boards still on
road to cut costs

The region's two school boards
are rolling ahead with plans to im-
plement the second phase of a pro-
ject designed to cut busing costs,
reports a public board official.
Ron Trbovich, superintendent
of business for the Durham District
School Board, says the public and
separate school boards are moving
toward the implementation of a
shared transportation system in
Durham beginning in September,
1999.
He reports trustees from both
boards "agreed they wanted to go
ahead with the shared busing co-
operative" at a recent joint services
committee meeting. ' The timing is
good and I expect both boards will
support it formally"
The boards implemented the
first phase of the plan last fall,

Approval of a portion of
Durham Region's budget has been
put on hold for two weeks to give
councillors more time to review
the three-inch thick document.
Regional councillors Wednes-
day deferred until June 3 the sec-
tion of the budget covering pro-
grammes Durham has been re-
sponsible for in the past, such as
police, welfare, health services,
roads, sewers and economic devel-
opment.
And, it will be late June before
Council considers the portion of
the budget dealing with services
being downloaded to the Region
by the Province like social hous-
ing, GO Transit, land-based ambu-
lances and social assistance.
Whitby Mayor Marcel Brunelle
said this year's budget process is
the most confusing he's experi-
enced. "For the first time in nine
years, I'm lost"
Oshawa Councillor and finance
committee chairman Brian Nichol-
son agreed. "'Phis is the most con-
voluted budget process. Staff are
trying to walk through this mine-
field. Every day there are new an-
nouncements and new guidelines."
Finance department staff have
"already wiped out their overtime
budget for this year and there's still
many more weekends of work to
be done," he added.
Durham property owners face a

nuclear alerting zone

PICKERING — Town
Council is sending the
Province a "strong message"
opposing changes to provin-
cial emergency plans which
would reduce the zone for
immediately alerting the
public of a nuclear emer-
gency to three kilometres
from 10 kilometres around a
power plant.
The change would apply
to both the Pickering and
Darlington nuclear stations.
On Tuesday, Council vot-
ed to ask the Province to
change the zone for immedi-
ate alerting of the public
back to 10 kilometres; to in-
clude a more detailed stan-
dard for public notification
and direction in the new
emergency plan; and to seek
community input on the
emergency alerting issue.
Ward 2 Regional Coun-
cillor Doug Dickerson, who
proposed the resolution, not-
ed Durham Region has al-
ready passed a similar one.
'"That sends a strong mes-
sage once again that we are
very serious about it;' he
said.
The councillor also noted
it appears the change to the
smaller zone is being driven
by the Province rather than
Ontario Hydro, in order to
cut costs.
"Obviously, there's a
huge cost difference," he
said, estimating the change
back to 10 kilometres would
increase the zone for imme-
diate notification from about
nine square kilometres to ap-
proximately 100 square kilo-
metres. i
Under current provincial
emergency plans, residents
in the immediate notification
zone are to be alerted by
means of "sound signals" in
the event of a nuclear emer-
gency. The new Provincial
Nuclear Emergency Plan
(PNEP), which is still an in-
terim document, states alert-
ing is required for only a
three -kilometre zone around
nuclear stations, and that the
alerting system must provide
a warning to practically 100
per cent of people within the
three -kilometre zone within
15 minutes. It hasn't yet
been determined how nu-
clear neighbours would be
alerted. The alerting method
under the old plan involved a
computerized telephone Gall-
up system that encountered
many problems during emer-

Police issue safety warning as
Pickering youngster falls into pool
PICKERING — A three-year-old boy
was rushed to hospital with a "nasty bump
on the head" after falling into a swimming
pool at his babysitter's house here Thurs-
day morning.
The youngster hit his head on an un-
known object and toppled into the in -
ground pool at the Layton Court home
around 9:30 a.m, Durham Regional Police
report.
Three adults were supervising a group
of children at the time of the incident, po-
lice say.
One of the adults pulled the uncon-
scious boy out of the pool, and though po-
lice say it's not clear whether artificial re-

suscitation or cardio -pulmonary resuscita-
tion was performed, he was revived at the
scene.
The boy was taken by ambulance to
Ajax -Pickering General Hospital and
transferred to the Hospital for Sick Chil-
dren in Toronto, where he was listed in
good condition and was to remain
overnight for observation, police report.
"It's very early in the season for an ac-
cident to happen," notes police spokesman
Pat Robinson. "You can't be too careful,
ever, especially with little ones around the
pool. You can't let them out of your sight
for a second. It's much safer for them to
swim with their lifejackets on."

plans to circulate a survey to school
community councils, the Regional Par-
ent Advisory Council and administrative
staff in September. Board staff will then
host open houses at schools in each mu-
nicipality throughout November, will
summarize survey responses in January
and present the implementation plan to
the administrative council in February.
Schools will be notified of transportation
changes next April.

