The CAS needs to work- closely orkclosely with health profes- sionals, teachers, child-care workers and Crown attorneys in the region in order to pro- tett children, she said. In the past when police have wanted information about a CAS case, officers have had to get subpoenas or even search warrants, Deputy Chief Adams said. But they won't anymore which will "streamline and speed up in- vestigations:' he added. "That's what makes this (protocol) different:' Mr. Dubray said. He added if the Durham CAS can set up a similar pro- tocol with the medical com- munity, it would be the first in Ontario and might be used as a provincial guideline. All four officials said the CAS -police pact, in the works for several years, will help provide a safer environment for children. But all added everyone has to be involved, not just the CAS and police. Last year, Pickering only agreed to make provision for the proposed airport in its new Official Plan alter having its arm twisted by Durham Region, which must approve the Official Plan. The Region has favoured the proposed airport, and in 1995 Durham Council for- mally requested the federal government designate the site for that purpx>sc. Just this past March, Durham agreed to par- ticipate in the drafting of a memorandum of understanding with the Greater Toron- to Airports Authority (GTAA) to work Io - gether toward having an airport built and sorting out the terms under which it could be developed. Tlae designation of the Pickering site under the Aeronautics Act announced by Transport Minister David Collenette Thursday is the first step in a process that will place zoning restrictions on develop- ment around it, to ensure compatibility with an airport. However, development in the area is already controlled by a provin- cial minister's order imposed in 1972. The federal designation will require pub- lic consultation and a review period be- fore tlx: enactment of the toning provi- sions. "We don't want to be in a position 25 years from now in which development around the Pickering site precludes•the option of another major airport to serve the Greater Toronto Area," Mr. C ollenclte says in a media release announcing the designation. But he adds the federal ac- tion does not imply Ottawa has made a commitment to proceed with construction of an airport. '7n fact, any future airport development at Pickering would have to be undertaken by local interests with the ap- proval of the federal govern- ment;' says the minister. The federal designation was welcomed by Steve Shaw, vice-president of strategic planning for the Greater Toronto Airports Authority which oversees airport devel- opment in the GIA. -This is an important step ahead:' he says. "There's a long way to go. but it's a first step:' According to Mr. Shaw, the thinking at the GTAA right now is that a regional airport might be located at the Pickering site, not the international one envisioned when it was expropriated in 1972. How- ever, the federal action leaves the door open to a bigger facility down the road if the Pearson international airpx)rt can no longer handle the load in the future. What Bill 1 STAFF EDITOR s ruling did say While the part of Bill 160 which was struck down by a judge got all the attention in the wake of NVednes- dav's court ruling by Mr. Justice Peter Cumming, it's important to clearly note the other five aspects of the hill which were challenged in court were upheld by the judge. Five 3ut of six is a lot better than 'ain't bad.' Of course. Catholic educators were pleased the judge ruled their ability to collect taxes was enshrined in the BNA Act of 1867 and therefore could not be overturned by Bill 160. The ruling came, ironically enough, even though the separate school system was onside with the government in the court challenge. Bill 160. in point of fact, guarantees separate schools equal funding with public schools across the province, completing a cycle started by Premier Bill Davis in 1984 when he extended funding to separate schools. Yet the judge felt the rights of separate school boards would be denied if Bill 160, as currently writ- ten, was allowed to stand. While the judge was correct academically speak- ing, in truth, his ruling would seem to create a two-tier system where supporters of the separate system could be taxed board-bv-board to top up government grants while those who support the public system could not. Surelv this is not the vision those who wrote the Constitution Act in 1867 had. Then, they were simply trying to offer protection to the minority (Catholics in Ontario, Protestants in Quebec) from the majority. The judge's ruling goes well beyond protection — it pushes elitism. Certainly the decision will go to the Ontario Court of Appeal and will in all likelihood wind up in the Supreme Court of Canada for a final decision. Mean- while, the Province has asked that the ruling be stayed so that it can proceed in the coming school year with its plans. This is also likely. On all other issues, including the right of public school boards to raise taxes locally — and those taxes went up many times over the years according to Min- istry of Education numbers — the judge sided with the Province and backed Bill 160. The main tenets of Bill 160; that it provides equal funding for students across the province, be they pub- lic or separate school students; that secondary school teachers meet the national average in time spent in the classroom each day; that standardized testing and a standardized curriculum be taught across the province; these still hold. And students will still come out on top as a result. To respond to this editorial call nfosourr<e Infosource at 683-7040 and dial 5112 ..o =1 LETTERS OUR READERS' VIEWS ON THE NEWS Liberal `arrogance insult to Canadians' To the editor: I was away when Dave Crawford, president of the local Liberal riding as- sociation blasted Reformers for stand- ing up for Hepatitis C victims in a June 19 letter. I wonder why Mr. Crawford omit- ted two important facts: First, the multi -million -dollar Royal Commis- sion headed by Judge Krevor laid the responsibility for the tainted blood squarely on the federal government. (It is not called the Ontario