turn to the House for its third reading and passage. If ap- proved, the RESP plan could be in place by March break, said Mr. McTeague. “The important thing is the bill was supported in princi- ple,” he said. According to Statistics Canada, in 2002 only 27 per cent of children under age 19 had RESPs established, with a median average value of $4,000. With the post-sec- ondary tuition freeze over, an average four-year educa- tion with residence fees will cost about $100,000 by 2018, said Mr. McTeague. The bill’s intention is to attract more people to RESPs. Currently, RESPs are pur- chased using after-tax income and receive 20 per cent on the dollar from the govern- ment, said Mr. McTeague. By making RESPs dollar-for-dol- lar tax deductible, they’ll be subtracted from a family’s tax- able income, the same way a registered retirement savings plan works, up to a maximum annual allowance. Money in the RESP would be taxed once cashed for an education, but chances are the student’s income will be below the poverty line and exempt from income tax, said Mr. McTeague. If educa- tion plans changed and the RESP wasn’t used, it could be cashed by the purchaser and added to annual income, where it would be taxed. “We’re getting a lot of sup- port for this,” said Mr. Mc- Te ague. While he was at the Pickering Santa Claus Parade recently, a woman asked him when the RESP bill was com- ing through and pointed to her children. By Izabela Jaroszynski Staff Writer DURHAM — The key to the re- gion’s economic prosperity lies in creating a knowledge-based economy and Jim Flaherty says his economic plan will help Dur- ham get there. “I think that’s where we want Durham to be,” the federal fi- nance minister and Whitby-Os- hawa MP said. “We are on our way to building that in Durham and the Advantage Canada plan will help advance that.” The long-term economic vi- sion unveiled on Thursday may have focused on debt reduction and tax cuts, but Mr. Flaherty says it is all intended to stimulate growth, encourage innovation and increase competitiveness. He says the plan makes way for a 20 per cent reduction in paper- work for businesses and a pro- posal that will create the lowest tax regime of all G7 countries -- thus stimulating business growth in the region. But it is the intended invest- ment in knowledge-based inno- vation that has the finance min- ister most excited. “The knowledge advantage in Canada is essential. I’m thinking more about the next generation. We have to make sure that our children have the same oppor- tunities to learn that people in other parts of the world have. Increasingly in China, India, Bra- zil and the emerging economies, higher educational standards are being obtained,” he said. “In a global economy, it means we have to give our own children those opportunities to become knowledgeable, flexible, capable of learning and relearning during their lives -- which are going to be quite different from the lives of previous generations.” That is music to the ears of Brian Gilbertson, the manager of government and corporate rela- tions for both UOIT and Durham College. “We are very pleased with the recognition that a skilled work- force and research components are extremely valuable -- espe- cially moving into the future -- to the Canadian economy and to Canadian society as a whole,” he said. “That was recognized very clearly by the minister.” In fact, Mr. Flaherty made a point of promising to allocated funds to better align post-sec- ondary research with the needs of business -- a goal that is at the core of much of the research done at the college and univer- sity in Oshawa, both of which have been active in developing partnerships with local industry. “We want to be strategic in our R and D spending,” Mr. Flaherty said. “We want to emphasize the development part of research and development. Too often in Canada we are seeing good re- search being done but then not being turned into product devel- opment in Canada.” Jayson Myers, a senior econo- mist with Canadian Manufactur- ers and Exporters, says the man- ufacturing industry in particular welcomes funding for industry- based research. “We have a lot of very knowl- edgeable and very innovative people in our universities and colleges and linking up the schools with manufacturing through greater collaboration is very important,” he said. “Manufacturers have to be able to innovate because that’s where their competitive advantage will be in bringing new products to market and improve their pro- cesses.” However, Mr. Myers says in- vesting in post-secondary insti- tutions is just one side of the