Bill Douglas busy in first few weeks as head of Pickering department City picks new fire chief Boy ‘very, very lucky’after freak crash Ajax toddler ejected from stroller, mom suffers leg injuries while crossing street BY KEITH GILLIGAN Staff Writer AJAX —A nine-month-old Ajax boy escaped unharmed and his mother suffered badly bruised legs and ribs in a freak accident here Monday night. Kevin Lynn was knocked out of his stroller and his mother, Debo- rah, was “squished” between two cars around 7 p.m. while crossing the street on Harwood Avenue. Ms. Lynn was going to pick up her car with her daughter Heather, four, and Kevin when she was pinned between the two cars. The trio was crossing at Gar- diner Drive while a car south- bound on Harwood had stopped to turn onto Gardiner. The motorist was waiting for the Lynns to cross when she was hit from behind by another car. The impact sent the first car into the intersection, slamming into the stroller and pinning Ms. Lynn against a car eastbound on Gardiner. Heather was walking a few steps ahead of her mother and wasn’t hit. “I got squished into the other (eastbound) car,” Ms. Lynn said. The stroller was crushed and Kevin was thrown out, bumping his head. “Luckily, he wasn’t strapped in the stroller properly and he was thrown out. If he had been strapped in properly, he would have been crushed,” Ms. Lynn BILL DOUGLAS ‘We’ve had a couple of really bad house fires since January.’ PICKERING —Continuing to educate young people about fire prevention and ensuring the City’s fire service is operating ef- ficiently are two priorities for Pickering’s new fire chief. Bill Douglas, a deputy fire chief with the Pickering Fire Ser- vice for the past seven years, has been named as the successor to Chief Rick Pearsall, who died suddenly last month. “Chief Pearsall and I worked together for many years,” said Chief Douglas who started as a volunteer with the service in 1971. “I started right from scratch.” After his stint as Pickering’s first full-time dispatcher in 1974, he became a firefighter and moved on to captain before he spent eight years as a training of- ficer prior to being named acting deputy chief seven years ago. The 54-year-old, who was named acting fire chief after Chief Pearsall’s death, has cer- tainly had a busy few weeks as head of the department. “We’ve had a couple of really bad house fires since January,” he said in reference to a fire that gutted a home on West Shore Boulevard Jan. 17 and another that caused $600,000 in damages to a Madonna Court home this past Saturday. “It’s not been a good (few weeks) for fires. It seems to go in spurts.” He reported some of the areas he’s planning to review in the coming weeks include stepping up the department’s fire preven- tion programs. “I think the key is educating our young people in the schools,” he said. “I’d like to do more in that area.” He also said senior staff will be re-examining the department’s response times to “make sure we’re doing everything as effi- ciently as we can”. And, as the city continues to grow, there’s also a need to take a look at the staffing levels required to service Pickering’s growing population, he said. The Region celebrated the opening of Durham’s POA courtrooms and offices on Rossland Road East last Fri- day. “This is a truly special day,” said Durham Region chairman Roger Anderson during the opening ceremony. “We’re proud of these facili- ties.” The Region on Dec. 4 as- sumed responsibility from the Province for delivering the administration, prosecution and court support functions for POA charges in Durham. The Province is downloading the responsibility for traffic tickets and other provincial offences to municipalities across Ontario. According to an agree- ment approved last year by local and regional council- lors, the net revenues from POA charges will be divided between the Region and its eight member municipalities, with 40 per cent being allot- ted to the Region and 60 per cent to the area municipalities based on assessment. “This is a grand moment for the Region of Durham and the Town of Whitby to finally see the day this court is under our jurisdiction and fixed up as it is,” added Whitby Mayor Marcel Brunelle in reference to the renovations completed in time for the opening. Approximately $375,000 was spent to renovate the courtrooms, which were re- painted and re-carpeted to bring them up to an accept- able standard. Water-dam- aged ceiling tiles and a num- ber of old chairs were also re- placed. “It’s really rewarding to see the Province’s plan to streamline our justice system come together as it has here,” said Sandra Tychsen, director of the POA transfer project for the Ministry of the Attor- ney General, who was on hand to present the Region with a cheque from the Province for $1.5 million, the balance of the 1998 POA