At Monday’s Durham Catholic District School Board (OECTA) meeting, Marnie Daly, president of the Ontario English Catholic Teachers’ Association’s Durham ele- mentary unit, said the board refused an OECTA request to be involved. “There was no reason given; we asked to sit on the committee that drafted it and we were denied,” she said. “I would think that we are the major stakeholder and we’ve had no input.” Board chairman Mary Ann Martin seemed baffled by the charge. She said board proce- dure sees a policy drafted by a committee be- fore it goes out for consultation by stakehold- er groups, including teachers. Ms. Daly countered the board’s previous policy, approved about 10 years ago, was an agreement between the board and its teachers, and that the latter were involved in the process from the beginning. “Since it directly impacts on the teachers and their daily working conditions, I think OECTA should have been involved right from the start,” she said. There are about 40 to 50 trucks every hour and they con- tinue throughout most of the day, Mr. Meueller claims. “They wake us up every morning at around 4 a.m. with their slamming doors. Then their bloody graders go ‘beep, beep, beep’,” he added. Mr. Meueller said the land between their two properties used to dip into a little valley, where a seasonal stream would flow to Duffins Creek every fall and spring. Six feet of fill now covers the valley and the stream. “Water already flows into my backyard. Now there’s going to be double the amount of water flow,” said Mr. Meueller, who has had authori- ties from the Toronto and Re- gion Conservation (TRC) out to see the site. “Out of courtesy a neigh- bour should tell you of their plans when they start doing something like this,” he said. “I just want to know how high is he going to go?” However, Mr. Guiliano said he plans to build two green- houses there next year and cre- ate a market garden. “I used to farm pigs but my neighbours complained about the smell,” he said. “I do this and they are still complaining.” Wa rd 3 City Councillor David Pickles said Pickering’s bylaw department served Mr. Guiliano with a written order to stop the filling last week. While there isn’t a City regulation on the books to restrict the stock- piling of clean fill, the Guiliano property sits on the Duffin- Rouge Agricultural Preserve and his agricultural easement doesn’t allow the activity, Coun. Pickles said. Pickering is currently work- ing on a fill and topsoil distur- bance bylaw following similar complaints at a rural Kinsale property in July. The new bylaw would re- quire anyone removing topsoil or adding fill to their property to obtain a permit. It isn’t ex- pected to come before council until at least next month. But Mr. Guiliano insists he is within the requirements of his easement because the fill is being used for agricultural pur- poses. He said the trucks full of topsoil from Markham haven’t been to his property for at least two weeks. That’s not because of the City order but rather be- cause the job is almost com- plete, he said. As for the seasonal stream, Mr. Guiliano said he didn’t feel he had harmed it in any way by adding the fill. He pointed out he’s fixed an outlet pipe for the stream on at least one occasion. Russel White, TRC senior planner, said while the stream isn’t a defined watercourse, it does connect to the Duffins Creek system. He said the TRC plans to meet with City offi- cials next week to discuss the issue. A certain amount of filling is to be expected in agricultural areas, added Coun. Pickles. “But we would be con- cerned about another Kinsale or the intent to proceed with some type of development,” he said. They are sealed in the camaraderie of a golf game or during a relaxed evening out following the more formal activities of the day. So it is at a fusion conference in Ly ons, France where a delegation from Durham is trying to pitch Cana- da’s bid for an international fusion re- search facility it hopes will be locat- ed in Clarington. At a town hall reception surround- ed by beautifully-illuminated, his- toric old Lyons, chance encounters led to new friendships that allowed a new understanding amongst the dele- gates here from so many different cultures. It is activities like these, outside of a structured schedule where one has the chance to really connect on a human level. And that’s, ultimately, where many decisions are made. And so, with this in mind, the Durham delegation found itself leav- ing Lyons Thursday at 6 a.m. for a nine-hour car ride to Vandellos, Spain’s proposed site for the ITER fusion research facility. Located about 130 kilometres from Barcelona on the Mediterranean Sea in the re- gion of Catalonia, the ‘adjutament’of Vandellos is made up of five different towns similar to the municipality of Clarington. The