Durham settles for silver BY SUSAN O’NEILL Staff Writer DURHAM — Toronto’s sec- ond-place finish in the race to win the 2008 Olympic Summer Games is not only a “huge loss” for that City, but for Durham Region as well, says Durham’s tourism man- ager. “We’re very disappointed. It’s re- ally a tough thing,” said Patti Wat- son in an interview Friday following the announcement from Moscow that Toronto’s bid to host the Games of the 29th Olympiad fell short to Beijing. “We were very supportive of it. The economic spinoff would have been incredible because we would have had a couple of events in Durham,” she said. Durham College would have played host to the softball competi- tion and the Oshawa Skeet and Gun Club would have been the site of trap and skeet shooting. “It would have been a shot in the arm facilities wise, but just in human terms, getting to host the world is a buzz,” said Durham Col- lege president Gary Polonsky, who was “a little bit down” after hearing the news. Approximately $3 million would have been spent to upgrade the soft- ball facility on the college’s main campus in Oshawa. A good sport, Mr. Polonsky also said, “good for Beijing”. Since Montreal and Calgary have already hosted the Olympics, while China has never had a Games, he said the writing was probably on the wall. “I think we all knew it was odds against for a relatively small country Restart delay causes sparks CNSC ‘rather destroyed’with OPG’s announcement BY KEITH GILLIGAN Staff Writer PICKERING — The restart of the first of four laid-up reactors at the Pickering Nuclear Generat- ing Station has been delayed by at least three months. Ontario Power Generation has pushed back the restart of Unit 4 until the end of March 2002. The utility informed the Canadian Nuclear Safety Commission (CNSC) of the delay at a recent hearing. Roughly $50 million in con- struction work is to be completed by the time students return in the fall, adding over 35,000 square metres of space to the board’s high school stock. That means existing, overcrowded facilities will get some relief and many more Catholic secondary school stu- dents will start the year in bricks-and- mortar buildings as opposed to porta- bles. “We anticipate removing in the range of 35 portables from our system this summer, and in the year beyond that we’re looking at a similar decrease,”said Durham Catholic District School Board business superintendent David Visser. He said having more classrooms in school buildings as opposed to portables is “very positive” for the board. The vast majority of the work in- volves the completion of two new high schools, including All Saints Catholic Secondary School in Whitby, budgeted at $17.562 million. Work at All Saints is nearing the home stretch, as millwork and blackboards are being installed on each of the three floors. Floors and ceil- ings are going in on the main level, and the interior finishes on the second and third storeys are nearing completion. Notre Dame Catholic Secondary School is to open this fall in north Ajax, part of a multi-use facility that will also see a public high school built near its lo- cation at Harwood Avenue and Rossland Road. The Catholic board’s portion of the building will cost about $23.5 mil- lion. While the Durham District School Board has delayed the opening of its school — J. Clarke Richardson Colle- giate — the Catholic board is confident its 16,722- sq.-m. school can be ready for September. “It’s still a tight deadline but we feel we can make it,” said Mr. Visser. The report states the builder is com- pleting the interior finishes and painting on the second and third floors. Millwork is being completed and custodians will be in the school in about three weeks. In Oshawa, a 10-classroom addition to Monsignor Paul Dwyer Catholic Sec- ondary School is set to open, with four more new classrooms to be ready for January 2002, adding some 1,400 sq. m. of space. The $2.8-million project will also see an improved chapel created and mechanical systems upgrades. A 12-classroom addition to Mon- signor John Pereyma Catholic Sec- ondary School is to open in January 2002, adding 2,002 sq. m. of space to the Oshawa facility. The roughly $3-million project also includes renovating the art room to create a general science room, mechanical and systems upgrades and improvements to existing seminar rooms. A six-classroom addition to Whitby’s Father Leo J. Austin Catholic High School is finished, adding 641 sq. m. of space at a cost of about $1.13 