toilet paper dispenser was set on fire in a
boys' washroom.

Department spent most of the morning
ventilating the Mandrake Street school.
According to Captain John
Chalmers, the fire was contained to one
of the stalls. The washroom "is filthy
from smoke" and the toilet roll dispenser
was destroyed in the prank.
Principal Brian Hughes said no other
damage was caused. "It was just smoke,"
he said. But the prank was not appreciat-
ed by staff or students, many of whom
are "very upsea," he added.
"It's inconvenient and it's dangerous
too. I would hope that our kids as they
mature can put aside the trivial part of
this and understand the seriousness of
it," he said.
School officials and the school's
Durham Regional Police community
officer are investigating "several leads,"
Mr. Hughes said. The officer had been
scheduled to attend the school Wednes-
day and got there just after the alarm
sounded.
A teacher alerted Mr. Hughes to the
fire around 10:15 a.m. The main -floor
washroom was "filled with black
smoke," Mr. Hughes reports. "it didn't
feel like the place was burning. I didn't
sec any flames."
He pulled the fire alarm and students
quickly evacuated the building. Many
were in the gymnasium for an assembly,
while others had just finished changing
classes.
Hundreds of students clad in school
uniforms shivered in the cold as fire-
fighters ventilated the school. Many
pupils were allowed to return to porta-
bles about one-half hour after the alarm
rang. Students returned to the school
building 45 minutes later.
An ambulance was on hand at the
school for most of the morning as a pre-
caution, but wasn't needed.

pital staged a 10 -minute walkout this
morning to protest what the Ontario
Health Coalition calls "devastating"
funding and service reductions b} the
Provincial government.
But. members of the Canadian Union
of Public Employees Local 906 vowed
their 10 a.m. job action wouldn't affect
patients, reports Kim Mac VturrtN, hospi
tal co-ordinator of public affairs.
"Our union representatives have
assured us the action will not affect
patient flow in and out of the building or
affect patient care in any way.
"LUPE members performing essential
services will not be participating at all."

The walkout by registered practical
nurses, clerical and support staff was one
of several to he staged at hospitals across
the province.

Pickering's position paper is to go to
Milt Farrow, the special advisor appoint-
ed by Queen's Park to come up with rec-
ommendations for the role and structure
of the GTSB.
Mayor Wayne Arthurs maintained in
an interview there is no. need for a for-
malized hoard to deliver services across
the GTA.
"The services board, it would appear,
was being set up because of transit and
the Province is trying to throw a lot of
other things into that."
The mayor said no need for GTA -
wide service delivery has been demon-
strated and the 'mayors and chairs' com-
mittec is sufficient to provide the
amount of co-ordination that is required.
Ward 3 Regional Councillor Rich
Johnson told Council colleagues he
would support the position paper but
had doubts even about formalizing the
mayors and chairs committee to co-ordi-
nate GTA services. He suggested the
committee appears to be tuming into a
third level of government after being
formed initially to co-ordinate econom-
ic development strategy.

Durham store owner banned

Public health officials have forced a
Whitby store owner to butt out from sell-
ing tobacco products for the next six
months.
In the first case of its kind in Durham
Region, Eddy Pearl, owner of Select
Movie Superstore at 1 121 Dundas St. E.,
was prohibited by an Ontario court Mon-
day from selling or storing tobacco prod-
ucts for a six month term.
Under the Tobacco Act, automatic
prohibition occurs as a result of two
tobacco sales offenses. As a result, Mr.
Pearl must post signs stating, "We cannot
sell tobacco because we were convicted
of tobacco sale offenses. Smoking is a
major health hazard."
Tobacco Control Act Enforcement
Officer Robert Rockbrune says he spot-
ted the sales to youths under the age of
19, during routine surveillance checks he
makes to stores located near local high
schools. Automatic prohibitions have
been enforced in areas like North Bav
and Etobicoke. but never Durham, Mr.
Rockbrune says. Two other tobacco ven-
dors in Durham currently face automatic
prohibition if convicted.
"In Toronto. I think it works effec-
tively because the papers cover it and
most of the stores (selling cigarettes)
cam, the newspapers," he explains.
"ITIat way, other store owners know we
are serious. If we can stop one kid from
starting to smoke, it's worth it."
Eddy Pearl, however, isn't celebrating
his status as Durham's first store owner
to be temporarily forced out of cigaretu.

