Ice cream vendors shouldn't
resist robbers: boss, cops

Dickie Dee Ice Cream vendors are
told not to put up a fight if they are
robbed on the job, says the company's
area manager in the wake of two
recent attempted heists in which treat
pedlars refused to turn over money or
munchics.
"We have a rigorous (training) pro-
gram:' says Brent Bland, commenting
on a robbery attempt last week of one
of his ice c-rearn vendors, a 13 -year-old

after the vendor was threatened with a
knife on Brennan Road in Ajax last
Thursday evening. Tux: vendor was
told he'd be carved up if he didn't
hand over ice cream.
A second robbery attempt of an ice
cream vendor took place on the same
day, this one at a ball diamond on Val-
ley Farm Road in Pickering. But, it
was not a Dickie Dee vendor who was
accosted as Durham Regional Police
originally reported. In that incident,
the would-be robber broke a beer bo( -
tic and threatened a 17 -year-old Polar
Ice Cream vendor who chased the
attacker off by hitting him with his
fanny pack.
Mr. Bland says his vendors are told
not to resist robbers and to get a good
description for police. A head office
policy requires that vendors be told not
to put themselves at risk on the job, he
says.
In fact, the vendor involved in the
Ajax robbery attempt, thwarted when
police came upon the scene, has been
fired because he didn't observe those
rules, Mr. Bland says. He says he's
been told a crowd of young people had
gathered to watch the 14 -year-old girl
fight another girl and that the vendor
decided to head for the commotion to
see what was going on. By doing so,
he placed himself at risk, Mr. Bland
says.
"Because of this, he is no longer
waking for Dickie Dee: "
He adds Dickie Dee cogs losses
in a robbery and also pays compensa-
tion benefits for its vendors "in case
anything happens". Mr. Bland vows

rowdiness and vandalism.
The summer campaign,
called Operation Clean -Up,
began at area plazas and
parks last weekend when
police laid 47 charges, includ-
ing several for drug and
weapons offences. Liquor -
related charges were laid
against 32 people.
Mr. Arsenault says he's
spoken to Durham police
"numerous times" about the
problem at his plaza. "We
need the problem nipped in
the bud."
The troublesome teens
"are hard to nail. When they
see a cruiser coming, the ones
causing the problem are the
first to go;' he notes.
'Ihe problem starts "basi-
cally when the kids are out of
school. In the fall and when
it's cooler, there's not as
many of the little darlings
out."
Owner of Dot's Spot for
three years, Mr. Arsenault
says the problem's "gotten
really bad since the (nearby)
pool hall opened (about a
year ago). There had been the
odd break-in because we're
off the beaten track, but noth-
ing other than that.
"The pool hall, they try to
control it. After 8:30 p.m.,
they won't let them in if
they're under 19, but that
doesn't stop them from hang-
ing around. The pool hall
people go out and try to move
them on," he says.

shortcut to a park where they
gather to drink beer.
The woman, who request-
ed anonymity, says, "One day
I saw 30 kids outside. A cou-
ple or a family wouldn't want
to come in here if they saw
that."
The problem is worse in
the summer, but "if you keep
on them and threaten to call
the cops", the situation does-
n't get out of hand.
But, sometimes, "Ihey've
sworn at us when I've gone
out and told them to leave.
Some are nice and say 'sorry
ma'am'. Some have big
mouths. It's usually the
smaller ones when they're
with the buddies. I'm sure
some of them are very good
kids on their own. It's just
when they're in a gang, it's
cool to be sh—s.

Parolee accused
in bank heists

This spring. a 26 -year-old drifter was
paroled from a federal prison and was to
report the next day to a Toronto halfway
house. He never did. however, and
instead is accused of a two-month crime
spree across southern Ontario, during
which at least six banks, including three
in Pickeriag and Whitby, were robbed.
Glenn Alexander High, who was hid-
ing out in a farmhouse in Peterborough
when arrested there recently for parole
violation. was in a Peterborough Jail
when busted Wednesday by Durham
Regional Police robbery squad detec-
tives.
Mr. High was brought to Oshawa
where he made an appearance in provin-
cial court on 10 charges of robbery. rob-
bery while using a firearm and posses-
sion of a prohibited weapon.
Detective Stan Pinkney says the sus-
pect is also under investigation by police
in Ottawa for another four heists there.
Mr. High was released from
Joyceville Penitentiary after serving part
of a sentence for break and enter and
drug-related offences. said Det. Pinkney.
He was ordered to report to parole offi-
cials in Toronto but "he never trade it:'

lancc cameras at a Pickering bank.
Durham police have charged Mr.
High with heists Ma-, 21 at the CIBC on
Brock Street North in Whitby, May 29 at
the National Bank of Canada on Liver-
pool Road in Pickering and June 18 at
the CIBC on Bayly Street West in Pick-
ering. The latter robbery involved the use
of a sawed-off shotgun.

