• Opinions are like noses or, if you
prefer, bellybuttons: Everybody has

And, when we opened the doo
• inviting our readers to send in a sam-
ple column for our new weekly Opin-
ion Shapers feature, it seemed like
almost everybody, and we do mean
• everybody, submitted an entry.
• After going through more than
submissions for Opinion Shapers, w
ended up picking a lucky 13 reader
to write four columns apiece at three -
+month intervals to fill that prized
jtpace.
It was very difficult to make the
'facts needed to get down to 13 writ-
%ers.
Many of the submissions were ex-
cellent, a lot were very good, some
were OK; very few were poor.
All provided some insight into the
r writer and a window on our reader-
ship.
All of you who took the time to
write and rewrite your pieces, who
decided you wanted to put your name
and face to a dozen precious inches
40 which will be read by thousands of
e people every three months, those of
s you who laid it on the line. thanks.
It's not easy.
The best columns showed some
elements of grace and style which
are not easily defined in a few words.
They stayed on topic, usually re-
vealed something about the writer
and held the readers' attention from
first word to last. The writers who
were best able to blend that oh -so -
elusive combination of style and sub-
stance made the grade.
In order of when their columns
will appear in our pages this coming
year, our 1998 Opinion Shapers are:
Donald Young. 48, of Ajax, a busi-
ness consultant with an interest in so-
cial justice; Gloria Papastavros, 41,
of Pickering who is a visual artist;
Mike Archer, 51, of Pickering who is
a systems analyst; and Judith Goulin,

February will see the following
four columnists make an appearance:
Gillian Victor, 32, a legal assistant
who lives in Ajax; Anne Polonen, 37,
of Pickering, who is a homemaker;
John Haste, 50, an Ajax resident who
works as a communications man4g-

Opinion Shapers will produce their
first columns of 1998: Firefighter

Leslie Gossen. 44, of Ajax, who is a
store manager and homemaker: Mar-
garet Gerroir, 32. of Pickering: Brian
Quinn, 63, a retired Ajax resident;
and Ruth Hendricks, 43, of Picker-
ing, who says she's an insurance bro-
ker by day.
We could say we weren't sur-
prised to receive such a large re-
sponse to our invitation, but that
would be dishonest. That was more
than anybody in the editorial depart-
ment expected. And to be sure, we're
delighted and honoured we have such
a passionate, involved readership.
We're the lucky ones and we want
that to continue. To all those who
didn't make the cut, our advice is
simple: keep on writing and sharpen
up your column ideas for next year
when we'll pick a new team of 13
Opinion Shapers.

suggests what the Province is doing
is acceptable as long as Pickering
gets some of the transition funding.
Ward I local Councillor Dave

to Queen's Park was not going to be
enough to persuade the provincial

dumping social services costs on a
regressive tax base such as the prop-
erty tax.

According to the mayor. that is
one of the strategies being consid-

mayors and chairmen.
"Accepting the current arrange-
ment is not an option:' he noted.
Overall, the Province is picking
up up $2.5 billion in education costs
across Ontario, while passing on $3
billion in costs to municipalities.
Queen's Park is also setting aside
about $570 million to help munici-
palities overburdened by the cost

HOUSING/From pogo 1
in 108 neighbourhoods. And, the need for more
social housing here is proven by the fact there
are more than 3,600 people on various waiting
lists for low-cost shelter in Durham.
But, the Region can do little to help those on
e the waiting list until all three stages of social
housing kick in. The Province transfers funding
responsibilities on Jan. 1; is to reform social
. housing programmes by the mid to late 1998;
and will gradually transfer administration to mu-
nicipalities by 2000.
So, as a recent Durham staff report notes, be-
tween Jan. I's downloading of funding and the
2000 devolution of administration, "'lite Region
will pay a share of the provincial administrative
costs, without any apparent administrative con-
trol.
`The most significant
issue regarding the current
a: model of devolution of so-
cial housing is the potential
lack of accountability to the
regional taxpayers"
However, Region politi-
cians want what they call
"say for pay": if Durham
has to pick up the tab, it
ROGER wants a role in setting the
ANDERSON rules and how programmes
Much work arc to be administered.
Mrs. McCord expects
must be done there won't be any notice-
able changes to social hous-
ing policy and administration once the Region
takes over responsibility for it. She expects in the
first year Durham will simply want to "look at
the costs. They probably won't build any units
during the first year"
Region Chairman Roger Anderson, mean-

