PICKERING — Concerns
about fire safety at the Pickering nu-
clear station are in the process of
hein_ addressed, members of the
Town's Pickering/Ontario Hydro
Liaison Committee were told this
week. However, some critics sug-
gest they are not being addressed
fast or well enough.
The committee heard a number
of reports from Hydro staff about
improvements under way at the
plant, including a full -station fire
safety assessment started in Sep-
tember and being conducted by a
team of consultants.
The assessment includes "a com-
plete walkdown of the entire site" to
identify all fire safety issues, said
Nick Ivanotf. section manager for
fire protection at the Pickering sta-
tion. A final report is expected from
the consultants by Sept. 30, 1999
according to Mr. Ivanof',and will
be used to detennine the need for
fire protection upgrades and
changes.
Also under way is the restructur-
ing of the plant's emergency re-
sponse staff to provide full-time

volunteer staff. Aydro has hired 37
full-time 'emergency response
maintainers (ERMs) and seven full-
time emergency response shift man-
agers to supervise them.

The Atomic Energy Control
Board (AECB) is seeking public
comment on a new en%ironmen-
tal protection policy that will
cover the Pickering nuclear sta-
tion and other nuclear facilities.
The new em ironmental regu-
lations will be implemented to-
gether with the Nuclear Safety
and Control Act in 1999, replac-
ing the Atomic Energy Control
Act of 1946.
Under the new act the AECB,
which currently regulates nuclear
facilities, will he replaced by the
Canadian Nuclear Safety Com-
mission (CNSC), which will take
on responsibility for health, safe-
ty and security issues related to
nuclear facilities and have a man-
date for protection of the environ-
ment.
A draft environmental protec-
tion policy paper, Consultative
Document C-223 has been issued
stating the principles and factors
that will guide the CNSC in pre-
venting unreasonable risks to the
environment.

Area man among those charged in prostitution crackdown

An undercover prostitu-
tion sting targeting the ille-
gal sex trade in Durham,
dubbed `Taking Back Our
Neighbourhoods', resulted
in 103 arrests over a three-
week period — including
one alleged john nabbed
twice.
Durham Regional Police
assigned a team of officers,
some pulled from special-
ized units, for what it is call-
ing the largest -ever clamp-
down on street -level prosti-
tution in Oshawa.
An Ajax man was among
those charged in connection
with the sting operation.
"We haven't done any-
thing of this magnitude in
the past... But the problem
appeared to be continuing so
it was decided enforcement
would be stepped up,"
Sergeant Jim Grimley said.
Police targeted an area
they say is plagued by drugs
and prostitution, bounded by
Simcoe Street to the west,
Athol Street to the south,
Olive Avenue to the north
and Albert Street to the east.
Undercover policewomen
posing as prostitutes, with
plainclothes officers provid-
ing back-up, were sent out as
bait for potential customers
five nights a week from Nov.
14 to Dec. 5.
And according to police,
the fish were biting. A total
of 96 johns were arrested for
allegedly offering cash for
sex, while seven hookers
were also charged with com-
municating for the purpose
of prostitution. Numerous

"We knew there was a
problem but I don't think we
expected these numbers. It
would certainly indicate this
is still a major problem," Sgt.
Grimley said last Monday.
"As far as the message we
want to send out to the
clients: If you come here
looking for a date the only
date you're going to get is a
court date"
One man's search for
company resulted in his ar-
rest twice on separate occa-
sions, police said.
Michael Franklin Baugh,
28, of Waverly Street North
in Oshawa, appears in
provincial court on separate
dates later this month.
Meanwhile, a prostitute
was arrested, sentenced, re-
leased and charged again
within a few days, police
said.
Sandra Ann Robichaud,
of Nonquon Road in Os-
hawa, who earlier received a
nine -day jail term, appeared
in court Monday.
Police launched the mas-
sive project in response to
complaints from local com-
munity groups.
Those charged with com-
municating for the purpose
of prostitution face a maxi-
mum penalty of a $2000
fine or six months in jail. But
the average sentence handed
out in Oshawa is a $150 fine.
"Perhaps with the num-
bers involved the courts will
see the need to increase the
punishment," Sgt. Grimley
said.
Those arrested are "from
all walks of life," many of
them married men "who
should know better," he
added.