Before the budget was deferred for
two weeks, Ajax Mayor Steve Parish
tried unsuccessfully to convince col-
leagues to remove $100,000 slated for
the Hospital Capital Reserve Fund.
" I find it totally inappropriate that
we will fund on a voluntary basis an
area properly the provincial govern-
ment's responsibility," Coun. Parish
argued.
He noted that, since the Region de-
cided to start putting $100,000 aside
for hospitals three years ago, Durham
hospitals have been restructured and
the Province has passed on about $110
million in downloading costs.
But, Oshawa Mayor Nancy Dia-
mond opposed removing the
$100,000. "Regional Council decided
to put money where our interests lie
and they lie with our citizens' health.-

meanwhile, failed to convince col-
leagues to remove a $350,000 contri-
bution to help the Durham College
University project.

lieve the whole project will collapse.

Back to the Basics: Part II.
When Grade 3 students throughout Durham sharpen
their pencils for the second round of tests in the 3Rs
next week, we're confident they'll improve on the re-
sults of the youngsters who wrote the exams last year.
Not that last year's crop of Grade 3 students did
poorly on the tests. By no means. In fact, consider
these statistics from Back to the Basics: Part I:
O Reading: 83 per cent of Durham separate school stu-
dents and 82 per cent of the region's public board
pupils scored at or above the standard set by the
Province's Education Quality and Accountability Of-
fice.

hicle through a car wash and
went to another checkpoint,

nation' on a hand and a heel, and
Ms. Ingram, who had 'contami-
nation' on a shoulder.
The pair proceeded to a cont-
amination zone, where they
went to separate washrooms and
were further checked by work-
ers wearing gloves. Their conta-
minated clothing was placed in
safety bags and, after being 'de-
contaminated', they returned to
the reception area, where they
would wait for another assign-
ment in a real emergency.
The exercise took months of
planning, reports Mr. Ciuciura,
who says its purpose is twofold:

to evaluate the effectiveness of
the emergency procedure.
"We want to know if some-
thing as simple as a table need-

Last month, an exercise to

pants 'perform' a song by either group

of the Frenchman's Bay Festival.
Groups of all ages up to 17 years are
invited to participate. Judging will be
based on the accuracy of their lip sync
performance, choreography and cos-
tumes. Both boys and girls may appear

AGAINST BEETLES
(NAPS) - You would like for them to
keep their "grubby" little hands away
from your well -kept lawn, but they just
won't do it. White grubs, which are the
larval stage of Japanese beetles, feed on
the underground root systems of
turfgrass. The injury caused by these
pests is typically seen as slow-growing,
irregular-shaped patches on grass that
lose their color, then begin wilting or
dying in late spring or summer.
To make matters worse, birds, skunks,
raccoons and other animals sometimes
cause additional damage when they dig
into your turf in search of a tasty meal.
To determine if you have grubs,
carefully cut and pull back a small
section of turfgrass in an affected area,
and look for the cream -colored, C-
shaped larvae.
Grubs can be effectively controlled
with products such as carbaryl
insecticide. This product can be applied
in either a granular or liquid
formulation to control grubs and over
500 other insect pests.
It is also helpful to employ deep,
infrequent waterings over your turf.
Allowing soil to dry out periodically
makes it difficult for this pest's eggs to
survive.
After spending ten months feeding on
your lawn's root system, they are now
ready to spread their wings, snack on
your sycamores and ravage your roses.
Japanese beetles create severe damage
in many parts of the country each year.
The shiny, green metallic insects can
be seen voraciously feeding on
everything from vegetable gardens and
fruit trees to roses and ornamental
plants.
Japanese beetles are most active in
bright, sunny locations on warm days.
They are usually found in groups that
collectively destroy leaf tissue, leaving
only the plant's veins intact. This
causes the affected plants to have a
..skeletonized" appearance.
For very light infestations, shake
small trees or plants early in the
morning when beetles are sluggish.
Place a tarpaulin on the ground to
capture the pests so they can be
destroyed.
For effective control of heavy
infestations, apply insecticide to shrubs,
trees, vegetable gardens and lawns.

Even in cities which experience much colder winters but also
regularly have a good covering of snow most of the winter,
marry perennials will survive most of the winters.
Herbaceous perennials are the "in" plants, and even the
growers of annual plants arc promoting the fact that many
perennials can be sown from seed much like many annuals
are. While some promoters of perennials state that perennials
take less care and attention than annuals, according to the
Canadian Garden Council, that is, at best, doubtful. If one
examines all aspects of growing the two types of plants, it is
likely the case that no firm statement can be made either way'
Perennials.