million. Also ready for students to move in are the 12-classroom addition to St. Mary Catholic Secondary School in Pickering ($2.202 million, 1,325 sq. m.), and an 11-classroom addition to Arch- bishop Denis O’Connor Catholic High School in Ajax ($2.06 million, 1,147 sq. m.). Police need help finding stolen scooter Tractor trailer, car drivers in heated road-rage exchange AJAX —Charges are pending after a road rage in- cident on Hwy. 401 in which one furious driver threw a water bottle at another mo- torist. Ontario Provincial Police in Whitby said it happened around 5:30 p.m. Thursday in the eastbound Hwy. 401 lanes at Harwood Avenue. According to an OPP press release, Constable Jeff Edwards was driving an un- marked Stealth Cruiser at the time and saw the exchange between a tractor-trailer dri- ver and a driver in a small car. The officer says the truck driver cut off the car while changing lanes. The situation escalated to the point where the motorist threw a water bottle that hit the truck’s door. Both men pulled over to the right shoulder of the highway, with the tractor- trailer almost rear-ending a police cruiser stopped for an unrelated investigation. The drivers got out of their vehicles, screaming and waving their arms at each other, and police officers had to separate them and calm them down. The incident is under investigation and charges are pending. If any- one has any further informa- tion, call the Whitby OPP de- tachment at 905-668-3388. AJAX — Durham Re- gional Police are looking for the heartless thief who rode off with a physically dis- abled woman’s motorized scooter, worth $4,500. The four-wheel burgundy vehicle was taken from the side of a Pickering Beach Road residence Friday sometime between 2:30 a.m. and noon. Sergeant Paul Malik said the 49-year-old victim, who suffers from Multiple Scle- rosis and requires the scooter for transportation, noticed it missing when she went to go out. Police have no leads or suspects, he said. James Stewart Poland, 38, had his case adjourned to next Wednesday at the request of defence lawyer Lorne Sabsay. He was arrested June 7 after Durham Regional Police, act- ing on a phone tip, discovered the body of Andrea Schneider in the trunk of her car parked at the Durham Centre shop- ping plaza at Harwood Avenue and Kingston Road. An autopsy found the 38- year-old mother of three, exec- utive secretary to the board of directors at the Royal Ontario Museum, died from blunt force head injuries inflicted in the garage at the couple’s Per- fitt Crescent home. Officers arrested Mr. Poland as he was walked out of the house carrying his ter- minally ill seven-year-old daughter, who suffers from Batten disease. Police re- moved the couple’s two sons, ages five and 11, from the family van just before making the arrest. The boys are now in the care of relatives. BY SUSAN O’NEILL Staff Writer PICKERING — South Pickering residents and several City councillors are pushing to postpone council’s con- sideration of a development applica- tion for 17 townhomes at the foot of Liverpool Road. The City hosted a statutory public meeting Thursday on an application submitted by G.&.A. Hilts in 1999 to build 17 townhomes on the east side of Liverpool Road south of Wharf Street. The application, which also calls for the creation of an area for parking and boat storage, was approved in principle in a 5-1 vote by Pickering politicians in June 2000 and could go to council for final consideration as early as next month. But, several people, including Ward 2 City Councillor Bill McLean, are hoping council’s consideration of the plan will be delayed. “I’ve put a call in to staff to see if we can change that to September,” Coun. McLean said Friday, adding he’s concerned if the proposal moves ahead at the Aug. 7 council meeting it “gives the perception it’s being rushed through in the summertime”. Paul Kelland, president of the Pick- ering East Shore Community Associa- tion (PESCA), said the association would also favour a delay until the fall. “It is a concern,” he said Friday. Mr. Kelland reported PESCA is not opposed to the development, but is concerned about the proposed layout of the townhomes and wants to ensure there is a mix of offices, shops and cafes on the ground floor of the resi- dences. “The bottom of Liverpool Road should be developed as a commercial node area,” he added, noting a broad mix of commercial space is needed to give the development a greater chance of succeeding. Ward 1 Regional Councillor Mau- rice