This latest base operating budget cut will leave APGH with $2 million less than last year to provide hospital care and services to the community. APGH has already issued layoff notices to 201 of its 600 unionized employees in anticipation of a net decrease in its 1997 budget, though it's not expected all 201 of the employees will get pink slips. The notices were issued to allow- the llowthe hospital to comply with collective agreement provisions requiring three to six months notice of layoffs, while min- imizing the period it has to wait to implement them. Mr. Cliff says the fact the ministry cut APGH's budget by a higher -than - average amount does not mean the local hospital is not operating efficient - IV. The drugs, concealed in a box containing plastic kitchen placemats, were intercepted during a stopover in San Fran- cisco by the U.S. Drug Enforce- ment Agency, which turned the contraband shipment over to Canadian authorities. The RCMP set up a "con- trolled delivery" of the package — which it rigged with a motion sensor alarm to trigger when opened -- to its intended receiv- er, allegedly the renter of' a basement apartment at the Pick- ering home. Constable Frank Velasco Wednesday told Mr. Justice Donald Taliano that he dis- guised himself in the uniform of a courier and delivered the package to the Timmins Gar- dens home three days prior to the bust. A woman resident, apparent- ly unaware of the contents, accepted the package. "I said it's pretty heavy, where would you like it," testi- fied Const. Velasco, who said he left the jumbo -size box in a basement room, "used the bath- room facilities" then left the res- idence. Court earlier heard the tran- script of' a recorded call to the female resident from a man, identified only as "John Li." She told "Mr. Li" a large pack- age had been delivered to the residence for him. Drug squad officers keeping surveillance on the home testi- fied one of the accused, Mr. Chung, arrived at the residence three hours after the call. Moments later, the alarm inside the package was tripped, sig- nalling it had been opened, at which point police entered the home and arrested Mr. Chung. Officers involved in the sting testified when they entered Mr. Chung was kneeling in front of the now -ripened heroin shipment, which had some of its contents scat- tered on the floor. Correction A story in the Feb. 5 edition of the News Advertiser about the trial of two men accused of heroin smuggling included an incorrect address of a home where the drugs were seized. The arrest and seizure took place at 988 Timmins Gardens in Pickering. The News Advertiser regrets the error. Co -accused Gary Seto was arrested later in the day after Mr. Chung "said he was to meet a person named Gary at York - dale mall at noon," Constable Serge Giroux testified. "He also gave us a descrip- tion of Gary," the constable said. The deal before Council Monday would have allowed ClubLink Properties Ltd., which owns the Chem Downs golf course on the north side of Seventh Conces- sion Road east of Brock Road. to purchase about four acres of unopened road allowance on Sideline 14 for $2,000 an acre. The progeny is to be used by the developer for two fairway crossings in an expan- sion of the eolf course approved in principle by Council Dec. 2 after consider- able controversy. "Giving away property to a rich corporation for $2.0(x) an acre is certainly not in the best interest of your constituents.' Fred Beer of the Pickering Rural Association told coun- cillors. "The developer is obviously anxious to own this stnp of land." Last year, area residents filled the council chamber to oppose the expansion, which will add 18 holes to the exist- ing 27 -hole course. They maintained the expansion would have a detrimental effect on area creeks and envi- ronmentally sensitive lands. Some also maintained it was a first step in an attempt by ClubLink to again bring for- ward plans to build 225 detached and link condomini- um homes beside the course. for which an application was turned down by Council a year ago. On Monday, Paddock Road resident and local realtor Mike Newman suggested the pace "isn't even close" to what the Town should be asking for such a "key piece of property. -I don't think there's hcen any senous negotiatin-, dons. said Mr. Nctiman_ Pickering should perhaps use ClubLink's need for the land to obtain "concessions" on environmental issues. Councillors were told by Town staff an appraisal done for the sale found the land was worth $1,500 to $3.000 an acre, but some challenged that estimate. Ward 