closest town to the Spanish ITER site is a tourist town with a population of 3,500, which swells to 12,000 in the summer. Arriving just before 3 p.m., the Canadian delegation comprised of Clarington, Durham and Iter Canada representatives found itself wel- comed seaside by Catalonia govern- ment representatives whose smiles were as sunny and warm as the 22 C degree sunshine. Like Clarington,Vandellos is a nu- clear community. It is currently in the middle of decommissioning one site which was destroyed by fire in the late 1990s. Now, almost fully decommis- sioned, it serves as a good example of the inherent safety of nuclear power, even during accidents. No radioactive material was released during the fire, which burned the facility beyond re- pair and today, a new nuclear facility replaces that one. As the day progressed, the talk be- came less about ITER and more about the similarities of these two munici- palities. Clarington and Vandellos have much in common and, as a re- sult, many of the same issues are rel- evant for the elected officials. When we pulled into the dockside restaurant where Mayor Josep Barce- lo had arranged a delicious spread of tapas (finger food) one could not help think of our own lakeside yacht clubs and restaurants in Durham and the similarities in our lifestyles. By meal’s end, it was clear this trip was worth the leg cramps from a day-long car ride. Clarington Mayor John Mutton and Mayor Barcelo had agreed to work together on at least one initiative. They both sit on nu- clear community committees and now plan to share resources and in- formation. As we took a final group picture in front of a town monument, it felt more like ‘so long for now’ than goodbye. There was a feeling of mutual sup- port for both countries’ efforts on their separate ITER bids and on other pursuits as well. Mike Colle, Ontario Liberal GTA and Oak Ridges Moraine critic, hosts a public meeting to gather information on the north Pickering lands Wednesday, Oct. 23 at Pickering City Hall. “We’re concerned about this incredible land swap deal,” said Mr. Colle, an MPP for Eglinton- Lawrence. “There seems to be no information on it. It’s extremely secretive and we need to shine some light on it and see what people think.” The Province is current- ly exchanging provincially owned lands in Seaton for privately owned lands in Richmond Hill as part of a deal with developers, who originally wanted to build 10,000 homes on sensitive portions of the moraine. But, Mr. Colle ques- tions why the Province should give up its lands in Seaton, when he argues developers in Richmond Hill have already been compensated. He said in an unprece- dented move, Chris Hodg- son, minister of municipal affairs and housing, has signed a ministry order al- lowing 6,600 houses to be built in Richmond Hill along Yonge Street north and another 1,000 houses to be built in Gormley. It would have made more sense to give those developers land along To ronto’s waterfront, he added. “We keep hearing Seaton is paying the price for Richmond Hill but I can tell you people in Richmond Hill aren’t happy either,” Mr. Colle said. Some of those groups, like the Jefferson Forest Ratepayers Associ- ation, will join members of the Liberal caucus in their exchange with concerned groups in Pickering. While Mr. Colle said he’s familiar with the his- tory of Seaton and its sig- nificance to Pickering, having visited the area on occasion, he’s counting on local environmentalists to round out his knowledge. The collision occurred just past the begin- ning of the ramp about two or three car lengths away,” said Constable Julia McCuaig, an OPP spokesman. The truck driver was unharmed and road and weather conditions were not factors in the collision, she said. OPP are still investigating the acci- dent. Tr uck driver unharmed in fatal crash Children not at risk if CAS strikes: director BY NATALIE MILLER Staff Writer DURHAM ––The Durham Chil- dren’s Aid Society and its workers will meet with a mediator Wednesday to at- tempt to reach a consensus and avoid a strike. The parties will be in a legal strike/lockout position Saturday, Oct. 26 at 12:01 a.m. When asked if children would be at risk should a strike occur, Jim Dubray, executive director of the Durham Chil- dren’s Aid Society, said, “No. We have a way of screening high-risk referrals. “The first priority of our work will be the high- and medium-risk (cases).” He noted the agency’s response to low- risk cases and information requests may not be as timely. Management will carry out the ser- vices normally provided by its employ- ees should the sides fail to reach an agreement. Mr. Dubray said managers will deal with all incoming referrals to the agency, carry out investigations as normal, continue to provide access vis- its for parents