Street, was charged with
communicating for the pur-
pose of prostitution.

The days of raising children
under a dictatorial regime arc over.
and have been for some time.
Statements such as "do it because
I'm the parent and I said so" and
"you're only to speak when spoken
to" still ring in the cars of many of
us, years after we've left the nest
and started our own families.
But times have changed.
And ruling over children with
an iron fist, according to experts,
does little to foster responsible.

In a three-part series we'll look
at some of the advice the program
offers on how best to raise children
of the 19906 and beyond. "This is a

courage and self-esteem, to pro-
vide them with the tools thev need

And, it's pretty obvious that the
lack of these skills contributes
greatly to failures in education and
work, leading some into a life of
crime."
Developed by Michael H. Pop -
kin, Ph.D.. the program is the
"world's first video -based parent-
ing education program." and holds
"two beliefs about parenting in our
modern democratic society: 1. Par-
enting well is extremely important.
2. Parenting well is extremely dif-
ficult," so reads the Active Parent-
ing handbook.
The primary aim of the program
is to teach parents of two- to 12 -

ing well is both extremely important and extremely difficult.

velop the basic qualities children
need to survive and thrive in mod-
ern-day society including courage,
responsibility, co-operation and
self-esteem.
During the first two weeks of
the six-week program at John
Howard, a small group of Durham
parents were introduced to a num-
ber of important parenting tech-
niques. The autocratic style, which
many of us are probably familiar
with, often fosters rebellious or
broken -spirited children. The per-
missive style, known as the door-
mat, places few limits on children
and can result in little respect for
order and routine.
The democratic style — the ac-
tive parent — is a happy medium
between the other two. It provides
children "freedom within limits.
Democracy does not mean you
will always get your way. It means
you will always get your say,"
(Chapter 1).
Through a combination of read-
ing, video dramatizations, and
open discussion with members in
the group, participants quickly
come to realize that most situations
are not unique to them, parents
everywhere have experienced the
same thing at one time or another.
The main difference in any given
situation is how we, as parents,
handle it.
In the democratic parenting
model, for instance, parents can
nurture a child's independence and
confidence by allowing them to
make decisions that affect them,
whether it's simply letting them
choose the clothes he/she will wear
that day or letting him/her pour a
bowl of cereal and carry it to the
table.
As the child gets older he/she
will assume greater responsibility
and parents gradually relax the
limits, known as "freedom within
expanding limits." The degree of
risk, of course, depends on the age
of the child, and what most kids
that age are capable of. And kids,
as group members arc learning, are
capable of much more than most of
us give them credit for. Children
will gladly take more responsibili-
ty if they are encouraged to do so.
Parents, understandably at
times, tend to focus on mistakes,
expect too much or overprotect
their children. But if parents "catch
'em doing good" and praise them
for it, show confidence in their
abilities and ask them their opinion
or advice, it'll go along way in pro-
moting a confident, courageous,
independent child.
And as a footnote, each week
Ms. Larkin stresses to parents one
other critical piece of information,
"it's important to forgive your-
self."

Together (PACT) for the Envi-
ronment, the Pickering Waste Re-
duction Committee and the
Rouge Valley Community Asso-
ciation.
Since 1994, Mr. Ryan has rep-
resented the Town on the local
hospital and library boards, acted
as Council's representative on
PACT and chaired the Town race
relations committee. He says he
helped deliver zero -tax -increase
budgets, helped implement
pedestrian -activated signals in
front of schools, successfully
fought for more police officers in
the community and improved
traffic problems in the west part
of the town.

cutting red tape, bureaucracy and
wasteful government; ensuring a
safe and secure community; and

that creates jobs.

in Ontario without the draconian
cuts that have marked the Harris
regime," he states. "We need sus-
tainable development, both local-
ly and across the province, and
we can do that without cutting
the heart out of our health care.

prudent government back to
Queen's Park."
Convicted
bank robber
is not
considered
`dangerous'

