Although somewhat disappointed by the
first round of talks between teachers' unions
and the government. a local union leader says
the two sides have taken the first step toward
resolving the conflict over education reforms
in the province.
The leaders of Ontario's teachers' unions
met with Education and Training Minister
John Snobelen Wednesday to discuss the
Province's Quality Education Improvement
Act.
While neither side made concessions dur-
ing the two-hour session, Maret Sadem-
Thompson, president of the Federation of
Women Teachers' Associations of Ontario and
a Durham educator, says the meeting repre-
sented the first step.

She says she was disappointed Mr.
Snobelen came to the table Wednesday
refusing to hack down on "the same
three issues". The government is still
determined to cut $1 billion from the
education system, to place "unquali-
fied" instructors in the classroom and
would not move away from "infring-
ing" on teachers' bargaining rights.
However, Mrs. Sadem "Thompson
says, "It's unfair to say we aren't work-

She reports there was "no show of

But, Mrs. Sadem-Thompson says it'
the minister will not "open some doors
for practical discussion... we will have
no other choice but to invoke
provincewide protest action"
Both sides in the dispute have
expressed interest in setting up another
meeting, likely next week. No strike is
expected before that meeting.
Bill 160 passed second reading in
the legislature on Tuesday night. It is
expected to go out for eight days of
public hearings during the weeks of
Oct. 20 and Oct. 27, wrapping up by the
end of the month. It would then come
back to Queen's Park for any amend-
ments before receiving third and final
reading.
The legislature recessed yesterday
and will not return until Nov. 17.

No need to release
19 critical nuclear
report: Hydro
B)' MARIANM: TAKACS
S VAFP RF.P W VER
PICKERING —There was no new-
information
ewinformation in an extremely critical
internal report on Ontario Hydro
nuclear operations that was completed
by last April but only calm to
light when it was recently
leaked to the media, according
to Carl Andognini, head of the
utility's nuclear division.
Sonne politicians and orga-
nizations such as Durham
Nuclear Awareness have been
critical of Hydro for keeping
the report secret and have sug-
gested the utility wanted to
minimize negative publicity
about nuclear operations at the
time because it was applying
for relicensing of the Pickering
nuclear station in June.
Mr. Andognini told Town
Council Monday there was no need to
release the report. which found nuclear
operations at Hydro to be "below stan-
dard" in seven of 1 I categories, satis-
factory in two and "irxktcrmmate" in
two.
"it ckarly was a compilation of data
that v%as already known to the public:'
he said. He noted that in February.
Hydro made a presentation to the
Atomic Energy Control Board explain-
ing the review of its operations for
which the report was the first phase. He
also said the AECB was given a verbal
account of what was in the report.
though the regulator was not presented
the report itself.
Hydro has since released the docu-
ment. which was a preliminary report
ckne tie the Independent. Integrated
Performance Assessment (IIPA)
released by the utility in :august. It was
on the hasis of the 111 A that Hydro
decided to cnokfinitely shut down seven
of its 19 nuclear reactors. including four
of eight in Pickering, beginning in Jan-
uar).
The preliminary report is based on a
rcyiew — done by the team of nuclear
industry experts who worked on the
IIPA — of written records of the
nuclear division's performance over
recent vears. including AECB evalua-
tions and peer reviews. For the full IIPA
study released in
August, on-site
interviews and
inspections were
also done.
Dave Martin of
DNA maintained
in an interview that
the preliminary
report essentially
contained all of the
major concerns
that came out in
the final IIPA
report.
"I think the
most outrageous
aspect of this
whole process is
that Ontario Hydro
was essentially
concealing the
severity of the
problems in order
to control adverse
publicity and try to get a longer licence
for the Pickering station;' he said.
On other issues related to the Picker-
in- plant, Nlr. Andognini told council-
lors a report on tritium contamination
of surface water at the site of the station
will be- available by the end of
\ o%ember.
He also assured Council
Hydro will he willing to cover
I f w "reasonable" cost of a con-
Nultant who would be hired by
the Town to oversee the inves-
tigation and clean-up of a con-
t:uninated landfill on the sta-
tion property. In August,
Hydro came forward with the
news that its top management
had recently learned that
between 1977 and 19S2 about
40.000 gallons of waste oil
was dumped by Hydro con-
struction worker. in a landfill
for construction debris on the
site.
Also at Mon-
day's meeting,
councillors
approved a resolu-
tion requesting the
Province and
Hydro to hire the
firm Corporate
and Government
Consultants Cana-
da to act as the
Town's consultant
on the landfill con-
tamination. Ward
I local Councillor
Davc Ryan had
urged councillors
not to name: a con-
sulting firm in the
resolution because
that would violate
Town hiring pro-
cedures. Coun.
Ryan and Ward 2
local Councillor
Sherry Senis voted
against the resolu-
tion, after failing
to win support for