Brenner, who chaired Thursday’s meeting, reported there was a “high level of frustration from the communi- ty” that council approved the plan in principle prior to the completion of the Liverpool Road South Detailed Design Study, which likely won’t be wrapped up until later this year. He also said it “may not be appro- priate” for the issue to move forward to the August council meeting because that meeting will be a “compressed” meeting of committee of the whole and council in one night. “Our staff has a long way to go,” he said. “I would be very disappointed if this matter came before council in Au- gust. Ward 2 Regional Councillor Mark Holland continues to maintain “it real- ly was inappropriate to give any pre- approval for any development applica- tion in this area until such times as the design study is completed.” He said although the application seems to be following the Great Lakes Nautical theme the design study has set out for the area, he would prefer the application be delayed until that study is complete. He also believes council should delay its consideration of the issue until at least September. Catherine Rose, the City’s manager of policy, said Friday the timing is being reviewed. However, she said a statutory meet- ing on another two development appli- cations for the waterfront area is slat- ed for Thursday, Aug. 9. He also ex- pressed his disappointment in the City’s loss and pledged Durham’s support should Toronto decide to bid for the Games again. “The effort by all the ath- letes truly made this an ath- letes’ bid, which is what the Olympics is all about,” he said. Meanwhile, Ms. Watson said, “The Games would have really put Toronto on the world map.” She noted from the per- spective of tourism and ac- commodations, Durham Re- gion would have benefited greatly. “It’s a huge loss.” She added, “Yes all of the athletes would have lived downtown, but because the Olympics are so huge, all the accommodations would have been filled up here as well.” She reported the Region had not compiled any projec- tions about the kind of eco- nomic impact the Games would have had here. But she said past experi- ence indicates the regions surrounding Toronto would have fared well. “People were booking ac- commodations one-and-a- half hours outside of Syd- ney,” Ms. Watson said, adding with Toronto’s close proximity to the United States, “visitation to the Games would have been strong”. Ms. Watson said no one can be blamed for the loss, noting, “Everyone knew Bei- jing was the favourite.” Beijing’s win comes eight years after the city lost by two votes to Sydney in the race to host the 2000 Sum- mer Olympics. The Toronto bid was the city’s second attempt to host the largest sporting event in the world, after losing to At- lanta for the 1996 Games. “I feel very sad for all the people who put their heart and soul into this,” Ms. Wat- son said. “I really hope they continue to go after another Games in 2012. OPG has applied to the CNSC to restart the reactors one at a time and the commission is holding hearings to amend the operating licence. During recent CNSC hearings, Jim Harvie, director general of reactor regulation for the commission, said, “I will say that, frankly, we don’t neces- sarily have a high level of confidence in Ontario Power Generation’s capa- bility to predict their schedule of when they are going to be ready to start this reactor up and when they are going to have completed all the pre- requisites.” Mr. Harvie added commission staff confidence in OPG was “rather de- stroyed” when told of the delay, after being told two weeks earlier that the project was on schedule. Utility president and chief execu- tive officer Ron Osborne defended the delay. “This is a very large project. It has many, many octopus-like tentacles at- tached to it. We will do our very best to adhere to an appropriate schedule, because that is only common business We want to be judged on quality, not timing: OPG Despite nuclear safety commission concerns with delay, utility defends its decision to push back restart of A-side reactors sense. But, at the end of the piece, we want to be judged on the quality of the work, not nec- essarily the timing of the work,” he said. The June 28 hearing was to be the first day of a two-day hear- ing. With the delay, the CNSC has now scheduled Aug. 9 for the first day and Oct. 3 for the sec- ond. Public input on the restart can now be made at the Oct. 3 hearing. Mr. O’Brien likened the delay to going to a mechanic