'"the provincial role in the reformed social

advisory council noted in a report. "lite major

"By the end of '98, the reforms will take

that are ready, (the Province) will look to de-

The Durham Region Housing Authority man-
ages almost 1,300 units for the Ontario Housing
Corporation, which is being dissolved and its
units will eventually be run by the Region.
Mrs. McCord is also a member of the Social
Housing Advisory Committee of Durham, an ad
hot: group made up of representatives from the
different social housing sectors.
In the past when social housing was built, "a
group came together, incorporated and applied
for funding. It was a lengthy process, with a
needs analysis on who you were targetting"
Mrs. McCord says.
It took about 18 months between the time a
group was established until construction scatted,
she notes.
"Tire Region will have to decide how to man-
age. It will be a fairly difficult decision for the
Region to decide how to manage. We are the old-
est social housing provider in Durham Region
and the largest. We also have the oldest build-
ings"
The state of those buildings is a concern to
Mr. Anderson.
"rho problem is we don't know the status and
the condition of each home. Until we get the sta-
tus, we don't know if the numbers are accurate:'
he says.
It's -a very. very real possibility" the Region
will have to spend money to fix those buildings.

in 108 neighbourhoods. And, the need for more
social housing here is proven by the fact there
are more than 3,600 people on various waiting
lists for low-cost shelter in Durham.
But, the Region can do little to help those on
e the waiting list until all three stages of social
housing kick in. The Province transfers funding
responsibilities on Jan. 1; is to reform social
. housing programmes by the mid to late 1998;
and will gradually transfer administration to mu-

So, as a recent Durham staff report notes, be-

2000 devolution of administration, "'lite Region
will pay a share of the provincial administrative
costs, without any apparent administrative con-

Daniel Burton, right, celebrated Chri%tmas with his family in Pickering
this year with a clean bill of health. The local boy fought a courageous
battle with leukemia amidst a frantic search for a suitable bone marrow
donor. A marrow match was found, but Daniel and his family still trav-
elled a long way on the road to recovery. Daniel is pictured here with his
sister. Nissa, and father Dave, who now spends much of his free time as
a member of the advisory committee for the Unrelated Bone Marrow
Donor Registry in Canada.

donor. A marrow match was found, but Daniel and his family still trav-

'It was an excellent exam-

and executing in all three zones. All
six of our defencemen did an out-
standing job of containing them on
the rush and getting the puck out of
our zone. Part of our game plan was
to eliminate odd -man situations and
we didn't give up one. That shows
our forwards played very well defen-

Fanthm'"Scrunch Crunch', tie Buzzards on weekend
BY AL RIVEIT
SPORTS REPORTER
PICKERING — The holiday sea -

The Panthers crunched the

The win and tie against teams

here the Panthers have struggled for

The Syracuse contest, says
McGillis, was one of the team's best
efforts of the season, especially
the team's overall defensive
play which shutdown a
Crunch offensive attack that
is one of the best in the
league.
'It was an excellent exam-
ple of us sticking to the game plan
and executing in all three zones. All
six of our defencemen did an out-
standing job of containing them on
the rush and getting the puck out of
our zone. Part of our game plan was
to eliminate odd -man situations and
we didn't give up one. That shows
our forwards played very well defen-
sively."
In the Syracuse game, the Panthers
led 2-0 after the first period on goals
by team captain Chris Hunter and
George Trifon. Panthers'right winger