rev- enues. “This is a showcase POA operation,” she added, noting the facility will set the stan- dard for the transfers still to come. Janice Pound, program gen- eral manager for primary care for the health system which has sites in Ajax and Scarborough, said triage nurses in Ontario emergency departments have a five-level code of categorizing patients. If extended to ambu- lance staff across the province, she said it would help ensure there is no miscommunication between paramedics and hospi- tal staff. “It’s like talking about apples and apples, and apples and po- tentially oranges,” she said in an interview. Paramedics have a different set of codes, said Ms. Pound. Creating consistent terminology would be “just another move in getting everybody on the same wavelength, and I think it’s very beneficial,” she said. Newly appointed Ontario Health Minister Tony Clement is expected to implement a recom- mendation from an expert panel that would stop hospitals from turning away critically ill pa- tients who arrive by ambulance. Currently, busy hospitals on critical-care bypass turn away all ambulances, while those on redi- rect send ambulances away un- less they are carrying a critically ill patient. “A five-level triage code has been used for well over a year at Centenary and Ajax-Pickering,” said Ms. Pound, of Rouge Val- ley’s two sites. “It further defines patient categories’of illnesses.” A patient is rated on a one- to five-point scale, with five repre- senting a patient with minor problems and one referring to a patient who is critically ill upon arrival at hospital. “We had to further train (staff) to learn the five codes,and what signs and symptoms would fall into the categories,” said Ms. Pound. “It was quite an endeav- our for all the emergency depart- ments.” Ontario’s New Democratic Party on Wednesday issued an ‘emergency room alert’, calling attention to hospitals that had ei- ther been on critical-care bypass or redirect the previous day. The Ajax and Pickering Health Centre was among many hospitals listed as being on redi- rect at 1:30 p.m. and on critical- care bypass at 6:45 p.m. Ms. Pound said that was “probably” accurate, but could- n’t confirm if that was the case. She said “it’s pretty routine right now for emergency depart- ments” to be on one or the other. But she cautioned that the infor- mation provides just a snapshot look at emergency rooms. “You can’t read too, too much into it,” she said. “You have to kind of summarize it at the end of the month. Nancy Hendriks is attempting to draw a parallel where none ex- ists. Regardless of religion, any constituent is clearly owed an apology by their elected represen- tative in such a case. Ms. Hen- driks’ question is not so clear-cut or simple. She is also trying to confuse the issue by bringing up religion and what’s wrong with kids these days. The job of our schools is to ed- ucate our children, not to provide religious instruction. Christian parents certainly have rights, but theirs is not the only religion rep- resented in our schools. Ms. Hen- driks cannot expect the public school system to cater solely to Christians. The Lord’s Prayer is Christian, but Harry Potter books are not Wiccan. Perhaps Ms. Hendriks is un- aware that the Harry Potter books are also a satire of Wiccans. The books make use of several Wic- can clichés, such as flying broom- sticks and magic wands (although wands are a Wiccan tool, they are not employed by pointing them at a victim and muttering a few ar- cane words to cast a spell). Inter- estingly, we don’t see Wiccans calling for a ban of the books. I guess they realize the books are humorous fiction that inspire children to read. I’m baffled as to why so many people have latched onto Harry Potter as such a villain against Christianity in our school system. Children are taught, among other things, about the theory of evolu- tion, Greek gods and goddesses, receive sex education and are ex- posed to countless other books with issues contrary to Christian values. Despite this, the majority of Christian parents still send their children to public school. I sus- pect that what’s wrong with kids these days has more to do with parents who are more interested in keeping up with the Joneses than with their children, but that’s a different debate. I’m afraid that if Ms. Hendriks does not want her children ex- posed to opinions and ideas con- trary to her religion, she will have to remove her children from the public school system and move to Baffin Island. However, I imagine Ms. Hendriks’ children will emerge from the ravages of pub- lic school just fine if she contin- ues to teach them her values at home. Kim Shank Ajax I celebrated my 40th birthday in January 2000 and I’ve been thinking a lot about change since then. I have seen the seasons change 41 times now and the change of life is