hike for residents when the
Town budget was approved
in June may turn out to be
another figure entirely

cil sets Pickering's tax rate
for 1998.
That 13.1 per cent in-
cluded a 3.1 -per cent in-
crease in the share of the tax

and a 9.9 -per cent hike due
to various changes made by
the Province.

The situation at the Ajax and Picker-
ing Health Centre seems to be "under
control" following the recent discovery
of three cases of patients infected with
bacteria which don't respond to antibiot-
ic treatment.
Two cases of Vancomycin -resistant -
Enterococci (VRE) infection were con-
firmed Friday and led to the testing of all
120 patients, according to Susan Van
Exan, spokesman for the former Ajax -
Pickering General Hospital. The infec-
tions were discovered when the patients
were transferred from APHC to other
hospitals. Such testing is done routinely
in transfer cases to prevent the spread of
V RE.
Another case was confirmed at
APHC Monday, identified after testing
of five patients who had been in the
same unit with the first two infected pa-
tients. Results of Friday's tests are not
expected before Wednesday.
-We suspect that's as far as it's going
to go," says Ms. Van Exan, explaining
"extra precautions" in cleaning have
been taken to prevent further spread of
the bacteria. The hospital has been
completely gone over with a fine tooth
comb and we feel it's under control and
we shouldn't have any more problems."

the illness they were admitted for and
the other, who had been transferred to
Memorial Hospital in Bowmanville, is

Three rears ago, a 65 -
year -old Oshawa woman
would have used one ot-
her credit cards to buy
new kitchen cupboards,
new carpet and a car,
without a second thought.
Today those items arc
on her wish list, jotted
down in a loose-leaf note-
book. She says she'll only
buy them when she has the
cash in her pocket.
When Joan (not her real
name) lost her secretarial
job and her debts became
overwhelming, she quick-
ly realized she couldn't
shop till she dropped and
vacation in Florida any-
more with her husband.

work. In fact. Joan was
afraid of losing her home
she and her husband lived
in for 40 years.
When a credit card bill
came in January, 1996 for
Christmas presents she
had purchased. Joan had
no idea how she could
begin paying off the bal-
ance without a steady in-
come. The "balancing act"
had become too hard to
handle on her own.
`She wanted to make
the payments.'
In February, 1996 she
swallowed her pride and
asked for help. When Joan
first approached Credit
Counselling Service of
Durham Region, "You
could see (her) stress," ex-
ecutive director Sandra
Sherk says. "She wanted
to make the payments."
Credit Counselling is a
non-profit agency that re-
ccives funding tro:n the
United Wa} of Ajax -Pick-
ering to help Durham resi-
dents resolve their finan-
cial problems. Recognized
by the Ontario Association
of Credit Counselling Ser-
vices, the agency's coun-
sellors help clients budget
their money, act as a liai-
son between the client and
his or her creditors and
offer a debt repayment
programme.
First step was cutting
up credit cards
Juan figured she simply
needed help budgeting and
was convinced she could
make all of the payments
to her creditors. But, when
groceries, gas, insurance,
property taxes, utilities
and other everyday ex-
penses were considered,
Joan didn't have enough
money left over to pay
what she owed on plastic.
"My life had changed:'
Joan says. Although she
"wasn't living on Kraft
Dinner". the repayment
plan was the appropriate
solution to getting her fi-
nancial situation back on
track.
The first step was cut-
ting up her credit cards
and adding them to the
collection of puzzle -like
pieces that fill a plastic jar
on Mrs. Sherk's desk.
The agency then con-
tacted Joan's creditors and
established an amount
each company would re-
ceive based on what Joan
could afford. Each credi-
tor gets the same percent-
age of the amount owing.

Two local paramedics have been hon-
oured for their lightning -quick efforts
which brought a dead man back to life.

