Funding report gets failing grade Ecker takes issue with document stating education funding has declined under Tories See MAYORS page 4 BY MIKE RUTA Staff Writer DURHAM —Education Minister Janet Ecker says a report that claims education funding has not kept pace with enrolment growth and inflation is inaccurate. Last month The Canadian Centre for Policy Alterna- tives released, ‘Manufactured Crisis — A Report Card on Ontario’s Student Focused Funding Formula’. Au- thor Hugh Mackenzie states the education funding for- mula introduced in the 1998/99 school year “has served as a smokescreen for a mas- sive cut in the resources allo- cated for elementary and sec- ondary education in Ontario”. The report compares yearly funding levels per student be- fore and since the Tories came to power in 1995 and makes adjustments for enrolment growth and inflation. Based on those numbers, states Mr. Mackenzie, the government’s claim that per student funding has increased under the for- mula is incorrect. Founded in 1980, the cen- tre’s mandate is to conduct and encourage research on social and economic justice issues. Ministry data does show school operations and capi- tal funding has increased by $385 million since the gov- ernment took power in 1995, states Mr. Mackenzie. But if adjusted for growth and inflation, maintaining the 1995 level of real expenditure per student would require $16.135 billion, resulting in a shortfall of $2.73 billion. “Contrary to the government’s claim that it has in- creased funding per student since it was elected, fund- ing on a real per-student basis has actually been reduced by nearly $2.3 billion since 1995,” states the report. “Contrary to the government’s claim that its formula was merely redressing inequities in the previous fund- JANET ECKER ‘They’re wrong.’ Let’s get tough on Province: Arthurs BY SUSAN O’NEILL Staff Writer DURHAM —The Region of Durham should formally censure the Province for failing to allow municipalities to collect develop- ment charges to fund hospitals, say the mayors of Ajax and Pick- ering. Pickering Mayor Wayne Arthurs and Ajax Mayor Steve Parish called on their colleagues at Regional council Wednesday to condemn the provincial govern- ment for failing to recognize that new growth must help to pay for health care. “It’s important we take the strongest stance possible,” Mayor A/P PAGE 2 NEWS ADVERTISER, FRIDAY EDITION, July 6, 2001 Funding is up: Ecker ing system, the data clearly show that the formula is sim- ply a disguise for significant cuts in resources allocated to education. The total gain for previously under-resourced boards — Catholic, northern and French language — is less than $88 million since 1997; the total loss for other boards, since 1997, is just over $1 billion.” However, Ms. Ecker dis- puted the report. “They’re wrong,” she said in an inter- view. “First of all, in funding we firmly believe in calculat- ing actual dollars spent as op- posed to playing with fig- ures.”In 1995,she said it cost $12.9 billion to deliver edu- cation in Ontario, including property taxes and govern- ment grants. This school year, Ms. Ecker said $13.8 billion in actual dollars would be spent. “That’s a growth above enrolment,” she said. Ms. Ecker said there is no inflation factor in the formu- la and there never has been in government spending. The centre’s report includes infla- tionary elements like the cost of cigarettes that has no ef- fect on education costs, she said. And because the gov- ernment reduced the number of school boards and school board politicians, $800 mil- lion more is being spent in the classroom than in admin- istration, said Ms. Ecker, so the report is not comparing apples with apples. Beyond that, Ms. Ecker said the report’s starting point is wrong because it in- cludes costs for the teacher pension plan and for the Ministry of Education itself, numbers the government does not include in its spend- ing figures. The report concludes Durham school boards’ real per-student operating fund- ing is down about 3.5 per cent. FUNDING from page 1 School’s in for 4,000 summer students in Durham BY MIKE RUTA Staff Writer DURHAM —It required a bit of scrambling, but the Durham Catholic District School Board’s summer high school program is off and running with a lot more stu- dents than normal. Rob Fitzgibbon, principal of the board’s adult and con- tinuing education department, estimates 3,500 to 4,000 pupils will take courses dur- ing the two semesters. Fifty- five to 60 per cent of the stu- dents are from public schools after the Durham District School Board was forced to cancel its high school pro- gram. Summer school began Wednesday. “It was hectic, it was very busy,” said Mr. Fitzgibbon of the first day. “We had a lot of students show up to register on the spot, and that produces line-ups.” He guessed that at each of the four high school sites — located in Pickering, Oshawa, Whitby and Ajax — the line- ups were 50 to 100 pupils long