In his report to
Metro's environ-

Metro works com-
missioner M.G.
Thorne bases his
recommendation
on the facts the

Health Depart-
ment has already
conducted, a risk Steve Parish
analysis ofthe site
and will continue
to be involved in monitoring
it; that Brock West will stop
receiving new, waste as of
Nov. 30 (except for about
120,000 tonnes being trans-
ferred from Metro's Brock
North landfill); and that the
dump will continue to be
monitored for off-site
impacts after clo-
sure. Mr. Thorne
also says the
study could cost
as much as
$500,000.
Mr. Stcele
maintains the
study could be
done for
$250,000. PACT
plans to appear
before the Metro
committee Oct. 7
to request Metro
politicians autho-
rize the new
study.
Durham Coun-
cil voted Wednes-
day to send a rep-
resentative, most
likely Ajax
Mayor Steve
Parish, to the Oct.
7 meeting.
Mr. Parish
says the $500,000
price tag for the
study is "simply
designed as a
scare. It's going
to cost a half -mill -
lion dollars. What
are you going to
do? You're going
to vote no.
"I don't think
the real cost of
such a study will
be anywhere,
anywhere near
that," Mr. Parish
says.
"Metro ran
that site for a
quarter-century.
They made mil-
lions and millions
and millions run-
ning the site.
They have a
responsibility to
make sure the
moral and,
indeed, a legal
responsibility to
ensure that hap-

The first
study which sug-
gested an
increased inci-
dence of asthma
and eczema
among children
living around
Brock West was
commissioned by
PACT and done
by the Interna-
tional Institute of
Concern for Pub-
lic Health
(IICPH).
A review
of that study by the Durham
Region Medical Officer of
Health raised questions
about its methodology and
the validity of its findings.
Another review, by
Anthony Miller, professor
and chairman of the depart-
ment of preventive medicine
department of geography at
McMaster University, was
commissioned by the
IICPH.
Professors Miller and
Taylor found the IICPH
study had several weakness-
es and deficiencies but con -
landfill site have occurred
and that some of the illness-
es reported in children are
attributable to such expo-
sures. It is not clear whether
the closure of the

Durham Board of Education trustees made a silly
mistake Honda} when they voted to muzzle them-
selves.
The wiser heads on the board recognized that what
Aas called a "polite gag order" will actually hinder
an elected official fromdoing the job expected by the
electorate. But thev were outvoted by those who mis-
takenly believe courtesy can be legislated.
With the vote, trustees can no loneer make "con-
troversial statements- without first notifying, -If pos-
sible", the board chairman or colleaeues whose wards
the statement might pertain to.
Interestingly enough, board chairman Audrey
MacLean doesn't necessarily care to receive such
notification. She too spoke against the motion, and
pointed out that no trustees had ever made controver-
sial statements without talking to her first.
Trustees who believe their statements to the public
must first be endorsed by their colleagues only
achieve making themselves look foolish.
The polite informing of colleagues that a contro-
versial statement is about to be made must be left to
the judgment of the individual trustee. The sharing of
such information can be construed as courtesy, yes,
but courtesy among elected officials cannot be
forced.
We are not paying our Durham Board of
Education trustees to be courteous to each other. We
are paying them to be knowledgeable on a controver-
sial subject — our education system — and we are
pad ing them to spend our tax dollars wisely and to
ensure our children receive the best education possi-
ble:.
If our elected trustees are doing that job, then it
only stands to reason there are times when they will
disagree with each other. If they are doing the job
properly, they must communicate with the public.
Trustees must feel free to speak out on issues
where and when they please. They must be able to
answer questions from the electorate, and give their
opinions when asked.
We're paying them for that, and we'll continue to
expect it from them.