for a new muffler. “The muffler is $29.95, but the tailpipe has rotted and every- thing else has to be replaced. It will take longer and cost more,” he stated. “There’s no reason to get (the reactor) up and going and then have to take it off-line for an outage.” Delaying the first unit “won’t necessarily” delay the start-up of the other three reactors, he said. “The first one is always the worst one. We anticipate what we find on Unit 4, the first one, we could schedule into the other units,” he said, noting the other units will come on stream in six to nine-month intervals. The cost to return the reactors to service has jumped to $1.3 bil- lion from the previous estimate of $1 billion, he added. “The cost is a little bit more because we’re borrowing money at this time,” Mr. O’Brien said. “We’re expanding the amount of work. We have to pay more for parts that have to be exchanged. There’s also more for labour. The exact dollar, we don’t know. “It’s the largest refit project ever undertaken. Unfortunately, we under-estimated. We’re com- mitted to return the plants (to op- eration) in the first quarter of 2002.” Former officer arrested following standoff AJAX —The estranged hus- band of a Durham Regional Police officer has been charged with criminal harass- ment after a two- hour standoff Monday. Police said they had arranged for the Pickering man, a retired of- ficer, to turn him- self in following a recent complaint of harassment by his spouse. When he didn’t show up at the station, of- ficers located the man at a relative’s Delaney Drive residence in Ajax. He refused to come out of the house and police surrounded the residence just be- fore 10 p.m. The 46-year- old was taken into custody without incident just after mid- night. One week they rezone Picov Downs to allow satanic slot machines. The next week, they’re deferring a re- zoning that would have allowed a church in Pickering Village. What’s this world coming to when a dead-end road comes before a church? And, while the church, in this case the Forest Brook Bible Chapel, was being put on hold, the sweet sounds of gospel music were literally wafting into the council chambers. The music, however, didn’t sway councillors. Never has a group of politicians been blessed as often as Ajax councillors were during their two most recent meetings. And for what? To stop those God-less ma- chines from invading the community and to move ahead with the church. The result, as has already been stated, wasn’t what the opponents wanted. I’m not poking religion in the eye here, but if you want to sway politi- cians, using pious arguments won’t get you very far. Certainly not when other communities with slots haven’t faced the social problems slot oppo- nents predict will occur. Certainly not when $5.4 million a year for the Town is at stake. That dough can generate a lot of good feelings in the community. Good feelings like community centres, en- hanced services, libraries, all without taxpayers having to pay for them. There are many God-fearing souls liv- ing in Ajax who might vote for the money the slots will generate over the havoc and damnation that’s being pre- dicted. Those arguing against the Picov slots had Ajax being renamed Sodom and Gomorrah. Well, if gambling is going to lead the community to hell, it must be a long trip, because there’s been gam- bling of one sort or another in Ajax for a very long time. All those service clubs who raise bucks for community projects have been printing money at weekly bingo sessions for years. By the way, before that, churches used the game to raise money. No doubt some will suffer because of slots at Picov’s. Sad, for sure. In- evitable? Sadly, yeah. People are going to gamble one way or the other. They’re going to spend their bucks on lottery tickets or Nevada tickets or Irish Sweepstakes tickets. They’ll head to Great Blue Heron Casino or to Rama or Niagara Falls or somewhere else. Humans, I’m sure, have been wagering since the beginning of time. By the way, Ajax council will be giving the final approval to Picov’s on Monday. I’m betting it will be ap- proved unanimously. Editorial e-mail responses to shouston@durhamregion.com Letters to the editor e-mail responses to shouston@durhamregion.com Bet this column will stir up controversy From the beginning of time, people have been gambling in one form or another For some, the decision of the International Olympic Commit- tee (IOC) to give the 2008 Summer Games to Beijing confirms superstitions about Friday