But Pickering chief administra- tive officer Tom Quinn said the overrun won't affect this year's local tax rate, which currently sits at a 6.8 per cent increase. Pickering is still reviewing its 2003 budget before it goes to council for final approval March 24. "We'll have to go back through our operations and look at the costing of other items," he said. "We have a responsibility to ser- vice and to maintain our roads and we still have next November and December to do." Environment Canada reports a total of 138.6 centimetres of snow has fallen on the Greater Toronto Area since November, 20 per cent above normal. While November and Decem- ber were "tough months", Mr. Quinn said Pickering's 2002 snow budget was still able to come under budget because last Janu- ary, February, and March were relatively mild. Not so this year. The City has already spent its $500,000 snow budget, which includes salt and sand application, overtime, and a snow removal contract aiding local seniors. The cost of the seniors contract alone has doubled this year due to the amount of snow, said Mr. Quinn. City officials budgeted $10,000 for the program and it has already reached $20,000. "We've had a real Canadian win- ter," he said. "The last four or five years have been very easy and we've ended up with surpluses." The City tries to calculate its snow needs based on a mean av- erage of the last five years, but municipalities can be hit by bad storms from time to time, Mr. Quinn said. "My concerns is I think we're still really going to have some snow this winter," he added. "And then there's next fall, November and December to get through." The Region is creating a vision for Durham and it's looking for residents and business people to share their view on what issues should be addressed in the com- ing years. Through workshops being offered in all eight of Durham's municipalities, the public can discuss their thoughts on the Region's strengths, weak- nesses and opportunities. It may sound rather pie-in-the- sky but it is a chance for Durham residents to make a real differ- ence to how their communities will evolve, says Scugog Mayor Doug Moffatt, the chairman of a steering committee responsible for creating the strategic plan. "We are going out to the public to see what it has to say, to see where residents think the Region should be, what the driving is- sues will be five or 10 years out," says Mayor Moffatt. The one thing the committee does not want to do is come up with a bunch of lofty goals that sound good and mean nothing, says the mayor. "We haven't noticed any real dramatic changes. It's been consistent all week," said the IMO's Ted Gruetzner. On Friday, the price of elec- tricity was 9.3 cents per kilo- watt hour. The IMO oversees the whole- sale electricity market in On- tario. Part of the reason for the price remaining the same is the rising temperatures, he noted. "It's starting to warm up, so there's not as much of a de- mand on the system," Mr. Gruetzner said. "We've haven't seen any spikes this week." On Wednesday, Ontario Power Generation shut three 'B'-side reactors, Units 5, 6 and 8, after a cracked water pipe on the non-nuclear part of the plant was discovered. Unit 7 was already off-line for planned maintenance. OPG has been fairly tight- lipped on the matter, refusing to even say when the reactors will come back online. John Earl, a spokesman for OPG, said the reluctance to re- lease information has to do with not wanting to affect elec- tricity prices. "We tried to make our posi- tion clear. If there's a safety concern, we'll make it public," Mr. Earl said. "We have to keep commer- cially sensitive material from our competitors. If it's not a safety issue, it's a commercial- ly-sensitive issue." He added, "As soon as the re- pairs are made, the units will be back online. “When they're back online is commercially sensitive. It could affect the price to con- sumers." Mr. Gruetzner said the IMO has started a review of the con- f identiality rules. "It's something being looked at," Mr. Gruetzner said, adding the review will consider what should be kept confidential. Stakeholders are being asked for input on the matter, he noted. Ultimately, "what's in the best interests of the consumer" will drive the decision-making process, he said. The market function is to get the best possible price, he stat- ed. HERE’S WHAT HAPPENED. Nuclear generating stations need a supply of clean water, which is boiled to create steam. The steam causes a turbine to spin and a generator to produce electricity. The water for this process comes from the lake, and is purified at a water treatment plant just outside the powerhouse. A pipe brings clean water from the water treatment plant into the powerhouse. It was a leak in this pipe that led to the shutdown on March 12. It was important to shut down the operating units because of the location of the leak. As you can see in the diagram the pipe is not part of the nuclear side of the station. There was no radioactivity involved, and the repairs are not expected to be major. As per our business practice, appropriate authorities were informed when we shut down the plant, including the Canadian Nuclear Safety Commission, as well as provincial and municipal officials. When the Region holds the workshops in a number of communities over the next few weeks, presenta- tions will be made to give residents a view of where Durham is today and to suggest about 15 possible areas where