loom- ing in the not-too-distant future. Why is change so hard? Has it al- ways been difficult? At what point did I begin saying, “Whoa, that’s it. I refuse to accept this.” I used to revel in change. Re- member what it was like to finally graduate from elementary school and go to Grade 9? Welcome to a new school, new teachers, different classrooms and classmates. The stu- dent population grew tenfold. I loved it! The first week there were ex- tracurricular activities to sign up for and I chose yearbook, camera club and newspaper. Our teacher adviser was the same for all three. Witty, British and a pipe-smoker dressed in an engineer’s white lab coat, he em- powered us to learn, do and teach each other. His office door was al- ways open and every challenge could be overcome, if we were will- ing to do the work. Three years later, I received the phone call. He died of a heart attack while on vacation in Florida. At 17, I had lost my mentor. Change be- came a negative. Fear took over. Strictly speaking, change is neu- tral. However, my first reaction to change is panic and anger. When I choose to react, rather than act, even changing the oil in the car can bring on an anxiety attack. I have to change my routine to accommodate a trip to the gas station. “How long will it take?” I ask, nervously calcu- lating if there’s enough time to get back to the schoolyard before the bell rings to pick up the children. Yes, the kids are capable of walk- ing home. They know the safety rules. Why not let them do that? I could grab the extra 15 minutes to do laundry, walk, read or write! Do I dare to grow or shall I run back to the safety of the familiar; empower them or stifle the kids’ budding in- dependence just to keep things the same for one more afternoon? To change is to risk. To face the fact I need a new dimension to my life is scary. Not just mother, wife, friend and daughter... I need to change to become part of a bigger world: a world of change. If you want to know why the public holds politicians and government in such low esteem, check out what hap- pened in the House of Commons this week. Faced with a non-confidence mo- tion by the Canadian Alliance party that asked for a vote on a 1993 Liberal ‘Red Book’promise, the Liberals actu- ally voted against their own pledge. Yes, amazing but true. The Liberals, who used the Red Book to help win power in 1993, promised in that cam- paign booklet to appoint an ethics counsellor who would be accountable and report to Parliament. That’s all the Alliance motion said this week. In fact, the motion was lifted word for word from the Red Book. Just two Liberal MPs, Oshawa’s Ivan Grose and Paul Steckle of Huron Bruce voted against the government and with the opposition. The final vote was 145-123 to defeat the motion. Four Liberals abstained. Asked how his fellow MPs could vote, in effect, against themselves, Mr. Grose had a characteristic blunt an- swer. “The Alliance did it (made the mo- tion) to embarrass the government. But, when you make a promise you either keep it or you apologize and don’t keep it. We (the government) did neither. “I couldn’t vote for the government on this. The people deserve to know what the ethics counsellor is doing.” Mr. Grose is confident the vote won’t cost him anything. In fact, the day after the vote he found out he had been reappointed to the Commons jus- tice committee. It should be stated Mr. Grose’s fel- low Durham-area MPs Dan McTeague (Pickering-Ajax-Uxbridge), Judi Long- field (Whitby-Ajax) and Alex Shep- herd (Durham) all voted with the gov- ernment as did Paul Macklin of Northumberland. The four MPs were saying essentially, we don’t agree with our own position on the ethics commis- sioner. It’s particularly galling when you remember that, like Mr. Grose, Mr. McTeague and Mr. Shepherd were first elected to Parliament on the basis of those 1993 Red Book promises. As Tory leader Joe Clark pointed out so well in the English language leader’s debate last November, the prime minister isn’t very good at keep- ing promises. There should be a lot of red faces today over yet another broken promise in the Red Book. Kudos to Mr. Grose for having the guts to stand up and do the right thing. No doubt they’ll have reasons for doing so, but we’d all like to hear convincing explanations for why the 145 govern- ment MPs felt compelled to say ‘No’to their own promise. Each February the Durham Catholic District School Board re- veals how much money each of the eight trustees claimed the previous year. In 1999, the total was $17,257.93. The 2000 figure does not include roughly $1,500 to pay for a hospitali- ty suite at last year’s annual general meeting of the Ontario Catholic School Trustees’ Association. It also does not take into account about $306 claimed by former student representa- tive Serena Schwab. Former board