to start the day. Mr. Fitzgibbon said “there’s a great demand for summer school,” noting some Scarborough students were attempting to register here be- cause classes were filled in Toronto. He cites two reasons for the demand. “Certainly at the junior level (grades 9 and 10), there’s a great number of stu- dents doing summer school in math,” said Mr. Fitzgibbon, noting of the 140 teachers re- quired for the high school program, more than 60 are teaching math. There are also fewer teachers available for summer school, he said. Some are marking Education Quality and Accountability Office tests this summer, others are taking courses and some are just tired and taking a holiday. Mr. Fitzgibbon said all students who showed up on the first day could be accom- modated. In some cases, if enough teachers were not available for a first semester class, he said students would be able to take the course in the second semester, which starts July 19, and where en- rolment is normally half of the first semester. The public board on June 12 was forced to cancel its high school program. Opera- tions superintendent Norm Powers at the time said the Ontario Secondary School Teachers’ Federation ‘pink letter’ had been effective in keeping public high school teachers from signing up to deliver the program. The teachers’ union-issued letter advised teachers not to accept new positions with the board — under threat of penalty — until a new contract was signed. The Catholic board invited public school students to sign up for its program, though Mr. Fitzgibbon noted that given the relatively short no- tice, it required fine-tuning to prepare for the extra students. “We had to make some ad- justments because there were courses we didn’t have sched- uled that the Durham District School Board offered,” he said. After printing 2,000 sum- mer school registration forms, the board had to reorder 6,000 forms because courses were added, as was a fourth loca- tion — Monsignor Paul Dwyer Catholic Secondary School in Oshawa. A 15-year-old boy told police he was the victim of a robbery and assault at a plaza on Ritchie Avenue and Westney Road around 9:30 p.m. The teen said a man grabbed his wallet and gold chain during. Police were told the suspect fled in a red Pontiac Grand Am. William Timothy Dyson, 18, of Jacwin Drive,Ajax, is charged with robbery, consuming alcohol under the age of 19, and a dri- ving violation. NEWS ADVERTISER, FRIDAY EDITION, July 6, 2001 PAGE 3 A/P Fund-raising walk a giant step in fight against ALS Families make pitch before Durham councillors for support to cure deadly disease DURHAM —A 13-year-old Oshawa boy who recently lost his mom to amyotrophic lateral sclero- sis (ALS) asked for help this week in supporting an upcoming fund- raiser to increase awareness of the fatal disease. The Durham branch of the ALS Society of Ontario is hosting its first Walk to D’Feet ALS on Satur- day, Sept. 29 on the waterfront at Rotary Park in Ajax. Jordan White, whose mother Susan passed away on Nov. 5, 2000 after being diagnosed in No- vember 1999, asked Durham coun- cil Wednesday to participate in the event. “I’m here to ask for your help for something that is very impor- tant to my family and me,” he said. “This disease took my mother from us and our lives will never be the same.” Jordan, who’ll be participating in the walk along with his father Tom and sister Jennifer, told coun- cil the event is a chance for fami- lies who have lost a loved one to reflect on memories, to support people living with ALS and to raise public awareness of the disease. “I just hope they raise more money so they can get some treat- ment and a cure for it,” he said. Louise Farr, whose husband David died of ALS in December 1995 while serving as the Ward 2 Regional councillor from Picker- ing, is the honorary chairman of the event. “This is a really big deal for the Durham chapter,” Ms. Farr said in an interview, “Whatever we raise will be a success.” ALS, which is also known as Lou Gehrig’s Disease, is a rapidly progressive, fatal neuromuscular disease that attacks the motor neu- rons responsible for transmitting electrical impulses from the brain to voluntary muscles throughout the body. When the muscles fail to receive messages, they eventually lose strength, atrophy and die, re- sulting in paralysis of the whole body. According to the ALS Society of Ontario, there are about 2,000 Canadians living with ALS and two to three Canadians die every day of ALS. Mr. Farr died just 10 months after being diagnosed with the dis- ease in February 1995. He was elected to council in the fall of 1994. “I kept asking David, ‘Are you sure you want to die while serving on council?’Ms. Farr told council- lors. “This is where he wanted to give of himself.” The walk is designed to include teams of three or more people. Each team will be centred on a per- son living with ALS or as a tribute to someone who died of the dis- ease, Ms. Farr explained. “It’s very