School board gets
a failing °rade in
communication
To the editor:
Congratulations to &,,e Durham Board
of Education' It has been elected "best in
the world" Obviously the judges were not
some of the frustrated parents who are
constantly ignored and left out of the deci-
sion-making processes. They are kept
unaware of those same decisions that
greatly affect their lives and those of their
children.
In the past year the 'best education
board in the whole wide world' has:
- Inflicted a year-round school program on
families in a Whitby neighborhood with-
out consultation. (A one-year reprieve was
granted after a bitter fight with parents).
- Drastically altered the school day hours
in 16 schools across the region with more
to follow in September, 1997. (More than
10,000 people were affected, not one was
consulted!)
- Closed school buildings early in the
evenings, shutting out community groups,
Scouts, Brownies, and Beavers, etc., with-
out warning or input.
- Cancelled busing essential to the safety
of five eight-year-old children without
consulting the families affected.
- Refused to address the concerns of a
large group of parents wanting a principal
removed at one school while attempting to
move a principal at a neighboring school
against the wishes of the parents at that
school. (Tine meeting was held over
March Break with little or no notice given
to parents).
The Durham Board of Education may
get high marks on the world stage, but
here at home the communication skills get
a failing grade. Major decisions are being
made arbitrarily and are not made known
until it is, supposedly, too late for consul-
tation. The decisions are "slid by" during
the off months of summer or during
March Break when parents are powerless
to voice their concerns and opinions.
Concerned parents must join together,
across the whole of Durham Rc91t,n And
demand that the board consult with the
families affected by these major decisions.
There will be a municipal election in the
fall of 1997. It is time to make our voices
heard.
Working for and electing trustees who
are committed to hearing the concerns of
the parents they represent, not just in one
ward or one town — but region -wide, is
the only way to obtain that voice.

Aj ax mayor's trip
to England
unnecessary
To the editor:
I do not normally write to news-
papers, but I really would like to
voice my concerns regarding our
erstwhile mayor seeking donations
for a trip to England (incidentally, an
expense that the then -Councillor
Parish would have a short while ago
been against).
Surely in the present financial cli-
mate it is not necessary for the
mayor to make this trip personally
when a wreath along with a message
of sympathy from the Town of Ajax
would suffice. No doubt the crew of
the HMS Ajax were brave men and
did their duty as did all of the ser-
vicemen in the Second World War
and the Town of Ajax, of course, will
always remain a living memorial to
this fine vessel and the ship's compa-
ny.
I would urge anyone thinking of
donating to the mayor's trip to think
again and give the money instead to a
charity of their choice in the name of
HMS Ajax and her crew.

Although she loved the
roles in such classic ballet
works as Swan Lake, Sleep-

Christmas favorite, the Nut-
cracker. Landry admits she
was especially enamored
with the contemporary work
of American choreographer
George Balanchine.
"Manv of my favorites

lets -- any rule, am part in a
Balanchme ballet.
If there's one aspect of
the ballet that she misses
since Icavin`a the National
company in the rnid-'80s,
it's the constant drive to cap

mance. It %vas neer easy.
and it required both dedica-
tion and patience.
"The pace of ballet has
its own rhythm. "There's a
pace and Ilo" to each per-
formance and you had better
go along with it and offer to
it what you can. That's how
performance is created.
"I miss the opportunity
to express and communicate
the essence of a particular
ballet. Those opportunities
aren't there in eyervday
life."
She also misses the back-
stage atmosphere at ballet
performances.
"There was chaos. Some
people can take the buzz,
some people collapse from
it. You have to get your
adrenalin from it. It's magic
when the curtain g(>Ls up.
Backstage there are dancers
who are sore, who are tired.
There are some who are at
the top of their craft and
others who are new. You
have the sweat and the smell
of liniment, the crew guys
who are running and
screaming and yelling.