the Region can focus its resources. "People can say 'this one doesn't make any sense but that one does'," says Mayor Moffatt. Or they can even raise new issues that haven't been considered. "One of my wishes is to make a strong statement on environmental protec- tion," says the mayor. How- ever, he adds, if that is cho- sen as a goal in the strate- gic plan, it must be fol- lowed up with the appro- priate steps, such as a land acqui- sition plan and ease- ments, to make it happen. Other potential issues include Durham's popula- tion and where growth should be accommodated, Mayor Moffatt says. The Region's current projec- tion is a million people by 2021. "Where will that popula- tion be? Will it all be south of the Oak Ridges Moraine or will it leap-frog over the moraine to areas where the farmland is not as produc- tive?" he asks. Transit and transporta- tion is another issue that has received a lot of atten- tion from politicians, busi- ness leaders and educa- tors, all con- cerned with moving peo- ple to where they need to go. But the mayor suggests it's about "doing a better job of creating employ- ment where people live" as much as creating elaborate transit infrastructure. Police officers and safe- ty inspectors joined forces and inspected 49 trucks for safety violations. Of the 49 trucks inspect- ed, 17 were removed from service for safety viola- tions, 37 charges were laid, six sets of licence plates removed and two drivers arrested. One driver was arrested for possession of a con- trolled substance; the other for driving while under suspension and flight from police. Police say he ran from officers as his commercial motor ve- hicle was pulled over for inspection, but officers caught him a few metres from his truck. Durham Regional Po- lice and the Ministry of Transport say they will continue enforcement of truck safety in Durham Region. Ministry, police truck blitz nabs 17 ✦EEddiittoorriiaall –– PPaaggee 66 reduce its $18-million deficit by the end of this summer, the health system is realigning its hospital bed usage at its Scar- borough and Ajax sites. The move is expected to af- fect 85 full- and part-time staff across the organization and result in shorter lengths of stay for patients. "These are very tough but necessary decisions we've had to make," said Hume Martin, chief executive officer and president. "It is a difficult time for our clinical and service staff but we need to bring our costs in line with those of other hospitals." In Ajax, it means a reduc- tion of 16 beds, and 23 full-time and 12 part-time staff impact- ed. Of those positions, about 13 individuals will be moved to other departments or to the Scarborough site. This week's staffing changes will be implemented by the end of the summer to respect union contracts, which stipu- late members need five to six months notice before a layoff. Hospital spokesman Maria Milanetti said RVHS is cur- rently working with unions to offer a number of options for affected staff. The organiza- tion hopes to minimize layoffs by offering early retirements and severance packages to those who leave voluntarily. There may also be opportu- nities to move between the two sites or retrain for other de- partments experiencing short- ages, she said. Nursing and support staff are taking the hardest hit from the realignment. A total of eight full-time registered nurs- es, four full-time registered practical nurses, two part- time registered practical nurs- es, and one part-time regis- tered nurse will be impacted in Ajax. Carol Oates of the Ontario Nurses Association, Local 24, was confident the staffing im- pact at Ajax wouldn’t be too great. The hospital is creating “float positions”, she said, where nurses can report to the hospital but could be working in a number of different de- partments. Tara Miller, representative of Canadian Union of Public Employees, Local 4365, said her members, who provide support services at RVHS, are still trying to make sense of the changes. Of particular concern is the announcement Ajax's food ser- vices department will be transferred entirely to Scar- borough. Seven part-time nu- trition service representatives will be offered the chance to move as well. Two other full- time support staff positions will also be affected in Ajax. "They've moved everything over there," she said, of the Scarborough site. Briann Mail- let, six, and two- year-old Kiara Charles, were killed Jan. 18, when fire broke out at the Or- chard Valley Court town- house complex on Kingston Road at around 4 a.m., trapping them inside. Pickering Fire Chief Bill Dou- glas said the blaze started in the living/dining room area of the townhouse. The girls' mother, 30-year- old Debra Mail- let, and 11-year- old sister, Shi- ann, managed to escape the fire by jumping out a third-floor window. Their nine- year-old brother Jesse was stay- ing over at an- other unit, and tried to enter the house to save his sisters but was turned back by the f lames. Eight units at the municipal non-profit townhouse com- plex were in- volved in the fire. Is there anyone out there who doesn't condemn the rough treatment Elizabeth Witmer re- ceived from Catholic teachers Mon- day? For those of you who missed it, the Ontario English Catholic Teachers' Association (OECTA) in- vited the education minister to its annual meeting. Ms. Witmer walked into an ambush. Patrick Nelson, a member of the minister's staff, said she had pre- pared a 15-minute speech and in- tended