Jason Bibeau and Jim Moir received
Lightning Bolt pins Friday for saving the
life of Tent' McDonnell.
The 59 -year-old Pickering resident
was coming out of the Toronto -Domin-
ion Bank branch in the Amberlea Plaza
March 21 when he went into cardiac ar-
rest. Within four minutes, the paramedics
from the ambulance station at Whites
Road and Hwy. 2 were on the scene
using a defibrillator to shock Mr. Mc-
Donnell's heart into beating again after a
doctor and nurse in the plaza had begun
performing CPR.
Mr. Bibeau recalled the incident at
Friday's Lightning Bolt presentation at
the Ajax and Pickering Health Centre,
formerly Ajax -Pickering General Hospi-
tal.
When he and Mr. Moir arrived on the
scene, they discovered Mr. McDonnell
"collapsed dead on the sidewalk. He's
fortunate the doctor and nurse started
CPR. In essence, he was dead when they
started CPR"
Mr. McDonnell's memory of the day
he died and was brought to life isn't so
clear.

stopped. They got me going and used

Mr. McDonnell, who suffers from an
irregular heartbeat but had never been
hospitalized for it, spent three weeks in
the sick bay and has had a defibrillator
implanted in his chest.
If his heartbeat becomes irregular, the
device "paces the heart back to a regular
beat. It's great for my confidence to

APHC as of Monday afternoon.
Additional infection control proce-
dures have been introduced at the hospi-
tal. Visitors are being asked to wear
gloves, gowns and masks while they are
with the infected patient, aril told not to
visit other parts of the hospital after
]caving the VRE isolation room.
Enterococci are bacteria commonly
found in the bowel and genital tract as
part of 'normal flora' and cause no harm
in their normal locations. However, they
can enter other area, of the body, in-
cluding wounds or the blood. They
don't usually cause disease: in healthy
individuals, but can be dangerous for the
sick or elderly, and can be quite easily
passed on since they are hardy organ-
isms able to survive on objects in the en-
vironment for long periods of time.
Enterococci can usually he treated
with antibiotics but some — VRE —
have become resistant to even the
strongest antibiotic available.
Ms. Van Exan says APHC does not
know the source of the VRE contamina-
tion found in the three patients.

He's especially grateful for the "kick
in the chest" from the paramedics be-
cause he'll soon be able to participate in
his daughter Joy's wedding.
"In two weeks, I'll walk my youngest
daughter down the aisle. I thank God I
can walk her down the aisle"
The Lightning Bolts he helped pre-
sent to the paramedics were a nice re-
ward, Mr. Bibeau said. "It's a very nice
compliment. It's nice to be appreciated"
His colleague agreed. "It's great to
get recognition;' said Mr. Moir.
But, their greatest reward was in sav-
ing Mr. McDonnell.
"You get a good feeling;' remarked
Mr. Bibeau. "We know he's healthy and
that's nice to sec:'
"For us to see someone months later
with their family is a great feeling;' Mr.
Moir added.
He's particularly pleased that all 18
ambulances serving Ajax and Pickering
are equipped with defibrillators. "This
machine can make such a difference"

According to a Sept. 8 report to
Council from Town director of finance
Gil Paterson, Pickering was slated to
lose about $3.68 million of the $6.68
million in PILs it received last year.
That would require a whopping 24 -per
cent increase in Town taxes to offset.
But according to Mavor Wavne
Arthurs. there may still be significant
adjustments to the final PILs and other
figures.
..There will be a further report to
Council with respect to its tax rates
and budget status he says, explaining
that report is expected today. He de-
clines to comment further on what
changes might be expected.
The tax hills to be sent out within a
feu necks will end what have been
months of suspense for residents wait-
ing to find out how they have been hit
by province -wide reassessment and
the cost of provincial downloading at
the Town and Regional levels. Interim
tax payments already collected have
been based on last year's budget and
tax system. Estimated 1998 total (in-

rates for each municipality released by
the Region ( 1.64 per cent of' assessed
value for Pickering) were based only
on preliminary estimates.
"People are anxious to find out

Mayor Arthurs. "hut they've been pa-
tient and understanding that this is an
unusual year. I suspect the inquiries
will come once people receive their
tax bills "
Pickering has been able to move
from a 3.1 -per cent hike to a zero in-
crease in the portion of the tax it's re-
sponsible for with the assistance of a
reduction and a 'holiday' in the contri-
bution it is required to make to the On-
tario municipal emp!ovee retirement
(OMERS) plan. The OMERS reduc-
tion will save the Town $582,000 in
1998. As wel 1, $83,900 has been taken
out of a no -longer -needed reserve
fund set up to cover the costs of re-
training under the Social Contract pol-
icy of the previous NDP provincial
government, and transfers to reserves
have been reduced by $175,( X). As-
sessment growth of 1.4 per cent is ex-
pected to bring in another $200,000.
Mr. Paterson's Sept. 8 report notes
Pickering has decided to debt finance
capital projects for the first time in
many years in order to achieve the
zero increase in Town taxes. About
$2.4 million of the $2.9 -million capi-
tal budget is to be financed through
borrowing — the equivalent of a 13 -
per cent tax increase if it were paid for
out of this year's tax revenue.
However, both the mayor and fi-
nance director say not all scheduled
capital projects are expected to go
ahead this year, so a significant por-
tion of the capital provision will likely
not he spent.