Transition centre helps
former dancers walk new
paths in their own shoes
AJAX -- When the curtain finally comes down on
your (lancing career, it's almost like dying, says Ajax's
Stephanie Landry.
A think every single dancer faced with the termina-
tion of performance, you face the death of yourself;
part of yourself has died." says Landry, who danced
with the National Ballet Company of Canada for 15
years.
"You're a dancer. That's what you arc. When you're
done, you have to get out and, of course, it's rather
j frightening. You need to go deep inside yourself to see
what you can work with."
The Dancer Transition Resource Centre (DTRC), in
operation for the past 10 }ears, has helped numerous
dancers find a new life after the ballet.
"For some dancers, (the DTRC) is the buoy that
enables you to either sink or swim," says Landry. "The
DTRC keeps a lot of dancers atloat and lets them go on
to very fulfilling Iives. Once you find your path, it's
fine, but to get there could be rocky."
Landry herself received a grant from the DTRC
allowing her to retrain as a teacher of ballet through
I the National Ballet School Teacher Training Program.
As well, she completed an apprenticeship at the Pilates
Centre of Toronto in order to teach Pilates, a form of
exercise.
The DTRC is celebrating its 10th anniversary with
a star-studded fund-raising gala at Toronto's Winter -
garden Theatre Monday at 7:30 p.m.
Among those expected to take part in the evening
are Karen Kain, Fvelyn Hart and Veronica Tennant.

AJAX-PICKERING -- Congregations of
two churches in Pickering and Ajax are work-
ing together to help a Quebec village dev-
astated by the summer's flooding.
Mount Zion United Church in Balsam
and St. Bernadette's Catholic Church in
Ajax would also like the public's assis-

rebuild their lives.
While the flood -ravaged community is

Kelso, a member of Mount Zion United.
-Ms place needs help," says Sue
Stymest, who also attends Mount Zion.
"It's such a small town that a little cart
make a difference. They are desperate."
She and her husband Mike found the
village by accident when they were
returning from a visit to the Maritimes in
August. They decided to drive to
Chicoutimi to see how bad the flood dam-
age was, thinking they could persuade
groups here to help the residents. But they
took the wrong highway out of Queher
City and ended up in Boilleau.
They knew they had to help because of
what they found. On one side of a small
river were houses so badly damaged their
owners were burning them. Damage to
homes on the other side of the river didn't
appear as severe but dart: to four feet of
mud or silt covered everything. Ms. f
Stymest says.
On their return home, the Stymests
suggested that proceeds from the August
music night at Mount Zion be- donated to
the town. Everyone agreed. By contacting
St. Bemadette's in Ajax, they found out
the name of the church in Boilleau and
sent a cheque. Mount Zion has since

AJAX -DICKERING ---S oon
after Judith Glyn Williams was
diagnosed with rheumatoid
arthritis -- six months after the
birth of' her first child -- her doc-
tor wanted to hospitalize her for
three months of therapy and rest.
But when the Pickering
%soman, 21 at the time, asked her
then -boss for a leave of* absence,
his response was a perfect exam-
ple of the societal attitudes she
"ould have to fight as well as her
disease.
"He said 'sure, but you won't
have the same job when you
come back'," recalls Mrs. Glyn -
Williams, who was told to prc-
parc for a demotion. She never
did take the time off and ended
Lip suffering for it.
Despite the fact arthritis can
he an extremely debilitating dis-
ease causing pain, swelling and
deformity in the joints, it's often
not taken seriously.
A dismissive societal attitude
toward those with the disease
makes it that much harder for
them to cope.
"I felt very guilty and inade-
quate. I really began to wonder
whether some of the misery was
because I just wasn't strong
enough. I thought I was a big
suck. I was always in pain, quite
horrible pain, in pact."
Just as her boss and others
didn't acknowledge the severity
of her illness, Mrs. Glyn Williams
didn't acknowledge it either.
"When I was diagnosed we
didn't change the way we did
things so I ended up fighting the
disease instead of making
changes in my life. It was as if
the disease was winning because
I always felt miserable physically
and after a while emotionally as
well."
It wasn't until Mrs. Glvn-
Williams was referred to the
Arthritis Society and started
allowing herself to take her ill-
ness seriously that she began
making some progress against it.
Her wrists were severely affected
by the disease, as were both her
feet, making it difficult to do
simple things like open jars or
get through subway stations to go
to work.
Her jaw and spine were also
affected. She and her family had
to make adjustments in every
aspect of' their lives.
"We realized we needed to try
and manage my condition and
began to plan everything, right
down to what I was going to feed
the kids the next day so that Ian
(her husband) could loosen the
jar lids."
Now, 10 years after its onset,
Mrs. Glyn Williams has her
arthritis under control with the
help of drugs and organisation.
She works four days in the city
and one at home.
At home she and her husband
and children Darcy, 11, and
Aaron, 9, have estahlished a rou-
tine that allows her to get the rest
she needs so she can enjoy her
family, friends and work.
"Darcy and Aaron hayc taken
on a larger role in running the
household than I think they
would have if I did not have
arthritis. but I think they arc bet-
ter people because of it."
September is Arthritis Month
and a time to think of the more
than 1.4 million people of all
ages in Ontario affected by the
illness.