personal to me and my family,” she said, adding she’s delighted to serve as honorary chairman. Durham’s Walk to D’Feet ALS is being sponsored by Metroland Printing, Publishing and Distributing and On- tario Power Generation. The walk is five kilometres long. The Region has also made several written requests to the Province seek- ing changes to the act, but has yet to receive a formal response. Mayor Parish explained that for- mally censuring the government and all MPPs representing constituencies in Durham is “basically a statement that shows very profound disapproval of the Province’s action... if we’re going to speak we should speak loud- ly and clearly.” But, several councillors argued that censuring the government would be taking the Region’s fight for changes to the act a step too far. “I think it’s dumb to censure the Province of Ontario,” said Clarington Mayor John Mutton. “We’re trying to get them to see the light. I don’t think we want to turn out the light before they see it.” Whitby Mayor Marcel Brunelle also said the motion was too strongly worded. “I want to help the hospital sys- tem, but this is so harsh in its form,” he said. “The wording in this is beyond my support.” He added, “I think the government will find (the motion) offensive. What we’re really trying to do is as- sist the hospitals... there are better ways to communicate.” Ajax Councillor Jim McMaster noted progress is being made at the Ajax and Pickering Health Centre with regard to the hospital’s expan- sion plans and he argued “this motion would set us back 30 steps. It doesn’t help at all... I thought we were sup- posed to be trying to help the hospi- tal, not kill it.” Scugog Mayor Doug Moffatt sug- gested Regional councillors should defer the motion and meet with local MPPs to discuss the matter. Durham Chairman Roger Ander- son said he would attempt to arrange such a meeting for late-August or early-September. Councillors agreed the motion will be dealt with following that meeting. Sixteen-year- old Patricia May- ers appealed to Durham council Wednesday for fi- nancial support to help fund her par- ticipation in the World Youth Track and Field Championships in Debrecen, Hun- gary from July 12 to 15. There is no funding available from Athletics Canada for the event. Patricia, who leaves for Hun- gary on Monday and returns July 17, is competing in the 400-metre race and a relay event. “I’m really ex- cited that I’m going to be com- peting against world-class ath- letes,” she said in an interview. Her father, Michael Mayers, told councillors the family is re- sponsible for pay- ing 100 per cent of the roughly $2,800 cost of the trip. The City of Oshawa voted to give Patricia $500 towards those costs at its council meeting Tuesday. However, Region- al councillors voted to turn down a request for funding be- cause Durham has a “no grants policy”, despite calls from some councillors, in- cluding Whitby Councillor Joe Drumm, to change it. “We have somebody here in whom we should be very proud,” Coun. Drumm said. “To heck with the policy.” But, Ajax Mayor Steve Parish pointed out if Durham agreed to support Patricia it would set a precedent and open the door to a flood of applica- tions for funding from local resi- dents for one reason or another. Oshawa Councillor Clare Aker suggested the economic develop- ment department could support her since she will be representing Durham in a world-class event. But, Durham Chairman Roger Anderson said the Oshawa teen is “not going to wear a big Durham ‘D’running down the track”. How disappointed I was. I headed out Sunday evening to enjoy the spirit and unity of Canada Day celebrations at Kinsmen Park in Pickering. As I took the long trek down Sandy Beach Road, the spir- it of celebrating Canada was overwhelming with flags galore, patio parties and overall high spirits. My excitement of joining my fellow Canadians increased at the sight of the many families gathering in unity waving the great red and white flag, while there in the middle my friends gathered, waving excitedly at our arrival. Upon the stage were a group of very talented men, strumming their guitars, keeping the crowds happy. But not I. For in- stead of celebrating Canada with songs written by Canadian artists, or with Canadi- an content, my ears were violated with such tunes as ‘Sweet Home Alabama’ and ‘The Devil Went Down to Georgia.’ Although they were talented in their art and songs enjoyable, I was very disappoint- ed to be spending my Canada Day celebra- tions being forced to listen to songs about our southern neighbours. Canada is filled with many talented mu- sicians and music. Is it possible at all to se- lect something more appropriate to warm up the crowds on Canada Day than songs about America? Or, as a consultant’s report puts it, Durham has a “basket of op- portunities” to provide financial incentives for developers so they will build more in Durham’s collection of communities. However, all of the options proposed in the report by C.N. Wat- son and Associates Ltd. involve the spending of taxpayer money in those municipalities, or in foregoing revenue. That’s a tough pill for some municipalities in Durham Region to swallow, particularly the northern communities like Canning- ton or Blackstock, which don’t have downtown cores as dense or developed as that of Oshawa, or Whitby, or Pickering. And, as Oshawa Mayor Nancy Diamond pointed out during re- cent debate between Regional councillors, changes to the current development charges policy could set the stage for substantial po- litical and fiscal trouble. Currently, development charges are the fees paid by developers to the municipalities they want to do business with before the first batch of concrete is poured. Ostensibly, the development charges are used to fund the requisite services in those communities in which a new home is built, or where a new commercial establish- ment is constructed. They help build so-called hard services such as sewer mains or soft services such as community centres, all of which are de- manded by new residents moving into a community. Those charges, incidentally, are generally passed on to the purchaser of a new home or commercial building by the builder. Historically, this policy and process has helped municipalities manage to keep services in lockstep with burgeoning growth. So, it’s important that Durham Regional councillors thorough- ly examine the options for attracting development. It’s important, too, that Durham and its municipalities keep sight of the existing policy that has served municipalities well in past years. Development charges have come to symbolize all that is good and bad about urban growth and its attendant pressures on munic- ipal coffers. But few would argue they aren’t a necessary compo- nent of the relationship between developers and the communities in which they want to earn their income. It’s encouraging that the debate so far has been thoughtful and serious. But rash decisions, or poorly considered changes to the policy could well create difficulties in any — or all — of Durham Region’s communities. Slow and steady is the key here. Let’s ensure that in its vigour to attract important new development and tax revenue in Durham Region, we aren’t throwing the proverbial baby out with the bath- water. Tread softly with development options Attracting new growth to key cores is good, but current system has served Durham well To say I no longer watch televi- sion would be stretching it a bit. The truth is I hardly ever watch — that is to sit down and look at the TV. I have an exception. I always try to turn on the CBC News at 10 p.m. to catch up with the various con- flicts taking place all over our world. You would have to dwell in a monastery or live in total isolation to get away from it completely. What exactly has made me switch off TV? It has just been a feeling that has developed, a grad- ual distaste, growing sometimes to repulsion for what seems like end- less streams of noise, vulgarity, ex- plicit sex and time-wasting empty talk. Recently, it seemed any time I turned on the TV it was disgorging some form of insanity or just plain loud-mouthed vulgarity. Is it fogeyish of me? Is it some- thing to do with my age? As people grow older they do seem to grow more discriminating. As they rec- ognize more names in the obituary columns it strikes them that life is getting shorter and perhaps too short to spend time looking at the characters portrayed in the after- noon soaps. Do you ever think back to those rattling good series on the box: when there was ‘Upstairs Down- stairs’ to spend an evening watch- ing. When Sunday evening meant ‘Ed Sullivan’and ‘Bonanza’. These days, to even watch Dr. Ruth some- how seems repellent. Who needs it? Why drag yourself down succumb- ing to such use of the media? A huge amount can be gained by not watching TV at all. You can read more, you have a better chance of keeping in touch with friends by writing letters. You can go out for walks and gain better health. You can listen to CBC Radio more and listen to cur- rent events or even about history or gain some fresh, inquiring ideas from a real knowledge quarter. I can’t recall ever getting those kinds of feelings from watching a TV program. So, I know you are telling me if I don’t like TV, switch it off. Now that’s a good idea. Perhaps if more of us did that we would get a change in the fare served up. In this story, we look at ideas for sum- mer recycling and tips for the green traveller. BY SUSAN O’NEILL Staff Writer DURHAM —With the arrival of summer comes one of the busiest vacation times of the year. And, just as people are planning their holidays, local environmen- talists are reminding residents that taking a break from the everyday grind doesn’t mean you should leave behind the recycling prac- tices that are part or your daily rou- tine. So, whether you’re taking a lux- ury cruise or are simply