The Health Services Restructuring
Commission has been blasted for
giving Durham Council's
health and services commit-
tee only 30 days to respond
to recommendations that in-
clude closure of Whitby
General Hospital.
Committee members

PICKERING — Fed up with hav-
ing the end of your driveway blocked
by snow from Town plows during the
winter after you've shovelled it clear?
Relief may be at hand.
Ward 2 Regional Councillor Doug
Dickerson has asked Town staff to re-
port on the feasibility of purchasing
`end gates' for municipal plows that
would prevent them from pushing fur-
rows of snow in front of ' driveways.
The gates fit on to the side of a plow
and can be raised up and down. They
stay up for normal snow clearing and
are lowered for passing driveways or
anything else that shouldn't be
blocked, so they push the furrow of
snow being plowed forward until the
gate is raised again.
"I'm looking at them for this year,"
says Coun. Dickerson. "If they were in
stock they could - probably be here
within a given week."
He has inquired about prices for the
end gates and told councillors when he
made the request for the report last
week that they can be purchased for
about $2,000 to $3,700 each, so the
five Pickering would probably need for
its plows would likely cost up to
$20,000.
"A small price it seems to me to
deal with an ongoing problem;' noted
the councillor at the time. He also
pointed out the new equipment would
help keep intersections clear.
One important question, says the
councillor, is how much longer it
would take to clear snow off Town
streets using the end gates.
"I do recognize that it probably
means moving slower," he admits, and
that could necessitate putting an extra
truck and driver on the roads to get the
work finished.
Coun. Dickerson notes the recent
news about provincial downloading
costs may make it difficult • for the
Town to take on even a small new ex-
pense, but says the gates are still worth
considering.

with a response to the commis-
sion's recommendations.
Ms. Tremblay told the com-
mittee it should send a letter by
today asking for a meeting with
the commission, noting its deci-
sions are "legally binding on
hospitals and no court chal-
lenges are allowed".
Coun. Perkins took exception
to the fact Whitby residents are
being asked to travel a greater
distance to get to a hospital.
"The transit integration we
have in Durham isn't that great"

drive would have a hard time
getting to Oshawa or Ajax -Pick-
ering hospital.
Ms. Tremblay responded. "I

Durham welfare caseload drops

years, but social assistance
rolls in Durham Region are

back to the caseload of 1991;'

that, in November, just over
$4 million was paid out to so-
cial assistance recipients,
down from the "$7 million a
month at its peak"
Last month, 27,939 people
collected social assistance,
dawn from the October total
people receiving help.
Mr. Cloutier told the com-
mittee the introduction last
year of workfare "is the
biggest change we've under-
gone in the past number of
years" Single, employable
and childless social assistance
recipients must participate in
one of the three components
of workfare — some getting
job training, others volunteer-
ing for non-profit agencies
and still others looking for or
working in full-time jobs.

'Federal budget surplus use debated i

As the federal government
debates what it will do with an
anticipated budget surplus,
one area MP is reluctant to
pass on savings to fund health
care in Ontario, while another
would like to onset the na-
tional debt.
-Health care is a top prior-
ity of mine, but (Premier
Mike) Harris sees things a lit-
tle differently," says Whitby -
Ajax Riding MP Judi Long-
field, pointing to the recent
announcement of closures of
hospitals in Whitby and
throughout the province.
Ms. Longfield believes Mr.
Hares has been more con-
cemed with fulfilling a cam-
paign promise to cut income
tax "at the expense
of health care in his
province".
She fears any
money passed on to
the Province to
boost health care
could be "funnelled
down" to benefit
"upper-income peo-
ple. 1 don't think the
average person on
the street is benefit-
ting from his tax
cut.
Still. Premier
Harris reportedly
agreed with most premiers at-
tending a first ministers' con-
ference last Friday that in-
creased health care spending
should come before
Ottawa offers Cana-
dians tax cuts with
its anticipated bud-
get surplus. The
provincial govern-
ment estimates Ot-
tawa has cut about
$2 billion in transfer
payments to On-
t.u-io.

Helping needy
the nite Way
Imagine you had $1 million to give away.
There is only one condition before you start
doling it out: It must be for the betterment of your
community in Ajax and Pickering.
Sound like something you would be interested
in? Here's your chance.
The United Way of Ajax -Pickering, nearing the
end of its 1997 campaign to raise $1.03 million
for community agencies, projects and initiatives,
is looking for people just like you to help spend
that money wisely.
If you volunteer for the Citizen Review Process
panel, here's where you might be able to help
spend that money:
It could go to help a fatherless boy or to assist
a family without the means to make ends meet.
It might be spent on helping people with dis-
abilities become more self-sufficient, or aid a
shut-in senior.
Some money can help fund the efforts of the
people who run emergency shelters in Durham
Region, while another portion can provide social
and educational opportunities for youth.
The United Way counts on people like you to
help meet its annual fund-raising target. It makes
sense that United Way officials would also count
on your generosity and commitment to improving
the lot of others when it determines which com-
munity agencies will receive needed funding so
programmes and projects can be maintained or
improved in 1998.
It doesn't require a time-consuming or long-
term commitment; the process involves about two
months of research, review and on-site visits to
the agencies which ask for help each year.
You may have already given some money. Now
you can give some time to see that those hard-
earned dollars are spent appropriately with a view
to a better Ajax, a better Pickering.
The United Way does much good in the com-
munity through its connection with people just
like you. Make that connection stronger by help-
ing guide the funding.
It requires approximately seven days of volun-
teering over a two-month period.
But the effects of the time you give are felt by
many others in Ajax and Pickering for an entire
year.