Apology owed
For 10 years Durham Regional Police Inspector
John Shephard wholeheartedly believed he had arrest-
ed the right man for the murder of Christine Jessop.
Nothing, at the time, could make him change his mind
about the guilt of Guy Paul Morin.
"Now, I know I was wrong," the retired officer con-
ceded in offering an apology Wednesday to the man he
helped wrongfully convict.
As noted by his own lawyer, Eddie Greenspan: "It's
about time we heard a heartfelt apology from police in
this case"
Indeed, in the two years since he was exonerated by
DNA evidence, which proved he did not kill his nine-
year-old neighbor, Mr. Morin has received financial
compensation from the Province for his ordeal, but has
waited and waited for something money can't buy: For
Durham Regional Police to simply say, "We are sorry"
A lead investigator in the case, Mr. Shephard
offered the first apology of any kind from anyone asso-
ciated with the troubled investigation.
Though he may not have realized it, or intended to
do so, by acknowledging his own grave mistake, Mr.
Shephard took the first step toward repairing the
stained reputation of the entire Durham police force.
While praising him for having the courage to make
a public apology, we wonder why it was left to a man
who no longer has any association with the department
to begin the task of rebuilding its credibility.
Much like the demeanor of police in Saskatoon,
who have only stubbornly "accepted" the recent exon-
eration of David Milgaard — who spent 23 years in
prison for a murder he did not commit — Durham
police have seeminglh only grudgingly "accepted" Mr.
Morin's innocence.
In fact, the chairman of the police services board,
Jim Witty, has publicly said he sees no need for the
costly inquiry, sending the signal down the ranks that
what happened in the past is not a concern in the pre-
sent.
Mr. Morin, when asked, said he would graciously
accept and welcome an apology from police — but
added he isn't counting on it.
When asked by the News Advertiser whether he
would follow Mr. Shephard's example and apologize
on behalf of the department, Chief Trevor McCagherty
declined, saying the time for an apology, if any will be
made, will be after the inquiry wraps up in September.
After 12 years, we would suggest the best time for
an apology has come and gone. Mr. Morin is gracious
enough to accept the olive branch, even at this late
hour.
Will the police force as a whole prove itself as big
as Mr. Shephard?

What's stance on teacher salaries?
To the editor:
I am confused about your editorial
policy. In a recent collective agree-
ment, ratified by both the public sec-
ondary school teachers and the
Durham Board of Education, salaries
continue to be frozen until Aug. 31,
1998, as they have been since 1992.
This decision was made by both
parties as an acknowledgement of the
current climate of fiscal restraint, a
position advocated by your paper.
So your editorial -page cartoon on
Sunday, July 6, mocking the salary
freeze, seems to contradict your previ-
ous position. Is it expecting too much
to think that you would actually have a
consistent and thoughtful editorial
policy, one which might be of use to
your readership?

Clarification
Further to our editorial of July 22,
'A house divided', the News
Advertiser would like to clarify the
process followed by the Local
Education Improvement Committee
(LEIC).
Durham Board of Education
trustees voted at a June 23 meeting to
ask the Province to give the Education
Improvement Commission (EIC), the
provincial body set up to oversee
reforms to all school boards, the
power to add one trustee, or subtract
one trustee to a school board on appeal
to ensure fair representation. This was
rejected by the Province.
Further, the public school board
was told to form the LEIC, which was
then to make recommendations on
trustee distribution to the municipal
clerks of Pickering, Whitby and
Oshawa. The Durham public board's
LEIC could not come to a consensus
so made no recommendation to the
clerks, who have the final say unless
someone appeals to the EIC. Final
report from the clerks is due next
week.