chairman and Pick- ering Trustee Fran Pereira claimed the most money in 2000 at 5,227.84. Whitby Trustee Mary Ann Martin, who last year was board vice-chair- man, was next at $4,539.56. At the bottom of the spending list were Pickering Trustee Jim McCaffer- ty ($1,027.63), Ajax representative Janice Oldman ($1,063.67) and for- mer Whitby Trustee Judy Morris ($1,096.98). The following is the amount claimed by the remaining trustees: Oshawa Trustee Joe Corey ($1,664.09); Brock-Scugog-Uxbridge Trustee Fred Jones, who represented Oshawa ratepayers for all but one month of 2000 ($1,411.10); and for- mer Brock-Scugog-Uxbridge Trustee Kathy LeFort ($1,445.39). Trustees have three separate ex- pense accounts: one as an individual trustee, one as a board representative attending meetings and conferences, and one for mileage expenses. The in- dividual account permits a trustee, who does not serve as chairman or vice-chairman, to claim $4,500 over their three-year term. Chairmen are allowed $3,000 in the year they serve in that position, while a vice-chair- man can claim $2,250 on their indi- vidual account. As a board member sent by fellow trustees to attend events, Trustee Mar- tin claimed the most at $4,091.39, fol- lowed by Trustee Pereira at $2,185.71. The highest claim as an individual trustee was made by Trustee Jones ($1,251.10), followed by Trustee Corey ($1,003.47). Trustees Oldman and Martin each claimed $300.65, the lowest among trustees. In his trustee expenses report to the board, education director Grant An- drews noted a few factors affect how much money a trustee claims. Pickering and north Durham trustees, who live furthest from the Catholic Education Centre in Oshawa, will have higher mileage claims. And Mr. Andrews stated represen- tatives who serve as board chairman, vice-chairman and negotiating com- mittee members must travel more as well. The GTSB, formed by the Province in 1998 to oversee ser- vice delivery in the GTA, released a final report on the review of its structure and mandate Thursday. The 82-page report, ‘Getting Started’, was prepared by Deloitte Consulting to meet a requirement of the GTSB Act that required the board to conduct a review of its size, composition and mandate be- fore the end of 2000. The report, which will be sub- mitted to the Province for consid- eration, makes 13 general recom- mendations for the board and out- lines four possible models for the future structure: the creation of a planning authority, a planning and services board, a GTA council and a GTA ministry of the provincial government. “Out of the four, the last one would be the best,” said Mr. An- derson who had not had the oppor- tunity to review the report as of Thursday afternoon. “We don’t have a copy of it.” Mr. Anderson said it only makes sense for the Province to play a greater role in the GTA. “I don’t think that’s inappropri- ate,” he said. “I think a GTA min- istry would be appropriate.” But, he doesn’t believe the GTSB should become another level of government or play a greater role in setting planning policies for the GTA. “I have a real problem with that,” he said. “There is no way somebody from Peel, York or Toronto should be telling Durham Region how to plan... I think plan- ning in the 905 area has been very good, you can tell that just by the success of the 905s.” He also maintained the priority for the GTSB should still be trans- portation, which has been the focus of the board since its incep- tion. Under the suggested options, “a planning authority would be estab- lished with a mandate to monitor and guide the ‘growth manage- ment’ activities in the GTA,” the report states, noting the authority would develop planning policies and guidelines to shape growth in the GTA. The second option is an ex- panded authority that would be in- volved in planning and services. The board would not operate ser- vices but would “influence service delivery by establishing planning direction in the municipalities and by allocating any provincial or fed- eral funding to projects, services or initiatives that are agreed priorities of the GTSB.” A GTA-wide council would be a directly elected level of govern- ment and would be responsible for planning and delivering services across the GTA. With a GTA ministry, the GTSB would disappear and a GTA minis- ter would be appointed to set poli- cies and priorities in the area. The report also lists 13 recom- mendations that concluded there is no compelling reason to change the geographic coverage of the board; that the terminology in the act should be updated to clarify the board’s mandate; that the process for selecting the board chairman should remain unchanged; the au- thority and duties of the chairman should be enshrined in legislation; that the board continue with its current composition; and that the federal and