to have a question-and-an- swer session with teachers after- wards. But upon arrival, the minister was told she would not be permit- ted to give her speech. Ms. Witmer agreed, spoke for a few minutes and began fielding questions. Teachers apparently didn't like her answers. According to OECTA, the minis- ter "walked out". Mr. Nelson said the minister is busy, that the 30 minutes she had allotted for the ap- pearance were up, and she left after staying a bit longer than she had planned. What followed was downright bizarre. Teachers, some with paper bags over their heads, followed her out of the meeting room, chanting 'shame'. The video footage showed one person, wearing a paper bag on his/her head, intentionally bump into the minister. Ms. Witmer at that point seemed genuinely con- cerned for her safety -- or was ticked off, I couldn't tell which. An- other person threw water at her. To the minister's credit, she kept her cool. It's deplorable for any person or group to physically intimidate the deputy premier of Ontario. And, to make matters worse, OECTA ini- tially appeared to justify the inci- dent. In a press release, which in- terestingly is not on the OECTA We b site, president Kathy McVean said the minister was late for her appearance, and her replies to questions amounted to no more than "platitudes that were deeply offensive to teachers. "Teachers are very upset and she was not willing to discuss these im- portant issues with her own front- line workers." There was no mention of regret for what happened until later. In a letter to Ms. Witmer, Ms. McVean does apologize, pledging "a full in- vestigation to determine the se- quence of events and possible in- volvement of our members." My question is, how did OECTA expect the minister to answer what I'm sure were very leading ques- tions? I have said in this space that the government's deliberate under- funding of education was shameful. But let's be fair. Three months ago, Dr. Mordechai Rozanski's re- port to the Province on education funding called for $1.8 billion more over three years. Recognizing the financial pressures on the govern- ment, he didn't say the money had to be coughed up right away. With- in days, the Province announced $610 million. Let's move on, teachers. Mike Harris is no longer premier of On- tario. Yo u’ll have a chance to tell politicians and staff ex- actly what’s on your mind as a steering group, chaired by Scugog Mayor Doug Moffatt, visits all eight Durham munic- ipalities over the next 10 days. The committee kicks off its tour Monday night at 7 p.m. at Uxbridge Arena. Tuesday it’s at the Pickering Council Chambers. It winds up at the Ajax Community Centre March 27. All meetings begin at 7 p.m. The purpose of the exercise is to sound out residents about their priorities, hopes and dreams for Durham. While everything will be taken into consideration, ultimately, only practical, doable projects will make it off the drawing board. Some of the key issues that will likely come up will be land use, population growth and distribution, transit and trans- portation, waste management and recycling, and funding for such items as local hospitals. The committee may also hear from citizens unhappy about the decision to go ahead with the $68-million region- al headquarters and those who aren’t thrilled over the re- g ion-wide smoking bylaw. But such is the situation when you open the door and ask taxpayers to speak their minds. In the end, Mayor Moffatt says the eight meetings are in- tended to point the Region in a specific direction. “People can say ‘this one doesn’t make sense but that one does’...we are going out to the public to see what it has to say, to see where residents think the Region should be, what the driving issues will be five or 10 years out,” says the mayor. Councillors and staffers spend long hours in committee and council meetings debating all kinds of issues and most, if not all, have their own strong opinions and ideas about the direction the region should take. Those on this commit- tee, which includes Pickering Councillor Mark Holland, are encouraged to keep an open mind and listen to residents. To use a cliché, at least this committee is trying to think ‘outside the box’. All suggestions will be considered, however, only those that can be accommodated on a definite timeline and which can be accountable to the public will be incorporated. The made-in-Durham Community Strategic Plan is a sen- sible idea that may well bear fruit for all Durham citizens. Every town has or soon will have its own big-box store oasis and gradually they will begin to suck the vitality out of our communities and eventually one an- other. With regards to who may be the bad guy when it comes to the demise of our Metro East Trade Centre, I’d say it’s our short-sighted local politicians. That centre was built on lands set aside years ago for that very purpose; the concept was akin to preserving farmland or park area for future generations. It was all about giving Pickering some unique- ness, about having an actual attraction — that land was bought and sold over the years cheap because it was desig- nated for this special use, which is now lost forever. We, the people of Pickering and our future citizens, have lost something im- portant and valuable. It may have been underutilized as a site, but its day would have come much like the value of our parks and farmland will be realized. Now, what is left to us as a symbol