think on their own
To the editor:
As a 15 -year-old student, I read
the patronizing Oct. 28 letter to the
editor by Henning Raven with great
disgust. I wonder how many stu-
dents the writer knows? I know quite
a few, and many of them are intelli-
gent and capable of forming their
own opinion, shocking as this may
seem.
As a matter of fact, I do support
the teachers, but they did not "put
me up to it", as the letter suggests.
Actually, teachers were instructed
not to discuss the strike with their
students.
The letter states that students
should be taught how to think.
To suggest that the opinion of the
writer is the only correct one, and
that the students who disagree with
it do not know how to think is nar-
row-minded, and reflects more upon
the writer's ignorance than the stu-
dents.
The writer also claims that teach-
ers modelled illegal behavior for
their students.
I would say that they have shown
me when to stand against a govern-
ment that, in my view, values money
over its students.
The ideas and opinions expressed
in this letter are my own, and were
not spoon-fed to me by my teachers.

Region chairman
should be elected
Should Roger Anderson, or anyone
else for that matter, have been appointed to
the top job of Durham Region'? Or, should
the voters of Durham get to vote directfv
for the chairman? Judging by some letters
to the editor, the appointment process
leaves many people wanting. Some writ-
ers wonder why Mr. Anderson should get
the job when he couldn't win the Ajax
mayor's race. There's some truth in that.
One suspects that if Pickering Mawr
Wayne Arthurs had won the chairman's
lob, letter writers would criticize him for
deceiving voters — by not announcing he
would seek the chairmanship during the
municipal election campaign — and fur
wasting taxpayers' money on a byelection
so soon after the election. A fair amount of
the criticism of Mr. Anderson has been
quite pointed: As one writer put it, why did
the chairman's job go to the lost:r in the
mayoralty race, "a candidate who was re-
jected by the majority of Ajax voters".'
Politicians and their families may not
like it. but those kinds of attacks are pan of
the game. Politically speaking, Mr. Ander-
son's been around the block a few times.
so the attacks against him are probahl%
like water on a duck's back.
Voters, though, should get a direct s:tv
in picking a chairman. But, it would open
the door to other criticisms — criticisms
about a candidate for chairman accepting
donations from developers, complaints
about opening municipal politics to pan}
politics, beefs about putting tae much
power in one person's harms.
Accepting developer donations, while
odious to some, is legal. Besides, no one is
going to spend $100,000 or more to run
for a job that pays $75,000 a year.
Who cares if a Liberal or a Conserva-
tive or a New Democrat is the chairman'.'
At least we'd know the candidate's partN
affiliation during the election campaign.
The chairman already has a lot of
power. Regional councillors can keep the
chairman in check, ensuring he or she
doesn't got too big for their britches.
The way I see it, there's no valid argu-
ment against electing the Regional chair-
man. End of story.

Durham College to
canvass students over
proposed tuition hike

Durham College students will get to
put in their two cents when it comes to
tuition increases for the 1998-1999
school year.
While Finance Minister Ernie Eves
announced Monday colleges and uni-
versities will be able to raise tuition as
much as 20 per cent over two years,
Mary Lynn West-Moynes, executive
director of communications and devel-
opment for Durham College says staff
will consult students for their opinions
before deciding on fees.
She says, college staff, who arc cur-
rently in the middle of budget prepara-
tions, will meet with representatives
from the student councils of Durham
College and the Durham College Uni-

"There are a couple of things we'll
be looking at. One is, will this be a
hardship for our students ... and the sec-
ond is will it impede us from providing
quality education:' says Ms. West-
Moynes.
"We'll have a discussion and listen
to what they have to say and come to a
consensus on where we're going to go
with this:"
Since 1994 tuition at Durham Col-
lege has increased by close to 50 per
cent. For the 1994-95 school year tu-
ition increased by 10 percent, in 1995-
1996 it increased by 15 per cent, in
1996-1997 it increased by 10 per cent
and for 1997-1998 it also increased 10
per cent. Currently the average tuition
at the college is $1,403.
"Up until last year, 1996-97, the
government basically told all colleges
and universities what the increase
would be. Generally speaking what
happened in the college system ... just
about all colleges raised tuition by 10
per cent last year:'says Ms. West-
Moynes.
With increasing tuitions, she says
the college is becoming more con-
cerned with making post -secondary
education available for all students, no
matter what their financial positions.
For this reason the college has set aside
$1 million for students in need.
"We take a lot of pride in making
sure students have good access to qual-
ity and relevant programs;' she says.
In addition to the money designated
by Durham College, Mr. Eves in his
announcement also stated 30 per cent
of the money collected from a tuition
increase should be designated for stu-
dent aid, such as bursaries, explains
Ms. West-Moynes.

