PICKERING -- The future of
public hhrarics to Ontario is
threatened by new provincial leg-
islation, according to the head of
the local library board.
"They have effectively dis-
mantled what has been a volun-
teer board situation." says Picker-
ing Public Library Board chair-
man Jill Foster.
Public hearings on Bill 109 --
the Local Control of Public
Libraries Act, will he held in
April.

PICKERING -- Three Pick-
ering teens arc charged following
a weekend pursuit of a stolen van
which ended when the vehicle
rammed a police cruiser.
When patrolling Durham
Regional Police spotted a stolen
pan northbound on Whites Road
.hound 12:40 a.m. Saturday. offi-
crs hollowed it into the Amber-
ra subdivision.
Other cruisers joined the pur-
suit and one was rammed by the
stolen van at Amberlea Road and
Highview Road.
The suspects drove another 30
yards before the van was stopped
and three teens were taken into
custody.
The van and police car each
sustained $2.(X)0 damage. No one
was injured.
A 17 year old is charged with
theft of property over $5,0(X),
possession of stolen property
over $5,000, dangerous driving
and failing to stop for police.
One 16 year old and a 15 year
old are charged with possession
of stolen property over $5.0O0.
They can't be named under the
Young Offenders Act.
Pickering public school taxes up $21

Durham Board of Education trustees
resisted the temptation to raid financial
reserves last Wednesday night to mini-
mize changes in this year's tax rate.
At a budget committee meeting,
trustees approved a $369,447,791 bud-
get that brings with it a .33 -per cent
increase in the tax rate across Durham.
The anticipated impact on average tax-
payers will range from an $8 decrease in
Oshawa to a $29 increase in Brock
Township.
In approving the budget, the commit-
tee rejected an attempt to use $700,000
from working reserves to reduce the
impact across the region to zero, despite
pressure from a handful of trustees.
"This is exactly what we should be
doing," said Oshawa trustee Audrey
MacLean, noting the board has passed
budgets with 14 -per cent tax increases in
the past.

Brock Township but the majority of trustees,
who'd already rejected the use of reserves for
improvements to two Oshawa schools and accessi-
bility renovations at all Durham schools, couldn't
countenance dipping into the pot to ease the tax
burden.
Trustees were told a flatline rate would mean a
reduction of between $2 to $5 a year in the pro-
jected increase for taxpayers.
'I don't think $4 a household is going to be seen
as a significant enough gesture," Ajax trustee Dun-
can Read said, adding a zero -per cent increase
would be "a gratuitous exercise."

The budget, which still requires formal board
approval, would mean estimated increases for
average taxpayers of $25 in Ajax, $21 in Picker-
ing, $10 in Uxbridge, $18 in Scugog and $29 in
Brock. The average Whitby taxpayer would get a
$3 decrease and the average Oshawa taxpayer an
$8 reduction.
The budget was passed without information on
the general legislative grants from the Province.
However, board business superintendent Ron
Trbovich said staff believe their estimate is close
to what the grants will be. It's hoped the grants will
be announced before Monday night, when the
budget is expected to be approved by the board.
The budget may also need approval from the
Province's Education Improvement Commission.

Ms. Foster warns that

She maintains that
while it's imperative for
libraries to economize by
charging for some ser-
vices, others such as
access to government and

need to be protected from
user tees.
"If' you take away the
free part, if you chip away
at it even a little bit, you're
denying access for some to
information."
As for the elimination
of provincial grants to
libraries, Ms. Foster
believes the issue is a cru-
cial one for small libraries
in northern municipalities
which may get as much as
50 per cent of their fund-
ing from the Province. But
she notes it's also impor-
tant for places such as
Pickering.
Though the Pickering
library will receive only
$94.2(H) from Queen's
Park this year to help
cover a S2.5 -million bud-
get, Ms. Foster says every
dollar counts.
"We're cut to the core
right now," she explains,
adding there isn't any more
room to cut without reduc-
ing services.
French public
school accepts
new students

Scarborough.
Ecole elementaire Laure-Riese at
1375 Morningside Ave. is a member
of the Metropolitan Toronto French -
Language School Council.
About 30 per cent of its current
student population resides in
Durham.
(The Durham Region Roman
Catholic Separate School Board
offers instruction in French as a first
language, but the Durham Board of
Education doesn't.)
To be eligible, children must be
aged four or older by Dec. 31, 1997.