provincial govern- ments should not have permanent representation on the board. “We have a representative workable structure, which if sup- ported by more defined power and authority, would allow us to move forward to effectively tackle the large and complex problems we collectively face,” said Gordon Chong in a statement Thursday. Mr. Chong continued, saying, “The need for greater co-ordina- tion among GTA municipalities is well recognized, but the missing piece of the puzzle is consensus on how the GTSB should bring about this change.” Deloitte Consulting will for- mally present its findings and rec- ommendations to the GTSB’s strategic planning and review com- mittee in Toronto on Feb. 23. Students weigh in with jazzy thank you With song and sugar, St. Mary Catholic Secondary School students on Monday night thanked Durham Catholic District School Board members for ap- proving a new weight room at their school. To the delight of trustees, the Pickering school’s jazz choir, di- rected by teacher Lisa Fernan- des, performed at the Feb. 12 board meeting. The school community also sent a cake for board members, which they enjoyed at the end of the meeting. Trustees in December ap- proved a new weight room and training facility as part of ongoing construction at the Whites Road school. The cost is not to exceed $300,000. At Monday’s board meeting, Durham student representative and St. Mary pupil, Brett Harding, raised a concern that the con- struction work in the existing gymnasium may pose a danger to students. “There were no barriers or anything and classes continued to be run in the gymnasium,” he said. Education director Grant An- drews said if there is a problem “we’ll certainly make sure those classes are cancelled.” Pickering Trustee Fran Pereira added, “We’ll check into that and make sure any appropri- ate measures are taken.” Hail Mary, our project needs help Hoping the 12-room addition to St. Mary Catholic Secondary School is finished by next month, Pickering Trustee Jim McCafferty on Monday wondered if prayers would help. He made the comment at the Durham Catholic District School Board’s Feb. 12 meeting. Officially, the addition is to be ready for students by September, but the board set a March target date in the construction schedule. “Your prayers might help, but an improvement in the labour and supply economic condition will help as well,” answered education director Grant Andrews. Building projects across the GTA are suffering from a lack of skilled labourers, which has slowed down construction. Trustee McCafferty joked that perhaps workers from Archbishop Denis O’Connor Catholic High School in Ajax, also receiving an addition, could transfer to the Pickering project. On a more serious note, he said he was concerned from day one when three of the board’s building projects, all to be fin- ished by September, were award- ed to the same contractor, Garri- tano Brothers Ltd. Mr. Andrews said the St. Mary work would likely be finished by next month, but noted the official completion date is over half a year away. While she wasn’t hit, Heather did witness the accident. Heather was “very traumatized. She saw everything happen,” Ms. Lynn said. “She kept asking if I was going to heaven. I said no, no. It was a traumatic experience for her.” The woman driving the first car got out and “she was crying, say- ing ‘I’m sorry, I’m sorry,’” Ms. Lynn noted, adding she wasn’t able to talk to the woman. “The only people I talked to were in the car I landed on. They had a baby with them and they helped a lot.” Ms. Lynn was carrying her cell phone and was able to call her husband Desmond and her family. Desmond was on his way home from work and went straight to the hospital. Her parents and brother travelled to the scene. “Heather refused to go in the ambulance. My parents and broth- er had arrived and she went to the hospital with my brother James,” Ms. Lynn added. Ms. Lynn was on her way to Village Chrysler to pick up her car, which had been in for its emissions test. And, Tuesday was her 32nd birthday. “It’s a wonderful birth- day on crutches,” she joked. “My right leg is worse. I can’t put any weight on it at all. It’s black and blue. It’s badly bruised. Durham retreat puts focus on 2001 budget, waste issue BY SUSAN O’NEILL Staff Writer Regional councillors are ready to tackle the 2001 budget after tak- ing part in a crash course on the challenges facing Durham last week during a two-day retreat near Orillia, says Durham Chairman Roger Anderson. Durham councillors and senior staff went to the Fern Resort last Wednesday and Thursday so coun- cillors, new and old, could gain a better understanding of the pres- sures facing the Region this year. “It was a very good retreat,” Mr. Anderson says. “Every department had an op- portunity to explain to all members of council the position