equation. “It’s not going to work unless the other part of the equation is there, which is that manufac- turers are also investing in new technology. You need both to make this work,” he said. In his presentation on Thurs- day, Mr. Flaherty recognized the challenges facing manufacturing and Mr. Myers says he is encour- aged by the minister’s plans. “The themes that he was talk- ing about -- reducing taxes on investments, innovation, stream- lining regulations, investing in infrastructure -- are exactly the right priorities,” he said. And although he applauds the plan, he also cautions the gov- ernment to move quickly. “(Mr. Flaherty) laid out a five- year economic plan and I just want to make the point that man- ufacturers don’t have five years to wait around for some improve- ment in taxes and regulations,” he said. “This budget coming (in spring 2007) is what’s going to make the difference here. Durham homebuilders honour contribution, achievement by members Alternative is to delay new station By Jeff Hayward Staff Writer DURHAM — If the Province doesn’t allow the Region to increase develop- ment charges in order to pay its share of GO Transit’s expansion budget, taxpayers could take a significant hit, warns Dur- ham’s regional chair- man. Roger Anderson, also a member of GO’s board, said Durham’s share of the GO capital ex- pansion bill will be about $11 million in 2007, with only $5 million of that amount covered by development charg- es. The rest will have to come from property taxes, which would equate to a two per cent increase in Re- gion taxes, he said. Mr. Anderson said he and other GTA Re- gional chairpeople are lobbying Ontario to allow them to increase what they can collect through development charges in order to lessen the blow to residents. Mr. Anderson wants to focus tax dollar spending inside regional boundaries. “We have enough problems with our own infrastructure,” he said. A new GO train station was recently announced that will serve Uxbridge resi- dents, to be built just beyond the York- Durham line and be completed by fall 2007. Edmund Shea, head of public affairs for GO, said “right now it’s still business as usual” and plans are still on track for the un- named sta- tion. But he noted if re- gions decide not to dip into their property taxes to bridge funding shortfalls, “Of course we’ll be under pressure. “This is an issue between municipali- ties and the Province... We’re caught in a squeeze.” A statement from GO to its board mem- bers dated April 13 of this year, explain- ing the 2006/2007 capital plan as well as GO’s 10-year plan, reads, “(The) Region of Durham indicated only 41 per cent of the share identified for Durham (has) been budgeted. To match Durham’s bud- get expectation, GO would have to reduce its growth budget by approximately $181 million.” Also in the report alternative options are outlined for 2006/2007, including the new station to be “shifted” one to two years. “This alternative attempts to smooth out the cash flow spikes. However, (GO) staff do not recommend this alternative, as it is counter to the forward growth strategy identified and pursued by the GO board and staff in the last few years.” Other options in- clude no new trains for two to three years and no GO parking lot expansions for up to two years. Uxbridge Regional Councillor Howie Herrema feels more provincial funding is needed toward GO projects. “I’m in favour of expansion... I’d like to see a station (in Uxbridge) but not at any cost,” he said. When asked if Durham should refuse to cover the rest of its bill with tax dollars, he said “There’s got to be a better solution than just saying no (to GO).” B ut Coun. Herrema noted Durham Region Transit may be worth looking at first before GO when regional council re- sumes. “I want to see where (transit) is headed,” he said. Mr. Anderson said he still has a goal to secure a GO train station in Goodwood, noting he wants to accomplish this “with- in five years... whether that would happen I don’t know. “It’s all (in the) funding.” Janet Hope, director of municipal fi- nance at the Ministry of Municipal Affairs and Housing, does not agree that only development charges should cover GO’s expansion spending. “GO expansion costs relate both to providing better service to the existing population as well as services that will ac- commodate new growth in the region in question,” she said. “The assumption that development charges should be the sole source is per- haps not what the Development Charges Act was intended to do.” Uxbridge’s Mayor-elect Bob Shepherd did not return phone calls on the