Fact finder named in Durham separate board teacher negotiations
A provincial fact finder has been
appointed in negotiations between the
Durham Region Roman Catholic Sepa-
rate School Board and its secondary and
elementary teachers.
Howard Snow, a full-time arbitrator
and mediator in labor and commercial
law, will meet with both teacher groups
and the board within the next 30 days to
discuss which issues have been settled
and which remain outstanding. Mr
Snow will also prepare reports on nego-
tiations and may make recommenda-
tions for settlements.
"We're hopeful it will be a helpful
exercise," says John Brown, the board's
human resources superintendent, adding
any recommendations are not mandato-
ry.
"We're always hopeful that the fact
finder can help," says Tony White, head
of the secondary unit of the Ontario
English Catholic Teachers Association
(OEC rA ).
Mike O'Connor, head of the elemen-
tary OECTA unit in Durham, says the
fact finder allows both teachers and the
board to step back from talks and make
sure of the issues.
"It serves as time-out," he says.

finder to be appointed.

Mr. Snow will release his reports to the teach-
ers and board first, giving them 15 days to nego-
tiate settlements before the reports are made
public. Mr. Snow is a graduate of Dalhousie
University, Osgoode Law School and the Uni-
versity of Western Ontario. He worked as a
lawyer for the Canadian Association of Univer-
sity Teachers from 1980 to 1993. Before that he
was a law professor, teaching labor and com-
mercial law, at the University of Manitoba.

A Durham MPP's pri-
vate member's resolution
regarding the "outsourc-
ing" of education support
staff jobs doesn't go far
enough in protecting jobs,
says the head of the work-
ers' union.
"I don't know if it's real-
ly going to help a lot," says
Coralec Bugden, president
of Local 218 of the Cana-
dian Union of Public
Employees, which repre-
sents custodial, mainte-
nance, secretarial, clerical
and technological staff at
public and separate
schools in Durham Region.
On April 3, Durham
East MPP John O'Toole
intends to introduce a reso-
lution calling for the gov-
crnment to ensure that
under Bill 104, the Educa-
tion Improvement Com-
mission "review the enti-
tlements and rights of non -
instructional school
employees if their posi-
tions are to be out-
sourced."
His resolution also calls
for the employees to be
to bat for non -teaching school staff
consulted and allowed to
compete for or bid on any
positions being considered
for outsourcing.
"My resolution is aimed
at the entitlements and
rights of non -instructional
school employees, if their
positions are to be
outsourced under
Bill 104," Mr.
O'Toole says.

am introducing
my resolution to

to talk to us. Up to this
point, this government
hasn't bothered to consult
with anybodv." she says.
Under the proposed
Fewer School Boards Act,
the Education Improve-
ment Commission would
be set up to oversee school
boards' budgets and would
review non -classroom jobs
and make recommenda-
tions about contracting out
the work to municipalities
or private firms in an effort
to save money in educa-
tion.

members are

AJAX -- Five area teens played cops and robbers with
-the wrong guy on the weekend.
�1, An off-duty Metro police officer was driving along
Pickering Beach Road in Ajax around 11:08 p.m. Friday
;when several youths appeared and one pointed a handgun
gat the cop before they ran to a nearby house.
Durham Regional Police dispatched to the scene
entered the house, found a plastic toy gun and brought
,out five occupants.
, Four Ajax youths and one Pickering teen, all aged 14

