Leaders of the Ontario Public School Teachers' Federation (OPSTF), the Federation of Women Teacher Associations of Ontario (FWTAO) and the Franco Ontarian Teachers' Association called for an end to the province -wide teachers' strike Thursday to "make no mistake, we are not giving up...we will keep up the pressure on the Province:' ,\Ir„. Pickering demands nuclear review BY MARIANNE TAKACS STAFF RfP(*W..R There has been a "complete collapse" of pub- lic confidence in the Pickering nuclear station and the Province must commission a broad public review to ensure residents have their concerns addressed. That was the message Mayor Wayne Arthurs brought to the provin- cial legislature's Select Committee on Ontario Hydro Nuclear Affairs when it met in Oshawa Wednesday. "Residents of Pickering don't know who or what to believe or who or what not to believe," said Mayor Arthurs in what one committee mem- ber noted was a strong and tough brief. '"Ibe simple fact is Ontario Hydro cannot be counted on to provide answers The mayor accused Hydro and the government of "maintaining a fortress mentality" on matters relating to the Pickering station. "7itc barricades are up and we are left knocking on the door. We're left to try to sort fact from fiction. It almost appears that there is a considered information management plan in place that is designed to keep the facts front the public." He was critical of former Minister Environment and Energy Norm Ster- ling for not responding to an official request from the Town and letters from himself asking for a broad public review of the station. Mayor Arthurs told the committee he expects an "overwhelmingly affirma- tive" response from residents to a referendum SHERRY SENIS `Treated shoddily' question asking if they want a full public envi- ronmental review of the Pickering station. ..It is clear, it is simple; Pickering demands an independent review wherein all the questions can be asked and all of the answers received." The mayor also wanted to know why Hydro has apparently not taken action to deal with the issue of the possible failure of its computer sys- tems in the year 2000, when computers every- where are expected to have difficulty making the transition to the year 2000 on their internal clocks. 'I am told that the year 2000 problem, if not solved, could result in system failure,' he said. After all. we're presently dealing with the ramifications of a province -wide teachers' strike and there will be much made of the results of Monday's municipal elec- tions. But these are mere temporary distractions. The tragedy of war and the bravery exhibited by our fighting men and women should always be in our thoughts. On Tuesday at I 1 a.m. we will take a minute to rec- ognize the 79th anniversary of the end of the 'War to end all wars.' Just 21 years later the world was dragged into an even more catastrophic upheaval that would last six years and would result in 50 million killed across the globe in that short time. It seems the 'Remembrance' of the First World War had little effect two decades later in stopping the Second World War. There have peen other conflicts and men, women and civilians killed in wars since 1945 of course. but nothing to compare with the severity of the First or Second World Wars. And we can be thankful for that. Perhaps by consid- ering the cost the world paid during its global battles, we can avoid another such abomination. But we should still try to cast our minds back to those days and to wonder about the hopes and fears of young soldiers sent off to distant lands to fight. What did it cost them'? How, did it affect their families." How many bril- liant young men and women did not come back" Would we today, be as willing to serve our country'? These are all key considerations for those of us lucky enough not to have to deal with the awful choice of serv- ing during wartimc. We must strive to keep the peace in a violent world. And we must appreciate the good lives we are able to lead in a country the United Nations has called the best place to live in the world for the past four years. We're the best because valiant men and women, twice this cen- tury, and by the hundreds of thousands, put their lives on the line for future generations. The future is now and we cannot, we must not, ever forget it. LIS 2H5 cr,.r., .. our a v Letters to the editor Vote `yes' to a charity gaming house To the editor: As a responsible and dedicated member of our community, I feel that it is my obligation to inform the citi- zens of Pickering of the importance of their plebiscite vote on the Nov. 10 municipal ballot: "Do you support the establishment of one permanent chari- table casino site in a non-residential area within the Town of Pickering to replace the existing roaming charitable casinos?" For the citizens who believe in a strong Town of Pickering, the answer to that question is yes! A charity gaming house in Pickering means a number of very pos- itive things for our community. First of all, a permanent charity gaming house provides roughly 300 jobs and is responsible for providing a major boost to the retail and service indus- tries in the community as well. It has been proven time and time again that a permanent gaming house stimulates local economy. Secondly, charity gaming houses do make money. They make money for charities, service clubs and other non - profit organizations in their communi- ty. In fact, charities and other non-prof- it clubs rely so heavily on the revenue donated by gaming in Ontario that without it they simply cannot survive. As president of the Claremont and District Community Association and as vice-president of the Claremont Lions Club, I am well aware of the