The Ministry of Transportation (MTD; has completed a study
which recommends the construction of the transition section
of Highway 401 from Stock Road to Harwood Avenue in the
Towns of Ptckenng and Ajax. The widening will provide a
transition from the new Core'Dlstrittutor system. All widen -
:ng will be camaint d within the existing highway right-of-
way. The highway will be widened to 10 larks between Brock
Road and Westney Road. and 8 lanes between Wesmey Road
and Harwood Avenue including widening of the Highway 401
Church Street Bridge. The project will also laude geometric
mprovements to the exlstmg ramps, roadside safety
upgrades, drainage mnprovennems and minor efectncal

the opportunity for pubic Pout throughout (Group 8 as out-
lined in the Provincial Highways Class Environmental

groups in Durham Region
Groups eligible for
$1,000 each to further
community relations
OSHAWA -- The Multi -Cultural Coun-
cil of Oshawa -Durham (MOOD) has fund-
ing available for projects which foster
inter -group relations.
The group will fund eight initiatives --
$1,000 each -- for projects which encour-
age inter -group relations, the de-escala-
tion of tension in the community and pro-
mote an appreciation of the many different
heritages that form the Canadian cultural
mosaic.
The project, called 'Linking Durham
'98', is a continuation of the successful
`Linking Durham .'97', says Dave Patter-
son, MCOD president.
The project is open to MCOD member
organizations and Durham Region high
schools only.
Applications must be submitted by Jan.
31, 1998. A selection committee will
award the funds by late February, 1998.

In the final, Pickering
met a tough Chatham
squad and managed to
dominate most of the game
en route to a 6-4 victory.
The Pickering juniors
advanced to the champi-
onship contest by defeating
Mississauga 7-2 in the
semi-final tilt.
Pickering opened the
event by posting an easy 8-
0 shutout over the host
Scarborough squad. In the
second game, the M & M
Meats juniors doubled the
score on Chatham 6-3, then
finished off the round-
robin portion of the tourney
with a 5-2 victory over
Mississauga in a physical
contest.
The Pickering juniors
will play in the Markham
tournament over the Christ-
mas holidays, taking on a
team from Finland at the
event.

Pickering peewees score
dramatic comeback win
PICKERING — The Pickering Panthers
Harvey's peewee select hockey team needed a
goal in the dying minutes to pull out an exciting
54 victory over the Stouffville Storm in a re-
cent league match.
With the game tied at 44, the Panthers had
a golden opportunity to win it with 3:37 to go as
Chad Tkachuk was awarded a penalty shot, but
the Stouffville goalie came up big. However, 17
seconds later Scan McAteer scored the game
winner.
Stouffville broke fast from the starting gate,
scoring three goals in the first minute-and-a-
half of the game, and led 4-2 after one period.
The Panthers chipped away at the lead in the
second stanza to eventually tie the score in the
third and set the table for McAteer's heroics.
David Kenny led the Panthers' attack with
two goals, Ryan Payne and Eric Ranta tallied
singles. Assists went to Kenny, Ranta, McAteer,
Tkachuk, Robert Lakics, Mark Cruse, Matt
Glavin and Chris Visconti.
Goaltender Greg Urbas, in relief of Rory
Black, was outstanding in the Panthers' net,
turning aside a barrage of Stouffville scoring
threats, including two late breakaways.
Pickering tweens maul Markham
PICKERING — The Pickering tween
'C' ringette team posted a lopsided 8-1 win
over Markham in recent league action to
remain undefeated in the regular season.
Lisa Munson got the Pickering tweens
out of the starting gate quickly, scoring the
first two goals of the game, with assists to
Lisa Murison and Amanda Wallace.
Pickering would go on to take a five -
goal lead before Markham finally hit the
scoreboard. Lauren Brandon scored Picker-
ing's third goal, assisted by Kelly Dunn and
Murison. Jessie Cater and Wallace also tal-
lied, assisted by Kate Whitehead, Lindsay
Vine, Dunn and Murison.
After Markham scored, Pickering
replied with three more markers to put the
icing on the cake. Dunn scored on a setup
by Lauren Goldsmith and Cater completed
the hat trick by scoring the final two goals
of the game. Goldsmith and Dunn earned
assists.
Strong defensive efforts were turned in
by Brooke Jamieson, Holly Sheldon. Muri-
son, Goldsmith and Ann Lawrence. Aman-
da Dart was strong in net for Pickering.
The team is coached by Herb Gold-
smith, Rob Cater and Brian Jamieson.