Buckle up,
save a life
It never ceases to amaze us how many people need-
lessly put their safety in jeopardy when they get
behind the wheel. And, it boggles the mind every time
we hear about parents who put their children's lives
on the line when they pick up groceries at the local
variety store.
We were shocked once again earlier this week
when police told us drivers in Durham flunked a
provincewide seat -belt challenge for the second
straight year.
Volunteers at busy intersections throughout the
region counted the number of passing motorists wear-
ing seat -belts as part of Saturday's Operation Impact.
The results released Monday reveal many local res-
idents are still gambling with their money and, worse,
their lives.
Of 12,140 vehicles checked during the two-hour
count, 10,562 drivers were buckled up. Those smart
motorists understand the message often repeated by
police that seat -belts save lives.
But, the 87 per cent of Durham motorists found
buckled up is well below the provincial compliance
rate of 92 per cent. Whitby drivers are the best in the
region as 91.1 per cent were discovered wearing seat-
belts. Pickering motorists are the worst ass 83.4 per
cent buckle up. In between those two extremes are
Clarington drivers at 89.3 per cent, Ajax at 89.2 per
cent and Oshawa at 84.1 per cent.
What the statistics add up to is the fact that 13 per
cent of Durham motorists — about one in seven — for
some inexplicable reason don't bother to spend a cou-
ple of seconds taking a precaution that could add
years to their lives. Far less significant, they risk a fine
of $90 and the loss of two demerit points.
Those delinquent drivers might want to mend their
ways in the next two weeks when Durham police con-
duct a zero -tolerance enforcement campaign to follow
up Operation Impact. All seat -belt violators will be
targetted by police, who've witnessed the broken bod-
ies of those who weren't buckled up in an accident.
And, officers will be paving special attention to
motorists who fail to ensure children are properly
buckled up.
As always, we urge all people to wear seat -belts.
We also implore parents to ensure their children are
always properly restrained. The life saved could
belong to someone you love.
Don't become a statistic.