and children and monitor foster care. “The public will probably not notice a (change) in service,” the executive di- rector said. But Mary Anne Lesniewski, presi- dent of CUPE Local 3223, disagrees. “It’s going to affect (the community) a lot,” she says. “CAS will be very re- stricted as to what gets done.” But the union anticipates an agree- ment before the strike deadline, Ms. Lesniewski explains. “From the union perspective, we don’t want to strike. Our main concern is the children.” CUPE Local 3223 represents ap- proximately 230 workers at Durham CAS, including full-time and part-time child protection workers, child and youth workers, support and mainte- nance staff and public health nurses. Wo rkload is the most significant issue on the table, according to Ms. Lesniewski. The last strike at Durham CAS was in 1999. Parents and senior high school students also have the opportunity to contribute to reviews. The Catholic board’s new policy, in draft form, passed first reading Mon- day and trustees also made it the board’s interim policy until it receives third and f inal reading, likely by the end of the year. Ms. Daly said she under- stands the draft policy, which she has not seen, goes beyond the require- ments of the provincial leg- islation, also reviewing “teachers’ competency as Catholic models for stu- dents in the classroom. “Personally, I think our teachers have got enough to deal with with this legisla- tion.” Chris Hurst, the board’s human resources superin- tendent, acknowledged the board is adding eight com- petencies to its procedure, including five related to teachers as Catholic role models and “how they teach to the faith that they pro- fess, our beliefs and tenets”. He said the board’s pre- vious policy, however, con- tained an entire section re- lated to teachers upholding the tenets and beliefs of the Catholic faith, and “there’s no difference” in that regard between the old and new procedures. As well, he said the Province gave boards discretion to add competen- cies to their individual ap- praisal procedures. One of the draft compe- tencies states “teachers ac- tively seek out opportuni- ties to grow in their faith,” and that appraisers will see if a teacher, for example, takes religion courses “to deepen their faith and un- derstanding of the teachings of the Catholic Church”. The administrator will also check if a teacher “reads spiritual literature and shares with peers”. Appraisers will evaluate teachers on their knowledge and teaching of “the pre- cepts of the Catholic Church”. In light of the recent news of charges against Durham Region amounting to more than $91 million in fines, one can only be left question- ing the logic of our government struc- ture. The provincial government has set up a system to regulate another level of government, the Region, which manages Durham’s water system. In doing so, it has created legisla- tion where if the Region messes up, it is fined. But somewhere along the way,the Province seems to have for- gotten, any punishment will ultimate- ly be delivered to the people it is try- ing to protect. That would be the tax- payers, who are also the people drink- ing the water, the alleged victims. Among the 22 charges Durham faces are 15 at $6 million apiece, of failing to report low residual levels of chlorine in some north Durham water systems. This reporting requirement is part of legislation created in August 2000 as a direct result of the Walkerton tragedy. Prior to that legislation, Dr. Donna Reynolds, Durham’s associate medical officer of health, said there were always checks and balances in the system when a chlorine level drop occurred. The notification to the Province just wasn’t one of them. At no time, she said, was Durham’s water quality in jeopardy. The new reporting requirement is likely a valid procedure that can only help improve our chances of avoiding another Walkerton-type occurrence and the water system operators should be urged to follow that procedure. But does the punishment fit the crime? More importantly, is the right person going to pay for it? Should the charges be proven in court, fining the residents of Durham Region the equivalent of a full year’s police services budget is not going to improve our water quality. What it could do is endanger the Region’s Triple-A credit rating, drive taxes up and force cuts to essential programs already in existence. The Region is al- ready facing millions of dollars in capital costs to upgrade older water systems to meet new provincial regu- lations. These fines will only make those upgrades less affordable. Of course the infraction, if there was indeed a lapse of duty, should not be ignored. A full investigation should be undertaken to determine if and how this occurred and how it can be pre- vented in the future. The