be fined are the kids themselves," Mr.
Pearl says. '"The unfortunate pan is you
see youngsters smoking and they always

PICKERING -- The Town's zero -
tax -increase budget is only one step
away from being finalized.
Pickering Council's executive com-
mittee Monday put its stamp of
approval on a budget that would freeze
taxes residents pay for Town services
for the fourth straight year. (Small tax
increases have been approved by the
Durham Board of Education and
Durham Region).
The Town budget must still be
approved by Council, which is sched-
uled to consider it April 7.
Monday's meeting gave residents
an opportunity to express opinions on
this year's Pickering budget. But there
was little comment from the public
except for three delegations who urged
councillors to stick to their decision to
proceed with construction of a skate-
boarding and youth park.
The $600,000 park is to be built in
the hydro corridor behind the Picker-
ing Recreation Complex on Valley
Farm Road.
In addition to an outdoor skate-
boarding facility, it is also to include
walkways, bicycle paths,

"This is not a youth park, it's a community
park," she said. "I would like to implore you

Under the draft budget, Pickering will
spend about the same amount this year as in
1996 -- $36 million. The Town expects to col-
lect about $15.5 million in taxes in 1997. Gen-
eral government revenue will be about $11.2
million and departmental revenue will total
approximately $9.1 million.

The Easter weekend looms. In this time of renewal and
celebration, it's important for us to remember the less for-
tunate in our communities.
In Ajax and Pickering• there are a couple of spring food
drives under way which can go a long wa% to filling cup-
boards which would otherwise remain bare over the Easter
weekend.
One drive, sponsored by the Optimist Club in Oshawa,
is being held to stuck the shelves at Salvation Army food
banks to Durham Region. including the Ajax -Pickering
branch. And if you're wondering about the level of need
here at home• think about the fact that 140 families with
`00 children sought aid from the Ajax -Pickering Salvation
Army in February. according to spokesman Paul Carew.
Or you can make a donation to the annual St. Paul's on -
the -Hill Community I -o od Bank Easter trod drive.
In 1996. St. Paul's provided 2,597 packages of food to
needy families and individuals. Approximately half of the
people it fed were children.
lt's clear that the need is there, even as news continues
to filter in about Canada's awakening economy and the
growing optimism of job -makers and job -seekers.
If you*re out picking up a few groceries to preparation
this week for your family's Easter feast, think about those
who are less fortunate.
An extra item or two in your grocer,, cart can go a long
way to feeding one of those hungry children. Chances are
you wont notice the extra costs on your hill.
It only takes a minute or two — and a dollar or two
to make thou spring food drives in your community a suc-
cess.
In this time of renewal, you can perhaps help bring a
fresh start to the lives of others.

To the editor:
1 would like to comment ona recent
experience which concerns me quite a bit.
On a Monday evening a few weeks
ago. my husband suffered burns requiring
emergency medical attention. We went to
Ajax -Pickering General Hospital for
treatment.
I was forced to negotiate through all of
the can parked along the emergency route
in order to drop my husband off at the
emergency entrance. These cars were not
parked for emergencies, but rather for
people to visit patients. How do I know'?
The cars were all gone once visiting hours
were over.
People of Ajax, when parking in the
emergency route, you are doing the fol-
lowing:
1) creating a pedestrian hazard for people
walking between cars parked illegally.
2) blocking the fire route. Remember, this
is a hospital full of flammable, toxic and
caustic materials, as well as oxygen tanks.
If the fine department needs to get in, fire-
fighters don't have time to ask everyone
to move their vehicles from the emer-
gency route.
3) making it extremely difficult to drop

In conclusion, please respect the safe-
ty rules as we'll all be better off in the
long run. If the rules aren't being fol-
lowed, could the police please come and
ticket the can? The Town could use the
extra revenue.

