Rouge Valley Health System

This is the third in a series of
analysis stories appearing in the
News Advertiser leading up to the
Nov 13 civic election. The series
will address one ward -specific issue
or concern in each ward through the
eyes of all candidates, including
those acclaimed, in an effort to give
readers an in-depth look at impor-
tant topics to be dealt with in the
coming three-year term. Today, we
look at the implications of the im-
pending opening of Hwy. 407 to
Brock Road in Ward 3.

PICKERING — With the ar-
rival of Hwy. 407 in Pickering ex-
pected next fall, many residents in
Ward 3 are bracing for traffic con-
gestion and gridlock on rural roads
here.
And, those same residents could
also be faced with footing part of the
bill to pay for municipal services,
such as a new fire hall, that will be
required to service the toll road
many community members don't
want.
These are just some of the issues
the candidates vying for the local
and regional council seats in Ward 3
are vowing to tackle during coun-
cil's next term.
Current local Councillor David
Pickles and Regional Councillor
Rick Johnson, along with their op-
ponents, Paul Pistritto locally and
Susan Shewan regionally, agree

highway on north Pickering will be

"Most people in north Pickering
did not want the 407," said Coun.
Pickles, who maintained it's unfair

money, the people who run it make
money and we are excluded from
any ability to tax (the highway own-
ers)."
He notes the City is facing sig-
nificant costs associated with pro-
viding additional maintenance to
Brock Road and building a new fire
hall to service the highway.
"It's a great cost to the City
which is not being offset," he said.
"To add insult to injury, the people
who didn't want it have to pay more
to service it. "
Conn. Pickles vows he'll be
"fighting hard" for the implementa-
tion of royalties so the owners of the
highway have to make a financial
contribution to the City.
He also says that having a 400 -
series highway going through north
Pickering will put "a lot of strain on
our road infrastructure and fire ser-
vice". The arrival of the highway
means Brock Road will have to be
widened to four lanes, a railway un-
derpass will need to be constructed
on Brock, the Brougham bypass
will need to be fast -tracked and im-
provements will be required for
east/west roads as well.
"It's tens of thousands of dollars

"I have been working hard to try
to encourage the . City and the Re-
gion to upgrade the appropriate
roads to handle traffic so we don't
get gridlock," he added, noting he's
also "working hard to get additional
fire services and to
have 407 pay its fair
share to the City."
Mr. Pistritto be-
lieves the highway is "going to
cause congestion" in the Hamlet of
Brougham.
He also says local taxpayers
should not be saddled with the bur-
den of having to pay for a fire hall to
service the toll road or with the costs
of improving the roads infrastruc-
ture in the area.
"Too much is going on the pock-
ets of the residential tax bill," he
said, noting the local municipality
has to work with the provincial gov-
ernment to meet the needs of the
surrounding community.
"It was not the decision of the
City of Pickering," he said, adding
the Province must be held account-
able when it comes to providing the
cash to help improve local roads.
"Some of those situations are not
acceptable to us," he said referring
to the fact the City cannot tax the
highway owners. "They should be
paying so much a year (in royal-
ties):'
The expansion of the highway
also left Mr. Pistritto concerned
about urban sprawl and the future
impact on farm land in the area.
"I hope to see some of that land
preserved," he said.
Ms. Shewan also had a number
of concerns about the impact on the
area, including protecting the "his-
toric hamlets" now bearing the
brunt of the expansion and any that
may be affected in the future. She
suggested "greenbelts" may be the
best solution for minimizing the
consequences, and planning for
them now in regards to any exten-
sion of the highway from Brock
Road will help ensure there is a suit-
able buffer if and when another
phase of the project gets under way.
The highway's. arrival is 'an
"issue of minimizing the negative
impact", and "finding ways to main-
tain the current quality of life for
residents", she said.
The costs of maintaining the
road also need to be addressed said
Ms. Shewan. Calling it unfair to ex-
pect the City or Region to pick up
all additional expenses associated
with the maintenance, she said local
politicians have at least two other
options to consider.
"One of the main concerns iden-
tified to me was in respect to costs,"
she said. "I think it's appropriate to
deal with the Province and the pri-
vate organization operating "Hwy.
407."
Ms. Shewan added in talking
with firefighters, a "real concern"
was raised about staffing levels. She
said the feeling was that there
should be a full-time force in Clare-
mont, as well as enough staff at the
proposed new hall. Anything less
could make firefighters' jobs tough.
"If they're in the 407 area fight-
ing accidents, they can't be down in
Pickering in the city fighting fires,"
she said.
Meanwhile, Coun. Johnson says
his primary concern with the high-
way's arrival in Pickering is the
safety of motorists.
He fears there could be increased
injuries and fatalities on rural roads
because of the increased traffic vol-
umes the highway will bring to the
area. And, he maintains improving

is a top priority.
"We are moving ahead with an
environmental assessment on the
bypass at Brougham and Green-
wood," he said, adding once that 'is
in place, it will go a long way to-
wards addressing safety concerns.
He added, "the least impact on
Pickering would be if it went right
through to Whitby... that's the only
way the 407 will work safely."
He also says he'll continue to en-
courage City staff to "put in place
the proper treatment on those 100 -
year -old roads. We can't leave our
rural roads (as they are)... we have
to put in place the proper type of
road that will handle traffic."
Coun. Johnson reports he was
"instrumental" in getting the
Province to commit $8.5 million to
improvements and upgrades on
Hwy. 7 from Brougham to Brook -
lin. And, if those improvements
weren't going ahead, he says the sit-
uation would be horrendous.
But, that work, combined with
the plans to resurface gravel roads

