"It's the only option we have left," says Mr. Martin. 'Ibey're leaving us very little choice.- The hoice"The assessment was requested by Pickering Council, DNA (a local citi- zens' group on nuclear issues), other municipal councils in Durham, as wen as by individual citizens. It was also supported by 87 per cent of voters in a refamidum held during the November municipal election. Mr. Martin maintains the Province is now forcing a polarization of the debate on the environmental safety of the sta- tion, while the assessment would have been a "compromise solution" which had strong political and public support and would have satisfied a broad range of concern. "It's clear they don't really care about public opinion on this matter," says Mr. Martin. The news of Mr. Sterling's decision came in a March 12 letter to DNA which the organization received by fax late last Friday. "Given the extensive work the min- iStly is conducting to address environ- mental issues at the Pickering stations, and that the federal AECB (Atomic En- ergy Control Board) has direct jurisdic- tion over this issue," wrote Mr. Sterling, "I have decided against initiating a full public review of the facility under1 the provincial Environmental Assessment Act." By Mwaf m Tafrm Staff reporter PICKERING — A Pickering man facing charges under the Police Services Act after running for election to Town Council is pleased to see the legislation being changed to make it easier for po- lice officers to seek political office. "It's something we were working to- wards and expecting to have happen;' says Metro police sergeant Bill McLean, who was a candidate last fall for the Ward 2 local seat on Pickerine Council. "It's unfortunate that it didn't happen before the election" The act currently requires a police officer to ask his or her police services board for per- mission to run for office; take an unpaid leave of absence until the election is over; and resign if he or she wins. The rules apply to all officers of municipal police forces (no( Ontario Provincial Police offi- cers), even if they're not seek- ing elec.-tion in the municipali- ty where they work. Under the new regulations announced by Solicitor General and Minister of Cor- rectional Services Robert Runciman last week, police forces will be required to grant unpaid leave to officers seeking election, and officers seeking election in a community other than the one in which they're employed won't need to take a leave of absence. Officers elected to a federal or provin- SALE coal seat or a council seat in the municipality where they work will have to resign from their police force. However, 11 officers who win a council --' seat in a municipality other than the one where they work won't have to resign. Mr. McLean and three other Metro Toronto officers who ran for municipal positions outside Toronto in November were charged under the Police Services Act for failing to go through the required process for seeking election. However, the officers' actions were backed by the Metro Police Association, which maintained the regu- lations were unconstitutional and unfair- ly restricted their right to run for political office in their communities. The case against three of them, in- cluding Mr. McLean, was put over for two weeks March 13 to be re- viewed. He hopes the matter will be dropped in light of the recent change in the regula- tions announced by the Province. Mr. McLean has been facing charges of discreditable con- duct and disobeying an order. He maintains it's absurd to suggest running for office in your town is a discreditable act. "And here's me with over 28 years of service and 59 letters of commendation in my file and no other breaches in my career." Not only were the old rules unfair to police officers, says Mr. McLean, but the situation caused consid- erable confusion for voters. "Here I am supposed to be upholding the law and in some people's mirxis I was breaking it," he notes. His partner in crime, Roshan Noro uzah. vowed to meet the same fate, rather than be deported to his homeland, Iran, where he was branded a military deserter and faced the likelihood of being shot. Six months earlier, on Sept. 14, 1994, the pair launched their vio- lent crime spree with the execution - style murder of Pickering resident Ken Thomas and the robbery mur- der of Oshawa storeowner Roger Pardy during a bloody weapons raid at Gagnon Sports. Using the stolen semi-automat- ic handguns, the pair went on to stage a string of terrifying heists at 10 wholesale food outlets and banks in London and Toronto dur- ing which shots were fired but, per- haps miraculously, no other lives were lost. In March of 1995, however, the death toll was about to go up. The emotionally and physically abused common-law wife of Mr. Woodcock, and mother of two of his children, secretly tipped London police off to the identity of the Balaclava Bandits and their imminent plans. "Isley were going too far and it wasn't right that innocent people were going to be killed;" Ms. Chad - wick's reasoning went. Mr. Woodcock was at the lx)int t% career criminal, xonala wootycocK, saw his robbery spree come to an end in London, Ontario when a team of police officers nabbed Woodcock, Norouzali and Deryck Thompson after a robbery very similar to the Gagnon robbery in which he shot a customer in the legs. Inset, Woodcock's arrest photo from March 1995. where he had "nothing to lose;' she told police, and believing himself to be invincible he would continue robbing until stopped by police. Aware of ongoing police surveil- lance and telephone wire -taps, he was playing a dangerous game of "cat -and mouse" and vowed he would shoot any police officers or innocent victims who dared to get in his way. "He would save the last bullet and would shoot himself;" investi- gators were warned in preparation for the take-down. But when the moment arrived, neither Mr. Woodcock nor Mr. Norouzali could muster the courage to pull the trigger as they did so mercilessly six months earlier. "I was really surprised W how fast he shot without even thinking of the consequences... He shot coldly." Shooting