' Y9 urn ■ FIREFIGHTERS By Marianne rakaes Staff reporter Sparks from a passing train are being blamed for turning a section of north Pickering and Ajax into a band of fire Saturday afternoon. Firefighters from both towns were called out around 3:45 p.m. to the first of what turned out to be dozens of grass fires along the Canadian Pacific Railway tracks and Taunton Road, from the Scarborough -Pickering border to Ajax's border with Whitby. The majority of them were put out by around 7:30 p.m., but fire- fighters were busy dousing small fires till about2l a.m. No one was injured. The damage to property has not yet been estimated. We believe it was from a train that went through;" says Pickering Fire Department Deputy Chief Bill Douglas. "Be- cause it was right along the tracks, it was fairly obvious. There was fire from Church Street in Ajax all the way into Scarborough. We just went from one to the other. It was all the way along the tracks" Ajax department Chief Randy Wilson says his crews were also fighting grass fires border -to - border. Canadian Pacific sent a special tanker car through on the railway to help both towns. In Pickering, the flames got dangerously close to two homes on Whites Road near the tracks before firefighters managed to put them out. There was a close call with a barn in the area, and the flames managed to burn part of a shed before being extin- guished. As well, the fire caused damage at an outdoor storage area at Surplus Refrigeration Ltd. at Brock and Fourth Concession Roads. In Ajax, there was significant damage to trees and vegetation at the .,... riwvvu Conservation Area and to materials in a storage yard behind the Ajax Hydro building at Harwood Avenue and Taunton Road. Fences and hydro poles also burned across the entire area. Both fire departments report receiving significant help from residents and even people pass- ing by in cars who stopped to provide assistance. Deputy Chief Douglas notes that in one case about 25 mem- bers of the public helped battle a tire near Taunton Road and Church Street. "They were beating it out with whatever they had. The cap- tain (at the scene) said he was dust amazed" In other instances citizens helped drag hoses and directed crews to fire scenes. "I'd like to thank the public for their assistance and the fire- fighters for an excellent job,-" says Deputy Chief Douglas. Chief Wilson also offers thanks, noting everyone came to- gether to deal with the situation. "We certainly appreciate the help of the other agencies that were called upon and the co-op- eration received;" he says. Carbon monoxide detector bylaw ma not be enf ry o ceable WHAT S INSIDE Essential' By Ma►iars Takses Staff reporter PICKERING — Town Council has deferred a decision on a new bylaw that would require Pickering residents to in- stall carbon monoxide detectors in their homes. The bylaw was first proposed two months ago by Ward 1 Regional Coun- cillor Maurice Brenner following the carbon monoxide poisoning of a Scar- borough family of four in their home: The husband and his 12 -year-old son were killed, while the daughter was left EFUCSSON DH 318 vi Q in a coma and the wife had to be hospi- talized. At the time, Council directed staff to prepare a draft version of the bylaw, and to write to Queen's Park urging amend- ments to the provincial building and fire codes which would make carbon monoxide detectors mandatory in every dwelling in Ontario. Councillors were presented the draft regulations last week — as well as a proposed public education programme for promoting the use of the detectors — but deferred dealing with it for two weeks to get answers to questions about its enforceability. Court. Brenner main- tained it would be a mistake not to pro- ceed with the bylaw and the education programme. "We lose the opportunity of promot- ing an awareness that I think is so es- sential; he said. The councillor also noted the new regulations would not be strictly enforced until November in any case, and there would be time to make amendments until then. Pickering Fire Chief Rick Pearsall told councillors the Town "may have trouble enforcing" the proposed regu- lations. "There's no enabling legislation," he explained in an interview, since the provincial fire code does not include a requirement for the detectors. The chief suggested there may not he much the fire department could do "if somebody just said no" when told they were required by Town regula- tions to have a carbon monoxide de- tector. He said he believes it would be more useful to focus on educating people about the detectors as part of the department's regular door-to-door home safety programme. JAMES R. Thanks to the efforts of Durham College, the John Howard Society of Durham and the Pickering YMCA about 800 to 1,000 students will find a job this summer through a provincial gov- ernment programme known as Summer Jobs Services (SJS). "It's a good pro- gramme," says Allison Gaverluk, who was Durham College pro- gramme co-ordinator in 1997. "It's beneficial to all concerned. Employers get wage subsidies and they get free employee recruit- ing; students get a job" The provinccwide 16 - week programme, launched last year, helps students find summer em- ployment by offering em- ployers a $2 -an -hour wage subsidy for each student they hire. In Durham, the programme is organized and administrated by Durham College, the John Howard Society and the Pickering YMCA. Durham College deals primarily with employers who want to participate in the pro- gramme while John Howard and the YMCA handle the students. "We