issue. --- with files from Torstar Dog’s need attention, social interaction, exercise, mental stimulation and a potty break while their owners are at work. At a wine-and-cheese press conference in Pickering Wednes- day, the group -- dedicated to building an arts facility in Ajax or Pickering -- announced it had re- ceived an Ontario Trillium Foun- dation (OTF) grant of $225,000 over three years. As well, a powerhouse Durham West Arts Centre (DWAC) foun- dation board was introduced that will be charged with raising the millions of dollars required to make an arts centre in west Dur- ham a reality. “We are definitely going to build an arts centre,” founda- tion member Judge David Stone told roughly 50 members of the arts community, politicians and media. “We have moved from a dream to a belief that’s as strong as knowledge.” Bowmanville resident Al Strike, a former member of the OTF’s grant review team, made the grant announcement and de- livered the first half-year instal- ment of the cash, $37,500. “You’re in business,” he said, congratulating DWAC members and supporters on the grant and on the “rapid growth you’ve had” in such a short time. Mr. Strike explained that $150,000 will go to DWAC itself, while the rest of the cash will go to the DWAC foundation. Angie Littlefield, DWAC’s ex- ecutive director, said DWAC also needs a temporary home after losing its space in Pickering Vil- lage earlier this year. And, that’s in the works, she said, noting a location has been identified but an agreement is not yet in place. If all goes well, Ms. Littlefield said the DWAC’s new interim home would become “the drop- in place for the capital campaign, not just the arts.” ‘We are definitely going to build an arts centre.’ DAVID STONE, DURHAM WEST ARTS CENTRE FOUNDATION MEMBER DWAC wants to build a per- forming arts facility seating be- tween 750 and 1,200 people, de- pending on how much funding the foundation can raise. The ambitious plan is to have the facility underway by 2011, in time for Pickering Township’s bicentennial. The intention is to create a home for all the arts, including the visual and media arts. The capital campaign will soon be launched and Ms. Littlefield put out a general invitation to the community to become involved in the DWAC and foundation by e-mailing info@dwac.ca. She also announced that after two-and-a-half years at the helm of DWAC, she would be stepping down as executive director. Ms. Littlefield isn’t leaving DWAC, however, and will become its vice chairwoman of the board. Coach calls for more speed Winder looks for higher tempo, less penalties in the run up to Christmas break By Al Rivett Sports Editor AJAX — With an especially onerous stretch of schedule for the Ajax Attack before Christmas, head coach John Winder is looking for more — and less — out of his play- ers. Most of all, Winder’s imploring his players to pick up the tempo to a higher degree. “It’s time for the players to step up,” says Winder. “We need to play with a little more urgency. We’re not 100-per cent happy with the guys. They’re not using the speed we know they can use. I’m a bit disappointed, not so much with the effort, but with the fact they’re not using their speed. We’ll be working on that in practice and see if they can’t use it in the games.” The Attack has six games remain- ing prior to the Christmas break, with three of them coming against the cream of the OHA Ontario Pro- vincial Junior ‘A’ Hockey League’s South Conference -- the St. Mi- chael’s Buzzers, Vaughan Vipers and the Markham Waxers. The other pre-Christmas games, against Toronto, North York and Durham, are almost must-wins for the Attack (9-20-0-1) to have any hope of jumping out of the base- ment heading into the crucial last full month of the regular-season schedule in January. In addition to the need for speed, the coach is also imploring his play- ers to spend less time in the penalty box. Undisciplined penalties were at the heart of the Attack’s 5-4 over- time loss to the North York Rangers at the Ajax Community Centre last Saturday. Winder was especially disap- pointed in a timeout in the third period of Saturday’s contest called by the North York bench. In those 30 seconds, Winder implored his players to keep their sticks down and watch the penalties. “The whole focus was on disci- pline in the timeout. And then... penalty, penalty, penalty. We like to think we’ve got speed on this team, but you can’t use that speed when you’re killing penalties all the time.” The Attack was thwarted by Mother Nature in their game against the Orangeville Crushers in Orangeville last Friday night.