Oshawa Trustee Joe Corey continues

Corey voted against a motion from
Whitby Trustee Judy Morris recom-
mending the board donate $100 to-
wards the party, set for Dec. 9 in Os-
hawa. In previous years he has consis-
tently opposed the donation.
"I'm not going to support -the mo-
tion," he told trustees. "I believe the
$100 could be better spent in the educa-
tion system."
All other trustees approved the dona-

Passed down through time, quirks take on life of their own

The frost is on the pumpkin which
can only mean one thing: Halloween is
just around the corner.
For those well-prepared celebrants of
the autumn festivity, you can thank your
lucky stars for horseshoes, rabbits' feet
and clover - the four leaf kind, of course.
These amulets of good fortune promise
to go a long way to ward off evil spirits,
tricksters and disaster. Or so some peo-
ple think: specifically, those among us
who suddenly throw salt over a shoul-
der, avoid walking under ladders and
veer out of the way of black cats.
But where did these superstitions
come from? Have they been around so
long they have become customs, or are
they merely self-fulfilling prophecies?
To begin with, superstition is usually
defined as a belief or practice resulting
from fear of the unknown, trust in magic
or chance. These notions can be the re-
sult of irrational and illogical attitudes
and often involve the supernatural, na-
ture or religion. Sometimes; they are
based on experience.
But why, as long as it's sturdy and
stable, is it considered to be bad luck to
walk under a ladder? Well, it seems
early Christians believed a leaning lad-
der formed a triangle with the wall and
ground and because a triangle is repre-
sentative of the Holy Trinity - the Fa-
ther, Son and Holy Ghost ...
"You must never violate the Holy
Trinity by walking through a triangle,
lest you be considered to be in league
with the devil," warns `Silly Supersti-
tions,' a popular Internet Web site whose
lengthy address is:

Blame the ancient Egyptians for the
bad rap black cats have received over

continues the superstitions Web site.
"Christian priests wanted to wipe out all

vinced their followers to destroy the evil
demons that were black cats ..."
Closer to home, Judith Edmondson,
a long-time member of Oshawa Little
Theatre, is a wealth of knowledge when
it comes to some of the most famous su-
perstitions - those surrounding the the-
atre.
"It is very unlucky to mention the
name Macbeth," says Mrs. Edmondson.
"And it really has been unlucky. Two ac-
tors playing Macbeth died once and an-
other time, the actress playing Lady
Macbeth walked off a platform and
broke her arm.
"You simply do not mention the play
by name or quote from it when you are
doing another play," explains the local
thespian who will be directing Shake-
speare's `Twelfth Night' for local audi-
ences in November. "And if you do say
the name or quote from the play in the
dressing room when getting ready, you
are sent out the door and must turn
around three times before being read-
mitted. Some say you're supposed to
spit, too, before you're readmitted."
To be fair, not all superstitions are
silly. Some got started for very good
reasons. When you think back to the era
in which the fear of lighting three ciga-
rettes from one match began, no one can
argue against the wisdom of avoiding
the practice.

Today it's the game of golf for
the well-groomed 59 -year-old
grandfather. He says he only spits
on a golf club for a better grip but
has seen a lot of golfers wear the
"same hat" or the "same set of
clothes" if they're on a winning
streak.
"A lot of professional ball play-
ers won't eat different food on the
day of a game if what they ate the
day before was followed by a win,"
says Mr. Moffatt. "Some can't play
if they don't chew gum or tobacco
and they won't change the route
they take to get to the ballpark."
It's easy to be a bit smug as the
first Halloween of the new millen-
nium approaches. Although Hal-
loween is more popular than ever,
few people are as superstitious on a
day-to-day basis as they perhaps
once were. And that's quite under-
standable in a day and age when if
someone leaves an umbrella open
inside a house - with the advent of
antibiotics and other effective med-
icines to treat and prevent diseases
- no one is likely to die. Fifty years
or so ago, death could seem to be
waiting in the wings for just one
such slip up. Speaking of waiting
in the wings ...
Mrs. Edmondson adds another
classic to theatre and superstitions
lore:
"You're not supposed to whistle
backstage," says Mrs. Edmondson.
During the 18th century, elaborate
and heavy scenery `flies' were
raised and levered. To raise and
lower the backdrops, "the theatres
employed ex -sailors who signalled
to one another by whistling as they
would on ships," she says. "So if
you whistled backstage at the
wrong time, it could be very un-
lucky and very bad for your
health" �•
Although there may be lots of
creepy stuff surrounding Oct. 31—
images of ghosts, witches bats and
black cats — it all started out quite
innocently in the 16th century. In
about 1556, All Hallow Even sim-
ply meant the night before All
Saints Day, and has since been
shortened to Halloween.

Brydale Homes midgets, who play in
the York-Simcoe league's East Division,
faced the other Pickering midget `AA'
team, which toils in the West Division of

pulling off a 3-2 upset victory. The win

undefeated Ajax Knights midgets,
earned a 3-3 draw with Oshawa and
dropped a close 3-2 decision to the Au-
rora Tigers, with Aurora scoring in the

In the draw with Oshawa, the Picker-
ing midgets had to come from behind to
post the tie. Nicholas scored twice,
while Rhodes added a single marker.
Assisting were Suginomori, Gary
Cleveland and Derek Polowyk with one.
Polowyk and Stu Baumgartner
scored for Pickering in the draw with
Ajax. Brent Dalliday, Cleveland and
Suginomori drew assists. Sharpe was
strong in net to preserve the tie for Pick-
ering.
. In the loss to Aurora, Pickering got
goals from Dalliday and Cleveland.
Adding assists were Mihkelson, Baum-
gartner, Dalliday and Polowyk. Goal -
tender Ryan Bozak played well, despite
the loss.
