formed in the wake of
citizen complaints last
summer about neighbor-
hood safety issues, par-
ticularly related to vandalism and
rowdy behavior to and around parks.
A town meeting on those concerns in
September drew over 1(X) residents.

The first thing task
force members did when
they started to meet is try and define
exactly which safety issues concern
citizens the most.
They found those issues involved
safety all over the town, not just
around parks.
"It's the nuisance crimes that
make people feel unsafe." notes Ms.
Foster. addim-, task force members
brought in research which shows
even people in big cities like \eco

by what are usually considered to be
minor crimes such as loitering and
unruly behavior.

Utility merger

Durham's eight utilities could be merged
into one region -wide utility.

(DUG), an organization made up of joint pub-
lic utility commissioners and mayors, will

An 80 -page report on the issue was given
to DUG members at a meeting in Ajax
Tuesday. Although its contents won't he pub-
licly released until later this month, it's wide-
ly believed to call for the creation of a single
utility to serve the region's 145,000 hydro cus-
tomers.
During earlier discussions among DUG
members, various proposals were brought for-
ward, ranging from the creation of one utility
to smaller mergers producing four separate
utilities.
Any decision made by DUG regarding
amalgamation must be unanimous, says A!
O'Donnell, chairman of the Oshawa Public
Utilities Commission.

Christmas by a fire which destru\ed

the blaze. The home was insured fir

age to their own residence to he

"It was rough." admits Stc\e
Jcffcr%. But he's able to see a silver lin-
ing even in the burning of his home and
destruction of all his possessions. "At
least we won't have clutter."

right now, thanks to a lot of people in

gratitude to the firefighters, police and
emergency workers who kept them

"There was also help from Ed
(Steve's brother I and Sue Jeffer\• and
their daughter Ashley, all of Marksbur
Road. who took their temporarily
homeless relatives in for two months.
Steve Jeffery's sister in Toronto who
held a fund-raising party where she
works which brought in nearly S3.(M.
and his co-worker, at the TTC who
also had Christmas gifts for the chil-
dren.
"There wasn't a day that went by
that no one gave us stuff," says Steve
Jeffery. "I wish I could thank every-
body personally. Our family's doing
fine thanks to the community, the gen-
erosity of all the people."
The fire at the Jeffery home on
Bayly near West Shore Boulevard
broke out around 2:30 a.m. on Dec. 30.
The blare appears to have started in the
basement but its cause is still undeter-
mined.

Residents in Pickering want
answers to `basic safety matters'

such as harassment and intimidation
of adults and children on the streets
and in parks by youths and gangs,
and about vandalism on public and
private property.
But they're also concerned about
more basic safety matters such as
having to walk on dark streets or in
unlit parks at night; dangers from
traffic: and having enough activities
available to keep young people out
of danger and trouble.
After hearing about what was
worrying people, said Ms. Foster,
task force members decided to more
clearly define the rather broad man-
date they had been given by
Pickering Council.
They decided their job was "to
hood safety issues in Pickering and
recommend both pro -active and re-
active strategies to build safer neigh-
borhoods."
So far, the task force has heard a
number of presentations from orga-
nizations such as the police, schools,
the Ajax -Pickering Social
Development Council, the Pickering
Youth Council and the Town parks
and recreation department.
Individual task force members are
also doing, considerable research on
their own and bringing the results to
meetings.
The task force is just now, reach-
ing the stage where it will begin to
formulate recommendations, says
Ms. Foster.
She and her co-chairman. Ralph
Sutton, who is also on the Pickering

increased slightly in February, but more

Last month. there were 145 trwer
people collecting FBA than in January. a
drop of almost one per cent to 16,056,
including 10.079 children. -Ile number
of people relving on FBA last month was
2,7(X) fewer than in Fehruan of'96.
Twenty-one more people collected
welfare in Fehruan than in the previous
month. bringing the total to 1.3.445,
including -4.8 1 h children. Since Februan
of 1196, thr welfare rolls have dripped
by 1.7(X).