As for
competing for
jobs, Ms. Bugden
says her union "will win
hands down" against pri-
vate companies.
But if the Province cuts
the money available for the
service, it will be tougher
to compete. Ms. Bugden
believes.
Working with munici-
palities would be similar to
working with school
boards, with which CUPE
has good relationships, she
says.
Last year, CUPE mem-
bers saved the Durham
Board of Education
$900,000 by suggesting
cost-cutting measures and
taking unpaid days off, she
says.
Ms. Bugden feels this
might have been responsi-
ble in part for the board's
$800,000 surplus.
CUPE members have
given up 23 days of work
under the social contract
and have seen the number
of custodians drop by 150
through attrition and
rearrangement of jobs, she
says.
The average CUPS
member earns between
$15 and $17 an hour.

An ounce of
prevention...
It can't he a coincidence the VIP program - that's
Values. Influences and Peers - has the same acronym as
Very Important People. Because young teenagers• and it's
no cliche to say this, are society's VIPs of today AND
tomorrow.
Durham Regional Police Constable Peter Bramma has
been working hard for a number of years to spread the mes-
sage about the evils of crime io impressionable Grade 6 stu-
dents throughout the region. This year alone, he expects to
talk to about 2.(XX) youngsters.
His message is simple but vital. He spends half an entire
school day in a class, hitting all the teen hot -button issues:
suicide, drug addiction, vandalism and theft. He mixes in
some humor amid the dorm -and -gloom and punches up the
drama with real-life examples from within Durham Region.
If the students can see it and feel it and know that it's close
to home, they're far more likely to get the message.
Const. Bramma and his eight part-time police officer
helpers have an effect to be sure. Teachers also take up
where the officers leave off, conducting additional lessons,
sending students home with worksheets and encouraging
parent participation. It's certainly a never-ending battle to
make sure positive messages filter through.
How effective is the VIP program? Hard numbers aren't
easily available and it would be naive to suggest all youth
who take part in the project are dissuaded from a life of
crime and/or violence. Rather, VIP is much like a doctor
who advises his patient to stop smoking or drinking or to
lose weight: the information is presented, the benefits are
explained but it's up to the patient to follow the advice.
Students can never receive too much information when it
comes to the perils of drugs and crime.
With the police budget going up this year and burglaries
and robberies requiring a special new Durham Region
team• it's nice to see the police working in the community
on a preventive measure. With many youngsters living in
homes with a single parent or both parents working full-
time. it's imperative teachers and the police combine with
parents to help young people. Instead of always yelling for
tougher penalties for 'little criminals' the key is to take
action before they ever turn to crime.

To the editor:
Re: Len Henry's Feb. 9 letter head-
lined 'No TV watching at this school'.
Point 1: Nowhere in my letter did I
accuse teachers of watching TV or
anything else for that matter, however 1
do apologize for my generalization
that all lounges are equipped with TVs,
but in fact many are. As far as the cost
of cable is concerned, bunny ears arc a
cost-effective alternative.
Point 2: I arrive at work along with
the other custodians at 6:45 a.m. to
start preparing for the teachers' arrival

I'll he perfectly clear, 1 generally
don't like politicians. I can understand
why someone like Shashi Bhatia is so
angry, but, man, did she pick the
wrong target.
Dan McTeague has been anything
but a "toe -the -line Liberal". I have
seen him fight on a regular basis for
the people in his riding, despite the
fact it does not win him points with
the prime minister.
I can not tell you what a refreshing
change this has been. Instead of a
backbench 'yes boy' we finally have
someone with a backbone.
Let's give credit where it is due and
save the criticism for those who hon-
estly deserve it.