the 13th. For others, it was our lucky day. Had Toronto won the bid, Durham would have played host to two events. But the softball and shooting venues, and any infra- structure costs associated with preparation for those events, would have been just a small part of the vested interest the Re- gion would have had in the financial success or failure of the games. Durham residents, as provincial and federal taxpayers and GTA citizens, might have been on the hook to cover off any costs associated with improving transportation, revitalization of the Toronto waterfront and other infrastructure projects that weren’t financed by the private sector. At the same time, we would have benefited from the legacy those changes would have brought, not to mention the economic spinoffs from the influx of tourists over the summer of 2008. Durham’s restaurant, hotel and shop owners must be somewhat crestfallen at the loss of this golden business opportunity. The question, which will never be answered now, is whether the 2008 Games would have been managed well enough for On- tario taxpayers to benefit the way Calgary did when it hosted the 1988 Winter Games, or whether we would have ended up with a gigantic Olympic hangover that accumulated over $1 billion in interest charges like the Montreal Games. For many Durham residents who have participated in amateur sport, or who have just lived the dream vicariously through Olympic coverage of the past, the honour of hosting the Games goes well beyond a question of economics. It is a once-in-a-life- time experience and many would gladly pay for it. The Olympics, after all, are a celebration through sport of peace among nations, fairness in competition and humanity’s ability to rise above its own limitations to new heights. It must give one great pause to ponder the IOC’s decision to award this symbolic event to a country with the human rights record of China. Especially with seemingly little soul-searching by the selection committee, which never even asked the hard questions of the Beijing bid committee, yet found time to ques- tion Canada about off-colour comments made by Toronto Mayor Mel Lastman. Regardless of whether we mourn the loss of the games to Toronto and Durham, we should be saddened by the message China’s victory sends to the world. By 3:30 p.m. the same day, Mr. Reed was loading up the family minivan, ready to head home. But an extra passenger was along for the return trip —- son Liam, born at 12:30 p.m. Tuesday, would be going home on his birthday. The Reeds are one of a growing number of Durham Region families who are opting against the tradition- al approach of having an obstetri- cian or family doctor assist at the birth of a child. For the Reeds - whose first son, Sebastian, was de- livered by a doctor via Caesarean section about two years ago - a mid- wife was the chosen caregiver for Mrs. Reed’s most recent pregnancy. “There was a lot more personal touch,” said Mrs. Reed, just two- and-a-half hours after giving birth to Liam. “The information given to me was a lot more elaborate. Every- thing was our choice.” For Mr. Reed, the experience came as a bit of a surprise. Though somewhat apprehensive when his wife first introduced the idea of en- gaging the services of a midwife, the experience “far exceeded my expectations,” he says. In 2000, midwives delivered about five per cent of babies born in Ontario, says Carol Cameron, a reg- istered midwife with Midwifery Services of Durham Region, locat- ed in Whitby. “It’s a very small number, be- cause we’re a very small profes- sion,” says Ms. Cameron, who notes it’s expected that within five years, midwives will be delivering 20 per cent of babies in Ontario. But, for now, “we turn away typi- cally as many women as we can ac- commodate.” There are currently six midwives in Durham, all working out of the Whitby office, says Ms. Cameron. The local midwives have hospital privileges at Markham-Stouffville Hospital, and, since April, at Lak- eridge Health Bowmanville. The profession was first recog- nized as a health discipline in On- tario in 1994, the first Canadian province to legislate and regulate the service. There are now about 400 registered midwives in Canada, says Ms. Cameron. Midwives are required to either complete a bache- lor of science in midwifery, or have appropriate prior learning, in order to become qualified. Midwives’ services, which can start as early as the first trimester of pregnancy and continue until six weeks postpartum, are