My summer wish list
I'll start off this column by assuring
Pickering nuclear station workers that
I'm not going to hammer the operation
of the power plant. So there's no need
to crank out an "I'm really ticked at you
guys" letter.
This column is my summer wish list:
I wish Glenn Healy, who has just
signed a $3.9-gazillion contract to tend
goal for the Toronto Maple Leafs,
would be my new best friend. I'll be
loyal, cheer for the Buds and only ask
for financial help on an as -need basis.
Ajax Council should meet through
the summer. Oops. I guess I've had a lit-
tle too much sun. Actually, I wish Ajax
politicians would follow the lead of
their Pickering counterparts and take
most of the summer off, not just
August. Those Pickering poll know that
most people are more interested in bar-
becuing and heading to the cottage
rather than sitting in a council chamber
listening to folks drone on and on about
a tertiary study to examine the report of
a market analysis for a new strip plaza.
I wish my boss would give me a 50 -
per cent pay raise. Hey, it's my wish
list, so I can ask for whatever I want.
I wish there were fewer reruns on
TV in July and August. All those
friends on holidays and no new shows
to watch.
I wish the softball team I play on
would win a few more games. Winning
once a month just isn't satisfying.
I wish those incompetent fools at the
Ontario Lottery Corporation would
draw the six numbers we have in our
office pool. Then I wouldn't have to lis-
ten to the griping by the other eight
poor souls in our little group. Actually,
I wouldn't associate with them at all if
our collective ship were to come in.
I wish my brother would invite me to
play a round at his swanky, private golf
club, where you have to be rich just to
park your car. I'd show him a few of my
public course tricks, like how a golf ball
hit into the woods can be kicked out
into the middle of the freeway.
I wish the Boston Red Sox would
win the World Series not necessarily
this summer, but at least one summer in
my lifetime. Oops, that darn sunstroke's
taking effect again.

entire police department. The chief,
however, did not rule out an apology to
Mr. Morin in the future, saying the
department has decided to wait until
the completion of the inquiry before
commenting.

Mr. Morin was charged with first-degree
murder in April 1985, four months after
Christine's decomposed body was found in a
rural area in the region's north end.
Accused of abducting his next-door
neighbor from her Queensville home three
months earlier, Mr. Morin was acquitted at
his first trial but later convicted at a second
second trial, ordered after the Crown
appealed.

excavation necessary."

foundations in much the same way they invest in their
roofs. Water corrodes and very quickly. The same way a
leak in your roof starts corroding the wooden rafters, a
leak through your foundation starts to undermine the
very integrity of your home. People tend to live with the
problem until it escalates into a bigger one. Catch it
early enough and possibly save yourself a fortune"

Pickering squirts play well at first two tourne s
PICKERING —"The Pickering Grey
squirt boys' select softball team turned in
impressive performances at its first two
tournaments of the season recently.
The Pickering Greys, sponsored by
the Pickering Men's Slo-Pitch League,
won two games and lost one at an exhibi-
tion tourney at Milliken Mills.
In the first contest against Malvern,
Pickering went down to defeat 20-8. The
(treys regrouped in the second game
against East Gwillimbury to post a well-
camed 16-8 victory. A nine -run second
inning keyed by Troy Giasson's timely
triple led to the victory.
Two seven -run innings by Pickering
raved the way to an 18-8 win over
Newmarket. Sachin Shelley blasted a
double in the contest.

Carson, who gave up only 10 walk~ in three
games. Pickering batters showed great
patience at the plate, walking 47 ting.
A solid defence was the comerstone
of the two victories with Ellis Bowen
patrolling centre field and an acrobatic
Neil Davis at second base.
Meanwhile, the Pickering Greys fin-
ished as semi-finalists at the recent East
Gwillimbury tournament.
In the semi-final tilt, Pickering was
overmatched by a strong Stouffville
squad which posted a 15-3 victory. A
determined effort by the Pickering team
of first-year squirts kept the game close
until the seventh inning when seven
Stouffville runs crossed the plate. Bowen
was three -for -three at the plate and the
team drew six walks against strong
Stouffville pitchers.
The Pickering squirts won their tint

game 14-6 over Bridlewo od, then went
on to defeat Innisfil 11-6 in the second
contest, which featured aggressive base
running by William Gauvin and Shawn
Donnelly, who each drew two walks,
stole a combined four bases and scored
four runs. A key single by Shawn Meikle
drove in three runs.
Steady pitching and solid defence
were again the cornerstone for the two
victories. The defence was anchored by
catcher Michael Lindsay, while Scott
Clark and Ryan Briggs showcased their
versatility by covering six different posi-
tions between them.
