Purse snatcher
robs receipts
of Pickering
hair salon
PICKERING — A purse snatcher
got the day's receipts of a Pickering hair
salon when he attacked a woman on her
way to the bank to deposit the money
Saturday.
Durham Regional Police say the vic-
tim had just left First Choice Hair Salon
at 1298 Kingston Rd. around 6:50 p.m.
to take the receipts to the Royal Bank at
1340 Kingston Rd. Shortly after she got
out of her vehicle, she was pushed from
behind and her purse was taken.
Police say the culprit then fled on
foot.Police are looking for a black male
about 5'8" and 18 years old with slim
build and short hair. Police say he was
wearing a "puffy jacket".

Durham Regional Police arc report-

and driving at the halfway point of this
yearO% annual RIDE programme.
Another six motorists were slapped
with charges during the third week of
the RIDE (Reduce Impaired Driving
Everywhere) campaign Dec. 8 to 14,
police report.
In addition to those six, who were
charged with driving over the legal
blood-alcohol limit, police also handed
out 12 -hour licence suspensions to 25
drivers who registered a 'warn' in
breathalyser tests.
The unit stopped 7,050 vehicles last
week in Pickering, Ajax, Whitby, Os-
hawa, Clarington and Scugog. Of
those, 115 drivers were given the road-
side breath tests.
Officers on regular patrols also
charged five motorists with alcohol-re-
lated offences, police said.
The six latest RIDE charges bring
this yearOs total to 31, an increase of
10 from the same period last year.
With two RIDE teams this year,
compared to just one in previous years,
Durham Regional Police have so far
stopped 24,475 motorists, a 31 -per
cent increase from 1996.
RIDE officers last week also laid
another six charges against drivers for
being in possession. of narcotics, dri-
ving under suspension and breaching
conditions of probation, police said.

Waterfront task force seeks

The task force has also made a number of recom-
mendations in areas such as tourism, recreation and wa-
terfront trail design. Those recommendations
include:
* a tourism marketing task force for Pickering
* a boat launch ramp at the end of Sandy
Beach Road
* a ferry link for pedestrians, cyclists and
other waterfront trail users between the east
and west spits of Frenchman's Bay
* a bridge over Petticoat Creek and a water-
front trail link to the end of Park Crescent.
Also suggested were a waterpark on the
west spit and improvements to its beach, a
end of January to begin drawing up their final report.
They will take into consideration comments on the in-
terim report being provided by the Pickering planning
department, agencies such as the Metropolitan Toronto
and Region Conservation Authority and the
Waterfront Regeneration Trust, and members
of the public. Goals the task force has set for
itself, says Mr. Steele, include prioritizing
projects for the recovery and protection of the
town waterfront, estimating costs for each,
recommending implementation years for
each, and finding sources of funding to pay
for them. He expects the final report to be pre-
sented to Pickering Council in March.

Councillors at the municipal and regional level
will have a major headache on their hands thanks to
the downloading of costs announced by the Province
recently.
Consider the case of Oshawa as just one example.
The numbers are straightforward, their cause and ef-
fect not so clear: since 1991 City employees have not
received a raise but municipal taxes have been
frozen. However, in that time, inflation has increased
prices by nearly 10 per cent while the workforce it-
self has been cut by 11.9 per cent. Has there been a
corresponding drop in services? That's a question
only the average taxpayer can answer.
But now municipalities face a further cut in the
funding they'll receive from the Province. If munici-
palities in Durham are planning a tax freeze in 1998
they will have to make cuts. In Oshawa and Durham
Region, the percentage to be cut from next year's
budget is 3.2 per cent, while in Ajax, Pickering, Clar-
ington, Whitby and Scugog the percentage is 1.7 per
cent.
As Oshawa Mayor Nancy Diamond points out,
"from (Friday's) announcement, we just stay even"
That's one way of looking at the situation. But the re-
ality is the Province expects municipalities to find
further savings by making cuts.
The only alternative involves the two words politi-
cians simply will not utter: tax increase. After six
years of holding the line in most municipalities in the
region, is it time for a change? With the economy
growing at four per cent per year, with wages grow-
ing and fewer people on welfare and social assis-
tance and with employment edging up slowly, is it
time to at least maintain local services with a mod-
est, light tax increase?
Or should councillors get out the pruning shears
and find more savings from cutting what little fat re-
mains to get right down to the bone?
The Province certainly feels more savings are
there and they've also set aside nearly $1 billion to
help ease the cuts. Durham municipalities, should
they forego a tax increase, will need some of that
transition money. The decision — to cut services and
staff or raise taxes — won't be an easy one.