Levelling the field
One can't help but chuckle at all the
wringing of hands. tearing of hair and
general lamentation over the ostensible
demise of democracy in Canada — now
that Prime Minister Jean Chrdtien has
appointed four women candidates to
carry the Liberal banner in the next fed-
eral election.
None of the critics seem concerned
about the affront to democracy repre-
sented by the fact only 18 per cent of
MPs are women. They're also forgetting
the nomination fight bypassed for the
appointments; is hardly a shining example
of the democratic process. Who can deny
that while merit may have some role to
play, who gets picked to represent a party
has a lot to do with who plays golf with
whom and who has the widest circle of
influential or wealthy friends and money
to finance a campaign"
Women are at a disadvantage in poli-
tics just ati they are in society a% a whole.
On average, they make less money, they
have less time because they shoulder a
greater share of household and child-
rearing responsibilities and they don't
belong to the old boys' networks that
often have a significant role to play in the
political process. Of coxrrse it's a vicious
circle — as long as women are excluded
from the political process their position in
society won't improve much and they
will continue to be- excluded from the
political process.
Now we could just sit back and wait
for women to claw their way to equality
in Parliament — a process that the 1991
Royal Commission on Electoral Reform
and Party Financing calculated would
take another 40 years based on the cur-
rent rate of progress. Or we could take
steps to level the political playing field
for women and others. The commission's
recommendations included spending
limits on nomination campaigns and
making contributions to them tax-
deductible.
But waiting is too slow and electoral
reform isn't happening. So for the time
being, trying to help event the gender bal-
ance by appointing a few women candi-
dates is hardly cause for such anguish
among those who claim to defend
democracy in Canada.

after the second frame. Terry

the score. Pickering scored the
go-ahead goal minutes later.
However, Oshawa knotted the
score at 6-6 at the 13 -minute
mark to send it into overtime.

Panthers in Sunday's game
were David Cornacchia with a
goal and an assist and Matt
Jenkins with a goal. Mike
McCormick chipped in with
two assists, while Terry added a
pair of helpers.
Blackburn was proud his
charges didn't quit in Sunday's
contest, despite being down 3-0
early. "The good thing about
this team is they didn't get
down. We could have thrown in
the towel after falling behind
early, but we didn't. I'm really
proud of the guys"
The Panthers never trailed in
Friday's game against Oshawa,
leading 2-1 after the first peri-
od and 4-2 after the second
frame. The Panthers continued
to play well in the final period
to put the win in the books.

The Ajax -Pickering Raiders minor novice
'AAA' rep hockey team fought back from the
brink of elimination to win its playoff series with
Peterborough recently.
After those games, Peterborough needed just
one more win to capture the series. But, the Ajax
Axemen Junior Hockey Club Raiders roared
back with three consecutive victories to capture
the series.
Ajax -Pickering will now play Richmond Hill
in a best -of -five series.
In the sixth and final game of the
Peterborough series, the Raiders posted a 5-2
victory. Jason Dale and Chris Chappell each net-
ted a pair of goals to lead the way. Robert
Bentley scored the other Ajax -Pickering marker
and had two assists. Other helpers went to
William Mitchell, Paul Galea, Greg Leyden,
Dale, Lucas Labelle and Lee Morris.
In game five of the series, the Raiders skated
away with an 8-2 victory. Andrew Wilkins was
the offensive sparkplug for Ajax, scoring four
goals. Morris, Ryan Dawe, Labelle and Chappell
had the other markers. Assisting were Bentley
with three, Dawe with two, Daniel Prebble,
Morris, Labelle, Dale and Wilkins with one
each.
The Raiders doubled the score on
Peterborough in game four 4-2. Labelle scored
twice, including the game winner in the second
period. Dawe and Morris also connected for
goals. Bentley and Morris each contributed a
pair of assists while Labelle and Chappell had
one apiece.
Ajax -Pickering fell to Peterborough in game
three try. Bentley scored twice, Labelle, Dale-
and
aleand Dawe once each. Chappell and Labelle each
drew two assists, Morris, Bentley and Dale had
one apiece.
Peterborough bested the Raiders 4-1 in the
second game. Wilkins scored the lone Raiders'
marker with assists to Dawe and Chappell.
The first game of the series ended in a 2-2 tie.
