Educators warn against

Comparing schools based on Grade 3 test results
can lead to a distorted picture of student achievement
across the region, warn public school principals,
trustees and staff.
The Durham Board of Education recently re-
leased the board -wide results of the standardized
reading, writing and math tests administered to ap-
proximately 130,000 Grade 3 students across the
pro%mce last spring.
And while the board's overall results were above
or near pro\incial a%erages. Durham parents are en-
couraged not to compare results between schools a%
there are many factors that figure into the results at a
par it, ular school.
"1 think people are perhaps reading fix) much into
(the results):' says board chairman Ruth Ann
Schedlich. "They shouldn't be compared...there
could he many various reasons why the results are as
they are"
Since the results were published last week, the
Pickering trustee says she has been approached by
parents wanting to know why some schools fared
better than others.
However, the answer to that question, she says, is
not a simple one.
While some schools in Durham posted results in
the high 80s and 90s, others scored in the 40s and
low 50s.
Anne Lloyd, board acting accountability and as-
% ssment officer, says the mandate of the Education
Quality and Accountability Office (EQAO) is to
"capture a snapshot of where Ontario students arc"
She says it's "very difficult to compare (the test
results) unless you are strictly comparing like to

schools in south Oshawa to those in affluent
areas of Whitby or Pickering.
"It's pointless to compare the results of a
School that draws its students from a poor so cio>
economic background to a school that draws its
students from a wealthy socio-ecunurnic back-
ground..
Students in less affluent neighbourhoods
"come to school with a very different back-
ground and a lot more problems"
Bill Butcher, president of the Durham divi-
sion of the Ontario Public School Teachers'
Federation, says he had expected "certain
schools to do well because of the economic area
(they're in)"
he says schools like Oshawa's Glen Street
Public School, which scored low on the tests,
have a high turnover of students due to the nun-
ber of apartment dwellers in the area. Therefore,
there's "no stability in the child's education"
John Howard, principal at E. A. Lovell Pub-
lic School in Oshawa• says results that are
ranked can give parents a "superficial view" of
what's happening in schools.

He says the tests are "very valuable in giving
parents f'cc,Jhack on an individual student's
progress and achievement" and can help
schools target areas within the curriculum
which may require greater haus.
Yet he warns there are several reasons why
the public shouldn't simply look at the numbers
andludge the teaching practices at each school.
Mr. Howard says at his school, which posted
scores approximately 20 per cent lower than the
provincial averages in each category, every stu-
dent, including those with special needs, wrote
the tests.
However. he notes other schools had an ex-
emption rate of up to 27 per cent in some of the
categories, a tactor reflected in the overall nutn-
hers.
"You're comparing apples and oranges when
you start to look at the raw statistics:' says Mr
Howard, who notes the tumoecr at F.. A. Lovell
is "typically high".
'Ilterefore. he says, because so per cent of
the Grade 3 students at the sch of didn't start
Grade I there. the results don't necessarily re-
flect the teaching practices or programmes at
the school.
Ms. Lloyd says the st bol board has "a lot of

control over aca►dcnuc standards and teaching
eNectiveness:' but "nu control over student
charac(Li istics."
She says the test results cannot only he af-
fected by student.' home life, but also If pupils
were absent or 111 during the testing prolcess.
She notes the fact four students in one class
were sick can affect the results at a small
school.
Ms. Lloyd also says the data could be affect-
ed by the " historic l emphasis" on certain pans
of the curriculum at a school or by the fact that
one school might just have "a brighter group of
kids" than another one.
The fact the F.t1At1 u'as unable to return data

of the results. h1s Lloyd says.
She says some results were not available to

BY JACaaE MCINNES
SPI-: tAl TO THE NEwI ALA 1-A I1SkA
If chanty begins at N)me then
our own community is a wonderful
place to start as we look to find
ways to help others during the hol-
iday season. There are many op-
portunities to make a contnlution
that is meaningful to you through
any one of the many local agen-
cies. who in tum serve man fami-
lies and individuals in need of as-
sislance.
If you haven't completed your
Christmas shopping yet. give your
friends and family gifts that will
also provide assistance to a worth-
while cause.
There are the beautiful
UNICEF Christmas cards which
raise funds for children's programs
throughout the world. including
here in Durham Region. Lottery an
calendar\ benefit the Spina Bifi-
da/Hydrocephalus Association
while h,th Heart and Stroke and
the Cancer Society are selling
cookbook, and remembrance jew-
elry. A photo of your pet with
Santa will help the Humane Soci-
ety provide care for less fortunate
animals all year long.
Aside from the chance to find
some great gifts. there's the oppor-
tunity to play Santa yourself. Local
food and toy drives are always in
high gear at this time of year and
shelters are always in need of blan-
kets and extra clothes.

Christmas is a difficult time for many people. It is traditionally
the season -to be jolly" and the time for family and friends to he
together. When THIS Christmas is different because we have had
a loss either through. death, separation. or circumstance it is all
the more depressing. We often put high expectations on
Christmas and most often people feel they come up short.
As part of our afternoon Dr. Bill Webster will share with
participants some helpful hints on handling the holidays as well
as giving some understanding of the grief process. Some
practical suggestions helping people plan ahead and decide what
is really important will be offered. We will also give some
recommendations un helping children cope with the loss.

A news release issued Friday
states the hoard had maintained a low

and, given that positron, we did not
believe there was much of a useful

The hoard spokesman says. "We
know that many businesses have
begun to experience real hardship. In
fact a number of Boards of Trade and
Chambers of Commerce across the
country have reported that time iS
running out for some of their smaller

-I was shocked, i guess:' Graham tells the News
Advertiser from her Pickering home where she's
visiting during the U.S. Thanksgiving holiday. "I al-
ways felt I was good enough to be there, but men-
tally 1 couldn't make the breakthrough. It was nice
to finally make that breakthrough on the right day."
Until this year. Graham hadn'1 met her personal
expectations for cross-country at the collegiate level
following a sparkling high school career during
which she was a perennial provincial cross-country
champion. After an injury which kept her from com-
peting in tier freshman year, she finished well off
ihr Pace as a sophomore. then eroded up a disap-
innnting 78th overall at last year's nationals.
This year. her race plan worked to perfection

people there. I thought they would come back to

Prior to the NCAA Division I Cress -Country
Championships. Graham was successful in other
races. She won the women's title at the New Eng-
land Cross -Country Championships at Boston's
Franklin Park in mid-Ocloher. She captured the
NCAA Division i qualifying race. also at Franklin
Park, on Nov. 15.
Now. Graham will turn her attention to the indoor
track and field season where she will concentrate on
the YXI10-metre race. Her first meet fix Boston Col-
lege is at the Harvard Dual Meet this Saturday. Dec.
6.
Over her four years at Boston College. Graham
has carried plenty of accolades, including three time
All-American honor. In her freshman year. she
won the 3.000 -metre event at the Penn Relays at the
University of Pennsylvania. Also in her first year.
she finished fifth in the mile race at the national in-
door track and field championships at the Hoosier
Doran in Indianapolis. She also ran the mile leg for
the Eagles as the distance medley relay team fin-
ished eighth at the indoor nationals.
Graham now has her ewe on competing for
Canada at the 2011x) Olympic Summer Games. She
plans to begin kxlkmg for sponsorships to enable her
to train and to run in some high-level Canadian
meets. something she hasn't done during heti' time at
Boston College.
A communications major at Boston College, she
hopes to begin a career in gide, production after
graduation.