ser- vices that charities and other non-prof- it organizations in Pickering provide. If Pickering docs not choose a permanent charity gaming house, the ones who will suffer are the people of Pickering as they watch the charitable and other non-profit organizations in our town close their doors forever. Staff Writer Gazing into my election crystal ball On Monday, one-third of you will head to the polls to pick the rascals to run municipal government for the next three years. Perhaps it's time to start looking to the future and what you can expect over the next three years. Just about every candidate says theN support attracting more businesses to the area. Who wouldn't? Lord knows, the last thing we need are more jobs. Keep track of what businesses open here. Most will be small retail outlets. which is fine. But, you probably won't sec many large industries move to west Durham. Will your property taxes he frozen' Of course each politician will sal. they're in favor of holding the line on taxes. The last politician who said he was going to raise taxes was Walter Mondale in the 19h4 presidential elec- tion. Remember what Ronald Reagan did to him? Candidates have been saying there's fat in the system that needs to be trimmed. I agree and offer a suggestion. Pickering politicians should cut the communications budgets they all have. One-third of the salary they receive is tax-free money intended to pay for out- of-pocket expenses. If the taxpayer real- ly is important, Pickering politicians will give them a small break by trim- ming the communications budgets. But. don't bet on it. They're not going to spend their own money representing the people. Here's a prediction: If some of the candidates running in Pickering get elected, Town council will be a zoo. Another prediction: Ajax will contin- ue to be heads and shouklers ahead of other communities in providing sound local government. That's why Pickering politicians want to amalgamate with Ajax. And, a final pmdiction: While only one-third of people will vote, 100 per cent of those who don't cast ballots will complain about their local government, their taxes and how their community is going to hell in a hand basket. Since the Province will take over education funding on Jan. I, 1998. the money would essentially go to the provin- cial government. Pickering resident Sally McLeod, who has led what she calls a "citizens' revolt" against the nuclear station, appeared before the provincial legislature's Select Committee on Hydro Nuclear Affairs which met in Oshawa Wednesday. "We are never told the truth, we have to keep digging for the truth:' said Ms. McLeod in urging the com- mittee to recommend an envi- ronmental assessment of the Pickering plant. She said she was concerned the Province would not heed a 'yes' vote in Pickering's referendum on an environmental review of the station, and it's up to the com- mittee to help make sure resi- dents are heard. Pickering resident Karen Paul suggested Hydro "bet the farm on nuclear at the expense of everything else" and was willing to take all kinds of risks to keep its nuclear plants running. ' I1tat's a gamble I' m not interested in taking:' said Ms. Paul. She maintained Hydro's nuclear facilities were an "experiment" since issues such as what will be done with nuclear waste and what is the true lifespan of a nuclear sta- tion have not really been set- tled. "I don't want to be a guinea pig and I don't want to feel like I'm part of this experi- ment." Ms. Paul urged the com- mittee to support an environ- mental review and the search for alternatives to nuclear power. Clarington resident Suzanne Elston wondered why a dispute over $1 billion worth of education spending is being allowed to paralyze the Province's school system while $8 billion of ratepayers' money will go to the Hydro recovery program without public consultation. She sug- gested the Province is "unwill- ing to confront" the nuclear issue for fear of change, Hydro, the financial conse- quences, and the huge task of dismantling the nuclear infra- structure. Just the same, it is that time of year and I'd like to offer you a pot pourri of tips from other gardeners that you might find useful. While the beauty of spring bulbs is unquestioned, the dying foliage can be unsightly and this does discourage some gardeners from bothering with them at all. A way to get around this is to plant the bulbs in really big plastic pots, the kind that shrubs or tropicals come in, then sink the pots into the ground and cover them with a few inch- es of soil. After they have bloomed sim- ply dig them up and tuck them out of sight where the leaves can mature and nourish the bulbs for next year- The space left in the garden can be planted with annuals. Come fall you can resink the bulb pots and start all over again. Some gardeners like to have bulbs in containers set out on balconies and decks. In our part of the country, bulbs left out in containers don't usually win- ter over. You can cheat by planting con- tainers and sinking them in a section of the garden that thaws out early in the spring. Putting them near the house is usually a good bet. As soon as you can in the spring, dig them up and put them into containers or window boxes. You may find that they will bloom a couple of week% ahead of time. A nice bonus' Underplant tulips and daffodils. This means plant them deep enough K1 that you can plant a ground cover or other perennials above them. Try a bed of pink tulips underplanted with blue for- get -me -pots, yellow tulips underplant- ed with pansies or another combo might be blue Scilla campanulata (Spanish bluebells) with yellow daf- fodils. If you have a rock garden, you might try some of