Red Cross; it is the Canadian Red Cross.) Secondly, Mr. Crawford neglects to mention that Quebec, other provinces and the NDP demand the federal government take full responsibility. Only the federals Liberals and Conservatives point their finger at the provinces. Remember the old refrain, "Liberals/Tory, same old story." Mr. Crawford accuses Reformers of changing their minds. Remember, Lib- eral MP Dan McTeague was all for re- moving the GST, he spoke up in favour of the flag incident in Parliament, he verbally was in favour of compensa- tion to Hep -C victims but did he vote for these things in Parliament? No. Mr. Crawford says Mr. McTeague won 52 per cent of the votes in the last federal election. If information about the Liberal mismanagement and mis- spending of our tax dollars would be given to the press for people to read, the Liberals would not get many votes next time. If the News Advertiser would give me a full page I would fill it easily with examples of Liberal mis- deeds. Prime Minister Jean Chretien said in 1993, "Open government will be the watchword" Well, that was 1993. Now he even uses the RCMP to hunt down leakers of innocuous information. The Liberal machine will dodge or delay giving information to the press and public. The Canadian people have a right to know how decisions are made and how our money is being spent and whether the government is acting in our best interest. One of the govern- ment's many secrets is expenditures. Years ago, one could look up this type of information in the Canadian World Almanac, available in any book store, to see, for example, how much money was given to Quebec, etc., but not any more. I have sent letters to Ottawa, and even to Queen's Park, asking how much money bilingualism costs us. Until now I have received no answer. Perhaps you, Mr. Crawford, can tell us how much bilingualism has cost us to date? I hear between $600 billion and $800 billion. No wonder they keep us in the dark! No matter what police try, motorists aren't getting the message. Crackdowns on dangerous driving habits seem to have very little effect on what's actually transpiring on the roads. When you get your driver's licence (I've had a tougher time getting out of bed), I guess common sense is optional. In trying to get the message out to peo- ple I thought an Academy -award like for- mat would do the trick. It seems like every- one enjoys watching awards shows, from Emmys to programmes honouring best use -of -plumbing fixtures. So here it is, the first, and hopefully no need to be annual, Ottos (as in automobile). The nominees for the worst driving habits include: • FOUR -"AY FACEOF'F: Starring Nicolas Rage. Combining high excitement and drum you can't trust your eye. There's a high percentage of drivers who have no idea what to do at four-way stops. There are those who blast through without stop- ping, giving a dirty glare to anyone who makes eye contact and, on the other end of the scale, those who wave other cars through because they haven't got a clue what to do. When two cars arrive at a four- way stop at the same time the person to the right has the right of way. Simple enough. • CITIZEN SHAME: Starring Forcin' Hells. How many times have you been dri- ving along Hwy. 401 and out of the blue traffic becomes congested. Many times it's because someone is driving slow in the middle lane. Contrary to belief, the middle lane is not the "cruising lane" Just like the fast lane, it is meant for passing. Once you've passed traffic you should move over to the right. DO NOT drive merrily along in the middle lane blocking others. Rose- bud.... • MY LEFT HAND: Starring Daniel Day -Trip Lewis. The non -signalers are a popular breed. They assume every one be- hind them is related to Kreskin and can telepathically predict when they plan to stop and turn. Mr. Justice Peter Cumming of Ontario Court, general division, struck down parts of the legisla- tion that prompted a two-week teachers' walkout last fall. He said the bill violates the en- trenched right of separate school boards to control their own edu- cation systems. But, he rejected the "mirror image" argument presented by the Ontario Public School Boards' Association (OPSBA) and several teachers' federations. OPSBA claimed since sepa- rate boards should have the right to tax, so should public boards. "rhis is the first case of' rabies in bats in Durham Region since 1993," said Dr. Donna Reynolds, associate medical of i- cer of health for the Region. "Bats and people don't mix." The presence of one rabid bat in the city means there could be others around, posing a health risk for pets and people. Alex Connor, environmental health manager for the Region, said the Oshawa man, who lives in the Annapolis Avenue and Park Road area, found three dead bats in his yard, an unusual occurrence. The man called the Canadian Food In- spection Agencv which picked up the carcasses and tested two of them for ra- bies. (71ic third bat was unfit for testing.) One bat was negative but the other had the fatal,infectious disease. There was no contact between the man and the bat (the man used heavy gloves to handle the bats) but the man's cat is under observation as a precaution. It's been vaccinated many times against rabies, Mr. Connor explained. The bats probably came from the nearby Oshawa Golf Course where there are many large, old trees, a favourite hangout of bats, he said. Its important to be aware of the flying mammals since the Centre of Disease Control in Atlanta, Georgia, has issued new guidelines in dealing with rabid bats, Mr. Connor said. There have been a growing number of reports of bats transmitting rabies to peo- ple, sometimes without the people even being aware they were bitten, he said. It's thought bats' teeth are so small people might not notice a bite, especially during sleep. The Centre for Disease Control rec- ommends rabies treatment in cases where bats aren't available for testing for all people in contact with a bat, all people who wake up in the same room with a bat and unsupervised infants and young chil- dren found in a room with a bat. Mr. Connor added it's also important to get pets vaccinated against rabies in case of contact with a