"That virtually hasn't occurred. It's
virtually level and I'm very happy about
that. I hope it's for the whole year."
Provincially, the number of FBA
recipients dropped by more than 2.3(X),
while the number collecting welfare
increased by 1.5OO.
The rix in social assistance rolls last
month was the smallest Fehruary
increase in I I years, Community and
Social Senices Minister and Durham
West NIPP Janet Ecker reports. "'Ihe
economy remains strong and our welfare
reforms, such as tougher eligibility rules
and new anti -fraud initiatives, continue
on track." Ms. Ecker says.
Since the Progressive Conservative
government took power in June of 1995,
more than 193,000 people have left the
social assistance system. Welfare is a
short-term relief program, while FBA is
a long-term program.

Documentary remembers Lost Boys

The mvsten and enct surrounding the disappear-
ance of six teenage boys in the icy waters of Lake
Ontario two years ago will he recounted in an
upcoming TV dccumentarv.
Vigil of Hope is a "gift" to the families and
friends of the missing teens. says producer/director
Vladimir Bondarenko. "It is a memorial to (their)
lost sons and a tribute to (their) onyn courage in fac-
ing the unknown."
Missing and presumed dead are 1a} Boyle, 17 at
the time of his disappearance. Robbie Rumbt)lt, then
17, and Chad Smith. then I S. all of Pickering, Danny
Higgins, then 16. of Ajax. Michael Cummins, then
18. of Oshawa, and Jamic Lefebvre, then 17, of
S:arlxroueh and tonnerfv of Aiax.
They haven't been seen since Mauch 17. 1995.

down to the beach at Frenchman's Ba,. in Pickering.

A live -gallon gas tank belonging to the boat was
found floating upside down two weeks later at the
water's edge near Wilson, NLw York. Police divers

bo,.s stole from a Ix)at -- near one of two channel
marker at the mouth of Frenchman's Bay.
Mr. Bondarcnko recalls reeling "haunted by the
stun atx)ut six bo}s who disappeared with harely a
trace ... I saw a photograph of parents and teenage
friends situmu on the beach 1(wkine out on the lake
and the image staved with me."
That's when he decided to make a documentan.
He first inet with the families six months atter the
teens disappeared. They met again three months later
and on the one -}ear annl\crsan of the tx)vs' disap-
pearance. "It was a yen. ver difficult process." Mr.
Bondarenko recalk. &\ opened their hearts to us.
I think it was very therapeutic for them and brought
sonic closure to this tragedN.
"It's yen difficult to give up hope on your child,
but as time went on, I saw a gradual acceptance of"
the reality of the tragedy. In the beginning. there watt
a lot of denial and resistance to accept what hap-
pened." While some families hold a glimnier of hope
that at least sonic of the hogs are still alive. Mr.

Bondarenko believes Lakc Ontario holds the Soret

their dead. Lake Ontario is big, deep and cold ... It's

believes parents have gone through a "heart and head
struggle -- to give up hope or hold out hope is a very
difficult decision."
Mr. Bondarenko says he got to know, the boys
through pictures. home vide(% and stones. "They
were like am other teenagers who have a little drink
and think thc%'re im Incible.
"But alcohol was just a link in the chain of events
that happened that night," maintains !qtr.
Bondamnko. who has included a dramatisation of
what happened in the documentary. The role of each
of the missing bon's was played by their best friend.
It took almost a full night to sh(i)t that scene and It
was "extremel\ difficult" for those involved. Mr.
Bondarenko notes.Hc believes the documentary
will force many people to re-evaluate the quality of
relationships they have with family and friends."

for family and friends of the missing teens last week-
end. Admittedly, families were nervous about the
film.
"It's like you're right there all over again," says
Sharon Cummins, mother of Michael. "I get more
nervous as it comes closer (to airing). It will be like
reliving it all over again, though (their disappcar-
ancel is never far from your thoughts."
Ms. Cummins still holds out hope son(: of the
boys are alive. A still think some of them might be-
d(rwn south. I talked to three of then[ who wanted to
go to California. 11A had the money. I'd walk every
beach down there to see if] could find them ... Even if
he changed his appearance, 1'd know Michael's eyes.
A mother would know her own child."
Patty Boyle also believes "somchodi has to be
alive. If it's my own son. I don't know. Maybe he is.
I still wait 1(r the knock on the dox)r."
Her son left behind a young daughter who "points
at his picture and says, 'Daddy'. That makes me feel
great ... She'll know who her father is."
Vigil of Hope will be aired on Vision TV on
Wednesday. March 26 at 9:30 p.m.