they’re in...finance gave a very thorough overview of the budget and the process.” And, while Mr. Anderson says some councillors found the infor- mation a bit “overwhelming”, he’s hoping the discussions will make way for a smoother budget process this year. He notes everything from the possibility of a tax increase to the demands of the police budget and the challenges of providing Durham’s hospitals with funding was discussed. “They’re all things that add huge dollars to the budget,” he said, adding, “All of those things have to come to a head.” He reports, “councillors worked very hard” during the two days and says, “Hopefully the (budget) process will be somewhat easier to deal with.” Mr. Anderson also notes there were no decisions made and no motions or resolutions were passed at the retreat, which was or- ganized primarily to bring council- lors up to date on the challenges facing Durham this year. “It was an opportunity for 25 per cent of councillors to get to know what’s going on,” he said, noting “there was nothing thrown on the table.” He says issues such as recy- cling and garbage were “very high on their agenda,” while a lot of councillors also raised concerns about the roads budget and the fact some major projects may have to be delayed. “A lot of them had concerns, they don’t think we should be de- laying (road construction projects) but there’s only so much money,” Mr. Anderson added, noting coun- cillors are “going to have to give some things up to get some other things.” He reports councillors did dis- cuss the success of a composting pilot project in Courtice last year and may look at developing a re- gion-wide initiative. “We’re going to have to start doing something,” he says. “There are going to have to be some dis- cussions...Regional council is going to have to make a decision.” The issue of collecting Devel- opment Charges towards capital projects at local hospitals was also discussed with Durham MPP John O’Toole, who is reported to have informed councillors the Province isn’t planning to amend the DC Act. But, Mr. Anderson says with last week’s cabinet shuffle, he’s hopeful there will be room for more discussion on the issue with the new minister of municipal af- fairs and housing, MPP Chris Hodgson. He says he’ll continue to be in- volved in that aspect of AMO’s work and is also looking for- ward to working with other members to “provide input to the board” that can be passed along to the Province. According to AMO, the board of directors, which sets the policies for the association, has an ambitious work plan ahead this year, which includes a new Municipal Act, a new municipal/provincial relation- ship and an infrastructure in- vestment plan. That’s the question being raised by the Region of Durham this week as thou- sands of brochures on emer- gency preparedness are being delivered to homes here. The 40-page brochure, enti- tled Are You Ready?, includes information on everything from the types of disasters that could occur in Durham to tips on preparing your home for an emergency and what steps to follow if you have to evacuate. Produced by the Region’s Emergency Measures Office, the brochure is intended to raise awareness in the commu- nity of emergency prepared- ness. “This brochure will ensure that all residents have the op- portunity and information to prepare for any natural or man-made emergency,” states a news release. “The brochure outlines steps to take before, during and after emergencies, includ- ing checklists and suggested actions in order to improve preparedness in the event of a disaster.” The brochure lists 11 types of disasters that could poten- tially occur in Durham and the precautions residents should take in each circumstance. The brochure cites the pos- sibility of disasters such as heavy rain and floods, thun- derstorms and lightning, tor- nadoes, blizzards and cold, earthquakes, hail, droughts and fire, hazardous spills/ex- plosions, train derailments and aircraft crashes, fires and radi- ation releases. The emergency measures booklet also includes steps residents should follow in preparing for an emergency, like creating a disaster plan, conducting a household inven- tory and carrying appropriate insurance. Mr. Bryans represents almost 2,000 cus- todians, clerical and educational assistants at the public board and the Durham Catholic District School Board. He said employee wages are by far the biggest chunk of the board’s budget, and “it’s ab- solutely ludicrous” for trustees not to be involved in talks that re- sult in contracts. “How can they... not be a part of the process and then approve it?” asked Mr. Bryans. At the Feb. 5 standing com- mittee meeting, Durham District School Board trustees voted 6-5 to withdraw from negotiating committees after the current round of talks are finished. The full board is to vote