during a scuffle with police outside Pickering
High School in Ajax Tuesday is accusing three
officers of using excessive force.
Inspector John Hamilton, commander of 24
Division in Ajax, confirms "two sets of parents"
informed him Wednesday they intend to launch
formal complaints against the department.
The teen was arrested and charged with
assaulting a policeman after an officer was bit-
ten on the upper chest when police responded to
a call about it group of youths seen with a gun.

General Motors workers say
they're prepared to stay on
picket lines as long as it takes
to win a new contract.
The temperature dropped
Thursday, the first day of the
GM strike, but spirits
remained high among the
more than 13,000 local work-
ers, including UP who live in
Ajax and Pickering, despite
the frustration of their bar-
gaining union leaders.
"It doesn't matter how
long (the strike) goes;" said
Mike Daiie, who was on the
line "Thursday morning. "I
think that's the mood with a
`ot of the guys too. If we don't
stand up and fight to save our
own jobs, what kind of people
are we?"
Canadian Auto Workers
'CAW) negotiators rejected a
GM proposal made two hours
before Wednesday's strike
Jeadline. Many Oshawa
workers immediately walked
off the job.
The issue of outsourcing
jobs is the main area of con-
tention between the union
and GM. 'Ile union wants
GM to sign a deal compara-
ble to the agreement with
Chrysler over two weeks ago.
Striking workers state
they're standing up for future
generations with their stance
on outsourcing.
"I sure hope: to heck my
two girls don't have to work
here, but you've got to think
about your neighbors;' said
Ralph McQuaid.

us they're losing money. Bot-
tom line is they're always
making money."

that Mr. Munger has the
authority to make a deal.
Despite the lack of move-
ment at the bargaining table,
the union's position is strong
and workers are prepared for
a long strike, he says.

says the issue of outsourcing
and sell Mg off the fabrication
plant in Oshawa and the
Windsor trim plant shows
GM can't make enough of a
profit to suit itself.
' None of these plants
were fining money. They just
weren't making enough
money to suit GNI.."
About 1,600 GM workers
in Ste. Therese, Que. are also
on strike. If no deal is reached
by Sunday. GM workers in
St. Catharines will also hit the
picket lines. Remaining GM
employees in Canada will
juin in Oct. 9.

brace for impact
AJAX-PICKERING — A GM strike is bad news for
Ajax and Pickering but the impact should be minimal if'
the strike is short, says the leader of" the local business
association.
"The strike will affect Durham Region and it will also
affect Ajax and Pickering;' says John Wicrsma. president
of the Ajax -Pickering Board of Trade. "We have a number
of members who arc suppliers to General Motors. I think
a prolonged strike will have an impact. A short strike for a
week or two will not affect them to the same degree:'
Mr. Wicrsma notes most local automotive supple
plants also provide products to auto manufacturers other
than GM and should not suffer too much in the short run.
What everyone should be concerned about, he adds, is
the impact of a long strike on the Ontario and Canadian
economy as a whole.
"We're in a weak economic recovery and anything like
this will have an impact on our recovery:"
Mr. Wiersma notes that in addition to Oshawa, the
strike will likely have a significant economic impact in
Whitby and Clarington, where several GM suppliers are
located and where many GM employees live.
Pickering won't suffer
much: Town official
PICKE:RING —A General 'Motors strike that doesn't
drag on for too long will only have a minimal impact on
businesses here, says Town co-ordinator of economic
development Joan Alfrey.
" I don't think it's going to sideswipe Pickering. I think
Pickering is too strong. it has got too diverse; a base of
companies"
Ms.:Vfrey notes her department conducted an infor
mal telephone survey of local companies that serve the
automotive sector a few years ago and learned only a few
would have to lay off a small number workers in the event
of a strike at GM.
"We don't think it's changed dramatically;" she says,
adding however that it's still unfortunate if even a few peo-
ple have to be laid off.
"Obviously. the longer the strike .*cies on the more far-

