not in groundwater
Backtrack on contamination at
Pickering plant met with skepticism

PICKERING — An announcement from Ontario
Hydro that groundwater at the
nuclear power generating station
here is not contaminated with tri-
tium as indicated last week has Icft
residents "confused and angry."
That's how Regional Ward 1
Councillor Maurice Brenner
describes the reaction to Hydro's
conclusion that contamination is
"limited to the surface or within
approximately seven feet of it." -
Last week, Hydro announced the MAURICE
formation of a team to examine the BRENNER
ongoing issue of tritium in ground- 'Angry'
water on the site of the nuclear gen-
erating station.

should start paying better attention to
bylaws.
The Town has decided to hire an
additional two bylaw enforcement
officers to primarily work evenings
And weekends in a bid to crack down
on lawbreakers.
Mayor Wayne Arthurs says the
Town is now paying overtime to its
current two officers and says the
wages of the new officers will be off-
set by the revenue they generate in

Senis hopes the additional officers
will result in better enforcement of
handicapped parking bylaws.
She recently criticized the Town
for not better enforcing a new bylaw
which dictates the whole parking
spot must be painted blue with a
handicapped symbol in the middle.
Another bylaw has increased the
number of handicapped parking
spots at local businesses. .
There is some confusion about the
bylaws, which Ms. Senis says must
be clarified.
Mayor Arthurs says the additional
bylaw enforcement officers will like-
ly be hired by the fall.

Environment and Energy, the
level of tritium found in the
groundwater in one of the test
wells near a heavy water
upgrading plant was about
700,000 becquerels per litre of
water.
The acceptable level for
drinking water is 7,000 bec-
querels per litre.
But Hydro made an honest
mistake and provided the incor-
rect information with the best of
intentions, reports spokesman
Terry Young.
After Hydro released a report
on copper and zinc emissions
last month, it asked its employ-
ees to bring forward any other
outstanding issues.
When concerns about
groundwater contami-
nation were raised,
"we wanted to tell the
community about it as
quickly as we could"
in keeping with its
pledge to improve
communications,
notes Mr. Young.
"We were trying to
play catch up in a
hurry."
But no new tests
were performed until
after the announce-
ment and "it appears
the problem is much
more related to the surface or
just below the surface:' notes

But, these latest revelations
are being met with skepticism at
the Town of Pickering.

Regions are
right to be
up in arms
Mayors and Regional chairmen in the Greater
Toronto Area were predictably miffed this week
at the Ontario government's move to begin pool-
ing tax revenue to pay for social services in
Toronto.
Their rage is pure, their numbers are many.
And they have the city surrounded. But, for all the
ad hoc meetings and righteous rhetoric flowing
from municipalities across the GTA, little in the
way of solutions is being offered to mitigate this
divisive notion.
As it's turning out, GTA politicians who
opposed amalgamation and rush -to -judgment
reform have been right all along and can now
point to a tangible example of what we haven't
been told by the Province about GTA reform and
its fiscal consequences.
The idea of 'pooling' is bad enough for
Durham Region municipalities already stuck with
budgetary restraints as a result of reduced transfer
payments from the Province.
But for Municipal Affairs Minister AI Leach to
suggest his government is setting the stage for
property tax reductions by the turn of the century
through these reforms is sheer folly.
Using Durham Region as an example, how can
anyone reasonably believe that a community with
24.3 welfare cases per 1,000 citizens shouldn't
expect to pay more when they will suddenly be
subsidizing a community with 50.4 cases per
1,000?
And how could a property taxpayer in
Clarington, for example, reconcile the require-
ment of a higher tax bill to help pay for social
programs in Etobicoke, a community that is
roughly 80 kilometres away?
Durham Region politicians predict a nasty
political battle over this surprising suggestion
from the municipal affairs ministry.
Surely, that view is held in communities across
York, Halton and Peel Regions as well.

To the editor -
The news about the dangerously
high levels of tritium in the ground-
water at the Pickering Nuclear
Generating Station and the fact that
Ontario Hydro and possibly the
Ministry of the Environment knew
about it all along should be the envi-
ronmental wake-up call to the citi-
zens of this province and perhaps
the whole country.
It seems that the priority put on
the health of our environment by
federal and provincial governments
and corporate Canada is insufficient
and we as citizens and consumers
are being misled by their apparent
'commitment, responsibility and
obligation' to the environment.
Could it all be just a facade to pla-
cate you and I into thinking they are
doing their part?
Up until now, my faith in my
governments and industry concern-
ing environmental issues did allow
me to assume that, but not any
.more. To put it in perspective for
residents of Ajax I offer this person-
-.al experience:
About six weeks ago I got fed up
with the all -too -frequent heavy
black smoke emissions from the
white smoke stack of the Ajax
Steam Plant. I called the Ministry of
the Environment and three weeks
later I received a call back from an
overworked inspector who had
observed the stack for a period of
time and was unable to detect any
excessive emissions. He would,
however, keep an eye on it. I'm sure
the citizens of Ajax and those pass-
ing by on Hwy. 401 have no trouble
observing these emissions. What do
they burn there?
Does anyone anywhere have any
idea how many tons of emissions
rain down on Ajax and the southerq
part of Durham Region each year
from this stack?
When it comes to our environ-
ment, what you don't know won't
hurt you. For the sake of our chil-
dren and their children we cannot be
complacent about this. We can only
make industry and government
accept their responsibility for the
environment if we constantly make
noise about it. Call the ministry
with complaints, call your town
officials, call your MP and MPP,
call the offending industry and
voice your complaint. Make them
accountable. And, keep in mind that
everything released to the public
and media about the PNGS radioac-
tive groundwater situation could