of our distinctiveness? Nothing. This issue should never have been about the flea markets. Podiatrist-Foot Specialist A March Break or stress fracture usually occurs after a long march or hike as was seen in army recruits on long 20 mile runs. The most common bone involved is the 2nd metatarsal (50% of the time) just behind the metatarsal joint where the toe attaches to the foot. The 3rd and 4th metatarsals are also equally likely to experience a stress fracture at 25% of the time each. A stress fracture occurs due to excessive, continuous pressure over a long period of time, unlike a regular fracture which is the result of a major trauma or force. The likelihood of a stress fracture occurring depends on the strength of the bone (density decreases with age) and the force applied. Besides marines or army recruits, a stress fracture of the metatarsal can be seen in long distance runners, aerobic exercisers or women walking any distance in high heeled shoes which puts a lot of pressure on the forefoot. Over time of repetitive stress, the bone fatigues and cracks. You would imagine that all fractures should show on an x-ray but that is not always so, especially with stress fractures. If an x-ray shows negative (no fracture) but pain, swelling and an increased temperature over the head of the metatarsal persist, take another x-ray 14 days after the initial onset of symptoms. Although a fracture line may still not show, new bone deposition will be noticeable at the injury site. Patients will usually compensate for the pain by walking on the outside of the foot or heel. Fractures of the metatarsals, unlike other fractures, do not require immobilization therefore, they do not require a cast. An elastic bandage bound around the foot and ankle is all that is required. However, all activities that put stress and pressure on the fracture site should cease especially the type of activity that caused the fracture in the first place. Comfortable shoes are most important and ultrasound should be avoided. Given time, the fracture will heal and you will be back doing all your activites-just exercise a little patience. The more fat a person carries, the more prone to dehydration and toxins tend to store in fat mass-two huge contributing factors to disease, dehydration & toxins. In order for a weight loss program to be truly successful, it must allow the person to maintain or increase lean body mass while reducing the body fat. The solution is body composition analysis. Quickly, easily & accurately you can find out just where you stand with your own body composition and be guided to a healthy reduction of fat mass. The body composition testing offers a way of measuring & monitoring your progress. If you are thinking of those scales that measure body fat percentage, they can be out five percent or higher, that is too big of a margin to be accurate. Monitoring results monthly or quarterly will keep you on track achieving positive results. It is better to lose one pound on the scale and several inches and 2 % body fat, than to lose ten pounds of water and precious lean body mass. The frost is so deep in neighbourhood lawns right now that fun- gus spores and the insects burrowed be- neath the dormant turf last fall are no more. “There are going to be a lot of eggs and insects that will freeze,” confirms Larry Hutzol, nursery co-ordinator of Weall and Cullen Nurseries Ltd., Whit- by. These pests won’t be munching on the roots of green blades reaching for the sun. But the exceptionally cold winter months have taken their toll on other growing things. “A lot of tender shrubs and perennials are probably not going to come through,” says Mr. Hutzol. “Temper- atures have been well below -20 (degrees Celsius) many, many days. And once you pass -20 or -25, a zone 5 plant can’t take it. It’s like planting a rose in Sault Ste. Marie. It’s not going to live.” (Canada is divided into 10 zones ranging from 0 in the coldest region to 9 in the mildest. Zones and are based on a number of climatic conditions, most no- tably temperature, and the length of the growing sea- son without risk of frost). The other living things Mr. Hutzol worries about are trees. When the sap starts running followed by a cold snap, the protective bark can crack. “If the temperature fluctuates too fast such as -20 (degrees Celsius) at night and then 10 degrees Celsius in the day time, it causes cracks in the trees,” confirms Mr. Hutzol. Flu... the flu bug didn’t bite too many So far, so good. With six weeks left to go, this year’s f lu season has left Durham Region residents relatively unscathed. “To date, Durham Region has gotten off fairly light- ly,” says Dr. Donna Reynolds, associate medical officer of health. “We have 34 confirmed cases. Since Ontario’s Universal Influenza Immunization began in 2000, the number of confirmed cases in Durham Region have been 46 (2000-2001), 62 (2001- 2002), followed by 34 to date (2002-2003). “Another indication that rates are lower is there were no outbreaks in long-term health-care facilities and hospitals,” adds Dr. Reynolds. “There was a lot of activity of influenza in December that sparked con- cern but the number of cases were much lower in Jan- uary and February.” With just a few weeks to go before the flu season ends, it may not be necessary for local residents to think about getting vaccinated. But Dr. Reynolds points out that isn’t necessarily the case in other geo- graphic locations. “There are still