The
Beauty of
Landscaping
The beauty of landscaping is captured at Landscape Concepts, through
unique designs that compliment their client's needs and lifestyles.
Partners Mark Lowe and Sid Visser are veterans at offering a fashionable,
aesthetically -pleasing look. Mark meets with each potential client and learns
about their desires and requirements. He returns with a conceptual plan
(hand or Autoeadd drawing) which blends his client's requirements with his
own expertise. "What looks great to one client can be so different to the next,
for example; many people require a simple, less is more look with low
maintenance. To others, more is more - they like retaining walls, tiered patios
and water features;' explains Landscape Architect Mark Lowe.
"Which for us is great either way, because we also offer maintenance
packages to accommodate those clients that desire the look without the
labour!" adds Sid Visser, project manager. Sid also works closely with each
client to ensure their expectations are met during each step of the project
until the concept becomes reality.
With a combined 30 years experience, Landscape Concepts offers a
complete landscaping service -- interlocking walkways, patics and
driveways, retaining walls, water features, garden designs, decks, arbors, full
planting services with plenty of unusual trees, plants and shrubs. Together,
Mark and Sid have made the dream of having a personalized, professionally -
designed landscape project a reality, and as the 90's trend dictates customer
service, they offer garden clean-ups, pruning and fall and spring maintenance
packages. Call now for fall booking at 427-9015. Competitive prices

months look out. It does not matter that you ma} her in the exact type of job. and %uu
changed for considerable more money, the system does not recogniic this, so more points
are lost. Then comes the credit rating system (God love it). Some lenders will only hold
problems against you for a year, while others will go seven }cars, and some will hold
negatives against you from inception of your credit report. (As usual the system breaks
down, as the largest debt most people will incur will tx: their mort`_aze. This debt is one that
does not show on your credit rating, but God forbid Nou get S20 behind on %our credit card
because then your credit rating goes down)
WHAT SHOULD I DO?
Be careful where you apply for credit. Do not FORMALLY apply to a number of
institutions, but absolutely call and compare rates and terms for your specific needs. If there
are presently credit problems or problems in the past, explain them, because 98'/f of the time
these will be recorded on your credit bureau file, and what may have been an initial approval
will end up being a decline.
Remember, just because problems in the past have been cleared up it does not make them
go away.
RATES?
Do not be fooled by most articles written. Our interest rates are primarily governed by
what happens in the U.S.. The U.S. was expected to raise their rates this week but has
temporarily held off, which may mean a temporary drop in our prime rate. (This does not
mean that lenders will pass this reduction on to us by way of lower loan and mortgage rates.
We have all seen this many times in the past.) if rates do come down, run very fast to take
advantage, as in all probability it will be a short term relief. Look for rates to rise in the
early winter, so start to think long term.
WHY THE MORTGAGE FACTORY?
Fast, efficient, professional service, and one heck of a lot of hands on experience. With
over nine years serving Durham, and over twenty years in business, we have a massive
lenders base with all possible options available. First Mortgage Rates are always a 1/2%
below posted market rates. Consolidation loans up to $50,000, 2nd mortgage on purchases
to 90% and 85% on refinances. Funds are available for renovations, income properties,
cottages, industrial and commercial.