Senseless. Shocking. Shameful.
If this wasn't a family newspaper, we might come up
with some other words to describe the wanton act of van-
dalism at an Ajax school on the weekend.
Lord Elgin Public School was trashed Sunday night by
punks who went on a rampage, breaking almost 20 win-
dows and looting classrooms.
"To experience this level of vandalism was shocking;"
principal Brian Butler said Monday morning after survey-
ing the destruction. "One just doesn't expect to see this
level of damage done in school"
The damage was so extensive that classes had to be
cancelled Monday morning so crews could make repairs.
Says Mr. Butler: -I was veru disappointed and I'm sure
parents and all the community are ashamed of such an act
of- vandalism like this, especially one that affects so many
people...
It affects the public school supporters in .Ajax. Pickering
and throughout Durham whose tax dollars help pay the pre-
mium on the public school board's insurance policy that
covers such acts of vandalism.
It affects the young children who attend the elementary
school, who might never again see it as a safe place.
It affects their parents and other neighbors of the school
who may well live in fear until those responsible for the
crime are brought to justice.(Nk'hile two 16 -year-olds from
Ajax have been charged, they can't be perceived as guilty
unless they're proven so in court.)
!f young offenders are found to be guilty of this sense-
less, shocking and shameful crime, it's doubtful the courts
will give them more than a slap on the wrist. That would be
shameful, but, because we almost expect the Young
Offenders' Act to fail, it would hardly be shocking.
Until stiff sentences are meted out to young criminals,
the very few rotten apples in the barrel filled primarily by
good kids will continue to break laws because they believe
they'll receive little or no punishment.
In the meantime, parents must teach children that no
crime is victimless and that vandalism costs us all.

McTeague made clear his opposition
to the death penalty before he was
elected. I don't doubt that, but that
was not why Mr. McTeague was elect-
ed. Mr. McTeague was simply the
lesser of the four main evils available
to us.
There was no way people with a
half a brain were going to elect the
Conservatives after what Mulroney did
to us, and likewise the NDP after five
subversive years of socialism in
Ontario.
That left the Reform Party and the
Liberals, and Canadians being the
mindless sheep that we are, embraced
Jean Chretien's little red book of fairy
tales and elected a majority of politi-
cians whose sole purpose in serving
their overburdened taxpayers was to
promise an end to the GST, and then
stab us in the back.
Ms. Brooks also states that it's been
proven capital punishment is not a
deterrent. Although I have no statistics
at the moment, I can almost assure
you history is full of examples of peo-
ple having murdered once, served their
time and then murder again. But I can
also assure you that anybody who has
been put to death for murder has never
killed again.
Modern technology (DNA testing)
has made it virtually impossible for an
innocent person to be convicted. If
every piece of evidence and testimony
cries out guilty then guilty it is, and
they must be executed.
I have just one question I would
like answered. How can anybody who
disagrees with capital punishment
sleep at night, knowing that their hard-
earned tax dollars are being spent
maintaining a comfortable lifestyle for
the likes of Paul Bernardo and
Clifford Olsen, who have done nothing
in their sick existences but destroy the
lives of innocents and their loved
ones.)

in answering
queries
To the editor:
While some readers are firing
brickbats at our elected politicians, let
me throw a few bouquets at them.
In the recent past, I wrote MPP
Janet Ecker commenting on and criti
cizing an issue which made headlines.
I did not expect a reply, but a hand-
written one came in days later. Much
earlier, I called her office for some lit-
erature and a message was left on my
answering machine that I could pick
them up. Because of time constraints
and their office hours, I could not and
weeks went by. I called again and
asked that they mail them. Days later I
received them.
I have written and faxed MP Dan
McTeague at least three times, again
commenting on and criticizing certain
issues. On all occasions I did not
expect replies, but replies I got each
time within reasonable time.
I have phoned Ajax Councillor Pat
Brown a couple of times suggesting
attention be given to certain matters
affecting our ward. Not only were my
calls promptly returned, but the situa-
tions were remedied.
Maybe I'm the lucky one. Or maybe
the sound of my surname tickled their
fancy and their curiosity and generated
answers from these elected representa-
tives!

PICKERING — Ward I Regional Coun-
cillor Maurice Brenner has changed his mind
about bringing forward a bylaw banning
politicians from revealing matters discussed
behind closed doors because it "would be
open to abuse.
"Until the matter of what should or
shouldn't be handled in -camera is resolved
I'm not about to move a motion that could be
misused based on interpretation;' says Coun.
Brenner, adding such a bylaw could be used
for "filtering" what the public may
know.
At a Council meeting Sept. 16,
he gave notice he would introduce a
bylaw that would make it illegal for
councillors to publicly discuss mat-
ters that Council talked about in -
camera. He said it was needed to
stop leaks of information about
property negotiations and legal
matters the Town is involved in,
which he maintained has been a
problem in Pickering.
However, Coun. Brenner now
says, he thought at the time the Municipal Act
was clear on when closed -door meetings
should be held but has found out since that it
is not. Rather, it grants municipal councils the
right to meet in -camera to discuss certain
issues such as property negotiations or legal
matters, but does not require them to discuss
those issues behind closed doors.