Province should also ask itself whether due dili- gence was taken to ensure the require- ments of the new regulations were fully understood by the water opera- tors. If it turns out there was negligence, of course someone should be account- able. But it shouldn’t be the residents of Durham Region. Province should remember, there’s only one taxpayer Let’s stop hydro debt payments To the editor: Re: ‘Hydro bill too taxing for local woman,’Oct. 13. I agree with Lois Kemp. We should not have to pay GST on the hydro debt reduc- tion. But, more importantly, why do we have to pay the hydro debt at all? I think this is terrible. What other com- pany gets its debt paid by the people of Ontario? I am sure a lot of small compa- nies would love to have this opportunity. How in the world does the government get away with this? So much fuss was made about Ron McLean and Coach’s Corner, but nothing has been said about us having to pay dou- ble or triple on our hydro bills. I wish peo- ple would get upset and complain and refuse to pay this debt. The only thing I have read about this problem is the story on Ms. Kemp and she is only complaining about the GST. At least she is complaining. So people, wake up and try and stop this insane debt pay- ment. It is not our debt. We have to pay our own debts and now on top of everything else we have to pay the government’s as well. How can this be fair? Seniors and most other people doing the best they can are going to have prob- lems, and now with the taxes going up in Ajax next year as well, a lot of people are going to have major problems keeping up to all of this. Let’s start doing something about this. That is, that each of the four sites proposed for the $12-billion nuclear fusion re- search centre is located about 42 degrees north latitude. Despite the common equatorial distance shared by the sites, many who have just attended the ITER conference in Lyon, France have expressed concerns about the climate they’d be forced to work in should ITER wind up in Clarington. Fears of being landlocked in the frigid Canadian tundra don’t die easily. A quick check this past Friday of temperatures near or at the four sites only served to show Clarington and Lyon both had highs of 8-9 degrees C, Barcelona (near the Spanish site) had a high of 18 C, while Tokyo (a short flight from the proposed Japanese site) was warmest with a high of 23 C. No doubt the Spanish and Japanese locations are going to have hotter sum- mers and milder winters than Clarington and France, but so what? It seems the job in France was to show international ITER delegates Clarington is in a temperate zone. Given the kind of winters we’ve averaged the past decade and the long, boiling summer we’ve just endured, it would amaze those who live in Durham anyone would see our part of the world as the freezing Great White North. But, with a nod to Bob and Doug McKenzie of ‘Second City’ fame, perceptions can be awfully hard to shake. Clarington Mayor John Mutton and Durham Region Chair- man Roger Anderson took great pains this past week to con- vince delegates Clarington and Durham enjoy four distinct sea- sons, that we live in a moderate climate, not wildly different from the other three sites. They’ve also boasted we have first- rate health care, a huge multicultural urban area adjacent to the Clarington site, and the services and expertise to meet any needs those who relocate here might require. It is indeed a selling job, one that has been embraced by the Durham delegates who attended the Russia conference in April and the meetings in France this past week. Right up until the final vote to choose a site is taken sometime in 2003, the job of selling Durham as a desirable location for ITER, one better than France, Spain or Japan will continue. The need to be at confer- ences, to be accessible to those who must choose and to con- vince them of Canada’s superior qualities as an ITER host is tremendously important to the success of a project which will benefit us all. Citing concerns about traffic and for neighbours, the City of Pickering reiterated its objection Monday night to a request from Can-Sort Recycling Limited for the Ontario Ministry of Environ- ment to amend its certificate of approval. Local councillors are also pushing for an environmental hearing under the Environmental Protection Act. Can-Sort wants to convert to a transfer station and increase the tonnage received, stored and re- moved from the site in order to keep up with the growth of Pick- ering and expected volume in- creases from the eventual closure of the Keele Valley landfill. “Some haulers now dump (in Keele Valley) because it’s cheap- er,” said general manager Chuck Kunc. “Once its closed we expect to see some large loads. We want to make sure we’re in compli- ance.” Can-Sort revised