Feb. 19 on Scugog Trustee Martin Demmers’s motion. Trustees who supported the motion argued they don’t have time to sit on the committees, and that board staff can be en- trusted with the job. Those who opposed it said employee groups want trustees on the committees and it is an important part of the job. Mr. Bryans was especially irked that new trustees, after two months on the job, were voting to opt out of committees, given their lack of experience and knowledge of what’s involved. He wonders how many trustees know, for example, that CUPE has had just a 1.5-per cent raise since 1993. He did not accept the argument that board staff does most of the work anyway. “Then why bother having trustees at all?” he asked, adding they would become “rub- ber-stampers.” Mr. Bryans said trustees bring a “fresh opinion” to the bargaining table to parties set in their ways after lengthy negotiations. “I will be phoning some of the trustees and airing my concerns with them,” he said. Other employee group representatives had similar reactions. “I’d like them to stay on the bargaining committee,” said Bill Butcher, co-president of the Ele- mentary Teachers’ Federation of Ontario’s Durham unit. “I think it’s very valuable for them to hear employee issues first- hand.” He said trustees have the final vote when the board approves a contract, and at the end of the bargaining process, if trustees weren’t on the committee, there’s “a fear the vote won’t go the way you want.” Mr. Butcher added many is- sues discussed during bargain- ing don’t end up in the contract, but with trustees at the table em- ployees can bring them forward hoping they will be addressed in the future. Shelley Page, Durham president of the Ontario Secondary School Teachers’ Feder- ation, said in practical terms “the people who possess all the facts are the senior ad- ministrators on the board” when it comes to negotiating. And she acknowledged that sit- ting on committees can be very time-con- suming and is a difficult sacrifice for trustees to make. But Ms. Page said if approved at the board level, the move would represent “just another way in which our elected represen- tatives relinquish control to bureaucrats.” If trustees give up their right to sit on committees, “they cut themselves off from their employee groups,” she said. Chris Guerrieri departed late last month to attend the prestigious La Filiere racing school in Le Mans, France. The 17-year-old is one of only two Canadians selected among the 25 in the entire world to take part in the program. The school is based at the world-famous Le Mans track and is renowned as a training ground for up-and-coming drivers. “I’m excited to go over there and represent the country,” said Guerri- eri in an interview days prior to leaving for France. “I feel very lucky to be one of two Canadians there. Basically, I have to keep my mind right. There will be a lot of distractions I have to go through, but I have to focus on it so I can get into Formula Three (racing series).” For Chris’s father, Carmen Guerrieri, who has seen his son rise rapidly through the racing ranks, he hopes the elite school will be a step- ping-stone for his son to the For- mula Three series and ultimately a ride in a Formula One car. “If Chris does well, he will hopefully get into F3 racing in Eu- rope. The next step up after that is F1, which would be unreal for a Canadian boy,” said Carmen, who has encouraged Chris and served as his mechanic since he started racing karts at age 13. “My ultimate goal is to get into F1,” said Guerrieri, who was a Grade 12 student at Dunbarton High School in its high-perfor- mance athlete program. “Ayrton Senna, Michael Schumacher and Jacques Villeneuve are graduates from Formula Three and got picked to go to F1.” During his eight months at the school, Guerrieri will practically live in a race car, training five times a week for a total of 25 hours of ‘hard laps’. He’ll be at the controls of his own custom-made Formula 2000 with a Renault chassis and en- gine that will carry the Canadian flag. As well, he’ll spend three hours a day learning the French lan- guage and undergo twice-a-day workouts in a gym, as being in peak physical form is a necessity for dri- vers. “F1 drivers are the healthiest of any athletes in the world. I’ll be working out two times a day or 10 times a week, so I’m going to be in excellent physical shape,” said Guerrieri, who’ll live at a university dorm, travelling via scooter about seven kilometres to the school site each day. Guerrieri will represent the school in 13 or 14 races at tracks throughout Europe, including France, Poland and Hungary, with the first one March 28. The races, he said, traditionally bring out from 10,000 to as many as 100,000 fans. Guerrieri earned the chance to go to La Filiere after an outstanding 2000 season, which started