was fine
As the line in the Tony Bennett song goes,
I left my heart in San Francisco.
I have just returned from a week-long
vacation in California and while the quaint
university city of Davis, the charm of Old
Sacramento and the breathtaking hills of the
Napa Valley were all beautiful, San Francisco
stole the show.
Despite the slight chill in the air and the
ever-present fog looming over the Golden
Gate Bridge the two days I spent climbing the
streets and seeing the sites in the city were by
far the best days of the holiday.
Armed with my Frommer's guide and map
of the city, I had complied a list of things to
see and do even before I boarded the plane in
Toronto.
A tour through the strects of the Italian
neighborhood of North Beach, a visit to
Chinatown, shopping at Union Square, riding
a cable car and doing the tourist thing at
Fisherman's Wharf were all high on my list of
planned activities.
But the two attractions I was anxious to see
were Alcatraz and the Golden Gate Bridge.
However, the island which is famous for its
notorious inmates and their inability to
escape, was impossible to get on to.
Guided tours through the penitentiary
turned bird sanctuary were booked solid for
the duration of my vacation, so, much to my
disappointment, I didn't get locked in Al
Capon's cell.
Nevertheless, I took a boat tour in the San
Francisco Bay in a small fishing boat that
carne perilously close to landing on the rock.
If you have ever visited San Francisco
you71 know the weather can change in an
instant and as soon as I stepped on the boat the
waves began to rise.
What I thought would be a relaxing float
around the bay and a chance to take some
scenic shots of the city felt like a ride at a
theme park. R
But as the waves splashed onto the dock
and soaked passengers scrambled to hold onto
their seats, the fog over the bridge, which had
been hanging like a clod over the famous
landmark since I arrived, began to lift.

never forget, despite the sea -sick foiling in my.

Year-round school a hit with students

WHITBY — It may be the mid-
dle of summer, but Durham's first
"year-round" school just started
-another year of classes.
Classes got under way at C.E.
Broughton Public School for about
250 students Aug. 5, the day after the
Civic holiday and one month
before their 225 counterparts in -
the traditional classes head back
to school.
The students in the modified
calendar at Broughton come
mostly from Whitby, but there are
some from Oshawa and Ajax,
some from other public schools
and the Catholic system, and
even some from Montessori
schools, says lack Smyka, princi-
pal of the year-old school.
Modified calendar classes
begin in August and run through
to the end of lune, finishing the
same time as regular calendar
schools. But students and teach-
ers attend for shorter stretches of
instruction at a time, with breaks
spread more evenly throughout the
year, he says. This means less review
at the start of each school year, less
stress on everyone and more energy
throughout the year, he adds.
And the students in the modified
calendar like it, the principal adds.
`Store' opens
"I get really bored in the sum-
mer," admits Grade 8 student Shera
Everett, of Oshawa, who also attend-
ed Broughton last year. "I really like
having more vacation time through-
out the year rather than all at once,"
she explains.
Students in the modified calendar
get two weeks off in October, two
weeks in March and a week in May
attend for Grade 8.
"I had some friends already here
and they said they were enjoying it,"
she says.
When she and her family checked
out Broughton, they were so
impressed with what they found,
they decided to enrol her this year.
"When I saw the school, I wanted to
come right away," she says.

son of Whitby is also new to the
school this year.
He says the school is "OK"
and really likes the vacation
schedule.
"It bothers me a little that
other kids are still on holiday
but it's not a problem," he says,
adding he'll be getting two
weeks off in October when
they're still in school.
Mr. Smyka says the school's
enrolment, in both modified and
a regular calendars, is up this year
by approximately 175 students.
There were 300 students last
year, divided equally between the
two schedules, he says.
This proves to him that the con-
cept of modified schools is becom-
ing more popular.
"The modified school is certainly
here to stay in my view. It's an
option for a segment of society," he
says.

Pickering paddlers help West Rouge
club capture crown at own regatta
PICKERING — The West Rouge Canoe
Club won its own regatta against six other
Toronto and area clubs at Rouge Beach Park
recently.
The Pickering and Scarborough paddlers com-
peted in 200-meirc sprint races in age groups
from beginning peewee paddlers through the
atom, bantam, midget, juvenile and open classes.
Clubs competing in the regatta included
Balmy Beach, Burl:U Mississauga, Richmond
Hill, Toronto Island and West Rouge.
More than 130 races were held during the
one -day regatta.
Club Commodore Bill Blair called the club's
retention of the regatta title a great accomplish-
ment in the face of fierce competition. The area
canoe club earned the crown in convincing
fashion, finishing with 142 points, while its
closest competitor amassed 88 points.
Kirsfi Billing placed first in the midget/juve-
nile women's novice Cl (one-person canoe)
race. She was followed by Suzanne Kramer in
third spot In another midgetruvenile women's
novice C 1 race, Amy Bartlett placed first, fol-
lowed by Erica Smilovsky in second place and
Kim Oikawa in third position.
In the atom women's K 1 ( one-person kayak)
race, Caitlin Wretham placed third. In the atom
women's K2 event, Caitlin Wretham and Kristy
Lutes teamed up for a first -place finish
Rebecca MacNamara placed third in the
bantam women's K I event
in the midget/juvenile women's KI event,
Larissa Gurlesky placed first, with second place
to Enca Purdy.
Blake Wrt:thatn won the peewee men's Cl
event and was also part of the first -place peewee
men's C2 race.
In the peewee men's K I race, Mau Keber
placed second, followed by Blake Wretham in
third place. Blake Wretham and Keber placed