its plans after local councillors rejected its original blueprint and first re- quested an environmental hear- ing into the issue back in June. The waste facility removed the outside storage and residen- tial waste component from its plan because they were the “biggest sticking points”, said Mr. Kunc. “We included residential waste to round out our certificate of approval just in case there is a future strike,” he said. “But it’s not a burning concern now with the Durham (waste management) contract in place for the next eight years.” Can-Sort still proposes to in- crease its incoming limit from 300 tonnes of waste per day to 400, and generated waste ton- nage from 199 to 299 per day. It hopes to increase its maximum storage from 400 to 600 tonnes. Currently, the site is at about 40 per cent of its present capaci- ty, said Mr. Kunc, who expects the number of trucks to increase from five per hour to eight with the changes. Asked why 600 tonnes of on- site storage is needed given the present under-capacity status, Mr. Kunc said Can-Sort felt it al- lows for some contingency stor- age in case of an emergency. Wa rd 2 Regional Councillor Mark Holland said he didn’t feel it made sense to increase Can- Sort’s numbers. Traffic is a con- cern there now at Toy and Bayly Streets with the waste facility at well below capacity, he said. BY MIKE RUTA Staff Writer DURHAM — Lisa Allen is learning disabled (LD). She’s also a PhD candidate at York University, and president of a software compa- ny she and a partner, also learning disabled, have created to help peo- ple like themselves. Ms. Allen was the keynote speaker at Learning Links, the first Durham District School Board ac- tivity day for LD students held here recently. Up to four board students per school, in Grade 7 to 12, came to the Education Centre in Whitby to have some fun, see new technology designed to help LD people, and hear how Ms. Allen learned to learn differently. Originally from Sarnia, Ms. Allen reads and writes at about a Grade 2 level. She told students she was the first person with a learning disability to graduate from a high school in the Lambton Kent District School Board. Ms. Allen did it her own way, learning to challenge con- ventional ways of learning. She calls it “negotiating around obsta- cles”. Faced with one, she learned how to find a detour, not beat her head against a wall that wasn’t going to fall down, otherwise she wouldn’t have been able to get through high school and university. “Part of what it is you guys are going to have to learn is how to suc- ceed on your own terms,” she told students. Her address itself was an example of how she had learned to deliver a speech in school — with- out cue cards or notes. Ms. Allen ex- plained the night before she imag- ined herself saying the speech, going over the sequence of ideas and examples she would use until she was comfortable she could do it without visual aids, which she has trouble reading. “If you come up with your own solutions, you’re much better off,” she said. She went on to York University, where she earned an English degree. After a very rocky first year, she was on the honour roll after the second. Ms. Allen’s theme of finding one’s own path to succeed struck a chord with students — and their parents, including Sue Dysart, a par- ent volunteer whose son is an LD student at Elizabeth B. Phin Public School in Pickering. She accompa- nied her son and three other E.B. Phin students to the conference. “As a parent,that’s amazing,”she said during a break, of Ms. Allen’s accomplishments. “It’s thrilling to know they can do it. It gives me a great feeling to know they’re not limited to trades.” Tiffany Pettifer, a Grade 7 stu- dent at Village Union Public School in Oshawa, said she could relate to Ms. Allen because “she knows how I feel. She was telling us how she had to do it.” Dyslexic, Tiffany mixes up let- ters and numbers, so that the word ‘lemon’ might appear to her as ‘melon,’ or a ‘b’ might look like a ‘d.’Tiffany said she’s developed her own way of telling those letters apart: relying on the distinction be- tween left and right in finding where the vertical bar is in relation to the circle in the letters. “I just remember my left hand is the ‘b’and the right hand is the ‘d’,” she says. Tiffany was there with her dad, Ross, who said LD students can be successful once they figure out how to be, noting many are as smart or smarter than the general population. “They just need to learn to do a few tricks of the trade,” he said. Mr. Pettifer explained that some- thing simple like telling time from a conventional watch is difficult for Ti ffany. The solution there was to buy her a digital watch, and all the clocks in their home are digital. ‘We would go from ‘a’ to ‘m’one night, and we would get to ‘f’(the next night) and she’d look at you like she’s never seen it before.’ ROSS PETTIFER Ti ffany also has short-term mem- ory difficulties, so she requires a lot of repetition for something to sink in. Learning the alphabet was a challenge. “We would go from ‘a’ to ‘m’ one night, and we would get to ‘f’ (the next night) and she’d look at you like she’s never seen it before,” Mr. Pettifer recalled. Lately, Tiffany has been using an ‘Irlen’ reader to help her in school, placing a clear, purple-coloured plastic overplay on the page of a book she’s reading. “It kind of tones the paper down and seems to slow the letters down so she can concentrate more,” said Mr. Pettifer. Cathy Montreuil, principal of special services and special educa- tion at the Kawartha Pine Ridge District School Board, says the board has placed Kurzweil 3000 software technology, accompanied by a scanner, in all of its high schools to help students who have difficulty reading or a learning dis- ability. It allows a student to place the page of a book in the scanner and have it read back to them. As well, a student using Kurzweil when writ- ing hears every letter or word they type, while dictionaries, synonyms and a syllabic breakdown of words are just a click away. Ms. Montreuil says the board has identified a team of students who help their peers learn how to use the software. The board spends about $200,000 a year providing special- ized equipment to students, and Ms. Montreuil says it’s important to start using the equipment when they are young. LD students generally have low self-esteem, but given tools to level the playing field can boost self-confidence and performance. “If you can give them strategies that are successful for them, that’s the motivation,” she says. It’s not generally something we like to demon- strate to those around us because it makes us feel inadequate in an area that we feel is fundamental to being a whole person in our society - somewhat along the same lines as literacy. Elementary level math phobia is a similar dislike of basic math at a young age arising out of similar feelings of inadequate harboured by a child. Understanding why early math phobia is manifested in some children requires an appreciation of our pre- sent and mainly correct approach to teach- ing math. The Ontario Ministry of Education and Training’s 1997 Math Curriculum Grade 1-8 describes math fairly exhaustive- ly for teachers and parents. In this docu- ment the ministry provides a definition of five “strands of math” and the respective learning outcomes expected for each. Grade 1 through 8 students are concurrent- ly introduced to concepts and skills associ- ated with 1) number series and numeration, 2) measurement, 3) geometry and spacial sense 4) patterning and algebra and 5) data management and probability. Numeration is by far the most important of these five strands; its concepts and skills are applied continually and throughout the remaining four without exception. Number sense and numeration is largely about understanding symbol values, symbol placement, and operational patterns that permit children and ourselves to give our abstract value or “number” symbols a purpose in describing real life situations. Math phobia most often starts with our not having grasped fundamental concepts and skills of numeration. There are strategies that can help children avoid elementary level math phobia at an early age, breaking a cycle that is sometimes passively trans- ferred from a parent with math phobia in their child. In our base ten number system; ele- mentary level numeration is mainly con- cerned with the “number” symbols 1,2,3,4,5,6,7,8,9 and 0, the associated val- ues they represent and the ability to apply those values to count any of a great many objects we may find around us. Later these symbols will be expanded in the descriptive role through incorporation into fractions, decimals, percentages and integers. Once this initial concern of basic symbol value and counting is adequetly addressed, the next concept is that of an added value for the same symbol provided by placement of these “numbers” next to one another. The specific symbol’s value is assigned based on a proximity to other symbols that together comprise a number larger than 9, for example the number 89. In the number 89, the “8” is assigned a much higher “courting” value than that as- signed to the symbol 8. Numeration then continues by applying “operations” that in- volve these symbols to describe what is happening to the objects and values around us. We add, subtract, multiply and divide these numbers using a new and unique set of symbols that include +,-,x, / and =. In order to describe what we are doing with the value sym- bols. Finally, through practice of pure calculations in application to word problems, young