parts of the world that have higher rates of influenza. If people are going to travel or are travelling on board an airplane where the air is recycled, they might consider getting the shot.” The public health agency is still in the process of col- lecting data to show how many flu vaccinations were administered in Durham Region. The total should be known by the end of April. Dr. Reynolds also cautions that some cases of the flu may not have been con- f irmed and the actual number for this year, therefore, could be higher. Influenza can be a serious, acute res- piratory disease that is caused by a virus. People of any age can get influenza. Most people who get in- fluenza are ill for only a few days. However, some peo- ple can get much sicker, and may need medical atten- tion at a doctor’s office or hospital. According to Colin D’Cunha, Ontario’s Chief Med- ical Officer of Health, between 500 and 1,500 Canadi- ans die each year because of the flu and its complica- tions. Influenza spreads easily from person to person through coughing and sneezing. It is also spread through contact with unwashed hands, contaminated surfaces, or toys and eating utensils that have been contaminated with the influenza virus. ...and Floods the good Lord willing, and the creeks don’t rise With one week to go before the vernal equinox offi- cially declares the arrival of the season we’ve been long- ing for, there’s good news and bad news. If tempera- tures rise too fast along with considerable rainfall, there is a strong possibility of flooding. “During this time of year we can expect higher, faster flowing water within our rivers and streams, and thin ice on ponds and lakes,” says Neil MacFarlane, environ- mental engineering analyst for the Central Lake On- tario Conservation Authority (CLOCA). “In addition, slippery and unstable stream banks along with ex- tremely cold water temperatures can lead to very haz- ardous conditions close to any body of water.” But as some overflows from local waterways loom on the horizon for spring 2003, current watershed manage- ment programs throughout Durham Region and the rest of Ontario have almost eliminated catastrophic f looding. Neither CLOCA (whose conservation areas include Purple Woods, Enniskillen, Long Sault, Heber Down and Lynde Shores) nor the Toronto and Region Con- servation Authority (which is responsible for the west- ern part of Durham Region from Highland Creek and east to the Rouge River, Petticoat Creek, Duffins Creek and Carruthers Creek) are resting on their laurels. “The snow pack has increased substantially over the last few weeks with well-above-normal amounts exist- ing for this time of year,” says Mr. MacFarlane. “The colder than normal temperatures we have also been ex- periencing have developed significant ice covers along our rivers and streams and some ice jams remain from a small melt event from early February. The potential for flooding and ice-jamming remains significant, given a heavy rain and milder temperatures.” “With the (predicted) warming trend, we’re looking at losing most of the snow by the middle of next week,” agrees Don Haley, a TRCA water resource engineer. “That will mean more flows and the other area of con- cern with that kind of (sudden) spring break-up on rivers and streams is the chance of ice jamming.” He adds the time for most concern will be from this week- end (March 15-16) to next weekend (March 22-23). Just ask Melissa McK- night, 18, the manufactur- er of a body product line who is still going strong with home party sales for the business she launched last year. The Province is offering students aged 15 to 29 up to $1,500 for start-up costs for their own business and another $1,500 upon suc- cessful completion of the program at summer's end as an option to the tradi- tional summer job. 'Summer Company' is a program offered by the Ministry of Enterprise, Opportunity and Innova- tion operated here through the Business Ad- visory Centre Durham. It gives students the seed money to begin their ven- ture and the support to make it work, including hands-on training and coaching from the local business community. "At the beginning we had to write a business plan and met members of the centre and entrepre- neurs," says Ms. McK- night, whose business 'Re- laxing Thymes' features environmentally-friendly candles, shampoo and body care products she makes herself. "They were always there for me if I ever had any trouble and didn't know what the next step was," she says. The centre helped her to deal with the paper work of owning a business, which she describes as her "A c hilles heel. Workshops in accounting and market- ing were helpful too," she says. "Last year we had six students in Durham in the program and this year we are allotted eight," says Navada Sargent, youth co- ordinator for the advisory centre. As well as Ms. McKnight, last year's en- trepreneurs included landscapers, a tutor and a swimming instructor. Each student must cre- ate a business plan as part of the application, says Ms. Sargent, who points out the deadline to apply for this year's program is coming up quickly, April 4. The centre helps young people with their plan and application. Ms. Sargent says stu- dents don't have to make a profit from their business to qualify for the comple- tion bonus at the end of the summer. All they have to do is complete the re- quirements of the pro- gram because the point of the exercise is to learn from the experience.