PICKERING — The Ontario
Municipal Board has approved a new
bingo hall on the east side of Dixie
Road just north of Hwy. 401 against
the wishes of an area residents' group.
The hall, to be operated by Top
Rank Bingo on property owned by
Emix Ltd., would seat up to 650 and
be housed in a single -storey 1,650 -
square -metre building that would
appear to be two storeys from the out-
side.
Some area residents opposed the
new hall and the appeal against the
zoning bylaw permitting it was
launched by the Liverpool West Com-
munity Association. Facility oppo-
nents maintained it would cause traffic
problems in the area and there's insuf-
ficient parking for it.
In its appeal, the LWCA took the
position that the hall would not con-
form to Town and Durham Region
official plans and contravene guide-
lines for the area established by a
Town land use study. The LWCA also
maintained a traffic and parking study
for the site was flawed.
"Obviously the LWCA is disap-
pointed and we're reviewing (the
OMB decision) currently with our
advisors and our board of ditectors;"
says LWCA president Craig Bamford.
He notes Top Rank must still apply to
the Ontario Gaming Commission to
establish its bingo and demonstrate
community support for it, but says no
decision has been made as to whether
the LWCA will go before the commis-
sion to oppose it. The proposed bingo
facility has been publicly supported by
local non-profit groups which operate
bingos to raise charity funds for their
community work.
In upholding the Town coning
bylaw, the OMB did allow the
LWCA's appeal in part and made some
amendments to the bylaw. One change
prohibits the establishment of any
other commercial recreational estab-
lishment in the existing building
beside the proposed bingo hall, and the
other requires a specified number of
parking spaces to be provided for the
hall.
Mr. Bamford is pleased his group
won at least some small victories and
hopes area residents, the Town and the
developer can make compromises in
the future that will address the con-
cerns of both sides. He is particularly
interested in the idea of moving the
new building on the site closer to Hwy.
401 so it can function as a sound barri-
er against the highway noise.

applicant and the site plan committee
to try and make this thing work, he
said."

those things must be discussed in -
camera. I think a lot of people
assumed that."
Coun. Brenner says he intended
his proposed bylaw to only prohib-
it councillors from publicly dis-
cussing matters that Council was
required to deal with in -camera, but
it has turned out that would not to
be the case.
-I do not feel it would be appro-
priate to pass such a bylaw when
the issue as to what is and what
may be deemed confidential is not properly
defined;' he says.
Coun. Brenner also notes what he has
learned from taking a closer look at the
Municipal Act has led him to question Pick-
ering Council's confidentiality practices.
"Upon reviewing the legislation I'm more

Right now in Pickering councillors are not
prohibited from revealing information dis-
cussed in -camera by Council, as long as it
does not violate privacy rules imposed by the
provincial Freedom of Information and Pro-
tection of Privacy Act. For example, it' it
councillor reveals information about an indi-
vidual employee discussed in -camera, that
councillor could be charged with violating
the Information and Privacy Act.
But it is legal for a councillor to reveal
information about, for example, Town prop-
erty negotiations even if those negotiations
have been legally (under the Municipal Act)

Welder uninjured, laborer breaks leg in Pickering work mishaps
PICKERING — The Ministry of Labor is
investigating two industrial accidents which
occurred here Tuesday, one involving a
methane gas explosion and another in which a
worker suffered a broken leg.
Workers at the Durham -York sewage treat-
ment plant on McKay Road at Squires Beach
were lucky to escape serious injury when a
sludge holding tank they were cutting into with
a torch suddenly ignited and burst into a fireball
around noon, Durham Regional Police said.
The force of the blast, sparked by gas con-
tained in the sludge, blew three 100 -pound lids
off the tank, two of which shot up more than 50
feet into the air, said Staff Sergeant Charlie
Green of 25 Division.
"Whoever the welder was must have had his
hands and face in the right place to be able to
avoid being injured," he said.
Firefighters, police and ministry investiga-
tors were called to the scene.
Later in the day, a 26 -year-old East York
man was hospitalized with a broken leg after
being struck by a pipe while working at a sub-
division construction site on Spruce Hill Road
just before 4 p.m., Staff Sergeant Sandy Ryrie
said.
The victim was attempting to reattach a
chain to a steel sewage pipe being lowered at
the site when the pipe slipped, hitting him in
the leg.
He was taken to Ajax -Pickering General
Hospital, where he was expected to be kept
until today.
Ministry investigators attended that accident
site as well.