bat, especially a sick bat that's on the ground. If a bat has been in contact with a per- son or pet, don't touch the bat with bare hands but "carefully capture" using heavy gloves and put it in a double plas- tic bag and store it in the freezer, Mr. Connor said. Then call the Canadian Food Inspec- tion Agency at 905-985-1870 to have the bat tested. If a person has touched the bat, call the health department at 905-723- 8521. Without a bat to test, people who come into contact with one will have to have a series of five needles over 28 days as well as an initial dose of immunoglob- ulin to boost resistance, Mr. Connor added. Five rules to avoid getting rabies: • avoid wild animals including hats; • avoid dead or sick animals. • tell children to report sick animals to parents; • report bites or scratches to the health department; • have pets vaccinated. Ajax Council decided Monday to set up the fund two weeks after calling on the Province to order an environmental assessment to determine if the transfer station is suitable for the site, which is next to a conservation area and near homes, businesses and schools. J&F Waste Systems wants to open a waste transfer station at 57 Notion Rd. near the Pickering border that would handle 750 metric tonnes a day of indus- trial/commercial solid non -hazardous materials, including recyclable wood, cardboard. ;lass. metals, paper and con- struction and demolition waste. No resi- dential, liquid or hazardous waste would be processed at the site. Councillors voted to spend up to $20.(00 on legal fees if an EA is ordered bs the provincial Environment Minister. Ajax Council Monday endorsed a July 13 recommendation from its standing committee of the whole to support Losar Developments' plan to build two 12 - storey condominiums and 40 town - homes on land east of the existing Pick- ering Beach Road, about 100 yards south of Bayly Street. Pickering Beach Road will be re- aligned to curve easterly from Emperor Street north to Hwy. 401, dissecting the Losar property. The developer will first build the 40 townhomes between the ex- isting and new Pickering Beach Road. The two condos, each with 110 units, will be constructed later. Town planner Stuart Craig told the standing committee last week there's no concern the developer won't construct the two condos because "lt's staff's opinion they will have to build the sec- ond phase to make this work." Losar will "lose money on the first phase and they acknowledge they will. They will lose money on the first phase, especially paying for Pickering Beach Road," he said. But. Losar will "make money on the second phase" Last year, Council approved a plan by Losar to build 28 townhomes, a six - storey condo with 48 units and a 10 - storey condo with 184 units. However, Losar planning consul- tant John McDermott told politicians, "Since last year, factors have come to the table that caused us to reconsider this." Apartments approved over Ajax plaza AJAX — Office space on the second floor of a plaza at the corner of Hunt Street and Commercial Avenue will be converted into four apartments. Ajax Council on Monday ap- proved the application submitted by Tanrose Developments, owner of the plaza that includes the Royal Scot Tav- ern, to create four two-bedroom units of about 1,000 square feet each. In doing so, Council endorsed the recommendation made by the standing committee of the whole July 13. As well, the Ajax downtown plan ap- proved last year recommended the mostly vacant offices be converted into apartments. Some expressed concerns at the July 13 committee of the whole meet- ing that tenants in the apartments may be affected by noise or food odours from the Royal Scot. Mayor Steve Parish, for one, said, "I don't have a problem with the use. I think it's appropriate and I support it. I have a problem with the execution. Without proper venting and sound- proofing, there are going to be prob- lems." But, Tanrose lawyer Saul Schwartz assured Town officials the ar- chitect hired to redesign the upper floor "will be directed to address those particular problems". And, Town planner Stuart Craig said the developer will have to let prospective renters know they might be subject to loud noise from the bar. Ward 4 local Councillor Pat Brown is behind the project. They are hardy and easy to grow, and multiply rapidly either by their root systems or in fact many seed themselves quite freely. Alliums will grow in any well -drained soil in a sunny spot. Plant at a depth of about three times the size of the bulb and na- ture will take care of everything else. Some alliums bloom in late spring when there isn't that much else happening. This di- verse group of plants are indis- pensable when early flowering bulbs are fading back and most perennials and annuals are still green. It doesn't end there though. It is possible to have alli- ums of different varieties bloom from April through to August. The tall varieties introduce an important vertical element to the garden-scape. Small groups of three or more make a spectacular display along a border. The stems of these giants are so stur- dy that strong winds have little effect on them, a definite advan- tage if your garden is exposed. If you have a rose garden, try VERONICA . Alliums look striking, not on- ly in the perennial border but al- so in rock gardens, around the base of shrubs they lend them- selves beautifully to containers. The yellow -flowering Allium moly (30cm tall) is a favourite for the rock garden. Plant these dainties together with crocus bulbs. 'Alien the crocus have fin- ished flowering the allium then take over. Allium oreophilum with its purple -pink blossoms looks lovely planted among ground covers such as Ajuga (bugle - weed). The fragrant white ornamen- tal garlic (Allium neapolitanum) performs well in rock gardens or as an edging plant in the fore- ground of the border. The giant allium, known as 'Persian Onion' or 'Star of Per- sian' (Allium christophii), has vi- olet -coloured flowers that are a good 20cm in diameter. Make sure you plant them at least 30cm apart or they'll bump into each other. The seed heads of these majestic plants make a ter- rific addition to dried flower arrangements.