help the students with every job -search skill necessary to help them land a job;" says Maureen Bandola, programme co- ordinator at John Howard in Oshawa. Last year, Mr. Pleasance's de- partment hired six Durham College environmental technology students through the programme to conduct a field study of water usage among resi- dents of Ajax and then write a final report on their findings, complete with recommendations. "The report provided a wealth of information;" goal. Dickson he says. "People I show the report to can't fathom the value of the information." Organizers say orienta- tion sessions and place- ments will run throughout the summer up to Aug. 20. But nobody's breathing any sighs of relief yet at Town hall. Provincial officials "say this is it, but they said that in De- cember," says Town director of finance Gil Paterson. "Each re- lease is supposed to be the last one. According to the first set of downloading figures from the Province, Pickering would have been facing a $3.69 -million in- crease in costs, though it will have only about $3.02 million in 'tax room' it can take over as a result of the Province's assum- ing half of education costs. However, according to new numbers released by Queen's Park March 31, the Town will have to deal with only a $2.61- miilion increase in costs from downloading, due to the elimi- nation or reduction of some ex- penses the Province had intend- ed to impose. For example, $800.000 Pickering was to pay a new provincial agency to con- duct property value assessments, which used to be provided by the Province to municipalities free of charge, is now to be the responsibility of Durham Re- gion. The new figures will leave Town taxpayers with a savings of $410,000 as a result of down- loading. And, when new provin- cial calculations on the share of Public's help Regional costs paid by Picker- ing taxpayers are factored in, lo- cal residents get another break. "When all is said and done it looks like we're going to be $899,000 to the good when you take into account all the regional changes;' says Mr. Paterson. However, the bad news is Pickering expects to lose about $1.1 million worth of payments in lieu (PILs) of taxes it now re- ceives for provincially and fed- erally -owned properties such as the Pickering nuclear station and the airport lands. The PILs are being redistributed by the Province so that a greater share of them goes to the Region, oth- er local municipalities and the school boards. When that is tak- en into account, Pickering tax- payers are collectively left fac- ing a $200,000 increase in the municipal levy. Mr. Paterson notes in his re- port to Council the $1.1 million the Town is losing because of the redistribution of the PILs is- n't far off the $899,000 it's now gaining from downloading changes. "1'm saying 'my, my, what a curious coincidence';' he says. "I just couldn't help myself (from noting how close the two figures are) at that point" Mr. Paterson says the PIL changes could hit Pickering harder next year when they are expected to be fully implement- ed, since it seems that this year the school boards will not be getting their increased share. But he doesn't know for sure. "It's like the soup du jour. What's the explanation of the day.,.. The finance director says Town staff have been holding off on preparing a draft budget because of the repeated down- loading revisions coming from Queen's Park. Other recent changes have been an unantici- pated one-time capital grant of $554.000 from the Province for future bus purchases (provincial transit funding is being discon- tinued); and a provincial deci- sion to limit reassessment -based tax increases on commercial and industrial properties to 2.5 per cent annually. Mr. Paterson says the 2.5 -per cent ceiling, which was Queen's Park's response to protests by small business in Toronto against huge tax hikes there, is expected to be implemented across Ontario. "A lot of people don't realize that," he notes. While it may be good news for business people it means tax- ation figures have to be recalcu- lated because there are various formulas tying commercial, in- dustrial and residential tax rates to each other. "It's all going to have to be redone. Everything is up in the air again" Mr. Paterson says he doesn't know yet whether residential rates will be affected. He expects to finally be able to bring forward a draft budget sometime in May. While the Town clearly wants to keep tax- es "as low as possible", he says, councillors have not provided him with any specific direction regarding what level of change, ,if any, they're willing to see in the tax rate. All Whitby, Oshawa and Clarington daily GO train riders will now have two fewer rush- hour trains each day to take them to points west along the line. There will, however, be one more westbound train (express to Union Station at that) leaving Pickering each morning, starting in June when the changes take place. The catch is that there will be more 'seats' from Pickering in to Toronto, but that measure leaves those needing train service from Ajax, Whitby and Oshawa, high and dry. As GO Chairman Eldred King pointed out at a Durham regional council meeting last week, GO Transit will become a Greater Toronto Services Board responsibility in the near future and the input of regional councillors and GTSB reps will be paramount at that time. Sitting on an office chair beside the players' bench, arms crossed, calm, cool and collected, surveying the action and barking out one -word instructions to his players on the floor in the regional