recession may be officially
over, but some area families
are still having trouble putting
food on the table if the boom-
ing business at the local food
hank is any indication.
""rhe numbers last year
were as bad as they were in the
depth of the recession," says
Esther Lucas, chairman of St.
Paul's -on -the -Hill Community
Food Bank Ajax -Pickering.
"And we've had about a 25 -per
cent increase over last sum-
mer."
In 1995, St. Paul's provided
food to 2,379 clients, many of
them with families which
brought the total number of
people helped to 7,203.
Busy times at the food bank
mean it's as important as ever
for people to donate to this
year's Thanksgiving food drive
for St. Paul's, which runs Oct.
4 to 19.
All the food donated stays
in the Ajax -Pickering area to
help local families.
Items particularly needed
this Thanksgiving include fruit
juice crystals, cold cereal,
powdered milk,
spaghetti sauce, canned
meat and fish, sugar,
flour, canned fruit,
canned pasta, canned
stew, meal helpers and
peanut butter.
Non-perishable food
donations may he
dropped off at Pickering
fire halls on Kingston
Road just east of Rose -
bank Road, Finch
Avenue just east of
Dixie Road or Bayly
Street just west of
Brock Road.

Football League games on the weekend.
The Dolphins' tykes, atoms and peewees dropped contests
to the visiting Scadxmugh Thunder at Pickering's Kinsmen
Park Sunday. However, the bantams managed to beat the
Brampton Bulldogs on home turf, which was so muddy that
the fish nicknamed it the "aquarium".
The I)o1phins' tykes dropped a 31-6 decision to the visit-
ing Scarhorough Thunder. Running back Nolan Smith scored
the Ione touchdown for the Dolphins. Smith was named
offensive player of the game while the defensive award went
to L) rek Kelloway.

DURHAM — The region's eight
local hydro commissions are getting
together to examine whether they
should merge after the Province
undertakes an expected reorganization
and privatization of Ontario's electric-
ity sector.
Representatives of the eight com-
missions decided recently to form a
steering committee to conduct a feasi-
hility study for restructuring the retail
electricity distribution system in
Durham, a function each of them now
performs individually within each
municipality. The decision was made
at a special meeting called by Picker-
ing Hydro, which is working to get all
Durham's hydro commissions to
respond to the recommendations of
the McDonald Advisory Committee
on Competition in Ontario's Electrici-
ty System.
"Dur commission felt there are
changes coming and we should be
leading the change rather than waiting
for it to happen," says Pickering
Hydro general manager John Wiers-
ma.
The McDonald report released in
June recommended Ontario Hydro's
monopoly over electricity generation
and transmission be ended and some
of its assets be privatized to introduce
competition in the electricity industry.
However, Ontario Hydro's nuclear
stations and its hydroelectric facilities
at Niagara Falls would remain under
public ownership. As well, the report
recommended a reduction in the num-
her of local hydro commissions across
the province.
In response to the McDonald rec-
ommendations and an invitation from
the Province for comment on them,
Pickering Hydro conducted a survey
of Durham hydro commissions and
called this past week's meeting. A
draft policy statement reflecting the
results of the survey has been provid-
ed to each local commission to
endorse or modify as it sees tit. The
meeting participants agreed neither
the draft policy nor the survey results
would he made public, according to
Mr. Wiersma.
"It would he a fair statement to say
the major recommendations in the
McDonald report were supported;" he
says, noting the surrey showed "a lot
of common understanding" among the
local commissions. While all agreed
restructuring of the local hydro com-
mission system should be examined,
says Mr. Wiersma, there was no agree-
ment on how many local commissions
there should he in Durham.
The steering committee on restruc-
turing is expected to report its findings
by the end of February.
There is also considerable support
among local commissions for some
privatization of non-nuclear power
plants in Ontario, according to Mr.
Wiersma, on the basis it should lead to
lower electricity rates.
"There is evidence that in a dereg-
ulated marketplace prices will come
down;" he says, citing the airline and
telecommunications industries as
examples.
The Pickering Hydro Commission
will discuss its position on restructur-
ing and privatization at its next meet-
ing Oct. 17 at 4 p.m.