students begin to understand the relevance of maths abstraction to their real world. New-look hydro bills cause confusion Charges aren’t new, just broken down, say utilities BY JACQUIE McINNES Staff Writer DURHAM ––Some consumers get- ting their first hydro bills after the open- ing of the market, May 1, were taken aback by new charges on their invoice. In letters to the editor in recent weeks, Durham readers have expressed dismay over the appearance of new line items charging for transmission, admin- istration charges and debt retirement on itemized lines of their bills. “They have the unmitigated gall to add three completely new and ridiculous miscellaneous charges to the bill that have nothing to do with us,” wrote John Coker of Clarington, referring to trans- mission, administrative and debt-serv- ing items. The charges for transmission and ad- ministration aren’t new, says George Armstrong of Veridian Corporation, one of Durham’s electricity providers. The difference, he says, is electricity providers are now required to produce an ‘unbundled’ bill as part of new gov- ernment regulations since Ontario’s move to open the electricity market in May. The new bill provides more trans- parency as to what the consumer is being charged for the different compo- nents. This is to allow consumers to more easily compare electricity providers under the new open market. The changes took effect last May to co- incide with the market opening. Howev- er, most consumers would not have re- ceived their first bill with the new format until August or September, says Mr. Armstrong. When the Ontario government opened the electricity market in May, it did add a specific charge to the bill to pay down the $38 billion debt of the for- mer Ontario Hydro. The debt will be paid by consumers, Ontario Power Gen- eration — the generation company formed out of Ontario Hydro - and through taxes levied against the munici- pally- and provincially-owned electrici- ty companies. In Durham, those include Ve ridian, serving Ajax, Pickering, Clar- ington and Uxbridge; Hydro One serv- ing some rural communities and parts of Clarington; Oshawa PUC Networks Inc. serving Oshawa; and Whitby Hydro En- ergy Services Corp. serving Whitby and Scugog. Mr. Armstrong points out the electricity providers are required by law to collect the stranded debt fee, which they pass on to the Ontario ministry of finance to be put toward the debt repayment. Other charges now broken down on the bill include: the customer charge, a fixed charge that covers costs such as meter reading, billing, and account maintenance; the distribution charge for the cost of ‘transporting’electricity from a local utility to a consumer’s home or business, a subsidy that covers the cost of rural rate assistance (to offset costs to rural customers who must pay more for transmission to remote areas); a charge to cover services provided by the Inde- pendent Electricity Market Operator, as well as transmission charges to cover the cost of getting electricity from the generating station to local utilities. As well, there is the commodity charge for the actual amount of electricity used by the customer. Dublin carries big load in St. Mary football win BY AL RIVETT Sports Editor PICKERING —One could ex- cuse St. Mary Catholic Secondary School Monarchs running back Joe Dublin for being out of breath fol- lowing Thursday’s high school se- nior football game against the Pine Ridge Secondary School Pumas. Dublin was a one-man wrecking crew in a battle of city gridiron ri- vals in Lake Ontario Secondary School Athletics (LOSSA) action at Pine Ridge. The deceptively quick Dublin gave the Pumas fits throughout the contest, scoring three touchdowns and running for 200-plus yards to lead the undefeated Monarchs’ to a 34-12 victory. While the Monarchs are rolling along with a 4-0 mark and are des- tined to finish first in LOSSA’s West Division, the Pumas (2-2) are bat- tling another city rival, the Dunbar- ton Spartans, for second place in the west and a date in the ‘A’semifinals next month. The loss to St. Mary is Pine Ridge’s second in a row after losing to Dunbarton 22-7 last week. The game was played under the lights on a crisp, fall evening at Pine Ridge that brought boosters from both school communities out in droves. Many activities surrounded the event, including a makeshift canteen, halftime entertainment complete with the Pumas’ cheer- leaders, a Rubbermaid drum corps, not to mention the school’s Puma mascot who prowled the sidelines. But, the game, more or less, served as a showcase for the consid- erable skills of Dublin who, along with fullback Eric Robinson, form arguably the most potent backfield in Durham high school football. Monarchs head coach Gordon Judges was effusive in his praise for Dublin’s effort. “He has