He should
resign
It's not normally the purpose of this space to com-
ment on international affairs. However, the trials and
tribulations of American President Bill Clinton are so
far-reaching in their effect, it's in the interest of Cana-
dians to see a swift end to the Monica Lewinskv af-
fair.
The revelations contained on the taped deposition
by Mr. Clinton on Monday, which were released to
the world, merely reconfirm the lies the president re-
peatedly told. As the first sitting U.S. President ever
to testify before a grand jury, Mr. Clinton broke new
ground. However, he also made the critical mistake of
lying under oath -- and as the top lawmaker and com-
mander-in-chief of the United States, he clearly com-
mitted an unpardonable, inexcusable offence.
Consider the fallout which would occur if a top
general or admiral, or if a member of cabinet or if a
president of a corporation had been caught lying
under oath? They'd be forced to resign immediately.
The standard should be even higher for the President
of the United States.
What does this all mean to Canada?
If President Clinton does not resign and impeach-
ment proceedings follow, the United States govern-
ment will grind to a halt as all attention will focus on
this overbearing problem. It's likely the boom the
U.S. economy has been on for the past few years will
come to an end and a worldwide recession could well
follow. As the top trading partner of the United States,
Canada's economy will be dragged down as well,
with the prospect of higher unemployment, interest
rates and inflation sure to follow. That is something
we do not want or need.
If Mr. Clinton does the honourable thing -- what
would be good for his country and the rest of the
world -- and resigns, Vice President Al Gore would
take over. He'd undoubtedly pardon Mr. Clinton for
his indiscretions as Gerald Ford pardoned Richard
Nixon, and the prospect of Mr. Clinton being arrested
and tried for his crimes would be eliminated. Mr.
Gore could get on with the business of running the
country and the entire affair, in time, would blow
over. At least this is one possibility.
The more gfim reality will see President Clinton
hunker down in the White House with his aides and
supporters attempting to provide defence against a
growing clamour for his resignation. We've been told
he'd never resign, that he doesn't have it in him. How-
ever, the same things were said about President
Nixon, almost right up until the day he quit. Mr. Clin-
ton should follow suit and spare us all from months
and months of turmoil.

Teachers'
`heavy'
workload
lighter than
most
To the editor:
I read with interest staff writer
Susan O'Neill's "Sports integral
part of the education system"
(Aug. 7, News Advertiser). If I
understand it right, teachers may
be taking strike action to protest
the heavy workload: 1,250 min-
utes a week. Wow, that comes to
less than twenty-one hours per
week, or exactly four hours and
10 minutes per day!
Further, she notes, because
teachers now must work four
hours every day, they will not
have any extra time to spare for
sports or other extracurricular ac-
tivities.
A good friend of mine, a
Metro Toronto secondary school

that when he is called to fill in for
a teacher, he is given a sheet with

al teacher busy, so it seems that
the regular teacher would have
taught only two periods that day.
Maybe Ms. O'Neill's next col-
umn could be about the private
sector, telling us how many hours
an accountant, inventory clerk or
supervisor or whoever, voluntari-
ly spends trying to balance
his/her "books", finish reports,
etc., at the end of each day on top
of the 40 hours (or whatever)
he/she gets paid for, and for lower
yearly salary than teachers.
(Teachers work only about nine
months after you deduct Christ-
mas break, spring break, summer
break, professional development
days and two days per month sick
leave and so on).
If you compare teachers' 20 -
hour week to the private sector
40 -hour week, teachers only put
in four -and -a -half months of
work a year.