covered by OHIP. Having midwives simply ex- pands the choices available to women, says Dr. Nicolette Caccia, a Bowmanville obstetrician and gy- necologist. “A good midwife is an excellent choice for someone who has a low- risk pregnancy,” says Dr. Caccia. Having choices is important in a country where, says the new presi- dent of the Society of Obstetricians and Gynaecologists of Canada (SOGC), a crisis is looming in re- productive health care. “The recruitment and retention of qualified personnel in obstetrics and gynecology has been a big con- cern to the society for some time. This is now reaching crisis propor- tions as there are less and less spe- cialists in maternal and gynecologi- cal care available to provide health care services to the women in Cana- da,” says Dr. Jan Christilaw, a British Columbia doctor recently elected to head up the SOGC. The crisis is very real, agrees Dr. Caccia. “Less and less family doc- tors are doing deliveries,” she notes, explaining they tend to opt out be- cause of the toll on their time and lifestyle. Ms. Cameron says only about 10 per cent of family physi- cians currently do birth care. As well, there’s very little incentive to deliver babies. Doctors are paid, for an uncomplicated delivery, less than they would be to remove a cataract, says Dr. Caccia. And, doc- tors who deliver babies face the ad- ditional stress of having to fork out about $60,000 annually in malprac- tice insurance. “Obstetrics is poorly paid, and there is no incentive,” says Dr. Cac- cia. “Nobody’s in it for the money.” The problem is compounded by the fact that the average age of ob- stetricians is rising, and less and less obstetricians are graduating. “I think there’s going to be a cri- sis,” Dr. Caccia says. While the “huge majority of women can be cared for by a mid- wife,” Ms. Cameron says there are some medical conditions which can make it clear care should be provid- ed by another health care profes- sional. For example, women with risky pregnancies, who are expect- ing triplets, or who have severe blood pressure problems are not al- ways ideal candidates for midwives. “If you have a complicated preg- nancy, you’ll have an obstetrician,” says Dr. Caccia. But, she notes, “we all work together” to provide care. “We can do shared care with an obstetrician, but sometimes care is transferred to a physician,” says Ms. Cameron. “We do low-risk obstetrics.” Planning for labour day Birthing choices abound for expectant parents Home or hospital? Many people, when they think of midwives, automatical- ly assume the mother will give birth at home. But that’s not al- ways the case. In Durham, the ratio of home deliveries to hospital births per- formed by midwives is similar to the provincial average of 40 per cent home, and 60 per cent hospital. Durham’s midwives deliver about 32 per cent of ba- bies at home, with about 68 per cent in the hospital. Durham’s midwives have had hospital privileges at Markham- Stouffville Hospital since 1994, and Lakeridge Health Bow- manville since April 2001. Birthing Circle offers support Parents looking for pregnancy information and support may need to look no further than Durham’s Birthing Circle. The group, which has been around for 16 years, holds free meetings monthly, on the third Thursday of each month, at 7:30 p.m. at the Knights of Columbus Hall, 108 Bloor St. W. in Os- hawa. The meetings provide women and their families with a place “to connect and get informa- tion,” says Bonnie Annis, the group’s leader. The group discusses a variety of topics, including pregnancy changes, nutrition, labour and birth coping skills, Caesarean prevention, and postpartum ad- justment. For more information on the Birthing Circle, call 905-576- 1833 e-mail bcircle@home.com. ‘Labour is no time to fight’: doula Delivery rooms are starting to be home to a new kind of helper for expectant parents - the doula. The word doula comes from the Greek meaning ‘woman’s servant,’ says Oshawa doula Terri Hughes, of Doula Services of Durham. By definition, a doula pro- vides emotional, physical and in- formational support, to help women attain the type of birth they wish, local doulas explain. “The primary role of the doula is emotional support,” says Erin Graham Rosemond, who along with Bonnie Annis runs Essential Beginnings Birth Ser- vices. “There’s certainly an edu- cational component to it both prenatally and postpartum.” But, she stresses, the doula “is not a clinical role; we don’t per- form any sort of medical