planning to spend a few days at a local beach or conservation area with the kids, there are several tips you should keep in mind to ensure you leave nothing but your footprints behind when you’re on holiday. “It comes down to a bit of plan- ning,” says Larraine Roulston of the Pickering Waste Reduction Committee. “I think if it’s always in front of people (they’ll recycle). If there’s not a lot of signage, peo- ple tend to get lazy.” But, she says by making a con- scious attempt to continue recy- cling and by being careful to con- serve energy and water, people can continue to follow environmentally friendly practices while on vaca- tion. “If you’re taking a cruise, be conscious of your electrical usage. Just because it’s not yours, don’t waste it,” she says, adding people should be mindful not to waste food and to leave a note for the chamber maid asking them to only change your bed once during your stay, which conserves water and energy. If you’re planning on staying in a hotel, she pointed out you should make sure your morning paper is recycled and “if the hotel doesn’t have recycling boxes, be sure still to recycle your paper.” Sue Campbell, manager of recy- cling at Durham’s recycling centre in Whitby, agreed it’s important people continue recycling through- out the summer. She reported the Region’s blue box program continues year-round and says one important tip for resi- dents during the summer heat is to ensure they rinse out any food and beverage containers before placing them out at the curb to reduce the chance of odours or pests. And, if you’re going on holiday and will miss your regular blue box collection day, residents can drop off their recyclables at one of Durham’s waste management facil- ities at no charge, she says. Another important way to recy- cle in the summer is by grasscy- cling, Ms. Campbell says, explain- ing residents are encouraged to leave grass clippings on their lawns when they mow the grass. “Just leave it on the lawn. Why would you want to kill yourself (gathering it up) in this heat?” Ms. Campbell asks, noting grass clip- pings act as a natural fertilizer and also reduce water loss and lower soil temperatures, which means the grass doesn’t need to be watered as often. She also says people should use “durable dishware and cloth nap- kins at outside barbecues or pic- nics” and recommends packing snacks in reusable containers rather than buying fast food which tends to come in “excessive” packaging. Ms. Campbell also says parents can send their children to day camp with litterless lunches. And, if you’re travelling to an area where there is no recycling available, sim- ply pack it up and bring it home with you. Ms. Roulston goes one step fur- ther in encouraging people to not only bring their water or juice bot- tles home from a picnic to recycle, but also says people should re- member to take leftover food home to their backyard composters. She also says lightweight paper plates or french fries’ containers can be composted. Ms. Roulston, who was in- volved in organizing the recycling program at the recent Frenchman’s Bay Festival in Pickering, also en- courages travellers to “continually ask people on your travels where the recycling is.” And, she recommends planning an environmentally friendly vaca- tion or outing, even if it’s just a hike through a local park. Gail Lawlor, head of the Durham Environmental Network, reports there are some fabulous trails to explore across the region. She says people tend to forget about what’s available right at their doorstep and notes “Durham Re- gion has done a great job with its trails.” Ms. Lawlor, who often packs up snacks and heads off for a bike ride with her two children, also says ex- ploring the Region’s waterfront is a great way to spend a day. “I don’t think people use our waterfront enough,” she says. “I thing exploring the waterfront and trail systems we have in place are good environmental destinations.” There are also lots of other op- tions available for the environmen- tally minded traveller, including a host of destinations and activities to fit any vacation budget, ranging from Durham’s trails and nature paths to adventure tours in northern Ontario and cruises to exotic desti- nations like the Galapagos Islands. Val Marshall, of Val Marshall Travel in Ajax, says there are a va- riety of eco-tourism options for green travellers. She admits, however, the travel agency doesn’t receive many re- quests for information on eco- tourism, which is generally defined as responsible travel to natural places that conserve the environ- ment and sustain the well-being of the local people. But, she notes “people do like to go down to Costa Rica”, which is a popular destination for those who are interested in travelling abroad on a wilderness adventure. Other options include cruises to the Gala- pagos Islands or Antarctica, she says, adding you “can also go and stay on a horse ranch in the Rock- ies.” She adds if people are