Terry Fox keeps
us chasing
a cancer cure
The press package about last weekend's Tenn
Fox Run came across my desk again this year,
and I was reminded of the man who has inspired
people from around the world to come together
on the same day every year in the tight against
cancer.
I was reminded of the monumental legacy
Terry Fox left behind when he succumbed to the
disease. Diagnosed with cancer at 18, he vowed
to raise money for cancer research to help other
sufferers. He ran an average of 26 miles a day for
143 days until he was forced to stop due to a re-
turn of cancer.
He died in June 1981. 1 was in high school
and still remember hearing the news.
Still, 1 was surprised to learn he would have
turned 40 this year. Like many, I will always re-
member that youthful face that never had the
chance to grow old.
Certainly, he would have been proud of the
legacy he has created. In 1981, his hope of rais-
ing $1 from every Canadian to fight cancer was
realized. The national population reached 24.1
million and the Marathon of Hope collected
$24.17 million.
Last year, the Terry Fox Foundation collected
$14.3 million in Canada and 53 other countries
from the annual run.
I also learned last week of a young woman
who represented Pickering on the so-called
Terry's Team when the town held its first run in
1988. Christy Love was just 12 years old and had
successfully battled the same type of bone cancer
that forced doctors to amputate most of Terry
Fox's leg.
In a conversation with Miss Love several days
before the run, she recalled being -over-
whelmed" by the experience. Indeed, when I
spoke to her mother about that time in her fami-
ly's life, her voice choked with emotion as she
spoke of the disease that robbed part of her
daughter's childhood.
Still, she knows her daughter is one of the for-
tunate ones. A tumour below her left knee was
removed and, after numerous rounds of
chemotherapy, she was given a clean bill of
Today, Miss Love has graduated from the
University of Guelph, and she has only just real-
ized she no longer thinks of cancer every single
day of her life.
Both Terry Fox and Miss Love serve as a re-
minder of why the Terry Fox Run is as important
today as it was when die man who inspired it set

minds us that cancer can be beaten and that

by taking part in runs held in Ajax and Pickering,
while others made financial pledges. Those who
gave up a few hours for a cause they beheye in
and organizers who made die annual runs possi-
ble just took us one step closer to that goal,

Breakdown in teacher talks

impasse once again between the
Durham District School Board and
its striking high school teachers.
Meanwhile, no dates have been
set for resumption of contract talks
between the Durham Catholic Dis-
trict School Board and its sec-
ondary school teachers who the
board locked out Sept. 9 after edu-
cators staged a partial strike on the
first day of classes.

public board and the teachers'
union Sunday night after five days
at the bargaining table, reports

"It's very frustrating;" says the
Pickering trustee, who reports
talks went on for 13 hours on Sat-
urday alone.
"We thought we would get a
deal. We were prepared to go all
night (Sunday). It's very disap-
pointing."
Talks resumed between the two
parties last Tuesday for the first
time since they were called off
Sept. 6. Bargaining continued
Wednesday, Friday and on the
weekend.
"We want the kids back in
school;' Mrs. Schedlich says. "It's
time for the teachers to go back:'

concerned parents are planning to start teach-
ing students themselves.
"It's becoming a headache;' she says. Her

frittered away "
Durham's public high school teachers have
been on a legal strike since Aug. 21 while the
Durham Catholic District School Board locked
out educators Sept. 9 after staging a partial
strike on the first day of classes.
At the heart of the dispute is an increase in
educators' workload and teaching time that
would cut preparation time and result in staff
instructing students for seven of eight classes.
Teachers' salaries and benefits are also at the
centre of negotiations.
"Our kids should be back in school," says

ing sessions planned for Sept. 29 and 30, says

ter Katie is entering Grade 1 I at Pine Ridge
Secondary School this fall. 1 am so frustrated"
Ms. Bassett's daughter is participating in a
student exchange programme this year and the
family is currently hosting a student from
Franca who's supposed to be attending classes
with Katie.
"It's the interaction she's missing out on;'
Ms. Bassett says, noting by the end of the sum-
mer students are "geared up" for going back to
school_
"It's just not right," she says. "It doesn't
bother me who's right or who's wrong. But
why should our kids be put in the middle'?"
As frustration grows among parents and
students, learning centres in Durham are also
experiencing an increase in calls from those
eager to start school.
Tom Hawke, director of The Oxford L.eam-
ing Centre, with offices in Pickering and Whit-
by, says inquiries about programmes for high
school students are increasing as the labour
dispute continues.
" I didn't really expect it to go on this long
and a lot of parents maybe felt the same way,"
Mr. Hawks says.
He reports, while the first week was quiet,
the centre has been fielding "a lot of calls from
concerned parents and students" in recent days.
Mr. Hawks says parents he's talked to are
concerned about how students will cope with
the workload when classes resume.
"Especially going into Grade 9, they seem
really concerned about the transition;' he says.
"They want to know what we can do to get
them started"
Mr. Hawks says the centre, which offers in-
dividualized prograrrunes for students, is cur-
rently planning a series of half-day pro-
grammes for pupils designed to help them "get
their minds beck in gear.
"We really help students learn new learning
strategies," he says. Teachers also focus on
helping students develop "tangible learning
skills" such as note taking, orgaruzatiort, goal
setting and motivation.
Rosana Gardner, director of GrAde Expec-
tations in Pickering, reports the learning centre
is also seeing an influx in calls.
Pwents seem to be concerned that students
"are losing a lot of the skills" they'd be cuing in
school.
And while she notes GrAde Expectations
doesn't offer credit courses, she says instruc-
tors are available to work with students in math
and English, the two subject areas parents seem
most concerned about.
Meanwhile, students are being encouraged
by both school boards to pursue independent
study and can pick up learning materials at
their local high school.