Bill 160 threat to free speech
To the editor:
There are many countries in the
world where citizens cannot openly
discuss their disapproval of the gov-
ernment or vote against the govern-
ment because they may be arrested.
My father fought in the Second
World War so I could express my
opinion about the government openly
and freely in Canada. Little did he
know that the threat to my freedom of
expression would one day come from
within Canada.
Section 257.45 of Bill 160 states:
(2) The board and each of its mem-
bers, officers and employees shall
comply with the orders, directions
and decisions of the Minister (of Ed-
ucation) in any matter relating to the
administration of the affairs of the
board, and any such person who
knowingly fails to comply with any
such order, direction or decision, or
who, as a member of the board, votes
contrary to such an order, direction or
decision, is guilty of an offence.

Encourage kids to state opinions
To the editor:
In regards to the letter published in
the Dec. 2 edition headlined 'Kids
shouldn't be used to spout propaganda':
I found it to be a very venomous per-
sonal attack on a 12-year-oW girl. Her
apparent crime was to have written a
letter published in your paper and read-
er Sue Diriks obviously disagreed with
her opinions. Not only did this person
belittle the mental abilities of the girl
but also implied that all young people
are too stupid to form any personal
opinions on their own.
Instead of attacking our young peo-
pie, we should instead encourage them
to form opinions and to express them
the way that Laura Cloutier did. En-
lightemnent does not come on the eve
of one's 18th birthday but rather is de-
veloped over a period of many years. I
applaud Laura's courage to express her
opinions whether I agree or disagree
with them, and I would hope that the
comments made by Sure Diriks do not
discourage Laura's will to express her-
self in a public forum in the future.

The cable television companies and their
re
warped policies aa mystery to me. The
people who run these monopolies certainly
don't do anything with the paying customer
in mind.
In my universe, when I pay for some-
thing, f generally get some say in what I'm
buying. It's called choice. The freedom to
choose the goods and services I wish to re-
ceive and pay for.
Obviously, the cable companies don't
subscribe to the freedom -of -choice theory.
They foist upon you a random bunch of
channels, throw a price tag at you, and even
if you're mildly interested in paying for one
or two of their offerings ... too bad. It's all or
nothing. Take it or leave it.
Take these 16 new channels, for in-
stance, which are packaged, curiously
enough, as Me TV.
When I first learned there would be 16
new channels previewed on the tube, I
thought after I'd previewed them, I'd be able
to choose which ones I wanted added to my
cable service and the accompanying bill.
How naive I was.
I went to my friendly, neighbourhood
cable outlet on the weekend and was told
.no. you'll have to take all of them at this
great, low price'. Even the female clerk ac-
knowledged she and her family were only
interested in one or two of the channels and
believed the company's all -or -nothing phi-
losophy was seriously flawed.
Although I love sports, I certainly would
not be into something like The Golf Chan-
nel. I love to hit the links, but watching golf
24 hours a day is akin to watching paint dry.
The only new channel which gets
watched with any regularity in my house-
hold is Teletoon, which my kids absolutely
love.
And, based upon their cartoon craze, I'll
probably be roped into receiving the rest of
the cable company's not -so -great Me TV
offerings. rural My two brothers who live in a area
of the province have bought the so-called
pizza satellite dishes which bring in literally
hundreds of channels and, except for the ini-
tial cost outlay for the dish, they don't pay a
whole lot more for this type of service than
cable subscribers hand over.
Getting a dish seems to be the way to go
to wrestle my freedom of choice back from
the cable companies.
