Durham board vows to
help special needs students

Despite a funding shortfall from
the Province, the Durham District

t ion for special -needs students in

According to the board's draft
budget, the allocation for special
education estimated by the Min-
istry of Education and Training
falls millions of dollars short of the
board's requirements.
Mr. Trbovich notes the board
currently spends $40 million on
the programme each year and re-
ports the Province's allocation is
only $32.5 million.

will be pounding the beat and five
additional civilian employees will
be hired if the Durham Regional
Police Service budget is approved.
The police department's 1998
budget presented to Regional
Council's finance committee
Wednesday would increase the
force's spending by $5 million
over last year's expenditure of
$54.5 million. But, the police
services board has been ordered to
find savings in the budget before
it's presented to Durham Council
at its meeting next Wednesday.
Police services board chairman
and Oshawa Councillor Bob Boy-
chyn told colleagues the force
needs between $4 million and $4.5
million more to pay for a wage set-
tlement reached last year with offi-
cers.
And, the department requires
additional money to pay for, new
officers, Coun. Boychyn added.
"People want more police. We've
brought a legitimate budget and we
hope it gets your approval"

PICKERING — A quick -thinking resi-
dent managed to foil two burglars who broke
into her home here Wednesday afternoon.
The woman arrived at her residence on
Westney Road between Eighth and Ninth
Concession Roads around 2 p.m. to find a
man sitting in a car in the driveway. When he
saw her he started honking the horn.
Durham Regional Police spokesman Pat
Robinson says the woman correctly surmised
the man was warning somebody else inside
the house and she hurried to a neighbour's
home to call police. She also took note of the
licence number as the car left the driveway.
When officers arrived, they caught a man
attempting to flee the house on foot, says Ms.
Robinson. She adds police arrested another
man when he arrived at an Ajax home, where
officers went after a licence plate trace.

An uplifting experience?
A motorist leaving a Bayly Street convenience store in Pickering Monday backed
out too quickly, hit a pole and ended up like this. According to Durham Regional
Police, the pole somehow rolled upright again after being knocked over and took
the rear end of the car up with it. No one was injured but the vehicle sustained sig-
nificant damage to its bumper and undercarriage.

PICKERING — Town and Ontario
Hydro officials attended opening cere-
monies Tuesday for a facility everyone
hopes will never be used.
They were in Claremont to cut the
ribbon for Pickering's new emergency
operations centre, which has recently
been completed with the help of a
$53,000 contribution from Hydro, which
runs the Pickering nuclear plant.
A serious nuclear accident at Picker-
ing is highly unlikely," noted Hydro
vice-president of technical support Bob
Ferguson in addressing the assembled
officials. But, he added, with the new op-
erations centre and the emergency plans
developed in co-operation between Pick-
ering, the Province and Hydro, "we are
all better prepared to handle any emer-
gency situation that may arise.'
The new facility is to be the central
location where Town staff could tun reg-
ular and emergency operations during a
natural disaster like a flood, tornado or
hurricane, or a `man -mate' disaster such
as an accident at the Pickering nuclear
station or a train derailment.
Previously, Town emergency opera-
tions were to be rum out of the committee
meeting room at Pickering Town hail.
Mayor Wayne Arthus noted Tuesday
there was some problems with that lo-
cation during a Repro -wide emergency
lexercise a few years ago.
"Clearly it identified the need for
something of greater permanence;'
said die mayor.
The new emergency centre, which is
attached to the community centre/'fine
W opened in Claremont last year, is
nothing spectacular to look at. It consists
mainly of a meeting room which, when
complete, will contain communications
equipment, maps, desktop computers
and dedicated phone lines that will con-
tinue to function in the event of a power
failure.
Town general manager Tom Quinn,
who would be in charge of any emer-
gency response for Pickering, said it's
important to have everything that would
be needed preassembled in an accessible,
secure location.
Also important is the fact the emer-
gency facility is attached to the commu-
nity centre, with its inunediately-accessi-
ble showers, kitchen and, if necessary,
sleeping space. Mr. Quinn estimates the
community centre could temporarily
house about 200 people if evacuation of
any part of the Town ever became e neces-
sary, or if emergency staff had to remain
available around the clock.
The Claremont location also puts the
Town's emergency operations ' centre
outside the emergency evacuation zone
which surrounds the Pickering nuclear
station in a 10-kdometre radius. The
Pickering Civic Complex les within the
zone, and officials working out of the
committee room there could have had to
relocate in the middle of a nuclear emer-
gency if an evacuation was ever requited.
In addition to providing finds for the
new centre, Hydro also provided the
Town an emergency planning specialist
to help draw up new disaster plans for
Pickering. TWo sets of procedures have
been developed, one for a nuclear emer-
gency and one for any other emergency.
Mr. Quinn intends to put the new
emergency centre and plans to the test
soon — perhaps sometime in the fall —
with a municipal emergency exercise.