looking for something a little closer to home, they can take part in a vari- ety of bird watching tours, or walk- ing and hiking tours. Patti Watson, tourism co-ordina- tor for the Region, also points to Durham’s trails map as a guide for environmentally friendly outings. “The trails map is extremely popular,” she says, noting the trails provide opportunities for walking, hiking, cycling, in-line skating and bird watching. And, Gord Geissberger, corpo- rate communications co-ordinator for the Central Lake Ontario Con- servation Authority (CLOCA), says the conservation areas across the region are also a good option. “There are a lot of great things for people to take advantage of,” he says, noting the conservation au- thorities across the Greater Toronto Area are launching a passport high- lighting the different nature hikes and outdoor activities available in the area. He notes the ‘conservation jour- neys’ passport, which will soon be available, can be used for unlimited general admission into any of the 50 conservation areas in the GTA. The cost of a family pass, which is $100, goes towards preserving nat- ural areas. As for his advice to those using the conservation areas, he says it’s important to respect the environ- ment. “We promote the old saying, ‘Take nothing but pictures, leave nothing but footprints’,” he says. Mr. Geissberger notes the con- servation authority does not pro- vide recycling containers in any of its conservation areas simply be- cause they don’t have the staff to run a recycling program. So, he says, CLOCA encour- ages people who use the conserva- tion areas for walking or hiking or picnicking not to leave anything behind. “Whatever you take in, bring it back out again,” he says, adding when people are preparing for a picnic or hike, they should remem- ber to use reusable containers for snacks and beverages and “pack everything garbageless”. Car sales were down 2.1 per cent to 25,729 in June while truck sales dropped 0.9 per cent to 22,601, for a combined decrease of 1.6 per cent. Dick Conlin, vice-president of sales, service and marketing, noted that despite the decrease, GM of Canada actually surpassed its sales objective for the month. Three Oshawa-built products had “very respectable results” last month, he said. Adam Youens, a Grade 10 student at Pickering High School, wrote a letter to Pick- ering Councillor Maurice Brenner about police not cracking down on youths rid- ing bikes without helmets. After Coun. Brenner for- warded the civics assignment onto Durham Regional Police Chief Kevin McAlpine, the chief paid a recent visit to the 15-year-old’s school to thank him for the letter. Chief McAlpine said the letter has “focused our atten- tion” on enforcing the law re- quiring cyclists under 18 to wear a helmet. In his letter, Adam wrote, “I think someone should be enforcing the bicycle helmet law much more. I see young children riding bicycles and they are not wearing any hel- met and the police just drive by or give them a warning for not wearing a helmet. “This isn’t enough be- cause then the next time it is a different police officer and they just give them a warning also, so it just goes on and on. We, the people of society, have to pay thousands upon thousands of dollars to care for the children, teens and adults who have serious in- juries from falls or automo- bile accidents while riding a bike without a helmet. It is a big waste of money and pain and suffering for these kinds of things to happen when wearing a helmet could have prevented them.” Durham police and the Durham Region Health De- partment have joined forces in Headsfirst, a campaign to promote proper helmet use and safe-cycling practices. Police officers issue notices to children not wearing a hel- met, while rewarding those who are with coupons for treats from local businesses. The notice offers youth the chance to have a Highway Traffic Act ticket dropped by attending a two-hour educa- tion session. Those attending receive coupons as well. The program is also for youths wearing helmets on skate- boards, in-line skates and scooters. Constable Kim Dunn, a school liaison officer with the community resource branch at the Durham police Picker- ing detachment, noted the fine for not wearing a helmet is $85, with $65 being the fine and $20 for a court sur- charge. Const. Dunn said if a child under 12 is found not wearing a helmet, their parents are charged. Youths 12 to 18 face a charge for not wearing a helmet, while cyclists over 18 don’t have to wear a helmet. Const. Dunn can attest to the importance of wearing a helmet while biking. In 1989, while taking part in a trip be- tween Oshawa and Prince Edward Island with Scouts and Venturers, she collided with another cyclist and hit the road head first. She slid for 20 feet before stopping, suffering a mild concussion, a black eye and abrasions. Without her helmet, her injuries would have been much worse, she said. “I remember them doing X-rays