the early dwarf tulips and iris. Muscari (grape hyacinth) and cro- cus are suited to sunny spots in a rock garden and Galanthus nivalis (snow- drops) are good for shady areas. But beyond the window, selecting the most suitable glass system is an increasingly important part of your decision. To judge the energy -efficiency and performance of any glass system, consider these questions: "Will it reduce your heating and cooling hills:" Your climate has a lot to do with how much you spend to stay comfortable, but so does the glass in your windows. •Fill it help you manage the amount of heat that enters your house? If you've ever left your car out to bake in the summer sun, you understand the principle of heat gain. During the summer, heat gain can make a room with a lot of windows feel uncomfortably warm — even with air-conditioning. A double low -emissivity (or low - E) coating can block more than half of the sun's heat before it has a chance to heat up your home. If you live in a colder climate, taking advantage of free heat from the sun during the winter is probably more important to you. In that case. a single -coated low -E system will allow more winter heat gain, keeping you cozier. -How well does it insulate (the R -value)? Heat is always on the move to a colder place. In summer, heat tries to move through the windows in your house toward cooler inside air. In the winter, the reverse is true: Heat inside your home tries to move toward the '4411 % I V r.%� cold outside air. The R -value is a measure of how well any material (such as glass or air) can stop that movement of heat. In general, the higher a window's R -value, the better its insulating value. But comparing R -values is tricky. Not all window manufacturers use the same measurement methods. Some manufacturers measure the total - window R -values, wh;ch take into account the entire window's energy -efficiency. And some window manufacturers use only center -glass R -values, which measure the insulating value of the glass only, ignoring the importance of the window frame. *NVill it help prevent costly fading? If you've ever watched a favorite piece of furniture fade away, you know what sunlight can do to your decor. You could keep your curtains closed all the time, decorate only in white or solve the problem with low -E coated glass. But you won't see the Oshawa resident serving our judicial system any time soon. Daniel Jack is three -years -old. "I don't understand how something like this can happen:' said Daniel's mother, Dorothy Jack. Ms. Jack said she received a Letter addressed to her son from the Ministry of the Attorney Gen- eral informing her Daniel has been placed on a list of potential jurors and could be summoned at any point. Stunned, she immedi- ately telephoned the police department, who "couldn't stop laughing: ' according to Ms. Jack. They instructed her to telephone the General Division Court in Whitby. Ms. Jack claims she was then told by someone at the court- house she must physically bring the little boy into the sherriff's office to prove his status as a minor. "It's outrageous:' she said. '.What do they expect you to do when you don't have a vehicle, and you don't have a licence'! Little Daniel's grandfather, Jack Harper, agrees. "It's not fair that a single mother has to arrange fare to get over to the courthouse, with no reimburse- ment.- Mr- eimburse- ment"Mr. Harper adds "What if we just ignored the forms'? Would they issue a warrant for his ar-rest?" Crystal Smith, thr acting man- ager of court operations at the General Division Court, admits the situation was "unfortunate:' but feels that Ms. Jack and her family are blowing the situation out of proportion. "I find it questionable that she was told to bring the child in:' said Ms. Smith. "We would never say that, because we really have nothing to do with jury selec- tion:* In an effort to sort the mess out, his. Smith spoke to the employees who dealt with Ms. Jack over the phone. --I have heard several different stories, but from what I understand, she was told to fill out the attached ques- tionnaire and send it back to Toronto. That's all she would have had to do;' said Ms. Smith. But how could a three-year- old be placed on a list of potential jurors in the first place? Accord- ing to Ms. Smith, when the Min- istry of Finance does property assessments, all listed residents are entered into the computer. From this list, which is the same used to compile eligible voters, names are randomly selected as potential jurors. While Ms. Smith can only speculate, she suggests that Ms. Jack might not have provided the age of her son at the time of assessment. "In that situation, rather than exclude someone, the name is entered by default:' She admits this is not the first time she has heard of this hap- pening. 'I -hat's why it is so important for people to fill out government forms correctly:' she said. She added the little boy's doc- ument. have been forwarded to the appropriate offices in Toron- to. A catcher with the Archbishop Denis O'Connor Catholic High School Chargers baseball team this past year. the switch-hitter who had a .461 batting average for DO'C was selected from more than 4.000 play- ers and 200 high schools in southern Ontario to the Toronto Star's high school all-star team. CBU finished with a .500 record in conference play while competing against schools from Tennessee. Alabama, Mississippi and Arkansas. The baseball season officially begins for the Bucs in New Orleans on Feb. 15 over spring break. CBU will play 10 to 12 non -conference games against teams from northern Florida, Missouri and Louisiana. All told, the Bucs will play a 55 -game schedule in the Gulf South Conference.