3 local Councillor Enrico Pistritto said figures he obtained from staff showed that between 1984 and 1990, the average price of land sold in the area watt $32,000 an acre. "We shouldn't even be con- sidering any numbers below that." Councillors finally decided to approve bylaws for the sale of the land but with the sale price deleted, so it could still be negotiated between the Town and ClubLink. ClubLink vice-president Jack Winbcrg said in an inter- view his company is willing to return to the negotiating table. "If there's some serious concern we're not paying the appropriate price we'll pay the appropriate price." He suggested area resi- dents had motives other than the correctness of the price for opposing it. "They've lost the fight and now they're trying to take the last pound of flesh out of ClubLink." FEBRUARY 7, 1"7 - PAGE 5 Durham board busing changes may alter school start times BY CHRISTY CHASE STAFF REPOKIVA Almost 60 elementary and secondary schools in Durham Region could have their start times changed in September under a proposed busing plan designed to save millions of dol- lars for the Durham Board of Fducation. At Monday night's standing _nmmittee meeting, trustees ,tu(iied a report outlining a com- puterized plan expected to shave $500,0W from transportation costs this year and $1.3 million annually. If implemented, the money will be saved by changing the times classes begin and end (referred to as bell times) at 59 schools in Ajax, Pickering. Whit- by, Oshawa, Scugog and Uxbridge at the start of the 1997- 98 school year. The changes would vary from five to 30 min- utes for the schools. Start times would range from 8 to 9:15 a.m. with classes ending between 2:30 and 3:45 p.m. That would allow one 72 -pas- senger bus to transport students to and from at least two schools, reducing the number of buses needed by 41. There arc current- ly 191 buses used at a cost of S6.S million. Ptckenn, trustee Jill Hanid- ton said the prop )sed plan v.:11 change the bell times of some schools that already adjusted their times to accommodate new bus schedules in September, 1996. Parents may not appreciate having to change their routines again, she said "I think this may cause a prob- lem. I know it's only half an hour but half an hour is a long time when you're trying to get ready for work." Board business superintendent Ron Trbovich said the computer program designed a 'best fit" transportation sys- tem for 72 -passen- ger bus routes. He said he realizes the plan may "raise some issues" but added "we have to be careful we don't unravel the whole thing" by trying to early adjust a few schools. The staff report indicates the proposed new routes will result in shorter average ride times for stu- dents. Board chairman Ruth Ann Schedlich said she has concerns about the early starting times of 8 a.m., especially in dark, winter months. In Pickering, firefighters defied Pickering Council by wearing their uniforms in an information protest at the local GO station in a bid to raise awareness of new, provincial legislation. The %like Harris government is introducing new fire protection and prevention measures which, according to firefighters. will jeopardize public safety. That may or may not be the case (the legislation has- n't yet been passed), but firefighters in Pickering have already alienated the very people they should he relying on for needed eras. -roots political support. In Ajax. firefighters have taken a less obtrusive approach even though they too are acting to battle the proposed legislation. To re -invent the way it works, to make it work for people:" So says the Common Sense Revolution, the document Mike Harris and the Tories swear by. Whenever a government minister announces an ini- tiative, he or she inevitably says "It's in the Common Sense Revolution and you can look it up." Mike Harris wants people to keep more of their money because they know the best way to spend it. Using the logic that people know best, then we know what's best for our communi- ty. So, here' my suggestion to Mike Harris to make government work for the people: get rid of the Ontario Municipal Board. It's bureaucratic (which Tories hate), costly (another no - no) and undemocratic. NVe elect politicians to represent us, to speak for us, to make decisions in our interests. A bureaucrat from Toronto shouldn't decide if a distant Town Council's decision is correct. That's our job when we tell politicians what we want. Ultimately, it's our joh when we go to the polls. Oshawa Council recently redrew the City's ward