role.” In many cases, the doula meets with the parents prior to the birth to go over the birth plan. Then, “as soon as she goes into labour, I go to her house,” explains Ms. Hughes. “We’re there beside with them for the entire labour.” But the doula doesn’t take away from the role of the woman’s partner, she notes. “I personally think all women should have a doula. Not only does it support you before, dur- ing and after childbirth, it sup- ports the partner as well so all the pressure isn’t put on the part- ner,” notes Ms. Hughes. The doula can also advocate for the mother with medical caregivers, indicates Ms. Annis. “Labour is no time to fight,” she says. The Durham Region Health Department launched a dead bird surveillance program in May in an effort to track whether the virus has made its way into the region. Ross MacEachern, Durham’s manager of environ- mental health, confirmed Thursday there have still not been any positive cases north of the border, according to the latest statistics collected. The West Nile virus, which first appeared in New York State in the summer of 1999 and caused seven deaths, is spread by mosquitoes, which become carriers after feeding on infected birds. The virus is then spread to humans through the bite of an infected mosqui- to. Dead birds, especially crows and blue jays, are be- lieved to be an early indicator that the virus has entered an area. As of July 6, the local health department had submit- ted 44 dead birds for testing at the Canadian Cooperative Wildlife Centre in Guelph. Mr. MacEachern reported the dead birds are first tested at the facility in Guelph and if further analysis is required, are sent to a Health Canada lab in Winnipeg. “In Ontario there have been 1,160 reported (dead) bird sightings,” Mr. MacEachern said Thursday, noting 666 birds have been tested at the lab in Guelph and 409 of those have been sent to Winnipeg for further tests. Across the country, 1,564 dead birds have been reported this year, he said, adding noth- ing has come back positive. However, he added 28 dead birds in the U.S. have tested positive for the virus, with the state of New Jersey having the highest number of positive cases at 14. He noted, “The U.S. still doesn’t have any positive human cases.” Mr. MacEachern reported the health department is re- ceiving about 15 phone calls a day reporting dead birds in Durham. “The callers know it’s crows or blue jays (we’re look- ing for),” he said. PICKERING —A 15-year- old boy was robbed at gunpoint of a package of cigarettes while walking through a catwalk be- hind Dunbarton High School last Saturday. Auto layoffs lead to big jump in EI claims But, worst likely behind us as industry picks up steam BY MARTIN DERBYSHIRE Staff Writer DURHAM — While total employ- ment insurance (EI) claims in Durham Region took a dramatic hike earlier this year, local labour officials are saying the big leap does not indicate a recession and a turnaround is imminent. According to Human Resources De- velopment Canada’s (HRDC) Oshawa Human Resource Centre’s labour mar- ket quarterly review, EI claims in Durham rose over 75 per cent to a 12- month high of 11,387 in March, up from 6,488 in the same month a year earlier. “That is a big jump,” said Diane Lee, labour market analyst with HRDC, while refusing to say it definitely indi- cates a looming recession. “I would not say it means we’re in a recession, it is one measure, but it’s not the only indi- cation.” March totals also represent a three- month jump of about 105 per cent, a dramatic increase from December 2000 when total claims reached 5,540. Ms. Lee pinpointed one key area for the increase. “We’re seeing these numbers be- cause of mass layoffs in the auto sector,” she said. “The majority of applications are coming from the auto industry, not only from the bigger companies, but when GM and DaimlerChrysler have layoffs their supplier plants are also affected.” However, although the Daimler- Chrysler trim plant in Ajax announced it was preparing to lay off some employ- ees this year based on market demands, Bob Renaud, DaimlerChrysler vice- president of public and government af- fairs, said no actions had been taken yet. John Graham, Canadian Auto Work- ers national service representative for all General Motors’ plants, said the rise in auto sector EI claims may have been due to six weeks of down time in Oshawa’s No. 2 plant and one week in plant No. 1, impacting approximately 5,400 work- ers. However, he expects things to turn around in the