Convicted bank robber and
would-be cop -killer Mitchiel
(Micky) McArthur was sen-
tenced to 23 years in prison yes-
terday for his Port Perry "reign
of terror,' prompting an out-
pouring of shock, anger and dis-
belief from his shooting victims.
Mr. McArthur, who was
credited with already having
served more than eight years,
will be eligible for parole in less
than 5 years and statutory re-
lease in less than 10.
Mr. Justice Harry LaForme
rejected an application by the
Crown to declare Mr. McArthur
a dangerous offender, and in-
stead imposed a conventional
sentence for the "nightmare" he
inflicted on the small rural
Durham community four years
ago.
Mr. McArthur, 47, "instilled
a fear of death and terror" in
every person who came in con-
tact with him Oct. 20, 1994, the
judge said in his decision.
Mr. McArthur, a career ban-
dit and violent repeat offender
with more than 50 robbery con-
victions dating back to 1968,
was on parole when he gunned
down five people, including
three Durham Regional Police
officers, during a bloody holdup
at the Bank of Montreal on
Hwy. 7A.
On April 3, 1997, a jury con-
victed Mr. McArthur of 17 of-
fences, including four counts of
attempted murder, aggravated
j assault, armed robbery, unlaw-
ful confinement, kidnapping,
wearing a mask and using a
firearm during the commission
of an offence.
The Crown's bid to have Mr.
McArthur declared a dangerous
offender failed in that prosecu-
tors Michael Hill and Lori Ann
Turner did not prove beyond a
doubt Mr. McArthur presents an
extreme danger to the public
under the requirements of the
Criminal Code, Mr. Justice
LaForme said.
.However, Mr. McArthur's
actions were described as "vio-
lent, reprehensible and deserv-
ing of severe punishment," the
judge said.
Mr. McArthur will be eligi-
ble for early parole after serving
one-third of his sentence and
statutory release after serving
two-thirds.
Mr. McArthur, who has also
escaped custody seven times in
the past, declined an invitation
by the judge to speak prior to
sentencing.

Thc ERMs are required to meet the
same physical fitness standards as regu-
lar firefighters, said Mr. Ivanoff, and
they will receive the same training. A
core group of one emergency manager
and three ERMs will be on each shift
crew at the plant around the clock by
.Dec. 31 this year.
Hydro has also undertaken a pro-
gram to remove combustible materials
from inside the station. As well, installa-
tion of some upgrades in sprinkler sys-
tems and fire -detection systems is to
begin in the second quarter of 1999.
Other fire safety initiatives include revi-
sions to fine safety plans, improving staff
awareness of fire safety issues and
working to reduce false alarms.
Also under way is a $173 -million
Environmental Qualification Project to
ensure all safety-related equipment on
the 'B' side of the plant will continue to
function under emergency conditions,
such as a fire. It's a commitment to the
Atomic Energy Control Board sched-
uled to be complete by 2003.
Another $200 million is targeted for
the same project on the currently shut-
down A' side, including about $100
million for replacement of electrical ca-
bles covered with polyvinyl chloride
(PVC). PVC deteriorates when subject-
ed to heat and radiation and loses its in-
sulating properties. It was used for the
older `A' station, but not for `B' side or
the Darlington plant in Clarington.
While he welcomed the improve-
ments being made, Ward 1 Regional
Councillor and committee member
Maurice Brenner said in an interview
the fare safety measures are proceeding
too slowly for his liking and suggested
what's being done doesn't sound like

ber of 1997. Hydro vice-president of
technical support Bob Ferguson told a
provincial legislative committee go
"firefighters" would be added at the
Pickering station.
'Any way you cut it they can't call
themselves firefighters because they're
not;' said Coun. Brenner.
The councillor also wondered why a
problem with false fire alarms in the
Unit 6 reactor hasn't been rectified, and
whether it's appropriate for the station
not to call in the Pickering fire depart-
ment immediately when an alarm there
goes off, as called for under the provin-
cial fire code. Coun. Brenner vowed to
continue to question Hydro and play
"devil's advocate" on fire issues until
concerns are answered clearly.