with a solid senior year of karting and ended with a Skip Barber Formula 2000 lapping session in Sebring, Fla. in December. He began the season behind the wheel of a go- kart, leading the Senior Lite series up until the last race last summer to eventually finish second overall. He then moved up into the Formula 2000 race series at Mosport Inter- national Speedway, placing first three times and second on another occasion in the Bridgestone-Fire- stone Formula 2000 series. At the lapping session in Flori- da, Guerrieri took part in two days and 22 races of lap testing, with an eye to competing in the Skip Barber Formula 2000 National U.S. Grand Prix series this summer. After post- ing impressive lap times, he was of- fered a chance to join the series, but turned it down to attend La Filiere. Following his training at the school, Guerrieri intends to go to the U.S. to compete in the last race of the Skip Barber series at the Daytona 500 track Nov. 30 to Dec. 2. As it is his mother’s hometown, he’s looking forward to competing in the race. “I’m going to do the best I can in Daytona,” said Guerrieri. Father cycles to raise funds for autism research ‘I want to know... I did everything for my son’ says Durham police officer BY CHRISTY CHASE Staff Writer Durham Regional Police Sergeant John Keating has a busy spring and summer planned. The 35-year-old Courtice resi- dent will be cycling across the United States to raise money for autism research. From April 27 to July 19, he’ll travel 7,300 miles on his bicycle, visiting 44 cities in 24 states, hoping to raise $10 million or more. It’s all for his son, seven-year- old Kurtis, and other children like him who have autism, a develop- mental disability that severely impedes an individual’s social and communications skills. “I love my son more than any- thing in the world,” Sgt. Keating said. “I don’t want to be 55 years old and retired, on a golf course, and have regrets, knowing I did- n’t do everything I could for my son. I want to know, as a father, I did everything I could for my son. If I don’t do all that I’m capable of, my life can’t be complete and can’t be a success.” His ambitious plan has been two years in the making, spurred by a television program on Terry Fox, the young Canadian who tried to run across Canada after losing a leg to cancer. His run was in aid of cancer research, but cut short when the disease re- turned. “I always admired Terry Fox,” Sgt. Keating said. While he was watching TV, the doorbell rang. At the door was a woman collecting for a charity. Sgt. Keating gave some money and then realized something. “It just hit me. You know what? I don’t think I’ve ever had anybody knock on my door or give me a phone call for a dona- tion for the autism society,” he said. No one else he’s talked to could remember being canvassed either, he added. That’s mostly because autism isn’t easily understood or ex- plained. It typically appears in the first three years of life and is thought to be the result of a neurological disorder that effects the function- ing of the brain and affects chil- dren in different strengths. There’s not a single cause, there’s no cure and people with autism look like anyone else. “The most difficult part is that children with autism, they look no different from other children,” he said. “Socially, they can’t re- late.” The 17-year veteran with Durham police contacted the Autism Society of America and told them his idea. Keating will leave April 27 from New York City and bike an average of 90 miles a day. He’ll stop in cities where there are society chapters and will take part in special events. He’ll arrive in San Diego for the opening of the national autism conference. As to why he’s biking through the States and not Canada, Sgt. Keating said it’s the money. He wants to go where the people and the money are, he admitted. After all, he wants to raise $10 million. But the money raised will go to researchers around the world, chosen by a panel of doctors, he said. In preparation for the trip, he’s training every day, biking 300 miles a week on average. He’s enlisted several people to help with the training — Barry Shepley, owner of Personal Best Health and Performance and coach of Simon Whitfield, winner of the Olympic triathlon gold medal last summer, Aubrey Bryce, of Endurotraining, who competed in cycling in the 1968 and 1976 Olympics, and Deb Percy, partner of Mr. Shepley. “You can’t get much better than an Olympic coach,” Sgt. Keating said. Once he starts his trip, people can follow him through the Web site www.cycleusa.net. He’ll be decked out with new technology that will pinpoint his location within a block, monitor his heart rate and even tell if he falls off his bike. But even more important this job could take care of all your money problems for education, clothes and even a car.