No price tag on
good education
One down aril one to go.
Durham Board of Education finalized
its 1997 budget Monday night after a
marathon six -and -a -half-hour meeting.
That leaves just the Durham Region
Roman Catholic Separate School Board's
budget and I hope those trustees don't
take as long.
"Ile: public board spent long hours
pondering the wisdom of using reserves
to pay for building projects that would
benefit students or using reserves to elim-
inate an overall increase for taxpayers.
They settled on a bit of both.
Taxpayers get a 33 -per cent increase and
two extra programs get funded from
working reserves.
I know taxpayers have been howling
for years about increasing taxes and I
know I'm lucky to live in Oshawa where
the budget impact on the average home is
an $8 decrease this year.
But education is extremely important.
Those kris in school today are going to
grow up to be the doctors, reporters,
musicians, judges, secretaries, engineers,
sales clerks, teachers, bus drivers, accoun-
tants and politicians we will rely on in the
years to come and we'd better make sure
they're the best they can be.
If that means asking for a little bit of
extra money from taxpayers, that's tine
with me. After all, trustees are in the busi-
ness of educating children, not just the
business of placating taxpayers.

Grade 3 children throughout Ontario
are busy taking provincial tests in math,
writing and pretty well everything else.
However, their parents got a surprise
when the kids brought home a test for
them. Well, not a test but a questionnaire,
asking the parents about their involve-
ment in their offsprings' educations.
Parents are being asked things like how
often they read to their children and how
often they help solve math problems.
Some parents might not like the idea
of filling out this form but, in my opinion,
it's a valid exercise. I believe parents are a
major part of the education system. After
all, charity's not the only thing that begins
at home.

up bucks for charity
Under the B will he bucks for some local charities at
the Ajax Bingo Country this weekend.
Hospice Durham will host the first of two mini -mon-
ster hingos. each with $5,500 in prizes.
It's on Friday. ~larch 28 starting at 12:30 p.m. Among
the games are a 52.(100 super -jackpot game, a $1,500
jackpot game and two $1.000 must -go games.
Hospice Durham is a volunteer -based organization
providing home -support services for terminally -ill peo-
ple and their families.
The second mini -monster bingo will be Monday.
March 31 at 12:30 p.m. and it will he hosted by the Cana-
dian Progress Club. Pickering -Ajax Women. Once again
there will he prizes totalling $5.5()(). The club has about
20 members and provides assistance to various individu-
als and special projects throughout Durham Region.

Ajax crashes snarl traffic
Hwy. 401 traffic was temporarily backed up yesterday afternoon follow-
ing two separate accidents in the east and westbound lanes which
occurred within minutes of each other. Ontario Provincial Police say
there were no life-threatening injuries sustained in the accidents. and con-
tinue their investigations.

Club posted a hard-fought
fourth -place finish in the
annual provincial champi-
onships in Waterloo.
In round-robin play, the
Cinderella Pickering squad
posted victories against
Thunder Bay, West Ferris and
the host Waterloo club, while
going down to defeat against
Hamilton, Upper Ottawa
Valley and the eventual cham-
pions from Seaforth.
Centre Courtney Howell
finished first overall in tour-
nament scoring with a total of
23 points over the six games.
She was helped by the strogg
play -making of linemates
Nancy Gallagher and Monica
Pozzan.
The line of Lori Marks,
Lauren Brandon and Melissa
Gibson combined for 20
points.
Goaltender Ashleigh Howell
was superb between the
pipes, supported by the
strong defensive efforts of