ond anniversary of their disappear-
ance.
The ceremony was held on the
shore of frigid Lake Ontario at the
bottom of Liverpool Road in
Pickering, two years to the day after
the so-called 'Lost Boys' vanished.
Families and friends tied ribbons
and balloons to trees on the beach and
lit candles in tribute to the teens.
The six are believed to have taken
a boat from a Frenchman's Bay mari-
na onto the lake on March 17, 1995
after leaving a party. None have been
heard from since.

Voters will judge women
candidate appointments: MP

Voters will judge whether Prime
Minister Jcan Chret ien made it wise deci-
sion in recently appointing women can-
didates to run in four ridings across the
country, including the new riding of
Whithy-Ajax.
"We will sec what happens when the
Canadian electorate decides." says Mr.
McTcague. noting well-qualified candi-
dates who \yore appointed by Mr.
Chretien instead of going through the
regular nomination process were sup-
ported by their constituencies and elected
in the 1993 Icderal election.
Though he has been "troubled" by the
sonic of the public criticism of the
aprunnimenis. Mr. McTcague says he
personally has no problem with them or
with the principle on which they were
based. The four women, including
Whitby councillor Judi Longfield. Acre
appointed to help the Liberals get closer
to their goal of fielding at least 25 per
cent women candidates in the federal
election expected this year. Only IS per
cent of MPs currently in the Housc of
Commons arc women.

Ms. Longfield has been involved with
the Liberal Party since 1965 and has
been a Whitby councillor since 1991.
She was also Dalton McGuinty's carn-
paign manager in his successful hid to
become leader of the Ontario Liberal
Party in 1996.
Whithy-Ajax used to he part of Mi.
McTiague's Ontario riding, which has
been split in two. He has been nominated
to represent the Literals in the other half
-- now called Pickering -Ajax -Uxbridge.
The other appointments include
Memo Councillor Judy Sgro in the riding
of York SouthAVeston. former Ontano
cabinet minister Elinor Caplan in the rid-
ing of Thomhill, and British Columbia
social worker Sophia Leung in
Vanc i tuver- K ingsway.

An 80 -pace staff report prepared for the Durham
Utilities Group (DUG) is now on the table and the eight
memhcrs (Pickering, Ajax. Uxbridge. Wiltib\-, Oshawa.
Ch,uington. Scucug and Bruck i of DUG have had time to
mull over amaleamauon since late last Near. I'lic0l vote
for or against aural-*amation when the\- meet on March 25.
Details of the report have yet to he released but it's felt
amalgamation could produce savings in the following
areas: equipment. purchasing. data processing, administra-
tion and duplication of staff. Hydro officials suggest these
si_nificant saNin��s arc possible but haven't (not publicly
anyway) attached a dollar estimate to the savings which can
hL achieved.
ApparentiN. the decision must be unanimous on amalga-
mation or it just v.on't happen.
'WC're hoping the eight utilities have the interest,; of util-
itv users at heart and aren't simply interested in maintain-
ing their own hold on power. The answer to the question,
"How mare\ hydro worker. does It talk to change a light
bulb:'" is obvious. "Fewer ;ban it takes to do so now:'
The wfiule amalgamation process for municipalities,
school boards and utilities - has received a not -so -gentle
push from the Province. For the most part. but not in all
cases. amalgamation makes sense. For a high-growth area
like Durham Region where economies of scale will only
grow over the next few decades. consolidation of admims-
tration and organization now offers the best deal for those
who pay the hills.
It seems that eight is more than enough and it's high
time our utilities discovered the power of one.