• Letters to the editor
Welcome to the real world, teachers
To the editor:
This is in response to two letters
published in the Oct. 1 News
Advertiser. Neil Simpson and Kevin
McDonald, principal and teacher
respectively, are dyed-in-the-wool
belh•achers representative of the cur-
rent teaching profession.
I know Mr. Simpson. He is a ded-
icated, hard-working erudite principal
who ranks high among his academic
ilk. Notwithstanding, he, like most
teachers, fails miserably once again to
"see the forest for the trees" and
seems to altogether miss the point.
Belt -tightening on years of over-
spending is the premise for the gov-
ernment's proposed overhaul of
Ontario's education system.
Running a province is a compli-
cated chess game. Those at the helm
of the Hams government are, for the
most pan, highly -educated, astute
ministers (including Joan Snobelen).
They were elected to do a job (i.e.,
bring the deficit under control) and
they're damn well doing it — and
with more fortitude than any provin-
cial power in recent Canadian history.
With some cynicism, to be sure,
Mr. Simpson has referred to the gov-
ernment's tinkenngs with the educa-
tion system as "lofty ideals". Does he
imply "unattainable"?
Fundamentally, the government's
goal is to glean the "fat cats" f Win
their and to dispel for-
ever all redundant institutions.
Bridges will have to be burned! Butre
never would Has and his boys do
hikhrcrc
this at the expense of a child's educa-
tion. Cn athe backtx)nc of our
future. Teachers do their best. Now
they will just have to hunker down
and work a little harder. Their status
quo system is about to be pared down
and tuned in to the real world. "Put on
the 'other man's shoes', Mr. Simpson.
"and take a stroll into the Brost:'
Mr. MacDonald's philosophy
aligns pSimpson
*s.
with Mr. Simpso's.
His words, from a teaching stand-
point, make good and proper sense;
that is, until he decided to insert the
following: 'Teachers want to assist
their students. That's why we chose
this profession" Hogwash and
hypocrisy! I would agree that teach-
ers, once well -entrenched as such,
"want to assist students" Should we
expect anything less'? However, you,
Kevin (arid 100 per cent of your col-
leagues) decided to become a teacher
for more practical and personal rea-
sons: job security; extended summer
vacation; high salary; and a pot -of -
gold, world-class pension at the end.
Does a bright law student endure
the rigors of law school with the aspi-
ration of eventually helping some
future clients? No, it is the aspiration
of "big bucks"!

Chris Bovie is community editor of our

This Week.
Fat's not in the fire,
it's on my frame
A solitary piece of paper sits on the comer of
my desk taunting me. No. not a bill, it's a news
release entitled Pay Attention to Your Paunch.
I haven't mad it, but the photo of a man's mid-
section with a outline that states - "a waist mea-
surcment of 39 inches is a signal to lose weight'
is all I need, or want to read. I'm not sure if the
deliverer of this release honestly didn't pay atten-
tion to the message or was just trying to be funny.
Being a cynical sort I'll assume the latter.
I'm by no means fat, but I'd be lying if I said
I didn't have a bit of a paurtch. At about 180oud~
pnand 5 feet 11 inches I don't need to sweat
to the oldies, but I'd better find a recreational
activity better suited to physical health then slo
pitch. I don't want to keep on moving on up and
eventually become a member of the 39ers club.
For the majority of my 33 years on this earth
have been skinny; well -fit I would say back
then, but now going on a 36-imh waist I recall
myself as being very thin, almost sickly. Years
ago you could see my ribs, now I picture ribs
smothered in txmtx-cue sauce and brown sugar.
When 1 was in my tecnS, visits to my Italian
relatives would be pressure -packed. After
antipasto, three helpings of pasta and a refusal of
a fourth, my aunt would ask, "What'? You no
like'? You so skinny"
Sheepishly I would take on another helping to
put a stop to the guilt treatment, laid oas thick
o
as the neat sauce n my plate of pasta.
Little did I know at the time they were recruit-
ing me into the legion of the large. Back then my
heroes were quarterbacks and hockey players.
now 1 admire Teddy's and Fazio's.
My mother warned me that I would put on
weight, pointing out my father was thin like me
until he reached his mid-20s. Those yeah came
and went and still I had under five per cent body
fat. I felt like I could do no wrong. I ate anything
aril everything I wanted. I was getting cocky. But
just as you think you're in the clear the inevitable
always hits.
It seems like each time 1 go shopping for
pants I try on the size I think I am only to learn
that I have to "upsize" After growling at the sales
clerk for pushing inferior merchandise I grab a
bigger size, try it on, and make the purchase.
While I say I have a 36 -inch waist, I truly
believe pant manufacturers have conspired to
change their system of waist measurement.
So neon. please call me to confirm this is am.
I've been waiting to see the X -Files dedicate a
one hour episode to this conspiracy. The truth
and my belt is out there....