immediate future. “We’ve hit rock bottom and we don’t expect any more layoff weeks for the rest of this year,” he explained. “There is overtime scheduled for both plants in Oshawa and no more down time is planned.” Applications for EI are coded by in- dustry and job description, with auto-as- sembler claims, which Ms. Lee said rep- resent the largest portion of the auto sec- tor, reaching 4,942 in March. Ms. Lee agreed the worst is likely be- hind us, as total claims dropped 19 per cent in April and 24 per cent in May. Auto-assembler claims also dropped 32 per cent in April and 49 per cent in May, reflecting a more secure future on the horizon for the auto sector. At the prestigious Laval Tournament over the Canada Day weekend, the Eclipse girls reached the final before losing to Brossard in a game decided by penalty kicks. Ajax failed to score on two kicks, while Brossard converted on both of their attempts for a 2-0 win. United started the tourney with a 2-0 win over Brossard. Caitlin Hopkins and Latoya Smith scored. Were it not for the work of the Brossard goalkeeper, the score would have been much higher. Ajax scored its second victory of the tournament with a 2-0 win over Out- rement. Smith and Melissa Nicholls converted for the Eclipse. Players who shone throughout the tournament were Nicholls, Pam Ogle, Smith, Rachael Bell-Davies, Jennifer Wakefield, Samantha Tkalec, Cassy Melnike, Jamie Tostik, Hopkins and Carly Mayhew. In Burlington, the Eclipse ad- vanced to the championship game before dropping a 2-0 decision to the Oakville Storm. Oakville scored two second-half goals to take the title. Tkalec was named the most valuable player for Ajax. The tournament MVP award went to Ajax keeper Jes- sica Dolhan. Ajax started the tourney with a 3-2 win over the host Burling- ton Storm. Smith opened the scor- ing after a three-way passing play with Melnike and Nicholls. Burlington scored later in the half to tie the score and took the lead with a marker early in the second. Smith scored her second in the game off a through ball by Nicholls. With two minutes to go, Tkalec and Hopkins combined to put Melnike in the clear for the winning goal. Smith earned MVP honours. In the second game, the Eclipse downed the St. Catharines Jets 2-1. Shawna Parker and Hopkins netted goals for Ajax. Dolhan made a game- saving stop as she managed to get a hand on a drive headed for the top cor- ner. Dolhan was the game’s MVP. The Eclipse ended round-robin play with a 1-0 win over the Welland Wiz- ards. Nicholls scored the winner in the second half. Ogle was the MVP. In recent Central Girls’ Soccer League play, the Eclipse played to a 2-2 tie with Etobicoke. After falling behind 2-0, Ajax started on the comeback trail with a goal by Kelsi Landry, a call-up from the Ajax United Magic. Tkalec netted the equalizer in the second half. Tabia Charles, Jason Stergiadis receive $500 athletic grants PICKERING —A pair of up- and-coming city athletes were awarded a special grant to further their athletic careers in a special ceremony in Toronto recently. Track and field athlete Tabia Charles and volleyball player Jason Stergiadis each received $500 grants through the James Worrall Athletes’ Development Fund. They were among 37 On- tario athletes to receive the grants at a presentation by the Sports Al- liance of Ontario in Toronto. Charles was nominated by the Ontario Track and Field Associa- tion for her achievements in ath- letics. A triple jumper, Charles fin- ished first at the recent New Bal- ance National Scholastic Cham- pionships. She set a new Canadi- an junior indoor record, in addi- tion to Ontario under-20, under- 19, under-18 and under-17 records. Ranked first on the Canadian open women’s indoor triple jump list for 2001, Charles is the fifth best all-time Canadian performer. Meanwhile, Stergiadis was nominated by the Ontario Volley- ball Association for his achieve- ments in the sport. He has been a member of the Ontario provincial team since 2000. He competes on both juvenile and junior teams for his club. Jason also competes in an adult competition circuit with tournaments every month be- tween September and March. The James Worrall Fund was created in 2000 by the Sport Al- liance of Ontario in co-operation with the Provincial Sports Orga- nizations Council, to assist young Ontario athletes in their develop- ment by covering expenses such as transportation, accommoda- tion, equipment, clothing, and registration fees to competitions, clinics, and camps.