Justice was not served
`Unrepentant' bank robber
is a dangerous offender
It could be argued Mitchiel
(Micky) McArthur is a lot luckier
than the five people he shot during a
bloody bank robbery back in 1994.
McArthur, who shot three police of-
ficers — two in the face — and
wounded a third during the robbery,
was NOT declared a dangerous of-
fender by Mr. Justice Harry LaForme
on Monday.
He was sentenced to 23 years for
his crimes. Already. he has served
four years, two months (which quali-
fies as eight -and -a -half years in the
.time served' system) and has 14 -
and -a -half years left to serve. He is
eligible for statutory release in just
under 10 years time and could get
early release in just under five years
time.
McArthur, who also injured two
civilians during the bank heist has a
long, long history of violent crime.
First convicted in 1968, he has an in-
credible 150 convictions over the
past 30 years to his name including
50 alone for robbery.
In 1977 the now 47 -year-old shot
since -retired Toronto police consta-
ble Brian McNeil in the knee and in
1983 he shot at a pickup truck driver
who was following him after a rob-

ments during sentencing of
McArthur are revealing: "An entire
community was terrorized... It would
not be overstating it to say Mr.
McArthur and his accomplice...
turned that small community into a
war -zone... Mr. McArthur was shoot-
ing at the heads of the officers and he
intended to do so. He was intending
to kill... Mr. McArthur's conduct in
shooting at and attempting to kill the
police officers. Moreover, Mr.
McArthur has never expressed a
scintilla of remorse for his reign of
terror."
Consider the feelings of those
McArthur shot: "Justice hasn't been
served. He'll end up killing some-
one." said retired Const. McNeil,
who was shot in the knee by
McArthur in 1977. "Five of us could
have died... The whole courtroom
knows he'll do it again," said Debbie
Taylor, who was shot in the back dur-
ing the 1994 robbery.
McArthur has escaped from cus-
tody seven times. He has never said
'Sorry' for his crimes. He is a life-
time criminal. And he could be back
at 'work' in less than a decade. What
do you have to do to be declared a
dangerous offender in this country?

First of all, let me make clear
that other than the convenience, I
have absolutely nothing to gain
if an airport were to be built in
Durham.

am one of the silent majority
who doesn't see the harm if the

(VOCAL) and Green Door Al-
liance (GDA) groups have not
managed to present a reasonable
case against the airport project.
I can hardly keep my eyes
from rolling when I read their ar-
gument about the necessity of
preserving the Pickering food -
lands because of our planet's
ever-expanding population or
their 'Why them and not us' ar-
gument about the prcispect of a
few business persons making
millions.
Santa. Claus and our little secret
Christmas spirit lives on in the hearts of all people
As far back as I can remember,
Christmas morning was the most
anticipated morning of the year.
Numerous weeks before Christmas
I heard the words, "You better be
good. Santa's checking his list, and
he's checking it twice. He's gonna
find out who's naughty and nice."
The pure magic of this man was
astonishing. I loved him with my
whole heart. There were times
when our family was poor. Money
was scarce and we had hide to eat.
II could see this reality with my
own eyes. My mother threatened
that there would be no gifts, or very
few of them. Incredibly enough,
year after year, Santa Claus always
pulled through. He was unbeliev-
able! He knew everything about me
down to the very last detail. All my
hopes, my dreams, my desires. He
knew all three of my brothers and
every other child I met. This was
one awesome man!
Unfortunately, many good
things come to an end. One day, I

reached that independent age;
doubt had entered my mind, just as
it has now entered my oldest
child's. There comes a time when
you cease to believe in fairy tales
or miracles unless you have proof.
I have been asked to prove Santa
Claus exists. What a difficult task!
I have struggled, as I am sure most
parents have, with revealing his se-
cret. How do you tell someone you
love that you have deceived them?
It took me awhile to find a solution.
I had to search deep down in my
soul and ask myself who Santa
Claus really was. Was I justified in
my actions all these years?
Finally I figured it out. One
Sunday afternoon, I took Mathieu
out to lunch with me. In my hands,
I had a very precious gift and a cer-
tificate. On the certificate was writ-
ten the following words:
"My dearest son, if you have
loved Santa Claus with your whole
heart, if you have believed in
magic of an ancient man, if all your
dreams came true, year after year,
then I have succeeded in fulfilling
one of the most important duties I
have ever had. Please do not be sad
or disappointed. For if you have
truly loved Santa, then you have
truly loved me. If you believed in
the magic then, you must believe in
the magic that I have performed all
these years with so little. If all your
dreams have come true, then I have
succeeded not only as Santa Claus,
but as your mother.
"I now pass on this role to you,
my son. Welcome to the adult
world of magic. It is now your duty
to help those younger and less for-