Panthers' coach expects better
after 2-0 start to junior season

PICKERING
Pickering Panthers charged
out to a solid start to junior
hockey regular -season play
with a pair of victories over
the weekend.
At the Ontario Provincial
Junior 'A' Hockey League's
College weekend Friday
night. the Panthers stuffed the
Stoufl-ville Spirit 5-2 at the
Mississauga Iceland Arena. In
their home opener Sunday
night, the Panthers doubled
the score on the Bancroft
Hawks 6-3 at the Pickering
Recreation Complex.
The Panthers didn't miss a
beat in posting a winning
weekend of regular -season ac-
tion atter amassing a solid 6-1
record during the pre -season.
However, Panthers, head
coach Rod McGillis says
plenty of work lies ahead tir
his charges.
'As a coaching staff, we're
pleased with a'_-0 start but, at
the same time, we have a lot of
work to do in certain areas. We
have to make sure that the
players play to our level every
time out and don't just re-
spond to how our opponents
play:' says McGillis.
Despite the win over the
Bancroft Hawks (formerly
Quinte). McGillis was unhap-
py with the overall play of his
club, citing undisciplined
penalties, less -than -aggressive
defensive play and the Pan-
thers' inability to make plays
without the puck as problems
which will have to be ad-
dressed. However, the effort
was enough to lift the club to
its second win of the season.
"It was one of those games
where we didn't play as well
as we could have, but the good
news was that we played good
enough to win. It just shows us
we have a long way to go and
a lot of work to do:'
Pickering led 3-2 after the
opening 20 minutes against
the Hawks and was ahead 4-3
after the second stanza. The
Panthers got two more goals
in the final period to lock up
the win. Neil Raymond, Mike
Hanna, Joel Johnston, Doug
Carr. Luc Chiasson and Bill
Duncan were the scorers.
McGillis went with untest-
ed rookie goalie Scott Evans, a
Peterborough midget 'AAA'
player last season, in place of
veteran Joel Cameron for the
Bancroft contest. Evans re-
sponded with a big effort in
his junior debut.
Meanwhile, in Friday
night's league opener against
the Stouffville Spirit of the
league's Central Conference,
the Panthers had their hands
full with a bigger and more
experienced squad. However.
Pickering used its team speed
to overcome a 1-0 Spirit lead
after one period to take a 2-1
edge after 40 minutes. The
third period belonged to the
Panthers who scored three
times to put the game out of
reach. Sto ulTville closed the
scoring with three seamds left
in the contest.
"It was the biggest test for
us in the young season to
date:' says McGillis. "It was a
better test than any exhibition
game and our guys came
through with flying colours"

Ajax under -8s second at soccer tourney
AJAX — The Ajax
Warriors East Side Mario's
under -eight tier 1 boys'
soccer team ended the sea-
son with a second -place
finish at the recent North
Toronto tournament.
The Warriors won their
division at the tournament,
saving their best for the
last divisional contest
when they downed the
North York Hearts in extra
time. The squads were tied
1-1 after regulation time
and remained deadlocked
after an extra period, so
penalty shots were used to
decide the outcome. Ajax
scored the Ione goal in
penalty kicks to earn the
victory.
However, in the tourney
final, the Warriors were
upended by Wexford. No
score was available.
The North Toronto
event capped a successful
season for the under -eight
Warriors. Farlier in the
year, the team went unde-
feated at the Rk)hhic tour-
nament and finished third
at the Aurora event.