Teachers go to school
for environment lessons
BN, SUSAN O'NEILL
STAT+ REPORITR
The Durham Board of Education's
Environmental Steering Committee
kicked off an education program
Wednesday with a networking session
for teachers developing environmental
projects for students this year.
Judy Gould, a member of the steer-
ing committee, says the environmental
kick-off was organized "to invite orga-
nizations, groups and businesses that
are local and have an interest in the
environment so that Durham teachers
could see what resources are available
in the region"
Fourteen community organizations
and businesses set up displays
throughout the tx)ard's offices in Whit-
hy featuring environmental projects
and resources.
" lt's kind of energizing;' says Ms.
Gould, who hoped the kick-off would
allow teachers to share beast practices
and gain new ideas for student pro-
jects.
"We all have a job to do and we
have a responsibility to act;" she says.
There are "at least 30 reasons in the
rooms we spend our days in."
Following the networking session,
the board's environmental liaison
te4chers were challenged to continue
raising awareness of environmental
issues by guest speaker Skid Crease.
Mr. Crease, an environmental edu-
cator with the North York Board of
Education for the past 30 years, said
..you can't have environmentally liter-
ate students until you have environ-
mentally literate teachers"
He also said school boards need to
look at themselves as corporate bodies
that consume resources, and they must
set an example for students through
their policies.
"An environmental policy that
doesn't do anything isn't worth any-
thing.
"We have made an impact on this
ecosphere that is phenomenal...the
chance for rebound is being limited"

Oshawa airport users not ready to take off to north field
BY BRIAN LEGREE
DURHAM STAFF
OSHAWA - The long-running battle
between north and south at Oshawa Airport
is coming to a head.
And City officials are hoping for a civil
conclusion to their efforts to get airport
users to move from the airport's south field
to the new north field, which features a new
S2.4 -million terminal.
The City will issue notices to about 40
aircraft owners indicating they have to move
to the north Held by Nov. 30, fulfilling a
mandate first adopted in 1987 with council
approval of the airport master plan, says Jeff
Huntus, airport manager.
Council's decision to force airport users
to the north is "not unexpected:' says Dr.
Gary Kindree, an airport user for the past 12
years. "I'm sure the guys (other plane own-
ers) aren't very happy about it:'
Although Mr. Huntus expects the majori-
ty of plane owners to make the switch, he
admits there "may be a few who are less
than enthusiastic:' about moving across the
runway.
Plane owners have balked at the idea
because the north field lacks services and
hangar space, says Dr. Kindrec.
"There are no real alternatives, no place
for them to go:' says Dr. Kindree. "I blame
the City for not developing the north field
more than it has"
But services are being put in place at the
north field, says Mr. Huntus. nount the ter-
minal is open seven day. a %+rci
`Sick' rapist's sentence
outrages Oshawa family
B,- STEPHEN SHAW
DURHAM SUAFI-

girl who was bashed over the head with a rock.
raped while unconscious then left in a field to die
cried tears of outrage as her attacker received a
prison scnterxce that could see him set free in six
years time.
Michael Kohylanski, 21, was sentenced Wednes-
day to 12 years in penitentiary by Judge Donald
Halikowski, who set parole eligibility in six years.
Mr. Kohylanski pleaded guilty last month to
aggravated sexual assault.
The nether of the teen - who suffered perma-
nent brain damage - said the sentence sands out a
dangerous message.
-It shows to all people who do these things that
you can go out and beat and rape children and
women and get nothing for it. It's cr y."
The victim's outraged uncle called the sentence
"totally sick. It is a sad day for all of society.
"Ste will never be the same. Her life is ruined
forever. This girl was given a life sentence (as a
result of the crime), and he will be eligible fee parole
in six years" This is just sad.
"Hone can you protect women with a sentence
like this'''
Judge Halikowski rejected prosecutor Ken Pol-
ley's bid for a life sentence for the man desc:nhe as
an "animal" at a recent sentencing hearing.
Court heard the victim was being a Good Samar-
itan when she befriended a "lost' Mr. Kohylanski
outside Elusions night club July 14, 1996. Mr.
Koh,.lanski told the teen he was new to the city, a
Ile, and she agreed to help him find his way home.
As they walked along a trail near Hall and Cen-
tre streets, the teen refused Mr. Kobylanski's
advances and was savagely attacked. Mr. Kobylans-
ki admitted he smashed a chunk of concrete over the
girl's tread several times and carried her to a seclud-
ed field, where he then raped "what may have been,
to him. just a corpse:' Mr. Polley said.
The girl's body was found more than 12 hours
later hidden in tall grass. her skull fractured in sev-