maps because the City is losing three regional councillors. But. the OMB had the final say on how the wards would be drawn. That's the job of the local politicians. If people there didn't like what the politicians decided, they could vote them out. How many thousands of dollars are spent by a community preparing for an OMB hearing? Then multiply that by several hearings a year. That money would be better spent somewhere else, like repairing potholes, buying library books or keeping taxes down so you can spend more of your money. Who will scream if a municipal council has the final say on how a com- munity will look? Developers and their lawyers. Without the OMB, they'd have no place to turn if their plans were rejected by a municipal council. There isn't an OMB type of body in the United States and they seem to get along all right. No one was injured. Durham Region- al Police have charged a 17 -year-old Pickering man and a 16 -year-old Ajax lad with taking an auto without consent, in this case from the Ajacian's mom. Horses killed in Pickering crash PICKERING — A 52 -year-old motorist escaped with only minor injuries Monday evening but two horses struck after wandering on to a north Pickering road were killed. Durham Regional Police said the Markham man was northbound on , Whites Road near Third Concession just after 9:30 p.m. when his 1987 Oldsmobile struck the horses. If their child is experiencing difficulties in school, will the school have enough resources to help% %bile teachers try their absolute best for their students, time restrictions and increased class sizes make it difficult for them to assist all those who need extra time. This is where the Grade Expectations Learning Centre can help. The Grade Expectations system is based on individualized programming for each and even student attending. Ontario Certified teachers use these programs to assist students in their particular area of difficulty. Each class of no more than three students is held in a separate room to minimize distractions and promote learning. Experienced teachers focus not only on students' academic development but also on helping them improve their confidence and self esteem. Students also have access to a resource room, equipped with computers. The program begins with an academic assessment to establish the level the student is performing at. The results of the assessment enable the educational director to develop a program specifically for that student. Both the program and the results of the assessment are discussed with the parents. The student then begins attending classes twice per week. Written progress reports are given to the parents after every four class periods. Improvement is noted in a very short time. Recently, Dr. Gary Hunt, Chair of the Faculty of Education, University of Toronto, joined the Grade Expectations team as Senior Educational. Advisor. The veterans of Canadian good-time rock 'n' roll have re -assembled to once again bring their classic brand of musi- cal irreverence to the masses -- this time at the Ranch in Ajax on Saturday. Feb. 8. Although they haven't released any new music since 1990's King of Brokcn Hearts, Gordo founder and principal Greg Gxlovitz has found that after six albums and 21 years their hard ro ckin' hits have managed to find a permanent place in the memories and hearts of rockers everywhere. But, as memorable as the music was, it was certainly challenged for attention by saucy Goddo refrains like "Oh Carol, kiss my whip" and "We're just pretty bad boys". "Oh, brother" cringes Go dovitz when asked to recall some of his old songs. Now over 40, he says, 1 can't imagine writing some of the stuff I wrote back then ... but you're sort of trapped into playing your hits." Similarly- the crowd -taunting that he was so famous for is also not on the agenda these days. A don't bait the audi- ence anymore," he laughs. A can't believe (audiences) still like us after all the stuff I put them through." When it was suggested that perhaps rockers like a little abuse now and again. Godovitz allows. '*,rhey sure did with us ... I think they used to heckle u, just to be- in the spotlight." Although there are things that he still wishes he hadn't come up with, he's proud his music has stood the test of time and still belts out the tunes with enthusiasm. Go dovitz doesn't mind doing his bit for nostalgia but he doesn't want to be marked as a has-been. The Goddo gigs are just as much fun for him as for the fans but they are rare. That's because; Go dovitz is a busy fellow, having set up a new