senior boys' basket- ball championship game last month. Such is the world of Ron Parfitt, who's been a fixture on the bench of Pickering High School boys' basketball teams for the past 23 years. And just as he's done so many times before, Mr. Parfitt and his crew just keep on chalking up titles. Arguably the most successful coach in high school hoops in the region, Mr. Parfitt is reluctant to take any credit for the success of the basketball programme at Pickering High. As basketball is a team sport, he's convinced that it's been a team effort at the school that's kept Pickering at the top of boys' hoops. "We have good coaching throughout the school. All the coaches here have the same- philosophy amephilosophy — the kids have to. work hard and if you won't practise then we don't want you. For me, the kids have to play well. !f they play well and we don't win, that's OK:' says Mr. Parfitt. Three Trojans' seniors —Anthony Smith, Nkcni Adams and Kevin Browne — who've helped Pickering High win four consecutile Lake Ontario Secondary School Athletics crowns and a Durham -York Secondary School Athletic Association title in the past four years, all attribute the team's success to Mr. Parfitt. He's not only been a prime moti- vator on the court, but has had a profound ef- fect on their lives outside the school gym. "I used to get into a lot of trouble at school;' recalls Anthony Smith, an otT- guard/forward with the Trojans. "They wouldn't send me to the office, they would send me to Mr. Parfitt. He understands me" Mr. Parfitt is justifiably proud of the ac- complishments of his current senior team which, through hard work, dedication and talent, won another LOSSA title this year. The Trojans made it to the Ontario Federa- tion of School Athletic Associations 'AAA' championship where they had the misfortune of playing the first -ranked tears and the third - seeded squad. '"Riese players have worked hard. Each one of them accepted their role with the team. They did what they had to to make the team win. I'm really glad that they got what they wanted. They wanted to get to OFSAA and do well. We had one poor game at OFSAA, but otherwise we played very well." Elementary school students know Pickering wins, so they want to go there. When you have a coach like we have, it feels like we have a secret weapon. Other coaches can't compare to Parfitt. According to the National institute for Automotive Service Excellence (ASE), more than 65 percent of customers who take their vehicles to a repair shop for service are women. and some estimate that number at closer to 80 percent. Periodic service is essential, especially at seasonal changes, but it need not get nerve-wracking. Especially one who will pay close attention to one of the e` iuiw overlooked operations: the cooling system. In the cooling system, liquid coolant is circulated by the water pump through rubber hoses that carry excess engine heat to the radiator. The heat then is removed by outside air flowing through the radiator. The engine's thermostat controls the temperature and amount of coolant entering the radiator. Just as the human heart pumps blood throughout the body, the water pump is the heart of the cooling system. The pump is turned by a serpentine belt riding on a pulley attached to other engine accessories. So, what might your technician recommend? ' CHANGE YOUR BELTS, MA'AM"' Engine belts arc made of elastic rubber compounds and while they are extremely sturdy, even the best belts last an average of only four years. If a belt breaks, the best scenario is that the fan will quit spinning and the coolant will not cool down as efficxntly. At worst, the water pump will stop, the coolant will not circulate and. eventually, the engine will overheat. When your service technician recommends belt replacement. he or she will have checked for het wear, cracks or other signs of failure - and you can examine the belts yourself for these signs. Do keep in mind that many belts can look new on the outside, yet be close to failure on the inside due to weakened or separated reinforcement cords. If your belts have five years or 50.000 miles of service, they're due for replacement. "REPLACE YOUR HOSES, MA'AM? Hose failure can leave you stranded. Like your belts, the rubber in your vehicle's hoses weakens as it ages. Hoses tend to become softer with the passage of time and begin to change shape and crack. Hoses that look and feel good on the outside may be deteriorating inside, so it's important to have them checked by a professional service technician. The technician also will check connections, which are the metal clamps at the ends of the hoses. Hoses and clamps are essential to the leak -proof transfer of coolant through different parts of the engine. The connections must be secure. If there's a leak, small drops of fluid on the metal parts near the hose or a whitish crust buildup will be visible. Your technician needs either to tighten the clamps or replace them if necessary. The service tech also will examine the hoses at this time to make sure that the rubber is firm and without bulges. If it feels mushy or appears distorted. he or she will recommend immediate replacement. If 36,000 miles or three or four years have passed since the last time the coolant hoses were changed, they should be replaced, as the incidence of hose failure rises sharply after the fourth year. "At home, principals spend most of their time teaching" because administra- tive duties and issues dealing with cur- riculum are carried out by officials like those at our Ministry of