to make sure every- thing was still in one piece. I don’t remember anything else,” Const. Dunn said. “I re- member sitting in the room and the X-rays. The doctor said ‘you’re lucky.’” Sheri Devereaux of the Durham Region Health De- partment noted “85 per cent of cycling deaths are due to head injuries. “Research shows as peo- ple hit 12, use drops.” Ms. Devereaux added the Headsfirst campaign is pri- marily aimed at cyclists 10 and older. Police figures show offi- cers in Ajax and Uxbridge have issued more than 150 re- wards for wearing a helmet, but have worked hard to issue 20 notices for not wearing a helmet. In the Oshawa and Whitby areas, 65 notices have been issued and more than 100 rewards. A/P PAGE 14 NEWS ADVERTISER FRIDAY EDITION, July 6, 2001 BY SUSAN O’NEILL Staff Writer DURHAM —Providing incentives to at- tract development to downtown areas in Durham is the aim of an ongoing study being conducted for the Region. But, some politicians fear Durham could be opening a can of worms if it changes its policy on development charges (DCs) to promote redevelopment. Durham council last October called for a detailed study of potential DC policies to foster development in downtown areas and ‘brownfield’ sites. And, as members of the Region’s finance, planning and works committees heard Wednesday, there are a number of incentives Durham could offer to spark the revitaliza- tion of downtown areas, industrial and com- mercial sites, transit nodes such as the Os- hawa and Pickering GO stations, and the Hwy. 2 corridor. “Tangible encouragement of revitaliza- tion is important for Durham,” Cam Watson of C.N. Watson and Associates Ltd. told councillors during a presentation of the study’s interim findings. He reported a “basket of opportunities exists” to provide financial incentives to de- velopers, noting all of the options “involve spending money or forgoing revenue by mu- nicipalities”. According to Mr. Watson, the Region could offer exemptions from DCs, waive fees for building permits, implement favourable property tax treatment for multi- residential properties or introduce municipal grant and loan programs. However, he noted, “any incentives, any forgone revenue must produce a net public benefit.” But, Oshawa Mayor Nancy Diamond said she feared providing incentives through changes to the Region’s policy on DCs could lead to arbitrary decisions to rebate one developer and not another. “We could find ourselves in tremendous difficulty,” she said. “DCs are not a way to achieve what we are trying to do.” She added, “I am astounded at the length of time that’s gone into (the study),” noting the Region could be headed down an “ex- pensive consulting path”. Mayor Diamond also pointed out the ob- jectives for development vary in each mu- nicipality and said “changes in DCs won’t work”. In an interview, Durham Chairman Roger Anderson agreed the Region has to be care- ful not to open up the DC bylaw to a host of appeals. “Everyone’s got to be treated equally,” he said. “We want to look at the whole region. I certainly don’t want to cherry pick.” But, Mr. Anderson maintained reforms could help some areas in need of revitaliza- tion like the downtown business area in Os- hawa and the Harwood Avenue corridor in Ajax. “We have to look at it,” he said. “If it’s going to help municipalities like Oshawa and Ajax, it will help the others.” He expects the review will be completed within the next year. Durham Catholic District School board trustees last Mon- day night picked the builder after a close tendering process that saw the three lowest bids just $11,000 apart. Struct-Con had the lowest price at $1,023,000. Architect David Mills of Mills & Associates told trustees con- struction should begin in a few weeks on the Finch Avenue site. “The children can start in the new classrooms in the new year,” he told trustees, referring to the planned January, 2002 opening. The school board budgeted $1.76 million for the project. But business superintendent David Visser believes the total cost will come in at roughly $1.35 million. Apart from the addition, the builder will make improvements to the building’s mechanical and electrical systems to provide bet- ter air quality and air conditioning to the existing library, at a cost of around $115,000. Mr. Visser said the addition is to replace the six relocatable classrooms attached to the school that are nearing the end of their lifespan. The permanent addition makes more sense than upgrading the re- locatable classes, he said. Until the addition is ready, stu- dents will use six portables to be brought to the site. The cost to dispose of the relo- catable classrooms and move the portables to St. Isaac Jogues is about $85,000. The 574-square-metre addition is one of only two new capital projects the Catholic board plans to undertake this year. New Catholic high schools in Ajax and Whitby are slated to open this fall. Why Do Colours Appear So Different (BMP)-There are many