Compost, anyone*.?
Build one and then
you'll be cook in'
There's nothing quite like it, even as the
days shorten and the first nippy breezes of
autumn seep into our lives... hamburgers,
hot dogs. steaks or chicken sizzling on the
outdoor grill.
But did you know that backyard cook-
ing is possible without a grill?
A compost pile can "cook" your dis-
ease-free vegetable matter, changing it
from grass clippings, straw and chopped
leaves in to nutritious mulch.
Building a compost pile can be fairly
simple.
First, find a place for your compost.
Then drive four 5 -foot wood or metal
stakes one foot into the ground. Fence in
three sides with chicken wire - leaving one
side open for easy access. If you'd rather,
you can purchase a prefabricated compost
unit.
Your compost pile should be at least
three feet in diameter and four feet high to
build a hot internal temperature that gets it
cooking.-
Never
ooking"Never use meat or bone - they attract
flies and create odors.
Also avoid adding diseased plants or
lawn clippings that have recently been
treated with herbicides or weedkillers.
John Deere suggests waiting at least
four mowings after the lawn's been treated
before composting grass clippings.
Build your compost pile in 5- to 10 -inch
layers for best results. Sprinkle a 10-10-10
fertilizer - that's 10 parts each of nitrogen,
phosphorous and potassium - on top of
each layer and add a dusting of lime to pre-
vent odor.
Cover each layer with soil.
To keep "cooking" at the right tempera-
ture, your compost must remain moist, so
leave a depression in the tip of the pile to
catch rain.
During dry spells, water your compost.
And turn your compost regularly so that
the drier outside portion is folded inside
where the internal heat and microbial
action can break it down.
Composting is really quite simple. and
the reward makes the effort worthwhile.
By composting, I convert my yard waste to
highly enriched soil and cook without the
gri 11.
This is "gardener's gold" which helps to
promote an abundance of beautiful blooms
and tasty vegetables!

Durham mom finds support, friendship on the Internet
BY .JACQUIE MCINNES
SPECIAL TO THE NEWS ADVERTISER
Much has been written about the friend-
ships of women. But, there are few times in
a woman's life when she is more open to
bonding than when she is expecting — or in
the early years of nurturing — a child. At
that time, the differences in social standing,
education and ou'side interests that often
keep people politely detached fade as the
common link, motherhood, provides for a
shared perspective and eager conversation.
When Bonnie Annis discovered she was
pregnant in August of 1996, she went surf-
ing the Internet for information. What she
got were two hundred new friends from as
far away as Israel, Sweden and the United
States and as close to home as North York,
all expecting babies the same month as her,
April, 1997.
At first the conversations focused on
morning sickness, recalls Mrs. Annis. But,
as time went on the subject 'de jour'
changed to meet the shared circumstances of
the women. Home birth versus hospital,
midwife vs. doctor, circumcision vs. not,
complications, the breast-feeding debate, all
played out in e-mailed messages between
group members.
Birth announcements began to trickle in
as early as December when baby Krissa, the
earliest preemie, was horn weighing less
than a kilogram and fighting for her life. As
more babies came into the world (most,
thankfully, healthy and close to schedule)
the topics changed again to other subjects
dear to a new mother's heart, such as diaper
rash, umbilical cords, sore breasts and, of
course, normal infant behavior.
There are the romantic; poems about the
whole experience and there is the whimsi-
cal; "stupid baby tricks" (breastmilk sprayed
through the nose).
But more important than the answers
they give each other, even more essential
than that remedy for colic that actually
works, is the camaraderie, the opportunity
for expression to an audience that really is
interested in the minute details of caring for
a newborn.
Bonnie Annis disco%ered women around the world who are expecting children ha%c