such as delphiniums, phlox, chrysanthemums, dianthus and
hollyhock. This year take a look for red valerian
(Centranthus ruber) which bears small, rosy, crimson
flowers from late spring on through the summer and into the
autumn. While its first burst of bloom in late spring is the
best, a clump of this plant will have some colour all
summer. This plant is particularly suited to hot, dry
locations. It is also fairly rampant once it begins
reproducing from its own seeds and spreading roots.
The Ozark sundrop (Oenothera missouriensis) is a low -
growing plant covered in buttercup -like yellow flowers most
of the summer. These too like dry soil and perform well in a
rock garden where they will drape over the faces of the
rocks beneath them. A closely related species is the evening
primrose (0. tetragons) which grows twice as tall (60 cm)
with similar flowers.
Italian bugloss (Anchusa azurea) is grown for its royal
blue flowers produced in late June and through July,
sometimes into August. They grow to a height of about 70
cm and often need staking to support the abundance of
flowers. Look for newer cultivars such as "Loddon
Royalist". The Canadian Garden Council says these plants
will need mulching on the Prairies.
Everyone has shade in a least one pan of the garden, and
there is a wide range of perennials that will grow in partial
shade and even a good number of species which will
tolerate almost total shade. The list of these must begin with
plantain lily or funkta (hosta). This is a large genus of plants
with fairly widely varying habits. Some are low -growing,
many have variegated (with white or yellow) foliage, some
bear long flower stalks with bluish flowers in mid -summer,
and still others arc grown basically for their intriguing
foliage shape or texture. All grow well in partial to full
shade.
Another plant that does well in shade is longwort
(Pulmonarta saccharate). It only grows to a height of 25-30

fading. The flowers are a bonus with this plant as
its medium -green foliage is totally marked with
grey -blue markings for the entire growing season.
This makes it stand out in even the shadiest part
of a garden all season long.
The final perennial for full shade is anything
but uncommon, but may not be recognized as
being suitable where little sun shines. The plant is
fringed bleeding heart Micentra eximia). If you
are familiar with the older bleeding heart (with
large, heartshaped flowers), this one is quite
different. Its growth is smaller (to just 25 cm) and
the leaves themselves are heavily dissected and
appear fern -like. This one flowers frequently
throughout the summer,
especially if you remove
the old flowers. All
bleeding hearts prefer
rich, always moist soil,
and if they dry out, the
plants often go into
dormancy until the
following year.

The Pickering Aerials Gymnastics Club host its annual Inter-
Ttiatal Rainbow Classic Invitational meet at the Picker-
ing Recreation Complex. Top provincial and national athletes
from the U.S., Quebec: and Ontario will compete. It starts
today, and continues through to May 24.

PICKERING — Pickering
Aerials' gymnasts were flying high
after strong performances at two
provincial championships recently.
Aerials sent gymnasts to the
Provincial Gymnastics Champi-
onships in Whitby and to the
Provincial Youth Gymnastics
Championships in Cambridge, with
many gymnasts returning with
meet medals.
At the provincial champi-
onships, Alanna Weston finished as
the all-round silver medallist in the
senior level 2 category in Ontario.
She was the individual silver
medallist on vault, bronze medallist
on uneven bars, fifth on floor exer-
cises and sixth on balance beam.
Meanwhile, Kate Newton ended
the competition as the overall
bronze medallist in Ontario at the
senior level 3 bracket. She finished
as the individual all -Ontario vault
champion, as well as earning an in-
dividual silver medal on bars, fifth
on beam and sixth on floor.
The Aerials' national -level ath-
letes also famed well at the provin-
cial championships. Julie Ann
Passy and Vanessa Robinson com-
peted for the first time in the na-
tional novice category, while
Brooke Lynn Primrose performed
in the national open division where
two days of competition would de-
termine the Ontario team to ad-
vance to the Canadian champi-
onships.
Robinson missed making the
Ontario team by one spot. Howev-
er, she earned an individual fourth -
place effort on uneven bars in the
national novice division. Passy was
eighth on floor in the same catego-
ry-
Primrose suffered a mental lapse
on the vault in the first day of com-
petition and didn't receive a score
in that event. On the second day,
however, she made a huge come-
back, claiming the individual silver
medal on beam and floor, while
placing sixth on bars to finish a
highly respectable fourth all-
around. Her comeback on the sec-
ond day of competition wasn't
enough to earn her a spot on the
Ontario team.
At the provincial youth champi-
onships, Alycia Mokedanz was
crowned the provincial champion
in the level 1 novice category. She
earned silver medals on the vault,
floor and beam and a bronze on
bars.
Joy Cretney claimed the Ontario
crown for the level I junior bracket.
She captured individual gold on
beam, a bronze on vault, fourth on
floor and fifth on bars.
Alicia Calderone finished with a
third-place all-around finish in the
province in the pre -novice level 2
category. She won silver medals on
floor and bars, bronze on beam and
sixth on vault.
Kendall Patterson finished fifth
overall in the novice level 2 catego-
ry with a silver on vault, bronze on
bars, sixth on beam and 10th on
floor.