perform your magic. It is your task
to make someone else's dream
come true.
"I know that you will, for you
are a fine young man with a beauti-
ful heart of gold. I have seen you
with little children and babies. I

Servant has been recognized wor-
thy to receive the title of Santa
Claus."
We shared tears, laughter, and
finally the most precious secret we
will ever share. As Mathieu opened
his gift, an ancient man appeared in
his hands holding a lion and a
lamb. Santa was standing on the
world, with peace signs on his red
suit. My son now stands on the
world. So you see, there really is a
Santa Claus.
He will always be deep in my
heart. The magic will never end. It
will just be passed on:

Durham -ski resort operators could use a cold shot

It may not have been the
start to the season they had
hoped foi, but for some area
ski resorts there's still time
until they start singing, 'Let it
snow, let it snow, let it snow.'
"It's not what we'd like to
see obviously;" says Craig
MacDonald, assistant gener-
al manager at Lakeridge Ski
Resort in Uxbridge. "We
were extremely optimistic
going into the season with
the forecast we had for an
early winter and I'd say pre-
season sales also reflected
that. People were coming in
to get supplies where last
year they weren't.
"If it goes beyond Christ-
mas it's going to hurt, but all
we need is a few nights of -
5C or -6C to make something
happen"
He says three consecutive
nights of the above-men-
tioned temperatures, and not
necessarily a natural snowfall
base, will allow the resort's
snow -making machine to do
its work and get one or two
runs up and operational.
-It goes with the nature of
the business;' he said. "The
whole business is so reflec-
tive of weather. You've got to
be able to make snow to get it
down."

The season of green has-
n't had a big impact over at
Trillium Trails either. Owner,
Randy Richards said the
cross-country trails at the
Raglan site usually don't re-
ceive attention this time of
the year anyway.
"Usually we focus on it
after Christmas. We focus
mostly on schools anvwav
and they don't start coming
until the first or second week
of January."
In fact, Mr. Richards ad-
mits the facility's main busi-
ness is its banquet hall which
he says is booked solid right
now with Christmas parties
and weddings.
"(The skiing) fills in dur-
ing the week... but it's not as
prominent for us as it once
was," he said.
Mr. MacDonald also
agreed the facility's banquet
hall has helped make the sit-
uation more tolerable, but
still with heavy pre -season
sales and lesson registrations,
he's looking forward to being
able to hit the slopes.

At the Pickering Nuclear Generating Station, we've been generating more

ment in the nucleus of

Toronto Red Wings minor

joining the Axemen this sea-

Watson says his removal
as coach wasn't a total
shock. as the club has been
in a tailspin the past month.
He's philosophical about
being relieved of his duties.
"Things like this happen
in junior hockey. If you
don't win• you have to pay
the price and the situation
just didn't work out here:'
says Watson, a Claremont
resident. "I've been around
hockey a long time and
when you're not winning. it
creates a lot of negativity
and it's tough to snap them
out of it sometimes"
Watson says the presence
of so many rookies and in-
juries to key veterans in the
past month all worked
against the club. His past
coaching experience was
with older, more experi-
enced players and the young
Ajax club didn't turn out to
he a good fit.
-Fm used to dealing with
more established hockey
players in my past. Some-
times you have to be patient
with things and some orga-
nizations aren't patient."
says Watson.
Watson says he harbours
no ill will toward the Axe -
men management team of
Labelle and general manag-
er Chuck Sawdon. He ex-
pects to be back coaching in
junior hockey soon as he's
currently, ,;onsidering two
offers.

Sawdon says the club ex-
pects to salvage the current
season and, with 23 games