Education and Training, noted Stephan Gerhard Huber. "Principals there have less opportuni- ty to make decisions at the school level;' added Durham District School Board staff development officer Norm Green. .Teachers arrive on (German princi- pals') doorsteps. They don't have any say in hiring them like they do here. It's more of a top-down approach;' Mr. Green noted. "But there's a growing awareness in Germany that changes need to be made." Indeed, that's one of the main reasons for the visit to Durham's public school board, which has attracted numerous vis- itors since winning the Bertelsmann Award last year for being judged the best school board in the world. That was quite a coup for a board that was deemed the worst school district for its size in Ontario in 1982, boasted Mr. Green. "People are interested in how we turned things around" Staff development is key to the board's turnaround, reported Mr. Green. who described his job in hosting visitors as "unravelling our board like an onion so you see the inside layers". The board's most recent visitors, from Bamburg, were also impressed by the level of technology in the schools they visited and the integration of stu- dents with special needs, who are still segregated at many German schools — though policies vary from one state to another. And while schools are often compared with one another here, "in Germany, we are much more concerned about comparing teacher with one an- other;' Mr. Huber noted. Meanwhile. some of the visitors joked about the difference in how teach- ers are paid. In Germany, a teacher's salary increases when they're married and with the birth of each child. During their one-week visit, the stu- dent teachers visited Bayview Heights Public School in Pickering, Glen Dhu and C.E. Broughton public schools and Sinclair Secondary School in Whitby, and Eastdale Collegiate and Vocational Institute and Dr. FJ. Donevan Collegiate Institute in Oshawa. While the visitors were impressed by the projects students were working on, some believed pupils in Germany are prouder of their schools because they se- lect which one they will attend — unlike most students here, who attend the school closest to their home. Group members arrived in Durham after visiting schools in the Netherlands. Some were travelling on to Chicago, while a few hope to return to Durham next fall to spend throe weeks here to learn in more detail how schools operate. Many of the agencies operating these shelters are finding it financial- ly difficult to meet demands. The Oshawa YWCA is currently fighting to change the funding stricture to keep its women's hostel open. Those who provide street -level programmes for the destitute carne out in force to share their views with the provincial homelessness task force this past Tuesday. The event was aptly held at 454 Bloor St. E., a 28 -unit Cornerstone housing complex which provides supportive housing to men and women who have been homeless and to people who have a mental ill- ness. The task force is headed by Jack Carroll, parliamentary assistant to social services minister Janet Ecker and MPP for Chatham -Kent who is assisted by Dan Newman, MPP for Scarborough Centre and Steve Gilchrist, MPP for Scarborough West. They are visiting eight com- munities in Ontario and will be con- ducting a separate report for Toron- to. Their findings will be given to Minister Ecker in May. Social agencies delivered a com- mon theme to the task force — lack of funding, political red tape, a lack of commitment by all leveels of gov- ernment and a lack of affordable housing. 'No effort has been made to in- crease the private rental stock:' said Ed Goerz, executive director for Cornerstone. Builders do not get enough on their investment by build- ing affordable housing, he added. The stereotype of the homeless is not reality. As one tenant of 454 BlOor St. E. noted, "It can happen to anyone. A lot of people think home- lessness is a mental health issue—that's not the case" On a social assistance total of $520 per month finding accommo- dation in Durham is not an easy task '.. for those who need it. The YWCA operates the only hostel for women and women with children in Durham. Last year, the YWCA housed 977 people in the hostel — 458 single women, 177 mothers and their 342 children. Pickering atom selects 0 W111 tourney gold PICKERING — The Pick- ering Panthers Coffee Time atom select hockey team de- feated the host Markham Wax- ers 3-0 last Sunday to win the championship at the 1998 Markham Invitational Select Tournament April 3 to 5. Bobby Clark opened the scoring with less than a minute to go in the first period. Mid- way through the second frame, Chris Butler added to the lead, then Brendan Badcock round- ed out the scoring a minute later. Assisting were Jason Porter, Kevin Cryan, Clark, Sean Quinlan and Jason Collins. Goalie Michael Olsen earned the shutout. All 17 play- ers on the team played what was probably their best hockey of the season in the final. In round-robin play, Picker- ing defeated the Stouffville Clippers 3-2 in the first game. Cryan scored two goals, assist- ed by Collins, Quinlan and Ryan Lindsay. Porter notched the eventual game winner, unassisted. In game two, the Pickering selects suffered their only de- feat of the tourney, losing 6-1 to the Markham Waxers. Porter got the lone Panthers' goal, as - listed by Michael Horobin and Clark. The Panthers won a tight one in the third game, 3-2 over the Unionville Jets. Butler, Quinlan and Cryan, with the winner, scored for Pickering. Badcock and Chris Kennedy drew assists.