firefighters give
best protection
To the editor:
Mr. Nuherg, of Ajax, has gone on
record as stating part-time firefighters
could provide the same Icvel of quality
scr%ice as professional firefighters and
that contract work (equates to privati-
zation) should perhaps he a part of how
fire protection is delivered to the puh-
lic.
He also suggests that public safety
would not be jeopardized if there was a
reduction in fire protection funding. It
is obvious that his statements are based
on ignorance rather than fact.
Here is fact: Rural Metro is the best
known private fire company in
Scottsdale. .Arizona. Its track record
for questionable billing practices and
high rates, poorly maintained equip-
ment, inadequately trained and
equipped firefighters is all document-
ed. What makes you think this compa-
ny won't be knocking on our munici-
palities' office doors, offering their ser-
vices if part 9 of Bill 84 is not amend-
ed'? You get what you pay for! Public
safety will be jeopardized if this bill is
passed.

That's the name of an upcoming T-'
documentary which chronicles the disap-
prarancc of six teenage bays in the icy
waters of Lake Ontario two years ago.
I had the opportunity to view the doc-
umentary before it airs on 'IV at the end
of* this month and understand why pro-
ducer/director Vladimir Bondarcnko
views the dmumentary as a "gift' to the
families of the missing hays —a "memo -
nal to (their) lost sons and a tribute t,,
(their) own courage in facing the
unknown.
I know some people will say the hoN s
were asking for trouble when they took
oil'— after a night of partying — in a 14 -
foot fibreglass motorttoat in the wcc
hours of the morning with no experience
and no lifcjackcis. But I also know it
doesn't take a big stretch of the imagina
tion for me to realize that some of the
things I did as a teenager could have
taken a tum for the worse. Invincibility is
a trademark of the teen years, isn't it?
While the documentary recounts what
happened that fateful night, its really
about much more than a prank that went
terribly wrong. I believe the family and
friends of Jay Boyle, Michael Cummins.
Danny Higgins, Jamie Lefebvre, Rohhic
Rumbult and Chad Smith have sonic -
thing to teach you.
For parents, it's about the strength of
the bond we have with our children and
the inability to give up that sliver of hope
that our son or daughter might come
walking back in the door when all evi-
dence suggests otherwise.
For teens, it's about the reality of life
— that no one is invincible and though
following a safe path in life improves
your chances, tragedy can strike anyone.
For all of us, it's about taking time for
the people we love and telling them how
much they mean to us ... before it's too
late.

According to the annual Canadian
Automobile Association (CAA)
Vehicle Durability SurNey, the ayerayc
age of %chicles has increased from 4.5
,,cars in 1987 to 6.0 %ears In 1996.
That means %chicles on the road arc
on a%crage 33 per cent older than
vehicles were a decade ago. Not sur-
prisingly. odometer readings are at
their highest in 17 years. At 105,049
kilometres, the average odometer is
higher than any year since the survey
began in 1980.
"People air driving more and they
are doing so in older vehicles," says
CAA president Brian Hunt. -There are
sc%cral factors that may be contribut-
ing to this. Boner -quality vehicles last
longer and cost more so people may
he putting off their purchases. The
cconomv has started to rebound, so
people are driving more."
From the mid-1980s through 1993.

rising even as people were driving less

Pickering church gears up

As Easter approaches and many
children are anticipating chocolate
bunnies and candy eggs, there arc
youngsters in Ajax and Pickering
hoping for merely enough food on
the table to drive away pangs of
hunger.
St. Paul's on -the -Hill Community
Food Bank is serving an increasing-
ly large number of children, reports
chairman Esther Lucas.
"There has been a great deal of
news recently about the shocking
number of Canadian children living
in poverty." says Ms_ Lucas.
"Remember, this is a residential arca
and most of our clients are families.
There are indeed many children hV-
ing in poverty in Ajax and Pickering
and they are a great concern to the
food hank volunteers."
In 1996, St. Paul's provided 2,597
packages of food to needy families
and individuals• and approximately
half of the clients it fed were chil-
dren. There was about a 10 -per cent
increase over 1995 in the number of
,:licnts scryed, but the number of
,:hlldren receiving help jumped by
'(i per cent.
This year, St. Paul's is working to
focus public attention on child
poverty and hunger as it gears up for