Ajax elementary school a gem
at greening the environment
Lakeside students
earn school
`Emerald' status
BY SUSAN O'NEILL
STAFF REPORTER
AJAX — Staff and students at
Lakeside Public School are real gems
when it comes to helping the environ-
ment.
The Ajax school was recently des-
ignated an Emerald Green School by
the SEEDS Canada Foundation for
completing and recording 500 envi-
ronmental action projects as part of a
national program called Learners in
Action.
Deanna Fry, a teacher who co-ordi-
nates the school's two green groups,
-M
says the students are heavily involved
in logging environmental projects.
""The students record any environ-
mental action they do, such as collect-
ing signs of fall on a walk"
With just over 200 Emerald Green
Schools across the country, Lakeside
is the first in the region to achieve the
500 mark. Ms. Fry says the goal is to
complete another 500 projects and
become an Earth School by the year
2000.
Dan Stoker of the Alberta -based
SEEDS Canada Foundation says
achieving the status of an Emerald
school "is not always easy and not all
schools make it.
"The kids do a lot of work and it
means a lot. Some of them get very
emotional... they own this"
He says the Learners in Action pro-
gram encourages students to partici-
pate in projects that enhance the envi-
ronment. Schools receive recognition
for their efforts as they proceed
through the program.
Schools become a Green School
when they have completed and
recorded 100 projects, a Jade School
at 250 projects, an Emerald School at
500 projects and an Earth School at
1,000 projects.
Mr. Stoker says "one third of the
elementary schools in Canada are
involved in the program" which was
started in Alberta in 1990. Of the
4,700 schools registered, 1,700 are
Green Schools.
Fourteen schools in Durham are
involved in the program. Three have
achieved Jade School status and seven
are designated Green Schools.
'.Vhile she appreciates the diversity of the
different members' input, there are a few
,pecial people with whom she has devel-
Teli lasting friendships. "Obviously, I feel
he I know them;' she relates. "They are my
mends. I could say, 'my friend Jane' or 'my
1nCnd Maury'. I know her better than if I
.NnCIA her in person. I just feel like I could
:il these people anything, even the bad
iinLs...
Recently. Mrs. Annis did get to meet
enc of the members from the Toronto area
Nrson. Four moms got together in Toron-
.% nth their babies to hit the kids' stores and
.r.c lunch.
"'Nobody was shopping. everything was
u.t talking;' she laughs. "We were standing
in the aisle just talking. We enjoyed it so
such we're planning another one; this time
., potluck"
Tbesc women chase a high-tech route to
the camaraderie once found over the back
tcnce. As laundry was hung on lines or over
cup of coffee in someone's kitchen.
)men used to get this type of support in
;ictr own neighborhood.
With fewer women at home for shorter
n gths of time after the baby's born, it's not
easy to make friends over a horrowed cup
Ott sugar. But, with resourcefulness, new
mothers can find kindred cauls as close as
their own community or even their own
omputers.

hy Clean Your Chimney?
Joe Demarco of Chimney
Why do Fire Departments recom-
mend yearly chimney cleaning? It's because
they know the risk to life and property
when people forget about their chimneys.
Over 800 Canadians of all ages die in
fires annually. In North America last year,
more than 40,000 home fires were chimney
fires resulting in property damage over 23
million dollars. Why does this happen?
Burning wood in a fireplace or stove
builds up a residual coating of both soot
and creosote m your chimney. Creosote is
made up of hundreds of different chemicals
- some being highly flammable.
This coating can ignite creating a
wild -burning fire in the chimney - that you
may not even know about.
has more than 10 years experience.
Even if your house does not catch fire,
the high heat created in a chimney fire caus-
es structural damage including cracking
and warping of chimney chambers. Such
deterioration can make the next chimney
fire twice as destructive and dangerous.
You can enjoy the warmth of a wood
fire without the worry. Annual chimney
cleaning by a trained professional removes
dangerous residues left from burning wood
and eliminates the risk to your home and
family.
So call Clean Sweeps today at (905)

over a decade of professional experience.