certainly been a huge, huge part of our offence,” said Judges. “He can run inside or out- side with great speed and power.” He said Dublin was an unknown quantity when he transferred to St. Mary this year from Ajax’s Notre Dame Catholic Secondary School. He noted, however, it didn’t take long to discover the array of skills Dublin brought to the three-time LOSSA champs. “We didn’t even know we were going to get Joe. We didn’t know him that well, but we had heard he was a pretty good football player,” said Judges. For his part, Dublin said he and his teammates were pumped for Thursday’s game. “From what I heard, they were the best defence in the league, so I wanted to do what I could to win the game. This is a game we wanted to come out and win. Our passing game wasn’t working, so I wanted to make sure the running game was working,” said Dublin. Pine Ridge quarterback Brandon Pottle noted his team has struggled on the field in the last couple of weeks, and needs to turn things around quickly. “We’ll have to be ready for the next two weeks,” he said, adding St. Mary is on the Pumas’ radar screen again in two weeks’ time in what should be a critical game for Pine Ridge. In addition to Dublin’s three ma- jors, quarterback Erik Glavic scored two touchdowns on short carries. Kicker J.P. Lambert was good on four of five convert attempts, with one being blocked. Pottle and Amir Thompson scored the Pine Ridge touchdowns, with Thompson’s second-quarter major coming off a faked field goal. Thompson made a shoestring catch as Pottle hit him with a pass near the end zone. The Monarchs denied the Pumas’ two-point convert attempts after the touchdowns. St. Mary hosts the Ajax High Rams Friday, Oct. 25. Meanwhile, the Pumas play Ajax’s Notre Dame Cougars Thursday, Oct. 24. Stouffville Spirit conjures up 4-3 OT win over Ajax juniors AJAX —The Ajax Axemen put forth a solid, all-round perfor- mance, but still couldn’t parlay it into a much-needed ‘W’. In fact, the Axemen had to set- tle for a single point garnered through a 4-3 overtime loss Thursday night on the road against the North Conference’s Stouffville Spirit (8-5-1-0, third in North Conference) in OHA Ontario Provincial Junior ‘A’ Hockey League action at the Stouffville Arena. Labelle hopes the solid effort will be a jumping-off point for his club’s flagging fortunes, espe- cially since the club has been dili- gent in working on special-teams play and systems in practices. Despite earning the point and seeing markedly better play, La- belle said he’s undeterred in his quest to add more scoring to his lineup through a trade for a veter- an forward. He said he has yet to pull the trigger on a deal as the teams he’s currently negotiating with have set the asking price at too high a plateau. The Lightning were struck by the powerhouse Beatrice Aeros to the tune of a 14-1 defeat in National Women’s Hockey League (NWHL) action at the Ajax Community Centre Tuesday night. The Lightning played the East Divi- sion’s Quebec Avalanche at the Ajax Community Centre Saturday night. The result wasn’t available at the News Ad- vertiser’s press deadline. Tuesday’s game represented the sec- ond meeting of the season between Telus and the Aeros, with the Light- ning’s home opener spoiled 10-1 by the Aeros Sept. 24. In Tuesday’s game, the Aeros, which boast a roster loaded with national team players, made short work of a Telus team (0-6-0-0, fourth in Central Divi- sion standings) that has struggled in the face of injuries and youthful inconsis- tency thus far in the NWHL season. The Aeros (4-0-1-0 for nine points, second in the Central Division) took a 3-0 lead in the first period and poured it on in the second, scoring five uninter- rupted goals before the Lightning scored its only goal. Beatrice scored one more in the frame to take a 9-1 lead. The Aeros potted five more in the third peri- od. The Trany creates the different ratios for speed and power. This is done by applying different combinations of clutch- es and or bands, by means of hydraulic pressure. A certain volume of trany fluid should flow from the oil pan through the filter, to the pump. Pump builds up pres- sure, which in turn, is directed to the appropriate clutch or band. Lower than specified fluid pressure, will result in clutch slippage, which causes clutch friction discs wear. Wearing clutch- es leave their dust suspend in the fluid, which flows back to the oil pan. Fluid cycle is: From oil pan, through the filter, to pump, to clutch packs, then back to the oil pan. The FILTER picks up dust particles released from clutch discs, and any other form of dirt caused by wearing parts. A partially plugged filter will reduce the volume flow to the pump resulting in starvation, causing lower and lower pres- sure, consequently more slippage and more dust.