victim Wesley Glaspell Just five days before the coward- ly killings of Mr. Pardy and Mr. Thomas, Mr. Woodcock was re- leased from Millbrook jail having served a four-month sentence for trying to run down Ms. Chadwick with his car. Five days after the brutal slay- ings, the city of London came under siege by hoodlums dubbed by po- lice as the Balaclava Bandits, rob- bers as ruthless as they were facc- less in their trademark disguises. Jurors in the six-week murder trial which wrapped up Friday in a Whitby court were told of four of the heists which followed the Gagnon Sports murders. In fact. Mr. Norouzali and Mr. Woodcock were eventually charged with more than 100 crimes in connection with 10 holdups from Sept. 19, 1994 to March 10, 1995. In the midst of the crime spree the London police force launched Project Zorro, which began linking the robberies by their similarities. They included the height of the rob- bers, their violent "takeover -style" method, the masks worn and reck- less use of guns and .45 calibre am- munition. At the same time police in Lon- don were looking for the Balaclava Bandits, police in Durham were hunting for two killers. Unknown at the time was that they were one and the same. On Dec. 28, 1994, London's robbery squad got its fust break in the case when Mr. Woodcock was arrested in possession of a stolen car and ammunition (he had been banned for life two years earlier from possessing firearms and ammo). Investigation revealed the six live rounds of .45 calibre bullets was similar to ammunition left be- hind at a supermarket robbery a week earlier attributed to the ban- dits. Mr. Woodcock got 'bail; within weeks police set up a wire tap on his phone. Ms. Chadwick revealed to police her husband and Mr. Norouzali were the gun -toting robbers, told of their plans to hold up a Brink's truck and tipped them off to their next heist. On March 10, with 40 undercov- er officers from three police forces and an RCMP aircraft watching them, Mr. Norouzali, Mr. Wood- cock and Mr. Woodcock's lifelong pal, Deryck Thompson, burst into a National Grocers in St. Thomas, just outside London and robbed the store at gunpoint. During the heist Mr. Woodcock shot a customer through both legs for no reason and Mr. Norouzali held the barrel of his gun to a clerk's head. Moments after the holdup, the trio's fleeing van was violently forged to a stop and the Balaclava Bandits put down their pistols and surrendered staring down the scopes of machine guns. Mr. Norouzali and Mr. Thomp- son were found in possession of two .45 calibre semi-automatic handguns stolen during the Oshawa robbery six months earlier and used in some of the later London heists. "(He) was as cold and brutal as any human being can get:" Shooting victim David Spicer Immediately after the arrest a team of Durham Regional Police detectives was sent to London to begin investigating the trio's possi- ble links to the Pardy and Thomas murders. Police obtained a warrant to re- trieve ham blood and saliva samples from all three men and DNA tests matched blood left at the crime scenes to Mr. Norouzali. On Oct. 16, 1995, following seven months of intense investiga- tion by a team of Durham detec- dws, led by Shane Wasmund and Neil Bradley, Mr. Woodcock and Mr. Norouzali were charged with the Gagnon Sports murders. Ms. Chadwick told police the spree started after Mr. Woodcock took her car and "went out of town" -with Mr. Norouzali following his release from jail Sept. 9, 1994. The date was pinpointed to Sept. 14, 1994, the day of the murders, through records supporting her Ken Thomas (left) and Roger Pardy were gunned down by 'cold, brutal killers' who have now been sentenced to life in prison for their murders. claim to have visited convicted cop - killer Clinton Suzak at the Elgin - Middlesex Detention Centre that day. When Mr. Woodcock returned from the "trip" he told Ms. Chad- wick he and Mr. Norouzali picked up some hash and buried it in a field. when she later told him to sell the drugs to put food on the table, he confided it wasn't hash he had returned with. Ms. Chadwick confirmed sever- al of the robberies and told police Mr. Thompson was not involved in any of the holdups save for the last one. However, she said he likely had foreknowledge about all of the robberies since he and Mr. Wood- cock were so close. Having testified at a preliminary hearing last summer, while under the witness protection programme, Ms. Chadwick's evidence was never called at the jury trial and in- stead the Crown relied on a case built on circumstantial evidence against Mr. Woodcock. The reason for this strategic overhaul was the sudden surfacing of a diary, Ms. Chadwick's, con- taining a supposed alibi for Mr. Woodcock on the day of the mur- ders. It indicated Mr. Woodcock was home, 250 kilometres away from Durham, to greet their children after school that day and spent the evening at their London residence. In the wake of the trial, This Week has been told, the Crown's office and police plan to investigate the diary, which will be sent to forensic and handwriting expects for analysis. Ms. Chadwick remains in hid- ing, living under a new identity. At one point he lived a short dis- tance from the remote shoreline lo- cation, known only to avid anglers such as himself, where Mr. Thomas was killed with four bullets to the head. Pickering major novices ousted in second round PICKERING — The Pickering Panthers Wayne Gretzky Studio 99 major novice 'AA' rep hockey team had a rollercoaster ride through the playoffs. The Panthers defeated Whitby in the first round before being knocked out in the second round by the mighty Clarington Toros. Against the Toros, the Panthers were buried by a blitzkrieg of rubber as Pick- ering goalie Jamie Molony faced 89 shots in three con- tests, all defeats. Clarington registered victories of 24, 8-0 and 4- L Daniel Silva and Damien Pavlidis scored the Pan- thers' goals. Chad Gaudet, Kyle Speers and Mark Gert- sakis registered assists. The Panthers tamed the Whitby Wildcats in the opening round, sweeping the cats three games straight in the best -of -five affair.