through with funding, the board will
dip into its reserves to ensure the
programme continues.
Jutta Genova, president of the
Learning Disabilities Association of
Durham West, says on paper the
funding formula "looks like a good
programme.
"The new funding model is geared
to the needs of the student;" she
notes, adding most youngsters with
learning disabilities will be eligible
for funding under the grant known as
the Special Education Per Pupil
Amount (SEPPA).
"The Durham board has hccn
much better than many boards in
meeting the needs of children with
special needs," Ms. Genova says, so
she's hopeful the Province comes
through with funding for the pro-
gramme.
Ms. Odell says the Province is
"totally prepared" to make adjust-
ments to boards' initial allocations if
the criteria are met, but "We have to
wait and see the whole picture before
we make adjustments."
However, she says the $1.052 bil-
lion allocated for funding the pro-
gramme in Ontario is a fixed amount.
"We haven't had any directive to
move that envelope;' she reports.
Meanwhile, Ms. Hopper says,
"The programme will have to be pro-
vided regardless.
"We have a moral and legal oblig-
ation... it will be funded come hell or
high water."

It must be the 'new math' our parents complained

and, presumably, to raise awareness of the looming crisis
in the quality of education in our schools.
Their concern?

The Multilateral Agreement on In-
vestment (MAI) is the most frightening
proposal to come before this country in
decades, a prominent Canadian politi-
cian and author told a packed crowd at
Durham College in Oshawa Thursday
• night.
Paul Hellyer, a senior cabinet mem-
ber under prime ministers Louis St. Lau-
rent, Lester B. Pearson and Pierre
Tnrdeau, warned that if the Canadian
federal government chooses to take part
in the MAI it risks being overwhelmed
by foreign ownership and being locked
into an agreement that will "turn its
monetary system back 60 years and its
social system back 100 years.
'Once the MAI is signed it becomes,
in my opinion, 'game over' for this
country;' he said to the over 100 people
gathered at the information meeting
hosted by the Concerned Citizens of
Durham.
The MAI, which proposes opening
up foreign investment among the 29 -
member nations of the Organization for
Economic Co-operation and Develop-
ment (OECD) is part of a continuum
which began with the Free Trade Agree-
ment and the North American Free
Trade Agreement (NAFTA) in the
1980's, he argued. Both pacts marked
the first time foreign investors were
granted the same rights as domestic citi-
zens, he said.
But whereas NAFTA contained pro-
tection for things like culture and
telecommunications from foreign in-
vestment, the United States is pushing
for the elimination of those exceptions
under the MAI, he told the group. Under
the proposed agreement, the Canadian
government would also be useless to
stop goods coming in from corporations
with questionable labour practices and
could risk being sued if it tried to enforce
environmental laws, he pointed out.
'There is a difference between na-
tional -born or nationalized citizens who
care for their country and foreign corpo-
rations:' he said, comparing the latter to
"absentee landlords. There is a differ-
ence in rights and I think that distinction
should be maintained"
Durham MP Alex Shepherd defend-
ed his government's consideration of the
agreement and pointed to General Mo-
tors in Oshawa as an example of how
foreign investment has created jobs for
Canadians. "Ilse reality is we already
have agreements with most trading part-
ners, he explained, pointing out the