reasons the colour of the paint you put on your wall looks different from the one you picked out in the store. Knowing about them will help you to make correct colour choices in the future. The main reason is because of the colours that surround your choice colour on the chip. Whenever you look at paint chips in the paint store, notice that they are usually displayed amidst other colours, against a white back- ground and under fluorescent lighting. Any colour that is viewed against some- thing white will appear darker than if it is seen against any other colour. When selecting colours, be sure to eliminate any white surrounding colour. Because colours will affect one another, view your colour options against the other colours that are to be used in your room and not against the colours in the paint store. Nuclear station radiation not an issue for worry, report says BY KEITH GILLIGAN Staff Writer PICKERING —Radiation coming from the Pickering Nu- clear Generating Station ac- counts for a tiny fraction of the amount people are exposed to from natural sources, according to a monitoring specialist. Radioactive monitoring pro- gram specialist John LaMarre told the Community Advisory Committee last week that people are exposed to 3,000 microsiev- erts (µSv) of radiation annually, but only 3.63 come from the nu- clear station. (A microsievert is an international system for mea- suring radiation.) The 3.63 µSv is based on someone living 24 hours a day immediately outside the fence surrounding the nuclear station, ingesting only food and water produced there, he said. About 2,000 µSv are back- ground or natural radiation, in- cluding cosmic rays and radon, while the rest is from medical ex- posures, such as cancer treat- ments. About 80 are “manmade background” and include fallout from atmospheric nuclear testing done decades ago, and from con- sumer products and processes, Mr. LaMarre said. “Everything on earth is ra- dioactive,” he said. “Everything in this room is radioactive and it has nothing to do with the plant. If you live next to Pickering, you’ll get an extra 3.63.” As a comparison, a dental X- ray has 15 µSv, a chest X-ray 70 and a round-trip flight between Toronto and Vancouver is be- tween 50 and 80. OPG is replac- ing current monitors with more state-of-the-art monitors with the impending restart of the Picker- ing ‘A’ reactors, he added. He cautioned there’s no need to be concerned about background ra- diation. “You get 10 times more noble gas exposure after it rains than from our plant,” Mr. LaMarre stated. Where Adam Morrison hopes to make it is in New York State — Nas- sau County on Long Island to be exact — where he’ll compete for the Hofstra University Pride on a four- year track and field scholarship. The 18-year-old long distance specialist and Dunbarton High School graduate signed a letter of in- tent to attend the Hempstead-based university two weeks ago. He’s ex- cited to be going to the National Collegiate Athletic Association Divi- sion 1 school that, after several years of competing in the America East Conference, has switched to the Colonial Athletic Conference, begin- ning in the 2001-2002 athletic sea- son. “It’s a rebuilding team, so it’s a pretty new team,” said Morrison, who’ll also run cross-country at Hof- stra. “There are a lot of freshmen and sophomores on the team, so I should fit in well there.” Morrison admitted he had several other scholarship offers, including ones from Campbell University in North Carolina and the University of Tennessee at Chattanooga, but they weren’t as good as what Hofstra was offering. In addition to the young, emerg- ing men’s track and field program, Morrison noted the academics (he’ll study business there) and the prox- imity to his home were also factors that swayed him toward Hofstra. “I’m happy with (Hofstra). I was leaning towards (attending a school in) a warmer climate, but it’s close to home and it’s convenient,” he said. Morrison will begin his collegiate career Aug. 15 when he’ll report to a training camp for the cross-country season, which begins in September. Although there’s no indoor track season for Hofstra athletes, he’ll run in his specialties — the 800 and the 1,500 metres — when the outdoor track and field season rolls around in the spring. Morrison closed out his high school career at Dunbarton in fine fashion, qualifying for the Ontario Federation of Schools Athletic Asso- ciation (OFSAA) championships in Toronto earlier this month. There, he finished fifth in the 1,500m and sev- enth in the 800m. “I was really happy with my re- sults at OFSAA. Both of my times were (personal bests) and the com- petition was really stiff there,” he said. Besides running for Dunbarton, Morrison also represented the Os- hawa-based Durham X-L’s track club, under the tutelage of coach Dale Lapham. His best effort so far this year was a sixth-place finish in the 1,500m at the annual Hamilton Spectator Indoor Games at Copps Coliseum.