company with long-time friend Andy Curran of Coney Hatch fame. They produce jin- gles and commercial soundtracks. His new hand The Cry Babvs, which recent- ly completed a recording project a Quest studios in Oshawa under tht supervision of Paul Lachapelle, also takes up a lot of his time. The Cry Baby$ are a collaborative effort with pal Mikt Zweig and is described as a spli between the Beatle-esque sounds of tht Carpet Frogs (a post-Goddo project) anc the straight -ahead sound of Goddo. The new music will be of interest to those who like a good heat. But. yoE won't want to miss your chance to catch vintage Goddo either. The morning session was dominated by Alicia Kave who picked up three first -place finishes in the 100 -metre freestyle, 100til but- terflN and 2(X)n individual medley. She also finished second in the loom backstroke. 100m breaststroke and 50m free. Lauren Campbell won the 100m breast. Other swimmers in the 13 -and -over age group who turned in great efforts were Jenn Martin. Jessica Madden and Lindsav Day. In the 13 -and -over boys' division. Ross Werlick won the 100m fret:, loom fly and the 2(X)n I.M. He finished third in the 50m free and fourth in the 1(X)m back. Teammate Mike Shoreman. 13. also turned in strong efforts. Lauren Walker had stellar swims in the girls' 11 -and -12 age group, finishing first in the IWin back and IWrn free. second in the 200m I.M. and third in the I(X)n fly. Leading the way w•as Brenna Wilson who won three first -place ribbons in the I(x)m free, 25m fly and 200m l.M. Taryn Kavanagh earned a second -place finish in the loom I.M. Caitlin Heggie placed fourth in the 50m breast and fifth in the 100m I.M. Other strong swimmers in this age group were Melanie Campbell, Sophie Dona and Jaqueline Wilford. In the 10 -and -under boys' age group, Brandon Barbaro posted three second -place finishes in the 1(X)m free, 50m free and 100m I.M. He also placed third in the 25m fly and fourth in the 50m back. Scott Allen finished fourth in the 50m breast and 50m free and fifth in the 100m free. T.J. Stevens was fifth in the 50rn breast. Also representing Pickering in this age group were Chris Fox, Jake Passmore, Ryan Shanks and Daniel Walker. Bradley Johnston, in the eight -and -under boys' age group. finished first in the 25tn fly, second in the 50m fly and 5()m back and had three third-place finishes in the 50m free, 25m free and 1(X)n I.M. All the more remarkable was that Brad was competing against a tough field of 10 -and -under boys in the 25m fly, Som fly and the 100m I.M. events. Jake Stevens was fourth in the 50m free, 25m fly and 25m free. Kent Williamson placed sixth in the 25m tree. In the eight -and -under girls' division, Stephanie Peters finished second in the 25m free and third in the 50m free and 50m back. "I'm satisfied the process is still going on and we're at the forefront of some- thing happening," he says. Although the government had initial concerns about Oshawa's proposal. "it's starting to look more positive that it's a plan that could unfold," says Mr. Ouel- lette. When Mr. Harnick briefed reporicrs after he unveiled plans for a $70 -million courthouse for Brampton earlier this month, he indicated more courthouse facilities are on the way in Ontario. The Brampton courthouse is expected to be ready by the year 2000, replacing the seNen existing locations for court ofoerations in Peel Region. Currently, there are six diflerent court locations in Durham Region. Since taking (ill -ice, the Harris govern- ment has committed 5185 million toward the constniction of new courthouse facil- ities across Ontario in an effort to address hcav,. caseloads and overcrowded courts. A 5S0 million to $I(K) million court- house was announced for downtown Oshawa h} the then -NDP government about two years age,. but the timetable has been altered since the Conservatives came to power. New year starts well for GM The new year is off to a good start for General Motors of Canada. The auto giant reports sales of new vehicles were up 5.9 per cent in January compared to the same month a year ago. GM dealers delivered 25,947 units, including 12,140 trucks, up 6.1 per cent and 15,339 cars, an increase of 5.7 per cent.For the model year to date, truck sales are up 14.1 per cent at 55,446 and car sales are up 2.1 per cent at 61,864. Sales of Oshawa -made vehicles were variable last month. Sales of the Lumina Monte Carlo were up 1.3 per cent and the Chevy GMC extended cab pickup truck had increased sales ol' 9.6 per cent. However, sales of the Buick Regal dropped 73.6 per cent.
